Aunt who died in Middlesbrough house fire was 'beautiful soul'

A woman killed in a house fire has been described by her mother as "a beautiful soul, who would have done anything for anybody".

Natalie McDonald, 34, died along with her seven-year-old niece, Valentina Foster, in the blaze in Grangetown, near Middlesbrough, in the early hours of Wednesday.

Cleveland Police said the fire had also left a 48-year-old woman in a critical condition in hospital alongside another three people who suffered non-life threatening injuries.

Two men, aged 23 and 31, had been arrested on suspicion of murder and were in police custody, the force said.

Lisa Kirton, Natalie's mother, told the BBC her daughter was "lovely, bright and bubbly" and "everybody loved her".

She said Valentina, also known as Tina, had been spending the summer holidays with the family.

"She was a cute little kid," Kirton said. "I can't believe it, seven years old - it's just a disgrace."

She also said Natalie's 15-year-old daughter and a friend had managed to escape through an upstairs window.

The friend, she said, had "kicked out a window" and "had saved their lives".

A deadly flash flood on the Nepal-Tibet border has killed at least 150 people, with hundreds still missing.

The missing include more than 100 from India, 54 from the US, and 33 from the UK, as well as more than 100 from Nepal itself, according to Nepal's tourist board.

The BBC Nepali's Shreejana Shrestha is in a hospital in Kathmandu, where some survivors are being flown in by helicopter for treatment.

Meta to pay up to $18bn to settle claims its platforms harm children

As a jury trial kicked off last week in an Oakland, California, federal court, state lawyers argued the tech company knew that millions of 11- and 12-year-old users were on Instagram and Facebook over the years, yet "did little to keep them off" the platforms.

Although the trial had only gone on for five days, state lawyers relied heavily on information found in millions of internal Meta documents provided in the case. They included internal research, employee emails, and chat logs that went all the way up to chief executive Mark Zuckerberg.

One piece of internal research on Instagram stated: "Teens have an addict's narrative about use." Still, the states argued, Meta targeted young users.

"The trial did not go well for Meta," Bonta said on Wednesday.

Meta maintained throughout the brief trial that it had worked extensively over the years to make its platforms safer for its youngest users, pouring resources into testing and research, and building new features.

"We're always working on teen safety," head of Instagram Adam Mosseri said during an hour of court testimony on Tuesday.

The case was settled and court adjourned before he could reappear before a jury.

Before Mosseri's testimony, a former researcher at Meta, George Volichenko, appeared and with lawyers went over various internal communications he had been a part of regarding Meta's work on safety.

Volichenko said he struggled to understand when he was at the company in 2022 why the team he worked on wasn't given more freedom to better test and implement new safety features.

One of those was "quiet mode", which muted notifications for teen users during the night. His team knew such a feature would be much more widely adopted if Meta turned it on by default.

He recalled his manager telling him he "shouldn't worry too much about the adoption figures being low, because the team exists partially to protect the company against the upcoming lawsuits".

As part of the Wednesday settlement, however, a feature called "night mode", which blocks notifications between midnight and 6am, will now be on by default - meaning they will be turned on automatically. The settings are also designed only to be turned off by a parent or guardian.

"The framework we've negotiated will empower parents to easily manage how their children access our platforms," CJ Mahoney, Meta's chief legal officer, said.

Other features for teen users being implemented as part of the deal include:

A default two-hour daily time limit (cumulative across Instagram and Facebook) that teens can only turn off with a parent's permission.

Likes will be hidden, on teens' profiles and those that they interact with.

"School mode", or a mute on notifications between 08:00 and 15:00 during school days.

Prompts noting when a teen has hit 15 minutes of continual use. Then notifications when cumulative use has hit 60 and 90 minutes.

The ability to choose a feed that is not driven by an algorithm.

The ability to turn off autoplay for videos and content.

Extreme make-up filters will no longer be accessible.

As for the new daily time limit for teen users, that will be reduced to one hour of total daily use should other social media platforms like TikTok, Snap and YouTube also agree to implement new restrictions for young users.

Bonta urged such platforms to do so, saying the settlement with Meta "is a good blueprint" for other companies to follow.

Should they not, he suggested on Wednesday that his office would now be "more focused" on bringing changes to the entire social media industry.

Meta also said TikTok and YouTube should implement the same safety features for their younger users.

"Our new Time Limit commitments, Night Mode features and usage limits during school hours set the right path forward for our whole industry, but this framework will only work if all our peers join us," Meta's Mahoney said.

YouTube and TikTok have been contacted for comment.

District of Columbia Attorney General Brian Schwalb called the Meta deal a "monumental public health victory".

He added: "The safety features Meta is required to install will fundamentally and immediately change how young people use Instagram and Facebook."

Stacy Hunter's family saw clear signs that she was being manipulated, controlled and abused by her estranged husband Jim Mair long before he murdered her.

Mair "dictated" what was happening in Stacy's life, used her three children as leverage, threatened suicide, and took his violent temper out on objects in the house - without laying a hand on Stacy directly.

Her brother Sean wanted to intervene and help her, but he worried about being too "full on" and potentially causing more harm.

Her mother Ann wanted to be around to support her daughter and look after her grandchildren, but worried Mair would see her as trying to "interfere".

"He can take that away from you and make it harder to be in touch," Ann said.

Nico Gonzalez wanted to feel loved. He certainly did so at St James' Park on Wednesday night after completing his £52m move from Manchester City.

Newcastle United's new signing was handed a rapturous welcome before he even kicked a ball for the club as supporters repeatedly chanted his name.

The sight of Gonzalez walking out at the sold-out stadium before the 3-2 win against West Bromwich Albion in the Carabao Cup second round was a welcome one for head coach Matthias Jaissle, who desperately wanted him.

The German stressed he was "always a believer in the positive things", but tellingly also referred to the pursuit as a "long fight".

Having spoken personally to Gonzalez on a number of occasions, Jaissle quickly made it clear how much he wanted the 24-year-old and how pivotal he would be in his side.

That stuck with him.

"It's always important if you're making signings like Nico that there is a commitment there," Jaissle said.

"But he showed that from the beginning, from our first conversations."

Tim Curry: The Rocky Horror Picture Show star dies at 80

Born in Warrington in 1946, Curry's first acting job after university was in the original London production of groundbreaking rock musical Hair in 1968.

In 1973, a fellow cast member, Richard O'Brien, asked Curry to audition for his new musical, and cast him in the role of the flamboyant lingerie-clad "sweet transvestite" Dr Frank-N-Furter.

Curry first put his stamp on the character of the riotous scientist on stage in the upstairs theatre at London's Royal Court in 1973.

The show's popularity snowballed and resulted in a big-screen adaptation, which also starred Susan Sarandon, Barry Bostwick and O'Brien.

It was not an immediate hit at cinemas but became a fan favourite and holds the record for the longest-running theatrical release in film history.

Welsh actor Luke Evans, who played the role in a Broadway revival, called Curry "a force, a bright fierce flame, an exquisite charm".

In a letter he recently wrote to Curry, Evans thanked him for his fearlessness and for "creating something so enduring, and for inspiring generations of actors to be a little braver than they thought they could be".

"Being compared to you has been one of the greatest compliments I've ever received, even though it's a comparison no one could ever hope to live up to," he wrote in the letter.

The official Rocky Horror Picture Show on Broadway account similarly thanked the late actor for "giving the world a little more freedom, a little more fearlessness, and through the tears in our eyes, the courage to BE IT" - a nod to Curry's deliver of the famous line from the musical, "Don't dream it, be it".

UK weather: New thunderstorm warnings as rain set to continue

The Met Office has issued fresh warnings for thunderstorms that will bring more wet weather to parts of the UK on Thursday.

The first warning is valid from 02:00 BST with thunder and heavy rain due to move across south-east England in the early hours of Thursday morning.

A second comes into force at 06:00 BST for a wider area of England and Wales. This will last through to 22:00 and may become slow moving in the afternoon and evening.

Downpours could bring localised flash flooding and travel disruption - with the wettest areas potentially seeing 75mm (3in) of rain. Large hail, lightning and gusty winds could accompany the showers and it will feel rather humid for many.

Spells of rain are set to continue over the weekend - a bank holiday for England, Wales and Northern Ireland - accompanied by windy conditions in the south.

Burnham said: "I am in South Wales today because the answers to the UK's challenges will not come from an echo chamber. They will come from the places that know their own strengths, and from a government willing to listen and then act.

"Good jobs in every community, in every part of the UK. That is what I want every leader in this country signed up to."

He will meet the Welsh government's deputy first minister Sioned Williams at the visit.

Williams said the visit was "a positive example of governments working together to improve people's lives".

She will call for a "fair share of the UK government's steel fund", an "energy social tariff to support those facing fuel poverty and struggling with high energy bills", and high standing charges in Wales to be addressed.

She added: "Wales is an energy-rich nation. People should see that reflected in good jobs, stronger communities and lower bills."

The National Economic Council was created by the Gordon Brown administration in 2008, and has been revived by Burnham.

A previous meeting brought together government ministers and English local authority mayors.

Downing Street said the prime minister wanted to discuss "how we will drive good growth in every postcode across the UK" with the first ministers.

The Welsh government said: "We look forward to discussing shared challenges, including ensuring growth and investment in all the countries represented, and support for families facing the continuing cost-of-living crisis.

"This is alongside further discussions with the UK government to progress broader priorities in Wales, including fair funding and extending devolution."

Plaid Cymru has pressed the UK government for discussions over more powers and funding for the Senedd - Wales's parliament - and the Welsh government in Cardiff.

First Minister Rhun ap Iorwerth had his first meeting with the new prime minister on the sidelines of the Glasgow Commonwealth Games in July.

At the time, ap Iorwerth said it was "too early" to know whether the new Labour prime minister would agree to his calls.

Downing Street said then that the prime minister wanted an "open and ongoing dialogue" with the first minister.

The Bolton comedian's impromptu appearance was reminiscent of when he famously interrupted the late Dianne Oxberry's forecast in 2011, and declared she "made it sunshine for everybody".

It came as Kay was speaking about staging a one-off show at Blackpool's Opera House next month to raise funds for vital heart treatment in the United States for 19-year-old Fin Cormack from Prenton, Merseyside.

Canal killer John Sweeney, who dismembered victims, dies in jail

A double killer who murdered and dismembered two women before dumping their bodies in canals in London and the Netherlands has died in prison.

John Sweeney, 69, was serving a whole-life sentence after being convicted in 2011 of the murders of his former girlfriends.

Paula Fields, 31, was killed in London. Parts of her body were found in six holdalls floating in Regent's Canal in Camden in February 2001. Her head, hands and feet were never recovered.

Melissa Halstead, 33, from the US, was killed in 1990. Her dismembered body was found in a canal in Rotterdam, but she was not identified for 18 years.

Sweeney is understood to have died at HMP Whitemoor in Cambridgeshire on 14 August.

Police found hundreds of violent paintings and poems at Sweeney's north London home, including artwork depicting a bloodied axe and references to himself as the "Scalp Hunter".

Police suspected he had murdered other former partners who had not been seen for years.

He had previously been jailed for attempting to murder former girlfriend Delia Balmer in a 1994 axe attack in north London.

Balmer later wrote a memoir about her experiences, which was adapted into the ITV drama Until I Kill You in 2024.

A prison service spokesperson described the crimes as "horrific" and said their thoughts remained with the victims and their loved ones.

As with all deaths in custody, the Prisons and Probation Ombudsman is investigating.

US designates Palestine Action a terrorist group

The US has imposed sanctions on Palestine Action, designating it as a terrorist group.

The US Department of the Treasury said it had "taken action" against the UK-based group, which it accused of supporting "numerous acts of terrorism since July 2020".

Supporting Palestine Action became illegal in the UK in 2025 after the government banned it under anti-terror legislation.

The group's co-founder Huda Ammori responded in a social media post, saying: "As a Palestinian and Iraqi, the fact the country which destroyed both my homelands is calling me a terrorist, is beyond hypocritical."

In a statement to the BBC, Ammori said the group's actions had "always been about saving lives", adding the ban should be a "wake-up call to anyone who cares about free speech and democracy".

Announcing the move in a statement on Wednesday, US Treasury Secretary Scott Bessent said: "Far-left extremists, their fronts, and their enablers should be on notice: We will bring the full weight of our economic tools to bear.

"Political terrorism has no place in our society, and we will continue to cut the financial lifelines of these groups until they are eliminated."

The sanctions imposed include freezing any assets belonging to the group that are either based in the US or in the control of US citizens.

The US ban on the group is part of a wave of sanctions announced by the Trump administration against what it says are far-left terror organisations around the world.

The Department of Treasury accused Palestine Action of having supported "numerous acts of terrorism since July 2020, including acts that have physically injured UK law enforcement personnel, as well as acts intended to intimidate lawful commercial enterprises and coerce the UK government".

Palestine Action, which used so-called direct action tactics against Israeli-linked arms companies in the UK, has been facing an ongoing legal battle to get its UK ban overturned.

In June, Court of Appeal judges ruled the UK government made a "justified and proportionate" interference on freedom of expression rights.

But Palestine Action has since been given permission to challenge the decision at the Supreme Court.

More than 2,000 people are facing potential trial after being arrested for protesting against the ban by allegedly declaring their support for a proscribed terrorism group during mass demonstrations.

Separately, four of its members were jailed in June for a break-in at a defence firm that caused more than £1m worth of damage, with one person sentenced for causing grievous bodily harm on a police officer who was hit with a sledgehammer.

Football news: Uefa to push forward with plans to remove Gianni Infantino after dropping boycott threat

Uefa will press on with its attempt to remove Gianni Infantino as Fifa president despite withdrawing the threat to boycott competitions.

The 55 member associations, plus Europe's members on the Fifa Council, will on Thursday be presented with a letter which guarantees the Fifa Forward Enterprise (FFE) plan will not be revived.

The official removal of the boycott will be confirmed at Uefa's executive committee meeting in Monaco.

That will satisfy Uefa's demands and mean the Fifa Under-20 Women's World Cup can go ahead next week in Poland with six European teams.

But BBC Sport understands Uefa is confident that a unity candidate can be found to stand against Infantino when he is up for re-election in March.

The vote is likely to be close, with the backing of 106 of the 211 member associations needed to be elected.

However, Uefa has abandoned the idea of trying to force a vote of no confidence.

It would require three quarters of the member associations, 159 votes, to pass the motion, which is considered unrealistic.

No candidate has been identified, though Concacaf president Victor Montagliani is considered a serious option.

Nominations must be submitted by 18 November.

BBC Sport understands that any vote is expected to be close, and for that reason even if Infantino was to win it could cause terminal damage to his presidency, with his legitimacy compromised.

Last month, European football's 55 member associations voted to boycott all Fifa competitions until the FFE proposal was dropped "in its entirety and binding assurances have been given that Fifa will never again open its governance or competitions to private ownership".

After the boycott was dropped, Fifa welcomed the development, saying it is "pleased that all qualified teams will be participating in the upcoming Under-20 Women's World Cup".

Six European teams - England, France, Italy, Portugal, Spain and hosts Poland - are scheduled to play in the tournament.

A Fifa spokesperson said it "strongly believes that football has the power to unite, even in challenging circumstances" and Fifa "remains committed" to developing the game in "full dialogue with the confederations and stakeholders".

Fundraiser for police officers killed in A66 crash in Middlesbrough tops £1m

A fundraiser for two police officers who were killed in a wrong-way crash has reached more than £1m.

PC Matthew Blades and PC Tom Clough died during the early hours of Saturday when a Volkswagen Passat, going the wrong way on the A66 at South Bank, near Middlesbrough, hit their vehicle. The five young men in the Volkswagen also died.

Among the donations to the police officers' fundraiser, which was launched by the Cleveland Police Federation, was £4,000 from the Cleveland branch of the National Association of Retired Police Officers.

Its chair Grant Thorburn said the officers' deaths had "hit home hard" and that seeing the tributes and donations paid to them had been "humbling".

He said: "Once you're a police officer, you're always a police officer, so even after you retire, particularly in Cleveland, it's such a small, compact force, everyone knows everyone else."

The Police Federation's acting deputy national chair Paul Williams said there was "tremendous grief" among Cleveland officers.

"The policing family is deeply scarred by this incident," he said. "This just brings it home as to how vulnerable we actually are."

He said police officers were human beings who were your ordinary relatives, friends, parents, partners and colleagues.

The fundraiser will be split equally between the families of the two men to be used as they wish, according to the Cleveland Police Federation.

Rupert Grint to return to Harry Potter in Broadway play Harry Potter and the Cursed Child

Harry Potter star Rupert Grint is to return to the role of Ron Weasley - playing the character as an adult in the spin-off play in New York.

Grint was first cast to play Ron in the original films at the age of 11. Now 38, he will join the cast of Harry Potter and the Cursed Child on Broadway for four months from next February.

The play catches up with Harry, Ron and Hermione as grown-ups, 19 years after the end of the events in the original books and films - with Ron and Hermione now married and sending their daughter to Hogwarts.

"Dusting off the old robes. New York - see you all in February," Grint wrote on Instagram, external.

Last November, he told BBC News he was unlikely to ever "step out" of Ron Weasley's shadow. "I'm fine with that. I think it's great," he said.

Portrait of Ann Widdecombe put up in Parliament for MPs' return

A portrait of Ann Widdecombe has been erected in Parliament to remember the former MP, who was found dead with serious head injuries last month.

The picture of the ex-Conservative minister was put up on Tuesday in Portcullis House, where many MPs' offices are located, in time for the return from summer recess next week.

It forms part of ongoing talks about a fitting memorial for the minister turned Reform UK spokeswoman, who died aged 78 after being found in her Devon home. Joshua Kerry, 28, has been charged with murder.

Helen Grant, Widdecombe's successor as MP for the area of Maidstone in Kent, said the portrait was "the start of a lasting tribute to Ann".

"I am delighted that the Speaker of the House of Commons has confirmed that this portrait of Ann Widdecombe will be on show in Parliament, following her tragic death earlier this year," Grant said.

Work is underway "to explore a more permanent commemoration on the Parliamentary estate", she added.

The chosen photograph was taken in 2010 in the Cloister Corridor of the Palace of Westminster.

Pakistan PIMS fire: Witnesses say door was locked as Islamabad hospital blaze killed 14 babies

It was just after dawn on Wednesday morning at a maternity ward in the Pakistani capital when a horrific blaze erupted.

It would go on to kill 14 infants as parents say they waited hours for help to arrive.

Hivsa Walid was near the room at the Pakistan Institute of Medical Sciences (PIMS) hospital with her sister-in-law, who had given birth days earlier. She initially heard a shout and thought a patient had died - but then she saw smoke.

The pair fled with the baby, who is so small she does not yet have a name.

"We didn't even think about our belongings. We just grabbed the baby and rushed downstairs.

"Some patients had delivered their babies just that night. I don't even know how we managed to get down - it was all a blur."

The fire broke out in an air-conditioning unit on the third floor of the mother and child unit at PIMS, one of the main state-run hospitals in Islamabad. Only one of the 15 babies present was saved.

England v Pakistan: Joe Root shows himself to be the leader England need

In terms of Root's second coming as skipper, the off-field part might be the easy bit. It is on the field where he now has a point to prove.

He said as much last week before the Headingley Test - that the biggest challenge in resuming the captaincy was overcoming the perceptions others have of his leadership.

It is not that Root was an awful captain first time around - far from it. It is just the abiding memory is an awful ending of only one win from 17 matches, a horror run that left Root and his team broken.

Leeds was a dream restart, an innings win over Pakistan wrapped up inside three days.

But the one-sided nature of that victory did not give Root room to show what kind of on-field captain he will be this time around. His best act at Headingley was to win the toss and, after Ollie Robinson took a wicket with the first ball of the match, England were on top.

There have been glimpses of what the New Root could become.

Stokes' preference for naming an England team two days before a Test has gone, at least for now. England are likely to be unchanged at Lord's, though that will not be confirmed until the toss.

Root has removed himself from first slip and now fields at mid-off. It may only be a temporary move, but it puts him closer to his bowlers. On the first morning at Headingley, Root yanked a wayward Jofra Archer from the attack after only two overs. It is hard to imagine he would have done the same to either Stuart Broad or James Anderson.

There was a hint of funkiness in the field, albeit an overhang from Root's first spell as captain. The dismissal of Azan Awais in Pakistan's second innings was the eighth time a seamer under Root has had a catch taken at leg slip - the most of any captain since such data began being collected in 2006.

Asked what the difference was between the captaincy of Stokes and Root, fast bowler Josh Tongue said: "It's very chilled out there." Tongue probably did not mean to imply Root brings a greater calmness than Stokes, yet few would argue he has taken the intensity down a notch or two.

For all the impressive media conferences, bowling changes and leg slips, Root will be judged on results, and a win this week would give England their first series triumph since 2024.

There will be plenty of attention on the Lord's pitch, so heavily criticised after England's win against New Zealand. On Wednesday, Marylebone Cricket Club (MCC) chairman Mark Nicholas and director of cricket Rob Lynch were seen taking a good look at the surface.

Pakistan should be better than their showing at Headingley, mainly because they cannot get much worse. They are boosted by the return of captain Babar Azam from a hand injury and have won the previous two Tests they have played here.

England will want to build on the green shoots of recovery that sprouted in Leeds.

Jordan Cox impressed at number three and is highly rated by the management. There could be a logjam in the top order when Jacob Bethell returns to fitness, so all of Cox, Emilio Gay, Dan Lawrence and Jamie Smith will want to ensure they are not squeezed out.

Root said his quartet of fast bowlers "do not know how good they can be". That foursome now have the opportunity to show they can be England's first-choice attack in a range of conditions. It is a bad time for Carse to put himself out of the picture.

As for Root, no man has more runs or hundreds on this ground. Now he returns as the captain, already leading by example this week.

"When you have the privilege of being a leader within a team, you want to build something bigger than just winning," he said. "I feel like I didn't do that very well first time around.

"There's a lot to look forward to, there's a lot to work hard towards. I guess that's the fun side of it."

For Root and his players, following the past few days, the fun side will simply be returning to playing cricket.

If 16 May was the day the dream ended, 26 August may well turn out to be when the next one started for Hearts.

A mere three months on from a final-day defeat that denied Hearts a first Scottish top-flight title in 66 years, they have not only secured a tangible reward for finishing as runners-up, they did so with immense courage and togetherness.

Thursday's victory over Rapid Vienna on penalties secured a place in Friday's league phase draw for the Conference League and two games each in October, November and December.

A lot has changed in that three months - a new head coach in Belgian Wouter Vrancken, player departures and plenty arrivals - and a sticky start to the season threatened to prolong a sense of malaise after that 3-1 defeat by champions Celtic.

European and domestic losses got the 2026-27 campaign off to a whimper but Vrancken stayed calm and believes his team are now reaping deserved benefits.

"They have to learn that they're a good team, that they're good players, that they can show it," he told BBC Scotland.

"In the last away games in Europe, you see that they're a little bit scared to do things, to take risks or to give spaces away. Then we don't play our game.

"The development of the team, the progress of the team is amazing. The team spirit, I saw it from the first session already.

"They want to learn it. They wanted to have feedback. They want to go into it and the kind of football we played. This is the result. They get rewarded and I'm so happy for them."

Aston Villa are close to an agreement to sign striker Nicolas Jackson from Chelsea in a deal worth up to £65m.

There is a broad agreement between the clubs over the terms of a move for the 25-year-old, with Chelsea set to achieve their asking price with an initial sum of £47.5m with £17.5m in add-ons.

And if the Senegal international agrees personal terms and completes the switch to Villa his arrival is likely to trigger England international Ollie Watkins' move to Saudi Pro League side Al-Hilal.

The deal remains subject to personal terms being agreed, but negotiations are at an advanced stage, with Jackson expected to reunite with Unai Emery having played under the Villa boss at Spanish club Villarreal.

Jackson would become the latest player in Villa's summer rebuild following the arrivals of record buy Johan Manzambi, midfielder Joao Gomes, goalkeeper Zion Suzuki and defender Matteo Ruggeri.

However, there has also been significant movement out of the club and Watkins leaving would mean they had sold five of the starting XI who won the Europa League in May.

Morgan Rogers, Youri Tielemans, Lucas Digne and Ezri Konsa have already left with goalkeeper Emiliano Martinez expected to depart too.

Chelsea are weighing up a move for the Argentine, who is now deemed surplus to requirements after Suzuki joined from Parma.

In signing Jackson, Villa would be getting a forward who joined Chelsea from Villarreal for £35m in 2023 and scored 30 goals in 81 appearances.

His most recent appearance for the Blues came against Fluminense in the Club World Cup in 2025, while he also won the Europa Conference League with the club.

He spent last season on loan to Bayern Munich, scoring 11 times in 34 games and helping Bayern win the Bundesliga.

Chelsea banked a £14.3m loan fee from the move, though an obligation to buy for £56.2m was not triggered after Jackson failed to make 40 appearances of 45 minutes or more.

Fellow forward Liam Delap is also likely to leave the Blues, with a £50m fee agreed with Nottingham Forest for the striker.

Meanwhile, the club have also been holding talks with Atalanta's Honest Ahanor, 18, over a potential move to Stamford Bridge. The defender is valued at £34.3m by the Italian club.

English actor Tim Curry, best known for playing the outlandish Frank-N-Furter in film musical The Rocky Horror Picture Show, has died at the age of 80. Curry first played the role on stage before the film version, which was released in 1975 and has remained a cult favourite.

The actor also played fearsome clown Pennywise in the 1990 TV version of Stephen King's It, and was Long John Silver in 1996's Muppet Treasure Island.

His other films included Annie, The Hunt for Red October and Home Alone 2, and he was nominated for three Tony Awards on Broadway.

Curry had a major stroke in 2012 and had to use a wheelchair. He published his memoir, titled Vagabond, last year.

The funeral has taken place at a packed church in Birzeit, near Ramallah in the occupied West Bank, for the celebrated Palestinian artist Sliman Mansour, who died this week at the age of 79.

He was best known for his bright and powerful paintings depicting the Palestinian landscape, with its olive groves and citrus trees, as well as cultural scenes featuring symbols of identity amid the nationalist struggle - the Palestinians' pursuit of self-determination, independence and statehood.

One of his most famous works is Camel of Hardship, painted in 1973. It shows an elderly porter carrying the burden of Jerusalem and the golden Dome of the Rock on his back.

"He was actually the main Palestinian artist, the best known locally and internationally," recalled his friend and fellow artist Vera Tamari.

Tamari said Mansour's work showed "Palestine in all its beauty and hope".

"He portrayed the Palestinian woman in her thobe - her traditional embroidered costume - and he portrayed people very much attached to the land," she went on. "He wanted people to know that we are rooted here."

(中央社記者沈佩瑤台北26日電)民眾擔心掛著韓國名義進口來台灣的泡菜,用到中國甲醛白菜。食藥署今晚表示,已針對白菜及泡菜相關產品加強邊境管制,不分國別重點抽驗甲醛,依結果滾動調整管制措施。

近期中國河北省傳出業者為保持鮮度,將白菜浸泡在具有致癌風險的甲醛溶液後出貨,引發鄰近國家對食品安全的疑慮。

衛生福利部食品藥物管理署連日說明,中國白菜屬於不被准許輸入範圍,今年迄今,中國白菜無輸入查驗紀錄,至於韓國政府公布多批使用問題白菜製成的泡菜,同樣沒有輸入台灣。

為保障國人食安,食藥署今天晚間在臉書(Facebook)貼文指出,已針對白菜及泡菜相關產品加強邊境管制,不分輸入國別進行重點抽驗,檢驗甲醛,並依檢驗結果滾動調整管制措施。

此外,食藥署表示,經查食藥署邊境查驗自動化管理資訊系統(IFI),115年1月1日起至115年8月25日止,中國白菜無輸入查驗紀錄。

甲醛非台灣核准之食品添加物,依法不得添加於食品中。食藥署強調,如後續確認有使用中國甲醛白菜製成的韓國相關產品輸入台灣,將立即採取必要的邊境管制措施;對於已輸入國內的產品,也將依相關規定即時辦理後續處置。(編輯:李亨山)1150826

(中央社記者沈佩瑤台北26日電)油品檢出苯駢芘風波不斷,北市今天公布首件業者自主通報麻油不合格案。食藥署表示,7月1日起擴大抽驗市售食用油脂,目前共抽驗658件,不合格產品皆已依法處理並公告。

今年7月初爆發中聯油品致癌物苯駢芘超標案,後續苦茶油也發生苯駢芘超標問題,截至目前已有9家製油廠的苦茶油產品出包。

一波未平一波又起,今天再新增一款油品檢出苯駢芘。台北市政府下午表示,衛生局24日晚上接獲統健實業自主通報「麻油車頂級冷壓黑麻油」苯駢芘超標,已不分批號,將相關油品全面預防性下架,並啟動第4波擴大抽驗,以保障消費者權益。

衛生福利部食品藥物管理署晚間透過新聞稿說明,自7月1日起,各地方衛生局因應油品事件擴大抽驗市售食用油脂,截至8月26日止共計抽驗658件,品項包含大豆沙拉油、麻油/香油、苦茶油、葵花油及芥花油等。

針對目前抽驗狀況,食藥署北區管理中心主任劉芳銘告訴媒體,除11件為先前已公布的中聯油脂事件問題產品,另有14件苦茶油檢出苯駢芘不合格,皆已由衛生局依法辦理並公布產品資訊。

至於今天北市公布的「麻油車頂級冷壓黑麻油(有效日期:2028.04.06)」,劉芳銘表示,這是第1件業者自主通報麻油不合格案件。

劉芳銘說明,食藥署已於8月25日與北市衛生局共同前往統健實業股份有限公司查核,經查「麻油車頂級冷壓黑麻油」是由嘉義市統購實業有限公司製。

嘉義市衛生局同步於8月24日及25日至統購公司查核,不合格黑麻油產品共計216瓶,每瓶255ml,全數交貨予統健實業股份有限公司販售。劉芳銘強調,該局已責令統購公司暫停麻油產線作業及販售,並啟動退貨回收;統購公司是否製成其他產品及流向,食藥署正協同嘉義市衛生局持續釐清。

食藥署表示,將持續秉持「食安優先、科學查驗、公開透明」原則,並透過中央與地方密切合作,共同維護食用油脂安全,保障國人健康。(編輯:李亨山)1150826

農業部發布新聞稿指出,這波豪雨受損作物主要為木瓜,其次為番石榴、蔥、落花生及竹筍;縣市受損以嘉義縣損失4410萬元最嚴重,其次是雲林縣2942萬元、屏東縣2677萬元、台南市1882萬元、高雄市1411萬元。

農業部農業金融署發布新聞稿,為協助受災農漁民災後復耕、復養及復建,減輕其財務負擔,農業部提供農業天然災害低利貸款,自26日至116年8月25日,免息1年,至於因8月下旬豪雨申請的新貸案件,則自撥貸日起1年免息,利息由農業部補貼。

(中央社記者李晉緯新德里26日專電)尼泊爾發生嚴重土石流及洪災,已知有至少95人喪命、近400人失蹤。根據兼轄尼泊爾的駐印度代表處瞭解,目前並未傳出有台灣人遇難,印度方面則已派員到邊境處待命前往救援。

印度時報(Times of India)指出,尼泊爾邊境靠西藏處今天遭遇大規模暴洪及土石流,造成至少95人死亡,另有近400人下落不明,也讓包括橋梁、水力發電廠等基礎設施遭受大規模破壞。

根據尼泊爾旅遊局的初步統計,在災難發生後,有包括105名印度遊客,及來自美國、馬來西亞、英國、南非、澳洲、荷蘭在內的384名觀光客失聯,那些目前下落不明的人,大多是要前往西藏朝聖的。

根據台灣外交部的聲明,目前尚未接獲有台灣人在這場災害中傷亡或受困的通報,後續會持續關注搜救失聯者的情形,並適時提供必要的協助。

外交部目前對尼泊爾發布橙色旅遊警示,建議台灣民眾避免非必要的旅行,並提醒近期有計畫前往尼泊爾或目前正在當地的台灣民眾,應密切注意當地災情資訊,避免前往受災地區及其他可能的高風險區域,且要隨時與親友保持聯繫。

駐印度代表陳牧民在接受中央社記者訪問時表示,災難發生在尼泊爾靠西藏處,因為簽證取得不易,所以當地並非台灣人旅遊的熱區。

陳牧民告訴中央社記者,駐印度代表處在與尼泊爾僑民及當地相關人士聯繫後,皆獲得目前暫時沒有台灣人遇難或受困的消息。

陳牧民表示,目前獲得的情報是,事發時當地沒有台灣人,那裡在事發後也已被當局定為危險地區,在暫時關閉的情況下,短期內應該不會有台灣人前往。

路透社的報導指出,隨著洪水傾洩而下,印度人口稠密且與尼泊爾接壤的北方邦(Uttar Pradesh)、比哈邦(Bihar)都發布了洪災警報,北方邦當局更表示,已有約5000人被要求撤離,目前計畫一共要疏散1萬至1萬2000人。

印度斯坦時報(Hindustan Times)報導,印度已經準備好提供尼泊爾必要的協助,印度國家災害應變部隊(National Disaster Response Force)已經前往北方邦、比哈邦待命,隨時可以投入救援工作。

法新社報導,救援人員表示,當地整個聚落「被摧毀殆盡」。法新社查證過的監視器畫面顯示,一股數層樓高的土石流如巨浪般,猛烈衝擊中國邊境一側,數十人倉皇逃竄,卡車和巴士被洪流沖到一旁。

中國官媒報導,西藏一處邊境樞紐發生土石流,造成「重大傷亡」,目前已知3人喪生,另有265人下落不明。

尼泊爾警方表示,在這場「毀滅性洪水」過後,已尋獲157具遺體,警方人員「正協助將洪水風險地區的家庭…轉移至較安全地點」。

根據尼泊爾觀光局,災害發生數小時後,約有403名遊客失聯,其中341人為外國人,失蹤外國人包括142名印度人,以及來自澳洲、英國、馬來西亞、荷蘭、葡萄牙、南非、韓國和美國的民眾。

1970年代,他又出版幾部小說、短篇故事和3齣劇作,皆批判當時共產政權。

Meta’s $18B child-safety deal hinges on age verification tech that doesn’t work well

Meta reached an $18 billion settlement on Wednesday over a lawsuit brought by 29 U.S. states concerning children’s safety. The settlement is historic in scale as Meta agrees with a group of 52 attorneys general to implement sweeping changes to how minors use Instagram and Facebook.

The settlement “gives the AGs what they want, which is the political story that they’ve extracted a huge amount of benefit for the public from this settlement, including the platform changes,” Jessica Nall, a technology litigator at Withers, told TechCrunch. But Nall noted the settlement’s real-dollar impact is softer than the headline number suggests. “The fact that it’s being paid over 10 years really does blunt the financial impact of the large number, especially compared to Meta’s annual revenue… We’re talking about one of these tech companies where their annual revenue is larger than the GDP of most European countries.”

Indeed, Meta reported more than $200 billion in total revenue in 2025, which puts the $18 billion price tag in perspective. But the bigger story here isn’t the dollar amount. It’s what Meta now has to build: the most detailed child-safety rules any major platform has agreed to, resting on age-verification technology that still doesn’t work particularly well.

Meta hasn’t admitted wrongdoing, even as it settles allegations that it intentionally designed its platforms to keep children hooked — a common tactic for companies looking to avoid a jury trial, where the risk of a worse outcome is higher. A ruling against Meta could also have jeopardized the legal protections that allow social platforms to escape liability for what users post.

“I think it’s wise of them to try to get out of it, especially without a legal finding against them on any of the First Amendment issues and the Section 230 issues, which are still alive,” Nall said. “That could be existential, potentially, not just for Meta but for every tech company that has a product that engages with users, which is almost all of them.”

Meta’s settlement also reignites ongoing concern over age verification measures that are intended to protect children online but can, in practice, create new privacy risks for both kids and adults.

“This is a classic debate around prioritizing safety over privacy,” Dr. Alexis Ingber, a professor of communications at Syracuse University, told TechCrunch. “The perspective is, if we want to keep children safe on Meta platforms, here are all the design things we’re gonna have to do, but we’re gonna have to also do this age verification thing that’s gonna take away from people’s data privacy and will introduce these new data privacy concerns.”

Under the settlement’s terms, Meta has proposed a list of design changes, including a default two-hour daily screen-time limit for app use, plus prompts that appear every 15 minutes to “encourage intentional use.” Accounts that Meta identifies as belonging to minors will also default to being blocked from Meta apps overnight (between midnight and 6 a.m.) and will have notifications muted during school hours (8 a.m. to 3 p.m.). By default, teens won’t be able to see ‘like’ counts on their own posts or others’, among other changes.

“The design changes that were proposed in the settlement seem great on paper, but they are all reliant upon successful, effective, and unbiased age verification technology,” Dr. Ingber said. “You need to be able to identify that that’s a child versus an adult, and the way that we do that right now is not really effective… I’m very curious to see how Meta is going to move forward with trying to do that, given that by and large, these technologies have failed.”

Age-verification technology has evolved well beyond clicking “Yes, I am 21” on a liquor website. Companies now typically verify age through biometric scans (like a selfie), government ID checks, or analysis of behavioral patterns, and each comes with its own flaws. Behavioral analysis can misjudge adults as minors or vice versa, while ID and biometric checks require kids, and adults, to hand sensitive documents over to a third party just to use an app.

Some users also don’t trust platforms to roll out age-verification responsibly. Discord learned this firsthand when it tried to implement global age verification earlier this year and had to delay the rollout after significant user backlash.

Not everyone shares that pessimism, though. “I think the technology has evolved quite a bit in the last few years since these concerns started coming up, and I do think there are ways that [companies] can provide or implement age assurance technologies,” Philip Yannella, co-chair of the privacy and data security group at law firm Blank Rome, told TechCrunch. “I’m not going to say they won’t have potential privacy issues, but they could greatly lessen the privacy issues.”

Yannella added that companies don’t need to store users’ personal information to verify their age.

“There are ways you can verify someone’s age, create a token that would signal that this particular IP is associated with someone who’s below the age of 13, below the age of 16, whatever it is, but discard the personal information,” he said.

Still, Ingber and other experts caution that even if companies don’t retain this data, simply transmitting sensitive identity information online carries its own privacy risk. A breach of ID scans or facial biometric data tied to minors creates the risk of identity theft, and unlike a password, a leaked face or fingerprint can’t be changed.

Meanwhile, as Meta and the 52 state attorneys general finalize these guidelines — which Meta must follow for the next 10 years — the company is framing the settlement not as a concession, but as proof that it’s a leader in children’s online safety. Meta is now running full-page newspaper ads calling on TikTok and YouTube to adopt similar design changes, without mentioning that its own adoption came as part of a legal settlement. Under the agreement, roughly 30% of Meta’s settlement payment depends on whether TikTok and YouTube also comply with these guidelines.

While Ingber worries that Meta and other companies won’t be able to meet these commitments without relying on potentially insecure verification mechanisms, she sees the settlement as evidence of a bigger cultural shift.

“Meta has extraordinary power to create norms through its platform design,” she said. “If you change the way that the platform is designed, you can set new norms. You can make things better.”

Google’s Gemini has a branding problem, and so does the rest of AI

Google gets something right in its Wednesday announcement about new Gemini Live voice features when it says, “You shouldn’t have to guess whether a task requires Spark, a Daily Brief, or a quick inbox search.” Google means that as a promise — that the updated Gemini app can handle a variety of tasks via voice commands. But there’s a ridiculousness here: Google has given every Gemini AI feature under the sun its own branding, which undercuts that very message.

In the Gemini app, users can switch between chat, Spark, and Daily Brief — three separate features, each with its own icon and place in the app’s navigation. This clutters up what could otherwise be a more straightforward consumer experience, and it suggests that Gemini is still struggling to find a killer feature.

Take Daily Brief, for example. The feature comes across as something an AI engineer, not an everyday user, would think is clever. It’s essentially an AI-enabled agenda that offers “proactive, personalized updates” using data pulled from Google’s apps, like Gmail and Calendar. In practice, though, the Brief can’t tell the difference between information that’s urgent or actionable and unsolicited nudges to follow up on other things — like prompting you to continue research you started in the chatbot, or worse, resurfacing your prior Google searches.

That second part doesn’t feel useful; it feels creepy. So what if I had been researching college scholarships or animal rescues on Google? That doesn’t mean I want an AI tapping me on the shoulder about them later.

Spark has the opposite problem. It’s one of the more useful aspects of Gemini’s app — an AI agent that can take action on your behalf — but Google has packaged it as its own stand-alone brand, which it doesn’t need to be. Sure, internally, Google engineers may want to be on the Spark team, and that’s fine — but a mainstream AI app user definitely does not need to think about which “side” of the AI app they need to be in for a given task. They should just be able to type their request, and the AI figures out how to handle it, spinning up an agent if the task calls for one.

In fairness, the problem isn’t limited to Gemini. The AI industry at large seems to expose its internal architecture directly to consumers rather than hiding it behind a simpler interface.

Today, people have to think about whether they want to “chat” with Anthropic’s Claude or “Cowork” with its help. (Until this week, those two modes inside the Claude app didn’t even share a memory of past conversations.) ChatGPT is the same, requiring you to swap between “Chat” and “Work.” This is the kind of engineering-minded design that makes engaging with AI feel unnatural. Consumers are being asked to learn the brand names for what are essentially interaction modes or surfaces, powered by a company’s AI model.

This may be why Apple’s somewhat anticlimactic approach to Siri could ultimately win over consumers. Apple device owners don’t have to change any of their existing behavior to take advantage of it. Apple simply makes the apps and features that people already use — like Spotlight Search, the Photos app, the iPhone’s camera, and Siri voice requests — smarter without asking users to learn a new interface.

This same principle may explain the rise of text-based AI services, where users simply text a chatbot — like Poke, Ollie, Lindy, Orchid, Lucas, Folk, Tomo, Instinct, or others — and the assistant just does what’s asked.

Text messaging is a clean and simple, well-understood user interface, and it doesn’t require extra mental effort to figure out which feature or product inside a larger app you’re supposed to use.

As a16z investment partner Justine Moore recently wrote, “People don’t want to open an app every time they need help — they want a contact they can text like a friend. And the gold standard is iMessage.”

How do we explain OpenAI’s executive exodus?

OpenAI is the original frontier lab. Its latest publicly released model, GPT-5.6, is one of the most capable and efficient on the market. Its desktop app for agentic coding and workplace tasks has seen its user base grow by about 15 million subscribers in the last two months.

OpenAI has also already filed to go public. So why are all the executives heading out the door?

Since the turn of the year, more than a dozen executives have departed, including CEO Sam Altman’s top deputy, the chief operating officer, a chief revenue officer, its chief marketing officer, as well as several different team leads. Yesterday, news broke that Chris Malone, the company’s head of data centers, left the company last week after joining in March 2025.

Some of those departures were due to health issues, and others were due to reorganization that occurred as Altman sought to cut expensive “side projects” and focus on revenue-generating opportunities.

Still, Malone’s unexplained departure is striking, if only because OpenAI’s primary advantage over rivals like Anthropic or SpaceX is its investment in compute. OpenAI noted to TechCrunch that the departure follows a reorganization of the company’s infrastructure team, which is now led by vice president Sachin Katti, whereas Malone once reported directly to president Greg Brockman. It’s not surprising that a senior executive might leave a company if he suddenly finds himself several rungs further down the ladder.

The frontier lab declined to comment on broader changes at the company, but it seems apparent that Brockman is reasserting his leadership. As co-founder and president, he played important roles building OpenAI’s early infrastructure, but he was relieved of most management responsibilities in 2019, when Altman became CEO.

After that, Brockman played a disruptive role at the company, according to Karen Hao’s book “Empire of AI.” His contributions to individual projects like GPT-4 were undeniable, but he also seeded internal rivalries that helped kick off the “Blip” in 2023, when the company’s board briefly ousted Altman as CEO. Brockman would take a brief sabbatical in 2024 before returning to the company.

Today, the infrastructure and product teams report to him. “I like to say that everyone reports to Greg at the end of the day,” Thibault Sottiaux, who leads the company’s API and app offerings, told TechCrunch.

The specter of the company’s IPO hangs over everything. In June, OpenAI said it had filed going-public disclosures confidentially with the SEC. Tapping into public markets would be a boon for the capital-hungry frontier lab, but it also brings the prospect of disclosing its financials around the same time as rival Anthropic, which is also planning its public debut. Anthropic, however, is reportedly profitable, while OpenAI is reportedly seeing its losses grow along with its revenue. Now, OpenAI’s IPO isn’t expected until 2027; the average company that files confidentially for an IPO usually hits the trading floor within about five months; SpaceX did so in less than two.

Altman’s public comments about a bad past 12 months at the company and the internal reorganization jibes with a narrative that the company got over its skis with its IPO filing and is now reshaping the organization to make more money and carry less dead weight.

There’s a common cycle for some tech startups: Brilliant founders create the product, then bring in an experienced CEO to scale the company and prep it to go public. There was a sense of that dynamic when OpenAI brought in now-departed execs like Fidji Simo and Kevin Weil, who were veterans of multiple tech businesses — and now we’re seeing it again as Brockman’s influence grows. Before OpenAI, he was best known for building out Stripe’s business, and internally for championing the company’s go-to-market efforts.

With so much high-level turnover, OpenAI will need someone to fill the vacuum. The company will also need to trim its sails ahead of the IPO, boosting revenue and cutting costs wherever possible. For both problems, Brockman’s influence may be rising at the perfect time.

OpenAI releases its official report on the Hugging Face breach

OpenAI released its official report Wednesday on the Hugging Face breach, offering the clearest picture yet of how an unusual chain of events allowed an AI model to escape its testing environment and triggered a sprawling cybersecurity incident.

The report, released more than a month after the incident became public, spans several discrete cybersecurity compromises.

“This incident reflects misaligned behavior in an outlier scenario involving a rare and unexpected confluence of events: the presence of impossible tasks in the ExploitGym evaluation, model persistence over long task horizons, and messages to peer models that caused those models to deviate from their goal,” the report reads.

Many of the details in OpenAI’s report were previously made public in a Black Hat presentation on August 6, but OpenAI’s official report gives a more thorough accounting of the incident, including more detail on the testing that initiated it. The report also gives critical new detail into how OpenAI aims to prevent future incidents, including chain-of-thought monitoring and a more advanced system for halting rogue agents.”

METR and Redwood Research also conducted third-party assessments of the models’ behavior during the incident; both groups are planning to publish their own reports on the incident.

In broad strokes, the report describes how an OpenAI model was presented with an unsolvable problem in testing and proceeded to chain together previously undiscovered exploits in order to bypass security measures and complete its task. The model initially compromised the Artifactory package management tool in order to gain access to the internet, then compromised various systems across OpenAI, Hugging Face, and other vendors.

The report gives critical new details about the models that carried out the breach. The primary model was from the same family as OpenAI’s forthcoming Astra model, although the report emphasizes that it was “a distinct model with different post-training, where much of a model’s behavior is shaped.”

Because OpenAI was testing the model’s capabilities, it was also unrestrained by the normal classifiers meant to prevent models from compromising digital infrastructure.

“OpenAI estimates maximal cyber capabilities by running this evaluation without the production classifiers intended to prevent models from pursuing high-risk cyber activity,” the report explains. “These evaluations are important so that OpenAI can measure models’ underlying capabilities and design appropriate safeguards.”

The report also gives significant new information about OpenAI’s security changes going forward, building on the heightened monitoring and alignment efforts made public last week.

In particular, the company is increasing its monitoring of AI agents’ “chain of thought,” a working space in which AI systems record short-term reactions and goals. That monitoring will be paired with 24/7 escalation systems, as well as new tooling to halt workloads that are deemed unsafe.

“These changes are intended to improve both the breadth and speed of detection — from infrastructure anomalies to potentially concerning model behavior — and pair that visibility with mechanisms for rapid containment,” the report states. “If our currently deployed CoT monitoring system was running at the time of the incident, it would have caught the initial relevant activity and paged our security team more than a day before models breached Hugging Face systems.”

Flipboard acquires Graze, the feed builder working to monetize the open social web

Flipboard, the news magazine software company that has more recently invested in the open social web — the umbrella term for social platforms that let users, not one company, control their own data and audience — is making another big bet on that ecosystem. The company on Wednesday announced it’s acquiring the Portland-based feed-building startup Graze, which has been working to monetize the open social web by allowing feed creators to support themselves via ads.

Graze today offers tools to build, customize, publish, and manage Bluesky feeds, which are curated post streams that users can set as their home feed, pin for quick access, or pull into other apps built on Bluesky’s AT Protocol (an open technical standard that lets different apps share the same social network). Since launching 21 months ago, Graze has sent over 41 billion posts to some 12 million people, the company says.

The idea is that curators and communities can build their own feeds to turn their expertise into income. Most importantly, the ads are not based on the data-tracking model that relies on following individual users across the web and that open social web supporters call the “surveillance ecosystem.” Instead, they’re contextual. That is, if a brand wants to target ads to game developers, it can buy a placement in a feed run by members of that community. What’s more, the feed’s curator can pick and choose which ads they want to run.

Meanwhile, the ad revenue is split 70/30 with Graze, with the majority of the revenue going to the feed’s creator. At present, Graze has north of 7,000 feeds on its platform, and around 60% of its traffic is monetized.

In an interview with TechCrunch, Flipboard CEO Mike McCue praised the adtech involved, saying that “it doesn’t have to surveil anybody, and it doesn’t have to violate people’s privacy … so that’s a really fantastic vision. And the key thing is that all the economics aren’t just going to one player.”

He added, “The ad revenue is being shared with the feed builder.”

Flipboard had been using Graze’s feed-building technology in its new app, Surf, which led to the two companies working more closely together. It turned out that the outfits shared a vision for how the open social ecosystem could grow, but they were also duplicating each other’s work.

Graze co-founder and CEO Devin Gaffney realized things could move faster with a partner that already had the infrastructure he needed — in this case, Flipboard’s existing relationships with advertisers.

Post-acquisition, Flipboard will continue to use Graze’s technology and enable its users to build feeds themselves, which will expand beyond the Bluesky app to everything running on the AT Protocol, Flipboard’s own app included.

McCue noted that in many cases, the feed builders are people who are building their own communities on the open web, but their members aren’t necessarily thinking of it in the same way.

“They don’t think of it as, like, ‘I’m joining Bluesky’ or ‘I’m joining the social web, the open social web.’ They just think, ‘I’m joining The Tea because I care about women’s sports,’” he said, referencing a feed from one of the communities on Surf that’s called Bet on Her.

Flipboard isn’t disclosing the acquisition’s terms, but this was a small deal, as Graze had only raised $1 million at the beginning of 2025 and has just two team members.

Amazon’s smart home division, Ring, said on Wednesday that it is adopting a new encryption standard called TAKE (Throw Away the Key Encryption) as the default setting for video encryption and user control. The company says this standard lets it protect user privacy without relying on end-to-end encryption, which can restrict some features such as video search, video description, and shared trusted users.

Ring says the standard involves using a rotating set of encryption keys that are temporarily stored in the cloud and can only be accessed by the company to power features that users may have active. Once the request is completed, the company will delete the keys within 24 hours.

The standard also lets it temporarily decrypt and process users’ videos so it can offer cloud-based features like Smart Alerts, which can notify users when people, vehicles, or packages are in the camera’s field of view.

“With TAKE, Ring delivers the intelligent features you love and rely on, like Smart Alerts, and then throws away and deletes the encryption key. Only you retain the keys to your video,” the company said in a blog post.

Amazon’s white paper detailing the standard notes that it was developed with a base of Messaging Layer Security (MLS), an open messaging standard developed by the Internet Engineering Task Force. The company said that with TAKE, if you lose access to your device and buy a new one, you can authenticate yourself by standing near the Ring cameras to recover your encryption keys. Separately, you can use a passphrase, cloud-based backups, another approved device, or passkeys to recover your account.

The company said that TAKE will be gradually rolled out to customers starting in September, and will be the default standard worldwide. Users can still manually choose end-to-end encryption instead of TAKE.

Over the last few months, Ring has received a lot of criticism for its “Familiar Faces” feature, which uses facial recognition to identify visitors. In June, a class action lawsuit accused Amazon of storing images of passersby without consent.

Medical device maker Boston Scientific says a cyberattack is causing a ‘global disruption’ to its operations

A cyberattack on U.S. medical device maker Boston Scientific is causing an ongoing “global disruption” to its operations, according to a federal regulatory filing on Wednesday. This is the latest health tech giant to face a cyberattack in recent weeks.

The Massachusetts-based company, which makes medically implanted devices like pacemakers and defibrillators, confirmed in a filing with the U.S. Securities and Exchange Commission that on Tuesday it began experiencing “disruptions and limitations of access” to its IT systems and business applications critical for its operations.

Boston Scientific said the cyberattack has affected its ability to ship and process orders, but has not said whether the disruption extends to customers with medical devices and implants.

When asked by TechCrunch, Boston Scientific spokesperson Chanel Hastings shared the company’s public statement but would not comment on whether patients are affected by the cyberattack, say what steps patients should take, or answer questions about the nature of the incident.

Boston Scientific treats around 48 million patients a year, according to its website.

The company’s public statement said that its investigation is ongoing and that a timeline for its restoring its systems is not yet known.

It’s not clear what caused the cyberattack at Boston Scientific. Local media in Ireland reported that thousands of staff across Boston Scientific’s campus in Cork were sent home on Tuesday after network communications were cut across the company.

Boston Scientific is the latest health technology company to have been hacked this year, including medical device makers Abbott Laboratories and Medtronic. Earlier this year, Iranian-backed hackers were blamed for a cyberattack on U.S. medical device maker Stryker, which allowed the hackers to remotely wipe tens of thousands of employee devices across its Windows network by abusing a centralized device management portal provided by Microsoft.

According to public internet records, Boston Scientific relies largely on Microsoft and Amazon Web Services for its corporate infrastructure.

US seizes domains of Chinese botnet used to hack NASA, Justice Department, and the Senate

The FBI has seized a series of domains that were used by a large-scale botnet to coordinate and launch China-backed cyberattacks against American targets.

According to the Justice Department’s statement on Wednesday, the seizures of the botnet’s domains deny the operators access to the platforms. The botnet was allegedly used by the Chinese government to break into computers across the United States, including systems at hospitals, defense contractors, and several federal government departments.

Prosecutors said the China state-sponsored group, known as QTFY, was run by a Chinese company called Nanjing Xinjiuwei Network Tech, which created and operated the botnet of thousands of compromised internet-connected devices. The botnet aimed to serve as obfuscation networks, which hide the malicious traffic of hackers to make their activity more difficult to detect.

Per the Justice Department, QTFY offers computer hacking services to its customers, who include Chinese government hackers working for the Ministry of State Security, and allows them to use the botnet.

The hacks date back to 2018 and affected NASA, the Federal Reserve, and the Departments of Energy, Justice, and Health and Human Services. The U.S. Senate was compromised as recently as 2026, according to the government’s affidavit seeking a court order to seize the botnet’s domains filed earlier this week.

The Justice Department said that the domain seizures made the botnet and its command and control servers “inoperable,” as the domains were hardcoded into the botnet’s code and were critical for the botnet’s communication and essential operations.

Network giant Lumen said in a blog post that it had observed the hackers profiling and targeting government agencies, the defense and aerospace sectors, and others for the past year, and shared threat intelligence with the FBI.

Anthropic continues compute-gobbling streak in $45B deal with Nscale

Anthropic has signed a deal to rent about $45 billion in AI compute from Nscale, a British AI infrastructure company, a source familiar with the deal told TechCrunch.

Nscale, founded only in 2024, has already cut deals with the likes of Microsoft and will supply Anthropic with compute via Nvidia’s Vera Rubin chips, its new state-of-the-art chip system.

The Vera Rubin system combines six different chips working in concert and is considered the cutting edge of chip design. The compute capacity is expected to start powering the AI lab’s services in late 2027, the source said.

The deal, first reported by Bloomberg, is only the latest in a spree of compute partnerships for Anthropic. Bloomberg writes that the deal spans six years, with the computing power coming from Nscale’s flagship data center in West Virginia.

Over the past eight months, Anthropic has aggressively scaled up its compute capacity in an effort to better compete with rivals, most notably OpenAI.

Earlier this month, Anthropic signed a $10 billion deal with AI cloud startup Volta — founded in January — securing a six-year supply of cloud computing power from a data center in Norway. In July, the company also signed a $5 billion compute-related deal with AMD.

A few months before that, in May, Anthropic revealed it had entered into a large computing deal with SpaceX (run by Elon Musk, whose rivalry with OpenAI CEO Sam Altman has made him an unlikely ally of Anthropic). That deal draws computing capacity from two different SpaceX data centers and is reportedly providing Anthropic with $1.25 billion worth of capacity each month.

In April, Anthropic also signed a deal to significantly expand its partnership with Amazon, gaining access to an additional 5 gigawatts of compute. That same month, the company also expanded its relationship with Google and Broadcom, adding even more power capacity.

Anthropic is hardly alone in its enthusiastic pursuit of more AI horsepower. The race to gobble up as much compute capacity as possible is ongoing, with other major players — including Google, OpenAI, and Meta — all following a similar track.

Apple is holding its iPhone launch event on September 9

Meta agrees to sweeping changes to restrict kids’ access to its apps as part of settlement with states

Under the terms of its $18 billion settlement to resolve claims brought by 29 U.S. states over children’s safety, Meta on Wednesday agreed to sweeping changes designed to restrict minors’ access to Instagram and Facebook. The changes include a daily time limit, a restrictive “Night Mode,” autoplay controls, and more.

The social media giant says the new protections will automatically apply to users under 18 on Instagram and Facebook in participating U.S. states and territories, pending judicial approval. The majority of these controls are required to remain in place for 10 years.

One of the most notable changes is that Meta plans to implement a daily two-hour time limit for teenagers on its platform. The limit can only be disabled with parental permission, and once the limit is reached, teens will be locked out of Facebook and Instagram.

Meta says the limit will be cumulative across Facebook and Instagram, which means that time spent on both apps will count toward the two-hour total. The limit will also be applied if Meta detects someone is using multiple accounts.

The company also said kids will be able to choose a non-algorithmic feed that isn’t personalized by its recommendation systems as their default. Currently, users have been able to temporarily see a chronological feed on Instagram and Facebook, but can’t set it as their default feed. Instead, the app pops up the algorithmic feeds each time you open the app. Now, parents and guardians can set their teenaged kids’ default experience to a non-personalized feed.

Meta said it will also introduce a default “Night Mode” block on its apps between midnight and 6 a.m. that would prevent underage users from accessing, posting, or viewing any part of its platforms. A Meta spokesperson told TechCrunch that while the company already mutes notifications for teens at night, the new setting will block them altogether after midnight.

Teenagers will also receive prompts after every 15 minutes of continuous usage on Facebook or Instagram. The new prompts will accompany the current prompts that teens see when their total daily usage hits 60 minutes.

Meta will also block underage users from using extreme makeup filters, a move that expands upon its existing restrictions that prevent them from using cosmetic surgery filters.

Additionally, the company will mute notifications by default during school timings, which it is setting as between 8 a.m. and 3 p.m. During those hours, teens won’t receive push notifications, except for DMs and alerts related to account security or safety.

Another new setting will allow parents and teens to turn off autoplay. Meta says they will need to take a “deliberate action,” such as tapping or swiping, to see more content.

Like and reaction counts on posts will also be hidden for underage users by default, whether the posts are theirs or someone else’s. While teens can already choose to hide like counts, now those counts will be hidden by default.

Meta also said it’s strengthening its technology for identifying users who may be aged 13 to 17, even if they provide an adult birth date, to ensure they receive appropriate protections.

The social media giant published an open letter asking TikTok and YouTube to join it in setting an industrywide commitment by also introducing a daily time limit, turning off access to apps at night, restricting notifications during school hours, and 15-minute usage prompts.

Meta’s $18 billion settlement will be distributed to the states over 10 years, but 30% of the settlement, or about $5.3 billion, will only be paid if YouTube and TikTok implement the same limits.

“All platforms should empower parents and support teens by putting the same measures in place, because we know that when teens are restricted on one app, they simply move to another,” the company wrote in a blog post.

Meta said it will continue to prevent teens from following or interacting with accounts it considers age-inappropriate. It also will continue to default teens into private accounts and restrict suspicious adults from contacting them.

Radar makes podcasts searchable — and usable by AI agents

Particle, the AI newsreader startup founded by former Twitter engineers, is shifting its focus to a potentially more lucrative idea: indexing the spoken conversations buried in podcasts and making them discoverable. On Wednesday, the company introduced Radar, a podcast search engine that not only transcribes podcast audio but also understands what it means, enabling it to pull out key quotes and highlights.

The solution has business potential, as it’s already attracted interest from hedge funds looking for data that their agents can’t see, explains Particle co-founder and CEO Sara Beykpour.

“Hedge funds have been the highest-volume customers that are directly integrating with the API,” Beykpour told TechCrunch. While journalists and researchers could also make use of the tools, other top-paying customers have included AI search platforms and data resellers. (The search API provider for AI agents, Exa, for instance, is among Radar’s partners.)

The idea itself stemmed from one of the Particle news-reading app’s most beloved features. The app had used its API to source interesting podcast clips that it then included alongside related news stories in the app’s feed.

Particle’s team realized the product’s value, but also that it was somewhat trapped in the news reader. As the movement around AI agents began to gain steam, the company decided to pivot and focus on building an API for its podcast intelligence product.

“Our vision is really to have all new media intelligence and all audio intelligence in that API. One of the reasons why it’s an interesting space is that most API agents and services crawl the web and they’re focused on text. We are providing that layer with audio,” Beykpour said. “Agents are generally blind to audio; they can’t see it unless something or someone has transcribed it.”

With Radar, the company transcribes more than 130,000 podcasts, making it the largest transcribed podcast service in existence. This includes all the Apple Top 200 podcasts across its 135 verticals, with 20,000 episodes added to Radar’s index daily.

The podcast transcriptions include speaker labels and rich metadata, as Radar understands the entities — people, companies, brands, products, and topics — being discussed.

It’s also able to track mentions of these entities across podcasts and send alerts whenever they come up, either when the mention occurs or as a daily or weekly digest.

The alerts, which can be delivered via email, Slack, or webhook, can be customized with filters. These let users configure Radar to only send alerts when certain guests appear and discuss a particular topic, for instance. The search can also be narrowed in other ways, such as limiting it to top podcasts only.

Radar can extract relevant self-contained clips, with timestamps, allowing users to both listen to and read the comments made.

“We’ve pre-chosen notable clips, so if you can’t listen to the whole podcast and you don’t want to read a summary, this is the best way to just get an idea of what’s happening in that podcast,” Beykpour noted.

Radar can also track the topics mentioned in the podcast, who or what was mentioned and when, listener ratings and reviews, the episode’s ads, and more. There’s even a dedicated podcast ads search engine that can find every episode where a given company advertises and track how it trends over time. This feature has additional monetization potential, alongside other tools offering political bias analysis, chart rankings data, audience size estimates, sponsorship data, and brand suitability.

While all of this is available through Radar’s web interface, its real product is the API and MCP, which allows AI agents and other businesses to tap into this same intelligence programmatically.

Radar is priced at $29 a month per seat, with a $399-per-month plan for businesses that includes 20 seats. API users have custom pricing, based on their needs.

In the future, Radar plans to expand the service beyond podcasts to support other forms of audio, such as YouTube videos and news clips.

Ex-Meta scientists want to bring visual AI to the factory floor

AI is transforming everything around us but, thus far, it has largely remained contained to the digital realm. Increasingly, however, startups are looking to take it into the real world.

Perceptron, a startup started by two former Meta research scientists, is one such company. Founded in November 2024, the firm develops frontier vision models that aim to help machines more competently interact with their physical environments.

This week, the company launched its latest model, Isaac 0.5, which its creators say is designed to provide machines with the ability to “perceive, reason and act” in industrial settings. Specifically, the software is capable of helping vision-guided robots navigate complex environments like warehouses or factory floors. It also helps companies extract visual intelligence from videos recorded by those bots.

Isaac 0.5 is also being released as an open-weight model, so its parameters and training materials can be inspected by anyone.

The startup was co-founded by Armen Aghajanyan and Akshat Shrivastava, who previously worked for Meta’s Fundamental AI Research (FAIR), the tech giant’s AI research division. The duo see their software as the future of industrial automated deployment.

“Physical AI today forces a false choice: generalist foundation models that need multiple dedicated cloud GPUs for every instance, or narrow models that handle perception or control, but never both,” the company says.

Aghajanyan and Shrivastava say their tool is unlike existing models in the space because it is general-purpose, meaning that it’s not built for one specific, repetitive task. Instead, they say, the model is designed to be flexible depending on the particular environment (or situation) it is in.

In an interview, Shrivastava asked me to consider what goes into a simple physical process like organizing boxes: “Imagine there’s a robot being deployed to sort packages right now. What are the tasks it would need to do?”

Such a relatively simple task indeed consists of many steps. A robot would first have to read the label on the package, do some spatial analysis to understand where the boxes are, and decide which one to pick up. If it’s picking up a series of boxes, it would have to plan which boxes to pick up and in which order.

Perceptron’s software is designed to help robots find their way through each step of the process. To be clear, the industry already has software that can help machines do most of those tasks, but there are few programs that are designed to do it flexibly.

Where does the data for this algorithmic alchemy come from?

Models like Isaac 0.5 learn operational skills by ingesting gargantuan amounts of video training data. Perceptron says its new model was fed on a million hours of what is known as general video to teach its algorithm to identify particular settings, visuals, and scenarios. The company also relied heavily on what is known as ego video — video captured, typically through a GoPro or a wearable camera, from the perspective of a person completing a physical task — as well as UMI video, which are similarly used to teach AI systems movements by recording repetitive human actions.

While Perceptron isn’t disclosing the sources of its training data, Shrivastava said that the company had “internally built petabyte-scale datasets that span across modalities, whether it’s images, text, video, etc. all the way through robotic trajectories.”

The utility of a software that can help robots operate competently in warehouses is obviously vast, and Perceptron thinks it’s well-positioned to lead that wave of automation. The startup is ready to market its software to a variety of vendors, and thus potentially see its intelligence layer integrated into a broad array of industries.

Those industries include manufacturing, logistics and warehousing, security, mobility, as well as media and entertainment.

“Nothing like this really exists out there,” said Aghajanyan. “We’re really excited about it.”

The company previously raised $16 million from Bessemer Venture Partners, The Explorer Fund and SmartGateVC in 2024, according to Pitchbook. TechCrunch understands the startup is in the process of closing an additional round.

Bill Gates wants to see a robot tax and ‘Human Reserved’ jobs to mitigate harms from AI

Bill Gates posted a long essay to his Gates Notes site today, showing just how much the Microsoft co-founder has been thinking about the social impacts of AI.

Gates is mostly in the Responsible AI camp, arguing that Pacing the Frontier, the open letter published by AI employees pushing for an AI slowdown, would be a good idea, but expressing skepticism that it would be sustainable.

He also expressed excitement about AI’s benefits to science and healthcare, but worried about the labor impacts — all pretty familiar stuff if you follow Anthropic’s policy work.

But there were a few genuinely new ideas that could change the conversation if they take off. For starters, he proposes a “robot tax”:

Right now, if you’re an employer and you hire someone, you pay payroll taxes on their earnings. But if you buy a robot, you can usually write it off right away as a business expense. The tax system nudges you toward replacing people with machines.



A tax would slow the rush away from human labor a little and raise money for retraining and a stronger safety net.

He also proposes setting aside certain jobs as “Human Reserved,” essentially barring AI from being used in certain tasks. It’s an interesting idea, and one that would be easy for policy-makers to enact:

We might set something aside as Human Reserved for economic reasons. For example, we may do it because allowing machines to take over a certain role will displace a large number of people who can’t easily change jobs. You can’t tell a 55-year-old who has worked in construction their whole career that they need to go work at an elder care facility and expect them to find it fulfilling.



Sometimes the decision to make something Human Reserved will be driven by other factors. In health, for example, imagine a robot giving you the awful news that you have an incurable disease. There’s no technical reason why it couldn’t. Yet it shouldn’t.



The Human Reserved domain will evolve over time — for example, we should consider setting aside some jobs now and phasing in AI slowly over years or decades with a commitment to preserve some jobs.

We should also note that both ideas would put a pretty serious dent in the profits of the major labs, which may be why we haven’t heard much about them until now.

In addition, there are still a lot of unanswered questions about who exactly would set these rules and what exactly the rules would say, if they were to be rolled out.

CISA confirms hackers targeted over 100 US water systems during July

U.S. cybersecurity agency CISA said it has observed cyberattacks targeting over 100 internet-exposed systems across the U.S. water and wastewater sector, amid a wave of hacks targeting American critical infrastructure.

The number of affected systems provides new context to the scale of the ongoing cyberattacks targeting water providers in Michigan, Minnesota, and at least five other states.

The federal agency, which oversees cybersecurity defense and critical infrastructure protections, said in an advisory that the attacks have largely targeted programmable logic controllers (PLCs), which are used to control physical systems and machinery across water providers, energy systems, and other parts of critical infrastructure.

In recent weeks, hackers have targeted PLCs made by several manufacturers, including Rockwell, Schneider Electric, and, more recently, Siemens. CISA previously said that the cyberattacks are relying in part on AI tools that rely on public information to develop scripts capable of targeting vulnerable Siemens PLCs.

The intrusions have had little effect on water or waste water supplies to local communities, but have resulted in outages and disruption as incident responders investigate the breaches. CISA previously reported that some of the intrusions allowed hackers to modify affected PLCs to disable shutdown processes and alarms, potentially creating “unsafe conditions” without notifying the affected operators.

Many of the affected communities are in rural or isolated areas, where disruption to critical infrastructure systems can affect a large area of people.

Reports citing senior American officials say that U.S. intelligence believes Iran is likely behind the largely opportunistic attacks on water providers, likely in response to the U.S. and Israel-led war against Iran, but officials have fallen short of a concrete attribution.

The intrusions have sparked broader concerns about the cybersecurity and resiliency of critical infrastructure across the United States.

U.S. officials have warned in recent years that hackers working for China have been planting destructive malware on critical infrastructure ready to activate as a distraction in the event of an anticipated Chinese invasion of Taiwan. Russia has also been linked to several cyberattacks on water providers, and power and energy grids, across Europe as part of a growing campaign seen as aimed at testing the NATO alliance.

Over the weekend, the nerds were buzzing with speculation over which AI lab was behind Ox Alpha, the mysterious new open-weight AI model launched onto OpenRouter anonymously and already topping benchmarks and leaderboards against the best models.

As many had expected, Ox Alpha was spawned by GLM-maker Z.ai, according to Bloomberg. Z.ai confirmed that Ox Alpha is the newest iteration of its GLM series, which Hugging Face famously used recently to defend itself against an attack from OpenAI agents.

The company said it will release the weights for Ox Alpha on Wednesday, after which developers can build on top of it. The company describes Ox Alpha as “a reasoning model designed for coding, sustained agentic work, and production workloads. It is suited for long-horizon software engineering, complex reasoning, and workflows that combine text with visual context.”

The release of Ox Alpha adds to the burgeoning threat of cheap, capable models from China that could take real market share away from expensive frontier model companies like OpenAI and Anthropic.

Earlier this month, Z.ai released GLM-5.3, which rivals Anthropic’s Fable 5 on certain benchmarks.

Meta settles for $18B in lawsuit brought by 29 states over social media harms to children

Meta has agreed to pay up to $18 billion to settle claims from 29 U.S. states over children’s safety.

The lawsuit alleged that the social media giant knowingly designed platforms like Instagram and Facebook to addict children, despite knowing about the harms the platforms could pose to young users. The states also claimed that Meta knowingly collected data from children without parental knowledge, which violated the Children’s Online Privacy Protection Act (COPPA).

By settling, Meta is not admitting that it’s guilty of these claims, but it shows the company’s reluctance to move forward with a jury trial.

Meta is framing its settlement as a call to action for YouTube and TikTok to adopt a set of protections for teens and controls for parents, which it developed in collaboration with 52 state attorneys general. Pending judicial approval, these protections will include the following terms, which will remain for 10 years:

A default two-hour daily time limit, cumulative across both Facebook and Instagram; at 60 and 90 minutes, teens will be alerted about their daily usage, and they will also see prompts at 15-minute intervals to “encourage intentional use,” per Meta’s description

A default block from Meta’s apps between midnight and 6 AM (known as “Night Mode”), plus muted notifications from 8 AM to 3 PM, when teens should be in school (“School Mode”)

A default block for teens on seeing the number of likes and reactions on both their own posts and others’ posts

A block for teens on using what Meta describes as “extreme makeup filters,” building on its existing block of cosmetic surgery filters

Further investment in age assurance technology to proactively identify accounts that might belong to users under 13 years old, or accounts that might belong to teens but were registered with an adult birthday

While Meta already defaults teens into private Facebook and Instagram accounts, the company says it will strengthen its work to prevent adults from finding, following, and interacting with teens. Meta has also vowed to strengthen its existing parental controls and improve its response times to harmful content reports from teens.

Meta adds that direct messages are not included in time limits or muted notification periods so that teens can “stay connected with friends and family.”

Meta’s $18 billion settlement will be distributed to states over a 10-year period, but 30% of that settlement — about $5.3 billion — will only be paid out if YouTube and TikTok implement a one-hour daily time limit, Night Mode, and age-assurance measures. These platforms must also agree to pay an amount matching the 30% figure.

“Because teens move fluidly across dozens of apps, we need an industry-wide solution,” Meta’s Chief Legal Officer C.J. Mahoney said in a statement. “We therefore call on our industry peers, TikTok and YouTube, to implement this new framework, right away.”

Meta says that it will pay a $10 billion legal expense in the third quarter of this year, which will impact the company’s expenses and profit; however, Meta’s stock has risen on the news of the settlement.

Capital F closes $17M debut fund with goal to back the future of the ‘female economy’

Capital F, one of the few all-female-led VC firms, announced Wednesday the $17 million close of its debut fund.

The firm backs companies building in the “female economy” — or the markets where women drive demand. That mainly falls into three buckets for the firm, Margaret Coblentz, the firm’s co-founder, told TechCrunch — women’s health, digital commerce, and AI tools. The latter is increasingly important since “women are disproportionately the victims of trust and safety violations,” Dawn Dobras, the co-founder of Capital F, added.

Coblentz and Dobras spent the last 30 years running companies together. Dobras was notably the CEO of the clean beauty retailer Credo Beauty and spent a decade at Gap before moving on to the clothing retailer Charlotte Russe. Coblentz also worked at Charlotte Russe before launching her own luxury knitwear brand, which eventually exited.

Coblentz said she and Dobras decided to come together and launch a firm after spending years at the executive top ranks and realizing that “there weren’t a lot of women there.”

“If you had asked me maybe 15 years ago, ‘Are you going to go into venture?’ I don’t know that I would have said yes,” Coblentz said. She and Dobras started angel investing after their corporate careers and always knew that “who writes the check and who owns the company matters quite a bit.” They first worked together almost 17 years ago at Charlotte Russe and figured, well, second time was the charm.

The result was Capital F, named after their favorite F words, Dobras said. “Things like future, fund, fantastic, and, you know, fill in the blank.”

During the fundraising process, they hosted salon events across the country for the “VC curious” to bring more women into investing, and as a result, almost 80% of the fund’s LPs are women, including Jenny Ming, the CEO of Rothys and former head of Old Navy; Marta Benson, former CEO of Pottery Barn; and Linnea Roberts and her firm Gingerbread Capital.

“We realized that many times women aren’t invited into the rooms to invest in funds,” Dobras said.

Dobras said Capital F doesn’t back a founder until they’ve spoken to at least two of their LPs. “We’ve seen those relationships move into advisor, into board members, into additional investments,” she continued, “and most importantly, lots and lots of sales introductions.”

The journey to raise this fund had its ups and downs. “We always say we’re going to write a book,” Dobras said. They were working with the disadvantage of essentially being new fund managers. “Really, the people who supported us and wrote those checks came out of those salons,” Dobras said.

Over the past decade, there has been a lot of talk about the importance of investing in more technology that centers on women’s issues, such as women’s health, which has long been underfunded and underfocused. Coblentz said that, in many ways, those conversations have led to some innovations that are starting to have an impact. They also mentioned companies in their portfolio, like Malama, which offers doula support for people on Medicaid.

The firm has cut checks to 13 companies. It backs early-stage companies, writing checks between $250,000 and $1 million. Portfolio companies include the telemedicine startup Hey Jane, the period-and-cycle-tracking platform Stardust, and Big Sur AI, which Google acquired last year. “That was a fun LP letter to write because we hadn’t even closed the fund and we’ve already had an exit,” Dobras said.

They expect to finish deploying the fund by the end of 2027.

許淑華表示,女童母親長期在家從事性交易,去年底帶回家的男子觸碰女童大腿性騷並付錢給母親,報警通報至今已兩百四十天。男子三月被起訴,女童六月表示不想住在家中,八月中旬發生自傷事件,社會局都未進行安置。

台北市十歲女童疑遭母親性剝削,但報案後二四〇天、訪視逾七百次仍未受到安置,台北市社會局稱「女童不願受安置」。勵馨基金會執行長王玥好說,政府應以兒童「安全第一」為優先考量,女童若不願安置,怎麼會自傷?可從親戚或寄養家庭安置做起,不理解社會局因應方式。

社會局:訪視逾700次

王玥好說,兒少性剝削條例最初立法精神,是因為早期有人口販運問題,如父母將兒少賣去當娼妓,故當年法律設定受害兒少「原則性隔離安置」機制,隨著台灣兒少性剝削型態改變,已從原則性安置改為「有必要再安置」,以避免影響兒少其他權益。

但回到此一個案,王玥好認為,該案顯然有「性剝削」問題,女童母親在家中與客人性交易,客人猥褻女童,她不制止竟還收取費用,母親已經成為性剝削者,司法是否追究其觸法行為跟起訴?再加上母親的大女兒因性侵害被安置、二女兒疑似遭遇網路交友及性剝削狀況,綜合來看,這位母親已非合適照顧者。

勵馨:重點在有沒有效

北市社會局解釋,此案有高達七百次的訪視或聯繫。王玥好表示,「重點不是次數,而是有沒有效!」如果到後來的訪視僅是行禮如儀,受監視的對象會知道如何迴避。

王玥好直言,難以理解北市社會局如何確定這個母親會改變?不會再利用女兒牟利?孩子不會再受害?若北市社會局有處理好,孩子怎會自傷?

昨天上午記者會後,女童下午即被緊急安置到機構。北市社會局說明,安置與否是依「兒童權利公約」及SDM評估,若非立即危險,以兒童意願、不與父母分離為原則。觀察到乾爸、乾媽與生母之間的相處狀況改變,不希望大人的問題讓女童成為夾心餅乾,因此調整為緊急安置。

王玥好指出,女童依賴母親、不想離開,但兒少保護必須以「安全第一」為優先考量,專業人員可以跟孩子說明安置是為了保護其不再繼續受傷。至於安置方法,政府優先選有血緣關係的親戚,第二是寄養家庭,盡量不選擇機構安置。

非血緣的友人或乾爸乾媽等,雖不能直接帶走女童,但或可培訓他們成為寄養家庭,加上跟孩子有一定熟悉度,也可成為安置選擇。

判決指出,二〇二三年九月十三日凌晨,被害人透過LINE向林祝賀生日,林以喝醉、心情不好為由邀她外出,開車載到一處河堤,女子稱被林男摸肚子,想保持距離,提議到林的員山鄉永同路服務處,隨後林男在服務處二樓觸摸女子,被撥開手拒絕,竟自行脫去衣褲強行擁抱對方。

被害人證稱,她數度掙脫要求停止,林男仍躺在沙發壓住她的頭要求進一步行為,遭拒後又強拉她的手猥褻,她因為害怕想趕快結束,只得配合,事後林頻頻道歉,叫了計程車載她返家。

女有急性壓力反應

法官認為,事發後女子情緒明顯異常,向友人說明經過時哭泣,由友人協助撥打一一三求助,社工隨即介入,事情發生逾一年後情緒依舊低落,並因出現睡眠等問題就醫,有急性壓力反應等情。

此外,女子指證時,畫出林男下體入珠數量及排列位置,法院函請醫院鑑定,確認林入珠六顆,分布位置與女子所繪圖樣高度近似。宜院合議庭認為,被害人若非親眼看見或接觸,難以描述如此具體。

林已婚 稱被設局要上訴

已婚的林子凱出庭時辯稱,兩人在服務處確有擁抱、接吻,屬於兩情相悅,女子甚至主動隔著內褲觸摸他;林的辯護人質疑女子未立即報警,離開前收下林給的柚子及一千元車資,返家後還傳訊報平安。

宜院認為,性侵害案件具有隱密性,不能因被害人未立即報警,或事後仍有互動,就推論性侵害未發生。合議庭綜合女子陳述、入珠鑑定及事後身心反應等證據,未採信被告的兩情相悅說法,依強制猥褻罪判刑。

林男受訪指稱自己是被設局,女方目的是想索取金錢,事情被翻出來的時間點太巧合,懷疑有人刻意操作打擊他,他會上訴。

顧立雄:藍版定義過寬 年編400億難以執行

立法院長韓國瑜昨針對無人載具相關條例草案召集朝野協商,民進黨團強調行政院的「國防自主無人載具採購特別條例草案」方符合國防實際需求,國民黨團與民眾黨團則堅持採年度預算編列的藍白黨團版本,朝野無法達成共識,韓國瑜宣布今天院會進行處理。朝野已各自發出甲級動員,預計將掀起表決大戰。

藍白堅持採年度預算編列

對於國民黨團版主張預算規模二四〇〇億元、分六年編列,國防部長顧立雄昨在朝野協商會議上表示,國防部最希望各界支持的就是主管機關、經費額度與經費支用範圍等三條文。他指出,國民黨團版本對「無人載具」的定義相當寬,但每年「全部都是四百億」,按照藍版定義,光是軍用無人載具都是不足的。

顧立雄強調,行政院版的二一〇〇億元是有限定的,就是國防部所提的濱海監偵型、濱海攻擊型及小型自殺無人艇三類。若將所有無人載具都包含進去,光行政院已通過的明年度預算,在無人載具部分就已三一一億元,包括向美方採購的MQ-9B高空長航時無人機、銳鳶二型、垂直起降無人機等。

主管機關部分,顧立雄說,國民黨版規定主管機關為經濟部,但該版也涉及採購,是否能加上但書,明定「涉及國防軍用採購事項為國防部」。

經濟部建議不需再立專法

經濟部次長何晉滄表示,各部會已有完整法源與機制包括無人載具產業發展的支持措施,經濟部有「產業創新條例」可提供產業輔導、研發補助、租稅減免、人才培訓及資金協助,交通部有「民用航空法」,數位部與NCC也有相關法規,行政院並已在二〇二五年通過無人載具產業發展統籌型計畫,未來六年編列四四二億元,建議不需再立專法。

何晉滄說,產業最迫切需要的就是穩定的訂單,建議聚焦軍用無人載具採購,以特別預算集中資源加速推動;若採年度預算,恐有預算排擠、審查刪減或時程延遲問題,反讓業者產生不確定性,影響投入意願。

綠籲主責機關歸屬國防部

民進黨團幹事長莊瑞雄呼籲,朝野能一同通過行政院版,以六年上限二千一百億元特別預算形式編列,將主責機關歸屬於國防部,讓國防建軍有延續性,預算可以預期,讓產業與廠商在可預期情況下加大投資。

但國民黨團書記長許宇甄重申,黨團堅持主管機關應為經濟部,並由經濟部與國防部分別擔任主辦機關;國民黨立委賴士葆則稱,目前沒有無人載具專法,且特別預算條例通過後還要編預算送來,「沒有比較快」,年度預算可追加、更有彈性。

立法院朝野今天上午九時三十分將進行最後協商,預定十時進行表決。

曾任新北市議會國民黨團書記長的市議員王威元,涉協助不具投標資格的恆達空間智庫公司,取得「萬里公有零售市場拆除重建工程委託規劃設計監造技術服務案」,透過服務處顧問柯文學向新北市政府市場處關切此案,刪除投標限制,再將廿萬元現金藏在皇家禮炮洋酒禮盒中,試圖行賄市場處長李長奎被拒;新北地檢署昨依違反貪污治罪條例的「違背職務行賄罪」,起訴王威元並求刑三年。

助不具資格事務所 刪除投標限制

檢調追查,新北市場處今年三月辦理該項標案,預算金額二〇二九萬餘元;王、柯四月間向李探尋標案是否有包含拆除、規劃、內定廠商等,評估仲介標案及後續工程有利可圖,遂告知恆達相關的訊息。

檢方認為王男所為有損政府採購程序公平、公正性,求刑三年;柯男等人另案偵辦。王威元否認犯行,辯稱李知道禮盒有現金,給錢是希望李當作沒收到紙條,並反指檢方控他替廠商行賄,說不出他幫哪個廠商行賄。

傳承172年的「鷄籠中元祭」昨天(26日)深夜11時在八斗子望海巷海岸「放水燈」,由於海上風浪大,還有許多漂流木,救難及義消人員下海推水燈頭出海風險大,經道士誦經之後,各姓氏的水燈頭改放在岸邊燃燒,邀請海上「好兄弟」農曆7月15日中元節,到陸地共享普度。

昨天晚上基隆市區遊行結束後,各姓氏的水燈頭便送往望海巷,深夜11時展開祭祀科儀,法師誦經致祭,各姓氏宗親會依序將水燈頭抬至海邊,往年在海上點燃水燈由諳水性的救難和義消弟兄將水燈頭推向海中,不過今年海邊海浪約1.5公尺高,海面還有許多漂流木,水燈頭放入海中容易被浪沖倒,救難協會弟兄下水推水燈頭也很危險。

因此今年經宗親會協商後,各宗親會將水燈頭抬到海邊,由救難協會弟兄將水燈頭放入海中,移到岸邊點燃,讓好兄弟收到紙錢,收到宗親會誠心邀請,今天(27日)中元節普度到陸上享受祭品。

由於風浪實在很大,有的水燈頭被浪打上岸,還有救難人員跌倒,讓民眾看得很緊張。

尼泊爾與中國交界地區26日發生大規模山洪暴發,導致周邊河谷聚落遭洪流沖刷,至少造成157人死亡,更有數百人失蹤。專家認為,此次山洪暴發是冰川崩塌所導致;美國地質調查所(USGS)指出,此次山崩威力相當於規模5.2的地震。

綜合外媒報導,尼泊爾警方通報境內至少157人死,搜救工作繼續到26日深夜,尼泊爾旅遊部官員表示,至少有400多名遊客失蹤,其中約340人是外國人。

針對此次山洪暴發發生主因,一支國際科學家團隊推測,可能是一大塊冰體從冰河上斷裂崩落所導致,冰河坍塌引發一連串後續效應,而冰塊、岩石與泥土混合形成的洪流沿著山坡傾瀉而下,途中又捲入含水量極高的沉積物,大量土石流便沿著博特科西河(BhoteKoshi River)、特里蘇利河(Trishuli)與納拉亞尼河(Narayani)等地沖刷,導致周邊聚落遭到土石流摧毀。

美國地質調查所最初通報,26日清晨在加德滿都以北約66公里處邊境附近,發生規模4.4地震,隨後更新為規模5.2的山崩。美國地質調查所更正,表示震動不是因為地震,而是這場威力異常巨大的山崩本身所造成的振動強度相當於規模5.2地震。

2026南投竹山正覺寺大士爺文化祭,9月4日至6日登場,今年文化祭以「竹山好神」為主題,邀請名師與鑫城祀宴團隊合作,利用龍蝦、螃蟹與黃金蜆等食材,打造全台獨一無二的「海味大士爺」祭宴作品,展現傳統信仰與在地創意的結合。

正覺寺供奉的觀音大士歷史悠久,可追溯至清咸豐8年(1858年),為嘉義民雄大士爺祖廟正式認證的「第一分靈」,兩地歷史與人文淵源深厚,香火傳承至今已邁入168 年。民間信仰中,農曆7月普度的主角「大士爺」即為觀世音菩薩化身,正覺寺奉祀的觀音大士常托夢指點迷津、庇佑鄉里。

正覺寺管委會主委籃志文表示,今年文化祭活動,除了安排傳統科儀與盛大踩街活動,更結合美食街、多元競賽與藝人網紅表演,還可透過擲筊獲得「大士爺文創保溫瓶」等文創品,9月6日晚間7點半將迎來活動最高潮「神聖大士爺祈福升天」儀式,邀請信眾一同體驗這場兼具宗教信仰與在地特色的文化慶典。

此外,今年祭宴打破傳統常見的陳設形式,運用龍蝦的威嚴姿態、螃蟹的軀殼造型,加上黃金蜆的堆疊,將海鮮食材轉化為莊嚴的大士爺意象。作品遠觀氣勢磅礡,近看可見製作巧思,融合現代視覺藝術與飲食文化,為傳統祭祀注入新意,盼透過嶄新的祭宴創作,傳承大士爺文化精神,同時呈現竹山深厚的信仰底蘊。

南韓大邱日前發生25歲中國籍女碩士生「文文」慘遭殺害分屍的駭人命案。隨案情持續延燒,社群平台X及Threads湧現大量網友爆料,指出鄭姓凶嫌早已是惡名昭彰的騷擾慣犯。

命案曝光後,X平台帳號「李老師不是你老師」及Threads上出現大量校友與知情人士的爆料透露,30多歲的鄭嫌過去在校便劣跡斑斑。他長期利用講師與助教的身分權力,加上「同胞前輩」的熱心假象,專挑赴韓、語言不通的中國女留學生下手。

同鄉性騷擾慣犯

鄭嫌慣常以「大家都是中國人,在國外要互相照應」或「學術課業指導」為由強行介入女學生私生活,甚至以「妨礙畢業」等藉口威脅並進行死纏爛打的求愛與言語騷擾;若遭對方劃清界線或拒絕,便會展現極端佔有欲與報復心態。

過去雖早有多名女學生深受其擾,但考量鄭嫌具有校內教職身分,加上隻身在異鄉求學、擔心學業受影響或投訴無門,多數受害者最終只能選擇隱忍、避而不見。不料校方與同鄉圈未及時制止其惡行,反讓鄭嫌變本加厲,最終釀成殘酷命案。

不少中國網友嘲諷,出國前總被叮囑防範外國人,但真正到了國外才發現,最容易讓人卸下心防、卻也往往最心狠手辣的,恰恰是打著「老鄉」旗號的自己人,「(中國官媒)一直都沒有報清楚是哪裡人,原來」、「中國籍老師殺學生⋯⋯(老師)甚至是(教)『人體解剖學』學科」、「中國人在海外生活最好是遠離中國人,能離多遠就多遠。」、「中國人只騙中國人,中國人只坑中國人,中國人只拐中國人,中國人只害中國人。」

根據26日提交的法庭文件,全球最大社群媒體公司Meta已同意向美國多個州組成的聯盟,支付高達167億美元(約新台幣5320億元)的和解金,並對青少年使用臉書(Facebook)與Instagram的方式,實施全面的新限制。這項協議為加州一場具里程碑意義的審判畫下句點。

法新社報導,這項提交至聯邦法院的和解草案,將解決29個州的聯合指控。這些州指控Meta刻意設計平台機制使年輕用戶成癮、誤導大眾關於平台的潛在風險,並非法收集13歲以下兒童的資料。Meta此次同意的變革幅度超越以往,以回應家長與專家多年來對這家社媒巨擘影響兒童身心健康的強烈批評。

加州檢察長邦塔(Rob Bonta)在聲明中表示:「Meta已同意進行大規模改革,以降低其平台帶來的危害風險,並將在數個月內落實。」他稱此結果為「針對兒童的實質改變、實質透明度以及實質且可執行的保護」。

文件指出,Meta雖達成協議但始終否認指控,拒絕承認負有法律責任或不當行為;該協議仍需法院核准才能生效。

這場由29州發起的訴訟影響深遠,Meta先前曾警告,若在法庭上敗訴,公司恐面臨超過1兆美元的鉅額罰款。

報導指出,協議中最具影響力的條款並非財務賠償,而是Meta同意實施一系列將大幅改變年輕用戶體驗的新防護措施。其中之一是自動實施夜間封鎖,禁止青少年在當地時間午夜至凌晨6點期間登入臉書與IG。此外,青少年帳號的預設每日累積使用上限,將設定為2小時,但傳送訊息或觀看長影音的時間不計入此限。

若TikTok、YouTube或Snapchat等競爭平台跟進,限制將進一步緊縮,夜間封鎖將擴大為晚間10點至上午7點,單一應用程式每日使用限額將降至60分鐘(總計上限2小時)。

為確保合規,Meta與各州將共同挑選獨立稽核員,進行為期10年的監督,費用由Meta全額負擔。和解金則將分10年支付,身為最大受款方的加州預計將獲得15億至21億美元,紐約州則可獲最高11.3億美元。

這項和解協議也讓原訂的審判在開庭第二週提前落幕。在此之前,IG執行長莫瑟里(Adam Mosseri)25日出庭作證時坦承,他在推廣針對青少年的新安全工具時,隱瞞幾年前早期測試中採用率極低的數據;其他證人也在過去一週作證指出,Meta明知這些工具無效,甚至根本是「註定失敗的設計」。

隨著案件和解,原本預期將出庭作證的Meta創辦人兼執行長札克伯格(Mark Zuckerberg)將無須再親自上火線。

對此,蔡其昌今天(26日)在Threads上發文:「看到許多知名店家不接中秋訂單,反而呼籲大家把訂單轉去庇護工場,這樣的善舉,真的讓人感動到不行!『中秋做餅一個月,可以抵平常三個月』,他們卻願意把這份機會讓出去,選擇把溫暖留給更多更需要的人。看到台灣社會如此團結有愛,翁曉玲們不會覺得慚愧嗎?」

鄉民們紛紛留言:「依照翁邏輯……她覺得刪對了反正民間有愛」、「牠們不會覺得慚愧,甚至沾沾自喜」、「他們又沒良心怎麼會不安?」、「我們受夠她在欺負台灣得意的臉」、「完全不知道為什麼一個國家要被他們搞成這樣子!」、「他們放棄這次中秋節訂單,我們以後也要多支持他們」、「他們不會慚愧,他們還自導自演收割別人的善心,說總統府棄單,我真的是快氣死,快反擊拜託」。

美國總統川普26日接受保守派廣播主持人貝克專訪時表示,中央情報局(CIA)局長雷克里夫前往莫斯科的行程屬「半例行性質」(semi-routine),並暗示此行與推動結束俄烏戰爭有關。

〔健康頻道/綜合報導〕健檢發現維生素D偏低,很多人第一個念頭可能就是趕快買保健品補充。不過,恆新復健科診所醫師王思恒表示,1項追蹤超過5500名50歲以上成人、時間長達6年的研究發現,腹部肥胖又合併維生素D嚴重缺乏者,相較於腰圍與維生素D皆正常的人,死亡風險約高出2.23倍。因此,有時看到維生素D數值很低,未必代表因為缺維D才導致不健康,真正需要注意的關鍵,可能還有腰圍。

王思恒於臉書粉專發文表示,追蹤5,520名50歲以上成人長達6年的1項研究,發現死亡風險最高的,並非單純是維生素D最低的人,而是同時有「腹部肥胖+維生素D嚴重缺乏」的人。此族群與腰圍正常、維生素D正常者相比,死亡風險約為2.23倍。

維生素D低可能是身體「警示燈」

王思恒說,很多人可能認為,缺乏維生素D只要補充就好。不過,維生素D屬於脂溶性維生素,脂肪越多,維生素D會分布在更大的脂肪與身體組織中。因此血液中測得的濃度,也會比較容易偏低。他解釋,這就像是同樣一滴墨水,倒進一杯水時顏色較深,但倒進一大桶水,看起來就會淡很多。維生素D在肥胖者身上,也有類似的「稀釋」現象。

因此,王思恒說,有時看到維生素D數值很低,未必代表因為缺維D才導致不健康。影響方向甚至可能相反:由於腹部脂肪較多、活動量少、代謝狀況較差,也可能讓維生素D跟著變低。他指出,低維生素D有時比較像是一個「警示燈」,而不是問題本身。

只補維生素D未必能解決問題

王思恒提及,研究者也將數萬人分組,比較補充與未補充維生素D的差異,經過多年追蹤,目前結果並未發現補充維生素D能明確降低整體死亡率。不過,這並不代表維生素D不重要。若真的缺乏,仍應依醫師建議處理,尤其對於骨骼健康、骨質疏鬆風險等,維生素D都有其重要性。

王思恒提醒,若本身腹部肥胖,血糖、血壓也開始出現問題,同時健檢又發現維生素D很低,真正該做的可能不只是補充維生素D,而是應該處理腰圍、體脂、運動量、飲食與整體代謝健康。

王思恒最後也強調,看到健檢報告上的維生素D偏低時,不妨也留意自己的腰圍,因為真正值得注意的數字,可能不是維生素D,而是你的腰圍。

民眾黨中央來台中頻率愈來愈高,不但昨天在台中召開中央委員會議,台灣新故鄉智庫協會理事長、民眾黨創黨主席柯文哲將於30日上午在台中市舉辦「治理,從地方開始」論壇,出席有黨主席黃國昌及國民黨中市長參選人江啟臣,呈現中市長選舉藍白合趨勢,更是展現民眾黨全力輔選中市議員6名參選人進而全壘打的雄心。

民眾黨本屆總統選舉,柯文哲在台中市獲得3成選票,顯示民眾黨在台中市有不少選票,而柯文哲每一次到台中市輔選,依舊獲得民眾熱情的支持,因此不但今年黨慶在台中市舉辦,柯文哲更日前到台中市,對中市5個選區進行兩天的拜票活動。

這場活動民眾黨提名的中市市議員參選人應該也會出席,而民眾黨在台中市提名6席市議員參選人,傳出已有多位參選人選情愈來愈好, 因此黨中央視台中市為重要戰區;在距離年底大選不到百日,民眾黨集中火力輔選台中的成效,值得觀察。

賴清德總統昨在民進黨中常會表示,在野黨主張無人機回歸年度預算,可能排擠教育、社福等公共支出。國民黨文傳會主委陳以信嚴正駁斥,他指出,行政院提出的明年度國防部主管公務預算高達6919億元,比今年大增1305億元;而政院版無人機條例五年2100億,國民黨版六年2400億元,平均一年約400億元。他反問,「國防預算明年增加1305億元,為何容不下400億元無人機?」到底會排擠什麼社福支出?賴總統說法為何牛頭不對馬嘴?

陳以信指出,尤其行政院才剛宣布明年政府財政狀況充裕,足以在年度總預算中新增2357億元,普發全民現金1萬元。為何2357億元普發現金放進年度預算不會排擠社福,400億無人機預算放進年度預算就會排擠社福,他質疑「賴總統是財政邏輯不通?還是故意顛倒黑白愚弄國人」?

陳以信表示,明年整體國防經費已達1兆1225億元,每年400億元無人機經費只占約3.6%。國民黨支持強化國防,更支持發展台灣無人機產業,但既然年度國防預算已有充足成長空間,就應循正常預算程序逐年編列、接受國會嚴格監督,而不是動輒另開特別預算,避開舉債上限惡化財政紀律。

陳以信強調,《經濟學人》日前直批賴總統「固執」(stubborn),不與在野黨溝通。他請賴總統不要再固執己見,更不要拿「排擠社福」恐嚇國人,應向國人與國會清楚說明:明年國防預算大增1305億元,為什麼就是容不下400億元的無人機?賴政府非要「把無人機當提款機」、「刷卡換現金」的真實理由到底在哪裡?

今天(27日)是農曆7月15日中元節,也是道教三官大帝中的地官大帝聖誕,地官大帝掌管地界、考察眾生禍福及功過,地官生日為中元節普度孤魂,命理師楊登嵙表示,沒有補財庫就像是「口袋破漏沒有補」,今天中元節是「補財庫」的好時機,建議民眾可把握上午9點至11點祭拜。

台中市名門命理教育協會創會理事長楊登嵙表示,「財庫」就像裝錢的口袋,沒有補財庫就像是「口袋破漏沒有補」,再多的錢也可能留不住,建議民眾在求財之前先補財庫,一年當中適合補財庫的日子,包括農曆正月初五迎財神、正月初九天公生、正月十五元宵節、三月十五武財神生日、七月十五中元節及十月十五下元節,其中今天正逢中元節,也是適合補財庫的日子。

楊登嵙說,「三官大帝」是道教掌管天、地、水三界的神明,分別為天官、地官及水官,閩南民間俗稱「三界公」,神格崇高,地位僅次於玉皇上帝。三官大帝各有對應節日,天官聖誕為上元節,民間多舉行祈福法會;地官聖誕為中元節,民間有普度孤魂的習俗;水官聖誕則為下元節,民間祈求消災解厄。

楊登嵙表示,農曆7月15日是地官大帝聖誕,依民俗說法,地官大帝考察眾生禍福及功過,因此民眾也可趁此機會誠心懺悔,祈求赦免無意間犯下的小過小錯、消除厄運。

至於中元節如何補財庫?楊登嵙表示,台灣單獨祭祀地官大帝的廟宇不多,但一般祭祀玉皇上帝的宮廟,通常也會供奉三官大帝,民眾可前往祭拜。

他建議準備香、酒、蠟燭、鮮花、5樣水果、金紙、金元寶至少10顆,以及疏文奏表等供品;金紙則可準備壽金、刈金、福金(土地公金)及天金(天公金),依廟方規定進行祭拜。

尼泊爾與中國交界地區26日暴發大規模山洪,沖毀沿途社區並導致部分地區交通中斷,目前已造成至少160人罹難,並有數百名遊客、工人與其他人士下落不明;中國這端已知3死265失蹤。專家指出,在不斷暖化的喜馬拉雅山區,冰川崩塌極可能是引發這場災難的主因。

美聯社報導,尼泊爾警方通報境內至少157人死亡。尼泊爾官員表示,目前通報有403人失蹤,其中包括341名外籍人士。旅遊局發言人夏瑪(Sunil Sharma)指出,當中有133名來自印度的旅客,他們正前往印度教聖地、位於西藏的岡仁波齊峰(Mount Kailash)朝聖。失聯名單還包括47名美國人、34名澳洲人、33名英國人與24名加拿大人。美國國務院表示,已獲悉有美國公民受到影響。

影像顯示,受創嚴重的努瓦科特縣(Nuwakot)在洪流沖刷後,建築物的二樓似乎都被泥漿覆蓋。殘骸掛在樹枝與電線上,車輛遭掩埋,驚魂未定的倖存者全身沾滿泥巴。

夏瑪指出,在數百名於拉蘇瓦縣(Rasuwa)戈賽昆達湖(Gosaikunda Lake)地區徒步旅行的當地人中,至少有62名尼泊爾公民失蹤,28日恰逢當地的慶典「聖線節」(Janai Purnima)。尼泊爾警方發言人卡夫雷(Abi Narayan Kafle)表示,至少有28名警務人員失蹤。

官員警告數個縣的居民,應遠離波特科西河(Bhotekoshi)、特里蘇利河(Trishuli)與納拉亞尼河(Narayani)河岸。官員指出,波特科西河26日上午9點左右氾濫,摧毀數個村莊與水力發電計畫。至少19座橋樑被沖毀。

政府發言人博卡瑞爾(Sasmit Pokharel)表示,已請求印度與中國協助進行搜救工作。

美國地質調查所(USGS)最初通報,26日清晨在加德滿都以北約66公里處邊境附近,發生規模4.4地震,隨後更新為規模5.2的山崩。

印度總理莫迪(Narendra Modi)與尼泊爾總理夏哈(Balendra Shah)通話,表達援助意願。莫迪透過社群平台表示:「印度準備向尼泊爾提供所有可能的各項人道援助。我們的團隊正密切協調搜救與救災工作。」

聯合國發言人杜雅里克(Stephane Dujarric)表示,部分聯合國機構正在進行部署,「以努力滿足顯然將是非常龐大的人道救援需求」。

澳洲、英國、歐盟、芬蘭、法國、挪威與瑞士在一份聯合聲明中表達與尼泊爾人民同在,「我們鼓勵所有受災地區的民眾,在情況持續發展之際,遵循當地政府的指引與官方的安全警告。」

《Primavera》是Demna主導Gucci後的重要創意宣言,他透過個人視角大膽解構並翻新Gucci多個經典,系列從不同人物原型、身分與穿衣習慣出發,將輕盈、舒適及實穿性列為核心,卸下過去繁複厚重的包裝,透過無縫結構、隱形熱封邊緣與工程化弧形下襬,讓衣料貼近身體並保有流動感。

《Primavera》系列將運動元素融入洋裝,搭配毛絨披肩、皮革長袖與馬銜鍊手袋。

黑色皮革外套沿著衣袖加入Gucci經典紅綠織帶,呼應模特兒同色系龐克髮型。

蘋果(Apple)更新Mac桌機產品線推出全新Mac mini、Mac Studio,兩款新機外型皆無太大變化,主要升級在於「內在」,除了全面換上新一代晶片,同步加入Wi-Fi 7、藍牙6等新規格,進一步強化效能與連線能力。

全新Mac mini鎖定日常工作與一般創作者,提供M6、M5 Pro兩種晶片選擇,首次登場的M6更為蘋果揭開2奈米晶片時代,配備12核心CPU、12核心GPU,以及雙16核心神經網路引擎,最高支援32GB統一記憶體,記憶體頻寬也提升至最高170GB/s,蘋果表示,Mac mini換上M6後,相較前代M4機型的AI效能最快可達4倍。新機同時升級配備2.5Gb乙太網路或可選配10Gb乙太網路,擁有更快速的有線網路功能。

國民黨團提出「公民投票法第廿一條、第廿三條及第四十三條條文修正草案」,增訂公投法第廿一條第二項,明定如同時舉行兩項以上公民投票案時,應將各該公民投票案編印於同一張公投票。

這名母親育有三女,長女在二〇一〇年因遭到性侵被安置離家,十五歲次女曾接受兩次心理諮商,七月發生疑似網路交友涉及性剝削狀況,但社會局以「接近成年」為由不予以安置,出現自傷行為者為三女;許淑華痛批,市府接獲通報沒有積極作為,讓兩名兒少繼續受害,現行家庭追蹤與風險評估機制已經癱瘓。

台北市副市長林奕華昨天和北市社會局長姚淑文召記者會澄清,姚淑文指該案以公私協力輔導,強調女童在完整的錄音檔中明確表達不願被安置,卻遭惡意剪輯,因遭大人激化出現自傷狀況,市府才以司法保護安置先行處理。

姚淑文表示,至今共對案家訪視七一四次,積極處理,綜合評估女童有社工、社區網絡(乾爸、乾媽)等支持,因此採取阻斷方案、強化安全維護等計畫,杜絕女童繼續受害,後續追蹤也確認未再次發生。

許佳農(原名許禎哲)五年前曾駕高雄港籍「連鴻號」漁船走私九百六十二公斤K他命來台,被判刑六年定讞,卻在發監前潛逃無蹤。藏匿期間,又夥同胞兄許禎倫犯下規模更大的漁船走私毒品案,許佳農落網後直接發監。

檢方調查,許禎倫擔任「添號」船長,負責漁船接駁毒品;許佳農、戴男負責全案聯繫及找尋海上毒品對接船隻;疑為金主的戴聖治、劉展驛(二人通緝中)提供六百萬元前金。

「添號」去年十二月從東港出發,海上接駁毒品後,將毒品藏放漁船冷凍艙深處,仍被海巡署攔截查獲,扣得一級毒品海洛因磚七百四十塊(二五九公斤)、三級毒品K他命三百四十包(三四〇公斤)。

川普砍美韓軍演 美日韓「自由之刃」照常

美國總統川普為重啟與北韓領導人金正恩的直接對話,日前下令縮減美韓「乙支自由護盾」(UFS)聯合軍演,但有日本加入的日美韓多領域聯合演習「自由之刃」(Freedom Edge),並未受到影響。駐日美軍司令部廿五日宣布,三國將於九月七日至十一日舉行為期五天的聯合演習,日程與去年相同並未縮短,演練範圍涵蓋海上、空中及網路等領域。

成美調整東北亞部署指標

「自由之刃」源自二〇二三年日美韓領袖在美國大衛營峰會達成的協議,三國同意定期實施多領域聯合演習,二〇二四年六月首度舉行,同年十一月及去年九月再度實施。過去演習項目包括海上飛彈防禦、空中及防空作戰、反潛作戰與網路防禦,目的在於提升三國面對複合安全威脅時的共同應處能力及相互操作性。

美韓在本月十七日舉行「乙支自由護盾」聯合軍演,但在軍演前夕,川普卻下令縮減規模,被解讀為他有意再次與金正恩舉行峰會。同樣涉及朝鮮半島安全的「自由之刃」,成為川普縮減UFS規模後,檢視美國是否會因為尋求與金正恩對話,而進一步調整東北亞軍事部署的重要指標。日本防衛大臣小泉進次郎也曾就此向華府喊話,「日美韓三國合作對區域和平與穩定不可或缺」。

強化區域安全三國合作

共同社報導,駐日美軍司令部廿五日宣布,今年日美韓三國聯演將如期舉行,並且維持原定五天日程。駐日美軍司令部表示,這項演習將強化三國在「區域安全、相互操作性,以及防衛自由開放的印度太平洋」方面的合作。

韓國放送公社(KBS)報導,美國太平洋司令部發言人廿六日也表示,美方正與日本自衛隊及南韓軍方密切協調,按照計畫籌備今年的演習,具體內容將於稍後公布。

料北韓強烈反彈依舊

韓聯社也指出,在美韓軍演因川普尋求與北韓恢復對話而縮減之際,美方仍決定按計畫推進「自由之刃」演習,顯示華府從強化三國安全合作的角度,並未打算同步降低日美韓軍事合作。美國太平洋司令部強調,「自由之刃」將強化三國共同價值、提升相互操作性,並進一步確保太平洋地區和平與穩定的防衛合作。

安全合作範圍延伸印太

相較於傳統美韓軍演主要著眼朝鮮半島情勢,「自由之刃」涵蓋海、空及網路等多個作戰領域,安全合作範圍也延伸至整個印太地區。不過,共同社指出,北韓預料仍將強烈反彈。去年北韓將「自由之刃」形容為「最全面且最具攻擊性的侵略戰爭演習」,顯示平壤不僅反對美韓軍演,也將日美韓軍事合作視為直接安全威脅。

しげち透露,某天白天他人在家中,突然聽到外面車門聲,接著就有人敲他家霧面玻璃小窗喊「不好意思」。他查看監視器後,發現3名像小混混風格的男子已經進入自家用地,立刻報警。警方明明提醒他不要外出,但他因好奇走出去,結果對方一看到他就喊:「哇,是しげち。」還拿手機對著他,表示想針對那支影片進行「採訪」。

更離譜的是,其中一人坐在他家用地內的狗狗活動區抽菸,被提醒後還直接把菸在地上熄掉。しげち拒絕受訪後,對方仍繼續追問:「那影片是在說我們嗎?」場面一度荒謬到像惡搞短劇。不料警方一口氣出動5輛警車,多名警察拿著防暴叉衝上前,3人當場舉手投降,被帶往警局。

しげち事後分析,這3人根本不是單純想採訪,而是因為不滿自己被罵「刺青笨蛋」,想逼他刪影片。網友則完全不放過這個反諷場面,留言狂酸:「99%笨蛋理論被本人驗證」、「這不是炎上,是實證研究」、「他們是來把99%提高到99.9%的吧」、「這根本是在自己身上刺下數位黑歷史。」

薩克斯風樂團赴梅山龍眼據點奏樂 偏鄉長輩樂活笑開懷

嘉義縣梅山鄉龍眼村地處偏遠,銀髮長輩多數散居於各山頭,交通不便,去年6月起中華社區師資精進協會等團體在社區銀髮據點開辦教學活動,提供健身運動課程,每週分組烹煮菜餚一同享用,昨天協會請「號角響起薩克斯風重奏團」上山演出,樂手看到偏遠山區的長輩們展現熱情與活力,直說感動。

梅山鄉龍眼據點由中華社區師資精進協會理事長黃億秀、老師鄭綺瑳和呂佩蓉攜手,每週三上山授課,陪伴銀髮長輩健身動腦,並聘請健身專業教練高廷昇,帶長者熱身重訓,許多長輩參與課程後笑說「手臂可以舉高了、腳變輕鬆了」,據點裡最年長97歲的長者陳謂,手腳靈活,年節仍為家炊粿包粽,精神可佩。

柯瑞1968年以舞台劇《毛髮》踏入演藝圈,1970年代因《洛基恐怖秀》聲名大噪。他飾演的法蘭克醫生,是一名異裝癖瘋狂科學家,浮誇造型與大膽演出成為全片最鮮明的標誌,也讓柯瑞從此與這個角色緊密相連。

〔健康頻道/綜合報導〕以前吃得不健康,現在才開始改飲食,還來得及嗎?一項追蹤超過13萬名美國成人、最長達43年的研究發現,地中海飲食遵從度最高者,失智症風險比最低者低21%;MIND飲食則低14%。營養師薛曉晶指出,研究傳達的重要訊息是,即使中年後才開始逐步改善飲食,仍可能與較慢的認知老化有關。她進一步建議日常5原則預防失智。

薛曉晶於臉書「營養師媽媽曉晶的生活筆記」發文分享,2026年3月刊登於《Alzheimer’s & Dementia》的大型研究,追蹤超過13萬名美國成人,最長達43年,研究納入86,740名女性與43,500名男性,研究人員每2至4年重新評估參與者的飲食狀況,不只是看某一次吃了什麼。結果發現,長期遵從地中海飲食程度最高的人,失智風險低21%;MIND飲食遵從度最高者則低14%。有關2種飲食的特色如下:

●地中海飲食:以蔬菜、水果、全穀類、豆類、堅果、魚類及橄欖油為主,紅肉與加工肉品相對較少。

●MIND飲食:結合地中海飲食與DASH飲食,更進一步鎖定腦部健康,特別強調深綠色葉菜、莓果、堅果、全穀類、豆類、魚類與橄欖油,同時減少奶油、紅肉、油炸速食、糕點及甜食。

餐桌5原則改善飲食

研究另一項值得注意的發現是,研究人員進一步觀察4年及8年間的飲食變化。結果顯示,4年間地中海飲食分數每增加1分,後續失智風險約降低7%;MIND飲食分數每增加1分,後續風險約降低6%。也就是說,並非一定要從年輕時就維持完美飲食,後來逐步把飲食往健康方向調整,也可能與較好的認知健康有關。

研究作者提到,莓果、深綠色葉菜與橄欖油中的多酚與類黃酮,具有抗氧化與抗發炎特性,可能與降低氧化壓力及神經發炎等路徑有關。

研究團隊也提醒,這項研究屬於觀察性研究,不能直接證明地中海飲食或MIND飲食一定能預防失智,且研究族群主要來自特定教育及職業背景,因此仍需要更多不同族群的研究驗證。

民眾可以如何將研究的發現應用在生活中呢?薛曉晶建議,民眾不妨從日常5大方向慢慢調整:

●每天至少2餐有蔬菜

菠菜、地瓜葉、青江菜、芥藍、小松菜等深綠色葉菜輪流吃,不需要天天固定同一種。

●莓果固定出現在水果選擇裡

藍莓、草莓都可以依季節與價格安排,台灣產、進口都能交替,不需要一次吃很多,重點是長期有機會出現在飲食中。

●全穀雜糧慢慢增加

白飯不必全部換掉,可以從糙米、燕麥、地瓜、玉米、全麥麵包開始穿插,先把精製澱粉比例慢慢降下來。

●魚類、豆類與堅果輪流安排

魚類可以逐步增加到每週約2次,其他餐加入豆腐、豆干、毛豆、無糖豆漿,點心則可搭配一小把堅果。

●降低加工肉、炸物與甜食出現的頻率

早餐火腿可以換成蛋或豆漿;下午餅乾改成水果加堅果;晚餐炸雞換成魚、雞肉或豆腐。不是一次全部戒掉,而是一次換一樣,通常比較容易長期維持。

友人在Threads上發文透露,由於卓義峯個性相當害羞,因此決定代替分享這件好事,他表示卓義峯選擇透過喜憨兒基金會中秋公益計畫購買月餅,一方面支持300位庇護員工的技能培力與工作機會;另一方面也將月餅直接送往偏鄉部落及學校,希望透過實際行動讓更多人感受到社會溫暖。

台北市府近日在公館商圈設置柵欄式吸菸區,在遭民眾批評有如「開放式監獄」後被火速拆光。台灣青年民主協會理事張育萌發文質疑,「狗籠吸菸區」花了14萬,才剛蓋完蔣萬安又下令拆了,讓張育萌批評,「14萬打水漂,還不加拆除費,蔣萬安市府做事前到底有沒有用腦啦⋯⋯」。

台北市長蔣萬安年初宣布推動「無菸城市」,但上路後因無完整配套衍生諸多亂象,日前北市府在大安區羅斯福路、新生南路口的公館商圈,設置金屬柵欄圍起的吸菸區,不僅擋不了煙,癮君子在裡面抽菸還容易遭到側目,不料眼見爭議延燒,北市府竟下午將使用才1個月的吸菸區火速拆除,再遭外界質疑浪費公帑。

張育萌在臉書發文指出,這個公館「狗籠吸菸區」花了14萬,大安區公所才剛蓋完,壽命不到一個月,蔣萬安又下令拆了,台北市府的說法是「未來將滾動式調整」。

張育萌諷刺,這個「滾動式調整」,滾一次就會噴14萬。蔣萬安搞出「柵欄式」吸菸區,想抽菸就請走進「開放式監獄」,被罵爆之後,區公所還抱著不切實際的幻想,還開會決定「這週五前美化」這個吸菸區。

張育萌直言,蔣萬安不講武德,深夜臨時通知說一早要開「市長會報」。結果開完會後,斥資14萬的「監獄風吸菸區」就掰了。

張育萌質疑,「14萬打水漂,還不加拆除費,蔣萬安市府做事前到底有沒有用腦啦⋯⋯」。

〔財經頻道/綜合報導〕根據《Euronews》報導,歐洲統計局(Eurostat)數據指出,波蘭2025年的國內生產毛額(GDP)達9229億歐元,約占整個歐盟經濟總量的4.9%。目前GDP規模排名在波蘭之前的,依序為德國、法國、義大利、西班牙及荷蘭。波蘭正式躍升為歐盟第6大經濟體,GDP超越比利時、瑞典、愛爾蘭及奧地利,顯示波蘭在歐洲經濟體系中的重要性進一步提升。

在中東歐地區,波蘭的經濟規模更是明顯領先其他國家。2025年,羅馬尼亞GDP約3801億歐元,捷克約3473億歐元,匈牙利則為2188億歐元,均與波蘭存在明顯差距。2025年歐盟27個成員國GDP合計約18.8兆歐元,其中德國占23.8%,法國占15.9%,義大利占12%。波蘭則以4.9%的占比位居第六。

波蘭經濟在歐盟中的排名上升,也反映出歐洲經濟版圖正在逐步變化。隨著經濟成長、工業發展、出口增加,以及消費與投資成長等因素帶動,波蘭已成為中東歐最具經濟規模的國家之一,其在歐盟經濟中的影響力也持續增加。

歐洲統計局數據顯示,以人均GDP衡量,波蘭2025年仍低於歐盟平均值。波蘭人均GDP約為歐盟平均水準的85%以下,顯示雖然波蘭整體經濟規模已躋身歐盟前六,但居民平均所得與生活水準仍與部分西歐國家存在差距。

俄烏戰爭改寫歐洲安全版圖,也讓沉寂多年的波蘭迅速站上聚光燈。從北約東翼的前線屏障,到歐盟第六大經濟體,波蘭正以驚人的速度擴軍、振興軍工與發展經濟。面對俄羅斯威脅,這個昔日的東歐國家,正一步步蛻變為歐洲新的軍事與經濟力量。

波蘭是台灣無人機最大進口國

2022年2月俄羅斯全面入侵烏克蘭,改變了烏克蘭的命運。在這場延續至今的戰爭中,位於歐洲東部的波蘭,從過去被視為中東歐重要國家,迅速成為北約東翼最關鍵的戰略支點之一。對波蘭而言,俄烏戰爭並不是一場遙遠的區域衝突,而是一場直接牽動國家安全、軍事部署、能源政策、產業發展乃至國家未來定位的重大轉機。

正因其地理位置,俄烏戰爭爆發後,波蘭在北約內部的角色迅速提升。過去北約防線經常以德國、法國等西歐主要國家為戰略中心,但在俄羅斯對烏克蘭發動全面戰爭後,歐洲安全焦點明顯向東移動。波蘭不再只是北約的一個成員國,而逐漸成為北約東翼軍事部署、援助烏克蘭以及美國增強歐洲軍力的重要基地。

華沙也很清楚自己的位置正在發生變化。波蘭多年來對俄羅斯的安全威脅抱持高度警戒,俄軍入侵烏克蘭後,這種警戒更進一步轉化為具體的國防政策。其最引人注目的變化之一,就是軍事力量的快速擴張。華沙不僅增加國防支出,更以極快速度向美國與韓國等國採購先進武器,企圖在短時間內建立歐洲最具規模的陸軍之一。

這也解釋了為什麼波蘭在國防支出上的增加幅度如此驚人。8月15日《波蘭真理新聞》報導,波蘭總理圖斯克(Donald Tusk)在波蘭建軍節相關活動中表示,波蘭正持續擴充與現代化軍事力量,未來有望打造出歐洲規模最大的軍隊。圖斯克指出「波蘭的國防開支已達到GDP的約5%,超過了任何一個北約歐洲國家。」預算提高到遠高於北約過去要求的2% GDP標準。

作為台灣無人機最大進口國之一的波蘭,也持續加大對無人機及反無人機系統的投入。波蘭副國防部長Cezary Tomczyk近日表示,波蘭今年編列的無人機與反無人機系統相關預算已達260億茲羅提,約合新台幣2202億元,較2023年底的規模大幅增加約260倍,顯示波蘭正快速擴大無人機戰力及相關防禦能力。

GDP成長高於歐洲整體

對一個人口約三千多萬的國家而言,這是極其龐大的財政負擔,但波蘭政府認為,在俄羅斯威脅持續存在的情況下,國防安全的優先順序已經發生根本改變。如果說軍事擴張讓波蘭成為北約東翼的重要力量,那麼經濟成長則讓波蘭擁有支撐這種戰略角色的實力。

過去幾十年,波蘭一直是歐洲經濟成長最快的國家之一,俄烏戰爭「進一步改變波蘭的經濟定位」。波蘭在2025年的實質GDP成長率達到3.6%,明顯高於歐盟整體約1.5%的增幅。除了國內消費、投資與歐盟資金挹注外,俄烏戰爭也意外改變波蘭的經濟環境,帶動國防、能源、基礎建設及製造業等領域快速發展。

面對安全情勢升高,波蘭政府大幅提高國防預算,加速擴充軍隊並採購。國防支出的增加,也帶動軍工生產、維修、運輸及相關供應鏈需求,部分資金進一步轉化為國內投資與經濟活動。

戰爭同時提高波蘭在歐洲物流與軍事運輸體系中的重要性。近年政府持續強化鐵路、公路、港口、軍事基地及其他基礎設施。大量公共與私人投資,不僅服務國防需求,也提升波蘭作為歐洲製造與物流中心的吸引力。

波蘭具有鄰近德國及西歐市場、勞動成本相對較低、同時屬於歐盟單一市場等優勢。隨著企業尋求降低供應鏈風險,波蘭製造業及物流業的重要性進一步提高,部分外資也開始增加在當地的生產與投資。

能源方面,波蘭也因戰爭加速降低對俄羅斯能源的依賴。政府積極發展液化天然氣進口、天然氣管線、再生能源及電網建設,並推動核能發展。能源安全需求雖然增加成本,但同時也帶來大量基礎建設與資本投資。

德法主導歐洲情勢將改寫

值得注意的是,GDP增加並不代表人民因此變得更加富裕。國防與軍事建設雖然能推升經濟活動,卻也意味著政府必須承擔更高的財政支出。因此,波蘭目前的經濟成長,更適合被理解為消費、投資、歐盟資金與國防需求共同作用的結果。

在這個新的歐洲安全環境中,波蘭的戰略地位自然快速上升。過去歐洲的權力核心主要集中在德國與法國。德國擁有最大的經濟體量,法國則擁有強大的軍事與外交能力。但俄烏戰爭之後,歐洲開始更加重視東翼國家的安全觀點。波蘭、波羅的海三國以及北歐國家的聲音因此變得更加重要。

真正值得觀察的是,在俄烏戰爭重新塑造歐洲之後,波蘭正在同時取得經濟與軍事兩種力量,而這兩種力量又受到它特殊地理位置的放大。

如果這種趨勢持續下去,未來的歐洲權力版圖可能不再只是「德法主導、西歐核心」的格局,而會逐漸形成一個更加明顯的多核心架構。在這個新的歐洲,波蘭很可能或許不再只是站在第一線的「前線國家」,而將成為左右歐洲安全、軍事與經濟政策的重要力量。
