Jason Arday: Former Cambridge university professor found dead

Jason Arday, the former University of Cambridge professor at the centre of a plagiarism row, has been found dead.

Emergency services said a man was found "unresponsive" at an address in Battersea, south London, on Friday afternoon.

Arday resigned as a Cambridge professor of sociology of education last week after allegations of plagiarism and questions about some of his achievements. He had denied the claims.

Arday's family said in a statement that they were "in shock to have lost this amazing father, partner, brother, uncle and son".

They added: "The campaign of misinformation was too much for Jason, who was a gentle man and who always wanted to see the best in everyone."

Earlier on Friday, police officers were called to an address in Battersea by the London Ambulance Service.

In a statement, the Metropolitan Police said: "At this time his death is being treated as unexpected, but is not believed to be suspicious."

Cambridge University vice-chancellor Professor Deborah Prentice said: "We are desperately saddened to hear this tragic news".

"Our heartfelt sympathies go to Jason Arday's family and friends at this incredibly difficult time", she said.

Education Secretary Lucy Powell said she was "deeply shocked and saddened" to hear about the death and she urged people to "remember there are real people with loved ones involved".

Arday, 41, had denied any plagiarism - but admitted errors in his work - and last week said the recent controversy about his work had led to "an unrelenting level of public scrutiny and personal attack".

The row first erupted after another academic - self-defined "race realist" Nathan Cofnas, who was sacked from his Cambridge role in 2024 - said he found numerous instances of plagiarism in the professor's work.

Arday said some errors in his early academic work arose because of his autism, as he relied on using mimicry to make sense of information. Similar scrutiny would find similar errors in work by other academics, he said.

"We're talking about academia here. I didn't murder somebody. I think the cruelty that I've experienced and the positioning of me as this kind of liar and fantasist is totally unacceptable," he told the Times newspaper, external earlier this month.

Fires prompt national government alert as 19 Stourbridge homes destroyed

Fires across England and Wales have prompted a national government alert warning people not to light anything that could spark a wildfire.

The warning on Friday evening came as it was revealed 19 homes were destroyed and a further 18 damaged in a huge fire in Stourbridge, West Midlands, that spread rapidly through grass and woodland on Thursday before damaging homes.

Prime Minister Andy Burnham told members of the public to take the warning "seriously", adding it was triggered at the request of firefighters.

West Midlands Fire Service chief fire officer Simon Tuhill said the Stourbridge blaze was one of the most significant incidents the service had ever dealt with.

It was one of several fires being dealt with across England and Wales on Friday.

In Wales, a major incident was declared near Llandovery, Carmarthenshire, after dozens of homes were evacuated and roads closed

In Hampshire, firefighters spent a sixth day tackling a wildfire in the New Forest, Hampshire, which broke out on Sunday.

Sixteen emergencies were tackled by Norfolk Fire and Rescue Service on Thursday afternoon, including a fire at Mousehold Heath, off Gurney Road in the city.

Elsewhere in the West Midlands fires caused extensive damage in Warstock and Kings Norton, Birmingham on Thursday. A 55-year-old man was arrested on suspicion of arson with intent to endanger life .

In Stoke-on-Trent on Thursday four homes in Sandyford were destroyed, with other properties damaged. Two people were arrested on suspicion of arson. Six firefighters were taken to hospital due to smoke inhalation and heat exhaustion.

In Willenhall, West Midlands, at least three homes and several gardens were destroyed in fires on Stonehouse Avenue and Harry Perks Street.

Investigators said they were working with other emergency services to establish how the Stourbridge fire started, with police saying they were keeping an open mind.

Some of the worst-affected areas have been cordoned off and many residents who were evacuated, including the Bishop of Dudley, the Right Reverand Martin Gorick, have not been able to return home.

Luigi Mangione admits killing healthcare CEO and pleads guilty to federal charges

Luigi Mangione has admitted to killing UnitedHealthcare CEO Brian Thompson after pleading guilty to federal charges of interstate stalking resulting in death.

"I shot Mr Thompson in Manhattan and he died," the 28-year-old admitted in Manhattan federal court on Friday.

Thompson, a 50-year-old father of two, was shot from behind on 4 December, 2024 as he walked into a hotel in midtown Manhattan. Following the plea hearing, his family issued a statement calling it "an important step toward justice for Brian and for our family".

Mangione faces a maximum sentence of life in prison. He also faces state charges, although his lawyers are seeking to get those dismissed following his guilty plea.

Derailed Essex train to London derails leads to cancellations

Martin Frobisher, of Network Rail, said the summer's hot weather had "presented exceptional challenges to the railway".

In an interview with the BBC Transport Correspondent Katy Austin, Frobisher also confirmed speed restrictions were not in place in either Wickford or Lewes.

On the possible impact of the hot weather, he said "yes, that's one of the things that we're looking at.

"We've got our investigations underway. We've got technical engineers on site, our best experts who are on site with the Rail Accident Investigation Branch.

"They're looking very thoroughly at what's happened. And based on that, we will act on what we learn."

However, he added it was "too early to speculate on the full findings".

The investigation would specifically assess "whether or not this was weather-related", said Mark Francois, the Conservative MP for Rayleigh and Wickford.

The Department for Transport stressed Britain's railways were "among the safest in the world" as it reacted to the incident.

It said derailments were "incredibly rare" events.

An East of England Ambulance Service spokesperson said: "Our crews assessed 62 patients who were on board the train.

"Following assessment, all patients were discharged at the scene.

"We also assisted with the evacuation of a second train that was unable to continue its journey due to the derailment.

"There were no casualties among those on board."

A spokesperson for BTP also confirmed there were no reported injuries.

Afghan women tell the BBC their lives are unrecognisable after five years of Taliban rule

Five years on from the Taliban takeover in Afghanistan, women and girls have told the BBC their lives are unrecognisable under the rule of the regime.

The hard-line Islamist group has been eroding the rights of the 22 million women in the country since it re-gained control in 2021- two decades after being removed from power by a US-led military coalition.

The BBC is one of the few media organisations that has been able to maintain access to Afghanistan since the takeover. We spoke to women across the country, from the heart of Kabul to the vast countryside.

They have watched on as the Taliban barred access to school for girls over 12, restricted travel without a male chaperone and brought in a law implying legal approval for child marriage.

When questioned by BBC Afghan over the constraints that women face, the Taliban's foreign minister said: "Women are not totally restricted on all walks of life".

But the restrictions impact almost every part of their lives and make it difficult to tell their stories. Many of the women have not used their real names because they fear reprisals.

"People are so overwhelmed by poverty and daily hardships that many have been forced to put their education, dreams, and hopes for the future aside," Ela from Kabul said.

"Today, survival has become the priority, and many of us no longer have the time or energy to think about the future."

Keely Hodgkinson was forced to settle for European silver as Switzerland's Audrey Werro denied the Briton a third consecutive title in a thrilling women's 800m final in Birmingham.

The most eagerly anticipated event of the championships culminated in the expected three-way battle for supremacy between Hodgkinson, Swiss 22-year-old Werro and Dutch star Femke Broeders-Bol in front of a captivated sellout crowd of 23,000 inside Alexander Stadium.

Seeking to reassert her dominance in the event, Olympic champion Hodgkinson was roared on in pursuit of Werro by her home support but was unable to overhaul her new rival in the closing stages.

Having this season become the fastest athlete since the world record was set 43 years ago, Werro finished strong to land her first senior international title in a championship record one minute 54.81 seconds.

"Mixed emotions," Hodgkinson told the BBC.

"I think with that level of competition, any medal is a really good achievement and another one to add to my collection, so I can never be disappointed with that. But I'm defending champion, so I wanted to do that.

"I knew it was going to come down to the wire but I really thought I was going to win today.

"It wasn't meant to be. I didn't do anything wrong - it was just one of those things."

Where does this unorthodox by-election victory leave Nigel Farage?

It is a question prompting at least some debate within the party.

"When he goes down this angry route he doesn't help himself," the prominent Reform activist Tim Montgomerie told Radio 4's The World At One.

Montgomerie, the founder of the ConservativeHome website, defected to Reform two years ago. He praised Farage's political ability but added: "It's very frustrating how he's behaved today. He needs to get a grip of this problem."

Montgomerie argued Farage and Reform were at their best when they were more positive rather than "inward looking" and focused on "grievances."

The "grievances," as Montgomerie puts it, are real and legitimate, say Farage's friends.

In the short term at least and from a point of weakness I have previously written about, the by-election allowed Farage to get on the front foot and to frame an argument, as he saw it, as the people versus those out to get him.

Rubbish, say his critics, the rules apply to all MPs and the undeclared £5m gift from the billionaire businessman Christopher Harborne, in the months before Farage became an MP, should have been registered, they insist.

Talking to GB News in the early hours of this morning, before the result, Farage repeated a concession, of sorts, about this: "If I made one sin, it's that I haven't filled in a piece of paper.

"I've broken no law, I've broken no tax law, I've taken no public money. I don't even own a motor home. Maybe I haven't filled in a piece of paper. I'm confident I'm right - we'll see where we go."

He has long maintained he sought legal advice about whether he needed to declare the money and had been told he didn't.

The wider question is where Nigel Farage and Reform find themselves in the big picture politically and whether their current approach is a wise one.

There is early evidence of something of a Burnham bounce for Labour, which has disrupted Reform's long standing lead in the opinion polls.

And the Conservatives appear more chipper and competitive than a year ago too.

Then there is the rise of Restore Britain, run by the former Reform MP Rupert Lowe.

Let's be clear: none of the political parties are wildly popular at the moment, but Reform's support has shrivelled a bit and their rivals are more upbeat.

The landscape for the new political season at Westminster is taking shape, ahead of MPs returning to the Commons in a few weeks.

Labour with a spring in its step, for now at least. Reform punchy but feeling under the cosh and plenty of the others scrapping for attention too.

It will be a fascinating few months ahead.

Finlay Tarling: British cyclist dies in accident at Volta a Portugal

British cyclist Finlay Tarling has died aged 19 after an accident during the eighth stage of the Volta a Portugal.

Tarling, the younger brother of Netcompany-Ineos rider Josh, had raced for Great Britain on the road and track.

In a statement provided to local media, Major Tiago Machado of the National Republican Guard said there had been "a collision between the cyclist and a light goods vehicle" and that an investigation was under way.

The Welshman was competing for the NSN Development Team when the incident occurred on the 166.8km route from Melgaco to Fafe.

In a statement, NSN said: "We are heartbroken to announce the passing of Finlay Tarling at the Volta a Portugal today.

"Fin was a much loved member of our team but most importantly, he was a son, a brother, and a friend to so many. He will be deeply missed.

"Our deepest condolences go out to Fin's parents Michael and Dawn, his brother Josh, and everyone who was lucky enough to call Fin a friend."

In a post on X, the race organisers and the Portuguese Cycling Federation expressed their "most heartfelt condolences to the family of Finlay Tarling, to his team-mates, to the NSN Development Team, and to all his friends and loved ones".

It added that the racing was stopped and the scheduled podium ceremony would not take place as a sign of "respect and mourning".

Portuguese president Antonio Jose Seguro added that Tarling's death had "plunged the peloton, the tournament and the host nation into mourning".

British Cycling's performance director Stephen Park, added: "All of us at British Cycling are heartbroken to learn of the tragic passing of Finlay Tarling at the Volta a Portugal.

"Fin was a talented rider with a fantastic future ahead of him, a loyal teammate and an all-round brilliant young man.

"Our deepest sympathies are with his parents and brother, Josh at this tragic time."

Jeff Bezos: Amazon founder part of consortium that agrees to buy into Liverpool

Liverpool's owners have agreed to sell about a third of the club to a consortium including billionaire Amazon founder Jeff Bezos.

In a statement, Fenway Sports Group (FSG) confirmed it had entered into a "definitive agreement" for the sale of a "strategic minority investment" to 1892 Holdings.

The group is led by British-Indian millionaire businessman Amit Bhatia and also includes billionaire Facebook co-founder Eduardo Saverin.

Bhatia is set to become Liverpool's vice-chairman, and will join an expanded board pending regulatory approval.

The son-in-law of Indian billionaire businessman Lakshmi Mittal, he had been a director and co-owner of Queens Park Rangers for 18 years before relinquishing his stake in the club last month.

American businessman Bezos, founder of e-commerce giant Amazon, is the fourth-richest person in the world, with an estimated net worth of $256bn (£192bn). This marks his first foray into sports ownership, although he will not join Liverpool's board.

However, Bryan Baum, founder of venture capital firm K5 Sports - through which Bezos is investing - will join the Anfield board, alongside Saverin's wife Elaine. Bezos is the biggest investor in K5 Sports.

BBC Sport has been told that the transaction will have no impact on the club's approach to the transfer window, and that there is no new or separate transfer budget associated with the investment.

The agreement includes an option for the consortium to increase its investment in the future. That suggests the group will be in pole position to become majority shareholders if Fenway wants to sell up, but according to one source, no commitments have been made to do so.

The deal is said to value the club between £5bn and £6bn.

Stephen Bear jailed over sex offender register breaches

Reality TV contestant Stephen Bear taunted police by "bragging" he was on a beach in Brazil while he breached his requirements as a sex offender, a court has heard.

He was not on the run during the trip last year, but under the rules of his registration requirements he was ordered to tell authorities about foreign travel.

Bear, 36, admitted five counts of failing to comply with the register notification requirements at Thames Magistrates' Court and was sentenced to 24 weeks in prison.

He is already in prison having been jailed on Thursday after admitting breaching a restraining order that banned him from posting online about his ex-partner Georgia Harrison.

What it was like in the courtroom as Mangione pleaded guilty

After more than a year-and-a-half of intense spectacle and legal wrangling, Luigi Mangione appeared in a federal courtroom in New York on Friday as rumours swirled that he may plead guilty.

The 28-year-old, accused of shooting dead UnitedHealthcare chief executive Brian Thompson on a Manhattan street in December 2024, arrived wearing a beige prison uniform with a white T-shirt underneath.

His feet were shackled and he held his hands behind his back, although US marshals had not handcuffed him.

A crowd of press, supporters of Mangione, observers, and a handful of court staff members who had won a lottery to attend gathered in the packed courtroom.

And in the front row seated behind the prosecution: Thompson's family members, who at times appeared visibly emotional.

As the packed room awaited the arrival of Judge Margaret Garnett, Mangione conferred with his lawyer Karen Friedman Agnifilo, reviewing papers as we waited to hear whether Mangione would admit to the killing for the first time.

The hearing had been scheduled to begin at 11:00, but started slightly later.

It began with an immediate jolt.

France's top court blocks social media ban for under-15s

France's top court has struck down a ban on social media for under-15s, saying it infringed upon freedom of expression.

The legislation was backed by French lawmakers in July, making it the first European country to block young people from the platforms, after concerns over the harmful effects on children's mental health.

Friday's ruling by the Constitutional Council overrides the ban, which Emmanuel Macron had pledged would be introduced in stages from September.

Responding to the news, the French president immediately asked Prime Minister Sébastien Lecornu to prepare a new draft that would take into account all the council's points.

After lawmakers voted through the bill last month, Lecornu referred parts of the legislation to the council - a nine-member authority that checks whether a law complies with the constitution - for review.

The Constitutional Council said it had found that Article 1 of the legislation "constitutes an infringement that is neither appropriate, necessary, nor proportionate" to the freedom of expression and communication for under-15s.

The ruling also raised concerns over the law's requirement to provide proof of age to access online services and said it failed to establish "the legal safeguards necessary".

Macron's office said after the ruling that the French government would work "as quickly as possible" to propose a new draft and said the president was determined to see the reform implemented by early 2027.

The original legislation had envisaged that from September all those under-15 would not be able to open accounts, and verification would be required on all new accounts. And from January, this would have applied to all existing accounts.

Opponents have repeatedly questioned the law's viability and raised concerns over privacy, the efficacy of age-verification tools, the risks of young people bypassing them, and how quickly the ban has been designed and brought in.

Australia was the first country to introduce last December a social media ban for those under-16, although it is widely acknowledged that many in the country continue to use the platforms.

Legislation restricting young people's access to social media has been ramping up around Europe in the past few months.

In May, European Commission President Ursula von der Leyen proposed a "social media delay" for children in the EU, saying new legislation could be put forward in months.

In the UK, former British Prime Minister Sir Keir Starmer announced in June that under-16s in the UK will be banned from social media from January 2027. An optional midnight curfew for UK teens aged 16 and 17 was also announced.

Two dead after light aircraft crash in Trawsfynydd

Two people have died following a light aircraft crash in north Wales.

The aircraft was found in a remote location close to Trawsfynydd, Gwynedd, with the two people on board pronounced dead at the scene, North Wales Police said.

The force received reports shortly after 12:00 BST that a light aircraft travelling from an airfield in England had not arrived at Caernarfon Airport as scheduled.

Multi-agency air and ground searches were carried out until the aircraft was found.

A team of investigators have since been deployed by the Air Accidents Investigations Branch (AAIB).

Trump asks Supreme Court to allow White House ballroom work to continue

US President Donald Trump has asked the Supreme Court to allow him to continue building a $400m (£295m) ballroom at the White House without congressional permission.

The emergency application comes one week after an appeals court ordered construction to stop until Congress approves, upholding a ruling won by the National Trust for Historic Preservation, which sued the administration last year.

In the latest filing, US Solicitor General D John Sauer asked that work be allowed to continue while the administration appeals the stop-work order, which he called "dangerous".

Trump has long argued the White House lacks a large event space and that building one is vital for national security.

Last week's appeals court decision does not take effect until 21 August, when ballroom construction will have to cease unless the Supreme Court grants the emergency application.

Sauer said in the filing on Friday that work on the project is 65% done and not granting it would amount to "construction-by-injunction".

"With the dangerous injunction poised to take effect for the first time on August 21, its stop-work mandate is even more flagrantly inequitable, if not impossible," he wrote.

Sauer added that "forcing the president to come hat-in-hand to Congress so the people's house is safe gives the legislature dangerous leverage".

Supreme Court Chief Justice John Roberts ordered the National Trust for Historic Preservation to file a response by noon on Tuesday.

Trump's ballroom project has been the subject of a legal battle since October, when the administration demolished the East Wing of the White House to begin construction without congressional approval.

Soon after, the Trust filed a lawsuit arguing that the project was unlawful because it began without a legally required review, which also includes public comment and approval by entities such as the National Capital Planning Commission.

In a statement following Friday's emergency application, the Trust accused the administration of "refusing to listen" to previous rulings and "actively attempting to outrun the courts by accelerating construction of the ballroom".

"The administration's transparent efforts to evade the rule of law, frustrate judicial review and limit the availability of meaningful relief in the courts must stop here," the statement added.

The president and the government's lawyers have argued that in addition to the ballroom to host events, the project also includes military facilities, including bomb shelters and centres for medical treatment.

The administration has also argued that the ballroom is being constructed without any taxpayer money and is fully funded by private corporate donations - meaning that Congressional approval is not required.

The White House ballroom project is part of Trump's broader effort to remake Washington's cityscape, which has also included the renovation of the Lincoln Memorial Reflecting Pool and a planned "Arc de Trump" in the style of the Arc de Triomphe in Paris.

The Trump administration has faced allegations in all the projects that it sidestepped required review and public-comment processes - a charge the president denies.

UK diplomats no longer get hardship bonus for being posted to Buenos Aires

British diplomats in six locations around the world, including Buenos Aires and Santiago in South America, will no longer get hardship payments for working in dangerous cities.

Bonuses and respite breaks are granted to those working in cities considered risky, like Beirut in Lebanon, or with high crime, such as Pretoria in South Africa, or high air pollution in cities including New Delhi and Beijing.

The UK government has removed Santiago, in Chile, Panama City in Panama, Pyongyang in North Korea, Bamako in Mali, and Sarajevo in Bosnia and Herzegovina, in addition to the two south American cities, according to the latest list published last week, external.

The 144 locations still on the list include many trouble spots but also popular holiday destinations such as Bali and Rio De Janeiro, prompting criticism from the Conservatives.

Tory chairman­ Kevin Hollin­rake said civil servants receiving extra pay for working in such areas is unfair on the taxpayer.

The Foreign Office has given civil servants extra payments for working in areas where there is a high level of danger, or high risks to health, for the past 30 years.

They are meant to compensate staff and families for the additional costs and challenges of living overseas in difficult locations and are reviewed regularly.

Factors and risks covered by the allowance include security measures, climate, natural disaster, isolation and other impacts on quality of life.

Amounts are not routinely published but in 2009, the last time a breakdown was released, the highest payments for civil servants and their spouses were for postings to Karachi, Pakistan, which was worth an extra £26,647, or £14,804 in Abuja, the capital of Nigeria.

The hardship payment for being posted as part of a couple to Buenos Aires was £1,517 and Santiago was £777, according to the 2009 Diplomatic Services Allowances, external.

Answering a parliamentary question from Tory peer Lord Moylan, external, Foreign Office minister Lord Wood of Anfield said assessments of hardship take into account factors that mean members of staff are required to take additional breaks for the benefit of their physical or mental health.

He added: "These arrangements are not new, and indeed have applied consistently under successive governments for a number of decades."

Bangkok, Cape Town, and Kuala Lumpur are still among the cities that qualify for hardship payments, alongside Dubai, Abu Dhabi, and Muscat.

Hollinrake said it was unfair that taxpayers were "footing the bill" for these destinations and pledged to cut the size of the civil service if Conservatives were returned to power.

"Whilst businesses and families are paying higher taxes to fund this government's policies, civil servants are being sent on taxpayer-funded jollies to places like Bali, Cape Town and the Maldives," he said.

"This kind of nonsense has no place in government."

But the Foreign, Commonwealth and Development Office defended the scheme, with a spokesperson saying: "British diplomats serve their country around the globe, including in some of the toughest and most challenging physical and political environments in the world.

"We have a duty of care to ensure our staff are properly supported, and compensation and other provisions reflect the circumstances of the posting, as it would be in any private sector job."

Enzo Fernandez: Chelsea expect midfielder to stay after Man City do not make bid

Chelsea's deadline for clubs to bid £120m for midfielder Enzo Fernandez has passed - and they now expect the Argentine to stay at the club this season.

Manchester City have been interested in the Argentina international, who previously played under new City boss boss Enzo Maresca at Chelsea.

The Blues told interested parties they had until 17:00 BST on Friday to make an offer for the 25-year-old.

But they are not thought to have received any bids and Xabi Alonso's side now hope to keep their vice-captain.

However, it is understood City do not see the potential transfer as being over and still think Chelsea want to do a deal.

A £120m move would be the fourth-biggest football transfer ever.

City have already made a big-money midfield signing this summer in Nottingham Forest's Elliot Anderson for £116m.

A potential deal for Fernandez was thought to rely on City selling Spain midfielder Rodri, officially the best player at the 2026 World Cup among numerous other accolades, to Barcelona.

Paul Walter was the unlikely star as Manchester Super Giants beat Sunrisers Leeds by 20 runs in the Eliminator to cruise into the men's Hundred final.

Walter's 80 off just 46 balls set up Super Giants' imposing total of 186-4 at The Oval, before England seamer Josh Tongue led the bowling unit with an impressive 4-26 in Sunrisers' chase.

Having been put in to bat, Walter remained unflustered when opening partner Tim Seifert was dismissed from the second ball of the game, ensuring that Sunrisers' momentum was short-lived as he and Jos Buttler added 57 for the second wicket.

Buttler made 33 from 20 before Walter combined with the destructive Heinrich Klaasen and the pair added 114 off just 52 balls, with Walter whacking eight sixes and Klaasen four.

South African Klaasen blitzed a brutal 63 off 26 before he fell to Nathan Ellis.

Sunrisers have boasted one of the most powerful top orders in the tournament but struggled under the pressure of a mammoth run chase and they finished 166-7.

The tournament's leading run-scorer Mitch Marsh fell for 10 before captain Zak Crawley wasted a review when he was plumb lbw for six, which later proved costly as Harry Brook was given out lbw on 49 playing a reverse scoop - but replays showed the impact was outside the line of off stump.

Brook had shown glimpses of his brilliance in his 31-ball knock and was keeping Sunrisers' hopes alive, but his dismissal left them needing 89 off 44 balls and the innings fell away.

Tongue removed both Marsh and Crawley before he combined with Sonny Baker to tear through the middle order, the latter finishing with 2-39, while Sunrisers opener Ryan Rickelton was left stranded on 54 not out.

Super Giants will face Trent Rockets in the final at Lord's on Sunday.

Scottie Scheffler equalled the course record with a nine-under-par 61 as he opened up a three-stroke lead at the end of the second round of the St Jude Championship in Memphis.

The world number one, who already led the FedEx Cup standings heading into the first of three play-off events, birdied the first five holes at TPC Southwind.

The American proceeded to knock in a further six birdies, with bogeys on the eighth and 12th holes the only blemishes on his scorecard as he recorded his fourth career round of 61 or better on the PGA Tour.

"Really just a dream start. Probably one of the best starts I've had on tour, to be honest with you. I couldn't tell you a time where I've been lower early in the round," said Scheffler.

"My swing has felt really good in the past couple weeks, especially playing at home. It was nice to get out there and get things rolling early in the round and was able to keep the momentum going and shoot myself a nice round."

South Korea's Im Sung-jae is tied for second with Norway's Viktor Hovland at eight under overall, with Ludvig Aberg a shot further back.

Reigning FedEx Cup champion Tommy Fleetwood is the highest placed British player and in a quartet that also includes Jordan Spieth at six under.

Matt Fitzpatrick and fellow Englishman Aaron Rai, who collected his first major at the US PGA Championship in May, are at three under and two under respectively, with Northern Ireland's Rory McIlroy at four over.

With there being no 36-hole cut at any FedEx play-off event, six-time major winner McIlroy will hope to fare better over the weekend.

One player who will be absent though is Scotland's Robert MacIntyre, who withdrew prior to the start of play on Friday with a knee injury.

MacIntyre, who had limped to a 12-over 82 during the first round on Thursday, currently sits at 31st on the FedEx Cup points list.

The top 50 will head into next week's BMW Championship.

Activists deliver aid to Palestinians in homes besieged by Israeli settlers

Activists have tried to deliver supplies to Palestinians whose homes in the occupied West Bank have been besieged for days by Israeli settlers.

The group left water and food near one of the houses in Qusra where two Palestinian families have been trapped since Sunday, with their power and water supplies cut off.

Two of the residents said Israeli forces had prevented the activists from delivering the aid directly to them, and the supplies had to be left outside. The Israel Defense Forces (IDF) denied this.

Also on Friday, a number of settlers returned to set up a tent near the site - a day after an operation to disperse them from the area. It was later removed by Israeli forces.

The IDF said Qusra was a "closed military zone" and so Israeli civilians - who were among the activists - could not enter the area.

"But they weren't prevented from transferring aid to the Palestinian homes in Qusra."

It said in a further statement that Israeli civilians had erected a tent in the Qusra area earlier on Friday, "and IDF soldiers operated to remove it while protecting the local residents".

About a dozen Palestinian households were told to leave their properties during the operation to disperse settlers on Thursday, including members of the Abu Ridi and Hassan families living in two of their three besieged homes.

Qusra Mayor Abdul Azim Wadi told the BBC that Israeli forces were using some of the vacated Palestinian houses as barracks.

The Israeli military said the aim was "to protect the residents" and soldiers had been "instructed that the Qusra residents will remain in their homes".

A spokesperson had previously described the settlers' actions as "deplorable" and "unacceptable", adding that the government would investigate and arrest those responsible.

(中央社記者賴于榛台北14日電)立法院會今天三讀通過115年度總預算,行政院表示,三讀結果依然針對特定機關與項目,包含總統國務機要費遭刪凍無法動支、NCC基本行政工作維持費遭全刪、政策宣導經費也遭大砍等7大非理性決議,恐衝擊政府正常運作,期盼明年度總預算能依法正常審查。

立法院會今天三讀通過115年度總預算,根據三讀結果,歲入共計增列新台幣6019億9939萬元,總額暫改列為3兆4642億5258萬1000元,待審議通過後,再由行政院主計總處依照各款、項、目,分別調整計列;歲出部分,審議結果共計減列480億元,暫改列為2兆9869億7437萬1000元,待審議通過後再由行政院主計總處依照各款、項、目分別調整計列。

行政院發言人李慧芝晚間在媒體群組表示,今年度總預算雖然通案刪減金額降低,但仍出現針對特定機關、項目不合理大幅刪減凍結的情形,尤其有7大非理性決議,恐衝擊政府正常運作。

一,獨立機關預算遭刪減,恐使人事與機關運作持續陷入癱瘓。李慧芝說,政院已在7月24日將國家通訊傳播委員會委員提名名單送請立法院審議,但NCC 8月至12月「基本行政工作維持」經費5782萬餘元遭全數刪除,人事、預算若持續遭杯葛與刪減,NCC恐無法依法正常執行職務,也讓外界質疑立法院是否透過預算等手段實質癱瘓獨立機關。

二,政府政策宣導經費遭大砍,民眾獲取正確資訊的權益恐受影響。李慧芝表示,行政院及各部會原編列政策宣導費用共13.79億元,卻遭大幅刪減6.84億元、刪減幅度近5成,其中行政院1678萬元及文化部4738萬元政策宣導預算遭全數刪除。

李慧芝說,當政府正常的資訊傳播能力遭到大幅限縮,恐讓錯假訊息趁隙而入,民眾將更難在第一時間取得正確、完整的政府資訊,文化部的文化推廣工作也將受到直接衝擊。

三,刪除新聞傳播處業務費,基層約用人員薪資受波及。李慧芝表示,行政院新聞傳播處5254萬元業務費遭全數刪除,除影響政策資訊傳播,也衝擊基層約用人員的薪資支出,將直接影響下半年人力運作與工作權益,讓已經實際提供服務的人員面臨薪資與工作安排的不確定性。

四,總統國務機要費遭刪凍,年度僅剩不到1/3卻形同全數無法動支。李慧芝表示,一年即將進入最後1/3,總統國務機要費卻遭刪減1000萬元、凍結2000萬元,等同實質無法執行任何預算,形同讓總統公共聯繫、軍事訪視等相關國務運作失去必要的機動資源。

五,行政院下鄉勘災的基本資源遭全數刪除。李慧芝表示,行政院「施政推展聯繫費」重要用途之一,就是支應行政院長因應天災、前往各地災區勘災及災後復原工作的行政支出,今年卻遭刪減553萬餘元,等同行政院下半年面對突發災情時,少一項重要的行政支援資源。

六,人權與轉型正義不能被遺忘,卻遭大幅刪減。李慧芝表示,人權與轉型正義是憲政民主國家衡量民主深化與社會進步的重要指標,轉型正義仍有許多工作尚待完成,但行政院人權及轉型正義處預算遭全數刪除、黨產會業務費遭刪減5成,國外旅費、特別費及獎補助費也遭全數刪除,國家人權及轉型正義的進程勢必受到嚴重影響。

七,預算刪減非單一項目問題,而是政府能否正常運作。李慧芝表示,政府可以被監督、政策可以被檢驗、預算可以被審查,但不應透過大規模、不合理刪減必要行政資源,讓憲政機關無法運作、讓基層人員權益受損、讓災害應變失去資源,更不能讓民眾取得正確資訊的權利受到影響。

至於行政院長卓榮泰薪資被凍結,李慧芝說,卓榮泰已數次表態「個人事小,國家事大」。

立法院長韓國瑜在總預算三讀後曾請朝野各退一步,在野黨展現成熟監督的國會高度,行政院展現尊重法治的憲政風範。李慧芝則提到,行政院一向恪遵憲法精神,從未濫用憲法權限,每次覆議或不予副署,都是因立法院逾越憲政分際,而行政院必須守護憲政體制所採取的被動作為。

李慧芝也說,明年度中央政府總預算將在20日提報行政院會,期盼立法院能夠秉持專業理性,依法定期程正常審查,讓國家運作回復常軌,讓福國利民的政策能及時落實。(編輯:蘇龍麒)1150814

中新社報導,中國海警梅山艦編隊今天在釣魚列嶼「領海」內維權巡航。中國海警局通報稱,這是「依法開展的維權巡航活動」。

日本共同社報導,中國海警局4艘船隻是在14日下午4時前後起,相繼駛入釣魚台周邊的日本「領海」;之後從下午5時45分前後起駛出「領海」,進入外側的鄰接區。這是中國公務船今年第15天駛入釣魚台海域。

What we know about the alleged Iranian hacks on US water utilities

Since the end of last month, several water utilities in the United States have been hit by cyberattacks, causing alarm in the country.

For years, water utilities and other critical infrastructure facilities in the power sector, for example, have been targeted by hackers, whether government-backed or individuals. What makes these recent attacks — allegedly carried out by Iran — particularly concerning is how widespread they were, hitting targets in around a dozen states.

The U.S. has more than 150,000 water systems, some of them run by local companies. In theory, that should make it harder for hackers to target several facilities at the same time. But on the flip side, the companies running these systems may not have the resources or cybersecurity expertise needed to protect themselves.

Cybersecurity experts have long believed that Iranian hackers target low-hanging fruit in opportunistic isolated attacks, so this hacking campaign could be a significant escalation.

A lot has happened since news of the initial attacks broke two weeks ago. So we decided it was a good time to recap what we know so far, and what we don’t.

Where have there been attacks?

On July 28, Minnesota authorities announced that water treatment plants in more than 30 communities were hit by coordinated cyberattacks.

Two days later, the FBI said water and wastewater utility companies in “at least seven states” reported incidents, and in some cases the attacks “degraded water operations.” Since then, apart from Minnesota, there have been reported hacks against water facilities in Arkansas, Georgia, New Jersey, and Michigan.

Who is behind the attacks?

The short answer is: we don’t know yet, but the No. 1 suspect is the Iranian government.

As of today, officially, the U.S. government has yet to name the culprit behind the coordinated wave of hacks.

However, the first incidents in Minnesota came days after the U.S. Cybersecurity and Infrastructure Security Agency (CISA) warned that Iranian hackers were targeting internet-connected devices in water systems and the energy sector, without saying where those attacks were occurring. (CISA had originally published this warning in April, and updated it before the Minnesota attacks.)

After the initial wave was uncovered in Minnesota, President Donald Trump said he did not think “there was an Iranian cyberattack.” Instead, he blamed the state, perhaps because it is run by democratic governor Tim Walz, who was chosen as Kamala Harris’ vice president candidate in the 2024 elections.

Trump’s claim came a day after Wired reported that the Water Information Sharing and Analysis Center, or WaterISAC, a nonprofit group that distributes cybersecurity information among the water sector, told its members that the recent attacks “aligned” with the hacking campaign CISA warned of — effectively accusing the Iranian government.

Earlier this week, The Washington Post reported that U.S. intelligence agencies “are confident” that Iran, and in particular the Islamic Revolutionary Guard Corps (IRGC), is responsible. The attribution isn’t public yet, according to the paper’s sources, because the agencies are not sure which specific unit within the IRGC was responsible, and also because officials may be reluctant to contradict Trump’s claim.

Iranian government hackers have a history of targeting critical infrastructure in the U.S., and it’s possible that these attacks are part of its strategy to retaliate against the country because of the six-month war.

Until now, Iranian hackers had only limited success in their cyberattacks against U.S. targets. In March, a hacktivist group called Handala disrupted the operations of medical tech giant Stryker. The U.S. government later accused Handala of being operated by Iran’s Ministry of Intelligence and Security (MOIS). Then, the group claimed responsibility for hacking the personal Gmail account of FBI director Kash Patel.

What effects have the attacks had?

The reality is that some systems inside critical infrastructure facilities are exposed to the internet and relatively easy to find. Earlier this month, cybersecurity firm Forescout reported finding more than 2,800 controllers in U.S. water systems exposed online. If a system is exposed, it doesn’t automatically mean hackers can take over control and cause real-world effects. But that has happened in some isolated cases in recent attacks.

The FBI said some of the cyberattacks around the country caused loss of pressure, which “could potentially allow untreated groundwater to seep into pipes,” and flooding.

The town of Braham in Minnesota, one of the first to report an incident, had to take its water plant offline for a few hours, urging its around 1,700 residents to conserve water. The city of Maple Plain, also in Minnesota, briefly declared a state of emergency. In a county outside Atlanta, Georgia, local officials briefly told residents to boil water before using it as a precautionary measure.

The worst effect, however, may be psychological. These attacks have been widely covered in national and local press, causing people to worry about the safety of a fundamental and basic need like water. That may very well be part of the hackers’ goals: to spread panic and fear.

Read-it-later app Pocket shut down — here are the best alternatives

In May 2025, Mozilla announced that it was shutting down the popular read-it-later app Pocket, which it had acquired back in 2017 for an undisclosed amount. That led to a growing demand for alternative apps that could help people save online content, particularly longer articles, that they want to read later when they have more time.

While Mozilla exited the business, saying the way people are browsing the web is changing, the shutdown boosted adoption of a number of other apps, like Matter, Instapaper, and Raindrop.io, among others. It’s supporting the creation of new, indie alternatives, as well.

Many of the apps will support imports. However, Pocket users only had until October 8, 2025, to export their saved articles and other items, including lists, archives, favorites, notes, and highlights.

Below are the read-it-later alternatives that are picking up where Pocket left off.

Matter

Matter is a GV-backed company that makes an eponymous iOS app along with browser extensions for Chrome, Safari, and Firefox. The app lets you listen to articles and transcribes your favorite podcasts.

Though the app itself is free to use, you can pay $79.99 per year to unlock features like improved transcriptions for podcasts and YouTube videos, tools to adjust reading speed, and additional integrations with other apps like notes apps, Gmail, and Kindle.

In March 2025, the company also added an AI-powered co-reader to answer questions about different topics users might have while reading an article.

Instapaper

Instapaper, which was founded by developer Marco Arment in 2008, is one of the oldest read-it-later apps. It’s available on both iOS and Android, and lets you save unlimited articles and videos without paying any fees. It was acquired by Pinterest in 2016.

However, for $59.99 per year, you can add notes to saved articles, have a permanent archive of articles in your accounts, create a text-to-speech playlist to listen to stories, enable full text search for all saved items, and get the ability to send articles to your Kindle.

The company allowed Pocket users to import their account into Instapaper. Users who imported this way also received an email offering a three-month free trial to Instapaper Premium.

Raindrop.io

Raindrop works primarily as an alternative bookmark manager for web browsers. However, its accompanying mobile apps for iOS and Android allow you to read your saved articles and PDFs. The free version gives you unlimited bookmark saving along with integrations like Zapier and IFTTT.

If you decide to pay $33 per year, you’ll also get AI-powered suggestions for organizing your content better, full text search, reminders for your bookmarks, a duplicate and broken links finder, and a file upload limit of 10GB per month.

Plinky

Former Twitter engineer Joe Fabisevich created Plinky to allow users to save and categorize any kind of link, including articles, videos, recipes, and memes.

The app is available across all Apple platforms, along with browser extensions to save links. Once you’re signed up, Plinky lets you use folders and tags to categorize your links, and even set reminders to read them at a specific time.

You can save 50 links, create three folders, and use five tags with the free version. To remove these restrictions, you can pay $3.99 per month, $39.99 a year, or a one-time fee of $159.99. Pro users are able to save unlimited links, create an unlimited number of folders, use an unlimited number of tags, and set an unlimited number of reminders.

Paperspan

Paperspan is a very simple app that offers a reading list across devices, allows you to add notes, and has text-to-speech functionality.

The app is free, but it offers an $8.99 per month subscription to unlock advanced search, as well as the ability to create playlists, show reading stats, and send your articles to Kindle.

(Though the app works, PaperSpan hasn’t been updated for some time, which may not be a good signal about its long-term future. The app is available on both iOS and Android.)

Readwise Reader

Readwise, a tool to add notes and highlights to articles, launched its Reader app in 2021. The app allows you to import RSS feeds, YouTube videos, Twitter threads, and more to read at your convenience. Because of its integration with Readwise, the Reader app offers great annotation features. It also features offline text search and an AI assistant.

Plus, you can integrate Reader with knowledge management apps such as Obsidian, Notion, Roam Research, Evernote, and Logseq. The app is free to try for 30 days, and then you have to pay a $9.99 per month Readwise subscription to access it.

Readwise had allowed Pocket users to import their entire Pocket archive into Reader, adding that its app supports a number of features — like PDFs, ePubs, X posts, AI, and filtering — that Pocket never did.

DoubleMemory

DoubleMemory is a newer indie app focused on the Apple ecosystem, offering native apps for both Mac and iOS.

On Mac, you can easily save any link or content by pressing Cmd + C twice. The saved content will then appear in a Pinterest-style tile format.

The app also allows you to read offline and search through text, notes, and tags. You don’t need an account to start using DoubleMemory. And if you have multiple apps, it uses your iCloud account to sync content across them.

DoubleMemory is free with in-app purchases. It offers a $3.99 monthly subscription or an annual subscription of $17.99.

Recall

Recall works as a browser extension and offers a mobile app that allows users to save content from the web, including articles, PDFs, blog posts, podcasts, Wikipedia pages, YouTube videos, and recipes.

However, unlike traditional read-it-later apps, Recall uses AI to automatically summarize content, categorize it, and then resurface it when it’s related to something new you’re looking to learn about.

Designed to enhance your ability to remember information, you can review your summaries from your personal knowledge base on a saved spaced repetition schedule.

Recall is free to try with support for up to 10 free, AI-generated summaries. After that, you can continue to use Recall as a read-it-later tool, or you can upgrade to a $7 per month plan for unlimited AI summaries and other features.

Wallabag

Wallabag is an open source read-it-later app that is available on major platforms like iOS, Android, and the Web, with support for e-readers like Kindle and Kobo. The app lets you save articles for offline consumption and also export all of your data in PDF, ePUB, .mobi, JSON, CSV, TXT, or HTML formats.

The app has a simple interface and lets you highlight sections and add tags to articles. It also has a reader mode and supports importing data from other services like Pocket, Instapaper, and others.

The app is also available as an €11 per year hosted subscription, if you prefer. The company will use the money to fund its open source efforts.

Readeck

Open source web app Readeck is designed to help you organize any web content you want to revisit later, whether that’s articles, videos, photos, or anything else. You can also use the service to highlight text, export articles to e-book format, save video transcripts, and more.

Readeck works as a browser extension so you can save your bookmarks as you surf the web. Users can host Readeck themselves, but the company says it will offer a hosted version in 2025. It’s also developing a mobile app.

Obsidian Web Clipper

Obsidian‘s web clipping service lets you highlight and capture web pages you want to save with just a click on its browser extension. You can also use templates that customize how certain types of web pages are saved.

For instance, articles are saved with their citations and footnotes, while recipes will include ingredients, steps, and nutrition. You can even set up custom templates to save from your favorite websites.

As an open source app, Web Clipper is free to use, allowing you to highlight text, images, and blocks of content for saving into the Obsidian note-taking app.

Karakeep

Karakeep‘s bookmarking app lets you save links, notes, and images, and then uses AI to automatically tag items and make retrieving them faster. The app includes other features like support for lists, bulk actions, dark mode, full-text search, and more.

Dewey

Dewey is another “save everything”-style app that lets you save and organize web links, videos, and images, including posts from social media sites like X, TikTok, Bluesky, Threads, Reddit, Instagram, LinkedIn, and others.

The service offers built-in organizational tools like folders and tags, AI bulk tagging, keyboard shortcuts, automatic syncing to Notion, export, a personalized RSS feed, and more. Dewey offers multiple plans, starting at $7.50 per month, which you can choose to pay annually for $30 off.

Folio

Cross-platform app Folio’s design might remind you of Pocket, in part. That may not be an accident, either, as the app’s creator, Nick Chapman, worked at Pocket as head of product.

Folio’s interface is simple and lets you filter articles using the tagged, favorites, short reads, and long reads tabs. You can easily add articles through the Chrome extension, the share sheet, or by manually adding URLs. Plus, it’s easy to import data from other apps like Instapaper.

Currently, the app offers premium features like text-to-speech, highlights, custom fonts, and full-text search for free. It also has a discovery section where you can explore articles to read.

Folio is currently on the web, iOS, and Android.

Burn 451

While a lot of apps allow you to save articles, we all know it is easy to hoard articles and not read them. Burn 451 is trying to change that habit. It will let you save an article, but you have to read or tag it. If you don’t do that within 24 hours of saving the article, it gets deleted.

The app is currently available on the web and iOS. If you use AI tools, the app also offers a model context protocol (MCP) server to reason over reading habits.

Omphalis

Omphalis is an AI-powered consume-it-later app, as you can save articles, documents, podcasts, and videos. The app turns these media into a more comprehensible version by adding a summary, top points, and a chapter-like structure.

The free version gives you limited AI-powered comprehensions, subscribed sources, and transcription minutes. Pro plans starting from $9 per month will get users higher limits and features like key moments recaps and read-alongs.

This is not an exhaustive list, and we will keep adding more tools as we discover them.

Unforgetful is a new reminders app for people who can’t stop hitting snooze

Marco Arment, the indie developer who created popular apps like Overcast and Instapaper, and who previously served as Tumblr’s chief technology officer, is out today with his latest creation — an alternative to Apple’s Reminders designed for procrastinators, called Unforgetful.

The new iOS and Mac app works with your current Reminders database, but it’s designed for people who find Apple’s system doesn’t work for them.

As Arment explains in his announcement on Friday, “Siri, for all of its faults, has always been very good at creating tasks in Apple’s Reminders app… The Reminders app, though, doesn’t fit me at all. I don’t like how it looks, how it works, or how it’s organized. Hell, I don’t even like its icon. There’s nothing about it I like. So I never open it.”

The developer pointed to specific issues where he felt Reminders fell short, like how its snooze feature worked, or those times when he accidentally dismissed a reminder instead of snoozing it, losing the reminder altogether. Arment also noted that if he forgot to include a time when setting a reminder, he’d miss getting a notification, so the task never got done.

Unforgetful is meant to address these issues and make it impossible to lose your tasks. For some, the solution could be overkill, but for those who are addicted to snoozing reminders or need more regular nudges, it could help keep them on track.

For starters, notifications will always repeat — even if you miss them or dismiss them — until the task is actually done and deleted. This makes it harder to lose reminders, especially if you’re guilty of dismissing them before completing the task.

Snoozing has also been revamped so that the intervals scale as you continue to snooze your tasks. However, it won’t overwhelm you with multiple tasks at the same time, which could lead you to freeze and do nothing at all.

The app keeps things fairly simple, too, as there are no tags, different views or modes, or other organization tools to learn. (For more advanced features like this, Apple’s Reminders app would still be a better choice.)

In short, Unforgetful becomes the tool that makes sure you stay on top of your reminders, no matter whether you prefer to enter them by hand or tell Siri, and no matter whether they have a deadline or not. Because the app works with your existing Apple Reminders, you can continue using reminders as you always have — you just turn off the Apple Reminders notifications and replace them with Unforgetful notifications instead.

While there are other well-designed, third-party reminders apps on the market, the best thing about Unforgetful’s setup is this Reminders integration. This means you don’t have to explicitly tell Siri to use Unforgetful when you’re adding reminders. And if you find you don’t like the app, you won’t need to export your reminders back to Apple’s database. (Because they’re already there!)

Unforgetful also ships with its own in-app microphone for voice reminders and a full suite of widgets for the Lock Screen and Control Center.

The app is $19.99 per year and works across both Mac and iOS.

Talks to sell PayPal to Stripe and Advent are heating up

PayPal CEO Enrique Lores’ turnaround plan for the fintech company could include a sale — of itself.

The prospect first popped in July when Stripe and private equity giant Advent offered to buy PayPal for $60.50 a share in a deal that would have valued it at $53 billion, the Wall Street Journal reported at the time.

PayPal balked. But apparently, negotiations never stopped and a deal could come together in the coming weeks, according to new reporting by the WSJ, which cited unnamed sources.

PayPal declined to comment on the report. A Stripe spokesperson said the company doesn’t “comment on rumors or speculation.”

The negotiations are taking place as Lores attempts to save the company from its lagging trajectory.

Lores joined PayPal in March, after spending years at HP. In April, Lores made the first moves in his turnaround plan, including an executive shuffle and splitting the business into three operating models: checkout solutions and PayPal, consumer financial services (and Venmo), and payment services and crypto. A month later, Lores told investors that PayPal would recommit to the fundamentals,” which included “becoming a technology company again.”

PayPal’s turnaround will also include a cost-saving plans, which is expected to reduce its workforce by 20% over the next two to three years.

PayPal was founded in 1998 by a number of men who went on to be Silicon Valley luminaries, including Peter Thiel, Elon Musk, Max Levchin, Luke Nosek, and others. The company has struggled in recent years, after ballooning during the pandemic due to an e-commerce boom.

Self-driving trucks are officially testing on California highways

Aurora Innovation and Kodiak AI, two companies developing self-driving trucks, have received permits from the California Department of Motor Vehicles to test their autonomous vehicle technology on public roads. And Kodiak has already started.

Kodiak said it is starting with a handful of test trucks in California, primarily around its Mountain View office.

Both companies applied for testing permits this spring under updated rules approved by the California DMV, the agency that regulates autonomous vehicles in the state. Those rules, approved April 28, lifted a ban on driverless vehicles weighing over 10,000 pounds from testing on public roads and provided a regulatory path for companies to test, and eventually deploy, autonomous heavy-duty vehicles.

Kodiak and Aurora met the DMV’s permitting criteria, including safety, insurance, vehicle registration, safety driver qualification, and other requirements, according to the agency. The testing permits require a human safety operator to be behind the wheel and prohibit companies from operating on roads where the posted speed limit is 25 miles per hour or less, unless they are on a “direct route” between destinations.

Despite those restrictions, the prospect of self-driving trucks on California’s highways continues to fuel opposition.

Last week, Teamsters California sued the state’s DMV, alleging that the agency circumvented laws requiring it to study and publicly disclose the possible economic impacts of allowing self-driving trucks on public roads. The lawsuit, filed in the state’s Superior Court in Alameda County, also accused the DMV of failing to consider the safety risks to motorists.

For autonomous vehicle developers, the new rules allow them to test and eventually deploy in their home territories.

Aurora and Kodiak are both based in California, but until recently focused their testing and deployment activities in Texas because of their home-state’s ban on autonomous heavy-duty trucks. Aurora launched a self-driving truck service in Texas in May 2025, starting with a Dallas-to-Houston route. The company has added more routes since, including between Fort Worth and El Paso, El Paso and Phoenix, Fort Worth and Phoenix, and Laredo and Dallas.

Kodiak began commercial driverless truck operations in January 2025 in an off-road environment in West Texas’ remote Permian Basin. Kodiak has since expanded to on-highway operations, including a route between Dallas and Houston.

Thrive’s Joshua Kushner chides Silicon Valley VCs over AI euphoria

In Thrive Capital’s first-ever investor letter, founder Joshua Kushner has some unexpected things to say about his venture capital rivals on the West Coast.

“It is difficult to overstate the magnitude of the opportunity,” Kushner wrote about AI in the letter, leaked to Bloomberg. “It would also be a grave error in our minds to let excitement weaken our investment discipline. … Within Silicon Valley in particular, the industry can become fixated on hyperincremental technological turns rather than where the technology ultimately leads.”

While his secretive New York-based firm, just like those in Silicon Valley, is betting heavily on AI, Thrive is doing so differently, he argues. There’s no so-called spray-and-pray investing. Thrive tends to go big on the companies it backs. Bloomberg estimates about 90% of its capital is poured into the top 15 investments in each fund.

That makes Thrive, he contends, a company of independent thinkers. “We are independent because markets move between fear and enthusiasm, and neither is a substitute for judgment.”

His comments are in direct contrast to one of the basic premises of Silicon Valley venture capital: that it is a business of “outliers” as espoused by Marc Andreessen.

In the “outlier” view, a VC firm makes a lot of bets, prepared to lose money on many — even most — of them. The few big hits will be so lucrative that they will cover the losers and much, much more. That philosophy leaves VCs forever looking for the next OpenAI or another mega hit. It can also lead to, as we saw during the post-pandemic lean years, cutting ongoing support for startups not deemed to be on track to be the biggest winners.

In contrast, Kushner writes, “We believed an investment firm could be opportunistic across stage, sector, and geography, while remaining deeply concentrated in a small number of people and ideas.” The idea is to “build Thrive to concentrate our time, capital, and energy on the people and ideas we believe in most.”

He also dismisses Silicon Valley’s idea that VCs are in the business of disrupting incumbents.

“Unlike many of our peers, our conviction was not only that these industries would be disrupted from the outside in but also that many would be transformed from the inside out,” he wrote about AI’s impact.

Thrive has largely stuck to this thesis. Its deepening relationship with OpenAI is its biggest example. The VC firm is a major investor in the AI lab. But in December 2025, the roles switched when OpenAI took an ownership stake in Thrive Holdings, the VC firm’s spinout. Thrive Holdings buys companies and then works with OpenAI to give them an AI makeover. Part of the deal involved OpenAI dedicating employees to work with Thrive’s companies.

Thrive Holdings has bought more than 70 businesses and has a team of 35 engineers. Kushner says its accounting platform uses agents to produce tax returns 30% faster with 98% accuracy, and its IT services firm has agents independently solving half of its help desk tickets.

Still, Thrive’s strategy is working in part because it nabbed stakes in some of the industry’s best-performing startups ever. Its $516 million 2022 early-stage fund, for instance, made early bets on OpenAI, Anduril, and SpaceX, and is now worth more than $3.7 billion as of the end of June, Bloomberg reports. Thrive has, over its 15 years, increased its stakes in all of them (and also had a sizeable stake in Cursor, which just closed its sale to SpaceX).

It has also backed Wiz, Ramp, and Stripe, to name a few other big names. Plus, it has led seed investments in new labs like Essential AI, founded by former Google Brain researcher Ashish Vaswani, the lead writer of the famed “Transformers” paper that spawned today’s AI industry.

All told, Thrive has $60 billion of assets under management, Kushner revealed in the letter. He reports impressive profits: a gross internal rate of return (IRR) across all funds of 41% and a net IRR of 33%. Thrive has returned more than $1 billion of liquidity to its investors in the last 12 months alone, he said.

“There may be an opportunity for billions of dollars in additional liquidity in the coming quarters,” he promises.

He doesn’t specify which companies are headed for their exits, but obviously the SpaceX IPO was a start, and OpenAI is working toward its own public debut.

It should be pointed out that both Kushner’s and Andreessen’s approaches obviously work in terms of making money. Andreessen Horowitz returned $25 billion to its investors between 2009 and 2025, according to the last leaked returns, reported by Eric Newcomer.

Thrive’s philosophy of concentrating capital may not even be possible for most smaller, scrappy emerging seed funds, whose founders weren’t born into the kind of access that the son of a billionaire New York real-estate family has.

That said, Kushner’s general premise of how overheated Silicon Valley’s AI investing has become isn’t wrong either. As he puts it: “Not every fast-growing business is exceptional. And not every exceptional company is a great investment at every price. Our responsibility is to maintain those distinctions.”

Josh Woodward, the company’s VP for Gemini, said in a post on X that this toggle will be available for Nano Banana, Omni, and Lyria models. He specified that the setting to turn the visible watermark off will be available in Gemini and Google’s video editor, Flow, with support for Search coming soon.

The change reflects an evolving approach to labeling AI-generated media, as visible watermarks can often make content less useful for professional and creative work, but the need to identify AI-generated content remains.

“We’re striking a balance here between creative control and safety: while the visible watermarks are now optional, invisible SynthID watermarks and C2PA metadata are still being used for transparency. So you can still use Gemini or Search to see if an image was AI-generated,” he wrote.

The feature is rolling out in the coming days, and once available, users will be able to go to Settings > Media Watermark to turn the visible mark on or off.

Google is also open sourcing a new library called Credentio to let developers embed a local validation mechanism in their apps.

This comes after Anthropic’s hotly debated move to include a watermark in text and files generated by Claude to comply with EU regulations.

Apple proposes to take a 15% cut of purchases made outside the App Store

After trying and failing to delay the matter, Apple on Thursday submitted its proposal for the commissions it wants to charge on purchases made using external links inside apps on its iOS devices.

In a new filing in the U.S. District Court of Northern California, Apple proposed new commissions of 15% for standard apps, with further discounts for developers who are enrolled in special Apple programs.

Under the proposed structure, small business developers would pay a 5% commission on payments, while those in the Video Partner Program, News Partner Program, and Mini Apps Partner Program would pay 10%. Subscription renewals would also be reduced to 10%, the filing states.

The iPhone maker has been engaged in a years-long legal battle with Epic Games over its alleged anti-competitive policies regarding App Store commissions, and had been attempting to stall its answer to the court’s request for this part of its commission structure.

Apple tried to argue that these lower court proceedings should wait until the Supreme Court ruled on another matter related to the case: whether or not Apple was in contempt of a court order when it imposed a new 27% commission on purchases made through external links, and imposed rules that restricted how developers could present those links to customers.

The Supreme Court on Thursday rejected Apple’s bid to pause further action in the lower court’s case, forcing the company to reveal its planned commission structure.

Apple’s position is that it should be permitted to charge fees on in-app purchases made by users of its devices as a means to recoup its investments in the tools, technology, and services that allow it to maintain its App Store and software.

The company also compared its link-out fees to those on Google Play, which charges 20% link-out rates for standard apps, 15% for apps in special programs, and 10% for subscription renewals, noting that Epic Games had agreed to these rates.

Kog is going deeper to squeeze more inference out of GPUs

The race for faster AI inference is on, and markets gave Cerebras and its purpose-built chips a warm welcome in its IPO debut in May. But French startup Kog is betting that there’s a lot more power to be squeezed out of conventional GPUs.

The startup hit the front page of Hacker News in May with a tech preview aimed at proving that “extremely fast single-request decoding is possible on the standard datacenter GPUs enterprises already own” — such as the AMD MI300X and Nvidia H200 GPUs it used for its demo.

Some were disappointed to hear this didn’t extend to GPUs in our laptops, but others saw the potential. With inference speed and costs now being a critical bottleneck, Kog’s promise to unlock new capabilities on existing hardware with software optimization attracted more than onlookers. “We had 200 tangible business leads,” CEO Gaël Delalleau told TechCrunch.

Based on early feedback, the solo founder expects software engineering to be the first use case. Veteran Claude Code users are well aware that they sometimes have to wait hours to get results. Anthropic itself understands that speed is worth money, and charges a price multiple for Claude’s Fast Mode.

Kog is hoping to target customers put off by those delays, usually because they rely on AI workflows for professional tasks. But the startup also has design partners that let users generate games and apps with a prompt, and for whom a faster outcome thanks to the Kog Inference Engine (KIE) would mean more revenue, Delalleau said.

The company realizes this market is not quite mature yet. While observing demand, Kog learned that its prospective customers aren’t prepared to fine-tune small models. “And that’s why since the launch, we’ve been fully focused on accelerating the development of larger models to meet the demand we’ve seen.”

This leaves Kog with a huge leap to make to deliver on its promise of “30x faster LLM inference.” Its demo showed an impressive 3,000 per-request tokens per second (TPS) — but with a purpose-built small model with only some 2 billion parameters, the now open sourced Laneformer 2B.

Contradicting skeptics, Delalleau is confident the same approach can work just as well with LLMs, whose size can be a challenge for inference chips. “GPUs have a bright future,” he said. For Kog’s CEO, the idea that they aren’t well suited for decoding has become a misconception; newer GPUs have more and more memory bandwidth that only begs to be unlocked.

Kog isn’t alone in thinking that software optimization can help GPUs do more than it says on the box. ZML, also from France, released hardware-agnostic software that bypasses Nvidia’s CUDA to support fast inference across competing chips. But Delalleau said Kog is more akin to Stanford University lab Hazy Research, with an even deeper-level focus on GPU acceleration.

Delalleau himself is not a researcher, and his first startup, TechCrunch50 2009 alum Stribe, has nothing to do with his new one — other than his former co-founder turned VC Kamel Zeroual, whose firm Varsity VC co-led Kog’s seed round. But the startup’s deep-level focus stems from his unique background.

Having studied solid-state physics at France’s École Polytechnique, he went on to work in offensive cybersecurity — also known as white hat hacking. According to Delalleau, this shaped the mindset he is now encouraging his team to adopt. On the science side, “there’s this mindset of understanding the laws of physics, and the laws of the GPU in order to make the most of them.”

As for hacking, the four-time finalist at DEFCON’s CTF tournament said it taught him “to reverse-engineer things at a very low level — down to assembly language and binary code — to understand how it works, and to try to use it to achieve a goal for which it wasn’t necessarily designed.”

The downside of this approach is that it is very hands-on and time-consuming. “For every new GPU, we’ll dedicate several weeks or even months, to really dig into the details and conduct GPU engineering research on that hardware.” With a team of 11 people, this puts a limit to the number of chips that Kog can work with, at least for the foreseeable future.

In the longer run, Kog hopes to feed its methodology into agent-based pipelines that will let it support more chips and models. As Europe seeks to build its own capability on those two fronts, this could add sovereignty tailwinds for the startup, which is already supported by Scaleway and backed by France’s Bpifrance and French Tech 2030’s program.

For now, though, Kog needs to prove to the world that its approach works on LLMs. This will also be key to securing more funding. “Once we’ve implemented our first major model at 10x speed, which I think will be in September, we’ll be able to start demonstrating customer traction and from there, raise our Series A,” Delalleau said.

咖啡本身對腸道不一定有害

張馨方於臉書粉專發文表示,2024年大型1項研究發現,適量飲用咖啡,也就是每天少於4杯,與腸道菌多樣性增加有關,可使有益菌增加、有害菌減少。咖啡中的多酚與天然纖維,也能成為腸道好菌的養分。因此,問題並非出在咖啡本身,而是「只喝咖啡、不吃早餐」這個習慣。

張馨方進一步說明,咖啡因會刺激胃酸分泌,也會促進腸道蠕動,因此不少人喝完咖啡後便想上廁所。不過,這並非咖啡具有「清宿便」效果,而是腸道收縮反射變得更加明顯。健康者偶爾空腹喝咖啡,不一定會出現問題,但若長期以咖啡取代早餐,影響的可能不僅是腸胃不適。

早餐只喝咖啡3大影響

張馨方指出,早餐長期只喝咖啡,可能帶來以下3大影響:

●腸道菌相下降:腸道好菌少了膳食纖維與蛋白質等「食物」,菌相多樣性可能下降。

●短鏈脂肪酸漸少:維持腸道屏障及免疫的重要物質,生成可能減少。

●血糖波動:血糖波動可能變大,到了下午更容易感到疲勞及想吃甜食。

此外,張馨方提醒,本身有胃炎、胃潰瘍、胃食道逆流或腸躁症的人,空腹咖啡更容易引起胃不舒服、心悸或手抖,需特別注意。

至於想喝咖啡又兼顧腸胃,張馨方表示,不必完全戒掉咖啡,可搭配水煮蛋、全麥吐司及生菜沙拉,或選擇無糖優格、燕麥與水果。這些組合能同時補充蛋白質及膳食纖維,提供腸道好菌所需食物,有助穩定血糖,也能讓咖啡的好處更完整發揮。

張馨方強調,真正需要注意的並非那杯咖啡,而是每天忽略早餐的營養品質;因為咖啡雖能提神,卻無法取代均衡飲食。

台灣養鹿發源地搶救大作戰 國姓百年「林屋伙房」啟動修復

被譽為南投縣保存最完整的客家伙房、也是台灣養鹿產業發源地的歷史建築國姓鄉南港村「林屋伙房」,近日啟動修繕與防災建置工程。這座具有百年歷史的建物,未來修復後不僅將延續文化資產生命,更期望轉型為兼具文化、產業與教育功能的多功能社區據點。

南投縣政府文化局指出,國姓鄉南港村「林屋伙房」係由林鼎華與林劉番婆妹伉儷於日據明治44年(1911年)自新竹北埔遷至現地所建,展現極具特色的客家傳統瓦房格局。因其見證了南投客家移民史與養鹿產業發展,具備「產業與文化」雙重重要價值,南投縣政府於2009年正式登錄為歷史建築。

惟「林屋伙房」面臨木結構遭白蟻蛀蝕、電線管路老舊及屋頂漏水等問題,加上該址距離轄區國姓消防分隊長達13公里,若發生火災恐因救災車程過長而擴大損害。因此,這次工程將優先強化「防災建置」與「緊急修繕」,重點包含建構消防偵知系統與初期自主搶救設備,以降低安全風險。

文化局表示,這次工程計畫總經費約814萬元,涵蓋調查研究、規劃設計與修繕施工,由郭俊沛建築師事務所設計監造、棟泰營造有限公司負責施工。文化局強調,第一期修繕完成後,將持續協助所有權人爭取第二期工程經費,盼能全面重現百年伙房風華,活化在地客家文化。

台中市長盧秀燕任期剩4個多月,台中捷運藍線日前終於舉辦高架段BC11標動工祈福典禮,台中市捷工局宣布,「台中捷運藍線建設計畫BT11標軌道統包工程」正式上網公告招標,招標期間為即日起至9月14日,招標範圍涵蓋藍線全線約24.78公里及龍井機廠軌道工程,預算38億餘元,將進一步銜接土建、軌道及機電等工程推動進程。

台中捷運藍線在盧秀燕任內近8年來一波三折,機電系統及龍井機廠工程去年6月26日開工,但全線土建標遲未實質動工,高架段BC11標終於在8月12日舉辦動工祈福典禮,BC12標則於8月10日完成決標,預計於年底前動工。

不過,扣除相關預算及土地費用後,藍線核定預算1615億已所剩無幾,捷工局預估恐還需1千億到1300億才可能全線完工,引起各界嘩然。

為積極推動後續進程,「台中捷運藍線建設計畫BT11標軌道統包工程」正式上網公告招標,捷工局指出,BT11標涵蓋高架段約10.32公里、地下段約14.46公里及龍井機廠;藍線共設8座高架車站及12座地下車站,全線軌道工程將導入耐磨鋼軌,延長使用壽命並降低維護需求。

此外,道岔系統採可動式岔心設計,有助於降低列車通過時的衝擊、噪音及振動,提升行車平穩度;另將依沿線環境及減振需求,配置適當的減振抑噪軌道型式,降低未來營運對周邊環境的影響。

捷工局長蘇瑞文指出,軌道工程是銜接土建、橋梁、隧道及機電系統的重要介面,也是後續電聯車測試及未來營運的關鍵基礎。BT11標採統包方式辦理,透過設計與施工的整體規劃,降低跨標介面風險,並採設計與施工分階段同步推進的方式,提升整體工程效率。

美控中「轉運大騙局」害年損8000億稅收 台日韓是重要推手

〔編譯魏國金/台北報導〕白宮13日公布「轉運大騙局」(The Great Transshipment Scam)報告,指控中國經營一個涉及40個國家的「影子轉運網絡」,「依中心情境估算」,美國每年因此流失190億美元至260億美元(6074億至8311億台幣)關稅收入,以及45萬份工作機會。

這份由白宮貿易與製造顧問納瓦羅(Peter Navarro)領導撰寫的報告指出,透過改標籤、最小程度加工與重新包裝,每年非法轉運的中國產品價值高達750億美元(2.4兆台幣)。

報告說,中國經營的「影子轉運網絡」涉及一些美國最大貿易夥伴,「中國最大縱容者(enabler)從與美國接壤的墨西哥、加拿大,到歐盟、印度、日本與南韓皆是」。

該報告補充,「由於鄰近中國,許多東南亞國家在此網絡中扮演要角,並不足為奇,從柬埔寨、印尼與馬來西亞,到泰國與越南莫不如此」。

報告也說,全球各小國,從中亞到中東與拉丁美洲,都捲入該轉運。基於廉價的勞工、監管寬鬆、海關執法不力以及相對中國,享有較優惠的美國准入待遇,中國出口商傾向利用這些國家從事非法轉運。

根據物流公司DHL數據,近幾年,中國佔美國進口比例持續下降,去年僅佔9%,相較之下,2017年為22%,為最高點。然而,今年上半年,美國與亞洲12國的貿易逆差達4170億美元,較去年同期成長6%。

該報告將涉及中國「影子轉運網絡」的40個國家分3級。

第1級為多元化大型經濟體(Diversified Scale Leaders):這些國家與貿易區擁有中國相關產品的絕對數量,同時維持多元化產業基礎,是主要的對美出口平台,在這些國家中,非法轉運嵌入龐大的合法貿易流之中。這些國家包括加拿大、歐盟、印度、以色列、日本、墨西哥、南韓與台灣。

第2級是經濟與中國高度整合的大型經濟體(Scale Leaders)。由於深度整合入中國有關的供應鏈、原料採購、製造平台、物流系統或區域轉運管道,這些國家的非法轉運數量龐大。相關國家包括巴西、印尼、馬來西亞、泰國、土耳其與越南。

第3級是小型、機會型的中國目標(Small, Opportunistic Chinese Targets)。這些國家非法轉運的絕對數量較低,但擁有特定優勢,包括勞動成本低廉、自由區或港口、有限的海關執法能力等,這些國家最多,包括柬埔寨、寮國、緬甸、巴拿馬、哥斯大黎加等。

〔財經頻道/綜合報導〕一名東京媽媽把育嬰留停變成投資生涯轉捩點。她從父親給的240萬日圓(約台幣48萬)起步,育嬰留停期間,開始投入當沖,一邊照顧孩子,一邊拿手機盯盤,短短6個月,資產就衝到5000萬日圓(約台幣1000萬)。但暴賺也讓她過度自信,曾因重押科技股一天慘賠2400萬日圓(約台幣480萬)。歷經大起大落後,她如今累積資產已超過5億日圓(約台幣1億)。

日媒報導,2011年,Choruko 還在上大學時就拿父親給的240萬日圓投入股票。不過接下來7年,她幾乎沒有特別管理這筆投資。真正改變她投資人生的,是2018年丈夫因工作壓力離職。夫妻重新檢視家庭財務時,她才發現,當年投入的股票竟然已經增值到接近1600萬日圓(約台幣320萬)。

這次意外的「帳戶驚喜」,讓她第一次真正感受到股市的威力。2019年育嬰留停後,她開始認真研究K線及交易策略。當時美中貿易摩擦衝擊半導體產業,她押注東京威力科創等個股,並使用信用交易。一邊照顧孩子,一邊拿手機盯盤,每月交易超過1000次,短短6個月,資產就衝到5000萬日圓(約台幣1000萬)。

到了2021年1月,她靠當沖一天可賺約50萬日圓,總資產正式突破1億日圓。不過,快速成功也讓她陷入過度自信。

她之後重押科技股AI inside,認為亮眼財報公布後股價會大漲,沒想到利多早已反映在價格中,財報出爐後股價反而重挫,她一天就慘賠2400萬日圓(約台幣480萬),同年7月資產一度縮水至6800萬日圓(約台幣1360萬),讓她暫停交易。

這次慘敗也成為她投資生涯的重要轉折。她後來坦言,當時只想著獲利,卻沒有足夠的邏輯支撐交易,心態已經近似賭徒。她重新檢討方法,不再單憑感覺下注,而是要求自己能清楚說明「為何買、何時買、何時賣」,建立可以反覆執行的交易規則。

育嬰留停結束、重返職場後,她也沒有時間繼續密集當沖,因此轉向波段操作,鎖定大型、產業領導企業,在市場恐慌重挫時逆勢買進,再持有數天至數周。

2026年市場劇烈震盪,她沒有退場,專挑市場恐慌暴跌時抄底龍頭股,隨後搭上市場反彈,總資產突破5億日圓。如今,Choruko已離開原本工作,投入公關、房地產等事業,並把部分工作及家務外包,騰出更多時間研究投資。

Choruko將自己的投資經驗寫成書,2026年5月由日本鑽石社出版。從240萬日圓到5億日圓,她並非一路押對行情,她在書中強調的核心,也不是靠運氣「押中飆股」,而是把失敗轉化成交易規則,建立一套自己能長期執行的投資方法。

舊法性侵追訴權時效違憲 11受害人可重審 伸張司法正義

憲法法庭昨天作成115年憲判字第6號判決,認定舊法性侵追訴權時效違憲,裁定將11名聲請釋憲被害人的13件終局案件全數廢棄,發回重審。(記者楊心慧攝)

針對兒少時期遭性侵、提告時卻逾舊刑法廿年追訴期而無法追訴的終結案件,憲法法庭昨天作成一一五年憲判字第六號判決,認定舊刑法第八十條追訴權時效規定違憲,裁定將十一名聲請釋憲被害人的十三件終局案件全數廢棄,發回法院重新審理,也就是本案十一名聲請人的個案可獲得司法救濟;本次判決不溯及其他案件。

新法追訴時效 被害人20歲起算

立法院今年七月七日三讀通過刑法修正案,對未成年人遭受性侵害案件,追訴權時效改自被害人年滿廿歲起算;新法施行前,追訴權時效已開始進行、但尚未完成的案件也適用修正後規定。但新法不適用修法前已逾時效的受害者,這些受害人只能透過釋憲,為自己爭取法律正義。

憲法法庭認定,舊刑法第八十條第一項第一、二款及第二項追訴權時效規定,對於兒童、少年遭受強制性交、強制猥褻等性犯罪案件,一律從犯罪成立或行為終了時起算追訴期,對兒少被害人的訴訟權造成過度限制,違反憲法訴訟權保障及比例原則,不符憲法保障兒少身心健康及人格健全成長的意旨。

憲法法庭:判決不溯及其他案件

不過對其他已進入司法程序的案件,憲法法庭也劃下界線,表示判決前已繫屬檢察機關或法院的未終結案件,但依舊法計算追訴權時效已經完成者,考量法律變更原則上不得溯及既往,避免事後惡化行為人的法律地位,國家對於已經「終局不得追訴」的狀態,原則上不應再予動搖。

立法院昨表決公投案,國民黨所提「廢除非核家園」、「鞭刑」公投,及民眾黨提出的「交通罰鍰專用」等三項公投成案。中選會主委游盈隆表示,國會通過三項公投案,而非原本的六案,值得肯定,中選會會在最短時間內審議,儘速對三案做出決議。

針對三項公投案預計增加多少經費?游盈隆說,公投一案約需十一億元,兩項將近十二、十三億,三項約為十四億元。

年底九合一選舉,藍白原本準備提出六項公投案綁大選,游盈隆曾憂心說,公投案「一個恰恰好、兩個有點多、三個受不了」。立法院昨確定討論事項議程,國民黨「反廢死」、民眾黨「移轉投票」公投皆被排除,僅處理四案。其中「廢除非核家園」及「交通罰鍰專用」獲藍白聯手通過,「鞭刑入法」在白委棄權下也通過,而民眾黨提出的「安樂死」公投,則因國民黨棄權未通過。

游盈隆表示,相信台灣三十多萬名選務工作人員,聽到國會通過三個公投案,而不是原來的六個,心頭都鬆了一口氣,感到很高興,顯示國會表達出具體的善意。

游指出,三項公投案送出立法院後,中選會將在最短時間內加以審議,最終結果仍存在高度不確定性,中選會是合議制,他們會盡快對三案做出決議。

至於藍白擬修公投法,將多項公投案印於同張選票。游重申,一票多案需要配套措施,並不能變成萬靈丹,解決選票過長的問題,這樣的想法是一廂情願。

美烏支持日本 中俄聯手對日施壓

俄羅斯總統普廷首度登上日本主張的北方領土擇捉島,引發日俄外交衝突升高。日本外相茂木敏充十三日晚間召見俄國駐日大使強烈抗議,俄方則反駁日方主張「毫無根據」。日本政府已著手研議反制,包括強化對俄經濟制裁。美國與烏克蘭相繼表態支持日本,中俄駐日大使則聯手發表聲明對日施壓,北方領土爭議正牽動西方陣營與中俄對立。

日政府研議反制 擴大經濟制裁

普廷登島後,日本首相高市早苗立即強烈抗議,強調此舉對日俄關係造成「極為負面影響」,也傷害日本國民感情,「斷然無法容許」。茂木十三日晚間召見俄羅斯駐日大使諾茲德列夫,要求將抗議傳達莫斯科,重申北方四島是「日本固有領土」。俄方毫不退讓,大使館表示諾茲德列夫反駁日方「毫無根據」,宣稱南千島群島是俄「不可分割的一部分」,普廷訪問本國領土屬主權決定,無協商餘地。前總統梅德維傑夫更嗆聲,不論高市如何主張主權,「事實都不會改變」,甚至警告無法理解者將面臨「可怕後果」。

面對俄方強硬態度,日本政府研議反制,外務省官員暗示將與七大工業國(G7)協調,進一步強化因烏俄戰爭已實施的經濟制裁。二〇一〇年時任俄總統梅德維傑夫訪國後島時,日本民主黨政府曾召回駐俄大使,此次是否採取類似措施也受關注。

西方陣營力挺日本。美國國務院十三日聲明,長期承認日本對北方領土主權,反對破壞印太和平穩定;駐日大使葛拉斯表示美方支持「堅定不移」。烏克蘭外長西比哈批評普廷登島是「對日本的完全侮辱」,意圖使非法占領常態化,籲國際加強制裁。中俄則聯手對日施壓,中國駐日大使吳江浩與諾茲德列夫十三日發表聯合聲明,強調中俄有必要「守住第二次世界大戰勝利成果」,並批評部分國家推動擴軍及軍事政治同盟破壞亞太穩定。

普廷大選前登島 動機疑來自內政

日本經濟新聞分析指出,普廷此次登島的最大動機可能來自內政。俄羅斯九月將舉行二〇二二年侵烏後首次國會下院選舉,但普廷施政支持率和執政黨「統一俄羅斯」支持率近期雙雙下滑。烏克蘭長程無人機及飛彈攻擊深入俄境,加上汽油短缺、俄軍戰場推進緩慢,均加深民眾不滿及厭戰情緒。

在此情況下,普廷選在大選前親赴擇捉島,藉宣示「二戰成果」與領土不退讓,凝聚保守派及愛國選民。從俄軍演習、普廷登島,到中俄強調「二戰勝利成果」,北方領土問題已從日俄雙邊爭議,逐漸轉為普廷鞏固選情及中俄對抗美日等西方陣營的政治工具。

登山協會辦活動 三人先行

社團法人中華健行登山會高雄市協會與中華民國山難救助協會,預計八月十六日辦理四十二人的出風谷、出風鼻及佳樂水海岸線生態保育教育活動,已獲墾丁國家公園管理處核准,其中高市協會五十五歲張姓女隊員、六十九歲張姓及六十四歲顏姓男隊員三人,十二日先行從滿州鄉里德村欖仁溪進入山區踏勘路線失聯,未料三人是遭遇虎頭蜂襲擊,兩名男隊員死亡,張女昨天上午逃到有訊號處求救,外界才知三人出事。

車輛長時間沒動 發覺失聯

搜尋人員昨冒險往深山推進,已接觸到張女,因恆春半島雨勢滂沱,搜尋困難,將待今天天亮再進行;張女傷勢不嚴重,尚能自行移動,已由搜尋人員帶回安置,搜救隊已確定其中一男位置,是張男或是顏男須再確認。

墾管處指出,十三日下午七時許,滿州鄉里德村長發現該協會踏勘人員車輛長時間停在原處,察覺有異,向南仁山管理站通報,管理站人員隨後依車牌號碼聯繫上家屬,並向警方通報失聯案件。昨天上午八時五十分,高雄市救難協會十二人與滿州消防隊,由欖仁溪進入展開搜救。

女受傷逃出 通報2男已亡

上午九時四十分左右,搜救隊接獲失聯的張女電話,她表示遭遇虎頭蜂攻擊,同行的兩名男子已無生命跡象,她因受傷退至出風鼻附近;搜尋人員聞訊隨即撤回,改由溪仔口出發,前往出風鼻,與張女會合進行後續作業。

墾管處指文宣路線未核准

有民眾發現,該協會公開招攬活動的文宣路線,與向墾管處報備申請「佳樂水、出風鼻及出風谷海岸線」路線有出入,活動文宣中含「欖仁溪登山口↓出風谷大草原」等未開放山區禁地。

對此,墾管處指出,該協會原先向官方申請的項目為「出風谷、出風鼻、佳樂水海岸線生態保育教育活動」,核准路線應全程沿海岸線進行,該協會文宣上規劃的「欖仁溪」等山區路線,不在許可範圍,顯有「改路線」情形。

協會則稱 依申請路線前往

中華健行登山會高雄市協會則表示,張姓領隊三人事先探勘,是依申請核准的路線前往,確切細節須詢問受傷的張姓女隊員。協會說,三人有數十年登山及山難搜救經驗,本次是第一次發生意外死亡案件;至於原定十六日的活動,已確定取消。

墾管處表示,山林區域環境原始、野生動物多,擅自偏離核准路線危險性極高,針對此次重大意外,未來將嚴格審查各團體申請,並要求所有入園活動務必「完全依申請核准路線行進」,違者將依國家公園法罰款三千元。

雨後蜂群擠巢內暴躁 攻擊性更高

高雄市登山協會人員在屏東滿州欖仁溪至出風谷踏勘路線時,不幸遭虎頭蜂攻擊釀成二死一傷慘劇。墾丁國家公園管理處特別發布防蜂指引,呼籲民眾入山務必提高警覺,掌握正確防護觀念,避免類似遺憾再度發生。

此外,由於近期全台各地經常下雨,墾管處因此強調,剛下過雨後的山林環境,虎頭蜂大多擠在巢穴內,蜂巢空間變得狹窄擁擠,此時虎頭蜂的性情會更加暴躁,攻擊性極高,民眾入山時更需格外留心周遭環境變化,確保安全。

遇警戒蜂不可拍打

墾管處提醒,民眾進入山區活動時,應盡量穿著長袖衣物並配戴帽子,身上切勿噴灑香水,以免特殊氣味吸引蜂類接近;若在山林間發現有二至三隻「警戒蜂」在身邊徘徊巡視,務必提高警覺,此時「千萬不可拍打揮擊」,因為揮動產生的氣流擾動反而會激怒蜂群,引來更多虎頭蜂圍攻。

墾管處指出,正確應變方式為迅速以衣物包覆住頭部、降低身形蹲低,並保持冷靜「慢慢離開現場」。

立法院院會昨三讀通過今年度中央政府總預算案。全案自行政院送審後延宕三五一天,在今年已過近三分之二之際才完成審議,創下史上最晚通過的惡例。歲出總額原列三兆三四九.七億元,審議結果減列四八〇億元,刪減比率約一.六八九%。

行政院去年八月廿九日將今年度總預算案函送立法院審議,原列歲入總額為二兆八六二二.五億元,審議結果共計增列六〇一九.九億元;原列歲出總額為三兆三四九.七億元,審議結果共計減列四八〇億元。

政院等20單位首長特別費全刪

減列項目排除立法院同意先行動支及不予刪減的新興計畫案七一八億元、與增補勞保基金一二〇〇億元,並不得以一般性補助款、獎補助費項下對廿二縣市政府的補助,及立法院依「預算法」規定已同意先行動支的預算填補。

通案方面,首長特別費統刪六十%,其中監察院、司法院、行政院、農業部、國發會等廿個單位全數刪除且不得流用。媒體政策及業務宣導費,除法律明文規定支出不刪外,其餘統刪五十%。國外旅費及出國訓練費用,除法律明文支出與中研院、審計部不刪外,國發會、NCC、僑委會、陸委會及監察院統刪七十%,其餘統刪十%或三十%。

總統籲明年度總預算如期完成

立法院長韓國瑜於三讀後表示,拜託所有立委要如期完成新年度的預算審查,也拜託行政部門依法執行三讀通過的法案,行政院長不可以不副署、不執行。

賴清德總統昨晚也發文說,希望立法院能以今年預算長達三五一天的延宕為戒。明年度總預算依照法定時程如期完成審議。

總統公布遭擱置5法律案 才能解凍2000萬國務機要費

立法院院會昨三讀通過一一五年度中央政府總預算案。藍白立委挾人數優勢,表決通過國民黨立委翁曉玲等人提案,針對總統府主管「國務機要」編列的三千萬元預算,減列一千萬元、凍結兩千萬元,並要求總統賴清德依憲法公布遭擱置的五項法律案,並提出書面報告經同意後,始得動支凍結經費。

此外,行政院九月至十二月業務費一億一千一百八十六萬元、行政院長特別費一百五十萬二千元遭全數減列,院長卓榮泰九月至十二月薪資一百四十八萬八千元也遭凍結。

卓榮泰受訪時對此表示,「個人事小、國家事大,如果只有我可以阻擋軍人投共刑期被降低的話,我仍會堅持到底」。

立法院昨處理一一五年度總預算案,會中三黨黨團針對統刪項目達成共識,通過旅費、特別費、委辦費、媒宣費等項目,最終統刪共新台幣四八〇億元。不過,過去已同意先行動支的三十八項具急迫性及攸關重大民生之新興資本支出及新增計畫、金額共七一八億元,不列入通案刪減項目。

特別費統刪60% 監院等20單位全刪

特別費部分,通過統刪六十%;其中監察院、司法院、行政院、國家發展委員會、國家通訊傳播委員會、僑委會、陸委會、內政部、農業部、數位發展部、文化部、外交部、經濟部、衛生福利部、財政部、交通部、法務部及所屬、銓敘部、勞動部、海洋委員會,皆全數刪除。

國防部長顧立雄與軍政副部長特別費合計八十四萬四千元,同樣全數刪凍。

其他部會首長方面,翁曉玲指教育部長鄭英耀言行舉止頻引爭議,施政不力、怠忽職守,已明顯不適任,因此提案特別費一一七萬九千元全數減列。此案亦經院會表決通過。

在國務機要費部分,通過國民黨立委提案,將總統府三千萬元「國務機要」,減列一千萬元、凍結兩千萬元。解凍條件提案載明,須待賴總統將五項已由立法院三讀通過、卻未公布且遭擱置的法律案全數完成公布後,向立法院司法及法制委員會提出書面報告,經同意後始得動支。

專家建議:導入感官評審 防橄欖油混充

隨健康意識抬頭,民眾對橄欖油接受度增加,但有不肖廠商用低價橄欖粕油偽稱一般橄欖油販售,衛福部食藥署擬自明年七月起,要求橄欖油要依製程與成分明確命名。產業界建議,除化學分析外,應導入國際橄欖理事會(IOC)感官評審制度,才能落實品質管理。

我國的橄欖油都倚賴進口,主要來自義大利、西班牙等國,目前橄欖油佔國內整體食用油銷售量約十五%,產值逾十五億元,各式橄欖油產品標榜特級初榨、萃取第一道等五花八門,消費者難從中選購貼切需求的油品,也難杜絕黑心業者以次充好。

電商平台「iCheers」也販售自義大利莊園原裝進口的橄欖油,該平台創辦人常效宇表示,國內的橄欖油超過九成都是精煉,過去標示不清,樂見政府納管。

實驗室抽驗合格 品質卻不符

長期推動橄欖油食農教育的台灣油品質量評量學會理事長王繹銨也認為,國內橄欖油亂象已久,政府願將橄欖油六類分級是重要的進步,也正式導入IOC建立的橄欖油分類制度,是我國橄欖油市場和國際接軌的第一步,但食藥署的分類仍倚賴業者自行申報與檢查單一酸價管理,可能會出現實驗室抽檢數據都合格,但品質事實上不符的風險。

本身有品油師證照的王繹銨指出,酸價是油品游離脂肪酸比例,通常酸價越低,品質會越好,但酸價只能當作品質指標,廠商多是進口橄欖油後再於國內分裝,過程仍會影響品質。

明確標示混油比例 保護消費者權益

王繹銨表示,消費者花大錢是希望可買到好的橄欖油,若要杜絕廠商以次充好,建議我國可加入IOC,導入IOC的感官評審制度,並建立感官評審委員會及品質檢測實驗室,從源頭到市場把關橄欖油品;常效宇則建議,食藥署可更進一步要求調和橄欖油如目前的果汁飲料必須標示果汁成分般,明確標示混油比例。

從政至今每場選舉必贏的國民黨籍彰化縣長王惠美,被藍營視為國民黨彰化縣「最強母雞」,今年五月國民黨特別徵召被視為「空降」的魏平政參選後,王惠美採行政中立態度,缺席輔選魏平政的活動。

學生在校突然昏倒或受傷,第一時間處置攸關黃金救援時間。教育部強化校園急救量能,除要求護理人員接受至少40小時救護訓練,去年起更擴大教職員參加初級救護技術員(EMT-1)訓練。

今年共有77人參訓,接受56小時CPR、AED、創傷止血、大量傷病患檢傷分類及常見急症處置等訓練,透過情境模擬強化臨場判斷及團隊應變能力,完成課程後須通過學科和術科測驗取得資格,盼讓更多教職員具備緊急救護能力。

減稅利多 基本生活費調高7千 逾200萬戶受惠

〔記者鄭琪芳/台北報導〕減稅利多又來了!主計總處昨日公布二〇二五年每人可支配所得中位數約三十六.七萬元,以此計算,二〇二六年每人基本生活費將調高七千元,由二十一.三萬元調高至二十二萬元,明年五月報稅適用,初估逾二百萬戶受惠。另,因物價漲幅達門檻,二〇二六年綜所稅免稅額及多項扣除額也調高,全國逾七百萬申報戶均受惠。

根據規定,納稅人為維持基本生活所需費用不得課稅,而基本生活費依最近一年每人可支配所得中位數六十%計算;主計總處公布二〇二五年每人可支配所得中位數三十六萬六八四一元,因此二〇二六年每人基本生活費為二十二萬元、調高七千元。

財政部說明,若申報戶基本生活費總額,超過可減除的免稅額及扣除額合計數,差額可自綜合所得總額中減除。以四口之家為例,若適用基本生活費差額,明年申報綜所稅每人可以多減除七千元,四人就可多減二.八萬元,若所得及扣除額等不變,按適用稅率五%至四十%計算,可省稅一四〇〇元至一.一二萬元。

13金控7月獲利年減逾9%

〔記者吳欣恬/台北報導〕7月整體金控獲利出爐,單月獲利518.94億元,較去年同期下滑9.29%,其中國泰金控以108.2億元拿下單月獲利王;富邦金虧損17.6億元,是唯一虧損的金控,跌破眾人眼鏡,但累計前7月獲利仍以955.8億元居冠。

富邦金前7月累計獲利居冠

富邦金控7月呈現虧損,主要受到富邦人壽稅後大虧76.6億元拖累,因為投資市場波動,市場對AI及科技股過熱疑慮升高及高資本支出可持續性產生質疑,加上聯準會升息預期升溫,使國內外股市大幅震盪,尤其台股受到國際市場拖累,加權指數單月下跌6.5%,使得富邦人壽金融資產部位產生未實現評價損失,7月稅後淨損76.6億元,累計前7月為稅後盈餘479.2億元。

國泰金7月稅後盈餘108.2億元,累計前7月獲利達873.4億元,年成長約59.47%,前7月每股稅後盈餘(EPS)5.68元,若計入FVOCI股票處分損益,前7月對保留盈餘影響數已高達1870億元,刷新歷史最高紀錄。子公司國泰人壽7月稅後盈餘54.2億元、年成長27.5%,前7月達516.7億元、年增更高達124.3%;國泰世華銀行7月稅後盈餘43.1億元、年增2.4%,前7月達313億元、年成長13.4%,續創同期新高。

11家累計獲利超越歷史同期

13家金控前7月累計獲利達4927.8億元,年成長78%,並突破2024年前7月的紀錄,創下歷史同期新高,除了合庫金160.77億元和國票金29.72億元,其餘11家金控前7月累計獲利均逾200億元;此外,包括中信金、元大金、台新新光金、兆豐金、凱基金、玉山金、永豐金、華南金、國票金、第一金和合庫金等11家金控累計獲利,都改寫歷史同期新高。

依製程、品質分6類 食藥署將參考國際並增訂指標 辦理2次預告

衛福部食藥署今年六月預告橄欖油標示新制,擬依製程及品質分為六類,六十天預告期共收到廿九則意見,業者關切六類是否屬法定品名、品質指標等規範。食藥署昨指出,決定參考國際規範並研議增訂品質指標,將辦理第二次預告,維持二〇二七年七月一日上路。

食藥署六月十二日預告「食用橄欖油及橄欖粕油品名及標示規定」草案,是繼二〇一五年國內爆發「銅葉綠素橄欖油」事件後,再度推動橄欖油品名標示規範。當年雖曾研議相關草案,但無法取得共識最終未推動。

這次草案規劃,未來橄欖油相關產品將依加工製程及品質,分為「特級初榨橄欖油」、「初榨橄欖油」、「精製橄欖油」、「橄欖油」、「精製橄欖粕油」及「橄欖粕油」六類,分類依據包括:油品品質指標「游離脂肪酸」濃度、純度指標,以及精製、調和等製程。

食藥署食品組簡任視察林蘭砡表示,六十天預告期間陸續接獲業者、公協會等提出廿九則意見,主要涉及適用範圍、品名標示方式、品質指標訂定及是否給予緩衝期等,目前正逐項研析。

業者提問與國際食品標準是否一致

其中,業者及公協會針對六類品名提出疑問,包括這六類名稱是否屬「法定品名」?與國際食品法典委員會(Codex)及國家標準(CNS)的分類是否一致?以及品名前後能否加註品牌、產地或「純」、「百分之百」、「頂級」、「冷壓」等敘述文字。

至於草案規定「橄欖粕油」不得直接標示為「橄欖油」,以及品名字體大小必須一致等規範,林蘭砡表示,目前尚未接獲相關反應意見。

食藥署決定,草案第一輪預告後將二度預告,外界關注新制是否再生變數。林蘭砡表示,食藥署正綜合整理各界意見,後續將參考Codex品名分類,並研議增訂品質指標,故辦理二次預告,但目前實施日期並未改變,仍維持二〇二七年七月一日上路,並以產品產製日期為準。

新制上路後,若業者未依規定標示,最高可處三百萬元罰鍰;標示不實最高可罰四百萬元;若涉及食品攙偽或假冒,最重可處七年以下有期徒刑,並得併科八千萬元以下罰金。

生活圈若以捷運內湖站為中心,大致涵蓋成功路四段、內湖路二段、金龍路、金湖路及星雲街一帶,區內有湖光市場提供採買機能,主幹道沿線連鎖商家、銀行林立,位處內湖最核心繁榮區塊。

商業機能完備 公園綠地多

區內有清白公園、成功公園,距離碧湖公園及大湖公園也不遠,還有碧山巖登山步道,依山傍水環境有別於市區擁擠,整體綠覆率高。交通部分,有捷運內湖站經過,主幹道公車路線眾多,開車鄰近內湖交流道。

而美國在台協會(AIT)在2019搬遷至內湖,讓此區有「AIT特區」的新稱呼,高規格的維安,加上周邊棋盤式道路規劃,成為不少高資產族群,指名購屋的區塊之一。

採買可至湖光市場,周邊美食商家多。

信義房屋內湖店專員吳怡婷表示,此區大致可分為內湖站周邊和星雲重劃區,內湖站周邊商業機能完備,而星雲重劃區道路整齊、環境較清幽,兩區都是不錯的生活圈。

但由於此區開發較早,可用建地不多,新建案大多以都更改建為主,目前區內新建案有包括位在星雲重劃區的「湖芯AIT」,基地鄰近內湖站,是此區少見新案,主力為26.61坪及36.58坪,目前實價登錄揭露最高單價為142.59萬,均價約在126萬。

新案供給少 房價穩定上漲

星雲街168巷有「湖漾vista」,基地目前興建中,可售為20~28坪,每坪在115~125萬,預計明年完工;康寧路一段的「康寧日和」,規劃均質19~23坪、2房產品,每坪價格在110~120萬元。另外在金龍路有「友座詠青」推出,規劃21~39坪,建商區域口碑佳。

吳怡婷表示,內湖站周邊機能完備,且緊鄰碧湖、大湖公園,兼具湖光山色優勢,而星雲重劃區則是此區最早重劃區的區塊,道路整齊、環境單純,另外美國AIT協會進駐後,也讓周邊多了利多話題。

吳怡婷表示,內湖站生活圈公寓每坪行情在60萬左右,屋齡30年內大樓每坪在90~95萬,10年內大樓每坪則多在百萬以上,而星雲重劃區以20~30年大樓居多,每坪也多在百萬左右。

吳怡婷表示,區內指標案有內湖站共構宅「潤泰京采」以1~2房為主,目前每坪行情在110~115萬,屋齡較新的「友座君綻」、「碧湖君鄰」和「碧湖君品」也是推薦的社區,每坪多在百萬左右;而星雲重劃區則推薦「文心吟釀」,但坪數較大,總價在6000~7000萬元。

內科就業人口多,許多上班族會就近在內湖購屋,少了通勤塞車之苦,而內湖站周邊房價相較西湖、劍南路站便宜,生活機能完備,產品選擇也多元,因此居住需求穩定,房價也相對其他地區穩定,不太隨市場波動變化太大。

區內以2~3房為主力,2房含車位總價約在2500萬,3房含車位則在3000萬以上,也有部分大坪數社區總價會破7000萬,但整體而言,內湖地區房價仍相對北市其他地區好入手。

小提醒

此區發展較早,部分房屋較老舊,購屋前要注意屋況;成功路沿線低樓層會面到捷運高架,要注意視野遮蔽和噪音問題;區內路邊車位少,有停車需求建議要購買車位。

650億南港之星稱王!台中大案接力 百億建案搶攻下半年房市

2026年下半年房市仍處於信用管制後的盤整期,但大型建案推案力道並未明顯降溫。從市場掌握的百億級推案版圖來看,超大型個案已不再侷限於雙北,台中、桃園、竹科及高雄均有大型案蓄勢登場,形成「雙北領軍、台中大型案群聚、科技廊道卡位」的推案格局。

其中,台北南港「南港之星」以約650億元總銷成為下半年全台單一案量之王;台中則是另一大推案重鎮,豐邑塔、市政河南路案、寶輝惠國段等大型個案,總銷分別上看550億元、400億元及300億元,加上北屯「富宇建設平田段案」約146億元,形成多個百億以上個案同時布局的局面。

桃園龜山「AI都會城一期」總銷上看250億元,成為北台灣僅次於「南港之星」的大型個案;竹科周邊則有新竹東區「達麗吾同PHOENI」及寶山「新竹帝寶4」,兩案均約120億元,合計達240億元。新北市則呈現多點開花格局,林口、泰山、新店、中和均有百億元以上大型個案布局,高雄苓雅也有潤隆建設「灣流1號」列入下半年百億級觀察名單。

值得注意的是,百億大案接連登場,並不代表房市已全面回溫。在交易量仍處低檔、房貸條件受到限制的環境下,大型建案與中小型個案反而呈現不同的市場策略。信義代銷永續研展組協理童莉婷分析,百億大案多仰賴區域發展題材、品牌實力與大型社區規劃,藉此提升產品稀有性與長期持有價值,支撐高基期房價;反觀50億元以下的中小型個案,則更著重小坪數與低首付方案,以資金彈性換取購屋可行性,藉此提高買方進場意願。

南港之星650億稱王 超大型複合式開發成焦點

台北市「南港之星」是下半年全台單一案量最大的超大型開發案,全案採住辦複合式開發,基地達7,879坪,緊鄰南港六鐵共構車站,地主台鐵將分回辦公大樓,潤泰創新則分回4棟住宅,規劃約1318戶。潤泰創新在法說會上表示,該案預計8月登場,首波每坪開價約落在150~170萬元,總銷約650億元,可望挑戰南港區域房價新高。隨著南港受惠東區門戶計畫、科技產業聚落及三鐵共構交通優勢,大型開發案也成為觀察台北市高端住宅市場承接力的重要指標。

受惠科技業進駐題材,北士科同樣是台北市下半年受到矚目的推案戰區。璞園建設推出的「璞真映輝」位於北士科水岸第一排,主打河景第一排視野,市場預期成交價格有機會再度創下區域新高。

台中則是這波大型推案最值得注意的市場之一。單看大型個案規模,豐邑集團七期「豐邑塔」總銷約550億元,市政河南路住宅案約400億元,寶輝建設惠中路、市政北五路口新案總銷約300億元,加上北屯「富宇建設平田段案」約146億元,形成多個百億以上個案同步布局的市場格局。

水湳經貿園區為近年新崛起的建商戰場。



豐邑集團七期「豐邑塔」座落於市政路與惠中路黃金角地,規劃高達53層的垂直城市,單案總銷約550億元;另一焦點則是攜手室內設計團隊CCD打造的市政河南路住宅案,位於市政路與河南路口,規劃兩棟45層地標型住宅,總銷約400億元。寶輝建設則於惠中路、市政北五路口的新市政綠園道首排推出新案,基地面積逾2,200坪、總銷約300億元。雙橡園開發下半年則將於仁平段推出「雙橡園2658」,總銷初估90億元;水湳部分則有總銷約100億元的「亞昕THEARC」、84億的「當代一邸」預計進場。

桃園、竹科科技廊道卡位 兩大120億案挺進

大型推案版圖向北台灣科技產業廊道延伸,其中桃園龜山「AI都會城一期」總銷上看250億元,目前處於改照階段,成為北台灣僅次於「南港之星」的超大型個案。龜山近年受惠科技產業、AI產業鏈及交通建設發展,逐步形成產業與住宅需求並進的市場格局,「AI都會城一期」的大型推案規模,也反映建商對科技產業聚落周邊長期居住需求的布局。

竹科周邊同樣有大型住宅案進場,新竹東區「達麗吾同」及寶山「新竹帝寶4」總銷均約120億元,兩案合計達240億元,隨著竹科就業人口及高資產族群需求持續,竹科周邊住宅市場仍具一定推案能量,也使新竹東區、寶山成為下半年大型個案的重要聚集區。

新北百億案多點開花 四大區域各有題材

相較台北市集中於南港、北士科等核心題材,新北市百億大案則呈現「一區一題材」的多核心市場格局。林口區在AI產業聚落發展帶動下,成為區域指標戰場,「擎天賦域」以百億元以上規模布局市場,主打大型社區及2~4房產品,並結合周邊產業聚落發展,強化區域住宅需求支撐。

新店區則搭上捷運十四張聯開案與央北重劃區發展題材,「昇陽央北案」以品牌建商、大基地及高樓景觀為訴求,鎖定換屋客群進場。泰山「當代帝寶」則以4,377坪大型基地、22樓規模切入市場;中和「寶亞世界公館」雖基地僅750坪,但透過29樓高樓規劃及18~40坪產品配置,挑戰高價市場。

高雄百億級案跟進 大型推案延伸南部

除了台中之外,中南部大型推案也持續增加。高雄苓雅區潤隆建設「灣流1號」列入下半年百億級觀察名單,顯示大型指標案的布局已從北部科技廊道進一步延伸至南部核心城市。

相較北部大型案多與科技產業、重劃區及交通建設連結,高雄大型個案則更多依靠核心市區、都市發展及區域更新題材,反映建商仍在尋找具有長期需求支撐的市場。

林口新市鎮受惠於產業聚落加持,建商推案一舉一動都受到矚目。

房市經濟背離 專家:下半年先看交易量

百億建案持續推案的同時,住宅市場整體交易仍處低檔。樂居資料顯示,2026年第2季全台新建案與中古屋待售存量合計達33萬戶,創歷史新高;第1季交易量約3.5萬筆,僅約2020年以來單季平均7萬筆的一半。

樂居創辦人李奕農分析,這波房市出現「經濟好、房市冷」的罕見背離。根據央行預估,2026年台灣經濟成長率將達9.45%,創過去16年新高,但住宅市場仍面臨高庫存、低交易量的壓力。

展望2026年下半年,樂居認為,房市未必立即迎來全面反彈,但市場已進入尋找落底位置的階段,後續可觀察三大方向。

第一,雙北將優先反彈,但反彈指的是交易量

目前雙北價格表現相對穩定,如果成交量開始回升,代表市場流動性逐步解凍,也可能成為全台房市信心恢復的重要訊號。相較價格是否立即上漲,成交量能否脫離低檔,更值得觀察。

第二,現階段買成屋CP值相對較高

在預售屋與成屋價差被拉開的情況下,具有電梯的成屋大樓對自住族而言,可能是價格與產品條件較平衡的選擇。買方可直接檢視屋況、社區管理及生活機能,相較於追價購買高基期預售案,選擇也更加多元。

第三,中南部重劃區預售案可等待價格鬆動

目前部分中南部重劃區已出現願意調整價格,甚至低於前期建案的預售個案。對於鎖定中南部重劃區、但沒有立即購屋壓力的民眾而言,市場價格重新定錨後,反而可能出現挑選物件的機會。

房市交易量剩不到1/3 專家:比上一波修正期還冷

房市交易量持續探底,寶麟廣告副總經理管清智指出,第七波信用管制後,全台新案交易量大幅萎縮,月均成交僅4,752筆,相較2024年前三季信用管制前的15,148筆,交易量幾乎砍掉近七成,甚至低於2014年下半年至2017年房市修正期間的月均5,007筆,顯示本波房市降溫程度已比上一波修正期更加明顯。

但他分析,第七波信用管制主要針對投資及槓桿型買盤進行限制,自住需求並未因此消失,目前市場仍有4,752筆月均交易量,代表仍有一批以自住為主、財務條件相對穩健的購屋者持續進場。部分高資產族群受到貸款成數限制的影響也相對有限,因此即使整體交易量大幅萎縮,房價仍未同步出現大幅崩跌。

管清智認為,交易量下滑不必然等同於房價下跌,但量縮確實會提高買方的議價空間,當市場買氣降溫、銷售期拉長,建商或屋主面對有條件、有資金能力的買方時,價格談判的彈性也可能增加。

【台中】水湳建設大收割!轉運中心啟用 房價全面洗牌

「豐邑Park One」規劃173戶純住宅,主力坪數約54~75坪。

台中水湳經貿園區重大建設陸續到位,房市也進入價格重新分化階段。從後庄、單元八中古大樓每坪45萬元起,到中央公園第一排新案站上80~95萬元,甚至出現單價破百萬元個案,隨著區域機能逐步成熟,水湳房價版圖正快速拉開。

中清路商圈機能成熟,日系連鎖服飾店進駐,生活採買更便利。

水湳經貿園區範圍涵蓋北屯區部分區域,整體規劃面積約254公頃,區內涵蓋中央公園、產業專區、住宅區及文教區等不同功能分區,隨著各項公共建設陸續推進,區域發展逐步從規劃階段走向實質落地。交通方面,水湳鄰近台灣大道、中清路、崇德路等主要幹道,可銜接中彰快速道路及國道一號,並有捷運綠線延伸等路網規劃,區域交通條件持續改善。

機能方面,水湳中央公園占地約67公頃,提供大片綠地、步道及休閒運動空間,成為區域重要的公共開放空間。隨著周邊商業機能逐步進駐,愛買、UNIQLO等大型商場與連鎖零售業者提供日常採買選擇,鄰近文心路、中清路一帶也有既有商圈支撐,水湳市場則提供生鮮及日常生活採買需求。

其中,水湳轉運中心於5日正式啟用,規劃地下3層、地上4層,整合42席國道客運月台、12席市區公車月台,以及汽車614席、機車1,253席與自行車604席停車空間,未來可提供國道客運與市區公車轉乘,也有助於分散綠美圖、台中國際會展中心等大型場館活動期間的周邊車流。

大家房屋企劃研究室公關襄理賴志昶分析,水湳近年重大建設接力完成,包括中央公園、台中綠美圖、台中國際會展中心及轉運中心等,搭配未來捷運橘線規劃,區域交通與公共設施逐步成形,也讓水湳從過去的重劃區開發題材,逐漸轉向具有實際生活機能的成熟住宅區。

中古屋買氣回溫、2房1300萬起 新案房價直逼百萬

在中古屋市場方面,永慶不動產水湳中清愛買加盟店店東李易錚分析,水湳目前已形成不同價格帶,後庄、單元八一帶中古大樓每坪約45~60萬元,屋齡約10年左右的社區,2房含車位主力總價約1,300~1,600萬元,3房含車位約1,500~1,900萬元,仍是目前區域內相對具自住需求的產品。

西苑完全中學涵蓋國高中階段,提供區域學童就近就學選擇。

李易錚指出,部分品牌社區中古屋總價已站上2,000萬元以上,不同區段、屋齡與社區條件的價格差距逐漸擴大,以後庄地區部分社區來看,生活機能相對完整,加上總價仍低於中央公園第一排產品,因此仍有自住型買方進場。

中央公園周邊則是另一個價格帶。李易錚表示,中央公園第一排新案目前約每坪80~95萬元,景觀條件較佳的產品則有成交單價突破百萬元的案例。

相較中古屋,新建案價格則持續向上。中央公園首排指標案「親家中央公園」目前市場價格約每坪85~95萬元;「泰御 Sky Island」則主打23~33坪兩房產品,鎖定總價4,000萬元以內買方,目前累積63筆交易,平均成交單價約85.6萬元,今年第一季25C、25D戶分別以總價2,689萬元、2,674萬元成交,扣除車位後單價均達95.1萬元,創下社區新高。

水湳經貿園重大建設陸續落成,帶動中央公園特區發展受到市場關注。

中央公園第一排的「豐邑Park One」則站在區域高價產品帶,最高成交單價已突破每坪百萬元,目前全案平均總價約5,525萬元,主要鎖定高總價市場。此外,「雙橡園4117」以4,117坪基地規模受到市場關注,規劃2棟41層建築,市場交易也以高總價產品為主,累積多筆總價4,000萬元以上交易,進一步形成水湳高端住宅價格帶。

除了住宅市場,高價土地與產業投資也持續進場。半導體設備大廠志聖以總價18.23億元、每坪逾112萬元標下水湳「逢大段21地號」1,622.53坪土地,規劃作為研發中心;中信金控大股東銓緯投資則以每坪306萬元標下「文商50」地號。

建商布局同樣持續,包括達麗建設預計投入17.7億元與地主合建開發475坪中央公園第一排土地;長慶建設位於「文商51」、「文商52」的1,120坪土地,將與富邦建設合作開發住宅產品;大毅建設在老樹公園第一排、創研段2,651坪基地規劃地上23層建築;華固建設則在經貿路二段、經貿五路口持有1,349坪基地,規劃126戶住宅。

另外,亞昕國際「亞昕THE ARC」總銷約92億元,規劃286戶住宅及76戶事務所;富華創新則預計於年底推出「文商15」地號案,產品方向朝全齡宅及養生型住宅規劃。

水湳轉運中心於5日正式啟用,規劃地下3層、地上4層。

不過,市場上的物件供給也出現差異,部分指標社區釋出量相對有限,包括「富宇飛翔」、「國聚之界」等,市場可供交易物件不多,買方若鎖定特定社區,往往需要等待合適物件釋出。

〔健康頻道/綜合報導〕內分泌新陳代謝專科醫師蔡明劼在臉書粉專「蔡明劼醫師 健康。瘦身」引用國際權威醫學期刊《JAMA Network Open》上,有一項追蹤了近4萬名女性、長達 12 年的哈佛大型研究:研究發現,女性在更年期前後,如果沒有刻意控制,平均每年會悄悄胖上 0.8 公斤,10 年下來就是 8 公斤的純肉。

​但好消息是,研究證實只要採取「低胰島素反應飲食(反向 EDIH)」,也就是盡量避開會刺激胰島素大量分泌的食物,就能最大幅度地對抗發胖魔咒,每年能少胖將近 0.3 公斤,肥胖風險更是直接減半。

地雷一:紅肉與加工肉品(如香腸、培根、牛排)

蔡明劼表示,很多人以為吃肉補充蛋白質不會胖,但這類食物除了含有過多的飽和脂肪酸,還具有強烈的「促發炎」特性。飽和脂肪酸會讓細胞表面的胰島素受器變得遲鈍,這就是所謂的「胰島素阻抗」。當身體對胰島素不敏感,吃下肚的熱量就不容易被消耗,而是通通囤積成腹部脂肪!

​地雷二:隱形殺手「高鈉」食物(重鹹、加工食品)

蔡明劼表示,鈉不僅是血壓的敵人,更是減重的大魔王。高鈉飲食不僅會增加心血管疾病的風險,過高的鹽分還會將水分死死鎖在體內,造成嚴重的水腫,讓你的體重計數字居高不下,代謝也會跟著變差。

​地雷三:炸薯條與精緻澱粉

蔡明劼表示,炸薯條結合了高升糖指數(GI)的澱粉,會讓血糖與胰島素瞬間飆高;同時,高溫油炸的食用油會進一步損害細胞的胰島素敏感性。研究指出,這種組合會直接開啟肝臟的「脂肪合成」開關,讓身體變成易胖體質。

​到底該吃什麼呢?

​研究明確指出,最具有保護力、能幫助維持體態的,是符合「地球健康飲食(PHDI)」概念的食物。妳最好的抗老減脂好閨蜜是這五大類:新鮮水果、多色蔬菜、全穀物(如糙米、燕麥、藜麥)、堅果、豆類(優質植物性蛋白質)。

​這些食物富含膳食纖維、植物性不飽和脂肪與豐富的抗氧化物。它們不僅能穩定血糖,還能降低身體的慢性發炎指數(EDIP),讓荷爾蒙乖乖聽話。

​年紀漸長,不代表我們只能向命運屈服、任由身材走樣。只要避開地雷,選擇對身體有益的原型食物,妳絕對可以吃得開心又健康,同時在人生下半場,依然保持自信迷人的體態。

〔記者林欣穎/台北報導〕「Lulu」黃路梓茵主持全新虛擬偶像選秀節目《VPOP ASIA》 ,將於今(15)日晚間10點在TVBS歡樂台播出第五集,本集評審陣容再升級,由剃刀蔣、陳星翰、白安接棒持修、Dizzy Dizzo蔡詩芸、Leo王,組成第三組重量級音樂製作人評審團,接力為選手把關。

第五集將由全體選手齊聚同框,重新詮釋15首華語金曲,包括《飄洋過海來看你》、《愛要怎麼說出口》、《我多麼羨慕你》、《愛情你比我想的閣較偉大》等,搭配全新編曲,讓評審團驚豔直呼:「先給音樂總監和編曲加薪。」

其中,BOBO演唱《一夜情》展現個人魅力,讓剃刀蔣直呼:「我就是想見到這種有觀眾緣的選手!」他認為,比起單集表現高低起伏,能否讓觀眾記住、持續展現角色魅力,才是成為偶像的關鍵。王太極則挑戰經典情歌《愛要怎麼說出口》,深情唱腔搭配滿身刺青的粗獷外型,形成強烈反差,讓剃刀蔣大讚:「滿手刺青的唱情歌,誰受得了?我跟陳星翰一看就有感覺,這個會紅。」

南投幸福巴士看得到搭不到?民眾預約頻槓龜

南投縣幅員遼闊,偏鄉大眾運輸交通不便,縣府積極建置幸福巴士,目前13鄉鎮市僅剩南投市、草屯鎮、中寮鄉沒有幸福巴士,預計年底前全數建置完成,惟現行幸福巴士規定至少2人才能預約搭乘,造成民眾搭乘不便,議員沈夙崢即提案要求縣府研議加強協助單人預約民眾配對搭乘,不要讓這項便民政策美意淪為口號。

沈夙崢表示,縣府推動幸福巴士,改善偏鄉交通不便,立意良好,民眾普遍反映不錯,惟現行幸福巴士規定需2人以上才能預約搭乘,雖然業者會協助媒合至少2人搭乘,但民眾抱怨常有無法媒合成功情形,導致最後無法搭乘,建議縣府精進跨區、跨時段配對機制,協助單人預約民眾提高搭乘成功率,完善偏鄉交通網絡。

對此,縣府交通管理所表示,幸福巴士是介於公車與計程車之間的交通運具,設置主要目的是為服務偏鄉民眾,收費約等同一般公車,卻又能像計程車一樣到乘客家中載客,如果僅開放單人預約搭乘,不但車輛數不足,也會嚴重影響計程車業者生意,才會規定需2人以上才能預約搭乘。其實目前搭乘幸福巴士民眾,也大多數是透過媒合配對搭乘,至於民眾反映常有媒合失敗情形,將了解個案情況後研議改善。

川普近期升高對伊朗態勢,並聲稱已拿下荷姆茲海峽。他於當地時間週五前往長島拿索郡(Nassau County)為共和黨參選紐約州長的郡長布雷克曼(Bruce Blakeman)及國會議員參選者助選,並在活動中發表了長達1小時的演說,除了抨擊民主黨人士,他也再度自誇政績,宣稱犯罪率下降。

針對伊朗議題,川普更稱伊朗正在遭受慘敗,「在我們徹底擊敗伊朗之後,我很快將宣布荷姆茲海峽是美國領土」。川普也稱,本質上就是這樣。我們已經封鎖了海峽。除非我們允許,否則任何船隻都無法通過。坦白說出兵比我想像多了一點,這不是問題,我們不能讓伊朗擁核。

〔記者許明禮/綜合報導〕18歲國泰「電風扇少女」彭郁涵的驚奇之旅還沒結束!她在2026年WTT歐洲大滿貫賽女單16強戰,以3:1逆轉世界排名20的日本名將長崎美柚,也是繼2024年中國大滿貫賽的鄭怡靜之後,史上第二位闖進大滿貫賽女單8強的台灣球員,今晚6點將在8強戰對決世界排名第2的中國名將王曼昱。

世界排名69的彭郁涵這一站從資格賽出發,正賽首輪先以3:2逆轉法國女將帕瓦德,32強再以3:1扳倒世界排名13的「日本第一削」橋本帆乃香,技驚四座,被譽為今年歐洲大滿貫賽最大黑馬。

首局,彭郁涵在7:10的落後下連續化解2個局點,隨後被對手接發球擰拉直線得手,9:11讓出;次局,彭郁涵很快做出調整,加強正手搶攻,6:2強勢開局後,取得10:6聽牌,長崎美柚靠著連續正手搶攻救下兩個局點,彭郁涵不敢大意,立刻叫出暫停,重回比賽後,一記反手搶攻得手,11:8扳回一城。

〔記者林欣穎/台北報導〕本月正式進入農曆七月,《命運好好玩》命理專家書珩近期受訪,面對農曆七月晦氣較重,書珩也分享開運小物,包括黑曜石、白水晶,以及信奉神明者可以隨身攜帶平安符,她也建議可在玄關放置粗鹽,出入時可以觸摸一下,達到淨化、招財與祈求平安的象徵作用。

居家風水部分,要特別留意家中「北方」位置,鬼月期間盡量避免挪動家具、敲打或進行裝潢工程,像是搬動櫃子等大幅度變動都應盡量避免,民俗上認為容易影響家中財氣,甚至有「破財」之虞。

談到下半年整體運勢,書珩忍不住先嘆了一口氣,直言「考驗人心」。她認為下半年天災、人禍仍可能發生,經濟方面也有波動,近期股市、白銀等市場震盪,提醒民眾不要因一時波動頻繁進出,如果本身是長期投資者,就應該穩住腳步,不要被短期變化影響。

書珩也建議下半年「手緊一點」,能省則省、現金為上,安心過生活比什麼都重要。她強調,台灣人對自己、對台灣都要有信心,面對外界威脅、恐嚇或各種消息,不必過度恐慌,「下半年要吃定心丸」。

健康方面,書珩提醒下半年火氣逐漸退、土氣上升,要特別留意腸胃、消化系統,天氣炎熱也要注意防曬、避暑。她再次強調「千萬別熬夜」,偶爾也要放自己一馬。若本身容易焦慮,建議少看一點新聞,不要讓過多負面資訊影響情緒。至於明年,她則認為整體年氣會比今年好,提醒大家先穩住腳步、安心度過今年。

一卡通iPASS MONEY拚跨域結盟 共享機車WeMo、精誠「好禮券」上線

〔記者李靚慧/台北報導〕一卡通積極拓展支付據點,旗下行動支付iPASS MONEY持續跨產業合作,攜手共享機車WeMo及精誠資訊「好禮券」,將移動服務、數位票券等生活應用導入 iPASS MONEY APP,進一步擴大自有支付生態系;同時持續優化 APP生活服務功能,領先同業率先推出二代社福卡靠卡查詢社福點數餘額等服務,讓iPASS MONEY成為串聯民眾日常生活的數位服務平台。

一卡通旗下電支業務iPASS MONEY自今年1月起獨立於APP營運,一卡通13日揭露最新至7月底的營運數據,用戶數持續成長,已達725萬3660戶,代理收付實質交易金額至7月底增至23.72億元,較6月底的18.32億元大幅提升29%。APP下載數達400萬,每月活躍用戶數近200萬戶。

一卡通總經理鄭鎧尹指出,為了讓支付服務更貼近民眾實際生活場景,iPASS MONEY積極透過「iPASS Connect+」計畫拓展跨產業合作,在新增共享機車WeMo後,iPASS MONEY APP的商家地圖已新增WeMo機車搜尋功能,用戶開啟APP後進入「商家地圖」,即可查看附近WeMo共享機車停放地點,點選車輛位置能進一步查看車號,找到車輛後即可前往借車,讓「找車」服務融入日常支付APP,提升移動生活便利性。

一卡通也宣布與精誠資訊合作,於iPASS MONEY APP首頁建置「好禮券」專區,將數位票券消費直接整合至APP,民眾可透過專區一站式瀏覽及購買好禮券。鄭鎧尹指出,一卡通與精誠資訊共同打造綠色會員生態圈,透過無紙化數位票券取代傳統紙本票券,既可減少紙張印製與使用所產生的資源浪費,也豐富iPASS MONEY APP的消費應用場景;同時,好禮券消費也可搭配一卡通綠點回饋機制。

一卡通指出,WeMo服務上線,8月14日至12月31日提供雙重回饋,使用者除可獲一卡通綠點10%回饋,活動期間綁定iPASS MONEY付款任一筆,即可獲贈WeMo騎乘券;8月14日至12月31日期間,「好禮券」專區推出開館多重優惠,活動期間使用 iPASS MONEY APP 連結「好禮券」專區消費,當月消費總額可享一卡通綠點10%回饋,每人每月最高回饋200點,活動總回饋上限達1,000萬點。

〔記者李靚慧/台北報導〕一卡通票證日前召開臨時董事會,通過新任董事長郭添貴人事案,面對一卡通與LINE Pay分家 後的營運挑戰,行銷經驗豐富的郭添貴祭出「2支劍」,除了採取「精準行銷」,提升用戶活躍度並有效運用行銷預算,更將善用既有電子票證優勢,積極擴增應用場景至更多生活場域,包括結合各縣市政府的社福點數、智慧醫療及停車服務,結合iPASS MONEY APP打造二代卡生態圈。

新任董事長郭添貴自高雄市政府秘書長退休,面對外界關注其經歷是否與「支付」相關?郭添貴直言自己雖自公部門退休,但過往的各項工作歷練,一直與「行銷」相關。除了早期曾任職於亞哥花園研發部、工程部,工作內容包括遊客的市調、與企業對接。

進入公部門後,於交通局、文化局任職期間,成功活化駁二藝術特區,並策劃過多項大型活動,如黃色小鴨展出、引進各類演唱會經濟、策劃跨年活動;之後出任港務公司、土地開發公司、市政府秘書長等職,更高度參與高雄亞資中心的成立過程,他認為自身深厚的政府運作經驗,未來能更有效地將政府部門政策與一卡通業務結合。

有感於一卡通目前業務的困境,郭添貴甫上任即展現驚人「行動力」,甚至一個晚上可以安排5個行程。雖然一卡通自今年1月以來,加大行銷、補貼力道,但郭添貴直言,上任後已針對編列的行銷預算進行盤點,核心目標是推動「精準行銷」,認為必須將行銷活動區分為針對「普羅大眾」以及針對「現有用戶」兩種不同層次,對於有成效的消費策略或回饋機制將會延長辦理;而對於效果較不顯著的部分,則會將預算調整並轉移到更有力、更具效益的項目。

郭添貴解釋,精準行銷將特別針對電子支付、生活繳費及特定消費策略進行加強,也就是鎖定特定領域與族群,透過分析用戶的消費數據與回饋績效,來鎖定目標族群進行更有效的補貼與行銷。

其次,他認為一卡通的電子票證業務獲利不差,必須善用自身電票優勢,積極將應用場景擴增至更多生活場域,特別是一卡通肩負政策重任,更需強化與地方政府合作,積極配合各縣市政府的政策,提升票證的使用深度與覆蓋率。

郭添貴強調,超高齡社會來臨,一卡通已積極響應地方政府社會福利政策,持續運用數位科技提升公共服務便利性,包括推出一卡通PLUS二代社福卡,不僅限於搭乘交通工具,還能擴展到看病、購物及領取藥物等功能,更結合iPASS MONEY APP,靠卡即可查詢社福點數及錢包交易功能,讓民眾透過APP掌握社福卡剩餘點數、金額及扣點交易明細,讓社福資源使用更加透明便利。
