Police failings revealed as sex offender Simon Levy left free to murder and attack women

His first victim was attacked was on a busy Tube in central London.

Levy boarded and positioned himself directly in front of the woman, before leaning his elbow on her. She moved away.

A few minutes later, she felt something touch her, over her clothes, on her vagina. Such was the force Levy used, that she felt like it was an attempt to push his fingers inside her through clothing.

She grabbed Levy's hand and asked what he was doing, but he did not respond.

When other passengers asked if she was all right, Levy protested his innocence.

"What are you talking about - look my hand is covered," he said, pointing to the jumper draped over his arm.

Levy then called her "crazy" and "stupid" and got off the tube at Westminster station.

The woman got off at the next stop, upset and crying.

She went on to report the assault to BTP. There was CCTV available of Levy, but police did not identify him. He would only be linked to the case two years later, after more women had been attacked.

A year after his first Tube assault, he assaulted three more women in quick succession and was arrested.

After being assaulted herself, the first of those three victims then filmed Levy sexually assaulting a second, unidentified woman, travelling in the same carriage.

The first woman immediately reported what had happened to BTP and provided the footage. Levy assaulted a third woman a week later.

After he had been questioned and had denied the three offences, BTP officers said they did not have enough evidence to charge, and he was released on bail.

The subsequent BTP investigation was full of delays. It was weeks before identity parades were arranged, and BTP did not approach the CPS for six months.

When it did, in May 2025, a CPS team had to scramble to make an emergency charging decision overnight, because BTP had again arrested Levy and wanted him in court the next day. This was highly unusual - BTP had known about the initial offences for six months.

In a statement, BTP Assistant Chief Constable Charlie Doyle said: "It is clear that opportunities to expedite the investigation were missed and we have amended our procedures to address these issues to ensure that repeat offenders are dealt with expeditiously and that linked offences are prioritised more effectively."

Counter-terror police reopen as part of Widdecombe investigation

Counter-terrorism police investigating the death of ex-MP Ann Widdecombe have reopened an inquiry into a report of an attempted burglary at a London address in April last year.

The BBC understands the reported incident occurred at a property used by Reform UK leader Nigel Farage. No arrests were made and the investigation was closed.

On Friday Counter Terrorism Policing said a line of inquiry had been identified that was not "pursued by them at the time".

Counter Terrorism Policing London has made a mandatory referral over its handling of the initial investigation to the Independent Office for Police Conduct (IOPC).

The Metropolitan Police had received a report of an attempted burglary in the Greater London area, the statement said, with the initial investigation carried out by the Metropolitan Police and Counter Terrorism Policing London.

The BBC understands that the incident being referred to as an "attempted burglary" in the statement from Counter Terrorism Policing was one at Nigel Farage's home in south London.

Farage has previously referred to it as a "lit incendiary device" being pushed through his letterbox.

Police had said "damage was caused to a door but nothing was stolen".

The police watchdog has said it is investigating allegations that a Counter Terrorism Policing London staff member "failed to identify and pursue a line of inquiry" related to the attempted burglary.

"We can confirm that the IOPC has decided to independently investigate the conduct of a Counter Terrorism Policing London staff member following a referral received earlier today," a spokesperson said in a statement.

"The conduct relates to an allegation the individual failed to identify and pursue a line of enquiry relating to an attempted burglary reported in April 2025.

"Counter Terrorism Policing London has been notified of our decision, and no further information is available at this early stage."

Ann Widdecombe, the 78-year-old former Conservative minister and Reform UK spokeswoman, was found dead at her home in Devon last month with serious injuries.

Joshua Kerry, from Rotherham in South Yorkshire, was later charged with her murder.

Kerry was initially arrested on suspicion of murder on 11 July, before being additionally arrested on 13 July on suspicion of the commission, preparation or instigation of acts of terrorism.

Widdecombe had served as Tory MP for Maidstone in Kent for 23 years and was appointed to ministerial roles in Sir John Major's government in the 1990s.

Streeting 'sickened' by sex abuse claims at Army college

AFC is the largest military training establishment for under-19s in the UK and it receives all the Army's 16-year-old recruits.

North Yorkshire Police told the BBC in a response to a Freedom of Information Act request it had received 16 reports of sexual offences linked to the college in the year to June, including allegations of exposure, voyeurism and sexual assault.

No information was included on whether the reports had led to prosecutions.

A total of 176 complaints of inappropriate sexual behaviour at the college were made between January 2018 and June 2025, according to Ministry of Defence (MoD) data.

The women, whose names have been changed to protect their identities, all attended AFC over the last five years.

One woman, Tilly, told the BBC she was 17 when she was raped at AFC by several fellow soldiers who invited her into their room.

"They started taking my clothes off and then this led to them doing stuff I didn't consent to.

"And then I was raped… by multiple junior soldiers, same age as me. It went on for hours. I felt like a piece of meat."

Streeting said he sympathised with the women who had been "badly failed", and praised them for speaking up.

"We have a duty to uphold the very highest standards in uniform and to treat every woman with the dignity and respect she deserves.

"I don't want anyone who has the ambition and talent to join our armed forces to be deterred, so it's contingent on us to make sure that we've got our act together," he added.

Another woman's story was shared with the BBC by her mother, who said her daughter Amy was sexually assaulted and subjected to almost daily sexual harassment during her training.

Because the lock to Amy's room was not working, her mother said "she found herself sleeping across the door to stop male soldiers coming in".

Another woman, who said she was sexually assaulted and harassed at AFC, described how misogynistic attitudes and behaviour of staff rubbed off on some of the male teenagers.

She recalled one of the instructors saying: "It's all about the pussy and how much of it you can get."

The MoD told the BBC that the college "welcomes external scrutiny and challenge".

It said that AFC had in the last year "hosted the safeguarding bodies, parliamentarians, the Children's Commissioner's office and the Armed Forces Commissioner, as well as receiving an outstanding report from Ofsted".

Earlier this week, Sarah Atherton, former MP for Wrexham, told the BBC that public confidence in the college could "only be restored through an independent inquiry".

Atherton, who previously served in the Army's Intelligence Corps, led a 2021 government review into the experiences of women in the armed forces.

Emma Lewell MP said: "If this was any other school or residential environment for children, it would have been closed down."

The Children's Commissioner for England Dame Rachel de Souza said she would ensure the "appalling attacks" were investigated and "those responsible, including for failing to safeguard these girls, are held to account".

She said all children living away from home had a right to contact her team for support, and that she would make sure all girls at AFC could do so.

Spain to impose border controls against Italy as row over Ceuta migrant influx intensifies

Spain has imposed border controls on all air and sea travel from Italy as a row between the two EU countries intensifies.

The measures - which started at midnight (22:00 GMT) and will last for a month - come a week after Italy introduced similar restrictions following an influx of about 78,000 migrants from Morocco into the Spanish exclave of Ceuta.

On Friday, Spain demanded Italy reverse its checks by Sunday. Rome said they would stay until at least 15 August - when, it said, Spain "expects a new wave of migration" to hit Ceuta.

The crisis has pitted Spain's socialist leader Pedro Sanchez against Italy's conservative leader Giorgia Meloni - who has long called for stricter EU migration rules.

Italy does not share a land border with Spain. Its government said last week that decision to temporarily suspend the border-free Schengen arrangement was to prevent any of the migrants who had entered Ceuta from travelling on to Italy.

Madrid dismissed this position, saying it was based on "spurious arguments" that lacked any basis in fact because the migrants who entered Ceuta had no way of entering the Schengen area.

In its response to the Spanish threat earlier on Friday, Italy's government said it would not accept "ultimatums". It added that it did not intend "under any circumstances to reconsider the decision to suspend the application of the Schengen Agreement for third-country nationals arriving from Spain, at least until August 15th and in any case until security and terrorist risks for Italy have been completely eliminated".

Italian officials have said local authorities carrying out checks do "everything possible" to ensure maximum comfort for both Spanish and other European citizens arriving in Italy from Spain.

Rome has also reiterated that Spanish citizens are exempt from additional checks when arriving in Italy, with these extra steps only for non-EU residents.

However, El Pais reported that several airport terminals have seen long queues and waiting times in recent days, with passengers arriving from Spain directed to a specific line for checks.

The counter-measures Madrid decided to impose on Friday would include passport, nationality and visa checks for Italian passengers and visitors from other countries arriving from Italy "amid the persistent irregular migratory pressure" the country was experiencing, a statement from Spain's government said.

Checks would stay in place until 7 September "unless a change in the circumstances that led to its adoption warrants modifying that period".

BBC asks Infantino if he will resign as Fifa president

The BBC has asked Fifa president Gianni Infantino if he has the support of football's South American governing body, Conmebol.

The Fifa head has faced multiple calls to resign after his highly controversial attempt to sell private stakes in the World Cup, which he later abandoned.

Infantino, who did not answer the BBC's questions, was in Colombia for the inauguration of the country's new President Abelardo de la Espriella.

The BBC's South America correspondent Ione Wells later asked the Fifa president if he would step down.

Why have obesity rates doubled since 1993?

If England's obesity rates were still the same as 1993 there would be seven million fewer adults living with obesity.

There are 14 million adults classified as obese, despite successive governments launching 14 separate obesity strategies over the past three decades.

It's clear something isn't working, so what's behind the increase?

According to new analysis by the King's Fund, 15% of England's adult population - those aged 16 and over - in 1993 was obese, with rates achieving a record high of 30% in 2024.

Their analysis suggests obesity rates are rising fastest in 16-to-24 year-olds, with 18% classified as obese or severely obese in 2024 compared with just 6% in 1993.

Accounting for population change, this means there are now one million young adults living with obesity in England - 700,000 more than if rates had not risen over the past three decades.

Dave Buck, senior fellow for public health at the King's Fund, called this rise "clearly worrying" and says governments have "talked the talk, but not sufficiently walked the walk" in addressing obesity rates.

"This analysis shows the scale of the failure to take the necessary action on tackling this obesity timebomb," he added.

Thai PM vows to introduce stricter gun laws after eight killed in shooting

Police Colonel Thadsakorn Konthong said that the gun and bullets used in the attack belonged to the teen's grandfather, with an initial inspection finding signs that the firearm had been searched for inside the grandfather's bedroom.

International and local media have reported that the gun was legally registered and had a permit.

Thailand has one of the highest rates of civilian gun ownership in South East Asia, with around 10.3 million firearms in civilian possession, around four million of which are believed to be owned illegally.

The country has strict gun laws, which punish the illegal possession of arms with up to 10 years in jail, but enforcement of these laws has been an issue.

During his time as interior minister, Anutin introduced a number of gun control laws, including a short-term ban on new gun licenses and import restrictions.

Speaking on Friday, the prime minister said the tragedy "shouldn't have happened".

"I don't just feel sorry for the victims but I feel sorry that this happened. How can this happen in our country," Anutin added.

Big Macs v Supermac's: Irish burger chain wins UK trademark case

An Irish fast food chain locked in a long running dispute with McDonald's has been told it can register its name and logo in the UK.

The UK's Intellectual Property Office ruled the average consumer would not make a link between Galway-based Supermac's logo and name and McDonald's existing trademarks including Big Mac and McCafé.

Supermac's was founded by Galway businessman Pat McDonagh in 1978 and is now the largest Irish-owned fast food restaurant firm in the Republic of Ireland.

The two chains have been embroiled in a long running legal battle over the right to use brand terms including "Mac".

The UKIPO said there were significant visual, aural and conceptual differences between the Supermac's and McDonalds marks, which were "sufficient for a consumer not to directly confuse the marks".

According to Irish broadcaster RTÉ News, it further said that "no link will be made by the consumer" in relation the Mc/Mac elements of the branding.

Speaking to RTÉ McDonagh said: "We've never had their scale or resources, but we've always believed every business deserves the same protection under the law, regardless of its size."

Liverpool transfers: Ronald Araujo close to season-long loan from Barcelona

Liverpool are close to signing Uruguay defender Ronald Araujo on a season-long loan from Barcelona.

The deal includes an option to buy Araujo, who is expected to link up with the Liverpool squad this weekend.

The 27-year-old centre-back has helped Barca win La Liga in three of the past four seasons, and ended last season as club captain.

Araujo is under contract until 2031 but only made 11 league starts last season, with Gerard Martin and Pau Cubarsi emerging as their preferred central defensive pairing.

After joining Barca from Uruguayan club Boston River in 2018, Araujo has made more than 200 appearances for the Spanish giants.

Liverpool were looking to strengthen their defence after Ibrahima Konate left the Reds to join Real Madrid on a free transfer.

Andrew Flintoff: Former all-rounder leaves England Lions head coach role

Former England all-rounder Andrew Flintoff has stepped down as head coach of England Lions.

The 48-year-old, who has been in charge of the Lions since September 2024, thanked England managing director Rob Key in his leaving statement for "trusting me with one of the most important roles in English cricket."

Flintoff was named head coach of Australian Big Bash franchise Sydney Thunder in June, taking up his first overseas T20 coaching role.

He was initially set to continue in his Lions role, leaving a planned tour of South Africa early to join-up with Thunder, but now departs the national set-up.

"Unfortunately I've made the decision to step away from my role with the Lions," said Flintoff.

"Not only have I enjoyed my time having the opportunity to work with the best young cricketers in the country, but have taken great pride in seeing them develop.

"I'd like to thank the coaches and staff for all their passion, tireless work and support they give everyday.

"I can't wait to get started with the Thunder later in the year and see where coaching takes me."

Flintoff also spent two seasons as Northern Superchargers men's coach in The Hundred, leading the Leeds-based side to fourth and third-placed finishes.

He was not retained for 2026 after the franchise was taken over by the owners of the Sunrisers group.

Prior to his appointment with the Lions, Flintoff helped coach England's white-ball sides on an informal basis, having left his position as a presenter on television driving programme Top Gear.

His last assignment in the Lions role was South Africa A's tour of England in May and June, where his side lost both four-day matches and two of three 50-over games.

"Fred has helped to transform the Lions environment into a programme that has had a major impact on young players," said England and Wales Cricket Board men's performance director Ed Barney.

"Coaches have also flourished alongside him, whether early in their coaching journey or with decades of experience, and he has consistently maximised the expertise around the group.

"We wish him the best in the next stage of his coaching career and look forward to a time he returns to the English game."

Mike Yardy will step in as head coach for the four-day Professional County Club Select XI match that serves as Pakistan's warm-up before their three-Test series against England later this month.

The fixture begins at Beckenham on Wednesday, 12 August, while the Lions will also be the opposition for Sri Lanka's two T20 warm-ups at the start of their limited-overs tour of England in September.

Uefa boycott: France set to compete at U20 Women's World Cup

France say they are still planning to compete in the Under-20 Women's World Cup next month despite a threat from Uefa to boycott Fifa competitions.

It is not known whether England will play or not, with the Football Association unable to provide a comment when asked by BBC Sport if the team will take part in the tournament in Poland, which is due to start in 29 days.

After Fifa president Gianni Infantino announced a plan to sell stakes in competitions to private investors, European football's 55 member associations voted to boycott all Fifa competitions until the proposals were dropped.

The plans have since been aborted - with Infantino apologising for his "errors".

In a statement on Thursday, Uefa said the boycott could still go ahead, but when contacted by BBC Sport the French Football Federation (FFF) said its plans for the tournament had not changed.

"For now, France will be participating to the Fifa U20 Women World Cup," it said.

Six European teams - England, France, Italy, Portugal, Spain and hosts Poland - are scheduled to play in the tournament.

Scottish football summit: 'Critically important' meeting called on future

The Scottish Football Association is to hold a "critically important" summit around the future of the national game.

An email has been sent to all Scottish Professional Football League clubs to attend the forum, which will take place in St Andrews on 4 September.

The email, which has been seen by BBC Scotland, says the SFA will "discuss opportunities" around homegrown talent and hear from clubs who have "optimised their elite talent development model".

The memo also states the objective is to focus on the "current reality" facing Scottish football.

Part of the conversation will be around improving the prospects for homegrown Scottish talent and increasing revenue streams for clubs.

This comes after Scotland's national team failed to make it out of their group at the men's World Cup, their first finals since 1998.

The summit will be hosted by SFA chief executive Ian Maxwell and chief football officer Craig Mulholland.

Appeals court halts Trump's ballroom project paving way for Supreme Court showdown

President Trump has asserted that the new ballroom is needed to "accommodate people for grand parties, State Visits", and has also said that it is "vital for National Security".

The ballroom building would consist of the large entertaining space above ground and also a security complex below ground. Trump doubled down on the need for the space after an assassination attempt at the White House Correspondents' Association dinner in April.

The National Trust for Historic Preservation celebrated the ruling on Friday, noting that no above-ground construction can take place "unless and until" Congress takes action.

"The White House, a global landmark that symbolizes American identity and the ideals of democracy, belongs to the American people," said Brent Leggs, President and CEO of the National Trust.

"The National Trust for Historic Preservation and its partners are proud to defend this irreplaceable monument on behalf of all Americans."

Trump has touted the ballroom project repeatedly since he unveiled plans for it in July 2025. It would have been the most substantial structural change to the presidential residence in more than 70 years.

But the project has been mired in legal issues since October, when the Trump administration demolished the East Wing, which was built in 1902, to begin construction. Trump initially said the project would be "near" the East Wing, not that it would be demolished.

Government lawyers have argued the additional security complex and features included in the ballroom project are needed to protect the White House complex from drones, ballistic missiles, biohazards and other threats - changes essential to protecting the president, his family, and staff. Trump said on Friday that construction includes bomb shelters, hospital and medical facilities and top secret military facilities.

But the Trust said there was no basis to "disturb" the White House and argued that having a ballroom isn't a national security emergency.

The three-judge appeals court panel said on Friday that its ruling "has nothing at all to do with whether the proposed ballroom is desirable", nor does it weigh in on whether the administration may ultimately construct the ballroom.

"What it does mean is that the Defendants may not do so during the district court's expeditious litigation without securing Congress's authorization, as the Constitution and laws require," the order said.

Hunter Biden says pardon was 'not good' for America or his father's legacy

Hunter Biden has told the BBC he is "the most privileged person there is" after receiving a presidential pardon from his father, former US President Joe Biden, acknowledging it was not a good choice for America or his father's legacy.

In a wide-ranging interview with the BBC's Newsnight, Hunter Biden defended the controversial pardon, revealed his father's "painful" cancer has spread, ruled out seeking elected office and spoke about helping others recover from addiction.

Asked about the 2024 pardon, he said he understood the criticism but noted: "What would you have thought of my dad if he did not do that for me."

"It's something that is easily criticised and for good reason," he added.

"It's not fair… All I know is that I'm grateful that he did it for me," he said, acknowledging the pardon was "not good" for the American people, the Constitution - or his father's legacy.

He argued to the BBC that his father ultimately acted out of concern that he would become a target under Donald Trump's incoming administration.

"I was the only one in the world that could have gotten what I got from the only person in the world who could give it, my father."

Hunter Biden also insisted he and his father had never discussed the possibility of a pardon before it was granted.

"There is no way that you can have those kinds of discussions that would not become public," he said.

President Biden granted his son a full and unconditional pardon in December 2024, despite repeatedly saying beforehand that he would not use the powers of the presidency to intervene in his son's legal cases. In announcing the decision, the former president said his son had been "selectively and unfairly prosecuted".

The pardon covered his son's federal gun conviction, a tax case he'd pled guilty to and any federal offences committed between 2014 and 2024.

How a 90-second power outage sparked chaos for train commuters

The power failure which hit a Network Rail operations centre in Manchester was a rare incident.

But after commuters were left facing chaos, it has raised questions about how a short outage at one operating centre could have a widespread impact.

Network Rail will face scrutiny for how its systems coped and responded to the outage.

That's the publicly-owned body whose job it is to operate and maintain Britain's railway infrastructure. That means the tracks, signals, embankments and major stations.

It was at Network Rail's operating centre in Manchester that the problem started. Its operating centres are where crucial controls are housed that let trains run safely across the country, with Manchester's centre responsible for large parts of the North West.

It was hit by a power cut in the area, which was resolved within 90 seconds. Given the centre's importance, backups are in place. But questions have been raised about how they responded.

Chris Wright, north-west route director at Network Rail, told the BBC "we didn't experience a 90-second interruption," insisting its systems were back online sooner.

But he said some of Network Rail's communications systems "did not respond how we would have expected, and then needed reconfiguring and replacing".

"We've got to work really hard very quickly now to understand why that's the case," he added.

Because signalling was affected - think of that essentially as the traffic lights of the railway - trains had to stop.

Systems had to be rebooted. But there was some damage to those that control signalling, which took time to fix because of the need to replace certain parts.

Thinking about how busy parts of the rail network are, and how many trains and crews were left out of position across the North West of England and beyond, helps explain why the impact was so big.

Network Rail has apologised to customers and opened an investigation.

Bosses say engineers have been working hard to "build additional resilience into our signalling systems to ensure that this doesn't happen again".

Gianni Infantino: Politicians, private jets and power - the life of a Fifa president

Gianni Infantino stepped off a plane in Cali and was greeted on the runway by the president of the Colombian Football Federation.

Ramon Jesurun, a close ally of Infantino's, saw it as a chance to show his support, with the two men smiling in a photo opportunity for the federation's Instagram account.

Infantino had not travelled to Colombia for any run-of-the-mill meeting on Friday. He would attend the inauguration of the country's new president Abelardo de la Espriella.

Infantino was accompanied by Alejandro Dominguez, the president of South America's football governing body Conmebol, who praised both his record and the "enormously successful" 2026 World Cup, saying "we stand with Gianni".

Prisoner release row proving to be Burnham's first big test as PM

Three weeks into his premiership, Andy Burnham has "hit bumps in the road" in the estimation of one long-serving Labour MP with the row over the early release of some prisoners from jail.

His political opponents are already sharpening their attacks, believing they have found an issue with which to discomfit a new prime minister early in his time in office who had, until now, displayed a pretty deft political touch.

Conservative Shadow Home Secretary Chris Philp said: "This the most important decision Andy Burnham has made since he became prime minister and he's got it wrong."

For Labour MPs, however, this week has shown Burnham is prepared to confront difficult choices and take decisions which, as he said in his first speech in Downing Street, are "more about problem solving than point scoring".

Burnham's first two weeks in the job were pretty problem free, with a succession of announcements, from a cap on bus fares to a determination to overhaul of social care, along with a blitz of social media videos, all designed to portray a more relaxed PM with a focus on everyday issues.

The overcrowding crisis in our prisons has presented him with a dilemma for which there are only unpalatable choices.

Crucially too, they are some of the first difficult choices Burnham has had to make in office.

The issue long predates his arrival in Downing Street. In 2023, with space in jails on the verge of running out, the last Conservative government started releasing prisoners 18 days early. That was only a temporary fix.

"We want people to go out in the West End and have a good time. Our guidance is simply about encouraging venues to manage their customers so people don't pack on to pavements or excessive drinking doesn't disturb others passing by."

Wales football fans have been left divided over the country's new home kit, with some comparing the pattern on the red shirt to that seen on bus seats.

The new shirt was revealed on Thursday by the Football Association of Wales (FAW), which said it was "inspired by the rich tradition of Welsh double cloth weaving".

It is the first Wales shirt produced by sportswear brand Sudu, after the FAW parted ways with Adidas after 13 years.

FAW said the reaction to football kits was "subjective", adding it remained "incredibly proud of the creative process behind the new Cymru home kit".

The association said the kit rejected "reused designs", and that Sudu had worked with the association and fans "to understand the DNA of the nation".

A "pro" version of the adult shirt costs £90, with a matching pair of shorts and socks costing a total of £136.

A replica adult shirt costs £70, while a full kit for a child including shorts and socks costs £89.

Home nations rivals England have their most expensive adult home shirt on sale for £134.99, while Scotland's is £75.

But people who were not pleased with the kit slammed it online, with one describing it as the "worst Welsh shirt in history".

Lumo train services between London and Stirling running with no toilets

A train operator is running services lasting more than five-and-a-half hours despite having no toilets available on board.

The Lumo trains run on the West Coast Main Line, covering the new 417-mile (671km) route between Stirling and London Euston.

Lumo, which is owned by FirstGroup, first warned about a "fault" with the toilets on a service from Stirling to Crewe on Saturday.

Some services have since been stopping for longer at stations such as Preston to allow passengers to get off and use toilets on platforms.

Jared Leto: Campaigners call for concerts to be cancelled

US rock band Thirty Seconds to Mars, known for hit songs including The Kill, This is War and Kings And Queens, was formed by Leto and his brother Shannon in the late 1990s.

They began touring in the 2000s and progressed to headlining major arenas around the world.

As part of the BBC documentary Jared Leto: Hollywood's Dark Secret, two men who worked with Leto's band for many years recall how uncomfortable staff felt about the way Leto would interact with teenage girls.

One alleges that crew members were instructed to invite young girls backstage after they would join Leto on stage at gigs.

Another says at one point there would typically be about two girls a day stopping by to see Leto at a house where the band was working.

Among those who have accused Leto is ex-model Alex, who says her agency was invited to a Thirty Seconds to Mars' concert at London's O2 arena in 2013.

She says she was later invited to an after-party by Leto's female assistant and, although she was 19 at the time, she says to protect herself she "felt the need" to pretend to be younger when she met Leto.

She says she told him she was 17, and that Leto, then 41, replied: "Age is just a number, and anyway, we're in Europe."

Alex says one of Leto's assistants encouraged her to go to another party at a nearby hotel later, but only Leto was in the room when she arrived.

When she asked Leto if she could sleep on the chaise longue in the room, Alex says the star responded by saying that, if she did, she would wake up "with a dick in her ass".

Alex says she tried to dismiss what happened, but she now believes the hotel encounter had been "all planned out".

In total, 10 women have spoken to the BBC documentary, with nine of them sharing their stories publicly for the first time.

Despite repeated attempts to contact Jared Leto before publication of the original story, he did not respond to the allegations put to him by the BBC.

After the story was published, Leto said in a statement released by his representatives to the BBC: "I have never sexually assaulted anyone in my entire life. These claims are absolutely and categorically false".

Gianni Infantino denies claims Uefa paid off alleged 'lover'

Gianni Infantino's alleged lover was given a severance payment over the affair by Uefa while he was its general secretary, according to a Daily Telegraph investigation, external.

A spokesman for the now Fifa president was reported to have told the paper Infantino "strongly denies these categorically untrue allegations".

Uefa, for whom Infantino was general secretary from 2009 to 2016, issued a statement confirming "a departure payment was made to the individual in question".

The allegations come as Infantino fights for his future as Fifa president following his aborted plans to sell off stakes in the World Cup to private investors.

BBC Sport has contacted Fifa and Infantino for comment.

The Telegraph reported that Uefa paid a six-figure sum to the woman, who had an alleged relationship with Infantino, who is married, during his time at European football's governing body.

"Fifa president Gianni Infantino strongly denies these allegations, and they are categorically untrue. Any insinuation of inappropriate conduct or violation of statutes or regulations is defamatory," a Fifa spokesman told the Telegraph.

"No employee at Uefa and Fifa has ever raised a complaint regarding Mr Infantino's behaviour because there never was an incident where he was involved."

Uefa confirmed a payment was made to the woman in question and that it covered the fees for her to complete an MBA course at a local business school.

It said all payments were in line with regulations at the time, but those regulations have since been tightened and "reflect those found in a modern, high-profile organisation".

（中央社記者余曉涵台北7日電）颱風白海豚逼近，交通部中央氣象署今天表示，海警範圍納入東北部海面。氣象署指出，白海豚接近的過程中，強度有略微減弱的趨勢，但仍會維持中度颱風。

根據氣象署觀測，颱風白海豚今天晚間8時的中心位置在北緯27.2度，東經127.2度，即在台北的東北東方約620公里之處，以每小時12公里速度，向西南西轉西北西進行，近中心最大風速每秒40公尺，7級暴風半徑為280公里，10級暴風半徑為90公里。

氣象署表示，白海豚目前中心在台北東北東方海面，向西南西轉西北西移動，對台灣北部海面及台灣東北部海面將構成威脅。

氣象署預報員朱美霖說，隨著白海豚接近，目前海警的警戒範圍除了原本的北部海面外，新增東北部海面。

朱美霖表示，白海豚未來仍持續偏西移動，週末通過北方海域，預計9日晚間到10日清晨將在中國浙江登陸。

朱美霖指出，白海豚在接近台灣北方海域的過程中，強度有略微減弱的趨勢，但預計還是維持中度颱風，距離台灣最近的時候是8日及9日，中部以北有豪雨以上的降雨，沿海風量偏大，有較強雨勢出現。

台灣搜救隊赴土耳其參加無人機整合激流救援訓練

（中央社記者李晉緯新德里7日專電）台灣來自內政部消防署特種搜救隊、台北市政府消防局及屏東縣政府消防局共10名搜救人員，應土耳其搜索救援協會（AKUT）邀請，前往土耳其參加激流救援及無人機聯合實地演訓。

駐土耳其代表處提供的資料顯示，為了提升訓練實效，這次演訓地點特別安排在土耳其東北部緊鄰黑海的里澤（Rize）山區，當地有近4000公尺高的山脈，山谷陡峭、溪流湍急，酷似台灣東部太魯閣峽谷，因此向來是土耳其訓練專業水上救難人員的場地。

AKUT在全土耳其有共30個分部，其中里澤分部最專精於水上救援，長期為土耳其政府及民間搜救人員提供特訓。

來自台灣的隊員這次在里澤的河谷進行激流徒手救援、操艇救援、暗流脫困、輕艇翻覆意外排除、無人機救援指揮中心架設及搭配即時搜救定位、資訊整合運用等演練。

雙方人員藉這次機會相互學習兩國各自裝備使用方式及搜救技巧與程序，交換寶貴經驗，雙方就運用人工智慧（AI）設定及判讀無人機所搜集各種影像資訊的準確性，及如何有效搭配實體救援行動規劃等議題進行熱烈討論。

AKUT與台灣合作淵源始於2023年2月，當時土耳其東部連續發生兩次強震，造成嚴重災情，當時台灣的消防署特種搜救隊副隊長黃博村帶領兩梯次共130人及5條搜救犬所組成的台灣國家搜救隊前進災區，在艱困環境下執行救援任務，並與AKUT搜救隊在重災區阿德亞曼（Adiyaman）連續工作近20小時，最終共同救出1名卡在崩塌樓板層間的土耳其女性。

這次聯合演訓期間，駐土耳其代表黃志揚也前往打氣，期許雙方在搜救兄弟情誼上持續深化合作、互相學習精進。

美參院通過對俄制裁案川普可課俄商品最高500%關稅

（中央社華盛頓7日綜合外電報導）美國聯邦參議院今天通過一項主要是針對俄羅斯能源收入的大規模制裁案，這項法案接下來將送交聯邦眾議院審議，但因國會目前進入夏季休會期，眾議院最快要到9月初才會進行表決。

法新社報導，這項制裁案將對俄羅斯官員、寡頭統治集團成員、金融機構，以及協助規避俄羅斯石油出口限制的所謂「影子船隊」（shadow fleet）實施制裁。

此外，法案也將授權美國總統川普對俄羅斯進口商品，包括天然氣與石油，最高課徵500%關稅。

更重要的是，這項制裁案將允許川普對大量購買俄羅斯石油與天然氣的國家課徵最高達100%的關稅，包括中國與印度等國。

支持者表示，切斷俄羅斯能源收入，是削弱俄羅斯總統普丁（Vladimir Putin）為烏克蘭戰爭提供資金能力的關鍵。

如果這項法案最終成為法律，普丁本人也將成為制裁對象之一，其他俄羅斯高層官員也將受到制裁。

陸軍金門防衛指揮部今天晚間於后湖海域一線據點與陣地運用105榴彈砲、20機砲等對海空目標實彈射擊，但因多艘貨輪進出海域管制區邊緣，基於安全考量未實施240榴彈砲、8吋榴彈砲、155加農砲等火砲射擊。

根據陸軍金門防衛指揮部提供新聞資料，此次秉持實戰化訓練要求，採「實人、實物、實時、實地、實情、實作」方式，依據想定發布輔助及臨機狀況，驗證防區部隊執行策應作戰暨野戰防空以及9大離島獨立作戰能力。

Chinese AI model Kimi escaped its cybersecurity testing environment, researchers say

Kimi K3, the latest AI model made by Chinese company Moonshot, escaped an environment set up to test its cyber capabilities, researchers said in a blog post published on Friday.

The news shows once again that companies and independent organizations are struggling to contain their AI models designed for hacking.

In recent weeks, frontier LLMs at U.S. artificial intelligence labs at OpenAI, Anthropic, and Meta, as well as the U.K.’s AI Security Institute, all escaped testing environments in different ways and ended up hacking real targets that were not part of the experiment. This is starting to happen so often there’s now a website tracking all these incidents called Felony Bench, a nod to the fact that these LLMs may be committing crimes — at least theoretically speaking.

In the case of this Kimi test, the sandbox designed to contain the experiment was not properly configured. While the sandbox disallowed the AI model from accessing certain web traffic, the model instead bypassed the sandbox by relying on command line tools, according to the researchers at AI-focused cybersecurity firm Frontier Security.

“This suggests that some of the evaluations on cybersecurity the community uses are susceptible to security vulnerabilities and allow models to cheat, and that there are models that intentionally seek loopholes and vulnerabilities which allows them to cheat on evaluations,” the researchers wrote.

If you are keeping score at home, according to Felony Bench’s tally, Moonshot now joins OpenAI and Anthropic, which have seven recorded incidents each, and Meta, which has one.

Airbnb says AI is helping it ship features faster as it tests a new search function

Airbnb might be taking slow steps to roll out AI features to its consumer-facing interface, but the company is rapidly adopting the tech to build product. Earlier this year, the company said AI is writing 60% of its code. In its latest earnings call, co-founder and CEO Brian Chesky said AI is helping Airbnb create features a at rapid rate.

Chesky said that because of AI, the company has reduced time from conceptualization to finally shopping features by 60%.

“Today, we’re building, testing, and iterating faster than we could just a year ago. Across some of our key initiatives, we’ve reduced the time from concept to launch by as much as 60%. And compared to the same six months last year, we’ve increased the number of features and improvements we shipped this year by nearly 80%,” he said during the company’s second-quarter earnings call.

He pointed out that AI has helped the company in areas like search, sign-up, checkout, and payments. Airbnb has also released features designed to help hosts with things like quicker onboarding flow.

Airbnb’s adoption of consumer-facing AI features has been slower, and mostly isolated to features like review summaries and listing highlights.

Until now, Chesky has maintained that just adopting a chatbot-like interface won’t work for travel use cases. Instead, the company has focused on developing an AI for search, discovery, and support.

Chesky said during the earnings call that the company will finally start testing AI search. Even with the new test, Airbnb doesn’t want to impose AI search on customers who are used to the current search and filter feature on the app. To accommodate that, Airbnb is adding a toggle that lets users switch to AI search, where they can type in natural language to get results, which would be in a visual format.

“The titles [in the answer] could actually be AI-generated and they can be conversational as if you’re reading a chatbot, but more visual. Then you get to the product description page and the highlights are AI generated in real-time and personalized to you,” Chesky said.

On the back end, customer support is one area where Airbnb has heavily deployed AI. The company launched its AI-powered bot in North America in 2025, and this year, it has expanded it to more than 50 languages with plans to make it available for voice calls later this year.

The company said that nearly 45% of the customer issues that start with its AI agent are completed without any human intervention. Because of this, the company’s support cost per booking is down 16% year-over-year.

Airbnb posted positive results for the quarter ended in June with revenue up 17% year-over-year to $3.6 billion and adjusted EBITDA jumping 21% to $1.3 billion.

OpenAI says it slowed Astra model development over security concerns

OpenAI said Friday it has suspended work on some aspects of its upcoming model Astra after an internal review found it had made significant advancements in agentic coding and cybersecurity — enough to warrant concern over its capabilities.

OpenAI said in a blog post Friday that this model, which is still in development, reached its “critical cybersecurity threshold,” meaning it could independently identify and carry out cyberattacks against traditionally well-protected real-world systems. Under the company’s “Preparedness Framework,” which it created in 2023, this triggered additional safeguards.

“While we continue to benchmark and assess this model, our preliminary evaluations indicate strong enough performance that we cannot rule out Critical capability level at this time,” OpenAI wrote. “Astra is an upcoming model, and was not involved in exploiting Hugging Face.”

The disclosure highlights an unusual moment in the topsy-turvy, and still nascent frontier AI labs sector. Companies across every industry hold back products over potential risks, including for safety and cybersecurity concerns. But they rarely announce those decisions publicly when it’s a product that is still under development.

In this case, OpenAI is already under scrutiny after a different unreleased model breached Hugging Face’s systems during internal testing — the first verifiable incident of an AI lab losing control of its model. Since then, OpenAI and AI labs such as Anthropic have disclosed other incidents in which AI models breached their sandboxes and posed threats during cybersecurity tests.

The string of cases — seems like a new disclosure every day now — has triggered varying reactions from cybersecurity experts, lawmakers and the AI labs themselves. Some express fear and call for stricter oversight. But there’s also a bit flexing. In certain circles, any AI lab with a model that has that kind of capability will be seen as an impressive advancement.

OpenAI said it was sharing this information because it believes “it’s important to be transparent with the public and the safety and security communities about this potential shift in capabilities.”

The AI lab said it’s also taking action, including enacting stricter security controls and pausing internal activites involving Astra that don’t meet these beefed guardrails. OpenAI said it is working with relevant government agencies and “select AI safety organizations” to test the capabilities for this model.

After Rippling blew millions on AI in months, it built an employee ROI tool

HR software provider Rippling this week unveiled AI Spend Console, an anti-tokenmaxxing product that helps a company track and contain its AI spending. One of the most interesting features is that it maps how much individual employees, teams, and roles are spending and if they are genuinely more productive, or generally producing more AI slop.

The company promises the tool will show “which engineers have high AI spend whose peers frequently ask them to redo work in code reviews,” the company says in its blog post.

The tool was born after Rippling went all in on tokenmaxxing at the start of the year — as so many did — only to discover employees were wildly burning cash. Chief Product Officer Matt MacInnis still recalls the executive team meeting in March when CFO Adam Swiecicki presented a number that shocked them.

Rippling was on track to burn 40% of its R&D headcount budget on AI tokens, meaning it was spending as much on tokens as 40% of all the compensation it paid employees in that unit. Millions of dollars. (The R&D org is home to engineering at most tech companies.)

Spending was growing by 80% month-over-month, and if that trend continued, the next year it would spend almost as much on AI tokens — 90% — as it spent on its high-paid R&D unit employees.

“We were incredulous,” MacInnis told TechCrunch.

Management immediately undertook an “urgent” project to understand the spending and what they were getting for that money, he said. In fact, the launch ad for this new product features Swiecicki sitting on a stool while employees are picking up wads of cash and dumping them into a paper shredder.

When Rippling conducted an analysis, it discovered facts like “roughly 10–15% of our employees were driving about 60% of total AI spend. One engineer was spending $50,000 a month,” its blog post shared.

Rippling didn’t want to stop AI usage, just rein it in — a lot. It started by negotiating a max spending cap with each of the tools its company used: Cursor, OpenAI, and Anthropic. It immediately found an obvious issue: Employees defaulted to using the most recent, and most expensive, frontier models for all tasks.

“The truth is that the inference providers, like Anthropic and OpenAI, have absolutely no incentives to help you control your spend. They have every incentive for it to be a runaway expense, and that’s exactly what they do. They don’t provide you with great usage insight, and they don’t collaborate with one another,” MacInnis said.

That was a common early-2026 problem. Now, eight months into the year, enterprises have figured out a couple of things. First, they know they need multiple models from multiple AI labs at various price points, including a frontier open weight option, perhaps of Chinese origin.

Rippling founder and CEO Parker Conrad noted last month that when his company conducted its own benchmarks for its own internal uses, it discovered SpaceX’s Grok was the all-around leader but that “GLM 5.2 is 85% cheaper but [had] nearly identical performance” to the frontier models. (SpaceX now owns Cursor, which offers access to Grok and dozens of other models.) Z.ai’s GLM 5.2 has become a particular favorite Chinese model for coding tasks among tech companies these days. Databricks has also been championing it.

Second, enterprises now know they need an AI gateway that routes prompts to the best, most cost-effective model for the task. Rippling came to that conclusion too. So it built its own AI gateway that is also part of this product. MacInnis says it is possible for enterprises that already use another gateway to still use the AI Spend Console product, though if they want the features that govern spending, they would need to use Rippling’s gateway.

AI Spend Console produces dashboards (once known as leaderboards in the tokenmaxxing days) that score attributes such as prompts per day combined with work output (lines of code/pull requests) and spend.

With this tool in place, Rippling said it dropped its token spend from 40% of its headcount budget to about 15%. But it didn’t curtail AI usage. The company spent a peak of 605 billion tokens the month the CFO issued his warning, MacInnis shared. In July, internal usage hit 600 billion tokens again, yet “the cost of July’s token spend was 37% of the cost of April’s token spend,” he said.

“That’s just because now we’re routing to the more effective models,” he said, joking that “we’re not letting the sales team do grammar updates using Fable.”

But technology solutions aren’t enough, Rippling notes. The company found people using AI effectively and made them “AI captains” tasked with assisting the rest of the company.

Still, such efforts to use AI beyond engineering are a work in progress, MacInnis says, as software engineers have been the primary users so far. But Rippling is, for example, working on it for customer onboarding teams to automate some mailing data and data-reconciliation tasks. The dashboard will then measure productivity in terms of onboarding more customers.

“We have to be able to link token consumption in G&A functions and in customer-facing functions back to productivity. If we can’t do that, all bets are off on any of this stuff being available to the broader employee base,” MacInnis says.

So, if Rippling is an example, tokenmaxxing may have swung so far the other direction that employee AI access may no longer be like Slack or email. If the company can’t measure productivity, then all employees might not have access.

As for the product, AI Spend Console is included for Rippling’s HR subscribers, though there are additional AI usage-based costs. It can also be purchased as a stand-alone product and integrated with another HR system of record, MacInnis says.

Wacom’s Movinkpad 11 is a fun and mid-priced entry point for digital artists

Since the advent of the internet, there has been a dedicated digital art community that’s all about creating through computing.

Wacom, a Japanese company founded in 1983, is considered one of the longstanding leaders in this sector. One of the oldest producers of graphics tablets in the world, Wacom has spent the last few years iterating on its Movinkpad series — a specialized Android tablet that creators can use to spin up digital art at the click of a button or the swipe of a stylus.

I’m not a professional artist, or even a hobbyist. But I am a tech enthusiast and was interested to see how a digital art newbie like myself might use a device like the Movinkpad.

Wacom lent TechCrunch a Movinkpad 11, the first tablet in the series. The Movinkpad 11 is not Wacom’s latest release. That’s the Movinkpad Pro 14, which came out last fall and costs substantially more at $899 and offers a number of impressive upgrades, including an OLED screen with 3K resolution and broader color spectrum. But I wanted to start with the first in the series to get to know Movinkpad from its earliest iteration.

The upshot: The Movinkpad 11 easy to setup and a capable device that won’t break your budget. At $500, it’s a little too expensive for a casual user who isn’t specifically interested in digital art. But for those who have a passion for digital doodling and not a lot of cash to throw around, it’s a relatively mid-range price point — stuck somewhere between budget picks like the Huion Inspiroy H640P (only around $30) and a more high-end item like Wacom’s own Cintiq Pro 27 (which is a whopping $3,500), or an iPad (up to $1,100).

For those unfamiliar with the digital art community, you might wonder why anyone would ever want to use one of these? If you’re into making art, why not just stick to paper and pencil?

Digital art affords a distinct kind of creative experience that is impossible to replicate anywhere else, proponents argue. Its patrons include graphic designers, cartoonists, animators, and even video game designers. Some traditional artists use tablet art as a sketching and conceptualization method, and then transfer their drawings onto paper. Others do the opposite, sketching something on paper and transferring it to their tablet. Whatever you’re into, the right tablet can go a long way towards helping you realize your creative vision.

Specs and setup

The Movinkpad 11 is an 11.45-inch device that comes with 8 gigabytes of memory and 128 gigabytes of storage, and is battery-free, with a USB charger. It weighs just 1.3 pounds, so it’s relatively light-weight and easy to carry around with you wherever you go.

It also comes with the Pro Pen 3, a 6.3-inch stylus that is easy to use, and includes three separate side buttons. Those side-buttons can be programmed to your liking. Users can also swap out and customize the stylus nibs to their choosing (Wacom offers a whole variety of $15 replacement nib packs of varying qualities).

Personally I found the stylus to be lightweight, easy to use, and similar to wielding a fine tipped felt pen.

The tablet was relatively straightforward to set up, although you’ll need to create an initial pin number to log into it. I questioned the reason for this level of security, at least for my sketches. (If you’re worried someone is going to steal your digital drawings, then your device will be locked and protected). Setting up the pin is easy enough though. Just head to the device’s settings, then Security and Privacy. Then you can choose your unlock settings to either swipe or none.

Since it’s an Android device, the Movinkpad can also be synced to your Google account, which could make integrating your creative materials significantly easier.

Movinkpad also comes with its own free digital art software, Wacom Canvas. With Canvas, users have some basic tools that they can use to get their digital sketches up and running. There’s also a paid app, Clip Studio Paint, which offers a larger range of features and capabilities (you can buy a license for a one-time fee that varies by version).

Depending on which program you’re using, the style and functionality of your stylus nib can also be adjusted. Within Clip Studio Paint, for instance, you can choose between a pen, paintbrush, or sketching pencil, and within each of those categories, there are a multitude of options.

The Movinkpad has quite a long list of competitors — including the iPad, which has its own variety of art apps and a dedicated stylus, dubbed the Apple Pencil. However, the Movinkpad offers a more focused and elegant solution than many of those options, and it comes from a longtime player in the graphics tablet space.

If digital art is your thing (or even if it’s not), the Movinkpad 11 is quite a bit of fun. I played around with it for several hours over a recent weekend and managed to work up some pretty goofy drawings. While none of my sketches are destined to hang in the Louvre, it was definitely a fun way to pass an afternoon.

Security researchers scanned the Polish web and found courts, hospitals, and airports at risk of hacks

Two Polish security researchers wanted to find out how vulnerable their country’s internet was to potential cyberattacks, and quickly found that thousands of public agencies and websites were at risk of being hacked.

At the Def Con cybersecurity conference in Las Vegas on Friday, security researchers Robert Kruczek and Kamil Szczurowski said they wanted to understand the state of Poland’s public web out of a sense of patriotism and a desire to make it safer for everyone.

Before long, the duo discovered more than 10,000 affected public entities with 250,000 websites with security flaws, including airports, hospitals, and government offices.

The researchers found that some of the vendors’ buggy software, coupled with a lack of bug bounties and ways to report security flaws, are putting Poland’s public services at risk of hijacks and other attacks. The researchers also said that some bugs were incredibly easy to exploit but were not always taken seriously, with some vendors describing the bug reports as inconveniences.

The research comes as Poland is trying to shore up its cyber defenses after a wave of suspected Russian hacks targeting the country’s energy and water providers. Some of the hacks have been carried out by taking advantage of weak cybersecurity.

Kruczek and Szczurowski found several bugs in the widely used content management system Pad CMS, which website owners use to organize and display content.

The two found critical vulnerabilities in one web system called Pad CMS, which allowed them to easily access over 300 public websites without needing a password. The software developer did not patch the software because it had become “end of life” and was no longer supported.

Another bug allowed them to gain access to the websites of some two-thirds of Poland’s judiciary, or about 245 courts, they said.

The duo reported their findings to the government through various official channels.

The researchers said during their talk that it was ultimately worth the hassle, saying that as a result we are “a little bit more safe.”

Cloudflare launches Kitesurf, a browser built for AI agents

Cloudflare is the latest company to join the race to build a new web browser. But instead of pitching a Chrome alternative to consumers, the internet infrastructure provider launched Kitesurf, a cloud-hosted browser designed specifically for AI agents.

AI software is evolving from chatbots that answer questions to agents that can complete tasks on users’ behalf. Browsers are a critical part of this transition, as they’ll need to navigate the web and use websites, as humans do.

Unlike traditional web browsers built for humans, a browser built for AI agents doesn’t care about visual elements, like themes, tabs, or browser extensions, Cloudflare explained in its announcement. A browser designed for AI agents needs to manage context windows, performance, token costs, and scalability. It also faces a different threat model because an AI browser could be subject to vulnerabilities like prompt injection attacks and more, the company noted.

With Kitesurf, AI developers will be able to build software that can navigate websites, fill out forms, and complete other browser-based tasks, without having to build their own browser software.

Cloudflare says it decided to build Kitesurf just 12 weeks ago, and it runs entirely on top of the company’s serverless platform, called Workers. Kitesurf is available for free while in beta in Browser Run, which lets developers programmatically control and interact with headless browser instances on Cloudflare’s network.

For developers, Cloudflare’s pitch is that this enables AI agents to use the web more efficiently while using less computing power than Chromium, which keeps costs down.

“Kitesurf is significantly more efficient in CPU and memory consumption than Chromium for common agentic tasks like screenshots and HTML extraction,” according to the company.

The browser itself was built from other technologies, including a modular rendering engine from Blitz; Firefox’s CSS parser, Stylo; and Boa JS, a Rust ECMAScript engine. Everything else runs inside Cloudflare Workers. Although still new, Cloudflare says Kitesurf already passes around 215,000+ web platform tests, and it’s adding hundreds more, passing tests every week.

Cloudflare also credited the open source Rust headless engine, Obscura, for inspiring it to develop Kitesurf, noting that the first proof of concept was a port of Obscura to Workers.

The company said the browser correctly renders pages like TodoMVC, a popular benchmark application for comparing JavaScript frameworks, along with Wikipedia, Hacker News, the Cloudflare Blog, and much of the Cloudflare dashboard.

Computer maker Framework notifies ‘all customers’ of a data breach

Framework, a company that makes modular repairable computers, said it has notified all of its customers that hackers stole their names, email addresses, phone numbers, and physical addresses, due to an incident at a company that provides business intelligence.

On Thursday, several Framework customers said on social media that they had received an email from the company notifying them of the data breach.

Framework’s spokesperson Eric Schumacher told TechCrunch that the breach affected “all customers,” but declined to specify a specific number. Framework computers are relatively niche products, but some estimates say the company sold hundreds of thousands of devices.

According to the notification seen by TechCrunch, the company blamed the data breach on an upstream cyberattack at Metabase.

Metabase disclosed its own breach in a blog post on its official website, where it said that it was hacked by someone using an unknown security flaw, a so-called zero-day. The company said the hackers exploited the bug to give them the ability to access customers’ databases stored on Metabase’s cloud servers.

In its email to customers, Framework also included the email Metabase sent to the company, which says hackers accessed Framework’s cloud instance. The computer maker said it investigated the incident and found that hackers had stolen its customers’ personal data, but did not include their payment information.

Metabase did not respond to a request for comment.

Trump administration has spent nearly $4B to cancel offshore wind farms

In Brief

The Trump administration is paying another $1.2 billion to cancel an offshore wind lease, this time to German utility RWE.

The energy company said in an announcement that the wind farms would have been built off the coasts of California, Louisiana, and New York. Instead, RWE will spend $900 million to buy a small stake in a Louisiana liquid natural gas export terminal.

The New York wind farm would have generated more than 3 gigawatts, according to Heatmap News.

The remaining $300 million will go toward buying natural gas turbines to power 15 peaking power plants around the country. Peaking power plants are among the most expensive and most polluting natural gas power plants to operate. It’s unclear when those will be completed — there’s currently a backlog for new turbines stretching into the early 2030s.

RWE isn’t backing off its offshore wind investments elsewhere, though. The company said it bought 6.9 gigawatts of capacity in the U.K.’s recent auction.

The Trump administration has paid $3.93 billion for the 12 leases it has coaxed developers into abandoning.

國中女團購2千元化妝品家長嫌貴PO文嗆學校「爛到根」

女國中生之間因2000多元的化妝品團購糾紛，竟遭家屬誇大成集體霸凌、詐欺。家屬發文痛批女中掩蓋事實並聲稱已報警，但經警方與教育局查證皆未接獲報案。為求慎重，教育局仍要求校方啟動調查。

女學生家屬在網路發文，指控姪女今年3月讀台南某女中的國一時，遭「加害人」以買東西為藉口詐取錢財，不順從便遭各種方式霸凌。指控校方未積極處理與通報，反要求受害學生噤聲。家屬宣稱是他們向五分局報案後，才由警方轉報教育局，教育局才關切校方，但校方卻要求學生不能說，更痛批該校「爛到根」，每年寒暑假都會拿來說一次，呼籲其他家長留意。

由於家屬的PO文，並未詳細記載購物細節，記者要求PO文者詳述，但沒有回應；向警五分局求證後，警方則指出派出所都未接獲報案，教育局也並未收到該校的訊息。根據實際調查，事件導火線是班上女同學團購化妝品衍生，因女學生買了2000多元化妝品，家長覺得很貴才有糾紛。

當教育局聯絡上家長後，家長不曉得這件事已被其他親屬PO網，但拒絕教育局協助調查，並聲稱已向警五分局報案，昨日晚間，二度向警五分局求證，但警方明確指出，未接獲學生家長或親屬報案。不過，教育局強調，既然涉嫌霸凌事件已在網路流傳，為確保校園安全，將要求校方啟動霸凌防制調查程序釐清真相。

警方呼籲，民眾若受侵害應循正規管道報案，若未經查證任意在網路發布不實指控，恐涉嫌妨害名譽及誹謗罪。

一句「我是你老公」暈詐團單親媽恐賠百萬

單親媽網戀暈船，一句「我是你老公」讓她交出5張提款卡淪詐騙工具。吳姓單親媽陷入愛情詐騙，交出帳戶致12人被騙94萬9800元。高等法院台南分院認為她無幫助詐欺犯意，但違反洗錢防制法判3個月，未來還可能面臨賠償被害人損失。

去年6月，吳女結識一名林姓男網友，對方分享失婚單親背景博取同情，兩人以老公老婆互稱。林男聲稱要匯60萬元生活費給吳女，卻傳送帳戶遭凍結的截圖，誆稱因匯款導致帳戶被鎖。他藉口有工程款急需使用帳戶，要求吳女把提款卡寄給在銀行工作的表哥處理。吳女聽從指示，將名下5家銀行提款卡寄出並告知密碼。

詐騙集團取得提款卡與密碼後四處行騙，導致12名被害人陸續匯款，得手94萬9800元。直到林男不斷要求吳女拍攝私密照片，吳女心生反感提分手，發現對方已讀不回，赴銀行領錢得知帳戶遭警示，才驚覺遇上感情詐騙報案。

檢方起訴指出，吳女曾向對方表達不希望被騙，顯見對交出帳戶有疑慮，能預見會被作非法用途，主觀上有幫助詐欺的故意。吳女抗辯強調自己也是受害者，當時因對方稱有工程款急用，且表哥在銀行能幫忙，才將提款卡寄出。

台南地方法院與高等法院台南分院審理認為，對話紀錄顯示吳女要對方證明，男方回覆「我是你老公」，證實吳女陷入熱戀。法官認定她無幫助詐欺故意，僅依無正當理由交付帳戶罪輕判。但被害人損失未獲填補，吳女未來須面對民事求償，承擔近百萬元賠償責任。

美國週五公布7月非農就業人口意外減少2.3萬人，遠不及市場所估的增加8.3萬人。失業率降到4.1%，低於經濟學家預測的4.2%。而美國總統川普週五接受媒體訪問時，再度重申偏好較低利率。

幫詐團騙25萬車手分5千換關1年半

黃姓男子加入詐欺集團擔任面交車手，幫詐團向被害人收假投資贓款25萬元，他分到5000元不法所得，經台南地方法院審理，依三人以上共同詐欺取財罪判1年半。

案件調查指出，黃男於去年11月加入詐欺集團。該集團成員透過通訊軟體聯繫盧姓女子，以「參與投資虛擬貨幣保證獲利、穩賺不賠」等話術進行誘騙。盧女誤信為真，一步步落入詐欺集團設下的陷阱，準備投入大筆資金。

盧女在去年12月2日下午1時許，前往台南市某處，將25萬元現金親手交給負責面交的黃男。黃男得手後，隨即依照集團指示將這筆款項轉交給其他身分不詳成員，藉此掩飾犯罪所得去向，黃男則從中獲取5千元酬勞。案經盧女事後發覺受騙報案，由檢調偵辦起訴。

黃男的過往紀錄顯示他並非初犯，先前曾因幫助洗錢遭判刑，並於前年10月易服社會勞動執行完畢。院檢調查發現，黃男在五年內再犯本案構成累犯。法官說明，黃男不知悔改且對刑罰反應力薄弱，考量近年國內治安飽受詐欺威脅，民眾積蓄一夕化為烏有，其貪圖私利侵害他人財產，依法加重其刑。

針對犯罪所得部分，黃男在法庭坦承獲利5千元，法院依法宣告沒收，若無法沒收時將追徵價額。至於盧女遭騙的25萬元，考量黃男收款後隨即轉交詐騙集團，未實際持有該詐欺財物，若諭知沒收恐有過苛之虞，因此這部分不予宣告沒收。審酌黃男未與被害人和解，判處上述刑期，全案可上訴。

日媒指出，MUJI超細纖維多用巾最大的特色，在於超細纖維特殊的結構設計，具有優異的物理抓污能力，即使不使用任何清潔劑，只需沾水擦拭，就能有效帶走油脂、灰塵、水垢及指紋等髒污，不僅降低化學清潔劑的使用量，也符合近年日本愈來愈盛行的環保清潔趨勢。

〔記者邱巧貞／台北報導〕日本質感生活品牌MUJI無印良品自創立以來，以「沒有品牌的好商品」為理念，憑藉簡約、實用的設計風格深受全球消費者喜愛。其中，長年熱銷的「四輪硬殼止滑拉桿箱」更是品牌代表商品，憑藉止滑輪鎖、靜音雙輪與無段式拉桿等設計，在日本媒體與消費者間累積極高口碑。今年MUJI再度推出改款版本，除了保留招牌機能外，更新增多款新色及密碼鎖設計，進一步提升旅行便利性與安全性。

〔健康頻道／綜合報導〕不少人擔心早上正值皮質醇自然升高時段，喝咖啡會進一步刺激分泌，因此常會刻意等一段時間才喝。對此，內分泌科醫師許哲綸表示，其實日常生活中最常打亂皮質醇分泌的並非咖啡因，而是含類固醇的藥物、藥膏。咖啡因對於皮質醇造成的影響，只是短期生理反應，若每天本來就會喝一杯咖啡，建議不如早點喝，避免喝得太晚，導致咖啡因代謝時間不足，進而影響晚上睡眠。

許哲綸於臉書粉專發文表示，身為內分泌專家和咖啡愛好者，我從不相信「一早喝咖啡，會影響皮質分泌」。咖啡因是透過興奮交感神經來刺激HPA軸，而導致短期皮質醇分泌上升，這個機制本身非常天然，跟「打翻咖啡在電腦上」的醒腦機制差不多。因此，這種每天在發生的生理反應，其實是不會影響長期分泌的。

許哲綸指出，如果真的在意皮質醇過高，反而要早點喝咖啡，因為咖啡因的代謝時間其實很長，很多人其實被咖啡因影響睡眠而不自知。如果無論如何都要喝一杯咖啡，不如一早就開喝，畢竟晚上睡眠不足，對於皮質醇的影響更大。

許哲綸進一步提及，其實日常生活中最常搞亂皮質醇分泌的是，含類固醇的藥物、藥膏。這些藥會搗亂HPA軸、刺激皮質醇受體，讓身體以為皮質醇夠多了，我就先不分泌了，而等到停藥或減藥時，就可能面臨腎上腺不足的問題。

〔財經頻道／綜合報導〕哥斯大黎加2007年6月與台灣斷交，然而，在「晶片即國力」的時代，與台斷交19年的哥斯大黎加因押注半導體產業，積極與台接觸。2025年首度參加SEMICON Taiwan後，今年9月2日至4日登場的國際半導體展SEMICON Taiwan 2026，哥斯大黎加再次出現在國家專區名單中，連續兩年來台尋找半導體合作與投資商機。

哥斯大黎加對外貿易推廣局（PROCOMER）2025年9月首度進駐SEMICON Taiwan國家專區，並派遣貿易考察團來台。根據哥國方面公布的資料，代表團除參加國際半導體展，也與至少8家半導體企業接觸，希望進一步了解台灣半導體產業及尋找合作機會。

今年SEMICON Taiwan將於9月2日至4日在台北南港展覽館登場。國際半導體產業協會（SEMI）表示，今年全球專區共有18個國家參與，展位規模從2023年的62個增加至今年220個，增幅超過250%，參與國家及展位規模雙雙創下新高。

其中，德國與荷蘭已連續5屆設立專區，為參展屆數最多的國家，日本則以51個展位居各國之冠；西班牙加泰隆尼亞、墨西哥奇瓦瓦州及芬蘭今年首度加入。官網資料顯示，哥斯大黎加也再次名列國家專區，連續第2年參展。

哥斯大黎加積極爭取半導體投資，背後則有其產業轉型戰略。哥國政府2024年發布《強化哥斯大黎加半導體生態系路線圖》，希望吸引半導體投資、創造高附加價值就業，並強化在全球供應鏈中的地位。美國也曾透過《晶片法案》（CHIPS Act）相關國際科技安全與創新基金（ITSI Fund）與哥國合作，強化半導體供應鏈，哥國因而希望利用鄰近美國的優勢，爭取全球供應鏈重組與近岸外包商機。

不過，哥國的「半導體夢」遭遇逆風。根據我駐胡志明市台北經濟文化辦事處在今年5月於官網PO出一篇越媒報導，文章指出越南西貢高科技園區（Saigon Hi-Tech Park，簡稱SHTP）管理委員會宣布，英特爾正考慮將部分生產線自哥斯大黎加遷至胡志明市，作為其全球製造重組策略之一部分，此舉有望為越南半導體產業帶來新發展動力。

對於2024年才推出國家半導體路線圖、希望打造區域半導體中心的哥斯大黎加而言，無疑增加新的挑戰。不過，哥國的半導體戰略並未因此停擺。在此背景下，擁有完整半導體聚落的台灣重要性也更加凸顯。

哥國2025年首度組團參加SEMICON Taiwan，今年再度設立國家專區，顯示即使雙方已斷交19年，在半導體全球供應鏈重組下，台灣的產業實力仍是哥斯大黎加積極尋求合作的重要對象。

〔編譯魏國金／台北報導〕路透7日報導，南韓股市的震盪，使政府吸引散戶投資本國市場的努力功虧一簣，並引發「螞蟻雄兵」湧入美國市場的規模，創6個月來最大。

韓國集保公司（KSD）數據顯示，7月隨著南韓Kospi指數創2008年全球金融風暴以來，單月最大跌幅之際，散戶購買美國股票的金額達46億美元，遠高於2025年平均每月的27億美元，而2025年韓國散戶投資美股的規模，較2024年擴增3倍。

路透統計顯示，南韓散戶對美股的購買額自2月以來，首度超越本國股票，突顯他們對本國市場的信心迅速崩潰。

分析師也說，此發展可能使散戶投資人多年來，將存款投資海外市場的模式再度恢復，進而拖累南韓匯率，並使試圖深化本國市場參與的決策者備感灰心。

首爾NH投資證券外匯分析師Kwon Ah-min說，「由於本國市場強勁，致使資金外流放緩，但隨著Kospi崩盤，外流再度加速，引發投資人認為，投資美國市場才是正確方向；他們已厭煩本國市場的波動」。

南韓散戶因集體行為而有「螞蟻」之稱，他們向來偏好美國市場更甚於本國市場，然而近幾月該狀況似乎改變，在AI熱潮以及政府對出售海外股票、買進本國股票的投資人提供減稅優惠下，散戶將資金投入節節攀升的Kospi。

南韓政府多年來也試圖透過鼓勵公司治理改革，提升股票投資人報酬率，但近幾月的拋售潮使Kospi從6月的最高點暴跌33%，讓投資人的耐心消磨殆盡。

隨著對AI支出的可持續性，以及對中國對手競爭加劇的疑慮升溫，在Kospi高達2257.8兆韓元的市值蒸發中，76%是由晶片製造巨頭三星電子與SK海力士所驅使，與這兩大公司掛鉤的槓桿ETF交易也放大市場波動性。相較之下，那斯達克在同時期的波動大致持平。

美國銀行分析師報告說，「如果韓股持續落後美股，我們擔憂南韓散戶的資金外流恐再度出現；換句話說，要形成能夠支撐韓元持續升值的良性投資組合動態，路徑非常狹窄」。

國民黨主席鄭麗文接受節目「政經關不了」專訪，被問及「台灣的現況就是和平的獨立者」的說法，鄭麗文強調，「台灣從來沒有獨立過，台灣也從來不是一個國家」，民進黨說台灣已經獨立是胡說八道。

鄭麗文被問到「和統、武統、和獨、武獨」要選哪一個？她表示，今天兩岸必須要先奠定一個和平穩定的架構，在現實需要、合乎人民需要的基礎上。如果有一天我們真的需要改變現狀，要如何改變、怎麼改變？要符合兩岸人民的意願。她只有這樣子的原則，沒有什麼強烈的主張、需求，這才是真正務實的，不需要拿這些來自我設限、製造困擾或製造對立。

主持人彭文正表示，有台大學妹說，「台灣的現況就是和平的獨立者」，幹嘛要在「和統、武統、和獨、武獨」中做選擇？鄭麗文回應，今天台灣有這樣的一個和平是因為中華民國憲法帶來的，不是因為台獨帶來的，如果要講台獨，現在大家所享有的一切、包括和平，立刻就會灰飛煙滅不存在，這是倒果為因、本末倒置。

鄭麗文強調，現狀不是台灣獨立，「台灣從來沒有獨立過，台灣也從來不是一個國家」。民進黨敢發動台獨公投嗎？不會的。

而對於彭文正說，民進黨表示台灣已經獨立，不需要再發動獨立公投的說法，鄭麗文批評，這就是在自欺欺人，民進黨就是廢，這根本就是街頭混混的講法，再度強調「台灣從來沒有獨立過」，民進黨還說台灣已經獨立了，根本是胡說八道。

〔編譯魏國金／綜合報導〕美國勞工部昨公布，七月流失二．三萬非農工作，與道瓊預期的新增八．三萬就業人口相去甚遠，且五月與六月修正後的新增就業，較先前公布的數據減少逾十萬人。勞動市場意外緊縮，在通膨居高不下之際，再度引發對美國經濟基本面的質疑。

數據顯示，美國六月新增非農就業人口從原先公布的五．七萬人下修至兩萬人，五月則下修至六．三萬人，較先前公布更大幅減少六．六萬人，下修的數據使十二個月平均新增就業人口降至僅三．四萬人。

與此同時，勞動參與率進一步下滑至六十一．四％，創五年來最低點，七月失業率則從上個月的四．二％降至四．一％。

儘管失業率略微下滑，但時薪幾乎沒有增加，七月平均時薪僅增加兩美分，使十二個月平均時薪僅增三．二％，低於先前預期的三．五％增幅。

華爾街日報報導，七月的就業報告，以及前兩月的向下修正，使美國的就業市場驟然黯淡，讓聯準會（Fed）部分考慮九月升息的官員有所顧慮；仍遠高於二％目標的通膨，已導致三名聯準會官員在上個月的政策會議上，支持升息一碼，由於先前跡象顯示美國勞動市場強韌，其他聯準會官員則認為，升息可能是下一個最佳決策。

在該就業報告公布後，交易員改變對聯準會何時升息的押注，芝商所FedWatch期貨價格指標顯示，押注九月升息的機率降至四十四％，十月升息的機率降至五十八．三％。

聯準會恐從聚焦通膨轉移勞動市場

阿默普萊斯金融公司首席市場策略師薩格林本說，即使呈現負值就業報告，但美國勞動市場仍然健康，不過這給予聯準會九月按兵不動的空間，聯準會一直以來似乎聚焦通膨問題，但該就業數據或許改變此局面，而再度使勞動市場成為政策焦點。

非農就業報告公布後，聯準會九月按兵不動的機率升高，美股昨開盤走高，道瓊漲近一百點，標普五百、那斯達克分別漲〇．三％、〇．九％，費城半導體漲二．五％，台積電ADR漲〇．九％。

《蜘蛛人：重生日》不只在北美票房一路狂飆，海外市場同樣火熱，目前國際票房（北美以外）已突破8億美金（約台幣258億元）大關，全球截至週四結束後累積票房高達13億美金（約台幣419.25億元），預計本週末將再衝高至16.5億美金（約台幣532.12億元）。

安心亞則推薦觀眾善用串流的暫停與回放功能，重新留意角色之間沒有說出口的情緒，「很多答案其實都藏在彼此的眼神和互動裡，每次重看都會發現新的細節，也更理解每個角色一路走來的心情。」

JTBC的節目《離婚冷靜營》揭露了拉麵夫婦（라면 부부）的故事，原來這對夫婦有3個孩子，大兒子是自閉症，二兒子則有認知發展障礙，由於負擔太重，大兒子已被送往相關機構。妻子控訴：「我們孩子爸爸都不幫忙照顧孩子，大概只幫忙個10%吧！」育兒30分鐘都受不了，把換尿布等工作都推給老婆。不過在節目公開的畫面當中，拉麵夫婦的孩子與爸爸更親近，丈夫否認完全不照顧小孩。

金志洙受訪時坦言，菲律賓演藝圈和南韓很不一樣，尤其南韓大多和經紀公司簽專屬合約，但菲律賓多是隸屬電視台，再搭配代理公司活動，許多執行費用也可能要由演員自己負擔。他笑說，早上才去上類似菲律賓版《早晨庭院》的節目受訪，妝髮全都自己來，原因就是「要省錢」。

為了海外活動，金志洙花不少力氣補強英文，他坦言原本英文不好，但一直有海外發展的夢想，所以到菲律賓後請了兩位私人家教努力學習。他感性表示，因為出生南韓，在當地受到更多關注，如今走到哪裡都能感受到熱烈反應。

近期這場延燒多年的法律糾紛正式收尾，金志洙前公司KeyEast撤回上訴後，二審判決確定，須向《月升之江》製作公司支付8億8000萬韓元（約台幣2013萬元）及延遲利息。從一開始求償30億韓元，到一審判賠14億2000萬韓元，再到二審降為8億8000萬韓元定讞，等於當年換角重拍引發的法律戰終於畫下句點。

台中市清水區今（8）日晚間將舉行傳統「送肉粽」除煞儀式，原先傳出送煞隊伍將沿台17線等路線南下至彰化芳苑鄉海濱，由於今晚正逢王功漁火節登場，預計湧入大批遊客，消息傳出後引發民眾議論，擔心送煞行程與慶典人潮強碰。對此，喪家代表昨晚發文澄清，祭品將以車輛直接送往芳苑的大型金爐焚化，與王功漁火節「毫無關係」，呼籲民眾不必恐慌。

喪家代表表示，儀式全程以車輛運送祭品，不會在路上行走。法事地點僅在清水鰲峰山鰲海路周邊，時間為晚間9時至11時，呼籲屆時經過該路段的民眾稍微繞路即可。喪家代表強調，除煞地點是送往芳苑火葬場的大型金爐進行焚燒化解，與王功漁火節的活動區域「毫無關係」，請外界無需過度恐慌，家屬只求儀式圓滿完成。

〔記者高嘉和/綜合報導〕回顧外資收購台灣知名企業史，最經典的是億豐窗飾，歐洲私募基金CVC以約新台幣180億元收購，下市改造後再上市，如今市值突破千億元；近年來較知名案例還有菲律賓快樂蜂集團先收購迷客夏（Milksha）股權後，再投資人氣餐廳雙月食品社。這些外國資本並沒放棄「台灣品牌DNA」、反而提供「跨國骨架」，從台灣盃打到國際盃。

2007年，歐洲私募基金CVC以約新台幣180億元收購窗簾大廠億豐（Nien Made）並將其下市，堪稱是台灣資本市場「台皮外骨」的教科書案例。CVC接手後，大刀闊斧砍掉低毛利的代工業務，將重心全面轉向美國高階客製化窗飾市場，經過8年體質改造，億豐於2015年重新掛牌上市，如今是市值突破千億的全球窗飾巨頭。

白海豚颱風持續靠近，氣象署昨晚已開始發佈海上颱風警報，據氣象署指出，今晨5時颱風的中心位置在台北的東北東方約540公里處，以每小時8轉14公里速度，向西北西進行，對台灣北部海面及台灣東北部海面將構成威脅。（圖擷取自中央氣象署）

白海豚颱風持續靠近，氣象署昨晚已開始發佈海上颱風警報，據氣象署指出，今晨5時颱風的中心位置在台北的東北東方約540公里處，以每小時8轉14公里速度，向西北西進行，對台灣北部海面及台灣東北部海面將構成威脅，暴風圈今、明（8日、9日）兩天將通過台灣北部近海，通過時可能會有小幅度的南北擺盪。目前颱風近中心最大風速每秒38公尺（約每小時137公里），相當於13級風，瞬間最大陣風每秒48公尺（約每小時173公里），相當於15級風，七級暴風半徑280公里，十級暴風半徑90公里。

中央氣象署指出，今天（8日）受第13號颱風外圍環流影響，北部地區及中部山區、宜蘭山區下雨時間逐漸拉長，容易有大雨發生，部分地區甚至會出現雷雨，其中北部地區及中部山區會有局部豪雨，北部山區更有局部豪雨等級以上降雨發生的機率。至於中部平地、宜蘭平地、南部地區及花東山區也有局部短暫陣雨或雷雨，中部平地也有機會出現局部大雨，花東平地為多雲偶有零星陣雨的天氣。

今日氣溫方面，北部高溫約30至33度，其他地區仍可以來到34至36度，東半部地區易有焚風，宜蘭、花蓮有局部38度極端高溫發生的機率，外出請多補充水分避免中暑。

氣象署說明，受颱風白海豚外圍環流影響，新竹以北、宜蘭、台東、屏東及蘭嶼、綠島、馬祖局部地區有平均風6級以上或陣風8級以上發生的機率；此外，中部以北、基隆北海岸、東半部（含蘭嶼、綠島）沿海、恆春半島及馬祖、澎湖有長浪發生的機率，浪高在3公尺以上，北部沿海更有6公尺以上的巨浪，非必要請避免前往海邊活動。

至於第15號輕度颱風昌鴻，未來持續往日本東方海面移動，距離遙遠對台灣天氣無影響。

空氣品質方面，根據環境部空氣品質預報資訊顯示：今日颱風及其外圍環流影響，環境風場為偏西風，偏西風可能挾帶微量境外污染物移入影響台灣，午後受光化作用影響，臭氧濃度易上升；宜蘭、花東空品區為「良好」等級；北部、竹苗、中部、雲嘉南、高屏空品區及馬祖、澎湖為「普通」等級；金門為「橘色提醒」等級。

未來天氣方面，週日至下週一第13號颱風及其外圍環流影響，週日北部地區及中部山區有陣雨或局部雷雨，有局部大雨或豪雨發生的機率，尤其台中以北山區為迎風面，雨勢最明顯且持續，有局部豪雨等級以上降雨發生的機率，宜蘭山區亦有陣雨或局部雷雨，並有局部大雨發生的機率，中南部、宜蘭地區及花東山區有局部短暫陣雨，花東平地也有零星下雨機會，週日中部地區並有局部大雨發生的機率；下週一環境轉偏西南風，西半部地區及台東山區有局部短暫陣雨，南部山區並有局部較大雨勢發生的機率，東半部地區為多雲，午後山區有零星短暫陣雨。

下週二至下週五西南風影響，中南部地區有局部短暫陣雨或雷雨，北部及東半部地區為多雲，午後有局部短暫雷陣雨。

〔記者高嘉和/綜合報導〕從台灣高雄發跡的「貢茶」，日前又被美國私募基金貝恩資本（Bain Capital）以6.35億美元（約新台幣205.5億元）收購，換了第4任老闆。這場資本接力賽，投資報酬率最高是第2任老闆日韓Unison Capital，賺最大的是第3任老闆美國私募基金TA Associates；而最早的台灣創業團隊，估算僅吃到目前大餅1/5不到。

2006年於高雄創立的「貢茶」，創辦人吳振華為了區別一般手搖飲以粉末沖調奶茶，塑造「各地進貢給朝廷的好茶」的品牌形象，憑藉「奶蓋茶」突圍。2009年香港開設首家海外門市，隔年深圳設立中國營運總部；2011年再將韓國特許經營權開放給澳洲籍金融家馬丁·貝瑞（Martin Berry）。

西進遭仿冒山寨 2024年壯士斷腕

貢茶一度在中國市場爆紅，但因「貢茶」被認定是茶葉的「通用名稱」，無法在中國取得商標保護，隨即面臨「山寨仿冒」災難。

同期間，韓國市場卻是開花結果，2016年代理商韓國團隊聯手日本私募基金Unison Capital，以約1000億韓元（約當年新台幣27億元）買下台灣母公司70%股權，算是貢茶的第2任老闆；而當時投審司紀錄顯示，韓方匯入約新台幣6.15億元，有可能是股權與債務的搭配收購。

2019年，美國私募股權公司TA Associates合計砸逾3億美元，除了向日韓團隊買下股權，也以新台幣11.6億元買了台灣創辦人手中最後30%股權，貢茶100%成為外資企業，是貢茶第3任老闆；TA Associates接手經營後，將總部搬遷至英國倫敦，2024年全面放棄中國市場，轉而布局韓國、日本、北美與歐洲。

以此推算，第2任日韓團隊在2016年以約9000萬美元（約1000億韓元）買下70%股權，2019年再以3億美元賣給TA Associates，短短三年近3倍的投資回報率。

而TA Associates在2019年花費約3億美元買下貢茶100%股權，最近與貝恩資本達成協議，以6.35億美元（約新台幣205.5億元）出售貢茶，接手7年，大賺約3.35億美元，在這場資本接力賽中賺最大。

台灣創辦團隊分「兩階段」將貢茶經營權賣出，粗估拿到新台幣17億至 38億元之間，這在當年是一筆不小的財富，但相比如今的205億元估值，僅占不到五分之一。

藍委鄭天財助理牽線收賄百萬前營建署處長吳瑞安判3年8月定讞

內政部前營建署（改制國土管理署）南區工程處處長吳瑞安，任內在國民黨立委鄭天財的助理張騰龍牽線下認識廠商，進而收受業者一百萬元賄款及多次接受餐敘招待，吳則協助其標案順利履約。吳瑞安被依不違背職務收賄罪判刑三年八月、褫奪公權四年及沒收一百萬元後，昨經最高法院駁回上訴，全案定讞。

廠商賄賂、招待吳助標案履約

判決指出，吳瑞安二〇一四年至二〇二三年擔任處長期間，負責南高屏前瞻道路品質計畫、生活圈道路計畫等業務，對於地方政府提案送審的公共工程補助計畫申請案具有影響力。

陳姓廠商長期承攬各縣市道路設計監造標案，透過藍委鄭天財的助理張騰龍牽線介紹結識吳。陳為了讓標案順利履約、免受刁難拖延，且打算承攬屏東一處道路監造標案，多次行賄吳。

檢調追查，吳瑞安於二〇二〇年六月九日在高雄一家海產餐廳，收受張騰龍轉交的一百萬元賄款，並陸續與陳、張餐敘四次，皆由業者買單，也曾單獨接受業者招待，以及收受陳贈送的紅麴、蜆錠、白蝦、水果禮盒等，估計市價約廿萬元。收禮部分未涉刑事收賄對價，但有行政違失，經監察院彈劾移送懲戒法院審理中。

吳等三人偵審時自白認罪，橋頭地院將吳瑞安判刑三年八月，陳、張依交付賄賂罪各判刑六月、緩刑四年。吳上訴，二審高等法院高雄分院認定他敗壞官箴，破壞公務員清廉形象，維持三年八月徒刑；吳再上訴，被三審駁回確定。

國軍「漢光42號演習」昨進入第3天，陸軍M1A2T戰車首度進駐桃園國際機場，與雲豹甲車共同投入機場防衛演練，模擬敵軍企圖以空降方式奪取機場，執行反制敵軍機降任務。

此次共投入4輛M1A2T戰車及6輛雲豹甲車，演練期間桃園機場航班起降維持正常，展現戰時機場防衛及軍民協同應變能力。

認設備不認人高檢署補電子手鐶盲點

電子手鐶採特殊螺絲無法拆卸；不料游光德卻以掙脫方式脫離監控潛逃。（資料照）

自組詐騙集團及洗錢的律師游光德，在電子科技監控期間掙脫電子手鐶後偷渡出境，更將電子手鐶、手機交由他人從南部載往北部，製造本人持續在境內「合法移動」的假象。司法院、高檢署及維運廠商先前已召開會議，要求依受監控人手腕尺寸調整手鐶鬆緊，並持續留意配戴狀況，必要時即時調整，避免再次發生掙脫情形。

未破壞難即時告警將嚴控手鐶鬆緊

高檢署表示，目前電子手鐶針對剪斷、強力拉扯、敲擊破壞等異常狀況設有告警機制，一旦確認設備遭剪斷或破壞，就會立即通報。監控人員會先致電受監控人確認原因，確認沒問題就不會進一步通報；若持續異常、數次聯繫不到受監控人，就會通報原承辦檢察官或法官。

游男並非直接剪斷電子手鐶，而是涉嫌強行將手鐶掙脫。高檢署表示，依現行刑事訴訟法規定，也沒有授權以監控體溫、生物跡象等方式進行科技監控，因此現行設備並不具備相關功能。

高檢署強調，科技監控是羈押的替代處分，在兼顧人權及比例原則下，不可能達到百分之百防逃效果、無法排除監控人以特殊甚至極端方式脫離設備的可能，主要目的在增加被告逃亡難度，並在發生異常時，透過設備訊號及定位迅速掌握行蹤。

針對此次事件，高檢署在案發後已召開兩次檢討會議，檢討科技監控的告警、通報及後續處置流程，重點包括縮短異常告警的確認時間，以及強化通報檢察官、法官及警方的流程與應變時效，希望一旦發生異常，可以更迅速完成確認、通報及後續處置。

高檢署指出，目前全國約有三六〇人接受科技設備監控，包括配戴電子手鐶、腳鐶等設備；扣除本案，過去另曾發生五起破壞科技監控設備案件，逃犯最後均遭查獲。

美擬修核武戰略對抗中俄

美國國家廣播公司（NBC）新聞報導，為應對與中國、俄羅斯兩大核武國家未來潛在衝突，戰爭部（國防部）負責制定政策的次長柯伯吉（Elbridge Colby）力主修正行之有年的核武策略，將重心從大規模毀滅性的戰略長程飛彈嚇阻，轉向為規模較小、適用性較高的戰術核武。

小型戰術核武適用性較高

這項新戰略的核心在於戰術核武的角色轉變。五角大廈希望透過部署射程較短、威力較小的戰術核武器，來應對區域衝突，而非僅依賴能夠摧毀敵方核武庫的長程戰略系統。

柯伯吉在訪視美軍核武主管單位「戰略司令部」（USSTRATCOM）期間，五日於內布拉斯加的一場私人閉門會議中，提出新修訂的核武戰略計畫，旨在應對區域衝突中，美國盟友受俄羅斯、中國攻擊的情境，目標是防止傳統戰爭升級為全面核戰，並不讓對手在衝突中取得任何優勢。

戰爭部還未採納最終政策

柯伯吉向來主張小型、短程戰術核武，既能夠投入戰場使用，也能鎖定敵方具體軍事目標，而非破壞整座城市或地區。他認為，美國重度依賴的核嚇阻準則，也就是一舉殲滅敵方核戰力的長程戰略武器，反而缺少實際動用的可信度；若要讓「延伸嚇阻」具有可信度，必須提供政治領袖在常理上「實際上敢於使用」的核武能力，否則將面臨「極端選擇」，這不利於嚇阻。

不過，熟悉內情的人士向NBC新聞透露，這項計劃目前仍屬內部規劃，而非戰爭部已經採納的最終政策。

恐會降低核武使用門檻

專家和分析人士指出，戰術核武在非核衝突中的可用性，恐怕會降低核武器的使用門檻，另偏重戰術核武與川普總統誓言重振美國核嚇阻的路線背道而馳。

川普與五角大廈曾提到，美國必須同時對抗中俄兩大核武強權。五角大廈視中俄和伊朗等主要對手共一三〇個組織、機構的行動構成美國國安威脅。今年二月美國與俄羅斯的「新削減戰略武器條約」到期後，終結了長達卅年約束兩國核武庫的冷戰時期軍備限制，雙方皆示意強化核子戰備，加上中國不透明且高速發展的核武庫，在在使國際憂心核子軍備競賽再起。

中國核武庫飛速增長引顧慮

俄羅斯五月成功試射被當局喻為「世界最強大飛彈」的「薩爾馬特」（Sarmat）新型洲際彈道飛彈（ICBM）。同月舉行的核戰備演習投入六．四萬名軍力、兩百座飛彈發射器、一四〇架軍機和十三艘潛艦戰力；德國外交關係協會（DGAP）指出，這兩起事件與俄羅斯「以升級促降級」的核武戰略相符：即利用核子威懾訊號來彌補戰場上的挫敗。

中國則維持不率先使用核武總體方針，但核武庫增長之快引發美方顧慮，五角大廈估算，預計北京二〇三〇年增長至一千枚核彈頭。

中聯油脂案持續引發中央、地方攻防，食藥署八月五日主動公開七月四日中聯大豆沙拉油案專家會議資料與紀錄，油品下架標準引發爭議。衛福部長石崇良昨表示，問題油含量廿％的下架標準是根據專家會議紀錄、科學討論後所做的決定，而全面性的、不論多少都預防性下架，這是政治決定，「我負政治決定」。

中央7月4日已決議不准復工

他並喊話台中市政府，應比照食藥署完整公布七月三日會議紀錄，讓外界檢視為何七月五日就要求食藥署人員陪同進行中聯油脂復工查驗。

石崇良昨表示，食藥署公開的會議紀錄已清楚呈現決策背後的科學推論。石崇良反問，中聯油品事件若採取「不容許有任何一滴油」，也就是「零檢出」政策，是否真的合理？如果現在架上產品檢出苯駢芘〇．〇一ppb，相較標準值二ppb仍低很多，是否也要全部下架？「如果是這樣，那我們訂這些衛生安全標準又有什麼用？」

石崇良強調，廿％的下架標準是根據專家會議紀錄，經過科學討論後做出的決定；至於後續全面性、不論濃度多少都要求預防性下架，則是另一層次的決策，「這是政治決定，我負政治決定。」

對於中聯復工爭議，石崇良表示，食藥署七月四日專家會議完整紀錄已公開，內容明確指出，當天已做出要求中聯「不得復工」的決議，也建議台中市政府比照辦理，完整公布七月三日所召開的會議紀錄，讓社會共同檢視當天討論內容及結論。

至於外界質疑中聯代表參與專家會議一事，石崇良表示，重點不在業者是否全程在場或何時離場，而是中聯必須在場接受詢問，最後也明確告知廠商「不准復工」，「這才是這個會議的重點」。

中市府公布會議紀錄僅一頁半

單位報告、原因分析、改善措施全省略

台中市府則回應，會議紀錄早已在市府官網公開；不過記者發現，中市府於八月二日公布七月三日「油品事件原因分析及改善報告討論會議紀錄」，僅有一頁半的會議程序，除邀中聯油脂代表總經理余凌冲等人列席，對業務單位報告、原因分析及改善措施報告內容全都省略，結論只有請中聯補正發生異常原因、矯正措施及預防再發生措施報告，要求原料黃豆、檢驗油品成品苯駢芘、建立自主檢驗能力。

〔記者張慧雯／台北報導〕7月初美伊衝突再起，下游客戶急拉貨，台塑四寶7月營收繳出亮麗成績單，台塑（1301）、南亞（1303）、台化（1326）、台塑化（6505）營收皆明顯成長，其中又以台塑化月增17.5%排名第一；針對第三季營運展望，南亞、台化都表示樂觀，台塑雖認為營收略下滑，但有股利挹注，第三季獲利值得期待。

Q3有現金股利挹注

台塑7月營收152.94億元、月增9.4%、年增4.8%。台塑分析，7月台塑化供應的原料乙烯比6月增加，使得台塑開工率提高，加上美伊衝突再起，下游客戶預期石化產品價格上漲，購買意願回升；但由於美伊戰事反覆，原油價格震盪加劇，客戶採購保守觀望，影響石化產品行情，預期第三季營收略低於第二季，但第三季有現金股利11億元，及台塑美國公司換股利益約13億元入帳，可挹注獲利。

南亞7月營收305.7億元、月增12.7%、年增44.5%，營收攀升至49個月新高。南亞指出，電子材料產品為核心成長動能，營收占比再提升至57%，同時，依市況連月調漲電子材料售價、提高產能利用率至9成以上，不僅高階材料認證與拓展順利，營收貢獻提高，消費性泛用材料的業績也持續成長；展望第三季，南亞認為電子材料持續暢旺，營運成長可期，加上業外受惠於南亞科（2408）等轉投資收益，雙引擎成長動能加持，第三季優於第二季、下半年營運成績將更上層樓。

台化7月營收312.67億元、月增13%、年增34.2%。台化解釋，受地緣政治等因素影響，市況起伏不定，需加強銷售及去化庫存，同時下游客戶需求也提升；展望第三季，預期本業更好，同時9月旺季即將開始，下游客戶會有備料需求，加上認列權益法投資收入，營運預期樂觀。

台塑化7月營收748.21億元、月增17.5%、年增32.3%。台塑化表示，原油陸續交貨，產品總銷售量比上個月增加許多，此外，煉油廠8月煉量預計可達每日48萬桶，估第三季產能利用率平均可達88%，不過，由於部分輕油裂解廠進行年度定檢及配合石化下游實際需求，預計第三季平均產能利用率約40%。

幻象戰機緊急升空接戰雷霆2000多管火箭演練火力打擊

國軍「漢光四十二號演習」昨進入第三天，模擬共軍空襲台灣重要機場。陸軍M1A2T戰車首度進駐桃園國際機場，與雲豹甲車共同投入機場防衛演練，模擬敵軍企圖以空降方式奪取機場作為登陸場，部隊迅速完成火力部署並執行阻絕設施架設，演練反制敵軍機降、確保國門安全。

桃機停機坪架設阻絕設施

「漢光四十二號」實兵演習昨模擬共軍對台灣重要機場發射飛彈、空襲轟炸，驗證部隊緊急應變能力。軍方於桃園機場停機坪架設阻絕設施，形成約六十公尺長的阻絕帶，同時搭配機場貨櫃及航務處提供的各式車輛建立阻絕防線。四輛M1A2T戰車及六輛雲豹甲車則進入戰術位置擔任警戒，整個演練期間桃園機場航班起降作業維持正常，不影響機場營運。

除了阻絕設施架設外，演習也同步模擬戰場人員中彈救護流程，由同僚迅速完成傷患包紮、後送等戰傷救護程序。桃園機場消防大隊兩輛化學消防車也配合出動，持續向演練區域噴灑水柱，模擬化學災害或火場降溫應變，展現軍方與機場單位跨機關協同處置能力。

空軍昨也在新竹基地執行「潛力裝掛」作業。空軍戰機二聯隊幻象二〇〇〇戰機緊急升空與敵接戰，落地後地勤人員除補充油料外，亦掛載「魔法二型」短程防空飛彈、「雲母」中程防空飛彈，「恢復」至標準的防空外型及作戰能力。

空軍二聯隊第四十八換訓隊機務分隊機務長楊尚儒少校表示，「潛力裝掛」在作戰時非常重要，當戰機在空中完成作戰任務後，其消耗油量、彈藥資訊會經由塔台轉達給地勤人員、並先行完成整備，待飛機滑回隨即展開作業，讓飛機可以趕快重返空中作戰。

與此同時，另批地勤人員則備妥挖土機、砂石車、平路機等大型重機具，依序展開跑道、滑行道搶修作業，維繫制空戰力。

淡水河兩岸部署交叉火網

第三作戰區工兵部隊則於淡水河口實施「淡水河道阻絕設置」演練。官兵運用M3機動浮門橋車與偵察突擊舟等裝備，在河道要點進行多層次阻絕配置，防範敵軍企圖沿河道侵犯突入，搭配在河道兩岸部署的交叉火網，以遲滯、殲滅敵軍，守護台北政經中樞。

第三作戰區桃園地區下午也實施雷霆二〇〇〇多管火箭系統火力支援演練，作戰部隊依令快速機動至射擊陣地，演練火力打擊，支援前方部隊殲滅進犯敵軍。

掮客設局慈濟被詐10.6億竟不知

律師陳昱瑄頻繁提領鉅款檢調查金流揭大騙局

慈濟基金會二〇二一年支付十．六億元，委託律師陳昱瑄協助採購BNT疫苗，卻多年未察覺異樣，直到調查局洗錢防制處從金融機構申報的可疑交易中，發現陳女及其名下公司頻繁提領鉅款，循異常金流追查才牽出整起疫苗採購騙局；慈濟經調查局聯繫查證後，才驚覺自己是受害者。

慈濟昨天透過委任律師發表聲明表示，感謝檢警調單位積極認真偵辦此案，將配合法院審理，不排除提民事訴訟求償，捍衛慈濟基金會及社會捐款大眾的權益。

遭質疑如何向十方大德捐款交代

檢調調查，新冠疫情期間，陳昱瑄與掮客李易儒見疫苗需求殷切，向慈濟佯稱擁有購買BNT疫苗的特殊管道。慈濟因而委託陳女負責的鈺達公司採購五百萬劑疫苗，支付三千萬美元、折合約十．六億元。檢調另查出，陳女與助理安排九家公司開立卅三張不實發票，藉此虛增成本及進項稅額，涉嫌逃漏稅款五三七四萬餘元。

由於帳戶短期內頻繁出現大額現金提領及異常資金移轉，金融機構依洗錢防制規定申報可疑交易。調查局洗錢防制處取得金融情資後，比對陳昱瑄個人、鈺達公司、方輿公司及其他帳戶，發現交易金額、頻率及資金流向均有異常，展開追查，揭開整起騙局。

檢調單位近年透過金融機構異常金流申報的案件，包括絕對能源吸金案等。據指出，可疑交易通報不等同認定犯罪，仍須經調查局分析、比對交易對象與資金流向，再由檢察官指揮蒐證；在被害人尚未察覺或不願報案的案件中，金融情資往往成為檢調主動發現犯罪、向上追溯資金來源的重要起點。

慈濟：不排除提民事訴訟求償

慈濟在疫情期間疫苗奇缺、資訊不對等情況下，遭陳昱瑄詐走十．六億，外界質疑「為什麼慈濟不報案」、「難道是黑吃黑」、「帳務怎麼做得過去，如何向十方大德捐款交代」，慈濟基金會強調，疫苗採購均秉持「確保善款嚴謹運用」原則，採購費用透過會計師事務所認證，公開在慈濟基金會財報上，也接受衛福部查核。

有慈濟人翻出一張五年前首批BNT疫苗抵台時的新聞照片，當中赫然可見陳昱瑄。不具名人士說，陳一直參與慈濟的疫苗採購流程。是否為「自己人詐自己人」？慈濟內部人員只說，陳昱瑄當天是以律師身分出席，但她既非慈濟基金會的法務處人員、也不是慈濟的法律顧問，只是她確實從頭到尾參加疫苗採購。

詐團首腦律師游光德潛逃母助子偷渡後也跑了

游母也被發布通緝

涉嫌自組詐騙集團擔任首腦的律師游光德，今年三月除去電子手鐶棄保偷渡中國，檢警巡全力查捕助游逃亡的偷渡集團，進而發現游男母親竟是資助兒子偷渡的嫌犯之一，且在兒子成功逃匿後，自己隨即離境，未再返台，檢方已對游母發布通緝。

6人助逃起訴求重刑

檢警巡破獲偷渡集團後，昨天起訴六名成員，均求處重刑，並將協助游男偷渡的船隻，於偵查中變價拍賣，以九十三萬元拍定。

徐巧芯大姑丈夫的辯護人

游男是捲入詐騙案的國民黨籍立委徐巧芯大姑劉向婕丈夫杜秉澄委任擔任辯護人，但他自己也成立詐團及利用虛擬貨幣洗錢，案經起訴移審法院，法官命二五〇萬元交保，限制住居、出境及出海，另於今年二月十一日起對游實施科技監控；未料游男於三月廿二日鬆脫電子手鐶偷渡出境，桃院於三月廿六日向桃檢告發游男棄保潛逃罪。

桃園地檢署檢察官黃世維指揮警、巡人員，陸續拘提偷渡集團陳冠志、吳重達、郭富豐等成員到案，三人均被收押。

砸32萬5千元規劃逃亡

專案小組追查，陳男以七萬五千元報酬協助游男逃亡，三月廿二日駕駛租賃車至台南市永康區家樂福地下停車場與游會合，游男除去電子手鐶後，偷渡集團再以廿五萬元代價安排游的偷渡事宜，同日下午集團成員駕駛計程車將游載至台南市安平樹屋周圍岸際，連同另四名偷渡者使用舢舨載至海上，轉搭吳男安排、郭富豐駕駛的「明豐一六八號」休閒娛樂海釣船，到澎湖海域後由不詳中國籍漁船接駁出境。

專案小組除收押三人，另再逮捕策劃游偷渡的王清海、郭寶華、王俊強三人，認定六人所為嚴重破壞我國司法查緝與科技監控機制，對國家治安與司法正義造成重大危害，向法院分別具體求處三年至八年六月不等徒刑。

檢方查出，游母支付兒子偷渡費用協助逃亡，涉犯刑法使犯人隱避罪，未料通知她到案時，發現游母於兒子離境後一週亦出境，認定她已逃匿，因而發布通緝。

竹北「豐采五二〇」天坑案涉貪事件，新竹地檢署依貪污治罪條例等罪嫌起訴新竹縣長楊文科等官、商、技師十二人，其中檢方對楊文科求處十年以上重刑、時任工務處長江良淵十二年以上重刑，但新竹地院一審判楊文科無罪。承辦檢察官經審酌後，針對楊文科無罪等判決，昨向高等法院提起上訴。

對此，新竹縣政府回應表示，「縣長尊重司法程序」。

官商等12人起訴工務處長判6年半

新竹地院七月十三日宣判楊文科無罪，江良淵依圖利、財產來源不明兩罪判六年六月、褫奪公權四年，承辦員黃彧思共同圖利罪五年二月、褫奪公權三年；豐邑建設實際負責人劉樹居、總經理邱崇喆均判三年六月。

新竹地檢署昨表示，經承辦檢察官詳閱判決理由並通盤審酌全案卷證，認部分無罪判決、犯罪事實及罪名認定、量刑及犯罪所得沒收等事項，仍有再行審酌的必要，依法提起上訴。

公務員被告部分，檢方針對楊文科無罪部分提起上訴，也對江良淵、黃彧思所涉第二次、第三次違法復工的圖利及公務員登載不實文書部分，以及相關圖利罪有罪部分提起上訴。量刑部分，檢方也就江良淵所犯公務員財產來源不明罪提起上訴。

建商被告部分，包括劉樹居、邱崇喆、盧永吉（豐邑子公司頌恩營造副總經理）被訴登載不實擋土設計圖面、行使業務登載不實及未經許可擅自復工、經制止不從等無罪部分判決，檢方都一併提起上訴。

犯罪所得沒收部分，檢方也對豐邑建設、頌恩營造犯罪所得沒收的範圍及數額，以及原審未宣告沒收的偷工減料不法利益部分，一併提起上訴。

針對慈濟遭詐，陳時中強調，慈濟基本上是受害者，應該譴責的是詐騙者，相關案情交由司法進一步調查釐清。

陳時中回憶，疫情期間社會相當恐慌，疫苗需求孔急，詐騙往往在大家心理最脆弱的時候，就會侵入。疫苗採購涉及國際規則，個人或單獨團體很難直接向總公司取得疫苗，因此當時曾不斷提醒，只要要求先付訂金、又拿不出出貨證明等，都可能是詐騙，政府當時也收到許多疑似詐騙案件，均予以拒絕、澄清。

檢方調查，二〇二一年國內疫情嚴峻，陳昱瑄涉嫌與遭通緝的李易儒共謀，宣稱握有BNT疫苗採購管道，取得慈濟委託辦理五百萬劑BNT疫苗採購，並收取三千萬美元、折合新台幣約十．六億元委任報酬，但最終未能取得疫苗。全案偵結後，陳昱瑄等十七人遭依詐欺取財、業務侵占及洗錢防制法等罪嫌起訴。

桃園地檢署偵辦律師游光德棄保偷渡中國案，查出游男是在掙脫電子手鐶後，交給「替身」陳冠志配戴，陳男還刻意從台南北上，讓監控中心誤以為游一直在國內，實則這是游男製造在台假象、混淆科技監控設備，自己同一時間分別搭膠筏、快艇及中國漁船逃往中國。

游光德今年三月廿二日偷渡出境後，海巡署偵防分署台北查緝隊即會同台北市警局刑警大隊等單位，組成專案小組全力偵辦。

專案人員查出，偷渡集團於今年三月廿二日展開助逃行動，陳男駕駛租賃小客車至台南市永康區家樂福地下停車場，與游男會合；游男知道不能破壞電子監控手鐶，否則會發出警示，因此強行將電子手鐶直接從手腕處擠出來，轉交給陳男配戴。

手鐶戴到沒電丟棄湮滅

陳男戴著電子手鐶駕車北上，一路載回桃園，監控中心顯示游男從南部北上的行動軌跡，其實是「替身」陳男的動線。陳男一直戴著電子手鐶，直至手鐶以及游交給他的手機電力，均耗盡失去訊號後，就將裝有手鐶等物品的紙袋丟棄湮滅。

安排金流當逃亡後開銷

游男藉由製造向北移動的軌跡假象，爭取脫逃時間，再由策劃偷渡的王清海，找吳重達安排好接駁船隻，安排郭寶華開車，載游到台南岸際，由王俊強駕駛無籍膠筏，接駁至台南四草大橋外零點八浬處，轉搭郭富豐駕駛的「明豐一六八號」快艇，再載至海峽中線與中國船對接，將游男及其他偷渡者載至中國上岸。

海巡署偵防分署台北查緝隊副隊長賴時緯表示，王清海在海上設下三個斷點，分別是由王俊強駕駛無籍船舶，將游轉搭快艇到海峽中線，再交給中籍船載離；另在陸上安排吳重達聯繫船隻，找郭寶華開車載游到台南岸際，再找「替身」戴電子手鐶，以及提供人頭帳戶、人頭金流，作為游逃亡後開銷，前後共設下七重斷點，不過整個過程手法仍然被專案小組一一查明，並將王男等偷渡集團六人全數緝獲。

一個背叛婚姻、逃避責任，在妻子面臨威脅時仍置身事外的男人，很快就被所有人認定是個渣夫。這並不令人意外。真正使人難以接受的是，夫妻雖然已經分居，法律上的婚姻關係卻尚未消滅，因此這個男人仍可能以配偶身分繼承妻子的遺產。

甚至有法律人士指出，在特定條件下，他可能取得妻子留下的大部分財產；若其他繼承權利無人主張，實際結果甚至可能更接近全部由他掌握。

妻子生前被背叛，死後的財產卻可能落入背叛她的人手裡。那個在她求助時說自己無法控制父親的男人，如今什麼都不必做，便可能因為妻子的死亡成為受益者。

法律怎麼可以允許這種事？

婚姻早已名存實亡，難道只因為少了一張離婚證書，渣夫就仍然是丈夫？難道一個人在婚姻中如何背叛、如何逃避、如何冷漠，法律全都看不見，只認得戶籍資料上的配偶欄？

如果司法不能阻止他繼承，那麼社福機關呢？

新聞提到，死者是在下班後前往接女兒的途中遇害。

她留下了一個年幼的女兒。

母親死了，父親卻可能繼承遺產，繼續帶著孩子生活。女兒年紀那麼小，什麼都不懂，不知道父母為什麼分居，不知道爸爸做了什麼，也不知道媽媽留下多少財產。

誰來替她伸張正義？

法院難道不能介入？社福機關難道不該保護她？難道就眼睜睜看著一個渣夫取得遺產，再以父親的身分帶走女兒，彷彿一切都沒有發生過？

說到這裡，每個人都知道誰是壞人。

可是，假如那個男人是個好爸爸呢？

假如他從來沒有虐待女兒，每天按時接送她，替她準備晚餐，陪她洗澡，哄她入睡；假如他每次回家，都記得從口袋裡拿出一包糖果給她呢？

那麼在女兒的世界裡，事情會變得非常簡單。

媽媽突然死了。

爸爸還在。

四歲的孩子不知道什麼叫外遇，不知道什麼叫婚姻責任，也不知道什麼叫配偶繼承權。她甚至不會明白，新聞裡那些憤怒的大人為什麼都在咒罵她的爸爸。

她只知道，在媽媽再也不會回來以後，爸爸仍然每天回家。

仍然抱她。

仍然替她帶糖果。

母親早逝，父親繼續扶養女兒，女兒繼承母親的遺產。只要父親沒有參與殺人，也沒有傷害孩子，這在她眼裡或許根本不是一場需要司法和社福拯救的陰謀。

只是一個失去母親的孩子，和她僅剩的爸爸繼續生活。

至於那些要求法院懲罰爸爸、要求社福把她帶走、要求她離開最後一個親人的正義之士——

在你們眼裡，那個男人是渣夫。

在她眼裡，那個男人是每天帶糖果回家的爸爸。

而你們，才是想把爸爸從她身邊搶走的壞人。

〔健康頻道／綜合報導〕談到容易升血糖的食物，多數人第一時間想到的往往是糖果、蛋糕、含糖飲料等甜食。不過，營養師楊斯涵表示，有些食物吃起來並不甜，甚至常被認為清淡、天然或健康，餐後血糖卻可能比預期升得更快，原因未必是加了糖，而是和澱粉種類、食物結構、成熟度、加工方式及烹調方法有關；尤其白粥、早餐穀片、即食燕麥、全麥吐司等8種食物，更是不少人早餐常見的選擇，也是隱形地雷。

升糖指數（GI）是什麼

楊斯涵於臉書粉專發文說明，所謂GI是指升糖指數，用來表示含醣食物進入人體後，使血糖上升的速度。一般來說，可分為以下3種：低GI 55以下、中GI 56-69

高GI 70以上。高GI食物通常消化吸收較快，可能使餐後血糖快速上升；低GI食物則多半消化得較慢，血糖變化相對平穩。

8種食物看似健康卻高GI

不過，楊斯涵表示，GI並不是判斷食物好壞的唯一標準。實際血糖反應仍會受到食用份量、搭配食物、個人胰島素敏感度、活動量及當下身體狀況影響。因此，重點應是理解哪些因素可能讓食物升糖變快，進一步調整份量與吃法。此外，她並列出以下常見8種看起來健康也不甜、GI卻可能不低的食物，提醒攝取過多恐讓血糖飆升：

●白粥與稀飯：白米經過大量水分與長時間熬煮後，米粒會變得鬆散軟爛，澱粉糊化程度提高，消化酵素也更容易分解，因此可能比粒粒分明的白飯吸收得更快。若再打成米糊，血糖上升速度可能會更明顯。

●馬鈴薯泥與鬆軟烤馬鈴薯：馬鈴薯沒有明顯甜味，卻含有不少澱粉。若被煮得非常鬆軟，再壓成泥，食物結構被破壞，表面積增加，澱粉就更容易被消化吸收。若再加入糖、奶油，或搭配其他大量澱粉，整餐的熱量與升糖負荷也會增加。

●米餅、爆米香與早餐穀片：這類食品看起來比餅乾或洋芋片健康，實際上卻常經過膨化加工，使澱粉變得更容易消化。有些早餐穀片還會額外加入糖漿、蜂蜜或糖粉，更容易造成血糖快速上升。

●即食燕麥與燕麥糊：燕麥富含膳食纖維及β-葡聚糖，但不同加工型態的燕麥，對血糖影響大不同。通常顆粒越完整、需要咀嚼的燕麥，消化速度越慢；加工越細、越容易沖泡的燕麥，吸收速度可能越快，餐後血糖反應也可能較明顯。

●全麥吐司與全麥饅頭：全麥不代表一定是低GI，如果被磨成非常細的粉，再製成柔軟的吐司、饅頭或麵包，雖然營養價值可能優於白麵粉製品，食物結構卻仍然細碎，消化速度不一定慢。

●西瓜：西瓜常被列為GI較高的水果，但因水分很多，一般合理份量所含的總醣量未必非常高。這也說明評估水果時不能只看GI，還要看實際吃下去多少。

●熟透的香蕉：香蕉越熟、質地越軟，通常也越容易消化。尤其表皮出現大量黑點、口感非常軟甜的香蕉，血糖反應可能比偏青、口感較扎實的香蕉來得快。建議控制份量，也可搭配無糖優格或堅果，增加蛋白質與脂肪來源。

●南瓜泥與南瓜濃湯：南瓜屬於含醣量比一般葉菜類高的食物，若將南瓜煮得很軟、打成泥或濃湯，再加入糖、鮮奶油或其他澱粉，吸收速度及整體含醣量都可能提高。

楊斯涵提醒，不是只有吃起來甜的食物才會讓血糖快速上升。食物越成熟、加工越細、煮得越軟爛，往往也越容易被人體快速吸收。建議選擇完整食物、保留咀嚼口感、控制澱粉份量，再搭配足夠蔬菜與蛋白質，才是更實際、也更能長久執行的血糖管理方式。

10.6億遭詐誰決策？詹凌瑀點名慈濟：把善款管理成這樣欠社會交代

慈濟委託私人疫苗掮客買BNT疫苗，遭詐10.6億元委任顧問費，近日案件起訴後，才還給當時的中央流行疫情指揮中心指揮官陳時中清白，媒體人詹凌瑀痛批，包含蔣萬安、柯文哲等罵陳時中的人一個都沒道歉，她也點名慈濟，別想躲在受害者背後，強調把善款管理成這樣欠社會交代。

詹凌瑀在臉書發文指出，慈濟買BNT被詐10.6億，這筆錢不是疫苗錢，是付給掮客的「委任顧問費」。一個律師開口就是3000萬美元，慈濟就付了。

詹凌瑀強調，回頭看2021年，陳時中反覆提醒：私人掮客很可能是詐騙，要先拿訂金的、拿不出出貨證明的，都有問題。他講的每一句，現在都被檢察官的起訴書驗證了。那當年罵他的人呢？

詹凌瑀質疑，蔣萬安喊「要相信慈濟還是相信民進黨」，朱立倫要政府向全民道歉，費鴻泰罵「你還要台灣死多少人才下台」，柯文哲嗆「當慈濟是傻子嗎」，黃珊珊說政府「謀財害命、必遭天譴」。

詹凌瑀直言，現在詐騙犯被起訴，查扣財產超過10億，真相大白。這群人，一個都沒道歉。他們靠著把專業判斷抹黑成「卡疫苗」賺飽選票，蔣萬安還因此選上市長。用防疫指揮官的人格墊高自己的政治紅利，這叫無恥。

詹凌瑀強調，但慈濟也別想躲在「受害者」三個字後面。10.6億，是多少信徒省吃儉用、基於信任捐出來的善款？誰拍板付這筆顧問費？決策過程在哪？有沒有人要負責？一個全台最龐大的宗教組織，如此缺乏公共監督，這次正好攤開來講清楚。

詹凌瑀重申，被騙不是罪。但把善款管理成這樣，然後只丟一句「交給司法」，慈濟欠的是給全社會一個交代。

〔記者吳孟儒／綜合報導〕2026年名古屋亞運官方公布男、女籃分組及預賽賽程，台灣男籃首戰將於9月10日出戰約旦，也是台灣代表團率先登場的代表隊。

台灣男籃由總教練圖齊領軍，集結陳盈駿、林庭謙、游艾喆、劉錚、阿巴西、盧峻翔、李家慷、雷蒙恩、馬建豪、胡瓏貿、高柏鎧與曾祥鈞共12人。

台灣男籃與伊朗、約旦以及卡達分在B組，首戰將於9月10日中午12點登場，強碰上屆亞運銀牌約旦隊，12日對決強敵伊朗，13日中午迎戰卡達，分組前2以及擇優2支分組第3晉級8強。

這次男籃的預賽在10日開始，也是所有項目最早，19日亞運開幕式，20日即為男籃獎牌戰。

至於台灣女籃與南韓、蒙古以及馬來西亞同分C組，首戰18日交手蒙古，21日對上馬來西亞，22日對陣南韓。
