Prince Harry and Meghan moving back to UK

The Duke and Duchess of Sussex are planning to move back to the UK, BBC News understands.

As first reported by the Daily Telegraph, external and the Sun,, external Prince Harry and Meghan intend to relocate from the US later this month to a private, non-royal residence outside London.

The couple's children, Prince Archie, seven, and Princess Lilibet, five, are enrolled to start at a British school in September.

King Charles was told of the move on Sunday. There are no current plans for either Prince Harry or Meghan to resume their roles as working Royals.

The Sussexes and their children visited the King at his Highgrove home in July this year, but it is understood the move was not discussed.

The BBC understands the King was unaware of the move before last weekend but he welcomes the opportunity to see more of the Sussex family in a private and personal capacity.

But there will be no expected change to the official status of Prince Harry and Meghan and they will remain as private individuals.

Prince William and Princess Catherine have also been informed of their plans.

The couple's move from California comes after they left the UK and royal duties in early 2020.

Family relations had been strained since, with July's visit to the King and Queen Camilla being a key development in their relationship.

The Palace described the meeting at the King's private home in Gloucestershire as a "private family occasion".

It was the first time the King had seen his grandchildren in person in more than four years.

Prince Harry and Meghan had not been in the UK together since 2022, when they attended the funeral of Queen Elizabeth II.

Security for the couple has long been a point of tension, with the July visit being reconsidered because the duke's request for police protection was rejected.

Last year, Prince Harry lost a legal challenge over the levels of security he and his family are entitled to while in the UK.

The Duke had sought to overturn a decision that had downgraded his security after he stopped being a working royal and moved to the US with the Duchess.

Prince Harry had previously said that worries about safety have prevented him from coming to the UK and bring his wife and children.

Family named after three die in sea off Shoreham beach

Three members of the same family who died after getting into difficulty in the sea off Shoreham have been named by police.

Hassan El-Khawas, 55, and Zeina Alayn, 37, and their 14-year-old daughter Sara El-Khawas are thought to have gone into the water near Shoreham Fort on Tuesday, Sussex Police said.

A younger girl from the same family, who was pulled from the water with them, remains in hospital in a critical condition.

Police said the family had travelled from their London home to visit Shoreham and after reviewing CCTV footage investigators say they believe the deaths were a tragic accident with no third-party involvement.

The Palestinian Forum said the family were British citizens of Palestinian origin, with roots in the Rashidieh refugee camp in Lebanon. Earlier, the Palestinian embassy in London told the BBC that Hassan El-Khawas had been a refugee.

Adnan Hmidan, chairman of the Palestinian Forum in Britain, said the community was "deeply shocked and saddened" by what had happened.

He said two other children were on the shore at the time of the incident.

"Our thoughts and prayers are with the entire family, particularly the children, who are facing an unimaginable loss," he said.

The Palestinian Embassy in London said it was closely monitoring the incident and contacting British authorities to establish the circumstances and check on the condition of the girl in hospital.

A statement issued by the embassy sent condolences to the family and the UK's Palestinian community and wished the girl a speedy recovery.

Israel confirms soldiers fired at car in which Hind Rajab was killed and opens criminal investigation

Both incidents drew international condemnation.

The IDF said of the killing of Hind: "Due to alleged failures in the co-ordination of the movement of the Palestine Red Crescent ambulance, it has been decided to initiate a criminal investigation of the incident by Military Police Criminal Investigation Division."

It added that the findings of its examination "indicate that IDF troops fired at a vehicle" that was "travelling contrary to the advanced notice that had been published in an announcement by the IDF Spokesperson to residents of the area".

The IDF initially stated that none of its troops were in the area at the time of Hind's killing. However, that suggestion was soon questioned.

The IDF later said it had "conducted raids on terror targets" with forces operating in neighbourhoods in Gaza City, including Tel al-Hawa, where Hind was located.

Hind's killing was internationally condemned after a desperate recording of her speaking to paramedics of the Palestinian Red Crescent Society (PRCS) was broadcast around the world.

The sound of Hind's fragile voice on the other of the line that day haunted the Red Crescent operators long after her death, as she described seeing tanks directly in front of the car, moving towards her.

"Hide under the seats," the operators told her. "Don't let anyone see you."

Operator Rana Faqih stayed on the line with Hind for hours, as the Red Crescent team appealed to the Israeli army to allow their ambulance to access the location.

Faqih said the child appealed to her over and over again for someone to come and rescue her.

"At one point, she told me it was getting dark," Rana told the BBC in February 2024. "She was scared. She asked me how far away my house was. I felt paralysed and helpless."

Three hours after the call began, an ambulance was finally cleared to approach the area, and was despatched to rescue Hind.

It was after dark when the crew - Yusuf al-Zeino and Ahmed al-Madhoun - notified operators that they were nearing the location, and were about to be checked for entry by Israeli forces.

It was the last operators heard from them – or from Hind.

After that, the line to both paramedics, and to the girl they came to rescue, disconnected for good.

The PRCS later confirmed that both Yusuf al-Zeino and Ahmed al-Madhoun were killed when the ambulance was bombed by Israeli forces.

"The [Israeli] occupation deliberately targeted the Red Crescent crew despite obtaining prior coordination to allow the ambulance to arrive at the scene to rescue the child Hind," the organisation said in a statement.

The story was made into an Oscar-nominated film called The Voice of Hind Rajab.

The UN cited her case in a commission of inquiry, accusing Israel of war crimes, which it denies.

Following the Israeli army's announcement, the Hind Rajab Foundation, which is based in Brussels and seeks to address alleged Israeli violations in Gaza, said it had "no confidence" in the investigation.

"These reported investigations, even if they do occur, should not be mistaken for a genuine step toward justice," it said in a statement.

It added that Israel's internal investigations were "fundamentally flawed and cannot be regarded as credible mechanisms of accountability".

The IDF's statement on Wednesday said: "For more than a thousand days, the IDF has been conducting intensive combat across numerous fronts, carrying out a wide range of military missions in an exceptionally complex operational reality.

"As part of the IDF's obligations under international law and Israeli domestic law, the IDF examines exceptional incidents that occurred during combat."

Aside from the criminal investigation into Hind, her family and the paramedics, the IDF also said it would investigate the killing of 15 Palestinians, after an IDF unit fired on ambulances, a fire engine and a marked UN vehicle, in the Tal al-Sultan area of Rafah in southern Gaza during an emergency call-out early on 23 March 2025.

Their bodies were found buried in shallow graves a week later next to the crushed vehicles.

The Israeli military initially said its troops fired on "suspicious vehicles" driving in darkness with their headlights and emergency lights off.

But it later said that account was "mistaken" after a video found on the mobile phone of one of the dead paramedics, Rifaat Radwan, showed the convoy was using its emergency lights.

In Wednesday's statement, the IDF said: "Following review of the findings, having found that the firing conducted during the incident raises a reasonable suspicion of criminal misconduct, it has been decided to initiate a criminal investigation of the incident."

In three other cases, including the killing of seven World Central Kitchen employees in Deir al-Balah two years ago, and four employees of Médecins Sans Frontières (MSF), who were killed in two incidents, the IDF said it had not found grounds for criminal investigations.

World Central Kitchen said it "strongly" condemned the Israeli military prosecutor's account of the deaths of its seven colleagues in 2024 and demanded an independent investigation.

This is the first time a comprehensive IDF report on alleged war crimes has been published since the start of the Gaza war, triggered by the Hamas-led attacks on Israel on 7 October 2023.

More than 73,000 people have been killed in Gaza since Israel launched its military campaign, including about 1,200 since a ceasefire was announced last October, according to the territory's Hamas-run health ministry - figures considered reliable by the UN.

The IDF is under pressure to show it investigates itself to try to stave off international legal action, most notably from the International Criminal Court.

It aims to counter accusations that it has committed war crimes and that there is impunity for its forces.

However, Israeli rights groups say that criminal investigations of Israeli forces rarely lead to convictions.

Ziv Stahl, executive director of Israeli human rights group Yesh Din, told the BBC that "almost no indictments are filed in relation to the number of complaints against soldiers and commanders for offences committed.

"In the even more rare cases where soldiers or commanders are convicted, they receive disproportionately lenient sentences that bear little relation to the severity of the offences."

People smuggler exposed by BBC investigation arrested and charged

A convicted people smuggler who was found by the BBC to be living in Leicestershire has been arrested and charged with immigration offences.

Twana Jamal Khdir, an Iraqi national who was once described as "the godfather" of the French migrant camps, previously served a sentence for people smuggling in France.

Last month, the BBC revealed he was now living in the UK.

The BBC has been told he was arrested on Tuesday near Uppingham in a joint operation led by the Midlands Criminal Financial Investigations team, with the support of Leicestershire Police.

He was charged by the Crown Prosecution Service and appeared at Leicester Magistrates' Court on Wednesday.

He pleaded guilty to entering the UK without valid entry clearance, but not guilty to seeking to obtain leave to enter or remain by deceptive means.

He has been remanded in custody and will next appear at Leicester Crown Court on 5 October.

Khdir was given a five-year jail sentence in France in 2016, where authorities described him as one of the most successful people smugglers ever caught.

Prosecutors said the Iraqi Kurd, aged 36 at the time, had earned up to £100,000 a week for moving illegal immigrants across the Channel.

Salmonella outbreak: What we know so far

The UK Health Security Agency (UKHSA) has recently declared a national outbreak, external of salmonella food poisoning after one person died and hundreds more fell ill with the bug.

Although not yet proven, imported eggs or dishes containing them are the leading suspects as to the cause.

Evidence also suggests people caught the bug while eating out, rather than at home - with catering and food services such as restaurants, cafes or take-aways likely to play a part.

Vaccine breakthrough stops cancer returning in trial

A new personalised vaccine given in combination with a drug has stopped skin cancer returning in patients during a trial, representing a potentially watershed moment in cancer treatment.

The vaccine, developed by drug companies Merck and Moderna, was given to patients with high-risk melanoma, a type of skin cancer, after they had surgery.

Early results show this new jab extended the length of time these patients were cancer free, but it's unclear for how long, according to an announcement by the two firms.

Cancer experts say this is a breakthrough, but emphasise caution as the full results have not been released or peer-reviewed whereby independent experts examine and check the trial findings.

And even after the trials process has finished, the treatment would still need to be approved by regulators and then go through another approval process before it was made available on the NHS.

The vaccine, called Intismeran, was given in combination with Keytruda, an immunotherapy drug already used in cancer treatment.

Compared with taking the Keytruda on its own, the companies said taking the drug and vaccine together significantly increased the time patients remained cancer free and reduced the risk of the disease spreading to other organs.

The phase three trial involved more than 1,000 patients who had high-risk stage two, three or four melanoma - meaning they ranged from having large tumours in a specific area to cancers which had already spread to other parts of the body.

'Incredible': SpaceX rocket spotted off Christmas Island coast

A SpaceX rocket has made an unexpected appearance off Christmas Island after touching down in the Indian Ocean following a test flight from Texas on 24 July.

David Watchorn, chair of the Christmas Island Tourism Association said he initially thought he was looking at ships on his way to work, before realising it was "a rocket, a space rocket" being towed.

The 52-metre long rocket has caused a stir among locals, with some "sneaking out" of work for a glimpse, and others preparing their boats for a closer look at the debris.

"It's really incredible to think about what it's been through," Watchorn told the BBC.

"The more and more you look at it, the more fascinating it's becoming".

Ecuador intelligence chief and five Americans killed in Kenya helicopter crash

Samburu county is a popular tourist destination with many private wildlife conservancies and is renowned for its stunning landscape.

Images from the scene show smoke at the wooded crash site on Mount Ololokwe, as members of the Kenya Red Cross approach the still-burning wreckage.

Ecuador has not given details about the death of Sensi-Contugi, 44, who was named director general of the Strategic Intelligence Center in 2024.

The president's office led tributes on behalf of the government to express sadness over the death of the intelligence chief.

Former President of Ecuador Guillermo Lasso mentioned he had died in the helicopter crash.

Lady Lori Helicopters, which operated the the Eurocopter EC130 B4 aircraft, said it was "deeply saddened" by the accident.

"Our deepest sympathies are with the guests, crew, their families and loved ones, and all those affected by this tragic accident," a statement read.

According to a memo seen by the BBC's US partner CBS News, external one of the Americans killed in the crash was NBCUniversal journalist José Alberto Suárez.

In the memo, NBCUniversal called Suárez "a deeply respected leader and beloved friend and colleague.

"José was an exceptional colleague and mentor to many," the memo read.

Miami restaurateur Roger Duarte was among the Americans killed in the crash, according to local and US media.

Commenting on his death on X, US Rep Carlos Antonio Gimenez wrote: "Our prayers are with their loved ones during this incredibly difficult time. May their memories be a blessing."

The four other American victims have not yet been identified.

Earlier reports had suggested seven people, six tourists and a pilot, were killed in the crash.

Helicopter crashes are not uncommon in Kenya.

In February, a helicopter crash in the Rift Valley county of Nandi killed six people, including a member of parliament.

In 2024, the military chief, Gen Francis Omondi Ogolla, died after an army helicopter that was carrying 11 people crashed in the west of the country, with only two survivors.

In June 2021 at least 10 soldiers were killed when their helicopter crashed while landing near the capital, Nairobi.

Fewer than 1,800 free spaces for male prisons in England and Wales

The Ministry of Justice (MoJ) said it was building more prisons while exploring early release options and expanding electronic tagging.

The figures come after Prime Minister Andy Burnham made more prisoners exempt from the upcoming early release scheme following backlash from victims.

Burnham came under further pressure after the killers of PC Andrew Harper would still be eligible for early release.

PC Harper, 28, was killed in 2019 when he was dragged by a car down a country road as three teenagers fled the scene of a quad bike theft in Berkshire.

Last week, Burnham said he was "confident" PC Harper's killers could be excluded from the government's early release scheme

On August 3, Burnham said in a written article, external he had "wanted to go even further" but had "pushed to the very limits of what is possible to do".

A spokesperson for the MoJ said "public safety will always be our priority".

"We are fast-tracking a plan to keep more of the most serious offenders behind bars, on top of murderers, anyone on life sentences and those in prison for rape, serious child sexual abuse and grooming offences who are already blocked from any changes," they said.

"We share the public's anger that these options are even being considered, after we inherited a prison system on the brink of collapse."

Behaviour guidelines for life in UK published for asylum seekers

New behavioural guidance for asylum seekers has been published by the Home Office.

A nine-page booklet covering issues including respect in public, sex and consent, and gender equality, has gone online, with guidance on how laws and customs in the UK may be different from the home country of asylum seekers.

The Conservatives said any asylum seekers breaking UK law should be deported and Reform UK claimed the publication of the document meant the government "knows that they are a menace".

A Home Office spokesman said: "We expect everyone who comes to the UK to abide by our laws. If they do not, they will face consequences, including the refusal of their asylum claim and removal from the UK."

According to the latest Home Office figures, a total of 93,525 people applied for asylum in the UK from April 2025 to March 2026, which was down by 12% on the same period in the previous year.

The booklet sets out how asylum seekers must understand UK law, because the consequences of breaking the law mean "you could get in trouble with the police, lose your asylum support, or it could affect your asylum claim."

A section on gender, external explains that women in the UK have equal rights to men, and do not need the permission from a husband, father, brother or any other man to do things like work, study, travel, or make decisions.

Another section on sex and consent sets out how both people must agree to sex or sexual contact of any kind, and consent cannot be given if someone is asleep, drunk, or unable to respond.

And a section headed Respect in Public outlines how it is not acceptable to whistle or make kissing noises at people on the street, nor "make sexual comments to someone, even if you think it is a compliment".

The guidance also contains contact details for organisations for victims and those seeking help with the issues raised.

The Home Office spokesman added: "Returns of failed asylum seekers have reached their highest level since 2010 under this government."

The latest government figures show nearly 70,000 illegal migrants and foreign criminals have been returned or deported from the UK since Labour came to power in July 2024.

The BBC understands nearly 10,000 foreign criminals, including murderers and rapists, have been removed since the last election – a 36% increase on the previous 21 months.

Israel opens up bids for highly-sensitive West Bank settlement project

Israel has built about 160 settlements housing 700,000 Jews since it occupied the West Bank and East Jerusalem - land Palestinians want, along with Gaza, for a hoped-for future state - during the 1967 Middle East war. An estimated 3.3 million Palestinians live alongside them.

Despite the fierce international opposition, successive Israeli governments have allowed settlements to grow.

However, expansion has risen sharply since Prime Minister Benjamin Netanyahu returned to power in late 2022 at the head of a right-wing, pro-settler coalition, as well as the start of the Gaza war, triggered by Hamas's 7 October 2023 attack on Israel.

Under international pressure, Israel held off for decades on plans to build in E1.

Many of its allies and Palestinians argued these would deal a major blow to hopes of a two-state solution, effectively bisecting the West Bank.

But the current Israeli government gave the go-ahead for E1 construction a year ago, expressly to "erase" the idea of a Palestinian state.

Despite an Israeli court challenge to the plans by Bedouin Palestinians living in the area and Israeli peace groups, the housing ministry has now issued a tender for 1,234 of the 3,401 housing units approved by the Israeli government last August.

It covers about 12 sq km (4.6 sq miles) between East Jerusalem and the settlement of Maale Adumim.

At the time of their unveiling, Finance Minister Bezalel Smotrich, who is ultranationalist and settler, said the idea of a Palestinian state was "being erased".

The deadline for bids is 19 October, just days before Israel's general election on 27 October. That should enable the government to sign deals with contractors that it would be much harder for a future government to cancel.

Students wait for GCSE and BTec grades as app launches for 750 schools in England

Pupils in England, Wales and Northern Ireland will receive GCSE, BTecs and other Level 2 results on Thursday, with some grades in England available through an app that is rolling out for the first time.

Schools and colleges will distribute grades in person, but from 11:00 BST pupils at more than 750 schools in England will also be able to see their grades on their phones.

Results this year come as the government in England plans to boost technical education and address a growing number of English and Maths GCSE resits.

Last year, 67.4% of all GCSE entries were graded 4/C or above.

Lindsay Clancy's trial put postpartrum psychosis on the map. Experts want progress to follow

A month before Lindsay Clancy killed her three children, she went to her mother and then-husband and told them she had "thoughts of harming the children".

Clancy's mother Paula Musgrove testified this week that during that time Lindsay would say: "'This isn't me, I've never been like this before.' And I would agree, because she wasn't."

Clancy is not disputing that she carried out the killings, but has pleaded not guilty to murder charges. Her defence argues that Clancy was suffering from postpartum psychosis when she took her children's lives.

Her symptoms included hallucinations and delusions that began after the birth of her third child.

"She was unable to conform her behaviour to the rule of law and she had no appreciation for the wrongfulness of her act," Paul Zeizel, a clinical and forensic psychologist, said on the stand on Wednesday.

Prosecutors, meanwhile, alleged she made a calculated decision to intentionally kill her children - Cora, five, Dawson, three, and Callan, who was eight months.

With postpartum psychosis, a rare condition that is considered a medical emergency, patients can experience mania, depression or a mixture of both.

They also endure psychotic symptoms, such as hearing voices that aren't there.

In uncommon, severe cases, they may harm or kill themselves or other people.

It is among the most serious illnesses a woman can experience after giving birth, experts told the BBC, but it remains unclassified in medicine's encyclopaedia of psychiatry.

The illness is gaining more attention as Clancy's trial approaches the one-month mark, and has opened up a dialogue about the mental health complications that women can experience after giving birth.

Who is Natalie Harp, Trump's right-hand woman?

When a CNN reporter earlier this week asked Trump about Ossoff's comments, the White House reacted angrily later on its official X account, saying the reporter, Kristen Holmes, had taken a "cheap shot" at a staff member.

"Someday, your children will come across your disgusting and inhumane question," another post directed to Holmes read. "They will be sickened and embarrassed to have a parent be so callous and vindictive."

Harp's presence as a staffer is nearly constant in Trump's second term.

Reporters at the White House frequently see her standing just feet away from Trump in the Oval Office or boarding Air Force One for many of his domestic and international trips.

"She's always around," one source close to the White House told the BBC. "Literally, always."

Among White House insiders and members of the press, she is often referred to as the "human printer" because she is often spotted carrying a portable printer to provide Trump with hard copies of articles and social media posts, which he prefers.

In practice, this means that Harp has an outsized ability to control what information or updates Trump receives, according to another source familiar with White House operations.

Other anonymous sources have described her to US media outlets as a "gatekeeper" and "comfort blanket".

Harp also serves as something of a social media scribe for Trump, posting to his Truth Social account on his behalf.

In one image that has been widely shared in the aftermath of Ossoff's comments, Harp is shown typing a post - in the president's own writing style - as he dictates to her while watching a speech of Kamala Harris in 2024.

Amid the recent focus on Harp, the White House has described her as a "trusted and valued" member of the team, although Trump has rarely spoken about her on camera.

Ossoff was one of many Trump critics who noted Harp was reportedly on the plane that the president boarded to leave Turkey after the US supposedly received information about a threat from Iran.

Reporter Haberman, who has also reported extensively on Trump's presidencies, was asked during an appearance on the news network MSNOW why Trump took Harp with him on the secret plane: "Because she is sort of his binky, for lack of a better way of putting it, a comfort blanket."

Haberman and Swan reported for the New York Times in 2024 that Harp had supposedly written in a letter to Trump: "You are all that matters to me."

Canada and US say they are finalising a trade deal, but details remain murky

Canada and the US are finalising a highly anticipated trade deal, with President Donald Trump and Prime Minister Mark Carney touting it as a success.

Trump said the proposed deal will be welcome by US farmers and manufacturers, while Carney said it will secure "the best terms" for Canada's strategic sectors and provide certainty on the future of US-Canada trade.

Trade negotiators met on Wednesday for the third time in as many days on Wednesday and after Trump paused a new wave of tariffs he had threatened to impose overnight on a range of Canadian goods.

But details on what the agreement covers, what concessions both sides have made, and what still needs to be ironed out, remain unclear.

Speaking to reporters briefly on Wednesday after a 45-minute meeting with his Canadian counterpart, US Trade Representative Jamieson Greer said the Americans are "very happy" with the latest discussions.

He said he will soon brief Congress and US stakeholders on the deal's details.

"We feel confident that we've reached an agreement that will not only continue to protect American workers, American jobs, American supply chains, but really strengthen the North American economy," Greer said.

The deal eliminates "some of the irritants" that the US has had with Canada, he added.

Nick Kyrgios: Controversial tennis player's career could be over after positive cocaine test

Nick Kyrgios once said there was "zero chance" he would be playing tennis into his 30s.

But it was at the age of 31, while attempting another comeback from serious knee and wrist injuries, that he tested positive for a metabolite of cocaine at June's Mallorca Open.

In a post on social media, Kyrgios said it was a "huge mistake" for which he takes full responsibility.

But he added that recent injuries - he has only played eight tournaments and won two matches since the start of 2023 - have taken a huge toll on him.

"Coming to terms with being near the end of my career has been harder than I ever imagined," he added.

Kyrgios will not be able to play until his case is resolved because of a mandatory provisional suspension.

But although he faces a potential ban of up to four years, his suspension would be limited to a maximum of three months if he can prove the drug was taken out of competition.

Leon Baptiste: 'Missing' athletics coach serving prison sentence in Morocco for sexually assaulting minor

An English athletics coach and former gold medallist said by media reports to be missing is serving a prison sentence in Morocco for sexually assaulting a minor, BBC Sport can reveal.

Leon Baptiste, who was coaching a clutch of top British track athletes in the run-up to this summer's Commonwealth Games and European Championships, suddenly went off the grid more than three months ago.

Neither UK Athletics, for whom he worked as a consultant sprinting coach, nor the sprinters he coached knew why he was out of contact.

In May, Baptiste sent the group of athletes he coached a short message saying he would be absent from training "for a while". They have been given no further explanation.

Over the weekend, he was reported in the media as being "missing" and was said to have disappeared in Morocco.

On Tuesday, a brief email was sent to the people coached on behalf of Baptiste - the 200m gold medallist at the 2010 Commonwealth Games - in which he resigned from the position, citing unspecified ill health.

A source at the Moroccan Ministry of Justice confirmed to BBC Sport that Baptiste was arrested in Marrakech in May, has subsequently been convicted and is now serving a custodial sentence in Al-Oudaya prison.

Baptiste was originally sentenced to 10 months in prison, later reduced to eight months on appeal.

"In relation to the reports concerning the alleged 'disappearance of Leon Baptiste' - an English athletics coach reportedly missing in Morocco for more than two months under questionable circumstances - please note that the information published in this regard is inaccurate and does not reflect the facts of the case," said the source.

"The foreign national concerned had not lost contact with his surroundings and was not subject to any disappearance or unexplained absence.

"He is currently being held at the local prison in Marrakech, where he is serving a custodial sentence following his conviction by the competent judicial authorities in connection with a misdemeanour case."

They added Baptiste, 41, was "in good health".

81-year-old admits German cold-case murder of US tourist in 1994

A man aged 82 is facing a life sentence in prison in Germany, after going on trial and admitting to a murder that mystified the city of Koblenz for almost 32 years.

Amy Lopez from Texas was last seen alive in September 1994, heading for Ehrenbreitstein Fortress in Koblenz while on a tour of Europe.

Her body was found at the site two hours later.

Hans S, who was 49 at the time, was arrested at a retirement home in the area last February after a DNA trace found on Lopez's clothing was matched to saliva he had provided during a cold-case investigation.

His full name has not been revealed because of German privacy rules.

Prosecutors believe the attacker met Lopez by chance on the steep path to the fortress.

They accuse Hans S of luring her into a secluded area beneath the fortress, known as the General von Aster room after a 19th-Century Prussian general. He is then alleged to have sexually assaulted and stabbed Lopez nine times.

Prosecutors accuse him of murder and of "base motives to satisfy his sexual urges".

The court was packed for the first day of the trial on Tuesday, an indication of the notorious nature of the murder in the Koblenz area of western Germany.

The defendant entered the courtroom with a walking frame and, after his defence counsel said he admitted carrying out the crime, the presiding judge asked him to confirm that was the case, and he said "Yes".

Although an expert psychiatric opinion commissioned by prosecutors considers the suspect to have been criminally responsible at the time of the crime, a final opinion will not come until the end of the trial.

A verdict is expected early next month.

Four years ago a trace of DNA was detected on fragments of skin found on the victim's trousers because of improved forensic techniques.

However, there had been little movement in the case for decades, until Koblenz authorities set up a special cold-case investigation team last year. There had been repeated appeals to the public and the case was even highlighted last year on a national TV unsolved crime show.

Although several leads emerged from the programme, it was only when police began taking saliva samples from volunteers that they made an arrest at a residential home near Koblenz. Prosecutors spoke of a clear DNA match for one of the traces.

Asked why Hans S had provided a sample, his lawyer told German news agency DPA that the case had "weighed heavily" on him and he had wanted closure.

The suspect had already been convicted of a sexual offence in 1999, but police at the time did not have sufficient DNA evidence to link him to the 1994 killing.

England vs Pakistan: Joe Root brings welcome sense of calm on return as captain

When Joe Root left the field for the first time in his second stint as England's Test captain, he did so with Harry Brook's arm over his shoulder.

Two Yorkshiremen. Two England batters. The only two candidates when England needed to replace Ben Stokes as skipper.

Brook could have appeared scorned after being overlooked for his friend and team-mate. Root could have been keen to show he is the one with the power once again.

Instead, the pair dovetailed throughout as England took the first steps in recovering from previous turmoils to dismiss Pakistan for 171 on day one of their new era at Headingley. It was an encouraging start.

Root had already celebrated his return by winning the toss and watching Ollie Robinson take a wicket with the game's first ball, and the match was only five balls old when Brook's influence was first felt.

As Pakistan number three Shan Masood poked, Brook, who has shown himself a canny tactician as white-ball captain, suggested a reinforced gully region.

Root, who was criticised for his feel during his first spell in charge, was happy to agree, though a ruthless streak was soon shown when Jofra Archer was hooked from the attack after two wayward overs with the new ball.

Positioned at mid-off rather than the slips, and with his two young children watching on, he expertly controlled the flow of the game.

Root has made the move from the slips - where he has taken more than two thirds of his joint-record 218 Test catches - to make it easier for him to be in the ear of his bowlers.

It also allowed him to ensure the ball was always returned to the bowler via their captain. Nothing could happen until the 35-year-old had let go of the ball.

Captaining from mid-off was a tactic used by Root's predecessor Stokes and former skipper Michael Vaughan – another influential figure in Root's career, having come through the same Sheffield club.

"I might not be as dynamic as Ben but we'll see if we can make it work," Root said on Tuesday.

Marcus Rashford said he would like to play football without his "name being mentioned every day" after Gary Neville tried to start a conversation about the Manchester United forward on a podcast.

Rashford replied to a clip of the Stick to Football podcast in which Jamie Carragher expressed his frustration when former United defender Neville asked for thoughts on Rashford.

"Can we do a podcast without mentioning Rashford?" Carragher said.

"Stop it. Oh my God. It's like the Trent [Alexander-Arnold] and Rashford… like a little part of the podcast. The Trent part or the Rashford part."

Rashford replied to the clip in a post on X, saying: "Thanks, Jamie. It would be great to be able to get my head down and play football without my name being mentioned every day."

The 28-year-old looks set to stay at United after spending last season on loan at Barcelona, with whom he won the La Liga title.

His last competitive appearance for United came under former manager Ruben Amorim in December 2024, but he could feature in their Premier League opener against Hull on Saturday.

Much like it is a tradition for a footballer to take away the match ball after scoring a hat-trick, a bowler will pocket the cricket ball after claiming a five-wicket haul.

But what happens if two bowlers take five-wicket hauls in the same innings?

England seamers Ollie Robinson and Josh Tongue came up with a solution after they snared five apiece on the opening day of the first Test against Pakistan.

"Robbo said we can split the ball in half," Tongue told Test Match Special. "The groundstaff have kindly done that.

"It's the first time I've seen that happen. I'm sure I'll be putting that up somewhere."

Robinson showed off his half in a media conference and explained: "We were walking off the field.

"Josh said it and I said: 'We actually should do that, it would be quite cool.'

"You don't really have too many halves of a cricket ball, so it would be something that we never forget."

The efforts of the pace-bowling duo helped Joe Root get off to an ideal start on the first day of his second stint as England Test captain.

Tongue claimed 5-46 and Robinson 5-51 to skittle Pakistan for 171 after England won the toss. The home side moved to 112-2 by the close in Leeds.

Tongue and Robinson are the first pair of England bowlers to register five-wicket hauls in the same Test innings since Steve Harmison and Monty Panesar against Pakistan at Old Trafford in 2006.

They led England off the field at Headingley hand in hand, hatching their plan to make one ball into two halves.

"Wayne Bentley, the team manager, took it down to the groundstaff," said Robinson.

"I said: 'Do you reckon they will be able to do it?' Within five minutes he brought it back up and it was done. It's really nice."

Two accused of drug trafficking after UK-Nigeria investigation

A man and a woman have been charged with international drugs trafficking offences as part of an investigation involving police in the UK and Nigeria.

Oladipupo Atandare, 50, from Dagenham and Latifat Yusuf, 44, from Hornchurch were arrested following the seizure of more than 180kg (397lb) of cocaine in the UK on 5 August.

They appeared at Barkingside Magistrates Court on 8 August and were remanded in custody. They will next appear at Snaresbrook Crown Court on 7 September.

The Metropolitan Police said the arrests related to solely the UK drugs seizure, but inquiries are continuing into the discovery of a similar-sized amount of cocaine in Nigeria.

On Tuesday Nigerian authorities said they had discovered 184.5kg of cocaine, worth about £20m, in brown boxes at a courier facility in Lagos.

There have been a series of arrests in Nigeria, including a logistics company employee and a social media influencer with nearly 700,000 followers on Instagram.

Charity complains about Channel 4 documentary examining ADHD

An ADHD charity has said it has complained to media regulator Ofcom about a Channel 4 documentary that suggested the condition is a myth.

The programme, titled The Great ADHD Myth?, was broadcast on Tuesday and its host, NHS psychiatrist Dr Max Pemberton, concluded it was "a social construct, not a disorder of the brain".

ADHD UK filed a complaint, saying: "ADHD is not a myth. It is not a social construct."

The Royal College of Psychiatrists also warned against "invalidating the condition".

Channel 4 defended the show, saying there is "considerable public debate on various aspects of ADHD" and it "is legitimate for that debate to be explored and for conventional understandings to be challenged".

The programme featured experts who are sceptical about ADHD and the way it is treated.

It also followed a 10-year-old boy who stopped his medication and made lifestyle changes to see how it affected his behaviour. The documentary ended with his mother saying he would stay off the drugs for the time being.

A caption at the end of the programme said the boy went back on his medication two months after filming and his school performance improved, but that he wanted to come off them again in the future.

ADHD UK said, external: "The programme's own end credits told you what its 60 minutes wouldn't: the boy at its centre went back on his medication, and his schoolwork improved.

"Their experiment disproved their conclusion. They aired their version anyway. We have already complained to Ofcom."

There was also criticism from Prof Subodh Dave, president of the Royal College of Psychiatrists, external, who acknowledged that people "may have their own opinions about the diagnosis and treatment of ADHD", but said: "Invalidating the condition does a disservice to people with ADHD and professionals involved in their care."

He added: "The focus should be on improving access to high-quality assessments and care by addressing waiting lists that leave many people without vital support for years at a time, not questioning the legitimacy of a well-established neurodevelopmental disorder."

Another charity, ADHD Embrace, raised concerns with Channel 4 in advance, external, warning the programme risked "perpetuating misinformation about ADHD as a condition and discrimination against those families whose lives have been severely impacted by the condition".

In a statement, Channel 4 said: "This documentary does not deny the lived experience of those diagnosed with ADHD, but does present the view of an extensive range of senior medical experts - many of whom work or have worked with the NHS or have held presidential roles at professional membership bodies - who seek to question the conventional understanding of ADHD and if it is a neurodevelopmental condition.

"They also ask whether modern living has contributed to a rise in diagnoses, and whether there may be better alternatives for some children than medication."

The channel also said the programme sought to explore whether societal factors were contributing to the rise in diagnosis and medication, especially among boys.

Channel 4 said: "Whilst the film does not seek to provide answers from one family's experience, their experiences have opened up discussion around whether today's world is equipped to accommodate ADHD behaviours and the ethics of medicating these, particularly in children and particularly when the long-term effects remain unknown."

The Guardian called the programme "the most controversial show of the year", external, and its four-star review said the documentary "will incense and offend some of its viewers", but that "Pemberton answers his questions convincingly".

The Times also gave four stars, external, saying much of the documentary "felt convincing, or at least the start of a necessary discussion".

(中央社南卡哥倫比亞市19日綜合外電報導)美國南卡羅來納州共和黨籍聯邦參議員達琳.葛蘭姆.諾多恩(Darline Graham Nordone)昨晚在黨內選舉辯論會上,坦言自己不熟台灣及南海議題,被競選對手批評不適任。

達琳.葛蘭姆.諾多恩的兄長是已故共和黨籍南卡聯邦參議員葛蘭姆(Lindsey Graham)。在葛蘭姆去世後,他的參院懸缺席次由胞妹諾多恩接任,直到明年1月任期結束為止。

共和黨已舉行南卡參議員特別初選,有10名共和黨人參選,諾多恩與共和黨籍南卡聯邦眾議員諾曼(Ralph Norman)票數最高,將於下週進行決選,勝者將代表共和黨參與11月期中選舉。

(中央社耶路撒冷19日綜合外電報導)以色列軍方今天首度承認,旗下部隊曾於2024年在加薩向載有5歲巴勒斯坦女童欣德.拉賈布(Hind Rajab)的車輛開火,並表示已下令對這起引發國際公憤的殺戮事件展開刑事調查。

法新社報導,欣德.拉賈布於2024年1月29日向巴勒斯坦紅新月會(Palestinian Red Crescent)撥打長達數小時的絕望求救電話後便音訊全無,數天後,搜救人員在加薩市一輛彈痕累累的汽車中發現她的遺體。

以色列軍方過去曾否認事發時旗下部隊出現在該區域附近。

以軍今天表示:「在審查調查結果後,由於巴勒斯坦紅新月會救護車在行動協調上疑似存在疏失,決定由憲兵刑事調查處(Military Police Criminal Investigation Division)對這起事件展開刑事調查。」

除了欣德.拉賈布的案件外,以軍還公布對加薩其他4起重大事件的審查結果,並表示正在針對2025年造成包含醫護與人道救援人員在內的15名巴勒斯坦人死亡事件展開刑事調查。

在以色列向巴勒斯坦領土北部推進之際,欣德.拉賈布一家試圖逃離加薩市(Gaza City),車輛卻遭到槍擊,她隨後撥打緊急求救電話。

欣德.拉賈布之死引發國際公憤,各界紛紛呼籲展開獨立調查;她求救電話的原始錄音檔也被收錄在獲得奧斯卡提名的紀錄片「欣德之聲」(The Voice of Hind Rajab)中。

以色列軍方今天在發布事件審查報告時指出,調查結果顯示部隊「曾向一輛迎面駛來,且行駛方向違反向當地居民預先發出通知的車輛開火」。

軍方表示:「開火導致車上5名乘客喪生,2名倖存:欣德.拉賈布和她的堂姐拉揚.哈瑪達(Layan Hamada)。」

軍方指出,在這兩名女孩向救援機構求救後,軍方曾協調巴勒斯坦紅新月會救護車前往疏散傷患。

賴總統致詞時表示,目前全球多數減碳成果仍來自成熟技術的擴大應用。面對2050淨零排放目標,以及人工智慧快速發展帶來的用電成長,需要新的材料、能源系統與生產方式,也要提升運算效能及能源使用效率。

賴總統指出,台灣具有完整的半導體、資通訊及精密製造產業聚落,也擁有充沛的研究能量與健全的供應鏈,讓我們有能力結合研究與製造,發展具有國際競爭力的淨零技術。

路透社/益普索於8月14日至17日期間,對全美1166名成年人進行線上民調。調查結果誤差範圍為全體美國人正負3個百分點,民主黨、共和黨及獨立選民正負5個百分點。

本月12日,印尼巡防艦KRI I Gusti Ngurah Rai(中國稱印尼海軍「萊」號護衛艦)在結束俄羅斯演習返國途中,與中國海軍紅河艦進行印尼方面所稱的「交會演習」(PASSEX),演練內容包括通訊、編隊運動及海上補給等。

印尼海軍強調,這次互動並非作戰性質,且沿途預計還會與日本及美國第7艦隊進行類似的交會演習。

不過,台灣官員在批評印尼時格外克制。軍事情報單位指出,印尼軍艦只是過境返國,不構成直接威脅。文章分析,這反映出台灣可能理解到印尼奉行「與各方為友」的外交政策複雜性。

文章表示,其實印尼與美國的防務關係比與中國的軍事互動更為制度化,包含例行演訓、軍事教育與培訓,以及日益成熟的作戰合作。

因此,此次事件暴露的真正問題跟支持誰無關,而是戰略及防護機制問題。如果印尼真的認為這只是一次返航途中普通的交會演習,某種程度上本來令人放心,但換個角度,這也凸顯出印尼海軍在亞洲最政治敏感的海域之一與中國軍艦互動時,並未充分設想到北京可能如何包裝此一事件。中國預料到這一點,不僅提前宣布,還搶先為該事件賦予其偏好的政治意義。

中非共和國金礦坍塌 至少百人罹難

(中央社中非共和國包爾19日綜合外電報導)當地消息人士對法新社透露,中非共和國境內、與喀麥隆接壤的邊境地區一處非法金礦發生山崩,造成至少100人罹難。

法新社報導,距離巴布阿鎮(Baboua)約50公里的贊博耶(Zamboye)礦區昨天下午發生這起事故,搜救行動持續進行中。

這是該礦藏豐富國家近來多起類似意外中最新的一起。未受國家監管之下非法開採而引發礦井坍塌事件時有所聞。

現場礦工姆邦戈(Cedric Mbango)告訴法新社:「地面完全坍塌,將人們活埋…就在我跟你們說話的此刻,還有其他人被埋在下面。」

社群媒體上流傳的影片顯示這座有數百名礦工作業的大型露天礦場一部分地面崩塌,將人掩埋。

印尼東部外海強震 84歲癱瘓婦受困數天奇蹟獲救

法新社報導,印尼國家災害應變總署(BNPB)指出,佛羅雷斯島(Flores Island)附近海域的強震也導致超過900人受傷,將近6萬人流離失所。

前述8旬老婦住在佛羅雷斯島北方一座小島上,強震發生後,她受困於倒塌的竹牆下。

直到昨天,家屬才返家尋獲老婦人,他們原本以為她已獲救並轉至避難所。

當地一位官員告訴法新社:「因為她癱瘓了,無法動彈也不能說話,所以直到第4天才終於被家人找到。」

7月中國訪日遊客大減56% 台灣破70萬人次創紀錄

(中央社台北19日電)日本政府觀光局(JNTO)今天公布數據顯示,7月份中國訪日遊客降至42.8萬人次,年減56.1%,為連續第8個月下降。不過日本7月接待外國遊客人數創下歷年7月新高,其中台灣遊客更是突破70萬人次,創單月歷史新高。

自去年11月日本首相高市早苗發表「台灣有事」說以來,中國赴日遊客數量持續走低。JNTO數據顯示,今年前7個月,中國訪日遊客數量248.6萬人次,年減56.3%。

不過,據JNTO公布,7月日本接待外國遊客達344.2萬人次,較去年同期成長0.1%,創下7月新紀錄。包括韓國、印尼和墨西哥在內的17個市場,7月訪日人數均創歷年7月新高,其中台灣遊客更是首次突破70萬人次,創單月歷史新高。

捷克發現6500年前天文觀測聖域 比巨石陣早千年

(中央社記者劉郁葶布拉格19日專電)捷克考古學家在中部城鎮赫萊比村(Chleby)附近發現一座與太陽、月亮運行相關的環形遺址。這座擁有6500多年歷史的聖域,被認為是歐洲最古老的紀念性遺址之一,年代比英國巨石陣(Stonehenge)還早約1000多年。

西波希米亞大學科學家領導的考古團隊,正在研究位於捷克中部寧布爾克(Nymburk)地區赫萊比村附近的一座史前聖域。

捷克新聞通訊社(ČTK)報導,西波希米亞大學發言人錢多瓦(Andrea Čandová)表示,這座有6500多年歷史的聖域,曾是一個與太陽和月亮運行相關的儀式中心。研究人員已確認,這是中歐最古老的紀念性遺址之一,比英國巨石陣早約1000多年。

研究發現,人們在約在6500年前於今日的赫萊比建造一座直徑約230公尺、近乎圓形的圍地。這座建築包括一道超過2.5公尺深的壕溝,與12個不規則分布的入口。

研究負責人克里斯多福(Petr Krištuf)表示:「此時期的圓形圍地在這個地區沒有其他已知案例,光這點就讓遺址非常特殊。當我們分析入口分布後,發現它們並非隨機排列,而是形成一套系統,可以用來觀察太陽和月亮週期中最重要的時刻。」

考古學家推測,這可能是個史前「天文台」,並已確定幾個主要的觀測位置。其中一個與月亮在地平線上的極端位置有關,這種現象大約每18年出現一個完整週期。另一個則將夏至時的日出與冬至時的日落連接起來。這種布局和巨石陣類似。

克里斯多福指出,對史前農業社群來說,日出與夏至代表開始,而日落與冬至則象徵結束。巨石陣的主要軸線也採用同樣的原理,「我們發現,赫萊比的聖域也採用類似設計,只不過早了1000多年,這點是透過有機物的年代測定得以確認。」

報導指出,與巨石陣一樣,赫萊比遺址也曾被用於儀式活動。一項重要證據顯示,入口附近的壕溝中有牛頭骨和牛角。

查理大學的考古學家圖雷克(Jan Turek)表示:「我們推測,它們原本可能裝飾在通往圍地的巨大門廊上。牛是早期農民重要的宗教象徵之一,在當時歐洲許多地區都能找到相關證據。」

考古學家還在壕溝中發現人類骨骼。目前的研究顯示,這處遺址後來的功能發生變化。克里斯多福說:「到了鐵器時代,這座紀念性建築可能已徹底失去原本的意義。壕溝逐漸被填平,聖域則變成一般聚落。」

美國制裁ICC院長赤根智子 媒體:強權施壓法治受考驗

(中央社記者戴雅真東京19日專電)美國總統川普政府18日再度向國際刑事法院(ICC)「開刀」,宣布將日本籍ICC院長赤根智子及另一名ICC高階官員列入制裁名單。美國去年6月宣布制裁4名ICC法官,如今直接指向ICC最高負責人,也讓赤根過去對「強權施壓法治」的警告再次受到關注。

美國國務卿盧比歐(Marco Rubio)聲明宣布,將赤根智子及塞內加爾籍國際刑事法院高級審判律師塞耶(Abdoulaye Seye)列入制裁對象,指控兩人直接參與ICC針對「未接受ICC管轄權國家」官員進行調查、逮捕、拘留或起訴的行動,批評ICC濫用權力、侵犯美國及其盟友的國家主權。

ICC則反批美國的行動損害「法治」,並警告針對司法人員的威脅將危及國際法律秩序。

朝日新聞報導,這次制裁背後依據是川普2025年2月簽署的行政命令,相關措施包括禁止遭制裁者及其家屬入境美國、凍結其在美國境內的資產,並禁止與遭制裁者進行經濟交易。

由於美元及美國金融機構在全球金融體系占有核心地位,影響也可能超出美國境內。遭制裁者可能連信用卡都沒辦法用,也沒辦法繼續使用美國企業提供的各種服務,因為如果與遭制裁人士進行交易,這些企業將面臨罰款。

一名去年遭制裁的法官就表示,被美國亞馬遜(Amazon)的電子書閱讀器Kindle,以及Uber等服務封鎖。

●4名ICC法官遭美制裁 赤根憶同僚含淚訴「屈辱」

赤根此次遭制裁前,美國對ICC的施壓已持續升高。2025年6月5日,美國以「參與針對以色列及美國的不當且毫無根據的行動」為由,對4名ICC法官實施制裁。

赤根接受「週刊文春」訪問時回憶,當時她人在德國出差,不過事前已經收到可能出現新一波制裁的消息,因此美方宣布後,她立即發表譴責聲明。返回ICC所在地海牙後,她召開緊急法官會議,逐一聽取遭制裁法官的說法。

其中一名法官表示,「我們是為了完成自己的使命才在這裡工作。沒想到卻因為履行這份工作而遭遇這種事情,我真正切身體會到,所謂對司法的干預究竟是怎麼一回事。」

這名法官含淚表示,「在美國的經濟制裁名單上,我的名字竟然和恐怖分子、毒販並列。這是多麼屈辱的一件事。」

赤根回憶,包括自己在內的其他法官,也一邊拭淚,一邊聽著對方訴說。

遭制裁的4名法官中,有2人曾在2020年批准針對阿富汗衝突中涉嫌戰爭罪嫌展開調查。ICC檢察官辦公室將塔利班領導人及「呼羅珊伊斯蘭國」(ISIS-K)列為主要調查對象,但美國一直擔憂調查可能波及美軍、中央情報局(CIA)相關人員。

另外2名遭制裁法官,則曾參與針對加薩地區涉嫌戰爭罪等問題,向以色列總理納坦雅胡等人發布逮捕令。

赤根受訪時表示,「值得注意的是,遭到制裁的法官分別來自烏干達、秘魯、貝南和斯洛維尼亞,而且全部都是女性。當初向納坦雅胡發出逮捕令的法官共有3人,但只有2人遭到制裁,另一名來自已開發國家的男法官未被列入制裁對象。」

她表示,這顯然是一種選擇性的做法,甚至像是在刻意製造已開發國家與其他國家之間的分裂。

●不只美國 赤根也曾遭俄羅斯通緝

赤根面對強權壓力並非第一次。

2023年7月,尚未擔任ICC院長的赤根遭俄羅斯列入通緝名單。她回憶,當時正好休假返回日本,是從電視突然插播「俄羅斯通緝ICC日本籍法官」快訊,才從新聞上得知自己被通緝。

此前,ICC以涉嫌戰爭罪為由,對俄羅斯總統普丁及俄羅斯兒童權利專員利沃瓦-貝洛瓦(Maria Alexeyevna Lvova-Belova)發布逮捕令,赤根正是參與決定的法官之一。普丁被指涉嫌將兒童從烏克蘭非法帶往俄羅斯。

她坦言,當時可以預見,一旦對普丁發布逮捕令可能面臨政治壓力,但強調「我們所做的始終只是依據法律作出判斷。」

被問到遭俄羅斯通緝是否感到害怕時,赤根甚至曾說,「法官即使死了一個,也隨時有人可以替代。」她後來解釋,這並非刻意展現覺悟,而是認為法官本來就有責任處理被分配的案件,「不向政治壓力低頭,是理所當然的事情。」

●ICC沒有自己的警察 執行逮捕令仰賴各國

ICC於2002年正式成立,日本2007年加入,是唯一一個負責追究犯下戰爭罪、危害人類罪等重大國際犯罪個人責任的常設國際刑事法院。ICC處理的「核心罪行」(Core Crimes)限於4類,包括種族滅絕罪、危害人類罪、戰爭罪及侵略罪。

ICC內部雖設有檢察官辦公室,但法院與檢察官辦公室彼此獨立。檢察官負責調查並蒐集證據及資訊,再由預審庭法官審查。只有在法官確認存在「足以相信犯罪嫌疑成立的合理根據」後,才會發出逮捕令。

不過,ICC沒有自己的警察,也沒有能夠強制執行逮捕令的機關。因此,要拘捕遭ICC通緝的人物,必須依賴各國合作。締約國原則上有義務在遭ICC發布逮捕令的人進入其境內後,將其拘捕,並移交給ICC。

赤根指出,2025年3月逮捕在任內反毒戰爭中涉犯危害人類罪的菲律賓前總統杜特蒂(Rodrigo Duterte),就是在菲律賓當局協助下進行。

●赤根遭美制裁 「法治」面臨現實考驗

目前ICC共有125個締約國,約占聯合國193個會員國的三分之二。不過,美國、中國及俄羅斯等聯合國安理會常任理事國並未加入。這次美國直接制裁赤根,使ICC與川普政府的對立再升高一個層級。

今年1月,赤根接受「朝日新聞」訪問時曾提出警告,如果「由某個有力量的人來實現正義比較好」的想法逐漸蔓延,她擔心會出現「根本不需要法治」的論調。

她當時說,自己真正擔心的是,當這種議論出現時,包括日本在內的全世界各國,是否仍會站出來明確表示「這樣是不行的。」

「馬來郵報」(Malay Mail)報導,安華(Anwar Ibrahim)接受半島電視台(Al Jazeera)節目專訪,被主持人詹恩(Sreenivasan Jain)問及若中國未能與台灣達成和平統一而訴諸武力,是否應受到譴責時,安華舉馬來西亞為例回答。

詹恩問道:「中國曾表示,若和平統一無法實現,他們保留在必要時動用武力的權利。您會對此予以譴責嗎?」

安華回答:「我總是拿馬來西亞舉例,如果有一個州決定脫離出去,我們會動用武力嗎?我想我會,這是為了保護國家的尊嚴與統一。」

Cognition CEO denies report that SpaceX tried to acquire the startup

Elon Musk’s SpaceX attempted to acquire AI coding startup Cognition as it works to catch up to OpenAI, Anthropic, and Google in the AI race, Bloomberg reported Wednesday, citing sources familiar with the matter.

Cognition CEO Scott Wu disputed the report soon after it published, writing on X that the story was inaccurate and that Cognition “is not for sale,” adding that the two companies haven’t been in talks.

The report comes a few days after SpaceX’s $60 billion acquisition of Cursor, another AI coding startup, whose deal closed last week.

SpaceX acquired Musk’s AI company, xAI, earlier this year. It then went public in a blockbuster IPO in June, with its market capitalization rising to nearly $2.3 trillion at its peak.

SpaceX has sold investors on its AI ambitions, which include eventually building data centers in space. But the xAI business remains relatively early-stage and has fallen behind competitors.

It’s also had to contend with its chatbot Grok’s penchant for controversy, including last year’s “MechaHitler” incident and this year’s nonconsensual sexual imagery scandals, as it tries to win over enterprise customers.

Last week, Musk told SpaceX’s employees that in about “four or five years, AI will be 99% of the value” of the company, but achieving that feat will require SpaceX to pull in much more revenue from AI.

AI-assisted coding has emerged as one of the clearest ways to monetize the technology. Anthropic’s meteoric growth, fueled in large part by Claude Code, is proof of that. Bringing Cursor into the fold was part of that equation, and the companies were already working together before the acquisition closed. This month, Cursor and SpaceX jointly released Grok 4.6, a new model that scores higher on benchmarks for coding and complex multi-step agentic tasks.

Adding Cognition and its coding agent Devin — along with an enterprise customer base that includes Mercedes-Benz, Citi, and Goldman Sachs — would have given SpaceX another way to deepen its push into AI coding and compete for enterprise customers.

Bloomberg reports that the deal talks are no longer active, but that the companies are still discussing working together — potentially with Cognition using SpaceX’s computing capacity, which the company is selling to other AI players like Anthropic until it needs that capacity for itself. Wu didn’t address this specific claim in his denial.

Cognition remains one of the largest independent AI software coding startups that hasn’t yet been gobbled up by a major AI model maker. The company in late May raised a $1 billion round at a $25 billion post-money valuation, and Bloomberg reports it’s now in early talks for a new round of funding at a $40 billion valuation.

Cognition made headlines last year when it acquired the remaining assets of competitor Windsurf after Google DeepMind acqui-hired the startup’s CEO and top research in a $2.4 billion deal for talent and licensing rights.

After the merger, Cognition laid off 30 employees and offered buyouts to the remaining 200 Windsurf employees. Those who decided to stay faced strict operational expectations, like a more than 80-hour workweek and six days in the office.

That sort of wartime work ethic wouldn’t be out of place in a Musk company. Musk has said he works up to 120 hours a week and often sleeps on office or factory floors.

SpaceX and Cognition did not respond to requests for comment.

Now, he’s back raising mega funds for his robotics company Atoms, which just nabbed $1.7 billion, led by Andreessen Horowitz, with Ben Horowitz joining the company’s board.

In an episode of David Senra’s podcast that aired last weekend, Kalanick made clear he’s still salty about the Uber boardroom battle and that he tells founders not to raise from Benchmark. (His animus hasn’t seemed to have catastrophically damaged the venerable fund. It just raised another $2 billion across two new funds in June.)

His worldview on VCs is generally low, and it’s not based on just one traumatic experience. Kalanick, who has formed numerous companies across his career, warns that “a super high bar for a VC is ‘do no harm,’” yet, in his experience, just 10% of the VCs out there are capable of meeting that bar.

A far smaller percentage — “1%” by his estimate — are actually “helpful,” he told Senra. “But it’s hard. How the f* are they supposed to be helpful? … It’s hard for them to participate because they just aren’t in that deep.” On the podcast, he compared a founder to the “chess master” of the company, while the VC is a “chess enthusiast” that drops in once in a while to check the progress of the game.

The relationship, he suggests, is inescapably complicated. All people want to have an impact in the world, so when a founder doesn’t listen to the investor’s advice, that’s “a hard thing” for many VCs to take, particularly given that “VCs are glamorized, and they do have a seat at the table. And they have certain powers and they can make a mark,” Kalanick said.

Still, Kalanick isn’t telling founders to avoid VC money. In fact, he advises founders to have a pitch so honed that it creates a bidding war among firms to sweeten their deals. For instance, one tip he offers for today’s super-hot fundraising atmosphere is to share a modestly detailed plan. Too little detail obviously won’t attract funding. But too much detail is off-putting. When the AI world is moving so fast, no one can predict too far into the future; it comes off as naive.

In his telling, that same instinct toward accountability shapes how he talks about his own board battle. Kalanick doesn’t tell founders to be more careful about who they let onto their cap table. The bigger risk, he says, is falling into a “victim mentality.”

“You have to be really careful not to get into victim mentality,” is his advice. “By that, I mean, what was my part in that dynamic?” he says.

Kalanick believes, for instance, that he didn’t handle all the relationships with disgruntled people well enough. More than that, he now realizes that his management style was an issue.

While he stands by all the decisions he made at Uber and says he broke no rules, he says the optics were a problem. “The problem was I ran too close to the line in too many situations. When you are big and important, the scrutiny and the expectation is that you don’t run that close to the line, even if it’s correct. And that is a thing I definitely did not understand.”

Kalanick says his hard-charging style was a result of his previous startup, Red Swoosh, which was a slog. “First four years, no salary, ran out of money several times, like a super grind, like lose all friends, like everything was just the hardest,” he told Senra. He eventually sold it.

“It was so hard, that I had to be epically precise and hard core just to pay the bills and go to the grocery store the next week,” he said. “That precision and intensity made Uber what it was. But I was running a $70 billion company the way somebody who thought he was going to starve next week would run it.”

Kalanick isn’t the only one revisiting old VC grievances this week. Serial entrepreneur Mark Pincus used the podcast as a jumping-off point on social media to air his own history with Accel, which led an investment in his company Support.com during the dot-com era. Pincus wrote that the firm went on what he called a “jihad” to replace him as CEO over his age and inexperience running a public company. Other founders piled on with their own accounts, naming additional firms they say have pushed out company leaders.

Andreessen Horowitz, which is leading the round in Kalanick’s new company, was quick to amplify the moment, posting a string of tweets this week pointing followers back to the podcast episode. The firm’s enthusiasm isn’t entirely disinterested. Gurley and a16z co-founder Marc Andreessen have their own history of public friction. In a 2015 New Yorker profile, Andreessen called Gurley “my Newman,” a reference to Jerry Seinfeld’s nemesis on “Seinfeld.”

Gurley did not immediately respond to a request for comment.

Rillet raises $100M Series C at $1B valuation — 2 years after emerging from stealth

AI accounting startup Rillet announced a $100 million Series C at a $1 billion valuation on Tuesday, led by Iconiq. Returning investors include Andreessen Horowitz and Sequoia. Rillet, which emerged from stealth in 2024, is quickly becoming one of the hottest AI startups in the enterprise resource planning (ERP) industry.

The company’s platform deploys AI to help finance professionals manage a company’s books. It says it can, for instance, automatically and continuously pull data from sources like Salesforce or Brex.

Rillet touts more than 600 companies as customers and says it has doubled its ARR in the past three months. Nicolas Kopp, the company’s co-founder and CEO, said on X that this latest round came together in “less than 48 hours.” The company wasn’t planning to raise, he said, but interest grew because so much had happened since its last round, like an alliance with EY and the jump in ARR and customers.

“A year ago, we backed a bold vision for Rillet: that the general ledger could become more than a system of record and instead the operating system for finance,” Seth Pierrepont, general partner, Iconiq, said in a statement shared with TechCrunch. “That vision is now reality.”

Rillet raised a $70 million Series B last year in a round led by Iconiq and Andreessen Horowitz. Shortly before that round, it announced a $25 million Series A led by Sequoia. The company has raised more than $200 million to date. The rapid growth of AI startups — and how quickly they can raise large sums — shows how feverish investors remain about AI, especially regarding those poised to disrupt legacy SaaS players like NetSuite. Though reports of a SaaSpocalypse might be overplayed, smoke indeed hints at a fire.

Waymo’s cheaper, next-gen robotaxi is now open to all riders in these three cities

Waymo has opened its next-generation robotaxi to all riders in Los Angeles, Phoenix, and San Francisco — a notable milestone for the Alphabet company as it pushes to expand its fleet with vehicles that are cheaper to build, operate, and maintain.

For now, customers in these markets may be matched with the new robotaxi, called the Ojai (pronounced oh-hi) when they hail a ride. Once Waymo has enough Ojais in its fleet, riders will be able to choose between the new vehicle and the older Jaguar I-Pace robotaxi. Waymo has about 300 Ojai robotaxis in its commercial fleet today, according to a company spokesperson.

The company said Wednesday that it plans to roll out the Ojai in Denver, Las Vegas, and San Diego later this year.

For years, Waymo has relied on the all-electric, modified Jaguar I-Pace for its robotaxi fleet, which now operates in 11 U.S. cities. While the white, sensor-laden autonomous hatchback has become ubiquitous in markets such as San Francisco, it has been more of a stopgap in Waymo’s longer-term push toward mass scale, and eventually, profitability.

The Waymo Ojai robotaxi is meant to deliver on that ambition. The Ojai is equipped with Waymo’s sixth-generation self-driving system, which is critical to the company’s commercial strategy because it’s modular and designed to work across multiple vehicles types. The robotaxi also comes with a redesigned user interface and Google’s Gemini AI, which acts as an in-car assistant for riders.

Strip away that technology, though, and the Ojai is a minivan made by Zeekr, a brand owned by China’s Geely Holding Group. Waymo partnered with Zeekr in 2021 and has spent years testing a prototype, and later a production-intent version of the vehicle. It’s built on Zeekr’s SEA-M platform, an updated version of the automaker’s “Sustainable Experience Architecture,” which the company designed for vehicles like robotaxis and delivery vans. The goal was to create a robotaxi that was attractive and easy for riders to access, but also cheap to build and maintain and durable enough to withstand near-constant use.

The Ojai delivers on many of those goals, though tariffs on the imported vehicles have added cost. Under current U.S. trade policy, vehicles built in China face steep import tariffs, which raises Waymo’s costs for every Ojai it brings into the country. The base Zeekr vehicles ship without any Chinese connected-car technology on board. After arriving in the U.S., they’re sent to Waymo’s Arizona factory, where they are outfitted with the self-driving system.

New York-based research firm MoffettNathanson, which tracks Ojai imports by examining detailed receipts of shipped goods, said Waymo is on pace to bring 5,000 Ojai vehicles to the United States by the end of 2026. That would be more than double Waymo’s current Jaguar fleet, according to the firm. In July alone, 725 Ojai vehicles entered the country, underscoring the scale and pace of Waymo’s expansion efforts.

OpenAI seeks to one-up Anthropic with new customer privacy protections

As AI models have become more powerful, the potential for those models to be misused has grown — as has a clamor for safety guardrails that can stop such abuse from happening. AI companies must now walk a delicate tight rope between respecting their enterprise customers’ privacy while also watching usage for possible issues.

Sensing an opportunity to one-up its rival Anthropic, OpenAI just announced a privacy-centric safety approach to monitoring for misuse. The company is previewing a new service to select customers that it calls Private Safety Processing. This is an automated system that watches for potential abuse while simultaneously retaining none of the customer’s data.

This system clearly runs counter to Anthropic’s recently announced data-retention policy. The policy, which has aggravated some customers, enables the AI lab to keep user data (all of their sessions — and the conversations therein) for a period of 30 days, when it comes to “covered models.” Those models include all Mythos-class models and “future models with similar capabilities,” the company says.

This policy, which was announced in July, was designed for the purposes of safety, allowing the lab to sift and analyze potential impropriety. However, it has deeply concerned some enterprises that handle large amounts of sensitive data and don’t want it harbored (or inspected) by the AI lab.

OpenAI — like most other AI companies — already afford customers a relative level of privacy by adhering to a policy known as Zero Data Retention. ZDR uses agents within the OpenAI API to monitor for abuse on a per session basis. In this way, customer data isn’t retained by the company but companies are still able to scan for bad activity without the need for human intervention. It’s worth noting that Anthropic also largely abides by ZDR — except when it comes to “covered models,” like Fable.

OpenAI says that Private Safety Processing is a new technology that widens ZDR’s scope. It describes it as a form of long-horizon safety monitoring that assesses the inputs and outputs of multiple conversations — not just one. Again, the monitoring is conducted by an agent, which, if triggered, catches interactions and analyzes them across sessions for signs of potential misuse.

The new tech helps OpenAI detect malicious use of AI that takes place over multiple sessions, a spokesperson told TechCrunch. A bad actor — hypothetically someone trying to engineer malware for a cyberattack — may spread out their requests to avoid detection. Private Safety Processing can analyze those multiple conversations for signs of abuse without human review of a user’s conversations.

In the case where the system is triggered, it may send a “narrowly defined signal” to OpenAI that warns of a specific type of activity, the company says. Based on that signal, OpenAI can then decide whether “enforcement is necessary,” it says. If so, OpenAI will reach out to the customer for more context or to work with them on the issue and a customer may choose to share data with OpenAI at their discretion, the spokesperson said.

By contrast, Anthropic notes that human review of customer data can occur, but only “through a controlled access path” that involves “a small set of approved reviewers.” Every one of those review sessions is “recorded in a tamper-proof log that reviewers cannot suppress or modify,” the company says.

The corporate competition between OpenAI and Anthropic is tense at the moment, with both companies looking for any opportunity to gain an advantage on the other. A recent report showed that OpenAI’s Q2 grew more slowly than Anthropic. Anthropic’s annualized revenue run rate is now reportedly $65 billion. Anthropic investors have said it could IPO at $2 trillion, while OpenAI is also working on its IPO.

Gambling on the Little League World Series? Sports bettors have gone too far

Have we tried turning off society and turning it back on again? We need a complete cultural reset, because there are actually sports betting providers that let people gamble on Little League World Series (LLWS) outcomes.

For the uninitiated, the LLWS is an annually televised tournament where ten- to twelve-year-old baseball players from around the world face off. It’s a pretty wholesome event, though hopefully not too traumatizing for the kids who drop routine fly balls on a global broadcast that everyone they know is watching.

State-regulated sportsbooks and federally regulated prediction markets like Kalshi and Polymarket do not allow bettors to gamble on the LLWS (though Polymarket did offer LLWS bets in 2024). But offshore sportsbooks like BetOnline Sports & Casino don’t have to adhere to U.S. laws, so they can offer the opportunity to gamble on children.

“We offer Little League World Series odds because there’s a massive demand for it,” BetOnline Brand Manager Dave Mason said in a press release, which added that bettors gambled twice as much money in 2025 as they did in 2024. “Our customers request these odds every year, and we’ll take more bets on the LLBWS over the next two weeks than on established markets such as the WNBA, Major League Soccer, pro tennis or golf.”

Mason claimed in a post on X that more users are wagering on a Little League matchup between teams from South Korea and Canada than on certain Major League Baseball games.

Whether it’s technically legal or not, we should be able to agree that this is gross and anyone betting on kids should feel bad.

Last year, the LLWS put out a statement about sports betting, which it reposted on Wednesday as a reminder.

“Little League is a trusted place where children are learning the fundamentals of the games and all the important life lessons that come with having fun, celebrating teamwork, and playing with integrity, and no one should be exploiting the success and failures of children playing the game they love for their own personal gain,” the organization said.

AI was supposed to win people over by now — it hasn’t

Despite its technological progress, AI’s reputation out in the real world is getting worse. On Wednesday, Axios reported that the National Republican Senatorial Committee sent a memo to top AI companies warning that U.S. data centers are hurting the party’s chances in a key Ohio election. At the same time, Pew Research released a study that found that Americans’ unease about AI is growing — 52% said they’re “more concerned than excited” about the increased use of AI in daily life, up from 37% in 2021.

A recent CNBC poll of 18- to 34-year-olds found that, when given the names of nine top leaders in the AI industry, a majority of the respondents said they don’t trust those people to “act responsibly” when it comes to AI. A May Economist/YouGov poll found that over 70% of Americans think AI is advancing too quickly. The list goes on.

All that discontent is starting to show up on balance sheets. The Wall Street Journal reported this week that tech companies are facing a public relations crisis over their plans to build AI data centers across the U.S., leading them to agree to sweeten the deals — offering job guarantees, clean water investments, and other local perks. (In one case, that even included $50,000 bonuses for teachers in a Louisiana parish.)

The underlying sentiment spanning these stories is that consumers don’t see how AI is making their lives better, but they’re still being asked to absorb the costs. For an industry that has raised hundreds of billions of dollars on the promise of AI’s inevitability, that souring public sentiment is becoming a business problem, not just a PR debacle, and the industry’s own leaders are starting to notice.

Today, many consumers think of AI in narrower terms, like AI chatbots or AI search experiences (like the now AI-transformed Google). They see AI features infiltrating their everyday products, from email to TVs, whether they wanted them or not. They view AI as a tool that’s helping kids cheat in school, including at the college level, raising questions about the value of a degree. They hear of AI bots training on piles of intellectual property belonging to others so AI can be used to create art, videos, music, and writing — things that have historically been the output of humans.

It’s no shock then that AI appears to be facing more consumer backlash than other transformative technologies did, like the iPhone, the personal computer, or even the internet itself, at similar stages of adoption.

Yet there are still those surprised by consumers’ reaction. They assumed AI’s adoption would lead to acceptance, and its ubiquity would ultimately have consumers feeling positively about the technology, as it became a part of the vast majority of tech products and services.

Instead, consumer trends are pointing in the opposite direction. Young people, in particular, are showing interest in adopting retro technology, ranging from dumbphones to point-and-shoot cameras to tape decks and CD players. AI-free, algorithm-free classic iPods are selling for top dollar on eBay. So-called “grandma hobbies” like quilting, knitting, jigsaw puzzles, cards, and games like Mahjong are suddenly everywhere. In-person meetups and activities, like run clubs, are winning out over online dating.

Some in Silicon Valley may think this stems from a messaging problem: that perhaps execs need to explain AI better to consumers, so people can fully understand its benefits.

The reality, however, could be that consumers understand AI well enough as it is, but don’t think the trade-offs are worth it. When the upside offered isn’t automated jobs with increased pay and reduced workweeks, but instead the threat of job loss, paired with AI features consumers find far less compelling — things like summarized web pages, or chatty TVs — that skepticism hardens.

There are those in the industry waking up to this.

On a recent podcast, Airbnb CEO Brian Chesky acknowledged that the AI backlash is real, and that it’s largely tied to the fact that the industry isn’t shipping products that “regular people” like.

“I think part of it’s a narrative issue that we’re not talking about AI correctly,” Chesky said. “But part of it is we need to actually be developing more products that just regular people can use and say, ‘I love AI because AI allows me to have a doctor on demand and I can’t have that. I can’t afford that.’ And so I think we need more regular things.”

Even Anthropic CEO Dario Amodei, one of the industry’s most prominent leaders, admitted in a post on X this week that negative public perception of AI is a “big problem” that’s fundamentally a “crisis of trust.” He said people don’t trust companies, governments, or the tech industry, as they “suspect that we are cooking up some new way to screw them over.”

The solution, he said, was to deliver on AI’s promises — for example, curing cancer.

“I think by far the most accurate criticism of AI companies, including Anthropic, is that we haven’t yet delivered on our big promises to benefit the world. That is totally on us,” he noted.

Google packs Search and Gemini with new AI study tools

Google on Wednesday announced a slew of new study tools across Search and Gemini, including AI-generated interactive visuals, 3D simulations, a dedicated student hub, customized practice quizzes, and more.

The launch of the new study features marks Google’s latest effort to make Gemini the AI assistant that students turn to when learning and studying, as it competes with companies like OpenAI and education startups such as Knowt and Gauth, which are also offering their own learning and practice tools.

On Search, students can now generate custom tools and simulations to help them understand complex topics. For example, if a student is learning about pH levels, they can search for “pH scale” and get an interactive visual in an AI Overview that makes the basics easier to understand.

To go even further, they can ask a follow-up question for something more specialized, like plotting citrus fruits on the pH scale, and AI Mode in Search will then create an interactive experience tailored to the question.

Users can now get customized practice quizzes directly in Search on any subject, including science, math, humanities, foreign languages, and more. For example, users can enter a prompt like, “Create a quiz with the most commonly tested vocabulary words to help me prep for the SAT,” and Search will then generate an interactive quiz.

In the coming weeks, Lens in Search will roll out a new interactive learning experience that will help students work through problems. They can tap the “Lens” camera icon in the Google app and then upload a photo of what they’re working on to get AI to explain the concept, identify potential mistakes, and provide guidance if they’re stuck.

Additionally, students can now ask Search to create study documents based on their uploaded files, including PDFs, docs, slides, and more. For example, they can upload a photo of their handwritten notes along with lecture slides to get a one-pager that outlines key concepts.

As for the new Gemini features, Google is launching a feature that lets students launch multi-step research reports in Gemini Live and then discuss the findings conversationally.

Users can ask Gemini to research a topic and then close the chat or do other things while it works in the background. They’ll get a notification when the report is ready and can then can discuss the findings or ask follow up questions using their voice.

The tech giant also announced that Gemini can now generate functional 3D simulations to help users better understand topics, as responses will now include tables, grids, and simulations made specially for the prompt. For example, if you enter a prompt like, “show me how DNA works in 3D,” you’ll be able to interactively rotate and zoom into a 3D DNA structure.

Google is also launching a dedicated hub in the Gemini app that brings its learning tools together in one place. Users will be able to start a study notebook, create flashcards, take practice quizzes, and more within the hub.

Researchers say OpenAI revoked their access to limited cyber program

Several security researchers say OpenAI suddenly revoked their access to a limited-access program that removes some restrictions on using its AI tools for cybersecurity research. OpenAI confirmed that the issue was caused by an error.

On Wednesday, multiple researchers on OpenAI’s official support forums and on X reported having their access to the Trusted Access for Cyber (TAC) program revoked. The people said that when they opened ChatGPT’s Cyber page, a message appeared saying their identity could not be verified or that their account “is ineligible at this time.”

TAC is a special program through which OpenAI offers vetted researchers access to the company’s most advanced AI models with fewer cybersecurity guardrails than the models that regular users can access. Anthropic offers a similar program called the Cyber Verification Program, or CVP.

The idea behind TAC and CVP is to give trusted defenders better models so they can report bugs and vulnerabilities to companies, with the aim of getting flaws patched faster. The goal is also to prevent cybercriminals and malicious hackers from accessing those models and use them to find bugs and develop exploits to hack companies.

To get access to TAC, cybersecurity researchers have to submit an ID and be vetted by OpenAI.

At this point, it’s not entirely clear why these researchers are getting their access to TAC revoked, nor how many people have had this issue.

TechCrunch spoke to five researchers who said they have had this problem. One researcher said OpenAI sent an email saying that their access to Daybreak Blue, the latest vetted tier of TAC, was revoked “due to a technical issue affecting a limited number of users.”

“This was an issue on our end, and not the user experience we want to deliver,” read the message, which the researcher shared with TechCrunch.

In a thread on OpenAI’s forums, a researcher wrote that after they reached out to the official support, the company also cited a “recent technical issue” that caused some users to lose access to Daybreak Blue.

In both messages, OpenAI asked the researchers to reapply and complete the verification process.

All the researchers TechCrunch spoke to said they live outside of the U.S. and Europe, suggesting the revocations may be limited to certain regions.

OpenAI referred TechCrunch to a tweet in which the company said a “limited set of users’ access to Daybreak Blue is no longer active and they will need to re-verify to maintain their access.”

Daybreak Blue is the latest tier for individual researchers that grants access to “frontier general-purpose models, including GPT‑5.6 Sol, with safeguards tailored to authorized defensive security work,” according to OpenAI, which launched it on August 10. “It is the recommended starting point for most defenders, supporting vulnerability discovery, secure code review, malware analysis, incident response, and patch validation.”

At the same time, the company also introduced a higher tier called Daybreak Red that gives access to models made specifically for cybersecurity research, which allow vetted users to do “authorized vulnerability research, exploit validation, and security testing.”

In recent months, both defensive and offensive security researchers have complained about the guardrails imposed by Anthropic and OpenAI, arguing that the guardrails prevent them from doing legitimate work.

T-Mobile ‘chopped a cable’ to expel Chinese hackers from its network

New reporting from Bloomberg revealed how cybersecurity staff at U.S. phone provider T-Mobile identified and expelled Chinese hackers from its network in 2024 during a spate of industry-wide intrusions by Beijing aimed at stealing customer data.

The hacks were carried out by a Chinese government-backed hacking group called Salt Typhoon. The campaign compromised hundreds of phone companies, internet giants, and data center providers with the goal of collecting phone records and information about senior U.S. government officials, including then-presidential candidates. Hacked companies included AT&T, Verizon, satellite phone network Viasat, and network infrastructure giants Charter and Windstream.

By and large, T-Mobile escaped a widescale breach of its network by catching the activity early — and resorted to physically cutting the cable to a compromised system, per Bloomberg.

The publication said T-Mobile’s cyber staff spent months looking for suspected hackers in its network without success. Eventually, the company found unusual behavior on one of its systems coming from another router belonging to a different telecom company, which T-Mobile did not name.

After identifying the breach, T-Mobile’s cybersecurity chief, Jeff Simon, told Bloomberg that he and three others drove to the data center nearby to its Bellevue, Washington headquarters, found the compromised system, pulled out a set of scissors, and snipped the cable connecting the box to the outside world.

When reached by TechCrunch, T-Mobile did not provide comment.

Sam Altman is headed to the Hamptons, according to Puck. Gwyneth Paltrow is reportedly sending invites for a “private, off-the-record” dinner honoring the tech mogul on August 29 at her home out East.

Paltrow is an actress and founder of the wellness brand Goop. But she’s also a noted investor through her Kinship Ventures, which she launched in 2021 alongside Moj Mahdara. In 2023, reports said the firm was raising a $75 million fund, though it remains unclear whether it has closed. Kinship is also an investor in OpenAI (per SEC filings, her investment in OpenAI dates back to 2023) and other AI companies, including the vibe-coding tool Lovable and the AI-powered marketing platform Nectar Social.

We’ve reached out to Goop and OpenAI for comment. Over the past few years, Paltrow has become more outspoken about AI — she’s spoken about how she uses the tools to run her company, and her Goop Kitchen has signed a lease for the ground floor of Anthropic’s San Francisco HQ. Earlier this year, OpenAI hired Charles Porch, whom Vanity Fair called the “celebrity whisperer.”

楊登嵙表示,雖然這些都是源自於古老的民間習俗,口耳相傳的鬼月旅遊禁忌,但寧可信其有,不可信其無,提醒鬼月出遊13大禁忌如下:

一、 不晚上出遊:

鬼月正值炎炎夏日,很多人都會規劃山上或海邊避暑,但晚上還是避免到荒郊野外出遊,因為那些地方陰氣較重,孤魂野鬼多,八字太輕的恐會招來鬼上身。

二、 不到危險水域

鬼月正值暑假,是戲水的好時機,但千萬不要去危險的海邊或溪邊,尤其是經常出現憾事的水域,水鬼最喜歡找人當替死鬼,得以「抓交替」投胎轉世。

三、 不釣魚

不要從事釣魚活動,因為鬼月釣魚也算是一種殺生,容易引來好兄弟,也怕釣到好兄弟的變身魚被報復。

四、 不拍肩膀

每個人的身上都有三把火,分別在頭頂及肩膀兩處,荒郊野外千萬別拍別人頭和肩膀,也別叫對方的全名,最好叫綽號或代號,若是拍熄了對方的火,好兄弟很容易就會上身。

五、 不吹口哨

晚上出遊不要吹口哨,好兄弟會以為有人在呼喚祂,容易被好兄弟跟隨。

六、 不晚上唱歌

鬼月夜晚陰氣重,晚上唱歌或製造聲響,很容易引來好兄弟,所以盡量不要夜晚落單且邊走路邊唱歌或發出聲音。

七、 不晚上拍照

鬼月的夜晚別亂拍照,太陽下山後陰氣會逐漸升高,此時在荒僻的地方拍照、錄影較容易拍到好兄弟,假如真的拍到了很有可能招來厄運。

八、 不搭末班車

農曆7月每日午夜子時是一天陰氣最重的時候,這時搭乘交通工具很容易讓好兄弟跟著回家,尤其是末班車。

九、 不靠牆行走

避免靠牆行走,牆壁屬陰較涼,是好兄弟們喜歡行走的路徑,所以鬼月期間盡量不要靠牆行走或休息。

十、 不吃祭祀品

鬼月外出時如看見祭祀品,不要隨便拿起來吃,因為這樣是跟好兄弟搶食物,會招來厄運。

十一、不晾衣服在陽台

鬼月出差、旅遊時不免要自己手洗衣物,但記得千萬別將衣物晾於陽台,因衣服與人形狀相似,容易招好兄弟附上,會引來陰邪霉運。

十二、不披頭散髮

不要披頭散髮出遊,因為這樣好兄弟們會把你當成是「同類」。

十三、不晚上慶生

有時候出門旅遊是為了慶生,但鬼月要白天慶生,可別挑晚上,不然可能會多好兄弟幫你慶生。

1.法國《rfi》指出,中共黨國一家,總書記習近平獨掌大權,且黨內軍內大清洗已持續多年,為何還需要在五中全會召開前強調「鞏固黨的執政地位」?核心的問題應該是獨掌大權的黨的領袖缺乏安全感,安全感缺乏加重了對其手下的官員的忠誠度的懷疑,於是反腐永遠在路上。「全面從嚴治黨」已經異化為維持忠誠的政治工具。

2.中國問題專家陳破空指出,「全面從嚴治黨」這六個字透露了重重殺機。習近平將要進一步在黨內、軍內大清洗。這是因為明年要召開二十一大,在此之前,他要殺雞儆猴,任何反對他的聲音,他都要讓其滅跡絕聲。確保達到自己能終身執政野心。

台中市議員東南區至少7人搶4席 選情激烈

年底台中市議員選舉,有多個選區競選激烈,其中11選區(東南區)因人口減少,應選席次從本屆(第4屆)的應選5席在下屆(第5屆)改應選4席,不管是現任市議員還是挑戰的新人,都面臨極大的壓力,選戰將可預料激烈。

本屆(第4屆)台中市東南選區應選5席,共有11人參選,民進黨提名鄭功進、陳雅惠、何昆霖,國民黨提名李中、羅廷瑋及林霈涵,羅廷瑋在市長盧秀燕及民眾黨創黨主席柯文哲支持下,獲得2萬5381票第一高票,2年後換跑道選上立委,因缺額未達一半,不用改選,因此東南區現任市議員只剩4位。

本屆得票數第2名國民黨的李中得1萬4736票,第3名及第4名分別同為民進黨的鄭功進獲1萬1803票及陳雅惠獲1萬1402票,第5名則是國民黨的林霈涵獲1萬1136票,而前市議員何敏誠的兒子何昆霖獲1萬751票成落選頭。

今年底下屆的東南區市議員選舉,民進黨提名鄭功進、陳雅惠及何敏誠的女兒、新人何翊綾,國民黨則提名李中及林霈涵,現任的市議員擁有現任優勢,但也不敢小覷新人實力,不但在市議會持續尋求表現,更勤跑基層,而何翊綾雖擁有何敏誠的組織票,畢竟落掉一屆,不敢掉以輕心。

至於獨立參選人,目前浮上檯面有已退出民眾黨的楊寶楨及仍具有國民黨籍的獨立參選人周啟揚。

楊寶楨曾任民眾黨發言人,具有一定的知名度,同時在爭取代表民眾黨參選的期間,受到媒體相當大關注,沒有政黨奧援,仍有一定空氣票,外界更評估可以吸引一部分羅廷瑋的選票;雖退出民眾黨,但東南區民眾黨沒有提名其他人選,因此藍綠都不敢小看,甚至相當警戒,以防意外翻車。

YKK一年製造拉鏈長度達300萬公里

〔財經頻道/綜合報導〕一條不起眼的拉鍊,背後卻藏著龐大的全球製造版圖。擁有約90年歷史的日本企業YKK,數十年來穩坐全球拉鍊產業龍頭,從牛仔褲、外套、背包、皮夾到戶外用品,幾乎隨處可見印有「YKK」字樣的拉鍊。外媒指出,YKK生產的拉鍊約占全球市場近半,是全球服裝供應鏈中極具影響力的零組件企業。

YKK的產品甚至不只出現在日常生活中。早在半個多世紀前,人類首次登上月球的太空任務中,太空人的太空衣就採用了YKK拉鍊,從一般服飾一路延伸至極端環境使用,也凸顯其產品在品質與可靠度上的要求。

以地球赤道一圈約40076公里計算,若以YKK每年產能估算,一年製造的拉鍊總長度可達約300萬公里,換算下來足以繞地球約75圈,驚人產量也讓人看見這門「生意」背後龐大商機。

從全球市場來看,服飾產業規模約達1.5兆美元,另外還有約1600億美元的箱包市場,龐大的下游需求也帶動拉鍊產業形成約1000億元的市場規模。

但這個看似牢不可破的地位,也正面臨來自中國與亞洲競爭者的挑戰。隨著快時尚市場快速發展,品牌對供應商提出的要求越來越直接:價格要低、交貨要快,品質還不能下降。對過去以高品質、高階產品見長的YKK而言,似乎成為新課題。

拉鍊產業早期在美國發展,之後隨著日本企業投入逐漸形成成熟產業鏈;到1930年代,拉鍊也開始進入中國市場。中國拉鍊產業近年持續發展,部分本土業者憑藉製造成本優勢搶攻市場。

YKK嚴守低端市場 面對中國競爭

根據提交給美國證券交易委員會(SEC)的公開文件,引用Euromonitor資料指出,中國主要拉鍊製造商包括SAB(偉星)、SBS及復星等;部分中國製造商以低於YKK30%的價格提供品質相近的產品,並供應Nike、Adidas、H&M及Zara等國際品牌。

根據資料顯示,中國服裝產業規模約3兆元人民幣,其中內銷約2兆元、出口約1兆元;箱包市場規模則約2600億元。龐大的服裝與箱包需求,帶動中國拉鍊產業規模約350億元,再加上每年約70億元的拉鍊直接出口,推估中國拉鍊產業整體規模約達420億元,約占全球市場4成以上。

這也說明YKK如今面對的競爭,早已不是單純的「日本高品質」對上「中國低價格」,而是全球供應鏈效率的較量。

在紡織業,供貨時間是評估製造商產能的重要因素。對於「快時尚」品牌而言,它們需要製造商在設計和產量方面滿足相應的要求,以便在短短幾週內將設計迅速推向零售市場。

但日媒報導,面對中國廠商快速崛起、全球銷量停滯,YKK自2012年前後提出「不要逃向高端市場」,一面守住精品拉鍊,一面重返競爭激烈的平價市場。

因此,YKK近年的策略並非單純降價,而是透過生產基地、技術與供應鏈布局,降低成本並縮短與客戶之間的距離。

中國約有3000家拉鍊生產廠

中媒指出,中國拉鍊產業規模雖然龐大,但市場結構相當分散。目前中國約有3000家拉鍊生產企業,不過多數以中小型業者為主,具備一定規模的企業相對有限,因此整體市場集中度仍偏低。

值得注意的是,中國中高階拉鍊市場中,海外品牌仍占據重要地位,其中日本YKK與瑞士RIRI等企業具備較高市場影響力。尤其YKK在中國市場的布局相當深,相關資料顯示,中國是其最大的市場之一,佔全球總銷量的4分之1以上。

這也反映出,即使中國擁有龐大的拉鍊製造產能,且生產企業數量眾多,但在中高階市場,YKK憑藉品牌、品質與製造技術優勢,仍維持相當強的競爭力。

其中最受到關注的,就是YKK在越南的布局。

YKK越南資料顯示,公司已將全球業務部門從日本移往越南。越南本身就是全球重要的成衣製造基地,大量國際品牌都在當地設有生產鏈,因此YKK選擇把全球業務功能放在胡志明市,目的之一就是更接近全球服裝供應鏈的核心。

YKK在越南不只是設有銷售據點,也建立完整製造能力,大量產品直接供應國際品牌及其當地供應商。相關資料指出,YKK越南的客戶包括Uniqlo、Nike、Adidas、Decathlon及Columbia等。

這種「生產基地+業務基地」的布局,讓YKK可以更快速掌握客戶需求。

嵌入全球成衣供應鏈

當服裝品牌在越南修改設計、調整訂單或要求縮短交貨時間時,YKK可以直接與當地工廠、供應商及品牌端溝通,而不必所有決策都回到日本處理。

換句話說,YKK並非只是把工廠搬到成本較低的國家,而是試圖把自己嵌入全球成衣供應鏈。

然而,YKK最難被複製的地方,可能不是單純的品牌知名度。

《Wired》報導指出,YKK的競爭優勢之一,就是公司對生產流程具有極高程度的垂直整合。YKK不只製造拉鍊,也自行設計製造生產設備、模具,甚至自行生產部分材料與零組件。

這種模式的好處是,當YKK想改良產品時,可以同步改變設備、模具與製程,而不是完全依賴外部設備供應商。

外界看到的是拉鍊上面的三個英文字母「YKK」,但真正形成競爭門檻的,是數十年累積的製程經驗、設備能力、品質控制以及全球供應鏈。

YKK從未停止創新

YKK沒有因為已經掌握龐大市場而停止創新。

2025年,媒體報導,YKK發佈一款自動拉鍊原型,內建馬達與齒輪系統,只需按下遙控器上的按鈕,拉鍊就能自動完成拉合。

2026年,YKK又推出YZiP Light鋁合金拉鍊,透過自行開發的鋁材成型技術,在降低重量的同時維持強度。根據YKK公布資料,新產品重量約比傳統YZiP銅合金拉鍊降低50%,滑動阻力也降低約15%,橫向拉力強度則提高約26%。

YKK今年公布,採用回收材料的NATULON系列拉鍊,截至2025財年已占YKK全球拉鍊銷售量56%。YKK表示,NATULON系列在製造過程中能降低對新化石資源的依賴,其中一款產品相較標準YKK尼龍拉鍊,生產階段溫室氣體排放量約降低19.6%。

過去品牌選擇YKK,可能更多是因為「品質可靠」;未來則可能還要考慮碳排、回收材料、供應鏈透明度等條件。對大型國際品牌而言,零組件供應商能否符合永續標準,也可能成為採購決策的一部分。

因此,若要問YKK為何能在中國及亞洲競爭者崛起之際,依然維持全球領先,答案恐怕不是單純的「日本品質」。

中國企業確實擁有成本與製造規模優勢,部分業者甚至能以比YKK低約30%的價格搶攻市場。

但YKK所建立的是一套更完整的競爭體系,包括自主設備、模具、材料、製程技術、全球工廠布局、品牌信任,以及與國際服裝品牌長期合作形成的供應鏈關係。

從日本走向越南,從高階產品延伸到更廣泛的市場,再到回收材料、輕量化產品與新型拉鍊技術,YKK的策略不是與中國企業單純比誰的價格最低,而是試圖讓客戶即使面對成本壓力,仍然有理由選擇YKK。

以全球供應能力海放中國企業

一條拉鍊的價格或許只有幾十元,但當它被大量使用在全球服裝、鞋類、箱包及戶外用品上時,穩定性、交貨能力與良率便會被放大成巨大的商業價值。

對YKK而言,真正的「護城河」不只是一條拉鍊,而是藏在拉鍊背後數十年累積的技術、設備與全球供應鏈。

在中國製造業持續升級、亞洲競爭越來越激烈的今天,這場拉鍊大戰真正比拚的,已經不是誰能把價格壓到最低,而是誰能同時做到價格、品質、速度、技術與全球供應能力。

對中國服飾輔料業者而言,若要進一步追趕YKK,甚至搶進高階市場,關鍵恐怕不只是擴大產能,更在於能否持續提升智慧製造、資訊化、綠色製造與品質管理能力。

沙哈週二(18日)表示,他預計未來五年內將有超過1.3億個GPU和客製化AI加速器採用先進的記憶體封裝技術,從而創造近2兆​​美元的運算收入。在他看來,競爭正日益從單純製造更小的晶片轉向尋找更好的方法來連接處理器、記憶體和其他組件。

普發萬元、軍公教加薪、調升月退拍板 卓榮泰今記者會說明

行政院今(20)日將拍板明年度中央政府總預算,院長卓榮泰將在院會後記者會對外說明。而明年度總預算包括普發萬元現金列2357億元,現職軍公教明年加薪4%,新增383億元,其中,中央178億元、地方205億元,此外,退休軍公教月退金也將調增。賴總統昨也宣布,國軍新增「第三類型戰鬥部隊加給」每月增4000元,會編入相關預算中。

卓揆昨出席Intelligent Asia展會開幕典禮致詞表示,賴總統宣布普發現金1萬元,讓全民共享經濟成長成果以及AI紅利,不會排擠已編列的預算內容,也不會新增國家任何債務規模,讓全民共享AI紅利,「沒有窮台,只有富台,沒有雙標,只有達標」。

明年度總預算歲出3.6兆餘元、歲入3.9兆餘元,雙雙創下歷史新高,卓揆17日在臉書表示,明年度總預算籌編,達成了「歲入歲出平衡及實質無舉債」的目標,而「政府累計債務餘額比率創精省以來新低」。

卓揆強調,基於財政紀律良好的前提,明年度中央政府總預算,歲入實質成長430億元,加上歲入歲出賸餘1930億元,合計一共2360億元,將用來提供每一位國民1萬元的現金紅利,經濟發展的果實會與全民來共享。他也向國人來保證,發放AI的現金紅利,不會排擠到已經排定的明年度中央政府的各項施政以及預算的規劃。

明年度總預算有三個破兆,包括社福支出合計達到1兆3439億元,比今年度大幅擴增34.4%,其中「八大社福津貼」也會增加。此外,「國防經費」會達到1兆1225億元,持續超過GDP的3%。另「對地方政府補助」更合計高達1兆3579億元。

「科技發展計畫」為2292億元、「教育經費」為9578億元、「公共建設」合計編列共7288億元。另「中小微企業轉型升級協助措施」編列250億元、「文化部」主3百億、「體育經費」276億元、「治水經費」591億元。「撥補勞健保」撥補勞保基金達到1300億元、撥補健保基金共600億元。

〔健康頻道/綜合報導〕魚油、B群、藍莓常被視為「健腦好物」,不少人也會特別買來補充,希望維持記憶力、預防失智。不過,營養師建銘表示,研究雖發現這些營養素或食物具有保健潛力,但目前仍無法證明,單靠補充其中一種就能防失智;相較之下,效果其實遠不如每天先把三餐吃對更重要。

曾建銘於臉書粉專「吃對營養所|建銘營養師」發文指出,許多人聽說魚油顧大腦、B群助記憶,或者藍莓、益生菌防失智,常會猶豫為了健腦是否需要天天吃。不過,研究發現,單吃某種所謂神級保健品,其實效果遠不如「把三餐吃對」。

防失智不能只靠健腦食物或保健品?對此,曾建銘進一步說明,醫學文獻指出以下3個真相:

●有潛力≠每人都該補:研究確實發現魚油、B群或藍莓有保健潛力,但無法證明單吃它們就能防失智。

●魚油補不回「亂亂吃」:如果三餐只吃稀飯配醬瓜、白吐司配含糖飲料,蛋白質與蔬菜嚴重不足,再貴的魚油也救不回營養失衡。

●藍莓不是唯一健腦水果:藍莓富含多酚具有益處,但不必神化它。順應季節吃台灣在地的多色水果,一樣能補足抗氧化力。

想維持大腦健康,曾建銘進一步建議,可掌握以下健腦3步驟:

1.第一步:先看吃得夠不夠,體重、肌力有無下降?

2.第二步:提升飲食品質,例如:白飯換全穀、多吃彩虹蔬菜與豆魚類。

3.第三步:找出飲食真正缺口,經專業評估不足,再精準補充保健品。

曾建銘也提醒,與其不斷尋找「健腦神藥」,不如先檢查三餐有沒有事攝取原型食物、有沒有多運動、良好睡眠與維持社交。

〔編譯魏國金/台北報導〕美國財政部19日宣布,鎖定長天期公債,擴大流動性支持回購操作至少1倍,消息一出,30年美國公債殖利率從19年最高水準大幅下滑。

CNBC報導,由於固定收益市場承壓,以及公債殖利率飆升至近20年新高水準,美國財政部此舉,鎖定的是公債市場上敏感的長天期債券部分。

依據該債券回購計畫,美國財政部將鎖定10年至20年,以及20年至30年的公債市場,自6月底以來,相關市場處於買氣急凍狀況。美國財政部宣布,將極大化回購操作規模,從20億美元擴大至「至少40億」美元。

基準的10年期公債殖利率19日下跌6個基點至4.647%,30年長天期債券重挫近10個基點至5.187%,前一天該公債殖利率漲至5.337%,創2007年以來最高點,因為投資人對通膨以及居高不下的政府債務疑慮加劇。1個基點等於0.01%。殖利率與價格走勢相反,調漲9月9日生效,持續到11月4日。

美國財政部聲明說,「擴大回購操作規模,反映財政部希望為長天期名目領域提供更大的流動性支持」。美國財政部此舉顯示,其將是發行較早的長天期債券主要購買者,從而為這個歷史上需求強勁的市場提供流動性。

台積電A16製程預定今年第4季開始量產。(路透)

〔編譯魏國金/台北報導〕電子時報(Electronic Times)19日報導,台積電透過為其A16製程(2奈米以下先進節點)取得晶背供電優勢,在埃米級(angstrom-class)半導體製程領域搶佔先機。

根據業界消息來源指稱,台積電已成功開發並驗證A16製程技術,成為業界首個採用「超級供電軌」(Super Power Rail)背面供電架構的埃米級CMOS平台。此關鍵成就在於A16保留了N2P的閘極密度與NanoFlex設計彈性。N2P是台積電N2製程的加強版。

在傳統半導體晶片上,供電互連與訊號互連都位於晶片正面,然而,隨著製程節點的縮小,此兩者在有限的佈線空間競爭激烈,導致線路壅塞加劇,電阻有關的壓力降(voltage drop),或稱IR drop也隨之升高。

報導指出,晶背供電通常需要大幅改變電晶體的布局與標準單元結構。在更先進的製程上,透過晶片背面供應電力往往需要犧牲部份現有的單元庫與設計方法。

台積電將供電網絡完全分離到晶片背面,並使用專用的垂直背面接點(VB)將電源直接連接至每個電晶體的源極與汲區。台積電在此架構下,對晶片正面的閘極結構、單元尺寸和布局面積進行的最小的變動,從而保持了現有晶片設計的相容性。

報導說,效能的提升十分顯著,與N2P相比,A16在相同功耗條件下,運算速度可提升8%至10%,或在相同運算速度下,降低功耗15%至20%,晶片密度也可提升8%至10%。

該製程被認為尤其適合AI與高效能運算晶片,這些晶片需要複雜的訊號佈線與高密度電源網絡。A16製程預計今年第4季開始量產。

英特爾雖首創PowerVia晶背供電技術,但在測試過程中,不得不對其現有的單元架構進行修改,包括調整接腳數量和放寬金屬間距。據悉,三星電子也在為其SF2製程研發晶背供電技術,其方法可能與英特爾類似。

受到低氣壓接近、東北風增強等影響,曾文水庫集水區昨天出現8月份以來的單日最大降雨,預估可帶來約500萬立方米入流量,七夕夜水情小進補。

根據觀測資料,截至今晨6點,曾文水庫的水位標高221.65公尺,蓄水率微升到76.11%,連同烏山頭水庫的合計有效蓄水量逾4.06億立方米。

國內規模最大的曾文水庫持續供應二期稻作灌溉,加上進入8月後降雨偏少,蓄水率持續下滑,隨著低壓帶、西南風的影響,迎來補水機會。

水利署南區水資源分署根據最新氣象資訊,推估未來72小時曾文水庫集水區的累積降雨約150毫米,若一如預期,蓄水率可望重回8成以上。

今天傍晚起,曾文水庫積水區降雨轉趨明顯,截至深夜11點,累積將近30毫米,是8月份以來的單日新高,對水情小有助益。

南水分署說,會密切掌握氣象動態,即時因應,目前全力調控各標的用水,以枯水期來到前將水庫蓄滿為目標,同時落實防汛整備工作。

彰化縣西北角的和美鎮、伸港鄉與線西鄉被稱為「和線伸」,長年以來都是國民黨選票的鐵板區,今年民進黨則確定「和線伸」鄉鎮長選戰不推派人選。彰化縣長參選人、立委陳素月表示,因為沒有適合的強棒人選,多方評估後,最後決定不徵召!

民進黨彰化縣黨部主委謝翠屏指出,在「和線伸」鄉鎮長部分,確定這次民進黨不提名人選,主要是因為找不到有意願的實力戰將,這也代表「和線伸」要多培養年輕新生代,才能早日在藍軍鐵板區有所突破。

國民黨和美鎮長林庚壬、無黨籍伸港鄉長黃永欽都要爭取連任。其中,林庚壬已獲國民黨提名,上次選戰遇上縣議員資深女將尤瑞春轉戰和美鎮長,但尤瑞春最後還是小輸林庚壬,由於林庚壬與代表會關係和諧,也與同黨縣長王惠美有交情,爭取縣府經費幾乎都順利過關,連任實力堅強,這次民進黨確定不提名,如果沒有其他人參選,連任選情將相對單純。

而曾任伸港鄉代表的黃永欽,上次鄉長選戰共有6人參選,黃永欽險勝前鄉長曾煥彰的兒子曾國貴,這次在民進黨確定不提名,地方迄今尚未傳出有其它參選者。

線西鄉長蘇韋峻即將兩任屆滿,妻子鐘帷茲很早就表態參選,勤跑社會宮廟活動,蘇韋峻有民進黨員身分,但以無黨籍參選鄉長。這次國民黨提名線西鄉代表黃漢皇,在民進黨不提名下,將是鄉長老婆與現任代表的對決。

不過,政界人士表示,黃永欽雖然是無黨籍,但上回參選,連民進黨立委黃秀芳與陳秀寳都來站台,也與綠營維持友善良好的關係。而線西鄉長蘇韋峻具有民進黨員身分,雖然以無黨籍參選,仍與綠營保持友好的互動。 至於和美鎮部分,以往民進黨都傾向提名人選,作為縣長選戰的配置與考量,但最終還是在找不到適合強棒下,決定不推人選!

美國總統川普19日表示,他將在今年稍晚會晤金正恩,尋求恢復他在第一次總統任期內與這位北韓領導人所建立的關係,並透露平壤現在擁有57枚「非常強大的」核武。

法新社報導,川普在白宮告訴記者,與金正恩「和睦相處」非常重要;當被問到是否計畫在2026年稍晚會見金正恩時,川普在視察白宮新建的直升機停機坪時說:「是的,我會的。」

川普表示:「他擁有57枚非常強大的核武。這本不該發生……如果(當時)我是總統,我就不會讓這種事發生。」

「但他已經擁有了。我跟他相處得很好。我不能讓伊朗擁有核武。而且我非常了解金正恩,他不會有事的。」

川普並未透露他可能何時與金正恩會面的細節,但據華爾街日報報導,他正著眼於11月前往中國深圳參加亞太經濟合作會議(APEC)峰會時,安排與金正恩會晤。

然而,川普突然將焦點轉向金正恩,並縮減美國和南韓的聯合軍事演習,已引發亞洲盟友的警覺,也讓外界揣測,他是否在對伊朗戰爭陷入僵局之際,尋求外交上的「突破」。

報導指出,川普提到北韓擁有57枚核武,與美國政府和智庫此前評估平壤擁有50到60枚核彈庫存的數據相符。美國並未正式承認北韓為核武國家,川普公開對其核武庫進行如此具體的評估,實屬罕見。

在最初嘲笑金正恩是「火箭人」,並威脅要對北韓降下「烈焰與怒火」(fire and fury)之後,川普在2017年至2021年首次入主白宮期間,曾與金正恩會面3次。

川普曾表示,他與金正恩在交換「美麗的信件」後「墜入愛河」。然而,這些屢屢佔領頭條新聞的高峰會,在核武問題上幾乎沒有產生任何實質進展,而且兩人在川普的第二任期內尚未會面。

川普也越來越常暗示,他與金正恩有聯繫,但這次不願證實兩人是否正在通信。

金正恩大權在握的胞妹金與正19日則表示,她對報導稱其兄長與川普之間的通訊並不知情。她在一份聲明中表示:「關於華府最近傳出北韓與美國領導人之間進行通訊的消息,我完全不知情。」

儘管如此,金與正表示,她的哥哥對川普仍有「美好的回憶與感情」,且兩位領導人之間的關係依然「極佳」。

在她發表聲明的前幾個小時,首爾才剛宣布,「依美方建議」,與美國舉行的年度「乙支自由護盾」(UFS)演習,將比原訂計畫提前約1週結束。這些演習旨在為北韓可能發動的攻擊預作準備,平壤長期以來對這類演習表達強烈憤怒,將其視為入侵的預演。

日研發水下極音速飛彈 增加反擊力

開發大量低成本的攻擊無人機

日本防衛省二〇二七年度預算概算要求內容曝光,將著手研發可從水下發射的極音速飛彈,並研究讓無人潛艇具備長程飛彈發射能力,作為日本「反擊能力」的新手段。另一方面,俄烏戰爭凸顯大量廉價無人機的重要性,防衛省也將開發運用民用技術、可低成本大量生產的長程攻擊型無人機。

共同社報導,明年度防衛費概算要求約八.九兆日圓(約新台幣一.七八兆元),但由於超過一五〇項計畫未列出具體金額,年底實際編列預算時,可能首度膨脹至十兆日圓規模。

研發垂直發射系統供潛艦搭載

報導指出,防衛省將水下發射型極音速飛彈定位為反擊能力的一環。相較於陸上固定基地或水面船艦,潛艦在水下隱蔽性較高、不易遭敵方發現及攻擊,若能搭載長程武器,可增加日本反擊手段的生存性,及對手預測攻擊來源的難度。

防衛省已在研發可供潛艦搭載飛彈的「垂直發射系統」(VLS),新型水下發射飛彈未來設想由有人潛艦及無人潛艇搭載。除了極音速武器,防衛省也將研究賦予無人潛艇長射程飛彈發射功能。

日本在二〇二二年修訂安保三文件後,正式擁有反擊能力,目前一方面採購美製「戰斧」巡弋飛彈,以儘早取得長程打擊能力,另一方面則加速國產長程飛彈研發,此次再將水下發射及無人潛艇納入規畫,將使反擊平台從陸地、水面艦艇及戰機,進一步向水下延伸。

明年預算 要強化無人機運用

二〇二七年度預算要求的另一重點,則是強化無人機的運用。報導指出,防衛省將利用民生技術,開發價格低廉、可在短時間大量生產,且具備長距離飛行能力的攻擊型無人機,並採購防空用攔截型無人機,以及可由船艦發射的攻擊型無人機。

防衛省二〇二七年度概算要求將政策重點歸納為三大支柱,包括以無人機、人工智慧(AI)因應「新型作戰方式」的「新型防禦方式」;因應長期作戰的「持續應對能力」;以及強化防衛裝備生產基礎、改善自衛隊員待遇等「防衛力基礎」。

AI決策輔助 發展戰術AI衛星

AI也將直接進入自衛隊最高層級的聯合作戰指揮。據報導,防衛省計畫在統一指揮陸海空自衛隊的統合作戰司令部,導入AI決策輔助系統及雲端平台,並研究利用AI分析從太空取得的大量情報,發展「戰術AI衛星」,防衛裝備廳也將新設「衛星開發室」(暫名)。

另外,針對中國軍事活動日益頻繁的太平洋一側,防衛省還將採購長時間滯空型無人機,以執行警戒監視任務,並調查在東京都小笠原村硫磺島建立戰機運用基地的可行性。

台中廿二歲夏姓女子在房間產下一名足月男嬰,因和男嬰的生父爭吵,一氣之下竟將剛出生的兒子,以毛毯包裹放置在十一樓房間窗框,推落至社區花圃致死,檢方依成年人故意對兒童為殺人罪起訴,夏女辯護人則主張夏女觸犯的是刑度較低的「生母殺嬰罪」,台中地院國民法庭審理後昨天宣判,認為夏女負債千萬、孤立無援,在甫生產廿分鐘後因「不得已之事由」犯下此案,改依「產後殺子罪」(生母殺嬰)判刑四年六月。

檢警調查,夏女和莊男交往,先在二〇二三年九月生下長女,兩人後來在二〇二四年三月分手,不過當時夏女已經懷孕,並在同年十一月廿八日凌晨三點多,在台中市太平區住處十一樓的房間內,順利產下足月的男嬰,不料因和莊男爭吵,一氣之下,以毛毯包裹有生命跡象的男嬰,先放置在十一樓房間窗框,再將男嬰向外推落,墜落社區花圃不治,台中地檢署偵辦後,依成年人故意對兒童為殺人罪起訴。

台中地院國民法庭本週審理,檢方提示法醫採證鑑識報告,顯示男嬰身高五十公分、體重二五九〇公克是足月產,且解剖肺部放入水中,器官會上浮,代表肺泡已經擴張,是活產,認為夏女觸犯殺人罪。

檢方並發現,夏女疑被乾爸當人頭,開公司當負責人,積欠七件支付命令與一件民事求償,合計欠債一〇〇七萬餘元。

獨力養女兒 男友買賓士又留百萬債務

此外,在案發前,莊姓前男友要自己的外婆,協助辦理車貸買賓士,並要夏女當保人,共貸款一一四萬,莊男後來沒付款,讓夏女背上債務,且發現超貸的錢,也沒有如約定拿一半來協助養女兒,雙方因此發生爭吵,才會在生下小孩後,從十一樓將嬰兒推落。

夏女辯護人也表示,這是一個傻女孩、單親媽媽失慮犯錯的故事,雖有犯錯但是因有「不得已的事由」,主張觸犯刑度較輕的「生母殺嬰罪」爭取緩刑。

國民法庭審理後認為,夏女想到自己年僅廿二歲、需獨力撫養長女、背負千萬債務、生父莊男毫無擔當,又在寄人籬下不敢告知乾爸生產的孤立無援、極度害怕與無助的特殊處境下,於甫生產後廿分鐘左右,基於生母殺嬰犯意,犯下此案,因此變更起訴法條為「產後殺子罪」,判決四年六月徒刑,可上訴。夏女昨天到庭聽判後快步離開法院,未回應媒體詢問。

中研院調查:未婚者母胎單身 高達近3成

昨日是七夕情人節,但調查發現,台灣「母胎單身」者,比例高。國科會資助的「台灣經驗實證調查資料庫」趁著節慶,提供中研院「家庭動態調查:二〇二四追蹤問卷」,該研究長期追蹤的族群當中,母胎單身者(廿七歲以上)占廿八.九%。兩性專家擔憂,現在「AI戀人」越來越發達,未來恐有更多「不婚族。」

此資料庫由國科會資助,整合核心實證資料庫,供學界有效地分析當代台灣社會現象。該調查從一九九九年啟動,收集不同出生年次的家族樣本,並擴及到受訪對象的滿十六歲到二十四歲子女,進行長期追蹤。

從未有過交往對象 不同年層占比差異不大

二〇二四年由中研院研究員于若蓉執行調查,其中針對「從未有過交往對象者」(共一七一二人)統計,「母胎單身者」占比廿八.九%,「有過交往經驗但單身者」占四十.七八%,「交往中」則僅卅.三二%;若細看男女,男性母單占廿八.二六%,女性母單為卅.一一%,說明母胎單身情況不分男女。

調查也分析不同年齡層,如廿七到卅一歲的母單占卅.一%,卅二到卅六歲占廿七.八%,卅七到四十一歲占廿七.七%,四十二到四十六歲占廿九.二%,四十七到五十一歲占卅.八%,五十二歲以上占廿八.六%;不同年齡層的差異亦不大。

乖乖念書、不要談戀愛 家庭教養影響

母胎單身者人數占比近三成,兩性專家吳娟瑜分析,首先是許多家庭教養小孩要乖乖念書、不要談戀愛,導致孩子長大要真正談戀愛的時候,卻不懂相處之道。

此外,現代人喜歡上網打遊戲、上健身房運動等,許多事情比戀愛有趣而不想談,其他還有父母對子女擇偶條件苛刻,離婚率高導致年輕人對步入穩定關係沒有信心等。

甚至AI興起後,不少人每天跟「完美AI情人」對話、諮詢、談心,何必找一個讓人生氣、愛亂花錢、搞不清楚狀況的人類談?她擔心未來恐會有更多不婚情況。

吳娟瑜建議,許多政府單位都會辦單身聯誼應更加鼓勵,也要解決年輕人經濟層面問題,避免因為無法承擔開銷而選擇不婚不生。家庭方面,希望父母讓孩子在青少年階段就有異性互動及社交,也要提供孩子情感方面的諮詢、陪伴及輔導,不要受挫就排斥穩定關係,社會上也有許多研習機會,提供情感教育及關係建立等,「每個人都有自己特長,絕對找得到適合的人!」

〔健康頻道/綜合報導〕多數民眾認為,多吃地瓜、馬鈴薯、玉米、芋頭、南瓜等天然的原型澱粉,對健康有益。然而,營養師蔡正亮指出,天然不代表餐後血糖一定穩定,避開煮到太軟、烤到太甜、打成濃湯、份量又過量等4大地雷級飲食習慣,才能穩定血糖。他並提出攝取5種原型澱粉的小技巧。

蔡正亮於臉書發文分享,現代人開始重視原型食物,尤其健康餐、養生餐、甚至強調低GI,低升糖指數的便當,幾乎都會出現這玉米、地瓜、馬鈴薯、芋頭、南瓜等根莖類澱粉,認為 「天然澱粉不容易引起餐後血糖上升,應適當取代白飯。」但是,這樣的想法只對了一半。

蔡正亮說明,真正影響血糖的要素,除了食物本身的條件,也受加工性質影響,例如,澱粉結構、纖維量、糊化程度、是否帶皮、烹調方式。此外,也要注意加熱後澱粉冷卻後,是否會產生抗性澱粉,抗性澱粉意味著,澱粉排列後形成結晶,不被腸道分解消化澱粉,減少葡萄糖在小腸釋放,所以很多原型澱粉,冰過再吃會比熱熱吃更能穩住血糖。

5種原型澱粉更優的吃法

他接著說,澱粉主要分為直鏈澱粉與支鏈澱粉,直鏈澱粉結構較緊密、消化速度較慢;支鏈澱粉則較容易被人體分解。食物加熱後會出現「澱粉糊化」,通常越軟、越熱、越甜、越糊,越容易被消化吸收,血糖通常升得越快。

他進一步分析,常見5種原型澱粉更好的吃法:

●地瓜

支鏈澱粉比例較高,熱烤地瓜因水分流失、甜度增加,部分澱粉也會轉成麥芽糖,因此血糖反應可能較快;水煮或冷藏地瓜則相對理想,帶皮吃也能增加纖維攝取。

●馬鈴薯

糊化程度高,薯泥、薯條及焗烤馬鈴薯較容易讓血糖快速上升;冷藏後抗性澱粉增加,因此冷馬鈴薯沙拉會比熱的薯泥更穩定。

●玉米

因纖維量高、顆粒結構完整,完整玉米粒相對不容易快速消化;但若加工成玉米濃湯、玉米醬或玉米粉製品,升糖速度可能加快。

●芋頭

結構較緊密,纖維量也不錯,塊狀食用通常比芋泥、芋圓及甜湯更理想。

●南瓜

因糊化程度高,煮得過於軟爛或製成濃湯時,消化吸收速度可能比想像中快。

蔡正亮總結,如果以血糖穩定度來看,保有帶皮、完整、塊狀、冷藏後等4原則,通常會比去皮、打泥、濃湯、熱熱吃更理想。攝取5種原型澱粉的小技巧則為:地瓜冷藏後再吃更好、馬鈴薯避免薯泥與薯條、玉米盡量吃完整玉米粒、芋頭保存塊狀比芋泥好、南瓜不要煮到太爛、太糊。

台灣男雙王齊麟/邱相榤預計下午2點左右登場,要碰上世界排名第6的馬來西亞好手吳世飛/伊祖丁,雙方兩度碰頭各拿1勝;另一組男雙李哲輝/楊博軒將交手印尼古塔瑪(Sabar Karyaman Gutama)/伊斯法哈尼(Muhammad Reza Pahlevi Isfahani)。
