Pep Guardiola documentary: Kyle Walker fallout revealed in intense scenes

A new documentary shows the moment Manchester City manager Pep Guardiola told his players that he was "incredibly sad" that captain Kyle Walker had asked to leave the club.

In an emotional scene, the Spanish manager is also shown telling the players "you cannot behave" the way Walker did.

Former City defender Walker joined AC Milan on loan in January 2025, after asking his manager if he could leave the club for a fresh challenge.

A new Amazon Prime documentary series following Guardiola's final two years at the club captures the manager addressing his team just days after the defender's departure.

"So sad, what happened with Kyle," he says, before a home match with Chelsea.

"It was so easy for him to come to me [and say] 'I'm tired'. But you cannot behave as a captain the way he has done it. You cannot, in the toughest moments in our lives.

""What did you do my friends? What did you do with your captain? Tell me, what did you do?"

While it is not clear what specific behaviour from his captain Guardiola is referring to, one scene does capture an argument between the pair following a loss at Anfield in December 2024, during which Walker was at fault for losing the ball to Luis Diaz before the former Liverpool winger won a penalty.

"Kyle has to know that if you lose the ball it's a goal," Guardiola tells his dressing room afterwards, which draws an angry reaction from the defender, who says: "Every meeting, it's my name".

Guardiola's response was to say: "Maybe because you're a captain."

Walker replies: "OK. You didn't want me to be your captain".

The England defender was made chosen by City teammates to be captain for the 2024-25 season, with four vice-captains - Kevin de Bruyne, Ruben Dias, Rodri and Bernardo Silva.

Shortly before that defeat to Liverpool, Guardiola signed a new contract at City , after suffering four consecutive defeats for the first time in his career.

Just after the argument with Walker, the documentary shows the Spanish coach in tears as he tells his team: "If I'm a problem, then you have to tell me.

"I won't stay here just for the money, or just for the fact to stay.

"I extended the contract because I want to be here with you, I want to win a fight in that position. I don't want to feel that I'm leaving and running away from you. I don't want to have that feeling that now the pieces fall down."

He adds: "But if you feel, captains first, then the other ones, for example [feel] that there's a problem, tell me. It's not going to change the love I have for all of you - not one second. But I want to fight. That's all. I'm sorry."

Before leaving for Milan, Walker made 316 appearances for City and won six Premier League titles under Guardiola after signing from Tottenham in 2017 for £50m.

However, his final season at the Etihad was dogged by poor results as City ended the 2024-25 season trophyless - just the second time that had happened since Guardiola joined the club in July 2016.

Bonnie Tyler's Swansea funeral sees tributes to Welsh singer

Fans travelled to Wales to pay an emotional tribute to legendary singer Bonnie Tyler as her funeral was held in the city she was "a fantastic ambassador for".

A celebration of life service was held at Swansea Minster ahead of a private family funeral in the village where she was born and grew up.

The Total Eclipse Of The Heart star, whose real name was Gaynor Hopkins, died unexpectedly on 8 July at the age of 75.

Tyler was "one of a kind" and "loved by millions worldwide", talent scout Roger Bell, who discovered her, told mourners at the service in Swansea, while fans shouted "we love you Bonnie" as the cortege left to go to Skewen, Neath Port Talbot.

Bell referenced the tributes, flowers, and cards from the Houses of Parliament, the Prince and Princess of Wales, the Portuguese government, musicians Sir Cliff Richard, Sir Rod Stewart and Suzi Quatro and many fans.

"But in Swansea, she was loved by Robert and the family as Gaynor and auntie Gaynor," he said.

"There was a warmth and sincerity about her that shone through, and she never said no to having a photo taken or giving an autograph to anyone who asked."

'Britain's most bashed' bridge in Hinckley hit twice in two days

A railway bridge named as the most bashed in Britain has been struck by a lorry for the second time in two days.

Leicestershire Police said that at 05:52 BST on Sunday, the A5 Watling Street near Hinckley in Leicestershire was closed after a lorry crashed into the bridge.

Then on Monday afternoon, the force said the same road was shut due to a "road traffic collision" with a bridge, and officers asked people to find alternative routes.

A Network Rail spokesperson said no damage to the structure was found, but added "bridge strikes remain one of the biggest causes of disruption on the railway".

Trump threatens to bomb US ally Oman if it 'gets in the way' over Iran deal

President Donald Trump has threatened to bomb Oman - a US ally - if it "gets in the way" of his administration's own talks with Iran, Fox News reports.

The US and Oman have been negotiating separately with Tehran to reopen the Strait of Hormuz, a waterway that is vital to the global economy. It has been largely closed for nearly six months during the US-Iran war.

A reporter for Fox said the US president made the threat to Oman while using an expletive during a phone interview.

Earlier in the day, Iranian officials said they were close to finalising a deal with Oman. Meanwhile, the future of talks between the US and Iran is unclear as a 60-day Memorandum of Understanding (MoU) between the two sides is expiring.

Speaking to reporters in the Oval Office on Monday, Trump was asked by BBC News if he was seeking an extension to the MoU, to which he replied: "No."

Since the US and Israel attacked Iran in February, Tehran has largely blocked the Strait of Hormuz - through which about a fifth of the world's oil and liquefied natural gas usually passes. Reopening it has been a key point of discussion.

Oman borders the southern side of the Strait and says it is a neutral country in this conflict. However it has suffered a number of strikes from Iran and is now playing a key role in negotiating with Tehran to reopen the waterway.

Washington has pursued its own efforts to secure the reopening. Fox reporter Trey Yingst quoted Trump as saying: "If Oman gets in the way, we'll bomb the shit out of them."

It is not clear what Trump thinks would constitute getting in the way of his ambitions for a deal.

During the same interview with Fox, Trump also said the US had a direct backchannel with the Islamic Revolutionary Guard Corps (IRGC), which is a major military, economic and political force in Iran.

An IRGC spokesman denied Trump's claim.

A spokesman told semi-official Iranian news agency Tasnim News: "There are no talks taking place between IRGC officials and the Americans, and this lie by Trump is merely fantasies caused by the delusions and nightmares he has suffered as a result of defeat and desperation in the war."

Hayden Panettiere: Tributes to actress as coroner finds 'no signs of trauma'

Tributes have been paid to actress Hayden Panettiere, star of US TV shows Heroes and Nashville, following her death at the age of 36.

Oscar winner Viola Davis described Panettiere as an "amazing talent", while One Tree Hill star Bethany Joy-Lenz noted how as a young star she had acted "like no child I'd ever seen on camera".

Panettiere died on Sunday in Greenville, South Carolina, and police said there were not "any signs of foul play or suspicious circumstances".

Greenville County Coroner's Office said emergency services treated "a female in cardiac arrest" and an autopsy showed "no signs of trauma", but that the cause of death had not been confirmed.

Greenville Police Department said, external officers were deployed to a report of an unresponsive female at 13:51 local time (18:51 BST) on Sunday.

"Upon arrival, medical assistance was administered; however, the individual, later identified as Hayden Panettiere, was pronounced deceased at the scene."

They added: "The preliminary investigation has not indicated any signs of foul play or suspicious circumstances. An acquaintance of Ms. Panettiere placed the 911 call."

In a separate statement, the coroner said "advanced cardiac life support measures" were initiated, "however, resuscitation efforts were unsuccessful, and the individual was pronounced deceased at 2:32 PM".

Fifa: Kevin Lamour sacked after criticising president Gianni Infantino

Fifa's chief operating officer Kevin Lamour has been sacked by the governing body, less than three weeks after he strongly criticised its president Gianni Infantino's aborted plan to sell stakes in competitions to private investors, BBC Sport has been told.

In a statement, a Fifa spokesperson would only confirm that "the working relationship between Fifa and Kevin Lamour as Chief Operating Officer has ended on 17 August 2026.

"Fifa thanks Kevin for his two years of service and wishes him the best of luck for the future."

Fifa's staff were informed of the news in an email by its secretary general Mattias Grafstrom on Monday evening, who told them the organisation and Lamour had "agreed to part ways".

Last month, Lamour described the controversial Fifa Forward Enterprise (FFE) plans as "the project of one person", and said "the time has now come for football political leaders to ask themselves the right questions and make the right decisions".

He added Fifa's own administration was "deceived" about the now abandoned project.

"Our mission - the mission of the hundreds of passionate, dedicated, and exemplary Fifa employees - is to serve football", he added.

"A president must bring people together, unite them, and inspire them. Today, we are experiencing the opposite."

Lamour acknowledged he had a duty of loyalty to his employer but also to "certain values" and supporting his colleagues.

"If that means I lose my job, then so be it," he added. "I will understand and respect that decision. At least I'll sleep well tonight."

Lamour joined Fifa in November 2024, having previously served as deputy general secretary at Uefa, and was two layers of management below Infantino.

Earlier this month, Infantino received the backing of senior executives in a meeting in Morocco, but BBC Sport was told Lamour was not invited.

Lamour has been approached for comment.

In a letter sent to members of Fifa's Council, and seen by BBC Sport, Grafstrom wrote: "I would like to provide you with an important update regarding a change within the Fifa Administration.

"Following recent discussions, Fifa and our Chief Operating Officer, Kevin Lamour have agreed to part ways. This decision was made after careful consideration and with great respect for Kevin, both personally and professionally… I felt it was important that I personally provide you this update and I would like to express my gratitude to Kevin for these contributions and for his work and commitment on behalf of Fifa on a daily basis. I wish Kevin all the best for the future."

Lennon criticises 'nasty' Scottish Labour as leadership bid fails

Monica Lennon has branded Scottish Labour "quite nasty" and accused it of having "a problem when it comes to trans people".

The MSP, a vocal supporter of trans rights, failed to secure enough nominations to join Michael Marra and Joe Fagan in the contest to replace Anas Sarwar as party leader.

Both Marra and Fagan have expressed scepticism about recent attempts by the Scottish Parliament to make it easier for an individual to change their legally recognised sex.

Lennon told BBC Scotland News that Scottish Labour - which finished joint second with Reform in the Holyrood election - should be showing compassion and respect to trans people.

She added: "I don't know if we have any transgender members left in Scottish Labour. They're certainly not voting for us."

Sarwar triggered the contest last month after he announced his intention to stand down as both Scottish leader and MSP to join Andy Burnham's government.

His decision came after Labour's worst Holyrood election performance.

Party members and affiliated supporters will vote for his replacement between 28 August and 17 September.

Does Reform's plan to cut £50bn in welfare spending add up?

Another big element of Reform's planned cuts comes from taking away benefits from foreign nationals. It claims around £20bn could be saved from its £50bn target if they were banned from getting benefits including Universal Credit (UC).

More than a million UC claimants were born overseas including around 700,000 EU citizens who arrived in the UK before Brexit and have the right to live and work in the country.

It's important to bear in mind that around half of EU citizens claiming UC are in employment.

The government doesn't provide figures for the number of foreign nationals claiming other benefits.

But taking away these benefit rights would not be a simple thing to do because it risks putting the UK on a collision course with the EU.

Around 4.5 million EU citizens have long-term settlement rights in the UK which means they are eligible to claim benefits.

An estimated one million UK citizens living in the EU have similar rights. Stripping EU citizens of their rights could lead to member states retaliating against the UK.

Reform says it would renegotiate the post-Brexit deal that underpins these rights but that would mean re-opening a process that was supposed to have been settled in 2020.

Another wrinkle in Reform's plan is that its planned savings could disappear if a large number of EU nationals apply to become UK citizens and were able to keep their entitlement to benefits.

Jason Arday's family 'still coming to terms' with his death as supporters attend vigil

Lord Simon Woolley, principal of Homerton College at the University of Cambridge, told the vigil that when he met with Arday last week, the academic told him he felt that critics were "hounding me to death".

Filmmaker and activist Misan Harriman told the vigil: "The legacy media crossed every line in the treatment of Jason.

"Imagine being so lost in the business of cruelty that you relish hurting another human for sport, with your own poison pen."

He added: "Jason should still be here today."

Arday, 41, was found dead at an address in south London, on 14 August, two days after Cambridge said it would investigate the circumstances around his appointment.

He had resigned as a Cambridge professor of sociology of education on 5 August, after the university said it would look into claims about his career.

Arday said his resignation should not "be mistaken for an acceptance of the narratives that have surrounded me".

Monday's vigil came as more than 90,000 people signed a Good Law Project petition seeking an inquiry into media coverage of Arday.

Earlier, Cambridge University's chancellor criticised the "racist feeding frenzy" around Arday in the weeks before his death.

Speaking publicly for the first time on the row, Lord Chris Smith said academic integrity could be upheld while questioning Arday's treatment.

In a statement, he said: "I do believe it is possible to hold to two principles at the same time: to believe in the importance of academic integrity, and where criticisms of plagiarism arise, about any academic, whoever they are, ensure that they are rigorously investigated.

"And also to refuse to join in a racist feeding frenzy over a particular academic."

Princess Eugenie announces name of baby daughter

Princess Eugenie has named her baby daughter Adelaide Elizabeth Annina Brooksbank.

Announcing the news on Instagram, she said it was chosen in tribute to "three people we love and admire past and present", including Queen Elizabeth II, and reflected English and Portuguese history - "two places we love and call home".

Adelaide was born earlier this month at a hospital in Lisbon, Portugal, weighing 6lb 9oz.

She is Eugenie's third child with her husband, Jack Brooksbank, after their sons August Philip Hawke Brooksbank, born in 2021, and Ernest George Ronnie Brooksbank, born in 2023.

Sharing new photographs of Adelaide, including one of her sons holding their baby sister, Eugenie, 36, wrote: "Two weeks ago today we welcomed our girl to the world. And since then we've had the most special, cosy and love-filled time.

"We are so happy to share Adelaide Elizabeth Annina Brooksbank.

"Named after three people we love and admire past and present, including her great-grandmother who we hold close in our hearts.

"Her name is part of English and Portuguese history, two places we love and call home.

"Augie and Ernie are already the best big brothers."

The name Adelaide is said to have been inspired by Queen Adelaide (1792-1849), who was married to King William IV, as well as Santa Maria Adelaide of Portugal, according to PA Media.

The inspiration for Annina is less clear, but it is believed to be a personal connection to Princess Eugenie, whose parents are Andrew Mountbatten-Windsor and Sarah Ferguson, and Jack which has not been made public.

The new arrival, who is not a Royal Highness, becomes 15th in line to the throne, moving ahead of her great-uncle, the Duke of Edinburgh, Prince Edward.

A statement from Buckingham Palace at the time of her birth read: "Their Majesties The King and Queen and other members of The Royal Family were delighted to be informed of the news."

Eugenie and her family live between Portugal and Ivy Cottage, in the grounds of Kensington Palace.

Last May, they announced her pregnancy with a photograph of her young sons holding a baby scan with the caption: "Baby Brooksbank due 2026!"

Kushner hails 'very good' meeting with Netanyahu after Hamas talks on peace plan

Jared Kushner, Donald Trump's son-in-law and Middle East envoy, has held lengthy talks with Israeli Prime Minister Benjamin Netanyahu, the premier's spokesperson has told the BBC, in a bid to restart the stalled US-backed Gaza peace plan.

Hailing the "very good meeting", Kushner told Fox News that there could be "progress in as little as 30 days, hopefully, on starting to take some of [Hamas's] weapons out," but added: "we do need cooperation from both sides".

Israel has said that it agrees with the Board of Peace, set up by the president, that there would be no reconstruction in Gaza without Hamas's complete disarmament.

Hamas had earlier asked the board to "compel" Israel to accept the peace plan, after Kushner held rare talks with the group on Sunday.

Trump leads the Board of Peace, which was created as an international organisation originally intended to bring peace to Gaza, but later expanded to include conflicts worldwide.

Last week Israel rejected Trump's 15-point Gaza peace plan.

The document calls for Israeli troops to withdraw and Gaza to be rebuilt under a new civilian Palestinian administration. But Netanyahu said that no military pull-out would happen until Hamas is "genuinely" disarmed.

Speaking to Fox New late on Monday, Kushner said his meeting with Netanyahu lasted almost four hours.

"I think there were some valid concerns that they raised that we were able to address," he said, adding that it would be a "win-win situation" for Israel if it accepted the peace plan.

When asked about his meeting with Hamas, Kushner replied: "They said all the right things - but obviously it's very, very hard to trust a terrorist organisation that committed these terrible atrocities.

"But we had a very cordial meeting... We [are] gonna give them a chance to perform."

According to Israeli media reports, Board of Peace envoys Nickolay Mladenov and Tony Blair also met Netanyahu on Monday.

In a statement after the meeting, the Israeli prime minister's office struck a diplomatic tone, saying Netanyahu and the board had "deep and constructive discussions".

It said they "agreed to establish two working groups, one on disarmament and demilitarisation of Gaza, which both Israel and the Board of Peace are determined should be prompt and completed before any reconstruction happens in Gaza".

It added that a second working group "will focus on sanitation, clean water and other public health issues for the people of Gaza and which also impact the people of Israel".

Many Israelis remain sceptical that Hamas is ready to disarm.

Mushroom murderer Erin Patterson is appealing - here's what you need to know

A year after her blockbuster trial, Australia's notorious mushroom murderer is facing court again, in a bid to overturn her conviction.

Erin Patterson was jailed for life last September for murdering three relatives and trying to kill another with a toxic mushroom meal she served at her home in Leongatha, Victoria, in 2023.

But the 51-year-old says she did not receive a fair trial, citing problems with evidence, the actions of the prosecution, and an unusual mishap with the jury while they deliberated on their verdicts.

At the same time that Erin Patterson's case is heard, prosecutors will also be appealing her sentence. The judge said Patterson could apply for parole after 33 years, but the prosecution says that's "manifestly inadequate" and the triple murderer should never be freed.

Labour MP suspended as party launches investigation into Covid loans

A Labour MP has been suspended from the party after a newspaper report questioned whether he had tried to avoid repaying a government Covid loan.

Bayo Alaba referred himself to the Labour Party over the issue and an internal investigation has been launched.

The MP for Southend East and Rochford has also had the whip suspended - meaning he will now sit as an independent MP - although it is understood the investigation does not at this stage imply any wrongdoing.

A Labour Party spokesperson said: "Bayo Alaba MP has referred himself to the Labour Party so that these matters can be investigated in line with the party's rules."

It continued: "The Labour Party expects the highest standards from our elected representatives and we have robust processes in place to ensure those high standards are upheld.

"We cannot comment further while the investigation is ongoing."

The Times newspaper has reported, external allegations that Alaba attempted to wind up one of his business before settling one of two bounce back loans he had taken out.

During the pandemic, taxpayer-funded loans of between £2,000 and £50,000 were given to small and medium-sized businesses to ease financial problems.

Alaba has admitted taking out two bounce back loans but he insisted he has not tried to avoid his financial obligations and it is understood he believes they will be repaid in full by the end of this year.

Alaba is the registered co-owner of a company called Alaba Properties. Records in Companies House show an attempt was made to wind up the company in March 2022, however, this was blocked for unstated reasons.

A second attempt was then made, which was also blocked in August 2022.

Alaba said: "Like many businesses and entrepreneurs, I accessed financial support during the Covid-19 pandemic.

"I am proud of my background as a small business owner, and of the work I have done since entering politics to support the business community, in part because I know just how difficult things can be.

"There has been no attempt to avoid my financial obligations, and I am wholeheartedly committed to ensuring that the liability is met in full.

"I've referred myself to the Labour Party's investigations process on the matter and I'll cooperate fully."

Mike Wood, a Conservative shadow Cabinet Office minister, said: "These are concerning revelations and Alaba clearly has questions to answer.

"Alaba needs to come clean about whether he tried to avoid paying his debts, and ministers should tell us if they had to intervene to stop it."

Supreme Court again rejects Trump's bid to overturn E Jean Carroll sex abuse case

For a second time, the US Supreme Court has declined President Donald Trump's bid to overturn a federal civil jury verdict that found him liable for sexually abusing and defaming writer E Jean Carroll.

In June, the top court had already denied a prior attempt by Trump to review the civil case.

The president has repeatedly denied any wrongdoing and argued that the judge who oversaw the civil trial improperly allowed evidence to be presented that affected the jury's perceptions of him.

In July, he paid Carroll more than $5m (£3.6m) in damages over her civil claim that Trump sexually assaulted her in the 1990s, and then branded the incident a hoax on social media.

Following the decision, Carroll thanked her legal team and her supporters for standing behind her in the case.

"One old lady can not make a difference," she wrote in a newsletter sent out on Monday. "But when that old lady has a team of the most brilliant attorneys in America, and when that old lady has the support of women around the world, that old lady can do the impossible."

Her attorney, Roberta Kaplan, said the jury's verdict that Donald Trump sexually assaulted and then defamed E. Jean Carroll "is now final and cannot be challenged in any court".

The court's decision was posted as part of an order list on Monday, but offered no explanation for why the justices declined to rehear the case.

Legal experts said that Trump's request to reconsider its previous June rejection was an unusual long-shot legal manoeuver, as the court rarely grants similar requests.

Carroll, a former magazine columnist who is now 82, sued Trump for attacking her in a Manhattan department store dressing room in the mid-1990s.

The defamation stemmed from a 2022 post on Truth Social in which he denied the claims and said Carroll was "not my type".

Trump has yet to comment on the court's latest decision to not rehear the case.

In a lengthy Truth Social post following the earlier decision in June, Trump vowed to continue battling what he termed the "weaponisation and lawfare case" and the "ridiculous" claim of defamation.

"This Case is really against the United States of America, and all it stands for, and should never be allowed to happen to another President, or Candidate to be," he added.

In the initial petition to the Supreme Court, Trump's lawyers argued that Carroll's lawyers should not have let jurors see now infamous Access Hollywood footage from 2005 in which he used crude language as he discussed groping and kissing women.

Trump has also asked the Supreme Court to overturn a separate federal civil defamation verdict awarding Carroll $83.3m.

His lawyers have argued that Trump cannot be sued for comments he made while he was president.

The top court has not made a decision in that case.

Stag put down after attacking man in Richmond Park

A man in his 60s suffered chest injuries after being attacked by a stag in Richmond Park on Saturday.

Royal Parks said the male deer had approached the man's picnic group looking for food, and had since been put down.

Emergency services were called to the south-west London park at 18:16 BST following reports of a deer attack. The Met said a man was taken to hospital, where his injuries were assessed as neither life-threatening nor life-changing.

The charity which maintains London's Royal parks has issued a warning to stay 164 ft (50m) away from the animals following what they said was a rise in visitors feeding wild animals.

A Royal Parks spokesperson said: "We understand from the police that thankfully the injuries were not life-threatening.

"Sadly, the stag's behaviour meant that it had to be put down as it was deemed to be a danger to visitors.

"If visitors follow our advice and do not feed or interfere with the deer, it is highly unlikely that they will exhibit this type of behaviour."

The stag was shot by a Royal Parks wildlife officer, the charity said.

Manchester City are in advanced talks with Lille over a move for Morocco midfielder Ayyoub Bouaddi.

The Premier League side want to conclude the transfer this week after agreeing to sell Rodri to Barcelona.

It is understood Lille value the 18-year-old at 100m euros (£85.6m).

City have also not given up hope of signing Chelsea's Enzo Fernandez, BBC Sport has been told.

Should they be successful in moves for both Bouaddi and Fernandez, it would complete a trio of costly midfield signings for City following Elliot Anderson's arrival from Nottingham Forest.

Bouaddi impressed at this summer's World Cup - starting five of Morocco's six matches in their run to the quarter-finals - after a starring role in Lille's Champions League victory over Real Madrid in 2024 announced him on the big stage.

He functions as a deep-lying conductor and would complement Anderson, who is comfortable as a box-to-box midfielder as well as the number six role he plays for England.

Bouaddi has played 88 times for Lille since making his debut in October 2023, three days after his 16th birthday, and helped them finish third in Ligue 1 last season.

LIV Golf has cancelled its Team Championships in Michigan after weeks of speculation, saying it needs to focus on "building its next chapter".

It had been widely expected that the event from 27 to 30 August would not happen, as players including Tyrrell Hatton entered the British Masters over the same dates and tickets were no longer being sold.

However, confirmation came on Monday with a statement from LIV Golf outlining changes to the schedule, meaning this week's event in Indianapolis will be the last of the season and double up as a team competition.

The breakaway league has faced an uncertain future since Saudi Arabia withdrew its financial backing in April.

LIV Golf CEO Scott O'Neil, who recently said new investors had been secured, explained: "By concluding the season now, we can put our full resources behind what comes next and maintain the operational rigor this transition demands.

"We are reimagining LIV Golf as a fundamentally new league owned by the players and anchored in a sustainable business model, with an evolved fan experience built for the markets where the game is growing fastest across the globe and the support of world-class partners.

Rodri lands in Barcelona to complete 'dream' move

Spain midfielder Rodri said it is his "dream" to play for Barcelona after he arrived in the city to complete his move from Manchester City.

Barcelona have agreed to pay City about £65m, with the 30-year-old to sign a four-year contract with the La Liga champions.

"I'm very happy to have arrived. The last few days have been intense, but I'm glad everything has been sorted out. Of course, playing for FC Barcelona is a dream," Rodri told journalists at the airport on Monday.

"I can't wait to be with my team-mates, many of whom I already know from the national team. It's time to get to work and give my very best."

Rodri added that he is aiming to win "the Champions League and everything else that comes our way" with Barca.

Reddit begins testing a new audio and video experience, similar to popular TikTok videos

Reddit recently said it would bring most viral stories to life through a new “video Reddit” experience, allowing users to listen to Reddit posts in the background while doing other tasks and activities. On Monday, Reddit will begin testing an initial version of this experience with both video and audio posts across select communities to see which type of posts resonate with its users and have the potential to scale.

The company announced its plans for narrated Reddit videos during its second-quarter earnings call in July, when CEO Steve Huffman told analysts on the quarterly call that people were already consuming Reddit content like this on other platforms.

He was referring to how other social media platforms, like TikTok and Meta’s Reels, often feature popular Reddit stories narrated through a text-to-speech feature or read aloud by creators. Some of those videos display the words on screen as they’re read or are accompanied by unrelated footage, like video gameplay or cooking content.

“There is an emerging content type elsewhere on the internet of, basically, podcasts where people read Reddit content,” Huffman explained on the call. “I think this version of, like, listened-to or spoken Reddit can be really engaging, as well,” he added.

Reddit tells TechCrunch the initial tests are early, limited experiments meant to provide the company with a better understanding of how these formats can be useful to users, and whether they can be done in a way that feels authentic to Reddit. Users will be able to choose whether they want to “read” or “play” a post, when available.

The test will focus only on select English-language posts for the time being, and will be accessible through Reddit’s iOS and Android apps.

The different formats will not replace the original, text-only post, Reddit notes. Both the original post and the comments can still be viewed and engaged with as before. Instead, Reddit suggests that people may sometimes want to listen to Reddit audio while exercising, walking, or running errands, while others might want to watch written conversations come to life through video and audio combined.

This isn’t the first time Reddit has experimented with video. The company in earlier years rolled out native video hosting and tried various iterations of a TikTok-style video feed. More recently, Reddit launched support for video in comments, which it says now accounts for more than 10% of video posts on its platform.

Sound-powered fire protection startup gets $15M to snuff out fires before they turn catastrophic

For over a century, fire protection has been limited to water and chemicals. And while they can prevent catastrophic fires, the cleanup bills can be significant.

But maybe not for long. Sonic Fire Tech is testing a sound-powered fire protection system, which it says snuffs out fires within seconds while also sparing properties from messy water and chemical damage. The company announced Monday that it has raised a $15 million round led by The O.H.I.O. Fund with participation from Khosla Ventures. The startup previously raised a $3.5 million seed in October.

The fresh funding will help the Ohio-based startup hire more employees and run the battery of tests needed to earn approval from the National Fire Protection Association, which writes model codes adopted by fire departments around the country.

Approval typically takes about three years, but co-founder and CEO Geoff Bruder told TechCrunch he thinks that Sonic Fire Tech’s process will be “significantly shorter than that.”

Part of Bruder’s optimism stems from the fact that Sonic Fire Tech’s system doesn’t leave a mess after a fire suppression event, which should speed up the process. The tests are conducted in a lab and preparation can take hours. With Sonic Fire Tech’s system, “they don’t have to do cleanup,” he said.

That advantage in the lab could pay dividends in the real world. Commercial kitchens, for example, can face months of cleanup and restoration following a fire. Some 75% of them don’t reopen, Remington Bixby Hotchkis, Sonic Fire Tech’s COO, told TechCrunch.

Sonic Fire Tech’s acoustic fire suppression system uses a sound generator to pump inaudible sound through PVC pipes in the ceiling. When sensors in a room detect a fire, the generator kicks in and infrasonic waves, around 20 Hz, bombard the flames.

“We are the only technology that creates its own suppressant without collateral damage. False alarms are less of a concern for us,” Hotchkis said. “We deploy within seconds.”

That speedy response could stop fires before they cause significant damage, which has the insurance industry interested. The startup is in talks with insurers about whether the system will qualify for premium discounts. The insurance industry’s acceptance could speed adoption of the company’s product.

The system also shows promise when applied to lithium-ion battery fires, which are among the most challenging to put out. In the few tests Sonic Fire Tech has run so far, “we don’t put out a lithium-ion fire, but we contain it,” Bruder said. “If we’re able to keep the outer casing from lighting fire, we can potentially stop cell-to-cell spread and limit the size of the fire.”

Sonic Fire Tech is working on systems to protect the interiors of commercial buildings, kitchens, and homes, both for new construction and retrofits. The company has also been working on a system to safeguard the exterior of homes in wildfire country, though development of that has progressed more slowly as the startup waits for time at a suitable testing lab.

In addition to quicker fire suppression, Sonic Fire Tech’s system promises to lower restoration costs, if any are needed.

Today, about 500 jurisdictions mandate interior fire protection systems. But Bruder points out that 50% of home fires start in the kitchen, whether they be grease or electrical fires. Even a small Sonic Fire Tech system, focused on the kitchen, could go a long way to minimizing the risk of catastrophic house fires, lowering premiums in the process. “Sprinklers that they’re putting in now can’t handle those fires,” Bruder said.

AI automation startup Relay shuts down, staff joins Google’s Chrome team

Relay, an AI-powered workflow automation tool that was launched in 2021 with the goal of becoming the new Zapier, is shutting down, and some of its staff — including its top executive — are joining Google’s Chrome team.

Jacob Bank, Relay’s founder and CEO, shared a company announcement Monday that reveals the app will be shutting down access for paying customers on September 14. Free customers would have already lost access as of August 15. The app’s closure was initially announced in July.

Bank, who previously spent a little over six years at Google, revealed that he would now be rejoining the tech giant as VP of Product for Google Chrome, where he will lead the product and developer relations teams for Chrome, according to his LinkedIn.

“I’ve spent my whole career doing one thing: building tools that help people get more done with AI, without sacrificing their personal creativity or insights,” said Bank in a post on X. “And joining the Chrome team is an ideal opportunity to bring those experiences to many, many more people.”

“We have some really ambitious plans to help you work with AI in Chrome to get things done, and I’ll have more to share soon,” he added.

Bank originally joined Google in 2015 after his previous startup, a scheduling app called Timeful, was acquired by the search giant. At Google, he worked in a number of different areas, including as product lead for Gmail, Google Calendar, and Google Chat, before eventually leaving to launch Relay.

Similar to Timeful, Relay offered users productivity upgrades via workflow automation, allowing businesses to streamline repetitive tasks like document drafting and copyediting, as well as various project management tasks. TechCrunch reached out to Google and to Relay for more information.

Just how Bank and others plan to further integrate AI into Chrome is a hanging question, though Bank calls Chrome “a perfect place to collaborate with agents.”

The move follows a steady path of AI integration into Google’s user experience. The integration of Gemini into search has fundamentally altered Google’s front end — not to mention the rest of the internet. Gemini has also been integrated into Chrome, where it serves as an optional in-browser assistant.

Overall, users seem to be responding well to these integrations, as Google recently reported that Gemini had crested 1 billion users.

Several people publicly and privately reported receiving Apple’s spyware alerts over the weekend, after Apple sent out a new wave of notifications on Friday alerting customers in 110 countries that they had been targeted with powerful spyware.

From time to time, the technology giant sends these types of alerts in batches to customers that it believes have been either targeted or compromised with malware normally used by governments, which the company refers to as “mercenary spyware.” In the last few years, Apple says it has alerted people in more than 150 countries.

The latest batch appears to have been the largest yet, per one of the digital rights groups that Apple suggests victims of spyware reach out to for help.

Mohammed Al-Maskati, the director of the Access Now team of investigators who review and investigate reports to the helpline, told TechCrunch that since Friday, they have received a record high number of people reaching out for help. This includes people who had already received threat notifications in the past.

Al-Maskati said the number is around 30% to 40% more than the nonprofit’s investigators usually receive after Apple sends out new notifications.

Cybersecurity firm iVerify also confirmed to TechCrunch that it was seeing an influx in threat notifications from Apple.

An unusually large number of people have also publicly reported receiving these notifications over the weekend as well, according to several social media posts.

One of them is a Ukraine Armed Forces soldier who said he is fighting the war against Russia. The soldier, who asked to remain anonymous to protect himself, said that he initially thought it was a scam, until he verified it with Apple.

“I was a bit surprised to be honest, I wouldn’t have thought I was important enough for them to target me like this. I am flattered though,” the soldier told TechCrunch.

The soldier also said that he is aware of other people in Ukraine’s military who have received the same notification. “They were a bit worried,” he said.

The Computer Emergency Response Team of Ukraine (CERT-UA) did not respond to TechCrunch’s request for comment, asking whether it was aware of other Ukrainians, particularly soldiers, receiving these notifications.

John Scott-Railton, a senior researcher at The Citizen Lab, a digital rights group that has investigated government spyware attacks for more than 15 years, told TechCrunch that the reports show that spyware attacks may be more prevalent than people realize.

“The scale and geographic diversity of public posts about receiving notifications are pretty unprecedented,” said Scott-Railton. “For every public notification like this, you can imagine there’s a huge notification iceberg that the public will never learn about. This is a clear indication that something bigger is going on.”

Both Al-Maskati and Scott-Railton said that the volume of people receiving the alerts could also be attributed to Apple’s new methods of alerting users.

Starting this year, Apple now notifies users on their iPhone lock screen, in their Settings app, via the email associated with their Apple account, and when users log in to their Apple Account on the web.

“Apple’s new notification method has helped raise awareness of the issue’s importance, making it harder for users to ignore,” Al-Maskati said.

Apple did not respond to TechCrunch’s request for comment.

Spotify’s new Playlist Notes let users and editors explain their song picks

Spotify announced Monday the launch of “Playlist Notes,” a new feature that lets listeners add their thoughts to the playlists they make. The feature builds on “User Notes,” which the streaming giant debuted last month, allowing people to add personal notes to individual tracks.

With Playlist Notes, users can add context to songs, podcast episodes, and audiobooks in their playlists. Maybe a song reminds you of someone, brings back a specific memory, or is simply a track you think everyone should hear.

To add a note, go to the mobile app. Open a playlist that you either own or collaborate on; tap the three dots next to a track, podcast episode, or audiobook; choose “add note”; and save it. Anyone who can view the playlist can see the note.

Spotify is also bringing the idea to its own editorial playlists. Now Spotify’s editors can add notes explaining why they picked certain songs. To start, listeners will see the feature on some of Spotify’s biggest playlists, including Today’s Top Hits, RapCaviar, Hot Country, All New Pop, and Fresh Finds Hip-Hop.

There’s a new profile feature for those editors, too. Editor Profiles show an editor’s top tracks and albums, along with the playlists they work on. It gives listeners a bit more insight into the people behind Spotify’s curated recommendations.

User-created notes are rolling out on iOS and Android devices in more than 100 markets. Editor notes and profiles are rolling out to free and premium users ages 16 and older in the U.S., Canada, the U.K., Ireland, Australia, and New Zealand.

While it’s arguably a small feature, it fits into Spotify’s bigger push to make the app feel more social and personal, giving users a chance to explain the stories and reasoning behind their favorite music.

It also gives Spotify another way to stand out from rivals Apple Music and YouTube Music. The company recently reported its Q2 earnings, touting that it surpassed 300 million subscribers for the first time. It also reached 777 million monthly active users.

Higgsfield raises $400M Series B, quadrupling its valuation in 8 months to $5.4B

Higgsfield announced Monday that it has raised a $400 million Series B at a $5.4 billion valuation. This new round is just eight months after nabbing a $1.3 billion valuation.

Founded by former Snap exec Alex Mashrabov in 2023, Higgsfield lets users create AI images and videos. It made headlines this past year for premiering AI-generated movies at both Cannes and in New York. It has tools like Cinema Studio to help filmmakers direct AI films and Marketing Studio for marketing and advertising teams. In a release announcing the round, the company touted $700 million in annualized revenue and 30 million users across 200 countries.

One growing market for the company has been enterprises. It is now working with 390 of the Fortune 500, it said. Mashrabov told TechCrunch that Higgsfield expects “enterprise adoption of video AI to become much more deeply embedded in everyday marketing and creative workflows.”

The fresh capital will fund the usual business needs like hiring and product development. But it will also help pay for compute. “Video is one of the most compute-intensive domains in AI,” Mashrabov explained. Just one minute of video is like processing 60,000 words. Securing reliable compute capacity has therefore become a necessary expense to remain competitive with others in the industry like Synthesia and Runway.

YouTube will now count a view as soon as a video starts playing

YouTube announced on Monday that it’s changing how views are counted on its platform, with a view now counting as soon as a video starts playing or someone enters a live broadcast. Although the Google-owned platform never disclosed how it previously counted views, it was generally understood that a view was counted after a user watched at least 30 seconds of a video.

The change comes a year after YouTube applied the same approach to counting views on Shorts videos. It’s worth noting that rivals TikTok and Instagram also count views as soon as a video starts playing.

“Historically, we’ve used multiple view counting systems across different formats,” the company wrote in a YouTube Community post. “However, we’ve heard that creators want to eliminate this metric confusion and accurately understand their true exposure, which is why we’re making this update.”

The shift could lead to significantly increased YouTube view counts, especially for videos that only briefly capture viewers’ attention. That means public view counts may no longer be a useful tool for creators and advertisers to determine how popular a video may be.

YouTube says it will keep the original view metric, now called “Engaged views,” accessible to creators through its Analytics tools to allow them to see how many viewers chose to continue watching their videos.

The company notes that the change won’t impact creators’ earnings or how they become eligible for monetization through the YouTube Partner Program.

The update, which goes into effect on August 24, comes a week after YouTube made another creator-focused change, announcing that new creators will have to meet higher thresholds to begin earning money from ads and subscriptions starting next year.

Creators who want to start earning on the platform will need at least 8,000 qualified watch hours over the past year or 20 million qualified Shorts views in the last 90 days. Currently, creators need 1,000 subscribers and 4,000 watch hours over the past year or 1,000 subscribers and 10 million Shorts views over the past 90 days. Additionally, creators need to maintain 10 million Shorts views over a 90-day period to earn money.

The decision has drawn backlash from users, as it will make it harder for creators to enter and remain in YouTube’s monetization program.

Feedly attributes weeklong slowdown to bug, not its AI pivot

Bad news for those who get their updates through RSS feeds: Feedly, the largest stand-alone RSS reader worldwide, has experienced technical issues for over a week, and paying users are upset that the web app has been “unusably slow.” Some users have also reported that the company has ignored their support requests. Uh-oh.

Feedly, the heir to the market ceded by Google when it closed Google Reader in 2013, is today among the most successful RSS newsreaders globally with 15 million users, according to its website. That makes it larger than competitive products like the web-based Inoreader as well as various desktop apps like NetNewsWire, Reeder, and others.

And yet, the app is experiencing a number of ongoing issues that are affecting users and paying subscribers alike. The most critical problem is a significant slowdown on its web app, which has made browsing feeds quickly and efficiently very frustrating. Users on Reddit reported the app running “extremely” slow, making it “unusable.”

Further, users said that the company’s iOS app, including on iOS 27 beta, has not been working, and the classic version of Feedly’s mobile app (preferred by a small subset of customers) was shut down without warning weeks ago.

As most consumers now keep up with news through dedicated apps, like Apple News by browsing the web and sources like Google News, and through posts on social media, the market for RSS readers has always been relatively small. However, Feedly has been working to shift its focus to AI, offering businesses a way to track emerging threats and keep up with tailored intelligence through its app.

With the latest issues, it begs the question as to whether Feedly is still focused on its core RSS customers amid its pivot to AI, which is the product the company now advertises via its homepage.

TechCrunch reached out to Feedly for an update on these issues, given that multiple customers on Reddit said their requests for technical support had been ignored.

In response, Feedly CEO Edwin Khodabakchian reassured TechCrunch that RSS was still a focus.

“Despite the pivot to cyber threat intelligence, fixing the basic RSS functionality is still a priority because our CTI community uses the news-reading capability,” he said. “Our goal has been to maintain the Feedly News Reader as fast and streamlined as possible.”

In addition, the CEO said the company was aware of the issues with its web app, which were attributed to a bug, and said the front-end team had been testing a fix. Currently, the team believes the issue was related to using “Mark as Read” on accounts with a lot of folders, and a fix for that was released Friday. The company is still confirming whether this has resolved the problem for all users.

Khodabakchian also confirmed that the Feedly Classic app was “retired two weeks ago because it “no longer met some iOS and Android requirements,” though it had been removed from the App Store long before that. At the time, the app had only a few hundred active users, he noted. The team did not notify those existing users before its final shutdown.

In addition, Khodabakchian said he was not aware of the iOS app issues, which prevent the app from loading, but said Feedly would investigate. He also promised it would be fixed quickly, noting that the company still actively invests in its main iOS and Android app.

After publication, the issue was added to status.feedly.com so other users would be aware that this is a known problem being researched.

Amazon, which started off selling books, is destroying rare texts to train AI

Amazon is buying tons of rare books, cutting off their spines, and scanning them for AI training, according to 404 Media, which placed a tracking device in a rare book that ultimately arrived at an Amazon facility in Las Vegas.

The facility, known as VGT3, identifies itself with a symbol of a dinosaur holding a book in its claws. Amazon told 404 Media in a statement that it “purchases books through commercial channels to improve the products and services customers use.”

Companies like Amazon need unfathomably large amounts of text to train their LLMs, which have already ingested what they can from the internet (and, in Anthropic’s case, illegally pirated books). Rare books, especially ones that are out of print or impossible to find on the internet, offer a new source of coveted training data.

These texts are especially valuable since there’s no chance that anything published before 2022 was written by an LLM. When LLMs train on AI-generated text, they risk “model collapse,” which can occur when the quality of an LLM’s outputs degrade after ingesting too much AI-generated text.

Groq raises $350M to fuel its pivot from AI chips to neocloud

Startup Groq has raised $350 million as it continues to pivot from an AI chipmaker to a neocloud company that provides powerful GPUs and AI infrastructure services.

The new capital, led by investment firm Disruptive with planned participation from Nvidia, values the company at $3.5 billion. That’s down from the $6.9 billion Groq was valued at last September, just a few months before Nvidia hired the startup’s founder and CEO, Jonathan Ross, and other top talent as part of a $20 billion licensing deal that the company paid out to investors.

A spokesperson for the company told TechCrunch that despite the difference in valuation, the company doesn’t see it as a down round, but rather as establishing a new valuation for the “post-Nvidia-licensing-deal version of Groq.”

Groq was focused on building its own chips, dubbed LPUs (language processing units), to compete with Nvidia on inference — the type of compute needed to run AI workloads in real time. After it lost its star team, Groq shifted from being a pure AI chipmaker into a cloud and data center provider that operates Nvidia systems.

In June, Groq raised a $650 million round to kick off its pivot. Groq intends to scale from 54 megawatts to more than 200 megawatts in 2027.

Today, Groq operates 13 data centers across North America, Europe, the Middle East, and Asia Pacific, serving more than 6 million developers, enterprises, and AI-native companies. Groq says the fresh funds will support “those seeking usage of medium and larger sized clusters of Nvidia accelerated computing for training and inference.”

“We are building Groq into the world’s leading AI inference cloud,” Alex Davis, Groq’s chairman and CEO of Disruptive, said in a statement. “Inference will without a doubt become the largest and most critical layer of AI infrastructure.”

While inference is in high demand as enterprises scale AI workloads, it’s an open question whether neoclouds will be a profitable enough business to provide returns on their considerable investment in the long term. CoreWeave reported strong second-quarter revenue growth and recently landed major contracts, including with Meta and Anthropic. However, investors remained concerned about the company’s high capital expenditures, heavy reliance on debt, and exposure to rapidly depreciating hardware, and its ability to turn growth into free cash flow.

Groq’s financials are still private for now, but its pivot puts the company directly inside Nvidia’s AI infrastructure ecosystem. That’s not exactly a unique relationship among neoclouds today. Nvidia supplies the GPUs powering clouds from CoreWeave, Lambda, and Nebius, while also investing billions into some of those companies as they race to build more capacity.

Nvidia investing $1.5B in SoftBank data center developer behind OpenAI project

Nvidia said on Monday that it will invest $1.5 billion in SB Energy, a data center linked to SoftBank and OpenAI.

The investment ensures that Nvidia will be the sole supplier of compute infrastructure at OpenAI’s Ports-Pike data center near Cincinnati, Ohio. Nvidia will also provide up to $105 billion in credit to help build the facility, which could scale from an initial 4.25 gigawatts to 8 gigawatts in size, according to documents the company filed with the SEC.

SB Energy’s existing investors include SoftBank and OpenAI. SoftBank had previously held $5.8 billion worth of Nvidia stock, which it sold in November to help fund other AI investments.

The data center and power developer will build a 9.2 gigawatt natural gas power plant on the site, which is land owned by the U.S. Department of Energy. The site previously enriched uranium for the U.S. nuclear arsenal and for U.S. Navy submarines.

The power plant is expected to cost $33 billion. The steep sum reflects the skyrocketing costs of building natural gas power plants, which have risen 66% in the last two years, according to BloombergNEF.

By the time SB Energy’s power plant and others are completed, they’ll be competing for natural gas with export markets, a confluence that could triple natural gas prices in some parts of the country.

Terra Industries closes $52M seed round to build defense infrastructure for the Global South

African defense tech company Terra Industries on Monday announced an additional $18 million in funding, bringing its seed round to $52 million. Investors in the round include Joe Lonsdale’s 8VC, Silent Ventures, and Nova Global.

Since its launch back in 2024, Terra has become one of the hottest names in the African defense tech space, with plans to build autonomous systems and other infrastructure like drones and mine-detecting combat vehicles. The company says it’s on track to book $100 million in contracts — including at least one federal contract — and generate revenue in the tens of millions of dollars by year’s end.

Earlier this year, Terra announced back-to-back funding rounds of $11.75 million and $22 million, respectively. 8VC is also a backer of U.S. defense heavyweight Anduril, which is said to be in talks to raise funding at a $100 billion valuation, as well as Shield AI.

Terra said its competition right now is any defense company that has won government contracts, especially suppliers from Turkey, China, and the West.

As TechCrunch previously reported, although terrorism remains one of Africa’s biggest threats, many of the countries in the continent depend on the West, Russia, or China for security intelligence. Countries in this region often work with numerous international contractors, meaning their defense supply chains are fragmented and therefore easily destabilized.

Terra says it wants to solve that by becoming the biggest player in the ecosystem for equipping countries with military and critical defense infrastructure.

The startup will use the fresh capital to expand manufacturing across the Global South, open a London office, hire more, and accelerate product deployment. It also hopes to open an office in San Francisco and build a presence in Washington, D.C. to better access capital and U.S. partnerships.

WordPress.com targets the next generation of web creators with a free student plan

WordPress.com maker Automattic is expanding into education with a new, free product designed for teachers and their classes called WordPress.com Education. The suite for classrooms includes a full WordPress.com domain for each student, plus free domain names (on the .blog or .art domains) and plug-in support.

Teachers can provide students with access to the program for free for the first year, without having to put a credit card down or enter a trial.

This allows teachers to use the technology in courses that teach students how to build websites, or for other classroom needs such as group projects that incorporate website building.

Unveiling the product at its annual WordCamp U.S. conference on Monday, the company noted that the new Student plan isn’t a stripped-down version of its product. It includes 6 GB of storage, backups, staging sites, and other tools, as well as support for plug-ins, SFTP/SSH, phpMyAdmin, and Studio Sync.

Automattic is best known for its website and blog hosting service, WordPress.com, which runs the open source WordPress software that powers about 43% of all sites on the internet. Despite its ubiquity, WordPress is not necessarily the go-to platform of choice these days for young people establishing their web presence for the first time. Instead, those users often opt to simply set up social media profiles.

吳欣岱指出,她先生是腎臟科,夫妻間聊過如果我腎臟疾病找他看,有治癒的可能他卻看不好的話會恨死自己,更別提小孩了。有時候夫妻不只是情侶,感情不在道義在。女方自己坦蕩蕩,要評論什麼就用自己的名字去留言,面對媒體也沒有哭哭啼啼故作可憐,一應一答都說明清楚,聽誰講的,哪些他沒有證據。反倒是男方,找朋友放話說人家脾氣不好,自己躲出國不知道去幹嘛,實在是沒擔當。

吳欣岱認為,柯文哲評論陳幸妤家務事,說趙建銘「在當台大住院醫師時還蠻正常的」,「夫妻吵吵鬧鬧不需要搞到離婚」。他這樣評論還蠻正常的,畢竟在柯文哲心中,男女本來就不是平等的。在他心中,男人家庭沒溫暖隨時可以說要出家當和尚,女人不管老公有沒有外遇都給我忍一忍就過了。

吳欣岱直言,陳幸妤在醫療圈的評價才叫好,好嗎?不只是從以前就常看到,一起開業的同事說陳很有實力,我甚至看到陳的大學同學說,陳是唯一一個讓他佩服的,政治人物的子女。

吳欣岱也透露,自己跟先生聊的蠻氣的,他說叫我不要那麼生氣,這是人家的家務事。「我反問他,如果他的女兒未來遇到的婚姻是這樣,女兒想結束但看到外人叫女兒『再忍一忍』、『戲棚下蹲久了就是你的』,這你能忍?先生也搖搖頭,說這確實很不公平。」

吳欣岱也表示,自己接觸得多了也都看見,媒體圈一直以來對男女、對藍綠檢視的力道有很大的不同。現在是這樣,以前一定更嚴重,過去那些被說是「潑婦罵街」、「情緒不穩定」的狀態,根本就是被強力跟監騷擾後的正常反應,每次看到都很心疼。在以前那個年代沒有網路,現在有了,用一篇文章為一個優秀的女醫師說點公道話。

將來高鐵運輸一日遊可望遍及全島,台灣可成為城邦國家。(資料照) 台灣國土計畫應有一個長遠藍圖(目前107.10.7公布之國土計畫規劃年期105年-125年第41頁鐵道運輸簡單數語),以有機理論看,把台灣視為一個城市如同人一樣有五臟六腑。那對應的功能項目便可分述如下:肺-中央山脈(如太空地圖)、大腸-環繞全台高鐵、胃-西部土地利用、脾-能源:發電廠、心-總統、小腸-場站港口、膀胱-焚化爐垃圾處理場、腎-左腎水警局/右命門火消防、心包-財政、三焦-上中下水道、膽-立法院、肝-行政院。

藍圖既有,各縣市國土計畫依此全盤製作城鄉計畫,也就是說每個縣市有一完整都市計畫,結合此子計畫便成為國土計畫。再依此製作功能分區以便管制土地。綜上所陳,民國114年4月30日實施延長6年的國土計畫,應全面檢討重新製作。

社論》從朱鎔基看共產中國的變與不變

中國前國務院總理朱鎔基十二日去世,今天火化。人去留名,各方對朱鎔基評價有褒有貶,但他留給台灣人民最深刻的形象,無疑是一張猙獰的面目。二〇〇〇年三月十五日,台灣總統大選投票前三天,朱鎔基回答記者提問,強烈批評台灣大選及台灣獨立,宣稱那是一場地方選舉,不管誰上台,絕對不能搞台灣獨立,「誰要是搞台灣獨立,你就沒有好下場」。台灣人民顯然對這番恫嚇言詞極其反感,激發近八成二七的高投票率,且在激烈的三角競逐中,有助民進黨的陳水扁勝出,台灣出現歷來首次政黨輪替。

朱鎔基終年九十八歲的人生,歷經一九五〇年代末期反右傾運動被開除黨籍,文革期間遭下放勞改,後回任經濟部門工作,以幹練的技術官僚著稱。一九八九年天安門事件後,他接江澤民為上海市長,後兼任黨委書記。一九九一年起,他歷任副總理、總理,並一度兼任人民銀行行長,前後十二年主導中國經濟發展,廣泛推行變革:改革國有企業、放寬匯率管制、開放房地產市場、實施分稅制、加入世貿組織(WTO)。中國部分開放了國家對經濟管控,融入全球貿易體系,經濟成長趨於活絡。

由於這些舉措,朱鎔基被視為鄧小平改革開放之後,推動中國經濟自由化與國際競爭力卓有貢獻者,而有「經濟沙皇」名號。他主持中國從計畫經濟體制轉型為社會主義市場經濟的進程,有如《經濟學人》指出,中國後來再無總理能媲美他的改革成就。

經濟改革之外,朱鎔基也以直言不諱、敢作敢為的鐵腕風格受到正面評價。面對改革阻力,「我準備了一百口棺材,九十九口留給貪官,一口留給我自己」,凸顯其決心;「不管前面是地雷陣還是萬丈深淵,我都將一往無前,義無反顧,鞠躬盡瘁,死而後已」,宣示其堅持。他曾於一九九八年長江潰堤水災後,嚴厲斥責偷工減料的「豆腐渣工程、王八蛋工程」。他還期盼,卸任後人民說他「是一個清官,不是貪官…辦了一點實事」。

朱鎔基以改革者著稱,謗亦隨之。國有企業「抓大放小」的改革,有助提升經營,卻導致逾三千萬國企工人「下崗」或失去工作,而當時中國尚未建立實質社會安全網,引發社會動盪。分稅制改革使中央政府有更大財政收入掌控權,為後來的大規模投資項目鋪路,有助整體經濟成長。另一方面,地方政府卻因此常陷財政拮据困境,加深其對土地和房地產市場依賴,助長後來的房地產炒作及金錢遊戲,為現今中國的通貨緊縮經濟困局埋下伏筆;中央政府權力強化,是以長久的社會和經濟問題為代價。

更受世人關切的,朱鎔基主導加入WTO,雖使中國經濟受益並發展為世界工廠,但它不遵守承諾與規則,卻讓世界受害。其犖犖大者,包括國家主導產業發展與補貼,智慧財產權及強制技術移轉不合公平競爭原則,非關稅壁壘與服務業限制繁多。中國選擇性執行加入WTO承諾,規避市場化與體制改革,引發極大爭議。美國川普總統對中國發動貿易戰,這是肇因之一;現今許多國家飽受中國包括汽車在內的產品「外捲」而傾銷之害,也是例證。對中國來說,不信守國際承諾,食言而肥,多年來已成慣技:二〇一五年九月,國家主席習近平在白宮與時任美國總統歐巴馬會晤公開表示,中國無意在南沙群島實行軍事化;現今南海卻形同中國「內海」。

此外,朱鎔基雖誓言反貪打貪,並親自督辦多起大型弊案;人大副委員長成克杰遭處決,前北京市長陳希同被判重刑。但黨國體制之下,貪腐反不勝反、打不勝打。絕對權力,絕對腐化,在一黨專政與人治的政治環境,欠缺獨立的制度化監督,他卸任後貪腐隨經濟擴張更形惡化。同樣地,習近平二〇一二年上台後展開反貪腐行動,大肆查辦「老虎」與「蒼蠅」,雖震懾官場,基本上仍治標大於治本,反貪腐淪為剷除政敵與鞏固權力手段。貪腐在共產中國,是體制沉痾,難以根治。

必須強調,朱鎔基的經濟改革,包括「國退民進」,雖與現今的「國進民退」大相逕庭,本質上並非顛覆黨國體制,而是維護執政的合法性;旨在推動國家主導的市場經濟,重塑中央權威的經濟集權主義。他對外界試圖將他套上「自由化」樣板,不以為然。中國官方以「久經考驗的忠誠共產主義戰士」、「獻身於共產主義事業的一生」為他蓋棺論定,是具體例證。

在《我可能不會愛你》中,男星王陽明飾演丁立威有不少經典橋段,其妻、歌手蔡詩芸打趣在Threads跟風寫下:「丁立威,我也想吃牛肉麵。」爆笑的是,蔡詩芸發文沒多久,釣出王陽明接招,夫妻倆隔空放閃笑翻眾人。

〔財經頻道/綜合報導〕從俄烏戰爭到美國、以色列與伊朗爆發的衝突,全球地緣政治緊張局勢升溫,各國政府持續擴大國防支出,加速佈局相關供應鏈,使得軍工國防產業因此受惠。

隨著科技快速發展,全球軍工產業正進入「系統化戰爭時代」。國防過去比拚的是戰機性能、艦艇噸位與火力規模,而現在真正決定勝負的已經變成資料流、感測器、電子戰、資安與系統整合能力,這也重塑國防工業的市場與商業樣貌。

在這之中來自英國的國防大廠貝宜系統(BAE Systems)備受矚目。貝宜集團生產作戰車輛、彈藥、飛彈發射器和火炮系統,其中也包括烏克蘭在對抗俄羅斯的戰爭中廣泛使用的M777榴彈砲,另外還提供網路安全服務、電子作戰和夜視系統以及偵查和監視傳感器。

在地緣政治緊張局勢升級的情況下,貝宜2026上半年業績表現強勁,並上調了全年銷售額、獲利能力和現金流目標。與許多歐洲競爭對手相似,在俄羅斯入侵烏克蘭後,貝宜系統也受惠於歐洲各國政府增加國防支出,以補充因為向基輔轉移武器而出現的庫存缺口。

BAE業務涵五大領域

貝宜在2025年寫下歷史最佳業績,財報公佈後執行長伍德伯恩(Charles Woodburn)表示,在安全挑戰日益嚴峻的背景下,國防支出進入了新的時代,貝宜有能力提供先進的常規系統和顛覆性計術,以保護公司現在和未來服務的國家。

貝宜集團目前在全球超過40個國家,擁有逾11萬名員工,2025年營收達307億英鎊(約新台幣1.34兆元),積壓訂單達到創紀錄的836億英鎊(約新台幣3.64兆元),新訂單達368億英鎊(約新台幣1.6兆元),各細項業務均表現良好,反映出集團在不同地域、領域多元化佈局的優勢,以及持續的市場需求。

業務橫跨電子系統、海事、航空、平台服務、網路與情報等五大領域,其中,電子系統和網路與情報,被視為貝宜最重要的轉型核心,背後的推力,是近年的全球局勢變化。

根據瑞典斯德哥爾摩國際和平研究所(SIPRI)統計,2025年全球軍備支出達到2887億美元(約新台幣9.31兆元),與2024年的實際支出相比成長了2.9%,其中以歐洲和亞洲、大洋洲的支出成長最快,分別成長14%和8.1%。

BAE與漢翔合作航空系統

台灣也正加速國防供應鏈佈局,總統賴清德上任後,台灣持續推進國防自主政策,強調無人機、AI與國防供應鏈的重要性。去年宣佈8年1.25兆的國防特別預算時,經濟部長龔明鑫表示,增加國防支出,不僅是提升國軍戰力以及國家安全,也是促進國防產業的發展,更是增加國民所得的重要途徑,不僅可以強化國防力量,同時也可創造並且衍生出巨大的經濟商機。

貝宜亞洲區董事總經理菲佛(Natasha Pheiffer)日前接受台媒專訪時指出,隨著航太、半導體、電子與資通訊產業成熟,台灣逐漸成為國際國防供應鏈的合作節點。在無人機、航電系統、電子零組件、後勤維修與系統整合等領域,歐美國防企業近年與台灣廠商的接觸明顯增加。

實際上,貝宜已在台灣深耕長達20年,菲佛提到,台灣並非貝宜的新市場,該公司長期以來與本地產業合作,包括與漢翔合作航空系統與子系統,也與金賓汽車合作軍用車輛維修與後勤支援。菲佛強調,「如果沒有吸引力,我們不會在這裡20年」。

菲佛表示,貝宜會和在地企業合作,培養在地的產品,有些國家還會進行共同生產與工程開發,有些地方則會進行技術轉移,讓它們可以在當地建造,強調貝宜不是「把產品賣給你、交給你,就離開市場」。

1991年與台翔合作胎死腹中

1991年,台翔航太成立之初,政府希望藉由民間資金與國際技術,建立台灣自主的航太產業。當時台翔與英國航太(BAe)接觸,原本規劃從代工生產BAe 146區間客機零組件著手,逐步擴大合作。隨著台翔與美國麥道的合作案陷入僵局,台英合作反而快速升溫,雙方並在1992年前後推動成立合資公司,計畫以BAe 146為基礎發展新一代RJ系列區間客機。

這項合作一度被視為台灣航太產業「跨大步」的契機。英國航太可以取得資金、降低製造成本,台翔則可獲得飛機設計、製造及國際市場經驗,甚至規劃在台灣建立客機組裝生產線。然而,理想與現實很快出現落差。台翔內部高層之間缺乏互信,加上經營理念與權責分配問題,使合資案從一開始就埋下不穩定因素。

更大的問題在於市場、資金與風險。客機開發需要龐大資本,台翔必須承擔融資、訂單及生產成本等壓力;英方則高度重視資金與降低成本。雙方對投資責任、融資擔保及合資條件的認知逐漸產生歧異,合作因此陷入談判僵局。

回頭看,台翔與BAe的合作失敗,不只是企業談判破裂,更反映當時台灣發展大型民航製造業所面臨的結構性困難:資金不足、內部治理不成熟、國際市場競爭激烈,以及缺乏足以支撐新客機計畫的大量訂單。這段經驗也成為台灣航太產業由「整機製造夢」逐步轉向零組件、維修及投資布局的重要轉折。

曾在2024年0403花蓮大地震立大功的花蓮縣消防局搜救犬「Wilson」,去年6月傳出訓練時不慎從3樓高摔落殉職。沒想到一年多過去案情大翻轉,近日有花蓮消防員站出來爆料,Wilson根本不是摔死,而是被虐待致死,而且花蓮縣消防局還下令封口,引爆網路輿論怒火!

帶花蓮縣消防局服役的傑克羅素犬Wilson,2年前0403強震挺入災區,靠著嬌小身軀及靈敏嗅覺找到罹難者,立下大功,還獲得「特搜小鋼砲」的封號。去年6月傳出,牠在訓練時不慎從3樓墜落殉職,曾姓領犬員因為自己的疏忽感到相當難過,消防局特別安排與心理有關的輔導講座。

沒有想到一年多過去,案情迎來驚悚翻轉。桃園市議員黃瓊慧17日引述一位花蓮消防員的爆料消息,並附上和其他知情人士的對話截圖,「搜救犬Wilson根本不是什麼摔死的,而是被虐待致死的!但『有人』下令全面封口,所以沒人敢說。我今早向熟識的消防員詢問,他告訴我去年他就知道事實,但沒人敢說;也不能怪大家不敢說,而是說了之後會丟工作,同仁們只覺得無奈卻又無能為力。」

「Wilson的領犬員在狗狗死掉之後,面對許多人的詢問狗狗的死因瞎掰了各種說法,還說什麼胃扭轉……但最後花蓮消防局才說Wilson『是訓練時墜樓』。然後記者去拍,問到Wilson是從哪裡墜樓的?這位消防員回答的支支嗚嗚……一拍才發現這網子也沒破、洞也很小,那Wilson是怎麼摔下去的?事發之後,領犬員只是被記申誡、調離原單位,而最近聽說又領養了狗要回去搜救隊訓練。」

該消息其實前兩天早在網上流傳並引爆怒火,但花蓮縣消防局長吳兆遠本月16日回應稱,領犬員品行端正、富有愛心,平時與搜救犬互動良好,並無任何虐待情事,呼籲外界切勿以訛傳訛。對此,黃瓊慧公開質問:「狗疑似被虐死、紙包不住火、產生輿論,卻不敢重啟調查,請問局長,你這麼有把握說絕對沒有虐待的證據在哪?被打臉的話要不要下台?」

黃瓊慧進一步痛批,「搜救犬是人類在災害與危險中最忠實的工作夥伴!他們不只是救援工具,更是守護生命的無聲英雄!在執行搜救任務建功時,花蓮消防局拿Wilson大肆宣傳立人設,但他死前疑似遭瘧的情事傳出後,你們卻不敢公佈調查報告、重啟調查和公開當時監視器畫面!」她要求,花蓮縣消防局應該對外公開監視器畫面、調查報告,並請當時經手的相關人士出面說明、交代事發經過,否則難以服眾;另外,Wilson的領犬員在Wilson的死因和調查報告還沒有公佈前,不能再帶狗去參加消防署搜救犬的訓練!

本身也非常愛狗狗的美女主播王乃伃,週一也在Threads轉發此事,「Wilson遭人吹哨爆料是被踹頭、連同牽繩撞牆,遭包裝成『狗自己失足墜樓』。領犬員曾景麟,請你出面說清楚!沒說清楚前不該接觸任何犬隻!花蓮縣消防局長吳兆遠,事發當時你在現場嗎?出示急救的診斷結果、醫療影像啊,還是打算隱匿保官位?國家砸千萬培育的驕傲,被你們當垃圾被踐踏?蓋什麼牌啊?沒有的話請你們出示證據打臉爆料者!打臉大家!我也真心希望沒有虐待情事!」

網友也紛紛砲轟,「搜救犬不但是冒著生命危險救人的英雄,還是國家花大錢訓練的,吳兆遠、曾景麟出來說清楚!」、「支持查明真相,花蓮國需要外力介入不然真相永遠不會大白!」、「如果是真的,絕對不放過這個虐狗踹死救護犬的垃圾!」、「花蓮縣消防局還在偷刪評論,到底有多少內幕?到底多怕大家去追尋真相?」、「拜託調查處理一下吧,搜救犬是這麼被花蓮消防局弄S的嗎」、「如果真的曾有虐待行為,那這兩年來該領犬員經手的其他搜救犬,甚至一般狗狗是不是也遭受過不當對待?」

健康網》腎友血鉀高別怕吃菜! 營養師教3招去鉀

〔健康頻道/綜合報導〕慢性腎臟病或透析病友若血鉀偏高,吃蔬菜不能只靠「完全不吃」來控制。大業診所營養師陳㛄靜指出,嚴重高血鉀可能引發致命性心律不整甚至危及生命,腎友應依血鉀數值與腎功能調整飲食;若需要控制鉀,可利用蔬菜切小塊、以大量滾水汆燙3-5分鐘,再將燙菜水倒掉的「切、燙、瀝」3步驟,降低蔬菜中的部分鉀含量。

陳㛄靜在臉書專頁「大業診所」發文分享,「多吃蔬菜才健康」對多數人而言是日常飲食原則,但對慢性腎臟病或透析病友來說,如果血鉀偏高,吃蔬菜就需要多一點技巧。

陳㛄靜說明,鉀與神經傳導、肌肉收縮及心臟正常跳動有關,正常情況下多餘的鉀會經由腎臟排出,但當腎功能明顯下降或進入透析階段,排鉀能力可能降低,導致血鉀升高。

她接著說,嚴重高血鉀可能造成心律不整,甚至危及生命。尤其血鉀達6.5 mEq/L以上時,可能出現全身無力、四肢沉重、麻木或刺痛,嚴重時可出現弛緩性肌肉麻痺;心臟方面則可能出現心悸、胸悶、頭暈、暈厥,最危險的是致命性心律不整及心搏停止。

腎友去鉀掌握3步驟

陳㛄靜提及,血鉀偏高並不代表腎友從此不能吃青菜。完全不吃蔬菜反而可能造成膳食纖維不足、便秘,也不利於整體飲食均衡。由於鉀具有水溶性,可以利用正確烹調方式降低蔬菜中的部分鉀含量。她進一步歸納去鉀3步驟:

第1步「切」

將蔬菜切成小段或細絲,增加蔬菜與水接觸的面積,有助於鉀釋出。

第2步「燙」

將蔬菜放入足量的沸水中汆燙3至5分鐘,避免只用少量水燜煮,否則降低鉀含量的效果有限。

第3步「瀝」

汆燙後將蔬菜撈起、瀝乾,再進行調味。

陳㛄靜提醒,燙過蔬菜的水不要拿來喝,也不要再拿來煮湯或勾芡,因為溶出的鉀就在水裡。瀝乾後可利用適量油脂、蒜頭或香料調味,讓腎臟飲食一樣可以兼顧美味。

陳㛄靜總結,每位腎友需要限制鉀的程度不同,若血鉀正常,未必需要過度限制蔬果,建議依抽血結果及醫師、營養師的個別建議調整。

〔即時新聞/綜合報導〕美國和伊朗仍未達成協議,導致油價上漲,投資人對於美國解決伊朗戰爭的外交努力傾向悲觀。美國華爾街股市17日漲跌互見,記憶體、AI硬體股逆勢走強,帶動費城半導體指數收漲1.64%。

綜合媒體報導,美伊6月簽署諒解備忘錄,原訂60天內針對停戰、伊朗核計畫及荷姆茲海峽等議題達成協議,但期限屆滿,雙方仍無共識。美國總統川普更直言,看不到戰爭迅速結束的可能性,相關言論加劇市場對於石油供應中斷的擔憂,使得油價上漲。

焦點個股方面,Meta重挫3.54%、蘋果下跌0.11%、Alphabet下跌 0.55%、微軟重挫 3.04%、亞馬遜下跌 0.51%;費半族群漲跌互見,美光大漲4.13%、輝達微跌0.07%、AMD下跌 1.63%、高通下跌2.18%。記憶體類股表現優異,SanDisk飆漲8.88%、威騰電子大漲5.35%。台積電ADR上漲1.08%,收在430.97美元;聯電ADR上漲1.98%,收在19.53美元。

七夕情人節做對這4件事 命理師:桃花、人際關係一起旺!

明天就是農曆7月7日七夕,是專屬戀人的節日,也是傳說中牛郎織女一年一度相會的時間,在這個充滿戀愛能量的日子,知名命理師楊登嵙建議未婚男女,可以在房子正中央的「桃花星」,擺上正在開花的植物,也可以喝天孫水、染指甲、拜月老,替自己招桃花,也讓人際關係更好。

台中市名門命理教育協會創會理事長楊登嵙建議,七夕情人節當天可以這樣做:

一、桃花星放花:

今年8月19日就是七夕情人節,當天「喜星」、「桃花星」位於房子九格正中央,主宰人際關係、異性緣、事業,可在此位置擺設正在開花的植物或放置粉紅色水晶球,可增加異性緣及人際關係,也可提升事業運。但要注意別擺設假花或大型空櫃子(空心)或大空花瓶,以免虛情假意,造成爛桃花。

二、喝天孫水旺桃花、開智慧、治病:

史記,天官書云「織女,天女孫也又稱天孫」,傳說在7月7日早上5至7點(卯時)打一桶水、井水、泉水,如無則以自來水貯儲,也可稱為天孫水或聖水。該日所取的天孫水加些桃花泡澡可以旺桃花。天孫水可長久保存不壞,可用來煎藥,據說可治慢性病,用來「洗臉稱之開臉、開智慧、開人和」,洗澡也可幫助考運,去除厄運,建議在七夕當天一定要洗頭,將煩惱污穢洗掉,如家中有精神病或中邪、中魔之人,則可用七夕水洗頭及全身,精神恢復。

三、染指甲:

七夕日也稱紅鸞日,女孩子們可在七夕日善用染指甲來增加對異性的吸引力,年輕女孩可增加紅鸞星動,上了年紀之女性,則有延壽之意,這天染指甲顏色切忌用白色及黑色,顏色應以硃砂紅、粉紅或丹紅為主。

四、拜月老:

到月老廟求月下老人賜姻緣,建議祭拜供品:1、糖果,甜甜月老的嘴。2、鮮花,與身旁對象可以盡快開花結果。3、五色水果,圓形尤佳,一切圓滿吉利。4、紅棗,祈求姻緣早點完成。5、桂圓,圓滿順利。祈求內容:記得告訴月老自己的姓名、地址、農曆出生年月日、理想對象條件,越詳細越好,這樣月老才能幫你物色適合你的對象。誠心誠意祈求月老公公速賜良緣,若覓得好對象,日後會奉上喜餅、喜糖敬謝。(但要說到做到!)

「遲來的遺書」台中分享會 黃春蘭追憶父親塵封55年遺書

好民文化行動協會與楊逵文教協會舉辦《若是咧送批》講座,邀請《黃春蘭的逆襲人生:遲來的遺書》作者黃春蘭,與繪本創作者玉米辰對談,黃春蘭父親黃溫恭在1953年涉入省工委會白色恐怖案,槍決前為女兒留下遺書,黃春蘭說,她一生未曾喚過一聲爸爸,國家機器嚴密監控成為家族數十年夢魘。

《若是咧送批》:記那些無法送達的遺書講座,16日在台中中央書局舉辦,邀請黃春蘭,以及曾獲 WIA世界插畫獎專業兒童出版首獎的繪本《若是咧送批》作者玉米辰主講,好民文化行動協會表示,會後,政治受難者遺族真實生命經歷,以及威權體制台灣家庭造成長遠創傷,人權議題仍持續引發台中讀者討論。

好民文化行動協會說,黃春蘭的父親黃溫恭,於1952年涉及「台灣省工委會燕巢支部案」遭判處15年徒刑,最終被時任總統蔣介石改判死刑,黃溫恭在行刑前4小時,寫下5封遺書留給當時襁褓中、只有5個月大的她,相關遺書遭政府無情扣留,直到2008年,黃春蘭女兒張旖容意外於國家檔案局卷宗內發現,經家屬與民間團體長達數年「遺書返還運動」抗爭,政府於2011年歸還正本。

黃春蘭在講座分享,父親遭槍決時她僅5個月大,「一生未曾喚過一聲爸爸」,父親缺席不僅是情感上剝奪,國家機器嚴密監控更成為家族數十年夢魘,母親因極度恐懼,甚至外出時若遍尋不著身分證便會陷入極度恐慌,深怕隨時遭警察帶走。

32億遺產沒人領!彰縣3286筆土地 113棟建物未完成繼承登記

〔記者劉曉欣/彰化報導〕彰化縣今年度逾期未辦理登記的不動產,將從8月17日起列冊管理15年,縣府地政處表示,全縣今年共有3286筆土地、113棟建物未完成繼承登記,以今年公告土地現值估計,總價值達32億元!地政處提醒,列冊管理滿15年無人申辦,將移由財政部國有財產署公開標售,標售價款超過10年未領取,最終將歸國庫所有,繼承人請儘速辦理登記。

地政處指出,隨著時代改變,因為台灣進入高齡化、少子化社會,也讓每年未辦繼承的不動產案件數量都有3、4000件以上。

地政處強調,最常見到的就是因為不動產隨著上一代的仙逝變成了遺產,但下一代可能人數眾多,又對於不動產的處置尚未達到一致的共識,建議可依土地登記規則及民法繼承編相關規定,先由部分繼承人代表全體申請登記為「公同共有」,等待各繼承人在協商後達成協議,再來辦理後續的產權分割登記。

地政處指出,這樣的作法可以有效保障各繼承人產權,也能夠避免因為登記逾期必須面臨相關罰則。因此,當民眾收到地政事務所寄來的未辦繼承通知書,就應該儘快到國稅局申請遺產稅後,向地政事務所申辦繼承登記。

台灣今年經濟成長率持續上修,可望創下卅九年來新高。總統賴清德昨在總統府二度聽取行政院「一一六年度中央政府總預算案」簡報後宣布,明年度中央政府總預算將在歲入歲出平衡、實質零舉債前提下,普發現金每人一萬元,讓「AI紅利,全民共享」,期盼立法院如期審議明年度總預算。

政院人士表示,明年度總預算案如果能順利在今年底立法院三讀,明年農曆春節前就能領到普發萬元現金的大紅包。

賴清德指出,主計總處最新統計顯示,台灣經濟表現比先前預測更為強韌,上半年經濟成長率達十四.一五%,是半世紀以來同期最強表現;全年經濟成長率預測也由九.六四%上修至十一.〇五%,可望創下卅九年以來新高。

賴清德表示,台灣憑藉半導體、資通訊及製造供應鏈優勢,相關訂單、出口及投資持續成長,成為經濟強勁動能,台灣的機會一定要把握,政府不會只關注科技產業,更要照顧每一個家庭。伴隨經濟成長上修,明年度總預算歲入調升至三兆九二六六億元,政府在歲入歲出平衡、實質零舉債的前提下,決定增列二三五七億元預算,普發現金每人一萬元,納入整體預算後,明年度總預算仍然維持收支平衡,債務淨額沒有增加。

針對藍白批評「雙標」、「拿香跟拜」,黨政人士反駁,政院編列明年度總預算時已全面盤點各項重大建設及弱勢照顧需求,何況國防預算創歷史新高、挹注地方財源比去年增加一九〇〇多億元,政府是因經濟進步帶動稅收增加,確保財政餘裕才普發「AI紅利」,與國民黨過去「舉債」推動完全不同。

打火機引燃噴霧殺蟲劑釀禍 22歲男玩火燒毀大賣場 要賠4億

桃園市廿二歲郭姓男子兩年前與友人到家樂福中原店購物,卻在清潔用品區以打火機引燃噴霧殺蟲劑引發大火,不只燒毀賣場也波及商店街店家,事發後大賣場停業近半年,包括受波及的商店街咖啡店,總理賠金額近四億元,八家保險公司聯合向郭男代位求償,桃園地院近日判決郭男共應給付三.九八億元。

餘火未熄滅 殺蟲劑爆炸延燒

郭男於二〇二三年十月三日凌晨與黃姓、周姓友人到家樂福中原店購物,郭男竟在地下一樓清潔用品區拿出打火機引燃噴霧殺蟲劑,隨後若無其事放回架上,三人繼續購物,豈料,殺蟲劑餘火未熄滅,引燃貨架其他殺蟲劑甚至爆炸,火勢瞬間延燒其他商品,導致店內物品燒毀、煙燻,受到嚴重損害,須委由結構技師進行修復鑑定,並依鑑定結果修復及補強才能重新營業,保險公司總計理賠三億九八二七萬〇八七八元,八家公司聯合向郭男提出代位求償。

賣場停業近半年 波及商店街

法院審理過程中,郭男未於言詞辯論期日到場,也未提出書狀聲明或陳述,法官綜合相關證據調查結果,認為保險公司主張為真實,依侵權行為及保險代位求償的法律關係請求郭男賠償有據,判決郭男共應給付三億九八二七萬〇八七八元。

另外,連帶被火勢波及的商店街咖啡店,保險公司同樣向郭男代位求償,法院日前判決郭男須給付九十七萬九三二六元,總計郭男因這把火背負近四億元賠償;刑事部分,郭男被判處六月徒刑。

台灣經濟連三季雙位數成長,中央政府總預算歲出規模從二〇一六年的一.九兆元翻倍成長至明年度的三兆九二六六億元。總統賴清德昨二度聽取一一六年度中央政府總預算案編列情形報告後表示,台灣的國力倍增,政府將持續推動加薪、減稅、增福利、少負擔、拚建設,並鎖定人口對策、國防、智慧國家二.〇、公共建設及擴大對地方支持等五大任務。明年度整體國防預算及中央對地方財源挹注的經費,雙雙突破兆元。

台灣國力倍增 續推動加薪、減稅、增福利

賴清德指出,明年度中央政府總預算有五項重大任務。第一、推動「台灣人口對策新戰略家庭支持篇」,整體預算達三七三〇億元。〇到十八歲成長津貼不用立法,編入明年度總預算「政府直接做、國人直接領」;育兒留停津貼六加三、延長婚假與產假等政策也納入,提供安心生養、強化托育、教育加碼、友善職場及居住減壓的全方位支持。

第二、明年度整體國防預算(含年度預算與特別預算)將首度突破兆元,達一兆一二二五億元,持續超過GDP三%,展現台灣強化自我防衛的決心,「投資國防,就是投資和平」。

第三、打造智慧國家二.〇,帶動中小微企業轉型升級。明年度科技發展計畫達二二九二億元、年增十二.七%,其中「AI新十大建設」編列四〇六億元,持續投入科研、算力、人才及關鍵技術,鞏固全球AI供應鏈關鍵位置。政府也將啟動修法,未來八年增加一千億元,透過普惠金融與加碼投資抵減,並提供AI算力運用協助,讓更多中小微企業進駐聚落、提高勞工薪資。

第四、加速公共建設,落實均衡台灣。明年度公共建設整體經費達七二八八億元,其中「均衡台灣計畫」編列一四七二億元,軌道、生活圈道路、污水下水道預算全面成長;從治水、供水至國土韌性,將持續推動「六大區域產業及生活圈」,把產業及就業機會帶到更多地方。

第五、擴大對地方支持,中央地方合作打造「台灣好生活」。明年度中央對地方財源挹注,包括統籌分配稅款、一般性補助款及計畫型補助款,將達一兆三五七九億元,比今年增加一九二九億元,中央將與地方攜手合作,讓地方政府有更多能力做建設、拚發展、顧民生。

賴清德強調,中央政府總預算十年來歲出規模翻倍,顯示台灣國力倍增,這不只要反映在國家安全與競爭力,也要落實在人民生活的進步,期盼立法院如期審議明年度總預算。政府會繼續把握AI帶來的歷史契機,將國家進步具體落實到人民的生活日常。

弭平徵召魏平政紛爭 卓建議辦理全民調

卓強調,國民黨徵召律師魏平政參選,但魏過去沒有民意基礎,徵召參選的公平性受質疑,唯一解方就是魏勇敢跳出來說「願意接受所有黨內同志的挑戰」,提出一個大家可以接受的方案,也就是在本月底登記之前,舉辦全民調,由魏與先前有意爭取的立委謝衣鳯、曾任副縣長的洪榮章與柯呈枋等四人一起做民調,直接提名民調勝出者,只要魏願意接受挑戰,這一局就成功了;反之,若連做民調都不敢,如何打選戰?

卓伯源強調,他是為了彰化基層跳出來說句公道話,因為彰化人已經看不下去了,把謝衣鳯、洪榮章與柯呈枋說成是「彰化三傻」。至於鄭麗文曾提到與謝衣鳯的家族溝通多次,他強調,國民黨做民調,既然是成年人又符合資格,就沒必要詢問家人意見。

魏平政表示,他由黨部正式提名,卓伯源的提議應該是去問黨中央才對;原本表態爭取縣長提名的立委謝衣鳯指出,不清楚卓伯源說了什麼,她不回答;洪榮章也不予回應。

柯呈枋強調,他一直以來就呼籲,應透過客觀、公正的方式接受檢驗才能服眾,而不是用少數人的意志來取代基層的聲音。

另外,國民黨中常會將於十九日移師彰化縣登場,鄭麗文確定到場主持,各界都關注三度拒絕與鄭麗文同框的彰化縣長王惠美動向,當天是否出席中常會。王惠美昨天面對媒體提問,只有回答「謝謝關心」。

涉洗錢80億 國聲科技老闆等19人收押偵辦

第三方支付業者「國聲科技公司」涉嫌以合法登記業者為掩護,提供虛擬帳號代收代付詐欺贓款及賭資,不到兩年間經手不法金流至少八十億元,不法獲利上看三千萬元,負責人謝睿宸等十九人去年已遭羈押禁見,目前全案由台北地檢署持續偵辦。

本案源於刑事局電信偵查大隊偵辦一起假檢警詐欺案,分析被害人的金流時,發現第三方支付業者疑與詐團、博弈業者合作,利用平台申請的虛擬帳號代收詐欺贓款及賭資,循線追出國聲科技。

檢警調查,國聲與鄧姓男子成立的科技公司簽訂金流服務契約,由鄧男的公司成為國聲特約商店,再透過國聲取得銀行及超商代碼業者派發的虛擬帳號、繳費代碼,提供詐團被害人及賭客入金,並將款項偽裝成遊戲點數等商品交易所得,藉此製造金流斷點、隱匿犯罪所得。

檢警追查,金流自二〇二三年至二〇二四年累計至少八十億元,國聲並按筆收取〇.三%至〇.五%手續費,專案小組陸續在雙北、桃園及台中等地發動多波搜索,查獲謝男等十九人,並查扣一八七二萬餘元現金等證物。

檢方訊後,認為謝睿宸及鄧姓負責人涉案重大、有串滅證之虞,兩人被依涉犯洗錢防制法等罪嫌聲押獲准,全案目前仍由北檢持續清查涉案人及犯罪所得,尚未偵結。

大學分發入學二類組熱門科系大洗牌 前7名都是電機系/補教:受半導體、AI產業發展影響 仍需長期觀察

大學分發入學結果昨出爐,電機、材料相關領域科系熱度高,導致二類組熱門科系排名大洗牌,而指標科系台大資工今年門檻大降十二級分,排名降八名,補教形容「變動劇烈」,原因指向受半導體、AI產業發展影響,但可能存在「過度反映熱潮」的趨勢,仍需長期觀察。

台大資工狂掉8個名次

理工科系當紅,得勝者文教升學輔導顧問陳佑榮認為,二類組熱門科系變動趨勢越來越明顯,例如以往陽明交大電機系甲乙兩三組別中僅電機甲進入前五志願,今年則是三個組別全擠進前五名,尤其電機丙更一口氣從去年第十一名前進到今年第五名,甚至今年前七個志願都是電機系。

此外,以往分數提升不明顯的材料相關科系,今年也大躍進。陳佑榮指出,以前非電機資工科系的第一志願都是台大物理,但今年變成清大材料甲,排名從去年第十二名前進到第八名,又如台大材料去年排不進前十二志願,今年卻搶進前十名。

台大材料搶進前10名

談到電機、材料的發展,陳佑榮解釋,主要是學生從社群媒體接觸到產業人士,了解到薪資趨勢,以及未來發展,使電機系成為熱門科系外,還往材料、化工等範圍延伸。隨半導體持續發展,業界需要材料、化工相關人才投入,帶動相關科系更加熱門。

至於資工是否退燒?陳佑榮推測,生成式AI有可能取代部分程式設計工作讓學生產生疑慮,因而熱門程度降低。但程式設計應不會完全無條件交給AI處理,還是需要有工程師的把關,因此資工系未來走向仍需要長期觀察。

三類組牙醫系喜好度增加

三類組方面,陳佑榮指出,受考題難度影響,原本估今年錄取分數下降五至七級分,不過,以北醫來看,醫學系由去年二七八級分到今年的二七一級分,下降七級分是在預估範圍內,但牙醫系卻從去年二七六級分下降至今年二七三級分,僅降三級分;又以高醫來說,去年醫學系與牙醫系皆為二七一級分,今年醫學系降至二六六級分,但牙醫系只降到二六七級分,可看出牙醫系喜好度增加。

一類組法律、財金仍是主流

一類組也相對穩定,包括法律系、財金相關科系仍是主流,陳佑榮提到,如台大財金、會計、經濟、國企、工管系等分數仍很高,主要是與現在學生對財經相關涉獵更多,甚至早已參與買股票等事務有關。

〔編譯魏國金/綜合報導〕中國經濟動能全面流失,七月消費支出停滯、固定資產投資加速萎縮、失業率則上升,增添北京下半年加大力度以支撐經濟成長的壓力。

北京下半年支撐政策壓力大

中國國家統計局昨公布,七月社會消費品零售總額僅年增〇.六%,從六月的成長一%下滑,並低於路透預期的一.五%。

另,中國今年前七月固定資產投資年減六.七%,不僅較前六月年減五.七%加劇惡化,且降速亦高於預期的年減六%;其中,房地產投資年減十九.二%,而施政優先的高科技投資則年增五%。七月規模以上工業增加值年增四.五%,低於六月的五.三%,為三個月來首度放緩,並低於預期的年增四.八%。

中國七月城鎮失業率則從六月的五%上升至五.二%。CNBC報導,中國就業局面可能比官方數據更嚴峻。清華大學經濟學教授李稻葵團隊調查顯示,今年前七月,中國廣義失業率為十.二%,遠高於約五%的官方數據。

2400萬長期失業者 逾半是年輕人

該調查將過去兩年沒有工作、且不再納入官方勞動力調查的人口計算在內,結果顯示,約二四〇〇萬長期失業者中,超過一半為十六歲至二十四歲年輕人,而官方尚未公布七月青年失業數據,六月則為十四.九%。

相關數據原本應於上午十點公布,但直至下午三時才公布,加劇對中國經濟狀況的疑慮。李稻葵指出,整體投資縮減的程度「前所未有」,而投資緊縮與高青年失業率,是中國達其成長目標最大障礙。

法國巴黎銀行首席中國經濟學家榮靜(Jacqueline Rong)指出,七月數據顯示,中國GDP(國內生產毛額)可能降至四.一%;而中國下半年GDP須達四.三%,才有望實現今年四.五%至五%成長目標。

荷蘭國際銀行(ING Bank)首席大中華區經濟學家宋林(Lynn Song)說:「各項數據皆令人失望,又一個月的惡化顯示,中國政府在未來幾週或幾月推出支持措施,以穩定成長的機率升高。」

遠東銀行經理黃秋宜承辦金管會函查案時,涉嫌翻拍陳情函,將檢舉人的姓名、電話及銀行回覆內容,傳給遭檢舉的國聲科技負責人謝睿宸;國聲事後遭查出涉嫌洗錢至少八十億元,謝男也遭羈押禁見。台北地檢署偵結,依違反個人資料保護法等罪起訴黃女。

黃負責審查風控 涉違保密義務

起訴指出,黃女於二〇二二年至二〇二三年間,在遠東銀行企金部擔任資深副理,二〇二四年起轉任該銀行板橋文化分行經理,工作內容包括審核第三方支付客戶帳戶及交易風險,並負有洗錢防制、金融監理及客戶資料保密等義務。

檢方查出黃女因承辦金管會函查,取得陳情資料,明知陳情人身分、陳情內容及金管會函文均非公開資訊,且姓名、聯絡電話涉及個人隱私,仍翻拍載有陳情人姓名、聯絡電話的陳情函,以LINE傳給遭檢舉的國聲科技負責人謝睿宸。

黃女隨後又將遠東銀行回覆金管會的函文內容擷圖後,以LINE傳送給謝男。警方去年十一月前往黃任職的遠東銀行板橋文化分行搜索,查扣客戶資料查詢單、陳情公文系統資料、銀行回函,以及黃持有的手機、筆記本及日曆等物。

檢方偵查認為,黃涉犯非公務員洩漏國防以外秘密罪,以及非法利用個資罪,因屬一行為觸犯數罪的想像競合犯,依法從一重的個資法罪處斷。

立法院日前三讀通過藍白的「台灣兒少成長及未來帳戶條例」,行政院長卓榮泰昨決定不予副署,而行政院規劃的五千元「成長津貼」已編入明年度中央政府總預算中,明年起可以直接發放給符合資格的兒少;此外,「有線廣播電視法」也不副署。行政院至今不副署立法院法案累計已達七案。

總統府發言人郭雅慧昨晚表示,總統於令文案批示,立法院另制定本條例,違反權力分立原則、侵犯行政權,請行政院應採必要作為,以利順利推動各項人口政策,打造幸福台灣;卓揆並加註「不予副署」意見,捍衛憲政秩序及行政院權限。總統另以箋函致行政、立法、司法、考試四院院長,並由總統府秘書長致監察院秘書長。

卓揆加註意見表示,立法院三讀通過之本條例,除加劇貧富差距,違反比例原則,並有違租稅法律原則外,尤侵害行政院依憲法形成施政計畫及提出預算之權,而違反權力分立。為捍衛憲政秩序及行政院權限,決定基於憲法賦予行政院院長之副署權,就本條例不予副署。

今年大學分發入學昨公告結果,逾三.二萬人上榜,錄取率九十七.五四%,缺額率則較去年降幅達五成,為近六年最低,大學考試入學分發委員會分析,與各校逐漸形塑出特色與發展跨領域修業制度有關。即日起至八月廿日止可申請分發結果複查,八月廿七日公告結果。

根據考分會資料,今年含回流名額的總招生名額計有三萬二四九四名,較去年減少八八七名;而登記人數今年共三萬三〇七一人,較去年減少六六二人;總錄取人數三萬二二五七人,較去年減少了二四〇人,另有八一四名學生未錄取,錄取率較去年提高一.二%。

缺額分布16校、100系組

招生缺額方面,考分會執行秘書、成大教務長沈聖智指出,今年僅有六〇三名,較去年一二二〇名減少六一七名,降幅達五十.五七%。過去缺額降低可能與名額寄存有關,但近兩年核定招生名額沒太大差異,應是與各大學持續型塑特色,並建構校內相關跨領域學習制度,使學生更願意前往就讀。

據考分會資料,缺額分布在十六所大學一百個系組,其中有四所國立大學,包括金門大學、東華大學、台東大學、嘉義大學等。沈聖智分析,學校位處偏遠,加上學雜費補助政策,讓私立大學與偏遠國立大學招生數據趨近。

跨領域學群名額使用率100%

若以學群區分,名額使用率較低的學群以遊憩運動學群九十二.四四%最低,其次為藝術學群九十二.七七%;而名額使用率達百分之百則包括教育學群、跨領域學群、數理化學群等。其中跨領域學群去年名額使用率僅九成左右,今年提升到百分百,沈聖智認為與各校陸續推出包括校學士、跨域修業制度推展及鬆綁有關。

A report released yesterday found that 16.1 percent of references in Taiwanese academic articles are suspected to contain citation errors or artificial intelligence (AI) hallucinations, in which generative AI and large language models fabricate sources, references or citations.

The study examined academic integrity, scanning 26,635 references using the Paper Plagiarism Verify System, developed by the Doublemind AI education system.

The system found that traditional plagiarism, which is defined as more than 70 percent similarity to other published works, accounted for only 5.5 percent.

Meanwhile, 16.1 percent of references were found to be incorrectly cited or were suspected to have been fabricated by AI, highlighting a new challenge for academia in the face of rapidly developing AI, it said.

A further 12.3 percent contained errors in factual claims that conflicted with publicly available evidence or had no supporting evidence at all, it found.

Previously, systems were scanning whether documents were plagiarized from other sources, but with the widespread use of AI, the challenge is now detecting whether the sources cited actually exist, and whether the information it includes is true, Doublemind CEO Lin Cheng-hong (林政宏) said.

In academic literature, fake citations could provide authors, publication dates, academic journals and even digital object identifier numbers — unique codes that identify research papers — for work that does not exist, he said.

Such fabrications can be difficult to detect with the naked eye, he added.

Doublemind would continue strengthening its verification tools while also holding a series of outreach lectures to promote education on academic ethics, he said.

The company hopes to work with universities and high schools to establish an objective, verifiable and rigorous environment of academic integrity, he added.

It is the sixth bill passed by the Legislative Yuan that the Executive Yuan has refused to endorse.

President William Lai (賴清德) on May 27 already convened a high-level national security conference and announced the nation’s new family support policy, which the Cabinet approved the following day, she said.

The policy includes 18 measures to support childrearing families, aiming to upgrade “subsidy-based childcare” into “publicly supported childcare,” Lee said.

One of the 18 measures would offer each child or teenager NT$5,000 (US$157) per month in growth allowance, which has been included in the central government’s budget for next year, she said.

The allowance would be directly given to eligible children or teenagers from next year, Lee said.

The monthly growth allowance, combined with a development account for disadvantaged adolescents, would ensure that at least NT$1.08 million would be given to each child throughout their first 18 years, she said.

Such a measure helps fulfill social fairness and justice, as it requires the government to deposit money in the accounts at a “1:1” ratio with the parents of children from disadvantaged families, Lee said.

In contrast, the youth account bill passed by the legislature on July 24 includes savings from both sponsoring corporations and the child-raising families, she said.

That could lead to rich families saving more and getting more money, further widening the wealth gap and contravening the constitutional principle of proportionality, Lee said.

Chinese Nationalist Party (KMT) Culture and Communications Committee director Charles Chen (陳以信) yesterday said the Lai administration was once again using its executive power to boycott a bill passed by the legislature.

That is not a constitutional dispute over a single bill, but evidence of the Cabinet’s continued contempt of the legislature and refusal to recognize the legislative majority, he said.

“This is executive power overriding legislative power. The Lai administration is bullying the legislature, which represents the public will,” he said.

2027 BUDGET:Given the nation’s strong economic growth, the government has proposed the universal cash handout to allow everyone to share in the ‘AI dividend’

The government would allocate NT$235.7 billion (US$7.4 billion) in next year’s budget to fund a NT$10,000 cash payment for every citizen next year as the economy continues to grow, President William Lai (賴清德) announced yesterday.

Lai made the announcement after being briefed on the Executive Yuan’s proposed central government budget for next year for the second time.

The government would still maintain a balanced budget with no net increase in debt after incorporating the universal cash handout into the general budget, he said.

The latest statistics from the Directorate-General of Budget, Accounting and Statistics show Taiwan’s economy performing more strongly than previously forecast, he said.

First-quarter growth was revised up to 15.43 percent, while preliminary data put second-quarter growth at 12.93 percent, marking three consecutive quarters of double-digit growth, he said.

Economic growth reached 14.15 percent in the first half of the year, the strongest performance for the same period in five decades, he said.

Full-year economic growth forecast has been raised from 9.64 percent to 11.05 percent, which would be the highest in 39 years, he added.

He attributed the strong performance to the semiconductor, information and communications technology and manufacturing supply chains, as rising global demand for artificial intelligence (AI), high-performance computing and cloud services have driven growth in orders, exports and investment.

The booming AI industry and strong technology exports present an opportunity for Taiwan that the government must seize, he said.

The government would not focus solely on the high-flying technology sector, but would also ensure that every family working hard to make a living benefits from the economic growth, he said.

Given a higher economic growth forecast, the central government’s projected revenue for next year has been raised to NT$3.9266 trillion, he said.

With revenue and expenditure expected to remain balanced and no net borrowing, the government has decided to allocate NT$235.7 billion of next year’s budget for a NT$10,000 cash handout to every person next year, allowing everyone to share in the “AI dividend,” he said.

An Executive Yuan official said that based on the procedures used for the previous NT$10,000 cash handout, if the central government’s proposed budget for next year clears its third reading in the Legislative Yuan by the end of this year, people could receive the NT$10,000 cash payout before the Lunar New Year next year.

The president identified five major priorities for next year’s budget, as the government continues efforts to raise wages, cut taxes, expand welfare, ease financial burdens and boost infrastructure development.

The first is a family-support strategy under its population policy, he said.

A total of NT$373 billion would be allocated, including a new allowance for children from birth to age 18 that would not require separate legislation and would be included directly in next year’s budget, he said.

Other measures include expanded childcare leave benefits and longer marriage and maternity leave, he said, adding that the government aims to shift from a subsidy-based childcare system to one based on broader public support.

The second priority is national defense.

Total defense spending, including the regular and special budgets, is expected to reach NT$1.12 trillion for the first time, exceeding 3 percent of GDP, he said.

“Investing in national defense is investing in peace,” Lai said.

The government will continue bolstering Taiwan’s defense capabilities to maintain peace and stability across the Taiwan Strait and the wider region, he added.

The third priority is the development of “Smart Nation 2.0” and helping small and medium-sized businesses upgrade, he said.

The government plans to allocate NT$229.2 billion to technology development programs next year, a 12.7 percent increase from this year, he said.

Of that amount, NT$40.6 billion would go toward the “New 10 Major AI Infrastructure Projects,” covering research, computing capacity, talent and key technologies.

The government would also seek legislative changes to provide an additional NT$100 billion over the next eight years through expanded financing, investment tax credits and assistance with access to AI computing resources, he said.

The fourth priority is accelerating infrastructure development and promoting more balanced regional development, Lai said.

Public infrastructure spending is expected to reach NT$728.8 billion, including NT$147.2 billion for the Balanced Taiwan program, he said.

The government plans to invest in railways, roads, sewage systems, flood control, water supply and national resilience, while promoting six major regional industrial and living-area development plans, he said.

The fifth is providing greater financial support to local governments, he said.

Central government transfers to local governments, including tax-sharing revenues and general and project-based subsidies, are expected to reach NT$1.36 trillion next year, an increase of NT$192.9 billion from this year, he said.

The additional funding would give local governments more resources to develop infrastructure, promote economic growth and address residents’ needs, he said.

Central government spending would increase from about NT$1.9 trillion in 2016 to NT$3.93 trillion next year, he said, adding that the doubling of spending over the past decade reflected Taiwan’s increased national strength.

“Let technology drive the economy, let the economy strengthen the nation, and let national progress return to people’s daily lives,” Lai said.

Teacher unions yesterday expressed opposition to revised regulations allowing foreign teachers to teach life, arts and crafts, physical education (PE), or health classes, urging the Ministry of Education to withdraw the regulatory change.

The ministry on Jun. 30 announced revisions to its Regulations Governing Educational Institutions at All Levels Applying for Work Permits for Foreign Teachers and Their Administration (各級學校申請外國教師聘僱許可及管理辦法).

The revisions require public and private schools at the senior-high school level or below to hire foreign teachers to teach languages and other subjects related to arts or integrative activities, in line with the Bilingual 2030 policy.

However, some teacher unions said they are worried that arts and health classes might be reduced to English courses, undermining the autonomy of domestic education and the principle of “each subject is worth the same.”

Formosa Education Union (FEU) chairman Kuo Yen-cheng (郭彥成) said the 12-year basic education emphasizes holistic development and the principle of “each subject is worth the same.”

Life, arts and crafts, PE and health classes are not insignificant subjects, he said.

While the PE class involves physical development and sports safety, the arts and crafts class focuses on aesthetic experiences and cultural understanding, Kuo said.

The health class teaches students about bodily autonomy and public health, while the life class helps students learn about self, others and the environment, he said.

Those classes should not be reduced to supplementary tools for language practice, Kuo said.

Primary and secondary school education is not just about the delivery of knowledge and skills, but is also relevant to students’ identification with the land, language, history, and social values, FEU secretary-general Lee Ya-ching (李雅菁) said.

If the bilingual policy is overly centered on English or allow English thinking to dominate the teaching other subjects, local languages and cultures might be marginalized, she said, adding that it would weaken the autonomy of Taiwanese education.

Teacher unions are also concerned that the teacher training system might end up with double standards.

Taiwanese teachers may not become qualified teachers without undergoing the training, certification, internship and selection processes, the unions said.

Foreign teachers can assist in teaching and intercultural exchanges, but should not be allowed to enter arts or life subject areas under less strict standards and assume primary teaching responsibilities, they said.

FEU Education Policy Think Tank executive director Yang Yi-fei (楊逸飛) asked how foreign teachers’ expertise and competence should be determined and whether consistent professional standards would be applied to evaluating the performance of Taiwanese and foreign teachers.

Schools in the past few years have had difficulty hiring more teachers because of increases administrative burden, unstable teaching vacancies and insufficient protection for substitute teachers, Kuo said.

The ministry should solve the issue by improving teachers’ work conditions, instead of expanding the scope of subjects that foreign teachers can teach, he said.

The nine teacher unions issuing the joint statement included the FEU, the Tainan Education Union, the Kaohsiung Teachers’ Union, the Pingtung County Education Industry Union, the Yilan County Teacher Union, the Keelung Teacher Union, the Miaoli Teacher Union, the Hsinchu City Teachers’ Union, and the Hsinchu County Teacher Union.

The Taoyuan District Court has ordered a 22-year-old man to pay about NT$400 million (US$12.6 million) in damages after he set fire to a hypermarket in Taoyuan two years ago.

The man, surnamed Kuo (郭), went to the hypermarket along with two friends, surnamed Huang (黃) and Chou (周), early on Dec. 3, 2023, said the ruling handed down on July 31.

Kuo used a lighter to set fire to a bottle of insecticide spray in the cleaning supplies section on the first basement floor and put it back on the shelf, the ruling said.

The three continued to shop in other sections of the hypermarket when the fire on the spray bottle ignited other pesticides and caused explosions, it said.

The fire soon spread to other areas, and seriously damaged the wall and ceilings of the first and the first basement floors, it said.

The severely damaged hypermarket had to suspend operations for about half a year.

There were eight insurance companies seeking a total of more than NT$398.27 million in damages, and they have jointly filed a subrogation claim against Kuo.

Kuo must pay more than NT$398.27 million in damages, the court ruled.

As the fire also affected a nearby coffee shop, an insurance company filed another subrogation claim against Kuo to recover NT$979,326 in compensation. The court ordered Kuo pay the entire amount.

Kuo was sentenced to six months in jail on conviction for arson that destroyed an occupied building.

He did not attend his oral argument hearing, nor did he submit a written statement.

The judge found the insurance companies’ claims to be substantiated after considering the evidence and investigation results.

The ruling can be appealed.

A full-scale Chinese invasion of “the unsinkable fortress” of Taiwan would be an “existential gamble” and could become Beijing’s biggest mistake, The Sun reported on Saturday, citing former British diplomat Charles Parton.

If Chinese President Xi Jinping (習近平) fails to take Taiwan, he “risks being swept away by the reaction from the mainland,” said Parton, senior associate fellow in international security at the Royal United Services Institute.

His biography on the institute’s Web site says he spent 22 years working in or on Taiwan, China and Hong Kong.

In addition to anger among Chinese who would lose their children in the war, the Chinese economy would likely collapse, and the resulting “great economic dislocation” would lead to unemployment, leaving Xi’s reputation for good governance “in tatters,” he said.

Parton called this an “enormous risk” and said he would be “very surprised” if Xi would pursue it “without being close to 100 percent sure he would win in Taiwan.”

If Taiwanese are properly prepared, “it would be extremely difficult to invade and the chances are that you wouldn’t succeed,” he said, adding that Chinese forces would have the “extremely difficult” task of crossing 161km of rough waters to reach Taiwan’s well-defended islands.

Parton said China has only about 13 beaches where forces could feasibly land on and that any airborne troops “are at great risk of being shot out of the sky, particularly as drone technology increases.”

Beijing would have to muster vast numbers of troops, materials and air support for an invasion, a buildup that would be a “pretty clear warning,” he said.

“This would give time for the Americans and others to reinforce and make it even more difficult for China,” he said. “So I am very doubtful that there would actually be an invasion.”

If China attempts to blockade Taiwan, it would essentially cut off much of the Taiwan Strait, a crucial shipping lane for the global economy, he said.

“There would be an economic meltdown globally” and “a massive downturn” in China, Parton said.

“And then you get into a scenario of mass unemployment in China,” he said.

Parton described the situation as an “existential threat,” citing “massive unemployment and massive instability aimed at the party.

Even if China could occupy Taiwan, it would be difficult to hold on to because of prolonged guerrilla resistance, he said.

Parton said that Xi could think: “If we’re going to go through months, years of guerrilla resistance then this is not going to look good with my people.”

China is much more likely to continue putting other forms of pressure on Taiwan to convince Taiwanese that unification is inevitable, he said.

死亡前2年變更保單要保人 小心遺贈稅找上門

〔記者鄭琪芳/台北報導〕財政部南區國稅局表示,父母將保單要保人變更為子女,等同移轉財產權益給子女,屬於贈與行為,必須依規定申報及繳納贈與稅。另,如果父母於變更要保人後2年內死亡,應將死亡日的保單價值,併入被繼承人遺產總額課徵遺產稅。

南區國稅局說明,父母於子女年幼時,購買以父母為要保人、子女為被保險人的保單,等到子女成年後,將要保人變更為子女,這種作法等同移轉財產權益給子女,屬於贈與行為,必須依規定申報及繳納贈與稅。如果父母於變更要保人後2年內死亡,更應將被繼承人死亡日的保單價值,根據「遺贈稅法」第15條規定,併入被繼承人遺產總額課徵遺產稅。

南區國稅局說明,如果被繼承人死亡前2年內變更保單要保人,而且已將保單價值併入遺產總額課徵遺產稅,可依「遺贈稅法」第11條第2項規定,將已繳納的贈與稅,連同按郵局1年期定期存款利率計算的利息,自應納遺產稅額內扣抵,不過,扣抵額不得超過贈與財產併計遺產總額後增加的應納稅額。

陳盈潔生前病容被迫曝光 密友不滿怒轟:相當不尊重人

〔娛樂頻道/綜合報導〕台語歌壇大姐大陳盈潔8月12日病逝,音樂人許常德之前為她舉辦多次募款音樂會,昨天更宣布28日將為支持陳盈潔的「真朋友」舉辦「創新告別會」,希望回歸音樂與感恩。其實許常德前天也在社群發文,對於陳盈潔生前的病容中被曝光感到不滿。

許常德以藝人上台前需要妝髮、彩排為例,認為這些準備都是尊重自己的專業及觀眾。他談到探視病人的行為,直言:「請不要再為了自己的公益事業,藉著探視關心的名義,去拍攝別人病容,拿來曝光。」雖然沒有指名道姓,但他認為這樣的做法相當不尊重人。

許常德認為真正的關心應該建立在尊重之上,「將心比心都沒有,怎麼給關心?」他也提到,就連現在藝人與藝人在節目上合照,拍完都會禮貌詢問對方「可以放在社群嗎?」認為公開他人照片前,事先徵求同意是最基本的禮貌。

對於有人透過公開病容照片展現慰問或公益關懷,許常德直言無法認同,甚至批評這樣的做法太過表面,「這個時代,這麼做這麼表面的慰問,政府探視都不會做得這麼Low」,認為最後不僅對當事人沒有任何幫助,反而只會讓自己難堪。

深陷霸凌爭議 隋棠罕發聲:持續保持善念正念

〔記者林南谷/台北報導〕隋棠日前在實境節目《請世界吃桌》中因提議與千千互換工作內容,引發部分觀眾質疑有霸凌意味,相關討論尚未完全平息,17日深夜隋棠在臉書發文,透露近期一位記者問她:「流水席最美的是不分階級、誰都能坐下吃飯的包容。走到現在的人生階段,您覺得自己的心境是不是也越來越像一桌流水席,什麼狀況都能泰然接納?」

隋棠表示,這個問題實在很美,很深刻,當時她很認真思考並回覆:「這個階段的心情,的確是對人生路上所有好與不好的遇見和經歷,都充滿讓我可以不斷成為更好的自己的感謝。」

今年5月,隋棠曾聽了一場來自泰國山林的實修苦僧的演講,他們分享到佛法說,業是最公平的,每個人人生的樣貌,都是業的顯現,話語的業、念頭的業,行為的業;所有來到身邊的人事物,都是果報也都是因,而謙卑的接納,是善業的起點。

隋棠認為人生如果是一場流水席,她期許自己可以用心、喜樂的款待每位生命中的過客,不留遺憾,因為每個人都只是別人人生中的過客,終將離別,「前2天的限動,有非常多人留下了動人的話給我,願意為他人送暖,是這個過度撕裂喧囂的社會裡,非常難能可貴的人格特質。

我的收件夾這幾天就躺了近千封擁有這種特質的人們寫來的訊息,雖然回覆得眼睛很花,心真的無法形容的滿。」

就算一直都知道美好的人事物本來就很多很多很多很多,隋棠還是想要謝謝能有大家這些璀璨的人間天使存在、照亮這世界,她深深覺得:「只要持續保持善念正念,並同時相信自己、錨定自己,一定就會更靠近真正的強大與快樂幸福。」

台中房市「月月成交」 高總價換屋族出手條件曝光

房市觀望氛圍下,台中仍有多個預售案繳出「月月成交」的穩健去化成績。

2026年上半年房市受到信用管制與政策調控影響,投資型買盤明顯退場,市場交易量維持低檔,不過,從內政部實價登錄資料觀察,台中部分總價2,000萬元以上的預售案仍持續出現成交,顯示市場資金並非完全退出房市,而是更加重視產品條件,部分總價超過2,000萬元的預售案仍能持續成交,市場仍存在一定的自住與換屋需求。

立辰開發經理蔡鴻霖表示,目前台中換屋族主要總價帶約落在2000~4000萬元,相較首購市場,這類買方對房價、地段及產品條件的敏感度較高,在市場觀望氣氛濃厚下,購屋決策也更加審慎,因此高總價產品若能持續出現成交,反映市場仍存在一定的換屋需求。

從個案來看,北屯機捷特區近期仍有高總價預售案陸續揭露成交,漢宇建設「漢宇雲衍SKY VISION」位於捷運北屯總站約260公尺處,基地約1,513坪,規劃27層純住宅,產品坪數37~49坪、3~4房。實價登錄資料顯示,今年上半年平均成交單價約61.56萬元,平均總價約3,011萬元,仍有成交紀錄。

十四期與水湳經貿園區也有類似情況。「華固四季滙」規劃26~40坪、2~3房產品,今年上半年平均成交單價約73.25萬元,總價約落在2,000萬至3,556萬元;水湳經貿園區的「泰御Sky Island」規劃23~33坪產品,今年平均成交單價約86.89萬元,總價最高約3,593萬元。

此外,台中其他重劃區的高總價產品也有成交表現。單元四「惠宇The ALPHA」平均總價約3,170萬元;十三期「國泰蒔萃」平均總價約3,450萬元,總價約2,828~3,950萬元。從成交分布來看,台中高總價市場雖然受到信用管制影響,但具備換屋需求的市場仍有交易。

值得注意的是,在信用管制持續下,高總價市場的買方結構與過去已有差異,投資型需求退場後,自住及換屋族成為主要支撐。未來市場表現能否延續,仍須觀察房貸條件、利率環境及整體交易量變化;至於品牌、地段等條件,則可能成為買方比較不同個案時的重要考量。

72歲羅大佑還在唱!邱沁宜看演唱會突領悟:人生別太早寫結局

〔記者邱奕欽/台北報導〕前主播、東風衛視《單身行不行》主持人邱沁宜昨(17日)深夜分享觀賞羅大佑演唱會後的心得,字裡行間不只談音樂,更寫下對人生的全新體悟。邱沁宜有感表示,72歲的羅大佑至今仍站在舞台上創作、演唱,讓她深刻領悟「人生別太早寫結局」,更直言看見未來的自己也多了一份期待。

邱沁宜透露,當《皇后大道東》、《童年》、《戀曲1990》等經典旋律響起時,全場觀眾瞬間被拉回不同的人生階段,她特別提到羅大佑站在台上唱歌、彈琴、談笑風生,讓人幾乎忘記他的年紀,而一句「年紀大了,不要怕,我擋在你們前面」更讓她備受觸動,她認為羅大佑最厲害的地方不只是寫出時代金曲,而是把一個世代的故事寫進歌裡,最後又陪伴無數人走過人生不同階段。

邱沁宜也有感而發表示,年輕時聽《戀曲1980》或許是在等待愛情,長大後再聽卻有了截然不同的感受,她提到很多人曾以為放不下的人是一輩子,後來才明白有些愛情即使走不到最後,依然有其存在的意義。更令邱沁宜感觸的是,羅大佑58歲才首次當父親,如今72歲仍持續創作、推出新歌,證明人生從來沒有固定劇本,「我們不需要太早替一段愛情下結論,也不要太早替自己的人生寫結局。」

演唱會尾聲,邱沁宜提到自己最深的感受,其實不是懷舊,而是重新看見生命的可能性,她表示年輕時總以為「明天會更好」是一種理所當然的希望,但走過人生後才知道,愛情可能沒有結果、夢想也可能落空,甚至身邊的人會慢慢離開。不過正因為明白這些現實,依然願意期待明天才更顯珍貴,邱沁宜也以羅大佑為例感嘆,真正的生命力不是永遠不老,而是不論幾歲,都還有一件願意全力以赴的事。

衛生局強調,現今愛滋已是可控制的慢性疾病,只要及早診斷並規律接受抗病毒治療,當病毒量持續維持測不到(U=U)時,即不會透過性行為傳染他人。依疾病管制署建議,曾有性行為者至少應接受1次愛滋篩檢;有無套性行為者建議每年至少篩檢1次;若有多重性伴侶、感染其他性傳染病或共用針具等風險行為者,則建議每3至6個月定期篩檢一次。

27歲的林湘緹近兩年世界排名持續前進,去年曾於超級500系列香港公開賽闖進4強,今年也曾於瑞士公開賽挺進準決賽。去年她也曾獲世錦賽資格,可惜在32強止步。

〔記者蕭方綺/台北報導〕資深藝人田路路近期因退休金與演藝工會恩怨引發關注,其經營的龜苓膏事業也因訂單過載及個人健康因素暫時喊卡,經濟狀況備受考驗。劉尚謙日前出席周遊生日宴,談及認識多年的老友田路路,語氣盡是關切與無奈。田路路過去曾透露欠劉尚謙2萬元,甚至發誓「若這輩子沒辦法還,下輩子會加倍奉還」,劉尚謙隔空喊話:「不需要!」他透露其實一直想聯絡對方,無奈田路路的手機與LINE都已更換,至今仍斷聯。

劉尚謙表示兩人認識數十年,過去常一起作秀,擁有極深交情。他得知田路路目前在台中,希望能協助她加入慈善公益演出平台,「她歌唱得那麼好,也很受歡迎,出來演唱拿酬勞很好,不需要講還不還錢。」希望能給予對方面子與實質的收入保障。

話鋒一轉,田路路的生活窘境也牽扯出台灣演藝工會的制度問題。對於現任理事長曹雨婷面臨的經費爭議,劉尚謙自稱不便對個別事件多做評論,他認為歷任理事長可能都要面臨這個問題,但點出工會現實的財務瓶頸:「台北市演員工會不到一千人,一年會費才兩千多塊,光是維持房租跟四個員工薪水都吃緊,慰問金當然高不起來。」

劉尚謙對比歐美制度指出,海外演藝工會會費高且制度健全,甚至藝人演出重播(二輪、三輪)都能持續獲得分潤,老了生活自然有保障;反觀台灣多數是「一次簽死」,甚至稱:「連周杰倫也沒加入工會。」

他提到過去參選立委時的構想,主張透過立法要求電影票房或電視劇播映收入撥出1%作為演藝工會基金,「如果一部電影賣了五億,1%就有500萬進工會,這樣才有經費照顧年長或身體受傷的藝人。」對於年長藝人無戲可拍、缺乏社會保障的現況,劉尚謙表達深切憂心。他坦言外界常誤以為藝人很會賺錢,但事實上許多資深藝人晚年相當寂寞且缺乏保障,像是老友周麟的喪禮,他還要隔空向陳美鳳喊話,一起幫他辦告別式,給老友體面的最後一程。

新北學生租屋荷包要哭了?套房月租1.7萬 「這所學校」整層竟逼近3萬

新北市大專院校周邊租金行情出爐,學生租屋預算出現明顯差距。新北市地政局依據115年第一季租賃實價登錄資料,盤點轄內12所大專院校周邊2公里內租屋行情,發現不同學校周邊的租金結構差異不小,其中致理科技大學周邊雅房與套房主流租金分別達1.25萬元、1.7萬元,都是12校最高;若改租整層住家,則以宏國德霖科技大學周邊每月2.65萬元居冠。

新北市地政局表示,此次以12所大專院校周邊半徑2公里內的租賃實價登錄資料進行分析,並將租金區分為「入門價」(25分位數)、「主流價」(中位數)及「高價」(75分位數),分別呈現雅房、套房與整層住家的市場行情,提供學生及家長作為租屋預算參考。

從雅房行情來看,致理科技大學周邊租金相對突出,主流價為每月1.25萬元,入門價約1.04萬元,高價則達1.32萬元;輔仁大學周邊雅房主流價則為1.2萬元,淡江大學約1.1萬元。

套房部分,致理科技大學同樣位居前段,主流租金達1.7萬元,高價更達2萬元。國立臺灣藝術大學套房主流價為1.65萬元,醒吾科技大學為1.62萬元,景文科技大學則為1.6萬元,顯示部分校區周邊套房租金已接近或站上每月1.6萬元。

若以整層住家來看,租金最高的則不是致理科技大學,而是宏國德霖科技大學。該校周邊整層住家主流租金達2.65萬元,入門價2.3萬元,高價更達3.05萬元;國立臺北大學、醒吾科技大學周邊整層住家主流租金也都達2.5萬元。

值得注意的是,致理科技大學周邊整層住家主流租金為2.3萬元,高價達2.8萬元;亞東科技大學則分別為2.2萬元及2.5萬元。相較之下,東南科技大學整層住家主流價僅1.6萬元,是此次納入統計學校中相對較低的區域。

不過,地政局提醒,租金統計仍須搭配物件條件判斷,不能單以價格高低評估租屋是否划算。若租金低於入門價,應進一步確認屋況、設備及居住品質;若高於高價,則可檢視裝潢、設備、交通與生活機能是否相對應。

此次統計也設有樣本數門檻,若學校周邊特定房型樣本數少於4件,將不納入統計,因此部分學校未列出雅房或套房數據。地政局表示,透過排除樣本過少的房型,可降低極端個案對統計結果造成的影響。

在租屋安全方面,地政局提醒學生及家長,簽約時應使用內政部「住宅租賃契約書範本」,並確認租期、押金、水電費、修繕責任及提前終止契約等條款;找房時也可利用新北市地政局與新北市租賃住宅服務商業同業公會合作建置的「有心.租屋平台」,增加租屋資訊透明度。

整體來看,新北大專院校周邊租金並非單純「離學校越近越貴」,不同校區周邊的住宅型態、房屋條件與生活機能,都可能反映在租金差距上。對學生而言,除了比較月租,也應將通勤距離、管理費、水電計價及房屋設備等成本一併納入,才能掌握實際租屋負擔。

中央氣象署指出,今日(18日)台灣位於低壓帶內,水氣偏多,氣象署今凌晨3點35分針對新北市山區及宜蘭縣發布大雨特報。

氣象署表示,今日台灣處於低壓帶北側,環境吹偏東風,且水氣增多,迎風面基隆北海岸、東半部、大台北地區及恆春半島有局部短暫陣雨,清晨基隆北海岸、大台北山區及東北部、東部地區有局部較大雨勢,北部地區亦有零星短暫陣雨,而其他地區則為多雲到晴,午後中南部地區及其他山區有局部短暫雷陣雨,尤其雲林以南對流發展旺盛,可能有局部大雨發生。

氣溫方面,各地高溫約32至35度,桃園以北、中南部近山區及花蓮局部可能來到36度或以上,感受炎熱,民眾白天外出請做好防曬並多補充水分。空氣品質部分,竹苗、高屏、宜蘭、花東空品區及馬祖為「良好」等級;北部、中部、雲嘉南空品區及金門、澎湖為「普通」等級。

週三(19日)低氣壓帶來偏東北風,北部及宜花地區有局部短暫陣雨或雷雨,且局部有較大雨勢。週三晚間至週五(21日)隨著低氣壓偏西移動,環境轉吹西南風,各地降雨機率高,有局部短暫陣雨或雷雨,尤其中南部地區及東南部山區降雨較持續、明顯,局部有大雨或豪雨發生。

週六(22日)受低壓帶影響,中南部及東南部地區有局部短暫陣雨或雷雨,並有局部大雨。下週日(23日)至下週一(24日)台灣仍在低壓帶邊緣,環境水氣多,南部及東南部地區有局部短暫陣雨或雷雨,其他地區為多雲,午後有局部短暫雷陣雨。

週三至下週日高溫預測,台灣各地31至35度,澎湖、金門及馬祖32至33度;低溫預測,台灣各地及澎湖、金門、馬祖26至27度。

〔娛樂頻道/綜合報導〕農曆七月凡事小心,命理師詹惟中不藏私提供5個小方法,讓網友粉絲可以試著用,然後傳給心愛的人,一起平安度過鬼月。

詹惟中提供秘方如下:

1. 晨起「呵」氣法(去晦氣)

早晨剛醒時,面向東方,深呼吸一口,然後用嘴緩緩發出「呵(He)」字音,將胸中濁氣吐出,重複三次。這在道家叫「吐納」,能清除一夜的沉滯之氣,讓當天的「衛氣」(保護能量)更穩固。

2. 隨身攜帶「紅包袋」

找一個全新的紅包袋,裡面放入少許粗鹽和一張寫著自己生辰的紅紙,隨身放在包包夾層或枕頭下。粗鹽在風水上有「鎮煞」之意,紅紙則代表「自身陽火」,能避免外在混亂磁場干擾個人頻率。

3. 晚上不吹「穿堂風」

農曆七月晚風偏陰涼,盡量避免正對窗戶或冷氣直吹後頸(風池穴)。如果一定要開窗,建議在窗台放一杯清水,隔天再倒掉,象徵「過濾」夜間的紛雜氣息。

4. 飲食「借木氣」

多吃綠色蔬菜(屬木),尤其是芹菜和蔥。木能剋土(土代表滯留的濁氣),能幫助腸胃蠕動之餘,也象徵提升自身「生發之氣」,讓思緒更清明,不易被負面情緒牽引。

5. 入夜敲床板(接地氣)

若感覺家中氣場沉悶,睡前可用手指關節輕敲床板或木質桌緣三下,心裡默念「歸位」。這個動作是透過聲音震動,打破空間中停滯的能量結點,讓環境恢復中性平衡。

此外,詹惟中也表示最重要的心法為:

鬼月講究「敬而遠之」,保持平常心,盡量不爭辯、不深夜在外逗留、不在背後拍人肩膀。只要你內心坦蕩,正氣足,外邪自然不侵。若想更穩妥,也可默誦「九天應元雷聲普化天尊」聖號,這在道教中被視為護身神咒,能安定心神。
