Tottenham Hotspur will prioritise earning Premier League survival over Champions League progress, says interim manager Igor Tudor.
Spurs' poor domestic form meant Thomas Frank was sacked last month and three defeats in Tudor's first three games in charge have left them one point above the relegation zone.

"[A] totally different mentality aspect can be used in this kind of game, so maybe this can help us see which problems we have, and to switch the right way. But always focus on us, to grow as a team, to do things better.
"We need to do our best in terms that we need to grow," Tudor added. "Our first aim is the Premier League - this is something that needs to be said publicly. It's a normal thing.
"[The Champions League] is something extra, but that doesn't mean we don't want to pass and don't want to go to the next round."
Defenders Djed Spence and Cristian Romero are available again, with captain Romero back from suspension to make his first appearance under Tudor.
And after using Richarlison off the bench during his first three games, Tudor said the Brazil forward will start on Tuesday.
"Players are coming back, that's important," said Tudor. "In all three games we missed the players on their positions and we missed the players who are usually playing.
"It's a beautiful game to play tomorrow, a totally different competition than the Premier League. There is a good experience from this season, past games, so let's see what happens tomorrow."

The Miami Dolphins are to release quarterback Tua Tagovailoa, which will cost them a record dead cap hit of $99.2m (£74.2m).
The 28-year-old has been the Dolphins' starting quarterback since 2020, when they drafted him with the fifth overall pick.
He earned a four-year contract extension in 2024 worth $212.4m (£158.9m) and releasing him just two years into that deal will cost Miami the NFL's highest-ever amount in dead money towards their salary cap.
It will surpass the previous record of $85m (£63.6m) when the Denver Broncos let Russell Wilson leave in 2024.
"We are going to move in a new direction at the quarterback position and will be releasing him after the start of the new league year," general manager Jon-Eric Sullivan said.
Tagovailoa has said he contemplated retiring after suffering two concussions during the 2022 season, but returned to lead the league for passing yards in 2023, taking Miami into the play-offs.
That earned him a lucrative extension but two months later he was concussed again, and after some underwhelming form in 2025 he was benched for the final three games of last season.
Miami fired head coach Mike McDaniel in January, bringing in Jeff Hafley and a new general manager in Sullivan, and have opted to rebuild their roster too.
They released wide receiver Tyreek Hill last month and have agreed to trade safety Minkah Fitzpatrick to the New York Jets.
Sullivan added: "As we move forward, we will be focused on infusing competition across the roster and establishing a strong foundation for this team as we work towards building a sustained winner."
Tagovailoa is the second franchise quarterback to be moved on during the NFL's free agency period after Kyler Murray.

Paul Scholes says an Instagram story post about Manchester United interim head coach Michael Carrick was "in no way intended to be offensive" towards his former team-mate.
Following United's 2-1 Premier League defeat by Newcastle United last Wednesday - their first loss under Carrick - Scholes wrote: "Michael has definitely got something special about him...cos Utd have been [expletive] last four games."
Scholes, who played alongside Carrick in United's midfield for seven years, was criticised for his comments, with former team-mate Patrice Evra saying "I hope he was hacked".
The 51-year-old explained his post on the The Good, The Bad & The Football podcast on Monday alongside former Reds players Wes Brown and Nicky Butt, saying he has spoken to Carrick about the issue.
"It was in no way intended to be offensive towards Michael," the former England international said.
"Michael is one of the nicest people you will ever meet in football, he'd be the last person that I would want to offend.
"I messaged Michael anyway. I went straight to Michael and said, 'Look, I was never intending to upset you'. And I don't think I needed to say that anyway and he told me himself he wasn't upset by it."
Carrick took over after the sacking of Ruben Amorim and was unbeaten in his first seven games, but United's most recent performances have not matched those that beat Manchester City, Arsenal and Fulham at the start of his time at the helm.
They are currently third in the league and in a good position to qualify for the Champions League.
"I think people have just taken it differently from what was meant," Scholes added.
"The only thing I was saying was that I don't think they played that well the last four games and he's still managing to get results.
"We had the greatest manager in the world and he always said sometimes you need a bit of luck. So with sending-offs and different things that happen through games, sometimes you do need a bit of luck, that's all I was saying."
Brown added: "I can see it both ways. When Scholesy explained it to me, it completely made sense. But how I read it was as if he's having a go at him."
Scholes replied: "What Wes said, and I hadn't heard that before, was that I was saying he's just a lucky manager. I wasn't saying that, I was saying he's a very talented manager because he's getting results with a team that, for the last four games since the West Ham game, I didn't think were playing very well, that's all."
Earlier this year, United defender Lisandro Martinez hit back at comments from Butt and Scholes.

Speaking on Monday, Scotland's first minister, John Swinney, said the violence has no place in football, calling it "completely unacceptable".
"The violence after the Old Firm game yesterday at Ibrox was completely and utterly unacceptable – there is no justification for it whatsoever," he said.
"There was severe danger applied to fans and to police officers and to stewards. It was completely unacceptable in every respect.
"What I want to make clear is the police have my full support in pursuing everyone involved in this incident, also that we will work constructively with the clubs - who must be horrified by the scenes that they witnessed - as well to address the situation, to work with the Scottish Football Association, to make sure that, collaboratively and collectively, we do all that we can to make sure that these types of incidents have no place in Scottish football."
Former Celtic striker Chris Sutton also criticised the "ugly" scenes.
"When a fan comes on to the pitch, they know they shouldn't be doing that," he said on BBC Radio 5 Live.
"We understand the emotional side of the game - Celtic have beaten their biggest rivals at Ibrox.
"It was really ugly. It's shameful for the game up there. It's sad because the full allocation is what you want.
"What happened today shamed the game north of the border."

Jack Draper will continue his Indian Wells title defence against Novak Djokovic after an impressive win on Monday - while Cameron Norrie claimed a major third-round scalp.
British number one Draper beat Argentina's world number 20 Francisco Cerundolo 6-1 7-5 to set up a last-16 meeting with 24-time Grand Slam champion Djokovic.

It is a moment Brentford's Dango Ouattara will want to forget.

去年9月23日花蓮馬太鞍堰塞湖洪災,造成光復鄉19人死亡、5人失蹤,林清水在今年1月遭檢方搜索住處、光復鄉公所等地點,調閱撤離名冊、防災通報等物證,檢方複訊後以有串供、逃亡之虞,向法院聲羈獲准,持續羈押至今。
檢方今天提起公訴,移審花蓮地方法院,晚間法院召開接押庭,裁定林清水新台幣100萬元交保,並須戴電子腳鐐監控。親友獲知趕忙籌措保釋金,並為林清水買新衣。
花蓮地檢署查出林清水在去年馬太鞍堰塞湖災害發布警戒後,仍在宜蘭參訪,還與張姓秘書一起宴請支援救災人員餐敘,甚至在紅色警戒強制撤離令發布後還跑去植牙。
檢方指出,為應付上級督導,林清水、張姓秘書、民政課王姓課長捏造垂直避難人數、依親及撤離數字,在花蓮縣災害應變中心會議中,林清水更回報已完成預防性撤離,實際上仍有居民留在警戒區。

英國海軍指出,梅林Mk2直升機具強大雷達和作戰系統,將搭載3名人員,在飛行高度可達1.6公里的情況下,有助及早發現並預警無人機或飛彈來襲。

The Federal Aviation Administration approved eight pilot programs that will allow a handful of companies, including Archer Aviation, Beta Technologies, Joby Aviation, and Wisk to start widespread electric aircraft testing as early as this summer.
The three-year program, which will span 26 states, is designed to ensure U.S. companies lead the way in next-gen aircraft used for personal travel, regional transportation, cargo logistics, and emergency medicine, Department of Transportation Secretary Sean Duffy said in remarks Monday.
The pilot program, known as the Advanced Air Mobility and Electric Vertical Takeoff and Landing Integration Pilot Program, was announced last year through an executive order by President Donald Trump in an effort to speed up development of the futuristic aircraft.
Numerous electric vertical takeoff and landing (eVTOL) companies have emerged in recent years with promises of launching urban air taxis and other regional electric aircraft. However, getting those aircraft into commercial operation takes years and hundreds of millions of dollars. The FAA must certify any new aircraft, which is a multi-year process.
The pilot program will allow these companies to test their eVTOL aircraft even though they have not received full regulatory certification.
That kind of accelerated timeline could bolster the efforts, and share prices, of many eVTOL companies such as Archer, Beta, and Joby that have gone public in recent years.
Beta Technologies founder and CEO Kyle Clark said being selected for the program will allow the company to start aircraft operations one year earlier than anticipated. The company’s stock price popped nearly 12% Monday. Archer and Joby, which are also publicly traded, saw stock jumps as well.

Archer compared the eVTOL program to robotaxi testing and said it will help build trust and establish a playbook for safely scaling electric air taxis. The company, which is developing a four-passenger piloted eVTOL called Midnight, said it will also help it prepare for air taxi operations in Los Angeles for the 2028 Olympic Games.

“These partnerships will help us better understand how to safely and efficiently integrate these aircraft into the National Airspace System,” FAA Deputy Administrator Chris Rocheleau said in a prepared statement. “The program will provide valuable operational experience that will inform the standards needed to enable safe Advanced Air Mobility operations. We appreciate the strong interest reflected in the many proposals we received.”
The FAA said it received 30 proposals.
These companies aren’t going it alone, however. The pilot program requires companies to partner with state, local, tribal, or territorial governments.
The projects cover several applications of electric aircraft, including urban air taxis and regional flight. For instance, the Port Authority of New York and New Jersey have partnered with Archer, Beta, Electra, and Joby to test a dozen operational concepts, including one based out of a Manhattan heliport.
The Texas Department of Transportation will work with Archer, Beta, Joby, and Wisk to test regional flights connecting Dallas, Austin, San Antonio, and eventually Houston. That program will include building networks of air taxis that will expand from each city to extend regional reach, according to the DOT.

Some projects have widespread geographic implications.
For instance, a project led by Utah that will test next-generation aircraft and operational concepts across the Pacific Northwest, the Rocky Mountains, and the Plains of Oklahoma will test a wide range of next-generation aircraft and operational concepts. Another project, led by the Pennsylvania Department of Transportation, will include 13 states to revitalize regional flights across the country.
Other projects are focused on cargo delivery, medical response, and automation. Beta, Elroy Air, and others will test cargo and personnel transportation flights into the Gulf of America and to energy industry locations in Louisiana, Texas, and Mississippi.
The departments of transportation in Florida, Louisiana, and North Carolina also are leading projects. The city of Albuquerque is working with Reliable Robotics to test autonomous operations.

OpenAI announced Monday it has acquired Promptfoo, an AI security startup founded in 2024 to protect LLMs from online adversaries.
The frontier lab said in a blog post that once the deal closes, Promptfoo’s technology will be integrated into OpenAI Frontier, its enterprise platform for AI agents.
The development of independent AI agents that perform digital tasks has generated excitement about productivity gains. But it’s also given bad actors fresh opportunities to access sensitive data or manipulate automated systems. This deal underscores how frontier labs are scrambling to prove their technology can be used safely in critical business operations.
Promptfoo was founded by Ian Webster and Michael D’Angelo to develop tools that companies can use to test security vulnerabilities in LLMs, including an open source interface and library. The company reports that its products are used by more than 25% of Fortune 500 companies.
Promptfoo has raised just $23 million since its founding and was valued at $86 million after its most recent round in July 2025, according to PitchBook. OpenAI did not disclose the value of the transaction.
OpenAI’s post said Promptfoo’s technology will allow its agent platform to perform automated red-teaming, evaluate agentic workflows for security concerns, and monitor activities for risks and compliance needs. The company also said it expects to continue building out Promptfoo’s open source offering.

Die-hard Chevrolet Bolt fans rejoiced when General Motors announced it was bringing a refreshed version of the EV subcompact back into production.
The GM brand gave a lot of credit to those owners — and to Bolt supporters within General Motors — for the car’s revival. But fandom alone doesn’t restart a multimillion-dollar program. The math has to pencil out in more ways than one.
An examination of GM’s business and market conditions at the time it was approved hints at what compelled the automaker to bring the Bolt back.
It started with GM’s factory capacity. The U.S. automaker had capacity to spare at its Fairfax Assembly Plant in Kansas. The factory previously made the Chevy Malibu, which ended production two years ago, and it isn’t going to start making Chevy Equinox SUVs until mid-2027 or Buick Envisions until 2028. Into that gap went the Bolt.
Perhaps more critical to the Bolt’s comeback was the broader availability of EV-specific parts, which helped bring the costs of the new model down. It’s not built on a flashy new platform, instead relying on incremental improvements to make the final product better.
TechCrunch recently drove the new Bolt. It is compelling enough to suggest it will give GM an EV sales bump in an uncertain U.S. market.
The original 2017 Bolt was GM’s first dedicated EV in 20 years. It was a ground-up effort, which meant the company had to design and build the motor and battery management system while also coordinating with LG Chem (now LG Energy Solution) to make the battery pack. The car got an entirely new chassis that wasn’t a rehashed version of an internal combustion engine platform. None of those items are cheap.
Fast-forward to today, and GM sells about a dozen all-electric models in the U.S. across the Chevrolet, Cadillac, and GMC brands. That gave it plenty of parts and experience to draw upon when engineering the new Bolt.

For drivers, that influence is seen the moment they sit in the car. The large touchscreen runs the Android Automotive operating system, which is kept apprised of the battery’s state of charge. That allows it to recommend chargers along a route and prepare the battery so that it can charge as quickly as possible.
Under the hood, the new Bolt borrows the Chevy Equinox’s front drive motor. At 200 horsepower, it matches the previous generation exactly. But with 169 pound-feet of torque, it would appear to come up significantly short. Yet because of what GM has learned over the years, this new motor spins faster and more efficiently, allowing Chevy to use a shorter gear in the single-speed transmission. At the wheel, the motor produces about as much as before.
The new motor combined with more efficient power electronics means the 2027 Bolt can travel about 15 miles farther than the previous Bolt EUV, the body style on which the new model is based.
GM anticipates that the new Bolt will be profitable, something the old model struggled with.
The EV transition hasn’t been smooth sailing for GM or for many other legacy automakers. The company said in January that it would take a $6 billion charge in the wake of slower-than-expected EV adoption. But GM has said it remains committed to producing EVs. And so far, it hasn’t backed off its pledge to phase out fossil fuel vehicles by 2035.
The cynical take on the new Bolt is that it’s a half-measure, a rehashing of an old model to squeeze more out of its most loyal customers.
The new model should perhaps be viewed as a bull case for sharing technology and incremental improvements. A 15-mile range improvement from a new motor and battery management system may not seem like much, but if GM can march forward at a steady pace, the next decade could be transformative for the company and for the EV market. Flashy new platforms make for great headlines, but not every breakthrough requires a multibillion-dollar investment.

Anthropic has made good on its promise to challenge the Department of Defense (DOD) in court after the agency labeled it a supply-chain risk late last week.
The Claude maker filed two complaints against the DOD on Monday in California and Washington, D.C., after a weeks-long conflict between Anthropic and the DOD over whether the military should have unrestricted access to Anthropic’s AI systems. Anthropic had two firm red lines: It didn’t want its technology to be used for mass surveillance of Americans and didn’t believe it was ready to power fully autonomous weapons with no humans making targeting and firing decisions.
Defense Secretary Pete Hegseth argued that the Pentagon should have access to AI systems for “any lawful purpose” and that it shouldn’t be limited by a private contractor.
A supply-chain risk label is usually reserved for foreign adversaries and requires any company or agency that does work with the Pentagon to certify that it doesn’t use Anthropic’s models. While several private companies are still working with Anthropic, the firm is poised to lose much of its business within the government.
Anthropic called the DOD’s actions “unprecedented and unlawful” and accuses the administration of retaliation in a complaint filed in San Francisco federal court. “The Constitution does not allow the government to wield its enormous power to punish a company for its protected speech,” the lawsuit reads.
The protected speech Anthropic refers to is its belief about the “limitations of its own AI services and important issues of AI safety,” per the lawsuit. The administration, including Defense Secretary Hegseth and President Trump, have criticized Anthropic and its CEO Dario Amodei as “woke” and “radical” over the company’s calls for stronger AI safety and transparency measures.
In the lawsuit, Anthropic argued the government doesn’t have to agree with its views or use its products, but it cannot employ the power of the state to punish or suppress Anthropic’s expression.

Anthropic also argued that “no federal statute authorizes the actions taken here,” claiming the Defense Department’s supply-chain risk designation was issued “without observance of the procedures Congress required.” The law generally requires agencies to conduct a risk assessment, notify the targeted company and allow it to respond, make a written national-security determination, and notify Congress before excluding a vendor from federal supply chains.
The firm also accuses the president of operating outside the bounds of the authority granted by Congress when he directed every federal agency to immediately stop using Anthropic’s technology, following Amodei’s statement that he would not budge on his hard lines. As a result of the statements made by both President Trump and Secretary Hegseth, the General Services Administration — the federal agency that manages government contracts and purchasing — terminated Anthropic’s “OneGov” contract, ending the availability of Anthropic services to all three branches of the federal government.
“Defendants are seeking to destroy the economic value created by one of the world’s fastest-growing private companies,” the lawsuit reads. “The Challenged Actions inflict immediate and irreparable harm on Anthropic; on others whose speech will be chilled; on those benefiting from the economic value the company can continue to create; and on a global public that deserves robust dialogue and debate on what AI means for warfare and surveillance.”
As part of its complaint, Anthropic asked the court to immediately pause the Defense Department’s designation while the case proceeds and ultimately invalidate and permanently block the government from enforcing it.
“Seeking judicial review does not change our longstanding commitment to harnessing AI to protect our national security, but this is a necessary step to protect our business, our customers, and our partners,” an Anthropic spokesperson said in a statement. “We will continue to pursue every path toward resolution, including dialogue with the government.”
Anthropic filed a separate complaint in the D.C. Circuit Court of Appeals because the federal procurement law allows companies to appeal supply-chain risk designations. The petition asks the court to review and overturn the Defense Department’s decision to designate the company a national security supply-chain risk. In the complaint, Anthropic argued the move was unlawful, retaliatory, and improperly executed under federal procurement law.

Slate Auto, the electric vehicle startup backed by Jeff Bezos, has replaced its CEO months ahead of the launch of its affordable electric truck.
Former Amazon Marketplace vice president Peter Faricy is the new person in charge of the company, and he started on Monday, Slate spokesperson Jeff Jablansky told TechCrunch. Most recently, Faricy had been an adviser at McKinsey and Bessemer Venture Partners. Faricy left the role at Bessemer to join Slate, according to Newsweek, which first reported the hire.
Slate Auto’s first CEO, longtime Chrysler veteran Christine Barman, is now the President of Vehicles, according to Jablansky. Barman was Slate’s first hire. The company was still a secretive project called Re:Car that was started inside a manufacturing incubator based in Massachusetts called Re:Build Manufacturing, as TechCrunch first revealed last year.
Barman stood out not only because she was one of only two women CEOs running a U.S. automaker, but also because she had become the face of the company since it emerged from stealth in April 2025. She was featured in many of the promotional videos Slate has produced in the past year, including one last month where she teased that the company would finally reveal the price of its basic electric truck in June.
In her new role, Barman is going to do “everything we need” to deliver its truck “on time and on budget,” according to Jablansky.
The company, which has raised around $700 million from Bezos and other wealthy backers, at one point promoted that its electric truck would start at “under $20,000” before Congress and the Trump administration took away the federal EV tax credit. It’s now targeting the mid-$20,000 range for the starting price of its truck. Buyers will be able to customize it in all kinds of ways, including converting it into an SUV, for more money.
Faricy has become CEO at a time when Slate is about to start converting its list of refundable preorders — which now has about 160,000 people — into vehicle orders, according to Jablansky.

“Peter’s experience building Amazon Marketplace was really critical for us,” Jablansky said.
Changing CEOs so early in the company’s history may come as a shock, although it’s not surprising that the company tapped a former Amazon executive. Bezos helped fund the startup, as did former Amazon executive Diego Piacentini. Bezos’ family office head has a board seat. In fact, famed Xprize founder, author, tech investor, motivational speaker, and longevity guru Peter Diamandis has just launched a new $3.5 million Future Vision Xprize to encourage more such optimistic sci-fi worlds to come to our screens.
He credits his whole fabulous career to watching “Star Trek” as a child growing up.
“’Star Trek’ offered a hopeful vision of the future, right? It was humans/humanity and technology in collaboration,” Diamandis told TechCrunch. “I truly credit it with everything that I since achieved, because it motivated me to want to go and create and manifest that future.”
He finds that sci-fi movies and TV shows these days are largely fixated on calamity.
“Every science-fiction movie I was seeing painted this dystopian vision of the future. It was always, everything is going wrong, and it’s a result of technology. You know, killer robots, dystopian AIs. It’s ‘Black Mirror.’ It’s ‘Terminator.’ It’s ‘Ex Machina,’” he said. “Why would you ever want to live in that future?”

It’s a contest to encourage film creators to tell more stories about how good things can be in a technological future. Diamandis believes that if we see that, we will build it.
“Right now, there’s a huge amount of growing uncertainty in people’s lives. Will my kids have a job? Will I have a job?” he said. The speed of change makes it hard for people to envision their futures, especially when clobbered with “negative stories about tomorrow.”
Another truth exists, too, Diamandis says. As a person standing at the corner of AI and longevity, he knows that it’s never been easier for anyone with an idea to pursue it.
“The most powerful tools on the planet are free and available to everybody,” he said, referring to consumer AI models from Google, OpenAI, Anthropic, and others. “I mean, that’s honestly incredible, right? … We have democratized and demonetized the ability for people to solve problems.”
Take longevity, for instance, the study of living longer as well as healthier as we age.
“AI is enabling us to understand what’s going on in our 40 trillion human cells,” he said. (Diamandis, along with Tony Robbins, is a co-founder of longevity health tech Fountain Life.) He wants to see more of this kind of future on-screen.
Interestingly, while he encourages the contestants to use AI tools for their projects, Diamandis warns that AI slop — fully AI-written and produced submissions — probably won’t win.
“I don’t want an AI generated-script and an AI-generated film without the human,” he advises. “The humanity of it all is really important.”
In fact, the Future Vision Xprize is being conducted with help of the 100 Zeros initiative. That’s a partnership between Google and production company Range Media Partners. It works with filmmakers to produce tech-inspired stories using Google tools. (Google has a video-generation model called Veo, for instance, and a video-creation tool called Flow.)
Submissions open March 9, close August 15, with winners announced September 25. Each applicant will submit a three-minute trailer. Diamandis expects to “flood” YouTube with these submissions, allowing anyone to view and comment. Judges, led by the team at Range Media, will cull those submissions into a handful that receive funding to produce a 10-minute short.
The grand prize winner will be selected from the short films, receiving $2.5 million in production funding toward developing a feature film and a $100,000 cash prize. The winning project is also expected to be featured on the film section of crowdsourcing site Republic, to help it raise an additional $5 million to $10 million for its production budget.
Diamandis says that members of his Abundance community of CEOs that he mentors have also opened their wallets. About 15 of them have contributed nearly half the prize money, he said.
In addition, other key donors include Andreessen Horowitz’s Ben Horowitz, Ripple co-founder Jed McCaleb, and actor producer Seth Green.
Diamandis hopes that this becomes a repeated contest. He wants to turn dread into what he calls “an exponential mindset.” That means “having agency, where you feel like the future is not happening to you, that the future is happening for you,” he said.

German robotics startup Neura Robotics has inked a partnership with semiconductor giant Qualcomm to build the next generation of robots and physical AI. The deal is the latest coupling in the emerging physical AI industry between robotics startups and larger tech hardware and software companies.
While no specific products were mentioned in the Monday announcements, the companies will work together to build the “brain and nervous system” of robots in a quest to advance the deployment of humanoid and general-purpose robots in the real world in both domestic and industrial settings.
More specifically, Neura will use Qualcomm’s Dragonwing Robotics IQ10 processors as reference designs in its robots. This IQ10 series was announced at CES earlier this year, and these chips are designed to work with autonomous mobile robots (AMRs) and humanoids.
Neura also plans to use its Neuraverse robotic simulation and training platform, which was released in June 2025, to test and fine-tune the robots running on Qualcomm’s IQ10 processors.
“This collaboration marks a major step toward making physical AI real: open, scalable, and trusted,” David Reger, CEO and founder of Neura Robotics, said in a press release. “By bringing together our cognitive robotics platforms and the Neuraverse ecosystem with Qualcomm Technologies’ leadership in edge AI and connectivity, we’re aiming to accelerate a future where cognitive robots operate safely alongside humans across industries and throughout everyday life.”
This deal makes a lot of sense for both sides. And it’s a formula that will likely become a popular strategy for robotics companies trying to bring their products into the real world. For instance, Boston Dynamics announced a strategic partnership with Google DeepMind in January to speed up the development of the robotic company’s Atlas humanoid robot by using Google’s AI foundational models.
While Boston Dynamics and Neura’s respective partnerships deal with different technologies — AI models versus chips — the same conclusion can be drawn. Instead of these two companies just being customers of tech vendors, partnering allows for these robotic companies to better use and embed these technologies.

A robotic company that has technical prowess in software will have a much easier — and likely cheaper — path to market and scale through partnering with hardware companies that have already figured out tough technical challenges like building robotics hands with dexterity, for example.
In Neura’s case, the company gets to build and test robots designed for the chips they are running on while Qualcomm gets an intimate look at how robotic companies can use its processors.
As more AI companies like Nvidia look to physical AI as the next major market for their technology, they are going to want a seat at the table of how their tech is being used. The upshot: expect more partnerships.

Russian government hackers are targeting Signal and WhatsApp users, particularly government and military officials, as well as journalists all over the world, Dutch intelligence said on Monday.
The Netherlands’ Defence Intelligence and Security Service (MIVD) and the General Intelligence and Security Service (AIVD) published details about a “large-scale global” hacking campaign against Signal and WhatsApp users. The two agencies accused “Russian state actors” of using phishing and social engineering techniques — rather than malware — to take over accounts on the two messaging apps.
In the case of Signal, the hackers are masquerading as the app’s support team and messaging targets directly with warnings of suspicious activity, “a possible data leak,” or of attempts to access the target’s private data. If the target falls for it, the hackers ask for a verification code sent via SMS — the hackers themselves request this code from Signal — as well as the targets’ PIN code.

The hackers then use the verification and PIN codes to register a new device with a new phone number, impersonate the target, and potentially access their contacts, according to the report. Also, the target gets locked out of their account, but can re-register their number.
“Because Signal stores the chat history locally on the phone, a victim can regain access to that history after re‑registering. As a result, the victim may assume that nothing is wrong. The Dutch services want to stress that this assumption could be incorrect,” the report reads.
Signal does not provide support directly through the app. And it’s important to note that, generally speaking, when a user adds a new device to their Signal account, the new device does not have access to previous messages.
Signal did not respond to a request for comment, but posted a thread on social media sharing advice for users on how to protect themselves, including advising against ever sharing the SMS verification code and PIN.

Hackers are also trying to trick targets on both apps into scanning malicious QR codes or clicking on malicious links. “For example, an actor may send a QR code or link to a victim to add them to a chat group, but this QR code or link actually links the actor’s device to the victim’s account,” the report explained.
In the case of WhatsApp, the hackers are abusing the “Linked devices” function, which allows users to access WhatsApp from a secondary device such as a laptop or a tablet. If the hackers successfully trick their targets, — unlike with Signal — they can potentially read past messages. And sometimes, the victim may not realize that they have granted access to the hackers’ given that they don’t get logged out of their account.
Meta’s spokesperson Zade Alsawah said that WhatsApp suggests users to never share their six-digit code with anyone, and pointed to a Help Center page to help users recognize suspicious messages, and a page about the Linked Devices feature.
Laurens Bos, a spokesperson for the Ministry of Defence declined to provide more details about the campaign.
The Russian embassy in Washington, D.C. did not respond to a request for comment.
Some of the techniques highlighted by the Dutch intelligence services in this report have been known to be used by Russian government hackers in the context of the war against Ukraine.

Salt Typhoon is behind one of the broadest hacking campaigns in recent years, targeting some of the world’s largest phone and internet companies and stealing tens of millions of phone records about senior government officials.
The hacking group, attributed to China, is part of a wider cluster of hackers with the collective aim of helping China prepare for an eventual war with Taiwan, according to researchers. U.S. officials have called China’s potential invasion of Taiwan an “epoch-defining threat.” Much of the group’s efforts have focused on hacking Cisco routers at the edge of a company’s network to break in and taking control of surveillance devices that U.S. telecom companies are legally required to install to allow law enforcement to monitor calls and messages.
While Salt Typhoon is focused on hacking telecom infrastructure, other China-hacked groups like Volt Typhoon are prepositioning for destructive cyberattacks capable of causing widespread disruption, and Flax Typhoon runs a botnet of hijacked internet-connected devices for hiding the hackers’ malicious internet traffic.
But Salt Typhoon is by far one of the most prolific hacking groups in recent years, including targeting some of the top American phone companies.
The hacks allowed China to obtain call records, text messages, and captured phone audio from senior U.S. officials, many of whom were considered government targets of interest. This prompted the FBI to urge Americans to switch to end-to-end encrypted messaging apps, fearing that a foreign adversary could eavesdrop on their communications.
Salt Typhoon went even further, hacking at least 200 companies around the world, according to FBI officials. The list of affected countries keeps growing.
Here are the countries that have attributed hacks to Salt Typhoon.
United States
Some of the top U.S. phone companies, including AT&T and Verizon, were confirmed hacked by Salt Typhoon, as was internet provider CenturyLink (now Lumen). T-Mobile said it was targeted but that the hackers had no access to its customers’ calls, text messages, or voicemails.
Satellite communications giant Viasat was also compromised, allowing hackers to gain access to tools used by law enforcement to access the communications of others.
Internet and data providers Charter Communications (Spectrum) and Windstream were also named as Salt Typhoon victims. Fiber network giant Consolidated Communications was reportedly hacked as part of the campaign.
The hackers didn’t just target phone and internet providers. Per several reports, Salt Typhoon compromised the networks of a U.S. state’s National Guard, allowing them to steal data and access to other networks in every other U.S. state and several territories.
North and South America
According to security firm Recorded Future, its researchers have seen Salt Typhoon target Cisco devices associated with universities in Argentina and Mexico and elsewhere.
Meanwhile, the Canadian government confirmed that its top telecommunications firms were hacked by China as part of Salt Typhoon’s extended espionage campaign. Canada also confirmed several Cisco routers at one telecom giant were hacked to steal data from the company.
The government in Ottawa warned it saw targeting of companies that were “broader than just the telecommunications sector.”
Trend Micro said it saw Salt Typhoon activity in Brazil, the most populous country in South America.
Asia, Africa, and Oceania
Recorded Future said it’s seen Salt Typhoon targeting at least one Myanmar-based telecoms provider, Mytel, by way of hacked Cisco routers, as well as a South African telecommunications provider. It’s also seen attacks targeting routers of universities across Bangladesh, Indonesia, Malaysia, and Thailand.
Japan has also warned of the threat of Salt Typhoon to its networks.
Both the governments of Australia and New Zealand say they’ve seen Salt Typhoon activity in their telecom and critical infrastructure sectors. New Zealand said it also saw Salt Typhoon hackers across the government sector, as well as transportation, lodging, and military infrastructure networks.
Trend Micro also said it found at least 20 compromised organizations across the telecoms, consulting, chemical, and transportation industries, as well as government agencies and nonprofits in various countries, including Afghanistan, Eswatini, India, Taiwan, and the Philippines.
Europe
The British government has confirmed that a “cluster of activity” from Salt Typhoon was seen across the United Kingdom. While the activity wasn’t specified, news reporting suggests that senior U.K. government staff may have had their phone records tapped and text messages read.
Norway has also confirmed Salt Typhoon hacked several organizations in the country.
Dutch authorities in the Netherlands say that several smaller internet providers and web hosts were targeted and had access to routers, but their internal networks were not compromised.
An Italian internet provider was hacked, per Recorded Future.
And, according to Czech cybersecurity officials, incidents related to Salt Typhoon hacks have been witnessed in Finland and Poland.

Amid growing demand for data centers that can deliver AI compute at scale, Nvidia-backed British AI infrastructure company Nscale is now valued at $14.6 billion. This makes it one of Europe’s latest decacorns alongside Helsing and Mistral AI.
Nscale has bet on vertical integration, from energy and data centers to compute and orchestration software. Its new valuation stems from a $2 billion Series C, which it calls “the largest in European history,” though the figure includes a $433 million pre-Series C SAFE backed by Blue Owl, Dell, Nvidia and Nokia in October.
The raise was supported by Goldman Sachs and JPMorgan, whose involvement has been interpreted as IPO preparation — and not without reason: Nscale CEO Josh Payne told The New York Times his company might seek to go public “as early as this year” to generate more capital.
Alongside its funding and plans, the company also announced that former Meta COO Sheryl Sandberg, former Yahoo president Susan Decker, and former U.K. deputy prime minister Nick Clegg are joining its board.
Nscale is no newcomer to big rounds and announcements. In September, it announced a $1.1 billion Series B led by Aker. Aker is a public Norwegian company with interests in energy and is also co-leading the Series C alongside New York-based investment firm 8090 Industries.
The companies also agreed that Aker’s joint venture with Nscale will now be fully managed by the startup. Dubbed “Stargate Norway,” this Norway-based AI infrastructure project has the ambition to run on 100,000 Nvidia GPUs by the end of 2026, with OpenAI as an initial customer.
According to Aker president and CEO, Øyvind Eriksen, who sits on Nscale’s board, “this step strengthens execution by putting delivery and governance under one roof, while keeping continuity for the people and projects already underway.”

Last October, Nscale also signed an expanded deal with Microsoft to bring approximately 200,000 Nvidia GPUs to three data centers in Europe and one in the U.S., in collaboration with Dell.
Dell and Nvidia both participated in the Series C, as did Astra Capital, Citadel, Jane Street, Lenovo, Linden Advisors, Nokia, and Point72. Nscale expects the new funding to accelerate the development of its AI infrastructure across Europe, North America, and Asia, while helping the company expand its engineering and operations teams, and strengthen its platform.
Equity aside, the company also raised debt last month, with a $1.4 billion delayed draw term loan backed by GPUs to finance some of its clusters across Europe. It aims to harness rising enterprise demand and low-cost renewable energy while renewing its pledge to reuse waste heat, develop local skills, and invest in regional infrastructure as part of Stargate Norway.

More than 30 OpenAI and Google DeepMind employees filed a statement Monday supporting Anthropic’s lawsuit against the U.S. Defense Department after the federal agency labeled the AI firm a supply-chain risk, according to court filings.
“The government’s designation of Anthropic as a supply chain risk was an improper and arbitrary use of power that has serious ramifications for our industry,” reads the brief, whose signatories include Google DeepMind chief scientist Jeff Dean.
Late last week, the Pentagon labeled Anthropic a supply-chain risk — usually reserved for foreign adversaries — after the AI firm refused to allow the Department of Defense (DOD) to use its technology for mass surveillance of Americans or autonomously firing weapons. The DOD had argued that it should be able to use AI for any “lawful” purpose and not be constrained by a private contractor.
The amicus brief in support of Anthropic showed up on the docket a few hours after the Claude maker filed two lawsuits against the DOD and other federal agencies. Wired was first to report the news.
In the court filing, the Google and OpenAI employees make the point that if the Pentagon was “no longer satisfied with the agreed-upon terms of its contract with Anthropic,” the agency could have “simply canceled the contract and purchased the services of another leading AI company.”
The DOD did, in fact, sign a deal with OpenAI within moments of designating Anthropic a supply-chain risk — a move many of the ChatGPT maker’s employees protested.
“If allowed to proceed, this effort to punish one of the leading U.S. AI companies will undoubtedly have consequences for the United States’ industrial and scientific competitiveness in the field of artificial intelligence and beyond,” the brief reads. “And it will chill open deliberation in our field about the risks and benefits of today’s AI systems.”

The filing also affirms that Anthropic’s stated red lines are legitimate concerns warranting strong guardrails. Without public law to govern AI use, it argues, the contractual and technical restrictions developers impose on their systems are a critical safeguard against catastrophic misuse.
Many of the employees who signed the statement also signed open letters over the last couple of weeks urging the DOD to withdraw the label and calling on the leaders of their companies to support Anthropic and refuse unilateral use of their AI systems.

When it comes to coding, peer feedback is crucial for catching bugs early, maintaining consistency across a codebase, and improving overall software quality.
The rise of “vibe coding” — using AI tools that take instructions given in plain language and quickly generate large amounts of code — has changed how developers work. While these tools have sped up development, they have also introduced new bugs, security risks, and poorly understood code.
Anthropic’s solution is an AI reviewer designed to catch bugs before they make it into the software’s codebase. The new product, called Code Review, launched Monday in Claude Code.
“We’ve seen a lot of growth in Claude Code, especially within the enterprise, and one of the questions that we keep getting from enterprise leaders is: Now that Claude Code is putting up a bunch of pull requests, how do I make sure that those get reviewed in an efficient manner?” Cat Wu, Anthropic’s head of product, told TechCrunch.
Pull requests are a mechanism that developers use to submit code changes for review before those changes make it into the software. Wu said Claude Code has dramatically increased code output, which has increased pull request reviews that have caused a bottleneck to shipping code.
“Code Review is our answer to that,” Wu said.
Anthropic’s launch of Code Review — arriving first to Claude for Teams and Claude for Enterprise customers in research preview — comes at a pivotal moment for the company.

On Monday, Anthropic filed two lawsuits against the Department of Defense in response to the agency’s designation of Anthropic as a supply chain risk. The dispute will likely see Anthropic leaning more heavily on its booming enterprise business, which has seen subscriptions quadruple since the start of the year. Claude Code’s run-rate revenue has surpassed $2.5 billion since launch, according to the company.
“This product is very much targeted towards our larger scale enterprise users, so companies like Uber, Salesforce, Accenture, who already use Claude Code and now want help with the sheer amount of [pull requests] that it’s helping produce,” Wu said.
She added that developer leads can turn on Code Review to run on default for every engineer on the team. Once enabled, it integrates with GitHub and automatically analyzes pull requests, leaving comments directly on the code explaining potential issues and suggested fixes.
The focus is on fixing logical errors over style, Wu said.
“This is really important because a lot of developers have seen AI automated feedback before, and they get annoyed when it’s not immediately actionable,” Wu said. “We decided we’re going to focus purely on logic errors. This way we’re catching the highest priority things to fix.”
The AI explains its reasoning step by step, outlining what it thinks the issue is, why it might be problematic, and how it can potentially be fixed. The system will label the severity of issues using colors: red for highest severity, yellow for potential problems worth reviewing, and purple for issues tied to preexisting code or historical bugs.
Wu said it does this quickly and efficiently by relying on multiple agents working in parallel, with each agent examining the codebase from a different perspective or dimension. A final agent aggregates and ranks the findings, removing duplicates and prioritizing what’s most important.
The tool provides a light security analysis, and engineering leads can customize additional checks based on internal best practices. Wu said Anthropic’s more recently launched Claude Code Security provides a deeper security analysis.
The multi-agent architecture means this can be a resource-intensive product, Wu said. Similar to other AI services, pricing is token-based, and the cost varies depending on code complexity — though Wu estimated each review would cost $15 to $25 on average. She added that it’s a premium experience, and a necessary one as AI tools generate more and more code.
“[Code Review] is something that’s coming from an insane amount of market pull,” Wu said. “As engineers develop with Claude Code, they’re seeing the friction to creating a new feature [decrease], and they’re seeing a much higher demand for code review. So we’re hopeful that with this, we’ll enable enterprises to build faster than they ever could before, and with much fewer bugs than they ever had before.”

Bluesky CEO Jay Graber is stepping down from the top leadership position and transitioning to a new role as chief innovation officer, the company announced Monday.
Graber, who has helped grow the X and Threads competitor to 43 million users and furthered the development of its underlying AT Protocol, will be replaced by Toni Schneider as interim CEO. Schneider is the former CEO of Automattic and a partner at True Ventures
Both Automattic and True Ventures are investors in Bluesky.
In a blog post announcing the changes, Graber explained that, as a more mature company, Bluesky needs a “seasoned operator focused on scaling and execution.” Graber said she feels better suited to building Bluesky’s technology itself.
“I’m most energized by exploring new ideas, bringing a vision to life, and helping people discover their strengths. Transitioning to a more focused role where I can do what brings me energy is my way of putting that belief into practice,” Graber said.
The company said its board will search for a permanent chief executive. In the meantime, Schneider’s experience with Automattic, which commercialized WordPress’s open source technology through WordPress.com, positions him to understand the challenges that come with balancing open source tech with the needs of a company to generate a profit.
Under Graber, Bluesky has seen remarkable growth at times, particularly after Elon Musk’s acquisition of Twitter, now X, led to a number of changes to the platform’s product and community. Bluesky has also struggled with moderation issues as it scaled. Some users expected the company to apply a heavier hand, while Bluesky promoted the use of moderation tools that users themselves could manage.

Now the company is facing a new challenge: complying with a growing number of age-assurance laws around social media. One such law in Mississippi led to Bluesky choosing to block the state entirely. Other state laws, like those in Ohio, South Dakota, and Wyoming, have forced the company to begin age verification. For someone interested in building a new protocol for social networking, these compliance battles are arguably less fun.
In his blog post, Schneider touted the company’s growth to more than 40 million users and an ecosystem of over 500 active apps. He said the focus now would be on the next phase of growth, which includes allowing third-party builders to thrive. During this transition, Schneider will remain active in his role at True Ventures as well.
“Bluesky has cracked a case that stumped the industry for years: How to create a social network that has the best of both worlds. The personal freedom and ownership that comes from being part of an open network and the immediacy and ease of use that people expect from modern social services,” Schneider wrote.

After a high-profile antitrust lawsuit, the U.S. Justice Department said Monday that it has tentatively settled with Ticketmaster and its parent company, Live Nation.
After merging in 2010, the combined Live Nation and Ticketmaster control the majority of ticket sales and venue bookings in the U.S., leaving talent little choice but to work with these companies. Customers have been fed up for years with dynamic pricing issues that can drive up ticket costs by thousands of dollars (often without consulting the artists), as well as the process of buying tickets — the sales for Taylor Swift’s Eras tour were so widely aggravating that they triggered government scrutiny.
According to the AP, the settlement would have Live Nation pay a fine of up to $280 million and divest at least 13 venues to give competitors more opportunity. But several states’ attorneys general involved in the lawsuit are not appeased by the settlement.
“The settlement recently announced with the U.S. Department of Justice fails to address the monopoly at the center of this case, and would benefit Live Nation at the expense of consumers,” New York Attorney General Letitia James said in a statement. “We cannot agree to it.”
Twenty-six out of 30 state attorneys general who sued the company alongside the DOJ chose to join Attorney General James in continuing the lawsuit against Live Nation.
Washington Attorney General Nick Brown also said that the settlement “does not adequately remedy” the issue for concertgoers.
“For too long, Live Nation has raked in billions from a monopoly that has made it harder for consumers to see the artists they love, stifled artists, and increased the price of tickets for countless music fans,” he said.
The trial had gone on for less than a week by the time the DOJ and Live Nation agreed to this settlement. However, some interesting testimonies emerged during the trial.
John Abbamondi, former CEO of the NBA’s Brooklyn Nets and the Barclays Center (where the Nets play), spoke about a decision he made in 2021 to work with a different ticket sales company, rather than Ticketmaster.
The phone call that followed between Abbamondi and Live Nation CEO Michael Rapino played in the courtroom, and according to The New York Times, the recorded conversation was adversarial and “expletive-laden.”
Abbamondi told the jury last week that Rapino made a comment on the call that he interpreted as a “veiled threat — maybe not-so-veiled threat” that Live Nation would put fewer concerts at the Barclays Center as a result of the ticketing change.
Live Nation reported last month that it sold over 646 million tickets last year and put on over 54,000 events internationally. Within the U.S., Live Nation owns 150 venues and invested $1 billion last year to build an additional 18 live-music venues.

The Berlin-based startup Periwinkle is offering a new avenue for those wanting to leave centralized social media operated by Big Tech companies. Instead of joining a decentralized, open social networking app like Mastodon or Bluesky, Periwinkle allows anyone to set up a social media account on their own domain, under their own control.
Built on top of the AT Protocol, the same open source technology that powers the X alternative Bluesky, Periwinkle aims to provide the infrastructure you need to run your own social media.
That means you can have an account on your own domain on sites like Bluesky, or a hosted social site specific to your organization or community. Periwinkle offers domains for purchase and allows you to store your data, including posts, follows, and your user profile, on your own PDS (personal data server), which is part of the AT Protocol infrastructure.
Periwinkle makes the transition easier for non-technical users or others who don’t want the headache of having to set up and maintain their own server. Once on Periwinkle, users’ servers are updated, backed up, and monitored by the company, leaving the user free to focus on posting to social media.
“We’ll be the first-to-market fully managed PDS service; there is nobody else that is doing this right now,” says Periwinkle founder Charles Blumenthal. (To be clear, there are other organizations offering alternatives to Bluesky’s PDS, like Blacksky, but its tools are focused on those who are building self-governable online communities.)

This idea is similar to how people who want to create their own blog can choose between an easy-to-use hosted blog on WordPress.com, a DIY installation using the open source software from WordPress.org, or something in between — like a WordPress installation that’s managed by a third-party hosting provider. Periwinkle is offering the same, but for decentralized social media.
Blumenthal, a former software engineer at McKinsey, says that the idea came to him after he realized a lot of people didn’t really understand the AT Protocol and its advantages.

“It’s really not a great idea that a couple of billionaires have control over the way billions of people communicate,” he told TechCrunch. “If you could leave Twitter to some competitor and all of your followers and all of your content and everything — it just is there with you, and you just log in — you would do it, right?”
The growth of the AT Protocol-powered app Bluesky, which now has more than 43 million registered users, shows there’s some demand for this type of offering, Blumenthal said, adding that he believes this market will likely expand over time to include people who want to own their own personal data, instead of trusting it to another company.

園方表示,出事的遊園車每部最多可坐三十二人,均依管理規定保養,去年才做過十萬公里大保養。因遊園車行駛園區,並非行駛一般道路,沒有繫安全帶規定,且園區限速廿公里,因此未硬性要求遊客一定要繫安全帶。

觀光署旅遊推廣組組長陳榮欽表示,初步了解這次事故車出廠年份為二〇二〇年二月,事故發生前營運正常,駕駛持有合法職業大客車駕駛執照、過去無類似事故紀錄。目前已全面暫停遊園車營運。
納入觀光遊樂業 3級管理
遊園車體是一般大客車,卻沒有掛牌監理,是否因此產生安全問題,交通部公共運輸及監理司司長胡廸琦表示,汽機車行駛在公共道路上,須領有監理機關核發號牌,才能上路。
但類似昨天出事的遊園車,行駛於園區內部道路,則依「觀光遊樂業管理規則」納入觀光遊樂業管理,採三級管理機制,包括業者自主檢查、地方政府定期檢查,以及中央主管機關督導考核競賽;此案的定期檢查由南投縣政府辦理,每半年一次。
南投縣政府則指,「觀光遊樂業管理規則」並未明文規定遊園車屬何種遊樂設施,且規定遊樂設施檢查內容由中央主管機關協調相關主管機關定之,縣府將與相關單位進一步研議如何定檢與管理,確保遊客安全。
對於遊園車不必領牌的規定,有民眾無法認同,指遊園車的車體是大客車,少了道路交通安全規則和處罰條例的約束,也沒有監理機關會同警方稽查,不像掛牌車輛要定期驗車,只靠業者自主檢查、地方政府定期檢查,若兩者無法落實檢查,行車安全即有很大疑慮,乘客的安全保障也減少,根本就是制度的漏洞。

中央氣象署表示,今天(10日)上半天華南雲雨區持續東移,北部、東半部地區、恆春半島及中南部山區有局部短暫雨,中南部平地清晨至上午也有零星短暫雨,下半天水氣逐漸減少,剩下東半部地區、恆春半島及西半部山區仍有局部短暫雨,其他地區轉為多雲的天氣。
冷氣團影響,中部以北、東北部及東部天氣寒冷,其他地區早晚也冷,中部以北及東北部低溫12到14度,其他地區15到17度,白天北台灣氣溫上升有限,高溫只有14到16度,其他地區約18到20度,高屏可以來到22、23度。氣象署提醒,此波冷氣團有機會達到強烈大陸冷氣團的等級。

早在2022年,美國半導體產業協會(SIA)委託撰寫的一份機密報告就曾提出警告:台灣目前生產全球約9成最先進晶片,若供應突然中斷,全球經濟恐面臨自大蕭條以來最嚴重的危機。根據估算,美國GDP可能下滑約11%,中國經濟甚至可能衰退16%,全球產業鏈將陷入連鎖性崩潰。
在華府與矽谷之間的機密簡報中,美國官員一再提醒科技公司高層,若北京對台實施封鎖,美國科技產業將難以運轉。為降低風險,美國政府近年推出多項政策,包括拜登政府推動數百億美元的補貼,鼓勵半導體在美國本土設廠;川普政府則曾以關稅壓力促使企業回流。然而,這些政策在短期內仍未能改變全球半導體供應鏈的核心結構。
《紐時》更揭露,2023年7月曾舉行一場高度機密的簡報會議,討論中國與台灣情勢的最新評估。當時的美國商務部長雷蒙多希望科技公司能承諾採購在美國生產的晶片,以支撐美國本土半導體產業。但儘管英特爾(Intel)與三星(Samsung)都宣布擴大在美國投資晶圓廠,卻仍苦於缺乏大型客戶的訂單承諾,加上技術仍落後於台積電,使得產業轉移困難重重。

為說服企業重視風險,雷蒙多邀請時任中央情報局(CIA)局長伯恩斯(William Burns)與國家情報總監海恩斯(Avril Haines)加入簡報,並在矽谷一處安全簡報室與科技公司高層舉行會議。與會者包括蘋果執行長庫克(Tim Cook)、輝達執行長黃仁勳、AMD執行長蘇姿丰(Lisa Su),而高通執行長艾蒙(Cristiano Amon)則透過視訊連線參與。
情報官員在會中指出,中國軍力持續擴張,北京可能在2027年前具備對台採取軍事行動的能力。雖然這一時間點過去曾被美國軍方提及,但這次是首次將最新機密情報直接向科技企業高層說明。對於高度依賴先進晶片的科技企業而言,這樣的評估具有極高的戰略意義。
會後,庫克曾對官員表示,他「睡覺時都睜一隻眼」,象徵對局勢保持高度警惕。然而據知情人士透露,即使企業高層表達憂慮,包括蘋果在內的多家科技巨頭,仍未在短期內大幅增加對美國本土晶片的採購承諾。由於缺乏客戶支持,英特爾與三星部分在美投資甚至一度面臨失去晶片法案(CHIPS Act)補助資格的風險。
美國政府之所以特別找上蘋果、輝達、AMD與高通,除了這些企業在全球科技產業中具有關鍵影響力,更因為它們都是典型的「無廠半導體公司」(Fabless)。這些公司專注於晶片設計,生產則高度依賴晶圓代工廠,而台積電正是全球最重要的先進製程供應商。換言之,這些科技巨頭的核心產品,其實都與台灣供應鏈緊密綁定。

全球科技產業命脈 未來仍高度繫於台灣
從市場結構來看,輝達的AI GPU幾乎完全依賴台積電的先進製程。隨著人工智慧需求爆發,輝達甚至在2025年前後超越蘋果,成為台積電最大客戶。蘋果方面,iPhone使用的A系列晶片與Mac電腦的M系列晶片也都交由台積電代工,長年是台積電最重要客戶之一。AMD的核心產品,包括Ryzen與EPYC處理器以及Radeon GPU,同樣幾乎全面採用台積電製程。至於高通,因為製程良率與效能考量,其旗艦Snapdragon處理器也逐漸轉向台積電生產。
然而,供應鏈重組並非短期可以完成的工程。建造一座先進晶圓廠動輒需要數百億美元投資,並需要多年時間才能成熟運作。即使美國、歐洲、日本等地近年積極投入半導體建廠競賽,但專家普遍認為,短期內仍難撼動台灣在全球晶片產業的核心地位。
《紐約時報》引述國際半導體產業協會與顧問公司麥肯錫(McKinsey)的分析指出,即使各國加速投資,到2030年美國在全球半導體製造產量的占比可能仍僅約10%。換言之,全球科技產業的命脈,在可預見的未來仍高度繫於台灣。
在人工智慧、雲端運算與智慧裝置需求持續爆發的時代,晶片的重要性只會愈來愈高。對全球科技產業而言,台海的和平與穩定,已不僅是地緣政治問題,更成為攸關全球經濟與科技發展的關鍵變數。

吳德榮表示,今日「大陸冷氣團」影響,白天北部、東半部有局部短暫雨,晚起天氣好轉、雲層漸散。北臺整天偏冷,中南部晴時多雲,氣溫略降,早晚偏冷。今晚至明晨因「輻射冷卻」加成,氣溫再降;明晨臺北測站將再降至13度左右,本島平地最低溫則將降至9度上下,應注意保暖。今日各地區氣溫如下:北部10至15度、中部11至24度、南部13至26度、東部11至23度。
吳德榮說明,明日白天起至週四上半天、冷氣團減弱,天氣晴朗氣溫升,東半部偶有局部短暫雨的機率。週四下午「大陸高壓」前緣通過,大臺北雲量略增,晚起至週五「大陸高壓」的乾冷空氣影響、轉晴冷。週四晚、週五晨因「輻射冷卻」加成,將再觸及「大陸冷氣團」定義,本島平地最低溫亦將降至8度左右,應注意。週六、下週日持續受「大陸高壓」影響,各地晴朗穩定;但冷空氣減弱,白天舒適微熱,早晚氣溫仍低,日夜溫差大。

〔健康頻道/綜合報導〕不少人減肥時會刻意減少澱粉攝取,認為少吃飯、少吃麵才能瘦。不過,營養師廖欣儀表示,想控制體重,若搭配足夠蛋白質與均衡飲食,適量增加澱粉攝取,其實體脂肪反而有機會下降。
廖欣儀於臉書專頁「欣儀的營養聊天室」發文分享自身飲食調整經驗,表示過去飲食中澱粉比例低,餐盤常常是大量蔬菜。但近期逐漸增加澱粉攝取,同時提高蛋白質攝取量,並搭配重量訓練。雖然每日攝取的總熱量略微提高,但其實體重變化不大,也意外發現,體脂肪卻逐漸下降。

攝取澱粉降體脂3大原因
廖欣儀指出,很多人會直覺認為吃澱粉容易變胖,但其實如果搭配足夠蛋白質與均衡飲食,身體的變化可能完全不一樣。她說,出現這樣的變化,可能與以下3個原因有關:
●蛋白質充足 有助維持肌肉量
研究建議,成人每日蛋白質攝取量約為1.2–1.6g/kg體重,有助維持甚至增加肌肉量。當肌肉量增加時,基礎代謝率會提高,身體消耗熱量的能力也會增加,即使體重沒有明顯下降,體脂比例仍可能下降。此外,1kg肌肉每天約可多消耗13-20大卡熱量。
●澱粉提供能量 減少肌肉分解
碳水化合物是身體主要能量來源,若碳水攝取過低,身體會將蛋白質轉換為能量,增加肌肉分解機會,而人體肌肉大約可儲存300–500g肝醣作為能量來源。因此,若適量攝取澱粉,可補充肌肉肝醣,提升運動與日常活動表現,也能讓蛋白質優先用於肌肉修復與合成。

中捷綠線捷運文華高中站的土開站早已完工,市府目前只剩一戶未標售出去。(市府提供)
台中捷運藍線土建工程標預計6月開工,而藍線的車站共有20站,台中市捷運工程局原本規劃13處土地聯合開發場站,但因為目前正進行都市計劃變更,變更完成還要再與地主進行協調,因此數量將會有變更;此外,捷運綠線延伸將增加8站,綜合規劃已於2月26日送交通部審議,也將規劃土地聯合開發場站,已納入綜合規劃階段的評估中。
另外,已通車的中捷綠線所規劃7處土地聯合開發場站,目前文華高中站市府已標售只剩1戶,其餘5處土開站都已有投資人投資,只剩下市政府站的G9-2站,市府希望投資者能有更好的規劃,吸引更多的人流來搭捷運,因此持續尋訪蒐集潛在投資人意見,滾動檢討招商條件,尋適當時機再次推出。

中捷藍線土木標的第一標目前正在公告期中,預計6月開工,而中捷藍線共有20站車站,捷運工程局一開始規劃9個車站13處的土地聯合開發站,但因為13處是在先期規劃時地主表達有意願,但目前藍線還在進行都市計畫的變更,一旦變更完成後,需再與地主進行協調,屆時可能地主態度有所轉變,因此原本規劃的13處會有所變更,有可能會增加也有可能會減少。
至於何時能完成土地的徵收?捷運工程局表示,中捷綠線7處約需要4、5年,而中捷藍線可能有10多處土開站,期程可能需要再久一點。
另外,最快通車的中捷綠線18站共規劃7個土開站,目前只剩下市府站中的G9-2站,招商文件還在擬訂中,而文華高中站(G8)已完工只剩一戶未標售。
其餘的四維國小站(G5)結構體完成,業者辦理大樓表面裝修及機電等工程中 ;文心崇德站(G6) 已領得建照,已於去年第2季開工 ;文心櫻花站(G8a)及市政府站(G9-1)都在申請建照中,南屯站(G11)預計今年第2季會開工 。

自美國與以色列上月28日對伊朗發動攻擊以來,有數百艘船舶滯留於荷姆茲海峽內。石油與航運市場皆密切關注該運油要道航行恢復的所有跡象。
海事分析服務商MarineTraffic的另一份船舶追蹤資料也顯示,這艘載重量達100萬桶原油的Shenlong蘇伊士極限型(Suezmax)油輪在沙烏地阿拉伯的拉斯坦努拉(Ras Tanura)港裝載原油。
數據顯示,該艘油輪上一次紀錄到的位置是在3月8日於荷姆茲海峽內,而之後更新的位置訊息顯示其駛往印度孟買港。
這艘油輪的雅典管理公司Dynacom對此事未予回應。隨著一些波灣產油國減產,以及航運中斷拖長的疑慮籠罩市場,油價9日飆漲至每桶逾119美元,創2022年年中以來最高水準。
聯合國旗下的國際海事組織(IMO)秘書長杜明奎(Arsenio Dominguez)9日說,「所有各方無一例外,務必尊重航行自由,我必須對於近期發生在荷姆茲海峽的商船攻擊事件表達嚴重關切」。
根據Kpler與勞氏日報情報公司的分析,兩艘與伊朗有關的油輪近日分別穿越荷姆茲海峽。中東戰火爆發以來,至少有5艘油輪,裝載約1100萬桶原油駛離伊朗港口。

中東戰火正將美軍「推回伊拉克」,與20年前在巴格達街頭駁火的昔日宿敵—伊朗支持的民兵組織,再度爆發戰鬥。

華爾街日報8日報導,自美國和以色列聯手對伊朗開戰以來,伊拉克民兵已發動數十次小規模的無人機與火箭攻擊,以展現對德黑蘭的支持,目標包括美軍駐伊拉克北部基地與領事館,以及位於巴格達國際機場的國務院設施。
美國8日坦承,伊朗的戰事正蔓延至鄰國伊拉克,並將美軍重新拉回這個他們在2003年推翻前總統海珊(Saddam Hussein)的入侵行動後,曾耗費多年對抗叛亂分子,並承受重大傷亡的地方。
負責監督該區域軍事行動的美國中央司令部(U.S. Central Command)發言人霍金斯(Tim Hawkins)表示,做為「史詩怒火行動」(Operation Epic Fury)的一部分,美軍在伊拉克執行任務,「但這是為了保衛遭受與伊朗結盟民兵組織攻擊的美軍部隊」。
這對五角大廈而言是重大轉變。近年來,五角大廈多半避免將伊拉克民兵列為目標,試圖徹底擺脫這場痛苦的衝突。
伊拉克官員表示,據信是美國戰機對民兵據點發動多次空襲,包括位於巴格達以南的城鎮朱爾沙克哈(Jurf al-Sakhar)附近,以及沿伊拉克與敘利亞邊境的卡恩(al-Qaim)基地。多年來,這兩個地點一直被充當伊朗提供武器的庫房,以及向美軍駐敘利亞與約旦基地發動攻擊的發射場。
3月4日,在伊拉克中部巴比倫省(Babil)的一場空襲中,遭美國列為恐怖組織的「真主黨旅」(Kataib Hezbollah)指揮官法里吉(Abu Hassan al-Fariji),與另一名民兵成員喪生。真主黨旅在法里吉死後隔天發表聲明,稱他擔任該組織指揮官已逾20年。霍金斯表示,他沒有關於美國執行此次攻擊的資訊。
倫敦智庫「皇家聯合軍事研究所」(Royal United Services Institute)研究伊拉克民兵的副研究員巴達維(Tamer Badawi)指出,美軍正致力於剿滅伊朗在伊拉克支持的基礎設施。自美以對伊朗的戰爭爆發以來,已有至少24起針對伊拉克民兵的攻擊通報,極可能是美軍或其盟友所為。分析人士指出,五角大廈正尋求讓這些伊朗支持的組織付出沉重代價,不僅開闢對抗伊朗的活躍第二戰線,同時也在清算多年的舊帳。
對德黑蘭而言,伊拉克戰火重燃是自開戰以來,其資助與武裝多年的民兵組織少數出面協助對抗美國與以色列的實例之一。在黎巴嫩,真主黨(Hezbollah)武裝分子向以色列發射密集的火箭與無人機,遭到以軍猛烈回擊。該地區其他武裝組織則置身事外,不是在等待時機,就是希望避免遭到報復。
德黑蘭與華府多年來一直在爭奪對伊拉克的影響力。做為同為什葉派佔多數的國家及伊拉克最大鄰國,伊朗擁有極大的影響力,但美國憑藉其經濟與軍事力量,在巴格達仍具備重大話語權。川普政府官員近幾週來一直試圖阻止前總理馬里奇(Nouri al-Maliki)回鍋,認為他與德黑蘭及什葉派民兵過於親近。
伊拉克的武裝組織發跡於20多年前美國入侵後的混亂時期,最初是為保衛什葉派地區免受遜尼派武裝份子攻擊而成立,但同時也為了對抗美軍,民兵領袖將美軍斥為佔領者。伊朗向許多組織提供武器,包括粗糙但有效的反裝甲爆裂物,在戰爭最高峰期間導致數百名美軍死傷。美國也曾支持部分民兵組織。
在對抗2014年從敘利亞席捲伊拉克的「伊斯蘭國」(ISIS)武裝份子時,什葉派民兵扮演重要角色,與美軍及伊拉克政府軍並肩作戰。
自對抗ISIS的戰爭結束後,伊拉克最強大的民兵組織,包括「真主黨旅」與「正直聯盟」(Asaib Ahl al-Haq),在伊拉克政府建立龐大影響力,並與德黑蘭結盟。在發動攻擊時,他們會使用化名承認犯案以掩飾參與,試圖避免成為美國打擊的目標。
美國在20年前展開川普多年來譴責的佔領行動後,已大幅撤出該國駐軍。不過,五角大廈在伊拉克仍駐有未公開數量的軍事人員。

起訴書指出,蔡閔如為滿堂紅國際餐飲、安寶創新、富比高數碼(後更名德興行銷)等公司實際負責人,自去年七月起與詐團合作,指示雷智翔、何居易及江姓男子等人出任多家公司登記負責人或會計,成立空殼公司作為洗錢節點。

IEA三十二個成員國都持有戰備儲油,做為因應油價危機的聯合緊急措施。IEA上週二已舉行緊急會議,討論化解原油供應危機的可能方式,會議文件顯示,IEA「已準備採取行動,支持原油市場的穩定性」。

將與黨團幹部研究策略
行政院已不副署「財劃法」在內的五項法案。去年十一月十四日再修版「財劃法」,行政院認為修法可能導致中央舉債超限,削弱國防、社福等重大政策執行能力,且會讓台北市等優勢縣市更有優勢,擴大城鄉差距。行政院長卓榮泰遂親自召開記者會,宣布不副署,創下憲政首例。
至於「眷改條例」修法針對特定個案,民團「經民連」曾點名,包括提案人羅智強選區內的成功國宅、大安國宅等位於黃在金地段的「豪宅」,均符合年份定義,若管委會引用新法要求國家出資修繕或改建,潛在經費恐高達兩千億元。卓揆已在二月六日宣布「不副署」。
至於立法院上會期最後一天強行通過的三大惡法,包括讓中天新聞台復台的「衛星廣播電視法」、讓救國團遭凍結的五十六點一億元可獲「解凍」的「黨產條例」,以及助理費變立委補助費的「立法院組織法」,行政院也在三月四日宣布「不副署」。

南投縣杉林溪森林生態渡假園區,昨發生一輛遊園電動接駁巴士疑煞車失靈暴衝,墜落廿公尺山谷,造成一死七傷,檢警已針對肇事原因深入調查。
昨中午十二點三十分許,由四十九歲王姓司機駕駛遊園電動巴士,搭載七名遊客行經一處彎道時,墜落廿公尺山谷,造成來自彰化的六十六歲陳姓男子頭部重創,現場無生命跡象,送醫回天乏術,其六十一歲賴姓妻子則擦挫傷。

此外,同樣來自彰化的吳姓一家兄弟姊妹五人也受傷,均轉送彰化基督教醫院治療。其中五十四歲么弟傷勢最嚴重,肋骨多處骨折,肝脾臟破裂,仍在加護病房觀察;五十七歲四姊左鎖骨骨折、左側肋骨第一到第六根骨折、創傷性氣血胸、肺挫傷。
先擦撞山壁 再衝斷護欄翻落山谷
吳家三姊表示,接駁車在途中轉彎與其他車輛會車,沒多久就撞山壁,還聽到司機說「糟了!」不知事故與會車有無關係。
另有現場民眾指出,原本在溪邊洗手,突然聽見「碰」的巨響,看見遠方山坡有樹倒了,上前查看發現巴士掉在山谷。
雙腿與頭、胸擦挫傷的王姓司機說,當時疑煞車失靈,情急之下為減緩車速,擦撞山壁試圖降低衝擊,不料還是衝破護欄墜谷。
園方表示,該電動巴士係二〇二〇年出廠,均定期檢修保養,遊客均投保公共意外險,對死者家屬賠償金將優於法定方案,對於傷者醫藥、照護費也會負起全責。

傅澤民:美暫緩軍售 台灣需謹慎看待
國策研究院昨舉辦「二〇二六中國兩會與台、美、中變局」座談會。中研院政治學研究所助研究員傅澤民指出,美國暫緩對台軍售,是台灣需要小心看待的信號,必須積極與美方保持溝通,並透過台灣關係法確保軍購延遲交付問題不會太過嚴重。
傅澤民也指出,中東戰爭凸顯能源的脆弱性,台灣是高度仰賴能源進口的國家,特別是半導體產業對於穩定能源供給更有高度需求,他認為,台灣除了應確保能源供給之外,也應持續強化國防,深化與日本、澳洲的實質國防合作。
國防院國防戰略與資源研究所長蘇紫雲指出,台灣高級官員近期有許多行動,包含行政院長卓榮泰訪日看棒球,陸軍司令呂坤修二月密訪菲律賓等,目前大趨勢對台灣有利,且台灣的地理位置涉及全球五十一%航運,重要性比動態競爭的晶片更加穩固。
蘇紫雲:美軍儘速壓制伊朗 有利抗中
蘇紫雲認為,若美軍能在四週內成功壓制伊朗,中國、俄羅斯、伊朗、北韓組成的「CRINK」聯盟將三缺一,會更有利美軍集中力量在印太對抗中國。
明居正認為,在談論美中台關係時,不能只看美中台,應從全局觀察,尤其是美國總統川普的外交戰略推動及設想,他指出,美國近期攻打了委內瑞拉、伊朗,並加強掌控巴拿馬,整體國際局勢對中共非常不利、對美國比較有利,美中雙方的籌碼數量有非常大的變化,這不光是川習會的議題,更是美中長期的戰略對抗。
明居正認為,這也牽涉到台美關係,許多人批評台美關稅協定內容,但台美關稅協定說明,台美已經藉著晶片這項最重要的戰略物資,達成實質上的同盟關係,讓台灣成為美國的核心利益。
明居正指出,台美日關係日漸緊密,中共面對此狀況悲憤卻無力,只能眼睜睜地看著台灣愈來愈走近美國;對台灣來說,目前除了石油與天然氣會有短暫威脅,整體發展趨勢對台灣而言有利,對中共則是不利的。

〔中央社〕第6屆世界棒球經典賽(WBC)各小組預賽火熱進行中,多明尼加今天投打俱佳,終場以10比1擊敗以色列,並取得D組預賽3連勝,確定晉級8強戰。

美國與以色列的大規模空襲,擊斃伊朗最高領袖哈米尼(Ayatollah Ali Khamenei),引發區域性的大混亂。歐洲與中東各國政府面臨一場突如其來、不屬於他們,而且大多數國家都不想要的戰爭。官員們急於營救受困在不斷擴大的交戰區內的公民,飆升的能源價格重創脆弱的經濟,喧鬧聲也撼動各國的國內政治。
在波斯灣,美國盟友面臨無人機與飛彈的狂轟猛炸,粉碎了從沙漠中拔地而起的玻璃帷幕城市那份奢華的寧靜,並迫使一個全球航空樞紐關閉。
如今,在經濟成本不斷上升、擔憂伊朗崩潰恐引發移民危機,以及公民面臨脆弱處境的情況下,部分盟友感到越來越挫折。他們也擔心接下來可能會發生什麼事。
報導指出,美以的空襲行動在軍事上的規劃,顯然比政治上周密得多,很有機會削弱德黑蘭威脅鄰國的能力。這將有利於讓川普被視為中東強人、解除以色列面臨的生存威脅,並在與這個神權政權近50年的交惡之後,改善美國的國家安全。
但若沒有徹底的政權更迭,且隨之而來的是鎮壓,伊朗人民可能仍將付出慘痛代價。如果川普的戰爭摧毀了伊朗國家體制並引發內戰,難民危機或嚴重的經濟後果,可能會破壞世界的穩定。
這場戰爭為那些無法忍受川普、卻又不能沒有他的西方與中東國家,創造了新的地緣政治真相。令人難以理解的是,為何歐洲與波灣盟友沒有預見到這一切。
這場戰爭是新「美國優先」主義的強硬縮影:釋放美國的軍事力量,以強制執行對美國利益的全新見解。就像美國推翻委內瑞拉前總統馬杜羅(Nicholás Maduro)一樣,這反映了川普親信米勒(Stephen Miller)去年在CNN的聲明,即「世界的鐵律」意味著強國可以透過武力統治。
1名歐洲外交官告訴CNN,在軍事上參與這場衝突的主要動機,是為了「保護國家利益」。其他人則主張,應對川普也是一項關鍵的國家利益,對川普的敵意可能會產生反效果。

The overall monitoring indicator for the business cycle showed a “red” growth signal for a second straight month in January, with the overall economy maintaining positive momentum, the National Development Council (NDC) said yesterday.

The council measures the nation’s economic health using a five-color system, with “blue” signaling a recession, “green” suggesting steady growth and “red” indicating a boom. “Yellow-red” reflects a slight boom, while “yellow-blue” shows sluggishness.
The score of the monitoring indicator increased one point from the previous month to 39, the council said in a report, the highest since August 2024.
Firms across industries continued to benefit from the strong business opportunities related to artificial intelligence (AI) and inventories were built up ahead of the Lunar New Year holiday, the council said.
Among the monitoring indicator’s nine components, the readings on the M1B money supply turned from yellow-blue to green, and the average monthly overtime hours of industry and service employees shifted from yellow-red to green, while retail and wholesale trade changed from yellow-red to red, the report said.
The remaining six readings — the TAIEX, the industrial production index, the index of manufacturing sector sales, the manufacturing sector’s business climate index, the custom-cleared exports and imports of machinery and electrical equipment — were unchanged, it showed.
Meanwhile, the trend-adjusted leading index, which gauges the economy’s direction in the next six months, rose 1.49 percent month-on-month to 105.5 in January, rising for the seventh consecutive month, the report said.
The trend-adjusted coincident index, which tracks the pace of economic activity, climbed 0.78 percent to 106.4, increasing for the 15th consecutive month, it said.
The leading and coincident indices continued rising, indicating steady growth in the local economy, the report concluded.
The council said it expects Taiwan’s exports to continue
growing steadily, as major global cloud service providers increase capital expenditures, countries compete to invest in sovereign AI development, and AI applications rapidly spread.
Domestic investment is expected to gain support thanks to increased investments by domestic semiconductor and related manufacturers in response to market demand, as well as investments by international enterprises to establish key technologies and production capacity, the council said.
Meanwhile, private consumption is projected to retain strong momentum on the back of increased holiday spending, major sporting events and entertainment performances, stable wage hikes, and government subsidies for housing and tax exemptions, it said.
However, the impacts of escalating geopolitical conflicts in the Middle East, the US tariff policies and trade deals on global economic growth and inflation still pose uncertainties ahead, with their effects on Taiwan’s stock market, business activities and consumer confidence warranting more observation, it added.

The US government on Sunday called on Taiwanese lawmakers across party lines to pass a special defense budget bill that would finance Taiwan’s planned purchases of US weapon systems for self-defense.
“We encourage all parties in Taiwan’s legislature to work through political differences and quickly pass a special defense budget that demonstrates Taiwan’s commitment to its self-defense by funding the acquisition of critical defense capabilities,” an unnamed US Department of State spokesperson said.
The spokesperson also reiterated that Washington supports “Taiwan’s acquisition of critical defense capabilities, commensurate with the threat it faces,” in accordance with the Taiwan Relations Act, which has facilitated more than “45 years of commitment” across multiple administrations.
The state department was responding to a Central News Agency question on whether Washington would support a version of the special defense budget bill proposed by the Chinese Nationalist Party (KMT), if it is passed in the legislature.
Last week, the KMT proposed a special defense budget of NT$380 billion (US$11.9 billion) — raised from the originally proposed figure of NT$350 billion after final adjustments on Thursday — to fund eight weapons sales approved by the US in December last year.
The proposal is a sizeable cut from the Executive Yuan’s proposal in November of a special defense budget bill of NT$1.25 trillion, which would pay for not just the eight systems, but also potential US arms sales that have not yet been approved, as well as future procurement of drones and a T-Dome multilayered air defense system from domestic manufacturers.
It has been stalled in the legislature for months, as the opposition KMT and Taiwan People’s Party (TPP) hold a combined majority.
On Friday, lawmakers across party lines unanimously agreed to a motion to send the special budget bills proposed by the Cabinet, the KMT and the TPP to the Foreign Affairs and National Defense Committee and the Finance Committee for review in line with an agreement reached during cross-caucus talks on Feb. 24.
Minister of National Defense Wellington Koo (顧立雄) on Friday said that the KMT’s version of the special defense budget could derail the procurement of five weapons systems approved by Washington for sale to Taiwan.
The budget ceiling in the KMT bill does not account for potential new arms sale packages that might be approved for Taiwan, he said.
Commenting on the KMT’s proposed budget, former KMT legislator Jason Hsu (許毓仁) said there are problems in terms of feasibility, technical implementation and legislative practice.
If Washington sees this, it could easily conclude that KMT is not truly willing to support arms procurement, Hsu said.

Taiwanese Olympic bronze medalist Tang Chia-hung on Sunday made a golden season debut, winning the horizontal bar title at the Artistic Gymnastics World Cup in Baku, Azerbaijan.

Tang, who won a bronze medal at the 2024 Paris Games, secured top spot with 15.366 points. His performance was bolstered by a high execution score of 8.966 and a 0.1 bonus for a “stuck” landing. He was followed by Kazakhstan’s Milad Karimi, who took silver with 15.033 points.
The gold medal capped a dominant weekend for Tang, who also finished first in the preliminary round with a 14.800-point routine at a 6.2 difficulty level.
After the event, Tang told the Central News Agency that he was pleased to have successfully executed a specific element that had eluded him at last year’s World Championships.
“That boosted my confidence a lot,” the Taiwanese said.
He said that there is still room for improvement and his current training regimen is focused on the individual all-around.
Tang said he plans to compete in the floor exercise, still rings and horizontal bar in Baku and an upcoming event in Turkey.
“I want to use these competitions as training to maintain my physical conditioning,” he said. “My goal is to help Taiwan secure a strong team ranking at the Asian Championships and the World Championships later this year.”
Tang’s coach, Huang Bo-rui, said the results were “within expectations” given the solid preparation leading up to the season opener.
“I’m grateful that Tang executed his tasks well and maintained his overall scoring consistency,” Huang said.
During the winter off-season, the team focused on maintaining fitness and refining techniques, rather than on raw power, he said.
“We aren’t intentionally chasing higher difficulty right now,” Huang said. “The priority is ensuring the quality of the overall performance and correcting specific flaws.”
In other events on Sunday, Taiwan’s pommel horse standout Lee Chih-kai, who won silver at the 2020 Tokyo Olympic Games, finished sixth in his signature event with 12.433 points, achieving his best score so far this season.

近來多起新聞揭露,機車族即使依規定進行兩段式左轉,仍可能因待轉區緊鄰斑馬線、不慎壓線而挨罰600至1,800元;也有民眾在畫設於人行道上的機車停車格停車,卻因「駕車行駛人行道」遭開單。這些案例反映的,已不只是用路人是否守法,而是交通制度與空間設計是否合理。
在部分強制兩段式左轉的路口,待轉區與行穿線距離過近,甚至重疊,實際待轉空間不足,騎士稍有不慎就可能壓到斑馬線或槽化線而受罰。相關單位雖回應將逐步檢討改善,但在改善完成前,違規風險卻已轉嫁到用路人身上。當標線設計本身存在缺陷,卻以罰鍰處理結果,難免讓人質疑是否偏離交通管理的本意。台中馬路機車待轉區緊鄰斑馬線,機車騎士待轉誤觸慘被檢舉開罰。(民眾提供)
類似問題也出現在人行道機車停車格。明明劃設合法停車空間,卻要求騎士必須熄火牽行進入,否則即構成違規。對熟悉法規者而言或許理所當然,但對一般民眾來說,這樣的規範與現場空間配置間,確實存在高度誤導性。當設計未能直觀反映規則,違規自然層出不窮。

交通管理的目的,應是降低事故風險、提升守法意願,而非讓用路人反覆踩進「合法卻危險、違規卻難免」的灰色地帶。當違規行為大量來自制度與設計問題,政府更應優先檢討路口配置、標線距離與動線規劃,而非僅以加強取締作為回應。
真正友善的交通環境,不該考驗用路人的「法規記憶力」,而是讓人一看就懂、自然遵守。否則,罰單愈開愈多,卻未必能換來更安全的道路。

李凱莉分享,在獄中收到女兒的信,當中一句「只希望媽媽能陪在我身邊」,讓她陷入對人生下半場的思考,於是她開啟「會客菜」事業,在店裡雇用同樣具有更生人背景的「同學」們做員工,期望員工能將公司視為第二個家,讓他們重返社會不至於處處碰壁,李凱莉也感嘆:「如果我當時好好讀書,現在的成就可不只於此。」

根據《Page Six》報導,警方證實,槍擊蕾哈娜住宅的女子奧爾蒂斯已於週日被捕,並被洛杉磯警察局以謀殺未遂罪名起訴,目前她被羈押在洛杉磯警察局大都會拘留中心,保釋金設定為1022.5萬美元(約3.27億台幣)。

〔健康頻道/綜合報導〕一提到到椎間盤退化或腰痛,很多人第一反應可能是:姿勢不對、搬太重、坐太久。不過,恆新復健科診所醫師王思恒表示,據國外研究分析逾18萬人的椎間盤退化數據、檢驗超過30個可能的風險因子。結果發現,血糖、血脂、睡眠等對於椎間盤的影響,可能比怎麼坐、搬重物還要大。尤其高血壓的風險甚至翻倍,增加約111%,也是所有因子中影響最猛的。
你以為椎間盤問題只和姿勢等物理問題相關,研究可能顛覆了這個想法。王思恒於臉書粉專「一分鐘健身教室」發文分享,2024年1篇發表在《The Spine Journal》的研究,使用一種特殊的基因分析方法,採用超過18萬人的椎間盤退化數據,一口氣檢驗33個可能造成其罹病的風險因子,結果讓人大開眼界。

椎間盤損傷風險8因子
王思恒表示,研究利用基因變異當作天然的實驗分組,結果發現,讓椎間盤更快壞掉的因子,包括:1.高血壓:風險增加約111%,也是所有因子裡最猛的。2.睡眠障礙:風險增加近80%。3.糖化血色素高:風險增加31%。4.抽菸:有抽菸基因傾向者,風險高22%。5.喝酒:酒精攝取量高,風險增加約21%。6.身高:身高越高風險越高,增加15%。7.三酸甘油酯高:風險增加約8%。8.第二型糖尿病:風險增加約7%。
此外,王思恒指出,研究也發現,保護椎間盤的因子,包括:1.教育程度高者,風險降低約43%;家庭收入高者,風險降低約39%;3.高密度脂蛋白,意即「好的膽固醇」越高者,風險也越低。
王思恒說,研究最有趣的發現是,代謝相關風險因子,如糖尿病、高血糖、高血脂、高血壓等,比物理性的因子顯示出更多顯著因果證據。不過,這並不代表姿勢和搬重物完全不重要,只是代謝健康對椎間盤的影響可能被嚴重低估。此外,研究基因資料來自歐洲人群,不同族群的基因結構和環境因素都可能不同;因此,結果未必能直接套用到亞洲人身上。
王思恒強調,想保護椎間盤,除注意姿勢和訓練,更別忽略代謝健康。控制血糖、改善血脂、好好睡覺、少喝酒不抽菸,這些看起來跟「腰」八竿子打不著的事,可能才是椎間盤最需要的保養。

〔記者鍾志均/綜合報導〕日本男團Hey! Say! JUMP人氣成員山田涼介不只宣布個人巡演,還正式以「Ryosuke Yamada」名義推出首張實體單曲《Blue Noise》,一出手就衝上冠軍,讓粉絲直呼:「山田果然是山田!」
《Blue Noise》首週賣出約9.8萬張,直接空降Oricon單曲週榜冠軍。

這張單曲也是山田涼介首次以「Ryosuke Yamada」名義發行實體單曲,主打歌《Blue Noise》同時是人氣動畫《青之壬生浪》第二季「芹澤暗殺篇」的片頭曲,歌曲風格冷冽又帶著強烈節奏,被粉絲形容「又帥又燃」。
其實早在2013年,他就曾以個人名義推出單曲《Mystery Virgin》並拿下排行榜冠軍,如今再度奪冠,也等於完成「個人單曲連續兩作冠軍」的紀錄。

山田涼介最近也宣布將推出第二張個人專輯《Are You Red.Y?》,並舉辦首次巨蛋巡演《Ryosuke Yamada DOME TOUR 2026 Are You Red.Y?》。
談到為什麼開始積極發展個人活動,他坦言以前其實沒有特別想做個人企劃,「當年發行《Mystery Virgin》的時候,對個人活動並沒有那麼積極。」但經過這一年製作專輯與巡演的過程,他開始慢慢找到屬於自己的音樂世界觀,也希望能把這些想法呈現給粉絲。
當山田涼介告訴團員自己要開巨蛋巡演時,反應其實相當有趣,隊友伊野尾慧第一句話就是:「好好大顯身手吧!」去年個人巡演宮城場時,除了因工作缺席的八乙女光透過影片祝福外,其餘成員甚至直接跑到現場支持,讓他相當感動。
山田也笑說,個人活動其實會帶來新的粉絲,最後反而能讓更多人認識Hey! Say! JUMP。
聊到巨蛋舞台,山田涼介也回憶起一段「傳奇往事」。Hey! Say! JUMP當年以平均年齡15歲就登上東京巨蛋舉辦出道演唱會,如今想起來,他坦言當時其實只顧著「不要出錯」,現在經驗豐富了,反而更能享受舞台。
但即使如此,每次巡演第一天他仍然會緊張,「我和高木雄也還是會在後台一起發抖。」為了克服壓力,山田涼介有一個固定儀式,就是上台前他會深呼吸,然後對自己說一句話:「沒問題,我可是山田涼介。」聽起來像自我打氣,但粉絲聽完都笑說:「這句話確實很有說服力。」

法務部行政執行署高雄分署公告17日下午3點拍賣「遠東航空股份有限公司」名下的1架客機。高雄機場表示,另架客機為樺壹公司所有,正洽詢買家辦理航機拆解及移離作業計畫中。
高雄機場指出,已將這2架客機拖至遠端的停機位,合併停放,以減少占用;未來如飛機處理後,可再增加1處停機位,提高機坪運作與調度效能。

高雄機場表示,目前停放的遠航客機有2架,包括降落費、停留費等各項費用,共積欠948萬元,遠航、樺壹公司各持有1架 。這次將拍賣的航機為遠航所有,另1架樺壹公司擁有的航機,正洽詢買家辦理航機拆解及移離作業計畫中。
行政執行署高雄分署表示,遠航從2019年停業後,客機長期占據停機位,影響機場空間調度,高雄國際航空站將案件移送執行,希望追回欠款,並聲拍賣客機,以清空占用的停機位。

一名日本網友在Threads上坦言,自己與家人是在觀看WBC後,才第一次知道「中華台北」其實指的就是台灣,他雖然謙虛表示「可能是我太無知了...」不過卻也直言「對熊本人的我而言,台灣就是台灣!」此文隨即引起不少日本網友關注,也讓許多人開始討論國際賽事中「Chinese Taipei」名稱的由來。

〔娛樂頻道/綜合報導〕女星劉品言去年與連晨翔結婚後,11月順利產下女兒「連TT」,當了新手媽媽後認了有產後焦慮。
9日劉品言發文曬出近照,透露生完女兒4個月,坦言自己整體狀態的身心靈大約恢復70%左右,雖然離完全回到產前百分之百還有一段距離,不過劉品言透露已回歸工作崗位,投入新劇組的拍攝工作,「我已經全面復工。」
