Hypermobility - the little-known 'bendy disease' that causes pain

Vivienne Duval has always been flexible. She can do every yoga pose there is, but it was not until she turned 58 that she realised that this bendiness was not a good thing.

In fact, it was the answer to all of the strange health problems she had been experiencing for years - issues with digestion, fatigue, and pain.

Earlier this year, when Vivienne came across a video on social media explaining the symptoms of Hypermobility Spectrum Disorder, it was like a light bulb switching on.

"I saw myself in everything they were saying," she tells me. "So I armed myself with all the information and went to my doctor."

Vivienne's hunch was confirmed - she had hypermobile joints. "I had all these separate things, but no one had ever put them all together. Now it's blindingly obvious."

The disorder may affect hundreds of thousands of people in the UK, but many - like Vivienne - face significant delays in getting a diagnosis.

Bosnian Serb commander Ratko Mladić, dubbed the "Butcher of Bosnia" for his actions during the Balkan wars of the 1990s, has died in prison.

BBC special correspondent Allan Little was there throughout the breakup of the former Yugoslavia, and met Mladić in the early months of the Bosnian war.

At night, you could watch the fires of ethnic cleansing across the landscape. The flames provided the only light under the night sky and the black valley would glimmer with flecks of orange.

You could watch the men of our village move about silently in the shadows of their homes, each armed with some ancient weapon salvaged from wars long ago and, like the fears and the suspicions and the distrusts, handed down through the generations.

One morning I watched a procession of men and women emerge from a forest. They had been driven from their homes two days earlier and had fled with what they could carry.

Most were on foot. Some were crammed into the back of ancient farm vehicles drawn by donkeys. There were perhaps 40,000 of them. Their home town had fallen to a Serb advance that had come without warning.

Among them, one man seemed close to collapse. He stopped to speak to us.

The whole town had fled, he said. He had become separated from his wife in the long trek to safety and was now worried that she had not made it. His pale, almost translucently white skin was stretched across the bones of his face like parchment. His forehead was livid blue from a fall.

I asked him how old he was. He said he was 80. "May I ask" I said, "are you a Croat or a Muslim?"

The memory of it shames me even now as I hear, in my mind, his answer echo down the years.

"I am," he said, "a musician".

Our convenient ethnic shorthand reduced them to Serbs, Croats and Muslims. But they were also musicians and scientists and doctors and plumbers and farmers and mothers and fathers and brothers and sisters and very often children.

Extra 200 police to aid Teesside crash and fire investigation

Earlier Brown told Radio 4's Today programme that residents deserved to "feel safe in their own homes" and he understood people from the area might feel "left behind".

"I'm from an estate, from the same ilk," he said.

"You live around people that may be suffering poverty or other social issues, it can be that uniform sort of consciousness that 'we're left behind'.

"But I can assure the people of Grangetown and South Bank they're as important to me as people from any other estate in the borough."

Local Labour MPs Anna Turley, Luke Myer, Andy McDonald, Jonathan Brash and Chris McDonald issued a joint statement in which they welcomed the help of other police forces during the past week, but called for more long-term support to protect residents who had expressed "safety concerns" for "far too long".

Myer said current national funding formulas for the police and fire service did not take into account the "seriousness" of the crime people in Teesside faced.

"We essentially have a metropolitan style of crime and also risk of fire but with a sort of rural-style funding," he said.

"This is why we need to see a real overhaul of the funding formula."

Liberal Democrat leader Sir Ed Davey told the Press Association the events in and around Middlesbrough over the last week were "deeply worrying".

On Saturday, PC Matthew Blades and PC Tom Clough died when a Volkswagen Passat, which was going the wrong way on the A66 at South Bank, hit their vehicle.

The five young men in the Volkswagen also died and inquests into all seven deaths opened on Thursday.

Police said 17 people, aged between 18 and 61, had been arrested across Teesside as part of an investigation into the lead-up to the crash.

They have been held on a range of offences including possession of a firearm and being part of an organised crime group.

Clean-up of illegal Kidlington waste supersite costs £6m

The clear-up of one of England's largest illegal waste tips has been completed - landing taxpayers with a £6m bill.

The government has vowed to recoup the clearance costs for the Kidlington dump in Oxfordshire - and seven other sites - from the criminals responsible.

In 2025, around 22,000 tonnes of domestic and commercial rubbish was dumped at the spot, between the River Cherwell and the A34. It is one of nearly 30 so-called "supersites" first uncovered by a BBC investigation.

The government, which launched a crackdown on waste crime last week, said it would do more to force criminals to pay for clean-up operations by confiscating their money and assets.

But figures obtained by the BBC show that, in the past five years, the Environment Agency has so far managed to claw back just over £7m from waste criminals using Proceeds of Crime Act (Poca) confiscation orders.

Campaigners have labelled the amount taken from convicted criminals as "derisory" while the Country Land and Business Association (CLA), which represents rural landowners, asked: "Where is the deterrent?"

The amount paid by criminals so far was revealed by an Environmental Information Regulations (EIR) request to the Environment Agency by the BBC.

It shows there have been 66 confiscation orders between January 2021 and March 2026, totalling £7.3m.

Fourteen orders have yet to be fully paid, leaving around £1.4m still to be recovered.

The figures cover those larger illegal sites for which the Environment Agency is responsible, and do not include confiscation orders for smaller fly-tipping offences, which fall under the remit of local authorities.

GTA 6 extended look: What we know after Netflix preview

After more than 18 months since the last official glimpse of Grand Theft Auto 6, developer Rockstar has shown fans a 26-minute preview of the upcoming blockbuster video game.

Its "extended look" debuted on Netflix, six hours before going live on YouTube, and was the first chance players have had to see detailed footage of the title in action.

The montage, with no commentary or explanatory captions, showed off improved graphics, detailed environments and a selection of car-chases and shoot-outs from the sequel.

The broadcast followed a week of unauthorised gameplay leaks, which the developer said it had been "heartbreaking" to see shared online.

After it got its chance to show the version of GTA 6 it wanted the world to see, here are some things we learned, and some things we still don't know.

Trump signs order to rename Lake Ontario to Lake America

US President Donald Trump has signed an executive order seeking to rename Lake Ontario to Lake America.

The move comes after trade talks between the US and Canada collapsed late last week, and the US imposed new 50% tariffs on $20bn (C$28bn) worth of Canadian goods. Canada will implement "dollar for dollar" counter tariffs next month.

Trump has repeatedly posted threats about renaming the lake, one of the five Great Lakes that straddle both countries, on social media amid the trade dispute.

He said on Thursday the move was "official, effective immediately" and that his administration has "filed all the necessary papers, documents" to make the change.

Canadian Prime Minister Mark Carney noted the name Lake Ontario can be traced back more than 400 years, adding in a social media post on Thursday that preceded the formation of the Canadian Confederation and the US Declaration of Independence.

"We know that the United States is changing. Their trade relations, their foreign policy, their national monuments, their hydronyms," he wrote. "Canadian women and men also know that things must be called by their name, and this lake is called Lake Ontario – today and forever."

When Trump took the White House in 2025, he signed a similar order that changed the Gulf of Mexico to the Gulf of America. Mexico has rejected the name change, arguing a single country cannot rename a shared body of international water.

It also led to a legal dispute between Mexico and tech giant Google, which renamed the gulf in its maps application. , external

In that case, Google Maps users in the US see "Gulf of America", while those in Mexico see the "Gulf of Mexico". Those in other countries see the "Gulf of Mexico (Gulf of America)".

The White House at the time also blocked Associated Press reporters from presidential events over the news agency's refusal to adopt the name "Gulf of America" in its coverage. The AP sued the Trump administration in response, and that legal battle is ongoing.

Sports Direct's Ashley attacks Burnham over 'populist' High Street revival plans

Billionaire Sports Direct founder Mike Ashley has criticised recent cost of living and retail policies from Andy Burnham as "populist reactions".

In a letter to the prime minister, the entrepreneur accused him of "jumping on 'everyday fixes' or bandwagons", while "disastrous" business rates policies and increases to the cost of employing workers were causing businesses to struggle.

He also described a previous proposal of increasing business rates on large warehouses to help reduce them for pubs and clubs as "delusional".

A Downing Street spokesperson said Burnham would "build a new economy that backs British business, delivers growth in every postcode and ensures the essentials in life - like energy, water and housing - are affordable again."

Promises including cutting VAT from household electricity bills and reducing business rates for some firms is "just the start", they added.

Earlier this month, Burnham promised to revitalise Britain's "hollowed out" high streets by helping councils block new vaping and betting shops.

He also brought forward a plan to end subscription traps and ban shops using misleading recommended retail prices, which can make it seem like discounts are larger than they really are.

In Ashley's letter, seen by the BBC and first reported by the Financial Times,, external he hit out at announcements made since Burnham succeeded Sir Keir Starmer as prime minister.

The businessman called on Burnham to use his first Budget, scheduled for 27 October, to lower costs for employers and change the government's position on business rates.

Pubs, social clubs and live music venues will get a 20% business rates cut from April, while a review has been launched into how the tax, which high street firms have long called for reform to, is calculated.

"Shortsighted or populist reactions to underlying business challenges are not the answer," Ashley said in the letter.

Ashley has repeatedly called for a fundamental overhaul of the tax, including levelling the playing field between High Street retailers and online rivals.

"If your answer is to tax larger retailers even more, through hiking business rates on retailer owned or third-party warehouses whilst reducing rates for pubs and clubs, then that is simply delusional," he wrote.

Burnham previously said before he was prime minister that cuts for pubs, clubs and music venues could be paid for by higher levies on warehouses operated by online firms such as Amazon, and targeting the owners of empty high street properties.

Ashley built Frasers Group from a single Sports Direct store in Maidenhead in 1982 to a sprawling empire of dozens of brands employing 30,000 people.

The billionaire has frequently attracted controversy from investors and the media, with accusations over the years of building success by exploiting workers.

In 2016, Ashley admitted to MPs that workers at his Derbyshire warehouse had been paid below the minimum wage and a policy of fining staff for being late was unacceptable.

The business, still owned by Ashley but run by his son-in-law Michael Murray, this month bought luxury department store Harvey Nichols and promised a "significant restructuring" of the business.

Ashley also used his letter to ask Burnham how the prime minister intends to revive Harvey Nichols, which has faced financial challenges in recent years.

Referencing comments by Tory peer and former Marks & Spencer boss Lord Rose, who called the announcements "hot air", Ashley said "I agree with him".

"It is the disastrous business rates position (which I have raised many times over the years) and the dramatically increasing cost of employing people that are really causing business to struggle," Ashley said.

"You have the chance to make a difference or get it horribly wrong," he added.

Ashley said the High Street will be "further devastated" without major reforms, and warned Burnham's suggestion he will consider further business rates changes in the coming Budget are "too little, too late".

He also used the letter to attack Burnham's plans to clamp down on the use of recommended retail prices, saying instead the real issue is "price fixing in sporting goods and other markets" - where he cited the rising cost of official football merchandise.

Rape and sex offence specialists on all police forces by 2027, PM says

Investigators specialising in rape and sex offences will be introduced to every police force in England and Wales by the end of 2027, the government has said.

Ministers are speeding up the rollout of the scheme, previously announced by Sir Keir Starmer's government, by 18 months as part of efforts to tackle violence against women and girls (VAWG).

They are also offering more money for some forces to boost protection orders.

Prime Minister Andy Burnham said the previous plans were "too slow" and ministers should be "laser focused" on tackling such crimes.

One charity has welcomed the measures, but says they represent "only a small portion of what is needed" for victims.

The Home Office initially announced the plans last year and was due to have teams in place by summer 2029.

Burnham said: "The scale of violence and abuse suffered by women and girls in this country is unacceptable.

"We're taking action to accelerate the roll out of specialist rape and sexual offence teams, who will go after perpetrators, enforce strict new protection orders to protect survivors, and invest in programmes to intensively manage offenders to break the cycle of abuse."

Up to 10 police forces across England and Wales will also get a share of a £13.3m pot to boost the teams managing protection orders, where offenders are subject to electronic monitoring, exclusion zones and other measures, the Home Office has said.

Minister for Safeguarding Satvir Kaur said violence against women and girls was one of the "most critical challenges of our time" and the government was strengthening its response by "relentlessly pursuing perpetrators and helping victims live their life without fear".

The charity Refuge welcomed the changes, but suggested the government should go further.

Its head of policy and public affairs Ellie Butt said the measures "represent only a small portion of what is needed to ensure all survivors can access timely and effective support".

She said the charity hoped the announcement would be the "first step of many" in Burnham's plans to tackle VAWG, adding that protection orders were "highly underutilised" and "enforcement is often inadequate".

"Survivors often avoid reporting the abuse they've experienced to the police for fear of being disbelieved or undermined, so for protection order teams to increase uptake of these tools, genuine efforts are needed to build women's and girls' confidence in policing and ensure abuse does not go unreported," she added.

In December, Home Secretary Shabana Mahmood described violence against women and girls as a "national emergency" as she announced plans for the specialist investigation teams.

She told the BBC at the time that the way police forces investigate cases was "too much of a postcode lottery".

The accelerated rollout comes as the prime minister has been facing pressure over the early release scheme, designed to avert overcrowding in the country's prisons.

Justice Secretary Alex Norris is expected to reveal the findings of a review of the scheme next week when MPs return to Parliament from their summer recess.

The plans were paused earlier in the summer, and the eligibility for the scheme was also changed, removing the right of those convicted of rape, serious child sex offences and grooming to have their sentences cut.

However, domestic abuse commissioner Nicole Jacobs said not excluding domestic abusers was "wrong and puts victims lives at risk".

She said earlier this month: "It is critical that no abuser is released in October unless I am confident that victims' safety is not being compromised."

The prime minister and the Foreign Office in the UK have urged people to follow local guidance and remain alert to the changing situation, as officials in Nepal warn of a possible secondary flood risk near the Bhote Koshi river.

The Foreign Office added it was working closely with Nepalese authorities.

A British woman from Slough, Leena Bector, has been confirmed by Fishtail Tours and Travels as missing. Her husband, Bhupesh Bector, told the Times he is flying out to the country.

"I know that she's in Nepal for sure, so even if they find her today or tomorrow, I need to be there," he said.

British resident Pramod Pudel, who lives in East Sussex but is originally from Nepal, told BBC Radio Sussex on Thursday that "nothing remains" where his family lives and he is flying back to search for his wife, mother, brother and uncle.

"It's a very, very difficult time for me and for my family and my country at this moment, but obviously I have to go and see what's happening there," he said.

"A lot of people are missing and there is no information regarding who is missing, where they are. Nobody can contact each other and all the bridges are broken, so you can't cross the land.

"There's no power, no electricity, so I can't contact anyone, so it's a very difficult time not knowing what's happening."

Essex nurse Rajendra Pudasaini said his relatives were "swept away" by the floods.

"My wife's auntie and uncle, and their granddaughter and her husband are missing, and my godson as well," he told PA Media.

"They're gone. The speed the water came, they couldn't be saved, they were just swept away."

Meanwhile, a Nepalese man living in Aberdeen Barun Lamichhane, 26, told BBC Scotland News his brother, uncle and cousin all died in the disaster - but his mother, father and grandmother managed to escape.

Lamichhane said they got away by "crawling like a baby" into the hillside.

Other families are waiting for news, including Tatajana Phillips, from Folkestone in Kent, who said the last known location of her sister Julija Jakovicka was in the border area an hour before the flash floods struck.

"We are really hoping that people hear us and try to find and locate [my sister]".

Phillips said her sister, a mother-of-two living in Germany, was in the country for a yoga and meditation retreat.

"We are terribly worried," added Phillips' husband Ben. "We just know where they were and that's really tough."

Peter Cullen: Optimus Prime and Eeyore voice actor dies

Actor Peter Cullen, who voiced popular characters including Optimus Prime in Transformers and Eeyore in Disney's Winnie the Pooh franchise, has died at the age of 85.

The Canadian actor began his most famous role - as the heroic deep-voiced Optimus Prime - for the Transformers TV series in 1984, then returned for seven Hollywood films from 2007 to 2023 and other spin-offs.

He voiced depressive donkey Eeyore in TV animation The New Adventures of Winnie the Pooh from the late 1980s as well as numerous related shows, films and games.

His other memorable voice parts included KARR, the evil counterpart to KITT in TV show Knight Rider; the clicking vocalisations of The Predator in Arnold Schwarzenegger's 1987 film; and the roars of King Kong in 1976.

What does the Meta settlement mean for the UK? Five things we learned

The UK has its own measures in place to protect children online.

The Online Safety Act mainly put restrictions on what content young people can see online.

But the UK government has gone further than the US ban already.

Earlier this year, it announced an outright social media ban for under-16s, which will take effect in 2027.

Some other measures will apply to 16 and 17-year-olds, such as curfews and restrictions during certain hours of the day.

The US has to some extent followed the same path: Start by policing the content on the platforms, then move on to restricting access to social media.

But the core difference is children in the US will not be banned completely.

Instead, they will not have access to Facebook and Instagram overnight, have to follow time limits, and there will be prompts for children who use them for a long time.

Unlike in the UK, these are not put in by law, and will only apply to the two platforms so far (more on that below).

The UK government said it was "following developments closely" in the Meta settlement.

But now those safety features have been accepted by Meta in the US, other countries may start asking for them too.

"These tech platforms don't usually do anything unless they are told to do it," said Trevor Johnson, a former senior figure at Meta and TikTok, who spoke to Radio 4's Today programme.

"But I do think the UK will feel empowered to at least ask for the same restrictions."

Another former Meta director, Zvika Krieger, said Meta agreed to the changes because it saw "the writing on the wall".

"They're trying to demonstrate, 'Oh, you don't need to go and do a complete ban'," he told 5 Live Breakfast.

"I think that they probably would roll out a lot of these features to the rest of the world as well."

'Cowboy builders' targeted in new government clampdown

People carrying out home renovations will gain greater protections against "cowboy builders" through a new database of trusted traders and a payment system offering more safeguards, the government has said.

Traders signing up to the scheme launching next month will need to demonstrate certain standards of customer service, transparency and dispute resolution.

Prime Minister Andy Burnham said unscrupulous tradespeople "leave families with months of stress" as well as unfinished work.

The National Federation of Builders said the changes would not stop rogue operators while the Tories suggested there would be added paperwork for firms already operating legitimately.

Citizens Advice has said home renovations are one of its biggest sources of consumer complaints.

The government said more than a quarter of people who carried out home improvements in the past 18 months have experienced problems, such as builders disappearing after upfront payments were made.

It cited a survey carried out for the Competition and Markets Authority, external suggesting customers lost more £10bn in 2024 on home and garden maintenance services due to losses, overpriced costs or unfair practices by traders.

BBC News has previously reported on "bait-and-switch" locksmith scams, where customers were given an initial cheap quote before hidden charges and unnecessary work were added.

Under the new traders' scheme, customers' money will be held in an account and released in parts after certain milestones in projects are completed.

The National Federation of Builders (NFB) told BBC Breakfast there are already schemes in place to find trustworthy builders.

Adas Rico Wojtulewicz-Richmond, the NFB's director of policy, said: "Is this scheme going to stop bad actors operating and ripping people off? I don't think it will."

He said a better approach would be for every project to have a "passport" which records all the work done.

"It protects consumers because you can find out which companies are doing a poor job, and it brings up the industry standards," he said.

The prime minister said rogue tradespeople gave their "decent, hardworking" counterparts a bad name and would be "putting the cowboys out of business".

Business Secretary Jonathan Reynolds said that, while home improvements can be stressful, "we're taking action to protect consumers, support reputable traders and make sure people can spend their money with greater confidence and security".

Shadow business secretary Andrew Griffith said the announcement looks like "the sort of government initiative that risks the unintended consequence of piling more paperwork onto the majority of businesses who already do the right thing".

He said: "The government would do far better to beef up law enforcement and have tougher sentences for the minority who fraudulently rip off customers. Those who break the rules will keep breaking them regardless of whether there is an app in the way."

Liberal Democrat business spokesperson Sarah Olney said: "Rogue builders cause real harm and ruin real lives every year. The current system is simply not fit for purpose and this half-baked announcement falls frustratingly short from fixing it.

"A voluntary code for tradespeople completely misses the mark. Rogue operators won't voluntarily sign up - they will simply keep exploiting families in the shadows."

Lindsay Clancy trial in hands of jury after closing arguments conclude

The fate of US mother Lindsay Clancy is now in the hands of a Massachusetts jury, who must decide if she is guilty of first-degree murder - the intentional and premeditated killing of another person - in the deaths of her three children.

For five weeks, the trial has gripped the country as Clancy's lawyers have argued that she was suffering from postpartum psychosis when she killed her children, who ranged in age from eight months to five years. Clancy does not deny killing her two sons and daughter.

The prosecution argued she made a calculated decision to intentionally murder them.

The jury could find Clancy guilty of first-degree murder, guilty of lesser charges, or not guilty.

The jury of nine women and three men completed their first day of deliberations on Thursday. They will return on Friday.

In the state of Massachusetts, a first-degree murder conviction carries a mandatory life in prison sentence without the possibility of parole.

The jury could instead find Clancy guilty of second-degree murder - committed with malice or extreme recklessness, but without prior planning - or involuntary manslaughter - causing death because of extreme carelessness. Those convictions, too, would lead to some prison time.

If Clancy is found not guilty by reason of insanity, then she will not be set free, but instead sent to a psychiatric hospital, where she possibly could remain for life.

Norwegians lay flowers at palace as King Harald's condition worsens

Having been on the throne since 1991, King Harald is Europe's oldest head of state.

Crown Prince Haakon, 53, the successor to the Norwegian throne, has been serving as regent while his father is on leave.

King Harald has been treated in recent weeks with cortisone for haemolytic anaemia, a condition that causes the number of red blood cells in the body to be reduced, and leads to fatigue and shortness of breath.

There was a sombre mood in Oslo as Norwegians followed the comings and goings of the royal family. Crowds milled around in Palace Square throughout the day as Norwegian public TV scrapped its schedule to cover the story.

Although no-one in the royal family spoke, the message was clear that it had become an important moment to visit the king.

Among those visiting the hospital were Crown Princess Mette-Marit who arrived with Haakon, as well as her son Marius Borg Høiby, who is under house arrest during his appeal against a conviction for rape.

King Harald's sister, Princess Astrid, also visited the hospital, along with Haakon and Mette-Marit's children Princess Ingrid Alexandra and Prince Sverre Magnus.

Prime Minister Jonas Gahr Støre cancelled a planned trip to Germany, where he was expected to meet Chancellor Friedrich Merz on Thursday.

"The whole nation is with us as we send warm thoughts to the king and the rest of the royal family," he said in a statement.

Finchley teacher of indecent assaults against two pupils

A chemistry teacher has been found guilty of indecently assaulting two teenage pupils at an all-boys school in the late 1980s.

Sally-Anne Bowen, who taught at Christ's College in Finchley, north London, assaulted the boys when they were aged around 14 to 15 and she was in her mid-20s.

On Thursday, a jury at Harrow Crown Court found the 65-year-old guilty of seven counts of indecent assault after deliberating for six hours and 29 minutes.

One complainant told the court he had sex with the teacher "about 20 or 30 times" over several months. He said he visited her at home, considered her his girlfriend and had fallen in love with her.

The man, who cannot be named for legal reasons, told the court she had "drummed it" into him that he must not tell anyone about them and to keep it a secret.

A second complainant told jurors he had kissed Bowen in a café after being "goaded" into it by other boys.

A former pupil at the school, Tobias Oliver, said during the trial that she acted like she was in "a Sabrina Carpenter video" while in the classroom and "dressed and behaved more like my teenage female friends than the other teachers".

"The topics of conversation in class often strayed away from chemistry and became quite sexual," said Oliver, who did not know the complainants.

He recalled incidents where Bowen flashed her underwear to a class while sitting on a table and went through and discussed a "sex manual" a student had brought in, which Oliver believed to be the Kama Sutra, with the class.

Richard Luker, who was head of science at the school in the late 1980s, told the court he remembered receiving a complaint from the first alleged victim's mother after she was worried that her son was planning to travel abroad with Bowen at the end of term.

During the trial, Bowen claimed the allegations were a "total fabrication" and that she had a medical condition which had not been diagnosed in the late 1980s and made sexual intercourse difficult and painful for her.

Bowen, of Hemel Hempstead, Hertfordshire, was granted bail.

She will be sentenced on 20 November.

France relaxes strict cheese-making rules after prolonged drought

France has temporarily relaxed rules for making some of its best-known cheeses after the summer drought drastically reduced the amount of grass available to feed milk herds.

Government decrees to grant dispensations to manufacturers of Abondance, Beaufort and Comté cheeses - which come from mountains in eastern France - appeared on Wednesday.

Several other cheeses are expected to receive similar waivers, allowing farmers to feed livestock with grass and hay brought in from outside their strict geographical zone.

These include Cantal, Bleu d'Auvergne, Fourme d'Ambert, Bleu du Vercors-Sassenage, Reblochon and the goats cheese Rocamadour.

The National Institute for Origin and Quality (INAO), which regulates France's labels of origin, has also approved temporary changes to the rules for other protected produce because of the effects of the summer heat.

Products that will benefit include some types of Calvados and cider from Normandy, Crémant d'Alsace fizzy wine, lamb from Poitou-Charentes, and Reine-Claude plums.

European champions Paris St-Germain will face Premier League duo Manchester City and Aston Villa as well as five-time winners Barcelona in the league phase of this season's Champions League.

The back-to-back Champions League winners will welcome Barca to Parc des Princes, while they were also handed trips to Villa Park and Manchester in the draw for the league phase.

Premier League champions Arsenal, meanwhile, will host 15-time winners Real Madrid at Emirates Stadium, and have also been handed a trip to Bayern Munich.

Mikel Arteta's men, who were beaten by PSG on penalties in the final last season, will face Borussia Dortmund, Real Betis, Lille, Napoli, Azerbaijan champions Sabah and Slavia Prague as well.

Emi Martinez transfer news: Chelsea agree £7.5m fee for Villa goalkeeper

Chelsea have agreed a £7.5m fee to sign Aston Villa goalkeeper Emiliano Martinez.

The Argentina international, 33, is set to undergo a medical in London and strengthen the goalkeeping group at Stamford Bridge.

It follows concerns over the performances of Robert Sanchez, particularly in the wake of Monday's 3-2 win over Fulham.

Sanchez, who has been Chelsea's first-choice goalkeeper since 2023, allowed Josh King's shot to slip through his grasp at the near post. He then spilled another effort into a dangerous area in the second half, allowing striker Gonzalo Garcia to score.

The move represents a remarkable turnaround in opinion at Stamford Bridge. Those in charge had been keen to back Sanchez but have opted to move for Martinez days before the transfer deadline.

Chelsea also have Mike Penders, a £17m signing from Genk, among their options. He is line to make his debut in the Carabao Cup against Luton Town on Thursday night.

Villa have been willing to sell Martinez since signing Japan goalkeeper Zion Suzuki from Parma for about £30m earlier this month.

It is also the latest in a series of deals between Chelsea and Villa.

The Blues signed forward Morgan Rogers from Villa for a club-record £117m, while Alejandro Garnacho moved in the opposite direction on an initial loan deal last month.

Striker Nicolas Jackson, valued at about £65m, was completing a medical at Villa Park on Thursday as he prepares to reunite with his former Villarreal manager, Unai Emery.

The clubs are known to have a close relationship. They were also involved in a deal widely described as a 'PSR swap', which saw defender Ian Maatsen join Villa and Omari Kellyman, now at Strasbourg, move to Chelsea.

Juventus attempted to sign Martinez earlier in the transfer window, but the deal collapsed because of concerns over a finger injury.

Diamond League results: Audrey Werro comes up just short in 800m world record bid

European champion Audrey Werro came tantalisingly close to downing the oldest outdoor world record in athletics, finishing a little more than four tenths of a second off Jarmila Kratochvilova's 800m mark of one minute 53.28 seconds, set 43 years ago.

Roared on by a 25,000-strong capacity crowd at the Zurich Diamond League, the Swiss hit the final 100m almost in stride with the infield pacing lights which had been set for a world record.

However Werro, straining hard against the clock, could not quite find the finishing pace she needed, clocking 1:53.70.

Still, the third-fastest time in history shaves another tenth of a second off the 22-year-old's personal best and only increases the sense that she will break the record sooner rather than later.

"As far as the world record is concerned, I saw the light, but there was a lot of movement during the race and it was not calm," said Werro, who caused second-placed Femke Broeders-Bol to check as she overtook the Dutchwoman at the start of her kick for home on the back straight.

"I still had enough energy at the end of the race to accelerate and to stay in the lead. Yes, it was tight for the world record, it was not meant for today.

"I am so proud to be able to run those sub-1:54 times, which shows that I can run consistently and fast now and this is good for the future."

Werro has improved every year of her top-level career and now, having finished her studies and concentrating on the track, has shown ruthless consistency. She has four of the top-10 all-time 800m times, all clocked this summer.

For Britain's Olympic champion Keely Hodgkinson, who withdrew from the meeting after her exertions in taking continental silver behind Werro in Birmingham, it only emphasised the challenge she faces in the event.

Jamie Smith and Jordan Cox battled difficult conditions and an improved Pakistan performance to take England to a competitive total on the opening day of the second Test.

In the damp and gloom at Lord's, Smith made 61 and Cox 55 to take England to 248-9 on a first day that was delayed by rain and curtailed by bad light.

The value of the hosts' score will only be revealed in time. The Lord's pitch is much better than the poor surface used for England's win against New Zealand in June, while more rain is forecast for the next three days.

It could be that England have batted themselves into a position from where they can win this match and the series, which would be a successful end to a troubling week dominated by the Brydon Carse controversy.

Cox was again impressive in only his third Test. He added 67 for the sixth wicket with Smith, who looked fluent for a much-needed half-century.

England were boosted by a late cameo of 34 not out from Gus Atkinson, while Pakistan were led by four wickets from Muhammad Abbas and three from Mohammad Ali. Things could have better for the tourists had they not dropped three catches.

Under a dark sky and with the floodlights on, England would probably have wanted to bowl before the day was out, only for the light to end proceedings.

Gianni Infantino: Uefa pursuing criminal legal proceedings against Fifa president

Uefa claims that the valuation of the stakes to be sold were not independently verified and would have been offered too cheaply, calling the proposed sale "a fraudulently off-market price promoted by Infantino for his own benefit".

The application adds: "Under the terms Infantino announced, those investors stood to acquire a permanent financial interest in Fifa's commercial arm for $4.2bn, implying an absurdly low enterprise value of only approximately $20bn, a figure that was neither the product of an open, competitive auction, nor tested by any independent valuer."

In the application, Uefa is applying to a court in Florida to attempt to access files held by two Fifa businesses - Fifa Americas and FWC2026 - to be used to pursue the criminal charges in Switzerland at a later stage.

The two businesses are based in Florida.

Uefa claims that its 55 member nations would have potentially been harmed by the sell-off plan, and that it may pursue criminal proceedings against other Fifa officials as well as Infantino.

"Uefa and other interested parties are preparing to bring criminal claims in Switzerland against Infantino and possibly other Fifa officials and advisors for criminal mismanagement," the application states.

"The secretive structuring, valuation, financing, and marketing inflicted direct and concrete injury on Fifa's reputation, governance authority, and commercial relationships to the detriment of Fifa as well as its 211 members, including Uefa's 55 member associations."

Uefa insists that the plan was concocted without the knowledge of them or other key stakeholders in football, and that it had been long in development.

The applications says: "On July 28, 2026, without consulting the Fifa Council, Uefa, or any of the other confederations, or any of the 211 Fifa member associations, Infantino, purportedly acting on behalf of Fifa, publicly announced a plan to place the commercial rights to the men's and women's World Cups and the Club World Cup into a new subsidiary: Fifa Forward Enterprise.

"That announcement by Infantino was the public unveiling of a plan that he and a small circle of co-conspirators had conceived and reportedly been developing in secret for more than a year."

Uefa states in the document that there has been "an enduring history of corruption among Fifa officials" and claims that world football's governing body only relents on its plans when pressure comes from outside the sport.

"Fifa's extraordinary power over world football has operated largely without meaningful internal constraint, with accountability coming principally through external forces, including political pressure, public scrutiny, and intervention through international criminal law enforcement," the application adds.

Fifa's headquarters are in the Swiss city of Zurich, and Uefa says that its plan to eventually pursue criminal charges against Infantino is backed up by Swiss law.

"Swiss counsel has confirmed [...] that the proceeding is within reasonable contemplation for purposes of Swiss law and that Uefa has standing, as a complainant, to file a criminal complaint for criminal mismanagement against Infantino and potentially other Fifa officials as may be warranted."

BBC Sport has been told that a separate filing has been lodged to a court in New York, where Uefa is seeking documentation from Thrive Capital, the business proposed to take up an interest in FFE, and its founder Josh Kushner, the brother of US president Donald Trump's son-in-law.

The American investment bank JP Morgan is also named in the application.

A third application has also been made in Colorado, relating to former Formula 1 chief Greg Maffei, who is referred to in the court filings as "the key commercial adviser" on the proposed FFE transaction, and his Bann Ventures firm.

Greens call for temporary ban on new data centres

Zack Polanski has called for a freeze on the approval of new data centres in England because of concerns about the amount of water and energy they use.

The Green Party leader said the government should introduce stricter environmental rules and give communities more say on whether the centres are built in their area.

Data centres can use significant amounts of water to cool their systems, although there are no official figures on how much water they consume in the UK.

The government said a pause would lead to the UK losing investment and being dependent on overseas computing for sensitive data processing.

A spokesman said: "It would be a disaster for jobs and national security."

There are hundreds of data centres in the UK – with plans for many more.

Exact numbers are hard to find, but the BBC reported last year there were around 477.

Many are clustered around London and the south of England – areas which are officially in drought at the moment.

The amount of water data centres consume can change based on size, design and local climate - the hotter the area the more water needed to cool the equipment.

Speaking on a visit to the site of a proposed data centre in East London, Polanski told the BBC: "We need to slam the breaks on these energy guzzling, water guzzling data centres.

"Essentially, we need basically a moratorium other than local scale data centres for the local community.

"At a time when three-quarters of the country are in drought, it is outrageous that these are being considered critical infrastructure.

"To most people critical infrastructure means hospitals, water, electricity. It doesn't mean Artificial Intelligence."

Data centres were classified as critical in 2024, meaning they get extra government support during incidents like cyber-attacks or extreme weather.

The Greens argue this means they could get priority over households for water. The government said data centres would not automatically get priority during shortages.

The BBC has also discovered that ministers have not carried out an environmental assessment on the impact of their "Delivering AI growth zones strategy, external".

A government official said it sees the paper as a statement of intent, rather than a formal policy moving towards implementation.

Data centres in the UK do not currently have to report the amount of water they use.

根據中央氣象署觀測,颱風沙德爾昨天晚間11時的中心位置在北緯28.0度,東經123.0度,即在馬祖的東北方約370公里之處,以每小時20轉27公里速度,向西進行。

氣象署指出,根據最新資料顯示,沙德爾過去數小時強度略為減弱,目前中心在馬祖東北方海面,向西移動,暴風圈已進入台灣北部海面,對台灣北部海面(馬祖近海)構成威脅;預計此颱風未來強度有持續減弱趨勢。

氣象署預報員林伯東表示,預估沙德爾今天清晨暴風圈就會涵蓋馬祖近海,今天上午到中午就會登陸到中國陸地。

林伯東指出,沙德爾受風切影響,出現高低層分離,高層中心偏南邊,低層中心偏北邊,預計進到陸地後,結構受到破壞,強度減弱會更明顯,預期會減弱至輕度颱風甚至熱帶性低氣壓,預計今天下半天解除颱風警報。

降雨部分,林伯東說道,中南部區域今天上午降雨範圍擴大,有局部大雨或短延時豪雨,因此針對嘉義山區與台南以南地區持續發布大雨特報。

美加貿易談判日前破裂、雙方互祭50%關稅後,川普(Donald Trump)今天在白宮橢圓形辦公室簽署一項行政命令,正式將安大略湖的名稱改為美國湖。

(中央社加德滿都27日綜合外電報導)尼泊爾與中國西藏邊境地區近日發生暴洪及土石流,導致超過1400人失蹤以及近400人罹難。美國國務院今天表示有90名美國人失聯,目前尚未接獲美國人死亡消息。

澳洲廣播公司新聞網(ABC News)報導,根據尼泊爾警方的最新說法,尼泊爾一側的死亡人數增至389人。若加上西藏一側已通報的3死案例,目前這場洪災已造成392人死亡。

尼泊爾警方表示,另有466人受傷。

上述數字仍可能變動。法新社指出,重複計算雙重國籍者、比對遺體與失蹤者名單,以及災難現場混亂等因素,均會造成失蹤及罹難人數上下修正。

(中央社貝爾格勒27日綜合外電報導)聯合國國際法庭表示,前波士尼亞塞爾維亞裔將領穆拉迪奇今天病逝獄中;穆拉迪奇因主導1995年斯雷布雷尼察(Srebrenica)大屠殺,被判犯下戰爭罪。

法新社報導,穆拉迪奇(Ratko Mladic)近幾個月多次中風,塞爾維亞當局和他的家屬曾以其健康狀況惡化為由,申請讓他獲釋,但海牙法庭駁回相關請求。

綽號「波士尼亞屠夫」的穆拉迪奇因在斯雷布雷尼察屠殺事件中扮演要角而被判處終身監禁,罪名包括種族滅絕、戰爭罪和反人類罪。這場屠殺是二戰以來歐洲最嚴重的流血事件。

前南斯拉夫在共產主義垮台後陷入血腥戰亂,這場從1992年持續至1995年的戰爭造成約10萬人死亡、220萬人流離失所。

在這場戰爭最惡名昭彰的暴行中,穆拉迪奇指揮的塞族部隊在斯雷布雷尼察處決了約8000名波士尼亞穆斯林成年男性與男孩。

此外,穆拉迪奇還挾持200多名北大西洋公約組織(NATO)軍事人員,將他們當成人肉盾牌,阻止北約(NATO)對波士尼亞塞爾維亞裔部隊發動空襲,因而被判有罪。

歷經5年審判,近600人出庭作證以及提出一萬多件物證後,檢方要求判處穆拉迪奇終身監禁。

法庭當時形容,穆拉迪奇的罪行是「人類已知最令人髮指的暴行之一」;聯合國人權事務高級專員胡笙(Zeid Ra'ad Al Hussein)則稱,穆拉迪奇是「邪惡的化身」。

來自斯雷布雷尼察的波士尼亞穆斯林蘇爾吉奇(Hava Suljic)在塞拉耶佛街頭受訪時說,穆拉迪奇過世的消息令人感到欣慰,「想到這個世界上少了一名戰犯,我就高興得不得了」。

1941年:秘魯瓦拉斯(Huaraz)

秘魯北部安地斯山脈(Andes)發生冰川湖潰決洪水,摧毀1/3的瓦拉斯市,估計造成5000人死亡。迄今仍是史上已知最致命的冰川湖潰決事件之一。

1962年:秘魯蘭拉希爾卡(Ranrahirca)

巨大冰體從秘魯最高峰瓦斯卡蘭山(Mount Huascarán)崩落,導致1000萬立方公尺的岩石、冰塊與積雪在短短7分鐘內沿山坡下滑,將蘭拉希爾卡村及附近幾個聚落,埋在12公尺深的泥沙與碎石底下,估計造成4000人死亡。

1970年:秘魯永蓋(Yungay)

一場規模7.9的強震導致瓦斯卡蘭山北壁結構不穩,引發史上最致命的冰川相關災害。大量冰川冰塊與岩石以高達每小時335公里的速度,衝向永蓋和蘭拉希爾卡,將這兩個村莊掩埋在泥流中。

這起冰川相關災害估計造成2萬5000人死亡,使這場地震的總死亡人數超過5萬人。

1981年:西藏次仁瑪錯(Cirenma Co)冰川湖

一塊懸垂的冰川冰體墜入距離中尼邊境14公里的冰川湖次仁瑪錯,引發巨浪衝破冰磧壩(Moraine Dam)。巨大的衝擊力使得近2000萬立方公尺的水、冰塊與碎石直衝尼泊爾境內。

而在尼泊爾造成約200人死亡,並摧毀橋樑、道路、水力發電廠及其他基礎設施,造成高達400萬美元的損失。

2021年:印度傑莫利縣(Chamoli)

海巡署今天發布文字訊息指出,中國「向陽紅3號」海洋科學調查船在中午12時出現於高雄港一港口西南方77.6浬(限制水域外46浬),「向」船未施放或拖帶儀器並往東南方向航行,調派海巡巡防艇預置對應。

海巡署表示,海巡PP-3559艇在監控過程中以無線電廣播,強勢警告「向」船勿進入台灣水域。「向」船在下午4時位於屏東鵝鑾鼻西南方36.7浬(限制水域外6浬),並持續在限制水域外往東南方向航行。

海巡署指出,中國「向」船全程未進入限制水域,也未施放或拖帶儀器進行調查活動。

(中央社記者葉素萍台北27日電)衛福部將於今年10月推出「健康幣」政策,健康台灣推動委員會今天討論健康幣,委員創意五花八門,有人建議戒菸、戒酒、戒檳榔分階段發幣,或折抵自費疫苗、掛號費及部分負擔;另有委員建議串聯健康存摺、鼓勵購買原型食物,讓健康幣真正融入日常生活。

健康台灣推動委員會今天召開第8次委員會議,會中熱烈討論將近5個小時,創下委員會的紀錄。據轉述,與會委員普遍肯定政府透過正向誘因鼓勵健康行為,並就提高使用黏著度、縮減數位落差、增加取得途徑及擴大使用範圍等提出建議。

台大醫院北護分院院長詹鼎正建議,健康幣可與日常預防保健結合,現行許多健康APP會提醒民眾走路、喝水,未來可評估將相關健康行為納入健康幣累積機制,讓民眾在日常生活中持續累積、使用健康幣,逐步養成健康習慣。

醫院評鑑暨醫療品質策進會副董事長蔡森田建議,民眾戒菸、戒酒或戒檳榔可採分階段獎勵,開始接受門診輔導就能取得健康幣,成功戒除再給予更高額回饋,鼓勵民眾持續改變不利健康的生活習慣。

台灣家庭醫學醫學會理事長黃振國建議,健康幣可折抵價格較高的自費疫苗,降低民眾接種負擔,也可研究開放家庭成員共享或移轉,供父母、子女使用。

健康飲食方面,中華民國營養師公會全國聯合會常務監事郭素娥建議,超商及賣場可兌換的食品應以水果、蔬菜、牛奶、無糖豆漿等原型食物為主,也可與餐飲業者合作提供健康餐點,民眾購買健康食品後再獲健康幣,形成雙向誘因。

郭素娥說,若健康幣主要透過APP操作,高齡者、偏鄉居民及不熟悉數位工具者恐面臨障礙,且部分偏鄉未必有超商或大型賣場,兌換方式應更多元便利。黃振國提醒,初期若開放過多兌換管道,恐遭詐騙集團利用,可優先在醫療院所等可信賴場域提供服務。

另外,多位委員建議健康幣與「健康存摺APP」串聯,利用既有健康及就醫資訊,協助追蹤戒菸、戒酒及慢性病自我管理;也有委員建議評估整合文化幣、運動幣等既有政策,降低民眾使用門檻。

Rivian’s CFO is leaving the company

Rivian’s chief financial officer Claire McDonough is resigning her position at the end of October, the company announced in a regulatory filing Thursday.

The company said McDonough is stepping down to “pursue a new opportunity and relocate to the East Coast to be closer to her family.” McDonough has been hired as CFO at Massachusetts-based GE Vernova, according to the energy equipment manufacturer and her own post on LinkedIn.

Rivian said her resignation is “not the result of any disagreement.” The company is already searching for a replacement, and vice president of finance Derek Mulvey will serve as interim CFO once McDonough leaves her post.

Her departure comes as Rivian takes on some of its biggest projects to date, including scaling up production and sales of its R2 SUV, which started shipping to customers this summer.

McDonough was hired to the CFO spot in January 2021, replacing Ryan Green, at a critical and tumultuous time for Rivian. The EV maker, which was still a private company, had raised billions of dollars in its bid to bring three compelling electric vehicles — its flagship R1T truck and R1S SUV and a commercial delivery van — to market.

Rivian was plagued with delays and added costs, which was compounded by supply chain constraints. It was also burning through capital.

In her first year at Rivian, the company started production of its R1T truck and raised $12 billion in one of the biggest IPOs of the year. The company’s stock, which debuted at $78, has since fallen to $16.80, as of Thursday’s closing.

McDonough was a key figure in the company’s quest to improve its balance sheet, and specifically its cost of revenue. While she didn’t have any direct experience working in automotive — she held previous positions at JP Morgan and Fairway Market — McDonough was known for working closely with the design and engineering teams as well as founder and CEO RJ Scaringe to ensure future vehicles were modern and compelling without losing money on every sale, according to insiders who have spoken to TechCrunch in the past. Among her many responsibilities, McDonough led Rivian’s corporate and business development as well as a variety of other aspects of the business, including vehicle maintenance and repairs, facilities, and its charging network.

As CFO, she played a vital role in a technology joint venture with Volkswagen Group. Under that deal, which was finalized in November 2024, VW agreed to invest up to $5.8 billion into Rivian by 2027 in exchange for access to its electrical architecture and software know-how.

“Together, we launched the R1T, R1S, and our commercial van, drove technology innovation and partnerships, built our go-to-market operations, and positioned the company for global scale and profitability with the launch of R2,” McDonough wrote in a post on LinkedIn. “Being part of taking Rivian from an ambitious vision to a category-defining enterprise has been the highlight of my career.”

Bluesky adds an ‘algorithmic opt-out’ feature for those who don’t want to go viral

After adding support for longer videos just yesterday, open social network Bluesky on Thursday introduced a new algorithmic opt-out feature that allows users to stop their posts from appearing in the app’s main Discover feed.

That algorithmic feed can currently surface any post on Bluesky’s network, as posts on the network are public by default.

To be clear, this latest change isn’t a way to make posts private — Bluesky is still working on rolling out support for private data at the protocol level. Instead, the feature simply makes a user’s public posts less discoverable to people outside their existing personal network.

The company says it created the feature because not everyone using its social media site wants to go viral. Sometimes, people just want to post for their followers without having their words exposed to larger crowds.

To opt out of having posts shown in the Discover feed, users can toggle on a new option in the app’s Privacy and Security settings. The change can take up to an hour to fully take effect, the company says.

It’s also worth noting that Bluesky’s implementation of the feature extends beyond its own app.

Instead of just being a setting that applies only within Bluesky, the preference is recorded at the account level. That means the choice travels with the user, even if they’re posting from another app that is powered by the same underlying protocol that Bluesky uses, AT Proto.

However, while those other apps have access to this information, they still have to choose whether to respect it.

Buried in Meta’s $18B settlement is a legal pass on kids’ data

In addition to paying out up to $18 billion and adding child safety measures, Meta’s settlement agreement with attorneys general from 29 states includes an interesting provision: The states have agreed not to sue Meta under existing child safety laws over its retention and use of children’s data.

That permission is being granted for the limited purpose of training and testing Meta’s age-assurance model and includes guardrails, but it’s a curious policy decision to make in a case centered on child safety, and one that could be difficult to properly enforce.

As specified in the settlement agreement, Meta must develop, train, and begin testing a model designed to detect which users on Meta’s platforms are under the age of 13. This must be done within a year of the document’s effective date. (While the agreement doesn’t specify that the model has to be AI-based, Meta’s current age-detection tools are powered by AI technology.)

Under U.S. child safety law, COPPA (Children’s Online Privacy Protection Act) typically requires that websites and apps limit the collection and retention of children’s personal information. Meta’s settlement agreement says that Meta shouldn’t need to violate COPPA to train or implement its age-assurance models. However, the agreement also says that the state AGs have agreed “fully, finally, and forever” not to bring any past, present, or future COPPA claims — or claims under similar state laws — related to Meta’s use of children’s data.

The agreement makes clear that Meta can’t use data from users under age 13 for ad targeting, marketing, or algorithmic optimization.

Meta’s request for legal protection, and the state AGs’ willingness to grant it, isn’t unreasonable, says Philip N. Yannella, a partner at law firm Blank Rome and co-chair of its Privacy, Security & Data Protection practice. “These kinds of data minimization guardrails are pretty typical for privacy compliance: e.g., verifying compliance with deletion requests,” he said, though he noted a caveat: COPPA is a federal law primarily enforced by the FTC, not the states, so it’s unclear whether the FTC, which isn’t a party to this settlement, has separately agreed to the same compromise.

It can be difficult for companies to keep data technically and organizationally isolated from the rest of their systems. Yet Meta is being asked to do just that — to isolate its understanding of children’s behavior signals and other data and use it solely for detecting and removing under-13 users. Fortunately, an independent auditor will be involved in monitoring Meta’s compliance with the settlement so we don’t only have to rely on Meta’s word.

Policing this limitation could be complicated. The data could hypothetically feed into other Meta systems over time, or could raise questions over whether the data, signals, or insights derived from it are being used elsewhere within the company. What’s not clear from the agreement is what data Meta will retain for training the model, how much behavioral information that may include, or how long it will retain the data. We also don’t know how these models will change in the future as Meta meets the settlement’s terms.

Barring state AGs from raising COPPA or similar state-law claims over this use of children’s data in the future could complicate the legal avenues states can pursue if questions arise around how Meta is using the data.

That doesn’t prevent them from pursuing legal claims, notes Joshua Wurtzel, a partner at Schlam Stone & Dolan LLP. “If Meta uses the data outside those lines, the release and covenant not to sue don’t apply,” he said. But those legal disputes could still be complicated, since they’d hinge on whether Meta’s use of the data fell within the settlement’s terms.

Peter Jackson, a Data & IP attorney at Greenberg Glusker LLP, agrees, saying the carve-out here could “disincentivize future enforcement actions.”

“The Settlement Agreement’s age-assurance measures bear all the hallmarks of a heavy, and perhaps hasty, negotiation,” he says.

The decision also touches on a broader question that’s been coming up across the AI industry lately, especially as more AI agents are being developed to help consumers with various tasks. The systems often require significant access to users’ personal data to work well. Similarly, Meta may need deep insight into children’s use of social media in order to identify which accounts belong to young people.

YouTube now lets creators tag Amazon products and earn commissions from purchases

YouTube announced on Thursday that eligible creators in the U.S. can now tag Amazon products in their content and receive a cut of sales. Creators can link Amazon products in their shorts, long-form videos, and livestreams.

The update turns product recommendations into a more direct revenue stream for creators, and for Amazon, the move puts its massive online marketplace inside one of the most popular video platforms.

Although YouTube already runs a Shopping affiliate program with participating retailers, the addition of Amazon’s vast catalog essentially allows creators to recommend a variety of products through a native integration. By bringing Amazon into the Shopping Affiliate Program, creators no longer need to paste Associates links in the video’s description, then hope viewers copy the link when they make a purchase.

Instead, YouTube says Amazon will provide it with a curated catalog of highly requested and trending products that creators can tag in their videos. If a creator can’t find a specific product that they want to tag, they can request to add it by reaching out to YouTube Support.

The feature also includes auto-tagging support. If enabled, YouTube’s systems can automatically review a creator’s recent uploads to identify and tag eligible Amazon products.

YouTube notes that creators won’t see breakdowns for specific products or individual videos in their analytics, but that they’ll see their overall daily earnings in YouTube Studio. If a viewer ends up returning an item, that commission will be deducted from the creator’s balance.

While only eligible U.S. creators can currently tag Amazon products, those tags can be seen globally. YouTube says it may automatically match a tagged product with a trusted local merchant offer to allow creators to earn commissions on eligible international purchases. If a local merchant isn’t available, the tag will route viewers to the Amazon U.S. website, where commission will be earned if a purchase is finalized on the U.S. site.

To be eligible, creators must be enrolled in YouTube’s Partner and Shopping Affiliate programs, have an active Amazon Influencer or Associates account, and link it to their YouTube channel.

Barret Zoph, the Thinking Machines co-founder ousted before joining OpenAI, is now at Google

The game of musical chairs for AI executives continues. Barret Zoph, a co-founder of the AI startup Thinking Machines who left the company earlier this year to rejoin OpenAI, has found yet another job.

Zoph spent two years at OpenAI and left in October 2024 to co-found Thinking Machines with Mira Murati, who had left the AI lab the month prior. In January, Zoph and another Thinking Machines co-founder, Luke Metz, quite dramatically departed from the startup to return to OpenAI. It was later revealed that Zoph had been fired.

His return didn’t quite stick. Zoph spent only five months at OpenAI, where he was tasked with heading AI enterprise sales. He left the company in June. And now we know where he landed.

Zoph has taken a position as vice president of research at Google (which happens to be another company where he previously worked). “We look forward to Barret returning to Google and bringing his RL and post-training expertise to Gemini,” a Google spokesperson told the Wall Street Journal.

TechCrunch reached out to OpenAI and Google for more information.

It’s not always easy to divine why tech executives seem to be spending less time in their roles. The turnover rate in the AI industry is high, and it’s been especially high at OpenAI — a company that, despite readying itself for an IPO and being one of the most powerful presences in the tech world, has lost a lot of critical staff over the last eight months. The turnover of high-level executives — from the departure of its COO to the recent loss of one of its top data center execs — has left onlookers scratching their heads.

ATF declares ‘major incident’ as ransomware gang claims hack

The U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives, or ATF, says a cyberattack on one of its systems has been declared a “major incident,” a formal, legally defined classification that prompts a formal notification to lawmakers in Congress.

ATF said in a statement that it’s responding to the cyberattack on a stand-alone system that’s separate from the bureau’s network. An ATF spokesperson told reporters that the targeted computer system contained information such as the “targets of ATF investigations.”

TechCrunch has seen a claim of responsibility by the Qilin ransomware gang on its leak site, but it did not provide evidence for its claim, such as a sample of leaked data. Qilin is known for running a “ransomware-as-a-service” operation, in which it leases its hacking tools to other criminal affiliates for a cut of the profits. The gang has listed media giant Lee Enterprises and U.K. pathology lab giant Synnovis as targets.

Under federal law, “major incidents” include significant cyber incidents that are likely to cause demonstrable harm to U.S. national security or broader U.S. interests. Agencies are required to disclose major incidents to Congress within a week of their discovery.

The ATF joins several government agencies in recent years that have declared major incidents following a breach, including a 2023 ransomware attack on a system used by the U.S. Marshals Service, and a breach of an FBI system earlier this year that exposed phone numbers of targets under surveillance by federal agents.

OpenAI, Anthropic, Google, and 100 other companies call for action to defend against rogue AI

Over a hundred tech companies — including OpenAI, Anthropic, Google, and Microsoft — have signed an open letter urging both the private and public sectors to work together to defend themselves from AI-related cyber threats.

The letter — which was also signed by prominent cyber firms like CrowdStrike, Okta, and Fortinet, as well as prominent financial institutions and internet infrastructure firms — calls for the adoption of new forms of cyber defense, while also encouraging governments at the “local, national, and international levels” to collaborate on security.

“In the coming months, AI-enabled cyber attacks will become far more widespread and sophisticated as models around the world become increasingly capable,” the letter states. “The companies and public services our communities depend on — from hospitals to water treatment plants to the infrastructure that powers the internet — are at risk.”

The problem AI poses to traditional cybersecurity defenses has been thrust into the spotlight lately by a string of bizarre incidents in which AI agents have attacked companies.

The Hugging Face incident — in which one of OpenAI’s agents autonomously broke out of its sandboxed environment and attacked the tech company — has been followed by a trail of other reported break-ins involving agents developed by other AI companies, including Anthropic and Meta. These incidents have bolstered the argument that the field of cybersecurity has been fundamentally altered and that bold new commercial solutions are necessary to mitigate them.

The letter further suggests the mobilization of a “collective response,” one in which “new partnerships” are formed “to raise security standards and find new solutions to emerging cyber threats.”

Several of the AI companies that have signed the letter are still actively developing ever more advanced AI models, highlighting their conflicted position. At the same time, they are also offering programs to use frontier AI models for defensive purposes, including OpenAI’s Daybreak program, Anthropic’s Mythos, and Microsoft’s new cyber platform Perception.

Google’s new Fitbit Air brings Pokémon Sleep to your wrist

Google is giving Pokémon fans a new reason to wear a Fitbit. The company announced Thursday a special-edition Fitbit Air that works with Pokémon Sleep, combining Fitbit’s health and fitness tracking and the sleep-focused Pokémon game. The announcement comes as Pokémon celebrates its 30th anniversary this year.

Pokémon Sleep launched in 2023, turning something as ordinary as going to bed into a Pokémon game. Players can earn in-game rewards for getting to sleep before their set bedtime, while the amount and quality of sleep they get helps drive their progress. You start with a big, sleepy Snorlax. The more you sleep, the more “Drowsy Power” your Snorlax builds up, which in turn attracts more Pokémon for you to discover.

The Fitbit Air adds another layer to that experience. It can sync with both the Google Health app and Pokémon Sleep, allowing users to track metrics including daily movement, heart rate, and cardio load during the day, then use the device to record sleep duration and quality overnight.

This isn’t the first wearable that can connect with Pokémon Sleep. The app already supports several wearables, including Apple Watch, the Fitbit series, Galaxy Watch, and Google Pixel Watch. Players can also use Pokémon Sleep without a wearable at all.

For Pokémon’s 30th anniversary, however, it’s a particularly clever crossover. It turns something people already do every night into another opportunity to engage with the franchise, while giving Google a playful way to make wearable health tracking feel more fun. Google has also recently teamed up with athlete Stephen Curry for a special edition of the Pixel Watch for $579, featuring an exclusive design built for workouts.

The special-edition device is available to preorder for $129 and starts shipping September 15. It will be sold online and in stores through the Google Store and Target.

The standard Fitbit Air, meanwhile, costs $99. Google introduced its new Fitbit Air in May, featuring a slimmer design, improved health and fitness tracking, and an AI-powered coach that provides personalized guidance based on users’ activity, sleep, and wellness data.

Fashion startup Atorie raises $9.5M to bring consumers luxury goods without the markup

Fashion startup Atorie announced Thursday a $9.5 million seed round with investors, including a16z speedrun, Night Capital, and Lightspeed Ventures’ Jeremy Liew.

The company says shoppers can visit the Atorie website and buy handbags or clothes made from the same materials — and in the same factories — that high-end manufacturers use. The items are reasonably priced, too, with an Italian leather handbag costing just a few hundred dollars, compared to the thousands a brand like Prada or Louis Vuitton would sell it for.

The startup arrives at a time when dupe culture has become increasingly popular, while the luxury sector has faced backlash from consumers in the post-pandemic era due to swift price hikes.

As a result, young consumers especially have sought cheaper, near-identical replications of these high-end goods; doing so has become almost a status symbol itself.

On Atorie, the items sold are mostly not dupes, says co-founder and serial entrepreneur Redouane Ramdani.

“It’s the same material, same craftsmanship,” he said. “It’s coming from the same factories.” He doesn’t consider Atorie fast fashion either. “It’s slow,” he clarified.

Before Atorie, Ramdani built the creator platform Snipfeed, which was acquired in 2024. Having grown up in France with a family that worked in luxury manufacturing, the founder always had an idea in the back of his mind that he would one day do something in the industry he grew up loving as a kid.

By the time he sold Snipfeed, however, the luxury manufacturing industry was quite different.

The biggest shift he noticed was that luxury factories were no longer just manufacturing goods. Traditionally, a brand like Ralph Lauren would bring its own designs and materials to a factory, which would then produce them. The problem was that brands had to commit to large minimum orders, which often pushed them to overproduce inventory. At the same time, a lot of these factories depend on working with a small number of large brand customers. If a brand pulled out at the last minute or not enough of that overproduced inventory sold, the factories faced financial and inventory risk.

“What’s changing is that the best factories increasingly have their own design and product-development capabilities,” Ramdani told TechCrunch. “Instead of simply manufacturing someone else’s designs, they can develop products themselves, adapt them quickly, and produce in smaller batches.”

AI also helps these factories by pulling data that helps them identify which products are likely to sell out before committing to large production runs.

“That reduces overproduction and allows factories to diversify beyond a handful of large customers,” he said.

These changes also gave Ramdani an idea, leading him to team up with Luis Angulo to launch the startup, which is now an AI-powered fashion brand that connects luxury manufacturers directly with consumers.

He compared his company’s approach to the retailer Quince, which is known for selling high-quality, low-priced items.

“We are talking to a different generation who is coming back for things that are trendy but well-made,” he continued, adding that consumers are getting tired of pure fast fashion, especially because of the harmful impact it’s having on the environment.

AI, of course, is used. Ramdani sees AI agents changing the entire shopping experience, where, in the future, people just instruct AI agents to buy things for them.

Ramdani said the company uses AI to analyze fashion trends and test what colors might look good on a product. It also uses AI agents to estimate consumer demand and trains the agents to predict when a material might start running short so factories can stock up in time.

On the consumer side, the Atorie website offers an AI agent that can build an outfit based on whatever — or whoever — inspires the customer. Over time, Atorie uses AI to learn shoppers’ habits to suggest what to buy next.

Ramdani said Atorie is already seeing an increase in sale referrals from platforms like ChatGPT and Claude.

The company said its goal is to become an alternative to Zara and offer something “very high quality for a price point that’s very affordable.” The company ended last year with around $5 million in sales and is expected to reach an annualized run rate north of $55 million this year.

“We are growing super fast,” Ramdani said, adding that the team is working with over 40 factories across the world right now.

The fresh capital will fund logistics, build more AI tools, and support production. The company also plans to release its own in-house line, like Amazon Essentials, and will work with creators and influencers to help them launch their own clothing lines quickly.

Hoomanely’s building a smart feeding bowl and an AI platform to help owners spot when their pup is sick

Dogs are amazing. But as many pet parents will tell you, they can be remarkably good at hiding when something is wrong. My Labrador-Great Dane mix, for example, contracted tick fever several times over his 14 long years, and it was always at least a couple of weeks before I suspected something was off. It nearly gave me anxiety ulcers a few times.

Hoomanely, a new startup out of Palo Alto, thinks it can help people like me spot health problems in their dogs much sooner with an AI platform that gathers data using a sensor-laden feeding station. Dubbed the EverBowl, the station measures dogs’ food and water consumption and eating speeds, and records chewing and swallowing sounds, facial thermals, oral motions, and a few other signals.

The company’s AI platform analyzes that data to establish a baseline and then builds a health record. Any subsequent and prolonged departures from that baseline are shown to the pet owner via an app and in long-term reports, which the company says can provide more useful data to veterinarians if and when they get involved. The app also accepts information from the user, so the baseline can be kept updated with information outside the sensors’ scope.

“Practically, the bowl is the best capture environment in a pet’s life: same place, same posture, same routine, twice a day, for years,” Sai Supriya Sharath, co-founder and CEO of Hoomanely (pictured above, in the middle), told TechCrunch. She added that appetite, hydration, and oral comfort are among the first things to be disrupted by pain, dental disease, tummy issues, endocrine changes, and illness.

“Dogs are evolved to mask lethargy and limping. They are far less able to mask how they eat and drink … reduced or altered intake and changed drinking are presenting signs across a wide range of conditions.”

Hoomanely says its platform was built after an 18-month beta-testing phase during which the company gathered about 5 million data points across more than 80 dogs.

During testing, the platform detected changes in one dog’s eating patterns, which were eventually tied to a chipped tooth that was starting to become infected. In another case, the company’s app showed a sustained change from the dog’s regular eating and temperature baselines, which prompted the owner to take their dog to the vet and get a diagnosis for tick fever.

While this sounds useful, there are some caveats. The cohort for this beta was quite small, and the company seems to have shipped only about 50 devices so far. It currently offers the EverBowl and the app reports through a $29-per-month subscription service.

Sharath also said the company does not yet have independent sensitivity, specificity, or false-positive rates for clinical events, as that would require a study comparing the system’s alerts against actual diagnoses. Hoomanely admits that its platform is not a replacement for a veterinary diagnosis but is instead meant to help owners and vets to identify potential issues faster.

The company is using its data for formal veterinary studies to find out whether its system works across a larger group of dogs. “The veterinary studies being designed will measure sensitivity, specificity, positive predictive value, and false positives for each alert category, and we intend to report results by use case rather than as one headline number,” Sharath said.

Along with those studies, Hoomanely plans to build more devices to gather data. EverSense is planned to be a wearable that will measure movement and rest information, and EverHub will be able to accept inputs from third-party devices such as smart collars, feeders, or home devices to record environmental data.

Sharath said the long-term plan for Hoomanely is to eventually become an animal health data company by using the data gathered from its devices to support research and serve nutrition and insurance companies. Because the data capture system isn’t specifically designed for dogs, she said it may eventually expand to other animals, such as cats, livestock, or horses.

The startup has raised $1.8 million in pre-seed funding so far and says it’s starting conversations for a seed round.

Google’s AI Mode can now track flight prices, help book hotels, and more

Google is adding new ways for users to plan and book trips through AI Mode, its conversational search experience, the company announced on Thursday. Users will now be able to ask AI Mode to track flight prices, book hotels, and see the cost of flights and hotels in points or miles.

The updates indicate that Google is looking to position AI Mode as an AI travel agent of sorts, as it’s moving beyond simply helping users find information to actually handling parts of the trip-planning and booking process itself.

Users can now describe to AI Mode when and where they want to fly, and the tool will display the best options available with the latest prices from more than 300 airlines and travel sites. If they’re ready to book, they can go ahead and build their itinerary in AI Mode. If they want to wait and see if prices drop, they can ask something like “track these flight prices for me.”

They’ll then get an email if prices change for the destination and dates they entered. Flight price tracking in AI Mode is now available in more than 180 countries.

As for hotel booking, users will be able to discover and book their next hotel through a conversation with AI Mode. Users can tell AI Mode about their upcoming trip and their hotel preferences to get a list of options alongside reviews and key factors.

Once they’ve found a hotel they like, they can ask AI Mode to help complete the booking. Then they need to select the “Continue on Google” option that will appear alongside Google’s integrated partners, which includes hotel chains and travel sites.

From there, they can choose their room, review details such as the cancellation policy, and complete the booking with Google Pay. The tech giant notes that the hotel or booking platform will handle the booking and any customer service.

Hotel booking in AI Mode has started rolling out in the U.S. in English and will be available over the coming weeks with offerings from Booking.com, Choice Hotels International, Expedia, Hilton, Hotels.com, IHG Hotels & Resorts, Marriott International, Priceline, Trip.com, and Wyndham Hotels & Resorts.

Google also announced that AI Mode can now display the cost in points or miles for flights and hotels by asking something like “I want to travel from Atlanta to Miami using my AA miles. Help me find some options for nonstop flights departing Oct 9 and returning on Oct 12”.

Users will then see how many miles they need to book matching flights. The update is now available globally.

This former PG&E engineer is building a ‘Google Maps for the underground’

Josh Mackanic left a 10-year engineering career at Pacific Gas and Electric because he kept thinking about what the utility company doesn’t know about what’s buried underground.

“I had a job that got shut down because a pipe was in the excavation [that] we didn’t know about. Fortunately, we saw it before we impacted it,” he told TechCrunch. “But then there was this three-day ordeal of running around [asking] like: ‘Whose pipe is this? Can we tap it? Can we not? What’s in it?’”

Mackanic eventually got the answer, but it took three days, a delay that cost $60,000.

Despite being one of the largest utility companies in the United States, PG&E (and companies like it) only has visibility into the many miles of electric and gas lines it owns and operates. Pipes carrying sewage or water belong to other companies, and so does the information about where exactly they are. This leads to around 200,000 so-called “utility strikes” every year.

So in 2020, Mackanic founded a startup called CivilGrid designed to solve this problem. The company gathers disparate data regarding utility assets, property ownership, and environmental regulations and bundles it into what Mackanic cheekily refers to as “Google Maps for what’s underground.” It then sells access to governments, civil engineering firms, and utilities — including his former employer.

Now, Mackanic has raised a $26 million Series A to grow CivilGrid into something bigger. The round was led by Spark Capital, with additional investment coming from early-stage funds Afore, A*, Ford Street Ventures, and SNR. CivilGrid also received investment from Energy Impact Partners, a fund with a number of utility companies serving as LPs, which Mackanic pointed to as another vote of confidence from the industry.

“California’s energy needs are growing rapidly, and our customers expect us to deliver the infrastructure they need safely, reliably, and affordably,” Christine Cowsert, senior vice president of enterprise business and technology modernization at PG&E, said in a statement. “That means planning smarter from the start with tools like CivilGrid, which help our teams identify risks earlier, build more efficiently, and avoid unnecessary costs while keeping safety front and center.”

A case study performed by PG&E has already identified $60 million in avoidable paving costs across 1,600 planned gas distribution projects by using CivilGrid. Mackanic said he wants to bring on more customers and, eventually, start tackling other red-tape problems that make it so hard to build things in the U.S.

“Right now, we’re providing engineers the data to be able to make a decision” about where to place infrastructure, he told TechCrunch in an exclusive interview. But “once I’ve given them the constraints, it’s not too hard for me to say, ‘Well, I would recommend that you put the pipe down right here, and oh, by the way, here are the permits you need in order to move to construction on this pipe. Would you like me to file those permits? Okay, let me file those permits.’”

Mackanic said there’s a “lot more” CivilGrid could start to automate “now that we have built this dataset and kind of captured the core user who’s at the very early stages of making decisions about what’s going to be built.”

Creating better visibility into the country’s subterranean infrastructure is not a novel idea, Mackanic told TechCrunch. But he said nobody had found a way to solve the problem of collecting, sorting, and securing the data, and striking up relationships with the partners most likely to pay for that information.

“One of the reasons I left PG&E to start CivilGrid was because I felt like this was a problem that was going to be better solved from the outside in than the inside out, and not because there’s [a] lack of awareness of the problem or even interest in solving it,” he said. “Utilities, they run relatively lean, right? Nobody wants to pay more for their gas bill than they have to.”

Like many kids, Mackanic said he spent much of his childhood dreaming of sending rockets into space. But even though he studied mechanical engineering in college and graduate school, he said he never expected to work for or with utility companies, digging into his own planet.

“I was like, aren’t these places boring?” he remembered thinking.

But working at PG&E made him realize just how high-stakes utility work can be — all so people can turn on their lights or start a pot of coffee every day without worrying that those things will work.

“The reality is, unfortunately, we do ourselves a disservice in not championing the extent to which they work wonders every day,” he said.

Hugging Face is selling a cute $399 open source duck robot, Microduck

Hugging Face unveiled the Microduck on Thursday, a cute little duck-like robot that sells for $399 — and ships before Christmas.

Clem Delangue, CEO of Hugging Face, said the Microduck is an “open-source robot you can teach new tricks with reinforcement learning.” The 25-centimeter-tall duck can waddle, pick things up with its beak (up to 800 grams), get back up when it falls, crouch, and even roller skate.

“Welcome to the era of open-source affordable robots to democratize physical AI and world models!” Delangue said.

Hugging Face is best known as a platform and community where developers go for open model weights. However, the company acquired French startup Pollen Robotics in April 2025 to build affordable, open source AI hardware. A couple of months later, the two launched Reachy Mini, a small desktop robot. Today, they sell the $499 Reachy Mini, which is powered by a Raspberry Pi computer, and the $399 Reachy Mini Lite, powered by a Mac or PC.

The new Microduck perceives the world with a camera, lidar sensors, and two IMUs (inertial measurement units that measure and report an object’s movement).

Pollen Robotics noted that the Microduck’s behaviors can be trained in simulation and directly deployed on the robot. Developers can then fine-tune the bot, retrain it, and redeploy it. The SDK (software development kit), simulation, and full RL training stack are available on GitHub.

For those who might find it concerning to have a robot with a camera in their bedrooms and private spaces, Delangue previously told TechCrunch that bots run by open source models are much better from a privacy standpoint than “a black box system” controlled by a few organizations, “especially if these organizations’ CEO is not the most stable person in the world.”

While open source gives developers auditability and control, it doesn’t provide a guarantee that sensitive data remains private after consumers start installing software applications on top of the model. Those apps can access the bot’s cameras and microphones and, depending on how they’re built, send that data to external services.

The launch of the Microduck comes as Hugging Face is reportedly set to be acquired by Nvidia at a $13 billion valuation. Nvidia and Hugging Face have been partners for years, with Nvidia providing the startup’s infrastructure since at least 2023. Both companies have also been publicly aligned in promoting open source AI.

Hugging Face was recently in the headlines over a cybersecurity incident that occurred after OpenAI’s systems breached its sandbox during safety testing and hacked into the platform’s servers.

Hold up, there’s a new Twitter in town

You read that right. There is a new social network called “Twitter.now” on the block, and it’s being operated by a startup called Operation Bluebird, whose founding team includes former Twitter trademark counsel Stephen Coates.

As ArsTechnica reported, X sued the company last year and asked a Delaware judge to issue an injunction to stop Operation Bluebird from launching a social media platform called Twitter. But Operation Bluebird argued, per a petition last year, that X had let go of trademarks like “Twitter” and “Tweet.”

Coates said in a LinkedIn post that the company is not trying to recreate Twitter. “When X Corp. retired the Twitter brand, we saw an opportunity to build something new: a public square organized around trust, transparency, and user choice,” he said.

“Twitter.now is not an attempt to recreate the old platform. We are building a different service, with trust signals that provide context for what users see and tools that allow people—not an opaque algorithm—to decide how much credibility and noise reach their feeds.”

The site is currently in testing, and early access right now costs $20. On its home page, the company says it is using an AI system, called VERA, that gauges posts, checks claims, gives users the source of the claims, the context, and attaches a trust score. Users will be able to set their preferred trust score to filter out low-trust posts.

But all social networks struggle with moderation. As user numbers ramp up, platforms often find themselves being forced to choose sides, as the original Twitter had to do many times before it was acquired by Elon Musk. Bluesky has lately been criticized for its moderation, too.

Operation Bluebird told TechCrunch it aims to tackle moderation challenges using the VERA verification engine, which is in its initial version right now. “VERA 2.0, with expanded capabilities, is on the near-term roadmap, where the user will be able to set their app to only see posts above the threshold they choose,” the company said in an emailed statement.

Sprains, pain, and whiplash: Waymo and Zoox test drivers are getting hurt as robotaxis scale

The rapid scaling of robotaxis over the last two years has come with a hidden human cost.

Test drivers for Waymo and Zoox sustained more than two dozen injuries in 2024 and 2025 from hard braking or other sudden movements made by the autonomous vehicles, according to a TechCrunch review of data submitted to the Occupational Safety and Health Administration.

These test drivers, who put autonomous vehicles through their paces on public roads, have suffered sprains, strains, whiplash, and more, according to OSHA data and interviews with former and current workers. Some have been sidelined for weeks or months.

Transdev, which employs and manages Waymo’s test drivers, reported 16 injuries tied to Waymo depot locations in three cities that were caused by the autonomous software braking hard or swerving suddenly. Zoox reported as many as eight worker injuries linked to hard braking.

Other autonomous vehicle companies do not appear in the dataset, though it’s possible they’re exempt. The Zoox and Waymo injuries appear because the companies classify themselves as taxi, limo, or transit services, which OSHA subjects to greater disclosure because they’re “higher-hazard” industries. OSHA also only requires establishments with 100 or more employees in these industries to make this information public, meaning test drivers in newer cities where operations haven’t scaled may have been injured on the job without appearing in this dataset.

TechCrunch was unable to learn whether Waymo or Transdev logged any new injuries in 2026. OSHA does not require companies to submit annual data until the following year as part of the agency’s Injury Tracking Application.

In Zoox’s case, injuries are still happening, according to sources who spoke to TechCrunch on condition of anonymity.

Two current and three former Zoox contractors told TechCrunch that the company’s test fleet vehicles — modified Toyota Highlander SUVs equipped with its self-driving system — were still braking hard and abruptly as recently as July. Three of those contractors said workers are still getting hurt. The workers were granted anonymity to discuss private operations.

Zoox declined to answer specific questions about the injuries it reported last year or the claims contractors made to TechCrunch about the continued hard-braking issues. The company said it follows necessary reporting requirements and takes injuries seriously.

Zoox also said hard-braking incidents are sometimes unavoidable and that the injuries reported last year represent a small percentage of the millions of miles its test fleet traveled.

Waymo also declined to answer questions about the injuries reported to OSHA.

“The safety of our riders, road users, and team is of paramount importance,” Waymo told TechCrunch. “As part of the process of responsibly deploying fully autonomous vehicles, we have driven tens of millions of miles with human operators behind the wheel. This is part of our ongoing validation process and learnings from these trips are integrated into the service.”

Transdev declined to comment.

More miles, more injuries

While Waymo has spent more than a decade developing its self-driving cars, it wasn’t until 2025 that it really started to scale. The company started offering rides in new cities and began mapping and testing in others, growing its commercial fleet to more than 1,500 vehicles by May 2025. Today, that fleet is more than 3,500 vehicles.

Waymo doesn’t break out how many vehicles it uses just for testing. But the amount of autonomous vehicle testing almost certainly increased as the company expanded its service areas and started to familiarize itself with entirely new locations.

Test driver injuries increased, too.

Transdev reported five Waymo test driver injuries in 2024 across San Francisco, Los Angeles, and Phoenix. One was related to hard braking, while the other four were related to erratic vehicle behavior.

In one case, a test driver reported that the car “suddenly backed up” while parking itself and “whipped the steering wheel,” catching his left hand and bending it “to the point he heard a crack in his wrist.” The employee spent more than two months away from work as a result.

The number of injuries jumped to 11 in those three markets in 2025, and hard braking was the cause of nearly all of them. Last September, a test driver in Phoenix wound up having to spend 157 days away from work after their vehicle “made an exaggerated breaking [sic] event without any obstruction.” At least two other injury reports specifically mention that the hard braking happened for no apparent reason.

The only injury report from 2025 that offers a reason for a hard-braking event involved an incident that happened in August in Los Angeles. The employee reported that “some kids were playing in the pathway.” The Waymo robotaxi stopped hard enough that the worker spent 175 days away from their job.

“Software braked harshly”

The Zoox contractors said hard braking — or “brake jabs,” as they are referred to internally — can happen multiple times on a single test drive, sometimes in the same location. They can happen at any speed, though higher-velocity braking incidents typically take a harsher toll on the body, the workers said.

The braking often happens when the autonomous driving system detects — or mistakenly detects — debris of some kind on the road, they said.

The scariest incidents, the contractors said, are when a test vehicle experiences a “nogo” — internal code for an entire system shutdown that often leads to a brake jab.

“You could be going 45 miles per hour and the car will enact a nogo, and suddenly you’re being whipped forward in the middle of the street, in traffic, and you need to be able to take over quickly,” one said.

This behavior shows up repeatedly in the injury reports Zoox submitted to OSHA.

On January 5, 2025, a Zoox test vehicle was driving autonomously in San Francisco when it abruptly slammed on the brakes. The “harsh” stop, as Zoox described it, injured the shoulder and upper arm of a contractor who was inside the SUV, leaving the worker on restricted duty for 16 days.

Later that month, another driver was hurt after a Zoox test vehicle made an “unexpected” stop, injuring their neck and leaving them with a swollen shoulder. It took the contractor eight days to return to work without restrictions.

Most of the Zoox-reported injuries appear to have happened to workers who sit in the driver’s seat of the SUVs. The company also reported an injury to an instructor who trains the test drivers. That injury took place on June 3 in San Francisco, when the test vehicle’s “software braked harshly,” causing the instructor in the back seat to report “sharp pain in lower right ribs and tightness in left shoulder upon returning to base.”

The injured instructor reported additional injuries to the spine and pelvis, though their work restrictions lasted only four days, according to the data.

Seven of the eight entries explicitly mention hard braking, nogos, or brake jabs. The eighth injury involved a worker who was sidelined for the longest amount of time — 46 days — and who reported “extreme back pain” after operating a test vehicle in Las Vegas in May 2025. Zoox wrote that the worker said they “were not sure if it was related to the behavior of the vehicle in autonomy or not but they said it hurts them to drive as well as take deep breaths,” and attributed the injury to a “vehicle maneuver.”

Zoox is dealing with these hard-braking issues as it finally begins offering a true commercial robotaxi service in a bid to compete with Waymo. The Amazon-owned company started charging for rides in its purpose-built robotaxi for the first time this month in Las Vegas. It offers free rides in San Francisco and is testing in Atlanta, Austin, Dallas, Los Angeles, Phoenix, Seattle, and Washington, D.C.

Four of the injuries Zoox reported in 2025 happened after the company issued a recall meant to resolve a year-long federal investigation into the tendency of its autonomous vehicles to brake unexpectedly. Zoox told TechCrunch the recall addressed an extremely narrow braking behavior and said the later incidents — and any resulting injuries — are unrelated to the software fix.

Two of the people who spoke to TechCrunch said that braking can be challenging even when manually driving the Zoox test cars because of the extra weight of the self-driving sensor suite. Test drivers are trained to brake with the extra weight, they said, though they added that minor injuries can be sustained even during that training process.

It’s hard to know if Zoox is experiencing hard-braking incidents with any regularity in its purpose-built vehicles, which do not have traditional controls such as a steering wheel or pedals. They either operate unoccupied or carry passengers who mostly aren’t employees — meaning any injuries wouldn’t be reported to OSHA.

Zoox has reported two robotaxi crashes to the National Highway Traffic Safety Administration in the last eight months in which hard braking for debris resulted in the purpose-built vehicles being rear-ended. The company’s descriptions of the crashes don’t specify what debris was spotted in either case.

分6年編列 2400億無人機條例三讀通過

立法院昨天趕在本會期結束前上演表決大戰,三讀通過「強化國防自主暨無人載具產業發展條例」。「無人機條例」明定所需經費以年度預算編列,以六年為期,每年編列四百億元,總額二四○○億元為原則,必要時可增編;條文也明定涉及軍用採購由國防部主管,並具體納入政院版要求的濱海監偵型無人機等三款無人載具。

輝達第二季營收爆表 年增106%

全球AI晶片龍頭輝達(NVIDIA)26日公布財報,截至7月26日的2027會計年度第二季營收年增106%,達962.2億美元,優於市場預期。輝達還罕見預告,2028會計年度營收可望大增70%,遠高於華爾街估計的約45%。消息激勵下,輝達股價27日開盤漲逾6.2%、費半漲2.2%、台積電ADR上揚1.2%,帶動台指期夜盤小漲約200點。

健康網》烤地瓜越焦越危險! 研究揭致癌1物質恐暴增

〔健康頻道/綜合報導〕地瓜是健康的原型食物之一,但烤得越香、越焦未必越好。營養師老辜指出,2022年研究發現,富含澱粉的地瓜經高溫久烤,便會產生具致癌疑慮的丙烯醯胺。2025年的研究也指出,切法與烹調方式會大幅影響丙烯醯胺的生成量。不過,他表示,這並不代表烤地瓜不能吃,只要掌握「金黃可以、焦黑不要」原則,避免過度烘烤,即可降低攝取帶來的健康風險。

高溫久烤 丙烯醯胺生成量增

老辜在臉書粉專發文表示,世界衛生組織(WHO)與聯合國糧農組織/世界衛生組織食品添加物聯合專家委員會(JECFA)將丙烯醯胺視為具有基因毒性與致癌性的化合物,香港食物安全中心則將其形容為一種加工污染物。他表示,丙烯醯胺主要在富含澱粉的食物進行高溫、低水分加熱時形成,與梅納反應有關。食物中的還原糖與胺基酸,尤其是天門冬醯胺,在高溫下反應,就可能形成丙烯醯胺。

老辜提及,2022年1項研究分析烤地瓜的丙烯醯胺含量,結果發現,地瓜條以190°C烘烤14分鐘時,丙烯醯胺最高可達327μg/kg;當溫度高於175°C,再加上烘烤時間拉長,形成量會明顯增加。此外,2025年的研究進一步比較不同地瓜品種、切法與烹調方式,發現氣炸地瓜薄片的丙烯醯胺含量相當高,部分樣品甚至超過10,000μg/kg。研究也發現,不同品種因還原糖含量不同,丙烯醯胺生成量也可能出現很大差異。

薄片、乾脆、焦黑風險較高

老辜說,吃烤地瓜時,許多人常追求香、甜、焦、脆,但表面越乾、越褐、越焦,丙烯醯胺形成的機會通常就越高。尤其地瓜切成薄片後,表面積增加、水分更容易散失,表面溫度也更容易升高,因此更有利於丙烯醯胺生成,對健康也較不利。

若想降低風險,老辜建議,平常可優先選擇蒸或煮地瓜;想吃烤地瓜也不必完全忌口,可烤至金黃、熟透、柔軟即可,避免焦黑、乾硬或過度褐化。至於地瓜片、薯條及氣炸地瓜零食,則較適合偶爾食用,不宜因為原料是地瓜,就將其視為可長期吃的健康食物。

取代主食別再當額外點心

此外,老辜補充,地瓜本身是很好的原型食物,可提供澱粉、膳食纖維、鉀及多種植化素。不過,除應注意烹調方式之外,吃法也同樣重要。提醒地瓜最適合用來代換部分主食,而非在原有主食之外再多吃一份。

老辜最後也強調,健康飲食並非把所有可能的風險都歸零,烤過的地瓜也不等於不健康。建議掌握適量食用、避免烤得焦黑,並輪替蒸、煮、烤等不同烹調方式,搭配蔬菜、豆類與優質蛋白質等原則,即是風險相對低的健康吃法。

美國在台協會(AIT)入境隨俗,在昨天中元節進行中元普度,處長谷立言帶領團隊,除了拿香祝禱、斟酒,供桌上還擺上今年九三軍人節限定版「乖乖」及台灣啤酒,以及加入艾草等草藥的淨身清水,遵循台灣民俗文化,知名命理師楊登嵙也讚AIT祭拜細節充滿台灣民俗巧思,「比台灣人還懂拜!」

谷立言第2年以處長身分舉行中元普度,去年親自用中文誦讀祝禱文,今年也不例外,以莊重而真誠的態度完成儀式,今年的祝禱文寫著「共祈台美情誼歷久彌堅,經貿科技百業興旺,也希望雙邊合作源遠流長、交流互利共創繁榮」、「伏願 神威遠鎮,庇佑群生。使雙邊合作源遠流長、交流互利共創繁榮。再願全體同仁身體健康、工作順遂、家興人和、出入平安、斯疏上達。」

AIT今年中元普度準備相當豐盛,供桌上以白米鋪滿圓盤,再用紅棗排列出「中元普度」字樣,楊登嵙表示,這是取「棗」與「早」諧音,象徵豐衣足食,也展現對傳統民俗的用心。

另一盤則以黑、白米排成太極圖,象徵陰陽平衡、五穀豐收及國泰民安;五色豆也有寓意,分別代表五行中的木、火、土、金、水,象徵天地平衡與和諧,其中綠豆代表生機與希望、紅豆象徵熱情與驅邪、黃豆代表穩定與財富、白豆寓意清淨與庇佑、黑豆則象徵智慧與避邪。

除了傳統供品,AIT也準備「綠色乖乖」,取其「乖乖」諧音,象徵平安穩定、不出狀況;供桌上還有台灣啤酒及今年九三軍人節限定版乖乖,展現台灣味十足的普度供品。

楊登嵙表示,普度供桌旁還準備裝有清水的臉盆、毛巾,以及加入艾草等草藥的淨身清水,供祭拜者使用,相關安排也呈現台灣民間普度文化特色;此外,供桌上的龍眼殼被視為「米甕」,龍眼枝搭配香腳則象徵「扁擔」,寓意讓好兄弟能將供品打包帶走。從供品擺設到祭拜細節,都融入不少台灣民俗元素。

華盛頓郵報26日報導,中東衝突加劇消耗並排擠原可用於應對中國衝突的關鍵彈藥,負責印太事務的五角大廈官員擔心,這將削弱美軍應對中國在該地區持續增強軍事壓力的戰備能力。

報導指出,「台灣安全觀測站」(Taiwan Security Monitor)的資料顯示,目前美國已批准但尚未交付給台灣的武器,總值近300億美元,其中包括價值8.82億美元的愛國者飛彈。儘管台灣國防部官員今年3月在立法院表示,仍預期今年能獲交付102枚愛國者飛彈,但華府智庫「防禦優先作為」(Defense Priorities)軍事分析主任卡瓦納(Jennifer Kavanagh)直言,台灣要取得全數飛彈的機率「非常低」,因為美國的首要任務,將是回補自身與波灣盟邦的庫存。

知情人士透露,負責亞洲軍事行動的太平洋司令部官員對資源驟減感到沮喪。一名美國官員指出,戰爭期間已有超過30艘原訂部署於太平洋的艦艇被調往中東;本月,駐紮日本的航空母艦「華盛頓號」(USS George Washington),也被調至中東。

此外,美軍以中東戰事需求為由,取消原訂9月與南韓舉行的「雙龍」兩棲登陸聯合演習;駐韓美軍司令布朗森(Xavier Brunson)更證實,在2025年6月美軍打擊伊朗核設施之前,部分用於飛彈防禦系統的雷達,就已被調離朝鮮半島。

在美軍戰備引發質疑之際,美國總統川普正向中國國家主席習近平與北韓領導人金正恩釋出善意。川普與習近平預計9月24日在華府會面;而在川普5月前往北京與習近平舉行峰會前,一項價值約140億美元的對台軍售案遭擱置。

華府智庫「戰略暨國際研究中心」(CSIS)資深顧問坎西恩(Mark Cancian)警告,若發生針對台灣的入侵行動,美軍的防禦消耗將超出五角大廈的供應計畫,許多關鍵武器將在數週內耗盡。他指出,美國在伊朗戰爭的前4週,共發射超過850枚戰斧飛彈,至今估計已消耗逾千枚;而最關鍵的愛國者與終端高空防禦系統(THAAD,薩德),在中東與烏克蘭的廣泛使用下也已急遽減少。

據估計,美國目前僅剩約1000枚愛國者與薩德攔截飛彈。卡瓦納直言:「中國擁有3000枚以上的彈道飛彈。這在數學上是完全不利的。」

郭雅慧指出,行政院先前所提8年1.25兆特別預算,其中最關鍵的無人機預算被刪除,所以才再提了無人載具特別條例,目的非常明確,針對軍方最迫切需要的三款無人載具(濱海監偵型無人機、濱海攻擊型無人機及自殺無人艇),希望加速採購、強化不對稱戰力,並建立台灣無人機的產業量能。

郭雅慧表示,很可惜國會通過的版本沒有充分考慮國防需求,包含國防部一再強調的急迫性、持續性,其中有個很現實的考量,軍方無人機迭代很快、幾乎以月為單位計算,國際上包括美國、英國、澳洲、日本都針對無人機建立「快速採購機制」,當國際都在踩油門、大家都在加速前進,台灣不應該卡在起點,反而拉了手煞車。

郭雅慧強調,當然下一步我們不會慢下來,我們會在憲法跟法律的框架之下尋求一切的方式,會建立需要的戰力,也保護國家的安全。

Toyota前身:紡織業

旗下車款選擇多樣且遍布全球的Toyota,與豪華品牌Lexus及專做小車的Daihatsu組成全球最大汽車集團,如此龐大的汽車帝國卻是從紡織業起家。被日本人譽為「發明王」的豐田佐吉,於1911年建立豐田自動織布機工廠,成為整個豐田集團的起點,當時豐田佐吉發明的Type G紡織機就是後來跨足汽車產業的契機。

Mazda創始人松田重次郎於1920年創立「東洋軟木工業株式會社」,以生產酒瓶用的軟木塞為主要業務,由於他本身對機械有著高度興趣,1927年將公司改名「東洋工業株式會社」,開始生產重工業用機床,並於1931年開發出Mazda Da輕型三輪商用車,也是第一次以松田重次郎姓氏Matsuda的諧音Mazda進入市場,即使第二次世界大戰的兩顆原子彈重創廣島,松田重次郎也很快在絕境中重生,於1945年12月就恢復產線,並在1967年正式推出轉子引擎車款,自此在全球市場一炮而紅,到如今成為舉足輕重的日系品牌車廠。

Suzuki前身:紡織業

深耕小車市場的Suzuki,擁有Swift、Jimny等熱銷車款,在二輪市場同樣舉世聞名,有著「地表最速重機」之稱的Hayabusa「隼」就來自Suzuki。與Toyota皆自紡織業起家,Suzuki早在1909年就在日本靜岡縣濱松市成立株式會社,至今已超過百年歷史。

創辦人鈴木道夫1929年發明了一款新型織布機,當時申請120項專利,並出口海外建立穩定財務,隨後開始投入機車與汽車研發,1954年推出第一台四衝程單缸90c.c.摩托車COLLEDA CO,並在1955年正式推出首款汽車Suzulight,1968年併購當時專營四輪傳動的日本車廠Hope Motor,累積大量製造經驗後,進而在1970年誕生Jimny 4×4計畫,由此催生出如今日本第4大汽車製造廠、全球第3大機車製造廠的輝煌成果。

Suzuki當年也是從紡織業起家,而且擁有多項專利發明。

在四輪擁有越野好口碑的Suzuki,二輪領域同樣表現亮眼。

Mitsubishi前身:海運業

Mitsubishi三菱對於台灣消費者而言是相當熟悉的品牌,從汽車、冷氣、冰箱到重型機具都能見其Logo,很多人可能以為三菱是重工起家,但實際上Mitsubishi自海運業奠基,1870年由岩崎彌太郎創立,先是命名九十九商會後改名三菱商會,1884年接管長崎造船局後奠定重工基礎。

三菱在1917年踏入汽車領域,當時以義大利Fiat Tipo 3為原型,打造旗下第一款量產汽車「三菱A型車」,並在第二次世界大戰期間打造無數軍艦與戰機,戰後轉型為大型商用車開發,當時日本財閥遭盟軍總部強制解體,Mitsubishi為響應日本政府的「國民車」構想,1960年推出「三菱500」大為熱銷,並在1970年因為龐大造車與引擎技術積累,正式獨立為「三菱汽車工業股份有限公司」,開啟後續的拉力賽傳奇,並在車壇站穩腳跟。

Mitsubishi最早是以造船為主,至今仍是全球知名造船廠之一。

第二次世界大戰後汽車產業蓬勃發展,Mitsubishi也創造多款熱銷車。

Lamborghini前身:農用曳引機製造商

以強悍性能與銳利外型叱吒車壇的義大利超跑代表Lamborghini,堪稱是世界最具辨識度的知名車廠之一,但這樣一家頂級超跑廠的前身卻是從農用曳引機起家。創辦人Ferruccio Lamborghini出身農家,1948年創立專門生產曳引機的公司,在戰後經濟復甦背景下,以軍用車輛改裝而來的曳引機讓Lamborghini成為市場領導者。

創辦人Ferruccio Lamborghini有錢後開始蒐集超跑,卻對這些超跑的操駕體驗不滿意,甚至向法拉利創始人Enzo Ferrari分享,卻被諷刺:「一個曳引機製造商,懂什麼跑車?」由此激發Lamborghini品牌的誕生。Ferruccio Lamborghini在1963年創立Automobili Lamborghini S.P.A.,並以V12引擎打造首款350 GTV跑車,更在1966年推出被認為是世界上第一台「真正意義上的超級跑車」Miura,從此讓Lamborghini成為頂級超跑代名詞,時至今日仍受層峰玩家喜愛。

從農用曳引機到超級跑車,Lamborghini品牌創辦人的故事至今仍令車迷津津樂道。

Rolls-Royce前身:電機與機械廠

「汽車之王」Rolls-Royce已有超過120年歷史,但要說這家傳奇車廠的前身則要追溯到1884年,創辦人之一的Henry Royce當時在英國經營「F.H. Royce and Company」,主要生產燈泡、發電機與起重機馬達,由於當時對汽車工藝感到不滿,於是Henry Royce自己動手打造「10hp Royce」汽車,並於1904年與貴族出生且對汽車興趣十足的Charles Rolls會面,最終促成Rolls-Royce誕生。

Rolls-Royce在1907年推出一款名為Silver Ghost的汽車,並在當年創下連續不間斷駕駛14,371英里的紀錄,震驚車壇,這輛車不僅為勞斯萊斯汽車樹立享譽世界的優秀典範,也確立了多項流傳至今的品牌標誌性設計,如源自帕德嫩神廟的直瀑式格柵、永保正立的懸浮輪圈飾蓋、座艙內的精緻時鐘,到隨後問世的「歡慶女神」立標等,皆成為Rolls-Royce至今不容錯認的圖騰元素。

Land Rover前身:腳踏車製造商

豪華越野休旅的代表車廠Land Rover,是車壇少見僅生產SUV的品牌,擁有強悍的越野性能以及奢華的車室鋪陳,相當受英國皇室喜愛。Land Rover一開始其實是腳踏車製造商,於1884年創立、1885年打造出史上第一款現代腳踏車Rover Safety Bicycle,以其創新的鏈條傳動設計和大尺寸前後輪等設計,成為現代腳踏車的雛形,從此打下Rover品牌聲譽。

隨著英國工業發展,Rover將重心轉向機車與汽車,並在第二次世界大戰後以「Land Rover」車型崛起,1947年以美國軍用Jeep為基礎打造原型車,透過恆時四輪驅動系統、結構簡單耐用的架構打下越野名號,隨後1970年瞄準市場對休旅車的需求,正式推出第一代Range Rover,被公認為全球第一輛擁有越野能力的多功能車款,也就此開啟「越野之王」傳奇。

Land Rover曾打造出史上第一款現代腳踏車。

現已是豪華休旅車代表的Land Rover,更擁有越野之王的稱號。

Peugeot前身:五金工具製造業

若要說全球歷史最悠久的車廠,Peugeot絕對榜上有名,超過兩個世紀的漫長時光催生出無數膾炙人口的車款,Peugeot以五金工具起家,1810年Peugeot家族主要生產彈簧與鋸片,並以站在箭矢上的雄獅為品牌識別,隨後陸續推出刀叉、手術刀、彈簧、咖啡研磨機、鐘錶、縫紉機等,在當年法國幾乎隨處可見Peugeot的產品,時至今日Peugeot的胡椒罐仍是米其林大廚的愛用品。

直到1882年,Armand Peugeot投入腳踏車製造,打造出首輛蒸汽三輪車Serpollet,又於1891年正式推出首款四輪汽車,並陸續開發出直列雙缸引擎、雙座輕便車、敞篷車等,甚至方向盤、橡膠輪胎也都是Armand Peugeot的創見,如今Peugeot仍延續著創新的傳統,對於設計美學的追求以及安全科技的精進成為品牌代名詞。

站在箭矢上的雄獅是Peugeot最早的廠徽,可以追溯到1810年,象徵五金起家的悠久歷史。

美國貿易代表葛里爾26日接受加拿大廣播公司訪問說,「加拿大已禁止(美國)酒類與烈酒銷售,我們並未禁止加拿大任何產品。他們也限制我們可以進口的汽車類型,並在省級採購中,禁止特定產品與服務。再一次,我們從未實施這些禁令,這相當極端,但也許我們需要這麼做」。

葛里爾在加拿大的電視上露面,花了大量時間提出白宮版本的美加談判破裂的說法。該持續數天的貿易談判似乎將達成協議,但在上週五期限將屆之前,突然破局。

此後,美國對價值200億美元的加拿大進口商品加徵50%關稅,或加國輸美產品5%。加國總理卡尼隨即宣佈,自9月8日起,將對等值的美國產品加徵15%至50%關稅。

美國與加拿大的貿易衝突升級,目前華盛頓維持對加國進口鋁課徵50%關稅,渥太華亦對美國進口鋁課徵50%報復性關稅。兩國鋁業協會疾呼雙方政府停止相互攻擊,應組成共同陣線,反制中國的競爭。

彭博報導,加拿大鋁業協會與美國鋁業協會警告,針鋒相對的攻擊恐削弱投資,並破壞北美整合程度最高的一條供應鏈。美國約60%的原鋁需求依賴進口,而加拿大是最大供應國。

加拿大鋁業協會主席希馬爾(Jean Simard)呼籲建立「北美堡壘」,區域內維持鋁的自由貿易,同時對來自非市場經濟體的鋁設立壁壘,並打擊相關轉運。

他表示,即使新建冶煉廠,並重啟舊廠,美國仍將依賴進口原鋁。他說,「美國無法僅靠自己」。他也說,美加相互攻擊轉移了對更大威脅的關注,亦即中國的產能過剩,以及中國鋁透過第三國,流入北美。隨著中企擴大印尼等海外生產據點,加拿大正審查自由貿易協議中的轉運風險。

〔財經頻道/綜合報導〕中尼邊境26日爆發致命山洪,造成慘重死傷,也讓中國與尼泊爾合作建立的喜馬拉雅冰川災害預警機制受到質疑。巧合的是,災難發生同一天,中國科研團隊才發表論文,列舉中國近年冰川防災成果,宣稱相關系統合計已成功發布7次預警,其中還包括去年一次中尼邊境預警。然而面對這次重大災難,系統是否曾提前偵測異常或發布警報,至今仍不清楚。

《南華早報》以「中國與尼泊爾為喜馬拉雅融冰建立預警系統,它真的有效嗎?」為題報導,指出26日尼泊爾高海拔地區突然發生冰岩崩塌,大量土石衝入河流,引發毀滅性山洪,一路向下游衝擊中國西藏吉隆,造成重大死傷。

報導指出,中國科學家與尼泊爾同行合作建立跨境預警系統,監測喜馬拉雅冰川湖潰決洪水,過去幾年曾及時發布警報,有效避免人員傷亡。但這次高海拔冰岩崩塌卻讓各方措手不及。

報導特別提及,災難發生當天,中國科研團隊恰巧在《冰川凍土》發表論文,列舉中國近期的防災成果,包括第二次青藏高原科學考察建立的喜馬拉雅冰川湖監測網、雅魯藏布江色東普地區冰崩災害預警系統,以及中尼跨境流域錯仁瑪冰川湖預警系統。研究團隊表示,這些系統合計已成功發布7次預警,其中包括去年一次中尼邊境預警。

不過,這「7次成功預警」並非全由同一套中尼邊境系統發布,而是上述多套監測及預警系統的合計成果。至於這次致命山洪發生前,中尼預警系統究竟有沒有偵測到異常、是否曾發布警報,《南華早報》指出,目前仍不清楚。

中國科學院山地災害專家康世昌(音譯)也點出跨境預警的難題。他表示,理論上若能偵測到上游冰岩崩塌,約可爭取20分鐘預警時間;然而當地監測設備有限,加上這次災害源頭位於尼泊爾一側,等到感測器發現異常時,泥石流可能已經向下游奔襲。

事實上,預警系統去年也曾暴露監測盲點。去年7月,吉隆縣普熱普冰川一座面積0.68平方公里的冰川湖潰決,引發跨境泥石流,摧毀中尼友誼橋、超過1公里公路及4座水力發電站,造成至少18人死亡、數十人失蹤。中國科學院青藏高原研究所副所長徐柏青(音譯)今年5月坦言,當時潰決的冰川湖並未被列為預警系統的重點監測目標。

中國科學院青藏高原研究所團隊自2017年開始建立多維度跨境災害預警體系,透過衛星遙測、地面監測及實地觀測,追蹤冰川湖面積、水位、冰川動態及周邊氣象變化。

然而,氣候變遷正使喜馬拉雅地區風險急遽升高。當地升溫速度已超過全球平均2倍,冰川融水深入裂縫後可能削弱冰川穩定性,冰川湖也持續擴張。中國研究警告,若沒有進一步干預,未來喜馬拉雅地區冰川湖潰決洪水強度恐增加逾27%。

目前這場悲劇的確切原因和全部影響尚未得到官方確認,但顯而易見的是,氣候變遷正在迅速加劇該地區的脆弱性。

〔編譯魏國金/台北報導〕彭博報導,輝達26日財報指出,在7月26日截止的第二季,輝達銷售中國客戶H200晶片的金額僅佔其資料中心營收不到1%。這是自2025年初,輝達出貨約6000萬美元H20晶片以來,首度出售中國的人工智慧(AI)晶片。

輝達補充,由於北京政府反對,輝達無法完全出售1月間美國政府許可的H200出貨量。因該產品需求下降,過去6個月,輝達對H200過剩庫存提列4億美元(約127億台幣)費用。

輝達財報指出,這些晶片,加上其他非AI產品,包括與電腦遊戲相關的硬體銷售,使第二季中國銷售額達78.8億美元,幾乎是去年同期的2倍。該財報並未具體說明對中國出售多少H200晶片與營收額。

儘管H200晶片已在中國銷售,不過輝達第三季財測仍將來自中國的資料中心與AI晶片營收掛零。自2022年以來,美國政府不斷升高輝達先進AI硬體銷售中國的限制,華府決策者憂心相關技術恐協助北京提升軍力。美國政府的措施實際上阻絕輝達進入中國的AI晶片市場。

輝達財報顯示,其第二季營收962億美元,季增18%、年增106%,每股盈餘2.22美元,相較之下,市場先前預期營收925億美元,每股盈餘2.09美元。

輝達資料中心部門營收890億美元,高於預期的858億美元,是最重要的營收來源,主要客戶為超大規模資料中心營運商亞馬遜與Alphabet旗下的Google。

中國經濟陷入「痙攣」狀態 鄧聿文:「鐘才文」4度喊話難振信心

〔編譯盧永山/綜合報導〕中國近日公布一系列數據,凸顯經濟已露出疲態。旅美中國時政評論員鄧聿文發文表示,要問中國經濟有多疲軟,看看「鐘才文」持續發聲的動作就知道。8月22日至25日,「鐘才文」連續4天在《人民日報》刊文,4篇文章的主題雖各有側重,中心意思卻很清楚:中國經濟沒有外界想像的那麼差,有韌性、有新動能,政策也有空間,要堅定信心。

鄧聿文寫道,「鐘才文」中共中央財經委員會的諧音,中財委則是中國經濟的最高決策機構,它以「鐘才文」的筆名連續刊文,本身就說明,北京認為現在到了需要安撫市場、穩定預期的時候。

中財委為什麼現在要密集喊話?直接原因是剛公布的7月經濟數據明顯變差,出口和高科技製造雖然仍然強勁,但主要國內需求指標幾乎都在惡化。另一原因則是政治時間表。中國領導人習近平9月24日將要訪美,10月中共又將召開二十屆五中全會。對北京而言,接下來2個月顯然不是一個可以容忍經濟繼續明顯下行的普通時期。習近平訪美需要1個相對穩定的國內經濟背景,五中全會召開前也不能讓經濟悲觀情緒持續蔓延。因此,「鐘才文」此時出場,既是在解釋數據,也是在管理預期。

問題是,今天的中國經濟已經不是靠幾篇來自最高財經決策層的文章,就能改變預期,托住信心的經濟。

中國上半年GDP成長4.7%,的確落在全年4.5%至5%的官方目標區間內,這也是「鐘才文」一再強調的理由。 但7月的數據再次說明,中國經濟現在更值得注意的,不只是成長快一點還是慢一點,而是已經進入一種「痙攣」的狀態。

鄧聿文寫道,所謂痙攣,並不是說經濟一直衰退,更不是說馬上就會發生全面危機。它指的是,一個原本應該相互協調運作的經濟機體,不時在不同部位發生異常:房地產風險剛被暫時壓住,消費又掉下來;地方債務風險壓住了,民間投資繼續收縮;出口很好,國內需求卻跟不上;高科技製造高速增長,傳統行業卻陷入價格戰;1個月資料稍有好轉,下個月又有新的問題冒出來。

北京並非不知道這些問題。近幾年來,從房地產救市、地方化債、降息降準,到消費品以舊換新、整治「內捲式競爭」、改善民營經濟環境,各種政策不少。 7月政治局會議也再次提出擴大內需、改善民生、穩定房地產和優化民營經濟發展環境。可問題在於,這些政策往往能夠暫時壓住一個症狀,卻很難讓整個經濟擺脫痙攣。

原因恐怕不只是政策力道不夠,更是中國發展經濟的底層邏輯已經改變了。

新加坡經濟學家陳光炎最近提出1個很有解釋力的觀點。他認為,中國現在存在「兩個經濟」:一個是人工智慧(AI)、電動車、電池、機器人、半導體等具有國際競爭力的「技術經濟」;另一個則是房地產疲軟、地方債務高企、人口收縮、家庭消費低迷和消費信心不足構成的傳統宏觀經濟。

北京越來越重視前一個經濟,因為在決策層的政策排序中,短期成長、就業、消費和居民福利已經不再是唯一甚至未必是最高目標,在未來20、30年的中美戰略競爭中積累國家綜合實力,被賦予了越來越高的優先順序。這個觀察正好解釋了為何北京明明知道內需不足,卻始終沒有把大規模提高居民收入和社會福利放到經濟政策的中心位置。

鄧聿文指出,中國經濟要真正走出現在這種痙攣狀態,歸根到底必須解決2個問題。

第一是收入。不是發幾張消費券,也不是一次性的以舊換新補貼,而是讓一般家庭能夠形成持續的收入成長,讓居民部門在國民所得分配中得到更多。如果收入沒有穩定成長,擴大消費就始終只是一個政策口號。

第二是預期。老百姓不只要有錢,還必須敢花錢;企業不只要能夠融資,還必須願意投資。這取決於市場主體如何判斷未來的就業、房價、企業經營環境、政策穩定性。收入決定有沒有能力消費,預期決定願不願意消費和投資,兩者缺一不可。

然而,如果北京的長期戰略競爭仍然壓倒居民部門的短期修復,那麼這2個問題都很難根本解決。北京可以繼續把資源投入AI、晶片、先進製造,也可以由此產生一批世界級產業,但如果居民收入、私人投資和消費長期疲軟,中國的「兩個經濟」就會繼續分化,供強需弱的問題也會繼續存在。這正是「鐘才文」連續發文難以真正安撫市場、提振信心的原因。

可以說,中國經濟現在真正缺乏的,不是權威機構更多關於信心的文章,而是產生信心的經濟條件。如果北京仍將同美國的長期競爭和國家實力積累,置於居民收入成長和預期修復之上,那麼,中國經濟恐怕也將長期困在這種反覆發作的「痙攣狀態」。

晶圓代工廠世界先進位於桃園市蘆竹區的晶圓三廠,27日深夜11點多發生火警,桃園市政府消防局獲報後,派遣消防人員89名、消防車35輛、救護車3輛前往救援,迅速於近1小時內撲滅火勢,消防隊員說,廠區1棟建築物的頂樓機房起火,燃燒面積約20平方公尺,起火原因、財物損失都仍待進一步調查。

消防局27日深夜11點29分接獲火警報案,緊急派員救援,今天凌晨0點14分控制火勢並於0點21分順利撲滅,消防隊員說,起火的建築物是廠區內的1棟地上4層RC結構建築物,現場燃燒頂樓機房,當時廠區內還有許多員工,廠方緊急疏散200餘名員工並清點人數,目前幸未傳出人員受傷或受困消息。

〔即時新聞/綜合報導〕晶片大廠輝達週三公布強勁的營收預期,再次印證AI發展的強勁趨勢,並推動科技股上漲。週四標普500指數上漲0.72%,以科技股為主的那斯達克指數上漲1.57%,道瓊工業指數上漲105.56點、0.2%,費城半導體指數勁揚2.33%,台積電ADR上漲9.61美元、2.30%,收在427.30美元。

綜合外媒報導,輝達週四暴漲逾8.7%,該公司公布的財報超出分析師預期,其第二財季的營收成長超過1倍,值得注意的是,輝達預計2028財年的營收成長率將達到70%,遠高於分析師預期的44%。

無人載具條例三讀 6年2400億 院版未獲採納 行政院高度遺憾

立法院院會昨經表決,三讀通過國民黨團主導的「強化國防自主暨無人載具產業發展條例」。三讀條文明定,中央政府應循年度預算程序,連續六年編列總額二四〇〇億元預算,每年編列四〇〇億元為原則,若有不足,得依實需增編。

每年400億元 若有不足可增編

行政院原規劃以二一〇〇億元特別預算籌購三項濱海無人載具的「國防自主無人載具採購特別條例」,未獲立院採納。行政院對此表達高度遺憾,表示通過條文難以達成以國防需求帶動國內產業量能提升的政策目標。

此外,行政院版原訂主管機關為國防部,三讀條文則明定主管機關訂為經濟部,涉及國防軍用採購事項則為國防部。

三讀條文也規定,行政院應設置「國家無人載具產業發展戰略特別委員會」,負責審議無人載具產業發展綱領。委員會成員除官員外,學者專家比例不得少於總數二分之一,且依立法院各黨團推薦人選遴聘。

行政院版無人載具條例原規劃編列特別預算,經費上限二一〇〇億元,採購項目限濱海監偵型無人機、濱海攻擊型無人機及小型自殺無人艇三項。昨由在野黨主導的三讀版本,則將此三項裝備列入第十七條,明定國防部應依作戰需求及科技發展,採購於航渡及泊地登陸階段具優勢之攻擊型及監偵型無人載具,包括行政院核定的上述三項裝備。

條文另明定,單一無人載具採購案金額超過一億元者,主管機關應於決標後三十日內向立院提出報告。本條例自公布後六個月施行,其中預算編列的第四條自公布後施行。

「男版創意私房」不只靠販售性影像牟利,檢警更查出犯罪集團內部竟出現「師徒制」!廿五歲許姓男子把學來的扮辣妹誘男網友裸聊、側錄手法,傳授給廿四歲陳姓男子,兩人還共用雲端硬碟交換非法影像,形成「資源互助」的組織化暗黑產業鏈,二人一併遭查獲起訴。

檢警追查,落網的嫌犯並非各自單打獨鬥,而是逐漸發展出技術傳授、片源共享的組織模式,讓原本的個人犯罪變成彼此支援的犯罪組織。

其中許男早在二〇一七年起,就在網路上學習假扮美女與人攀聊、伺機引誘對方裸聊、自慰等犯罪手法,後來結識陳男竟成為對方的「老師」,將技巧傳授給陳,還教導如何建立假女性Instagram及交友軟體帳號。

為了讓假身分更逼真,二人找來女子裸露、自慰影片,搭配變聲軟體,讓對方誤以為真的在與美女視訊,卸下戒心後掉入圈套。此外,二人也會「片源共享」,許男開設Google雲端硬碟,開放權限給陳男使用,雙方約定各自取得的網友性影像,都上傳到同一個雲端空間,藉此交換、擴充彼此的片庫,許男後續又與一名網路暱稱「蝦」的男子合作,讓對方使用同一雲端空間內的資料夾,共享取得的性影像。

這種「你拍、我存、彼此共享」運作方式,讓犯罪者不必各自建立完整片庫,就能迅速取得大量性影像,顯示此一運作模式已逐步發展成相互支援的組織化犯罪,透過影像流通,犯罪門檻與成本也跟著降低,卻造成被害人私密影像擴散的傷害。

尼泊爾山洪 外交部:尚無國人受困通報

尼泊爾北部接壤西藏地區廿六日發生嚴重洪災,造成重大人員傷亡及失聯。外交部昨說明,目前尚無我國人傷亡或受困的通報,外交部及駐處將持續瞭解並掌握在當地國人及僑胞安全情形。

外交部提醒近期擬前往尼泊爾或目前正在當地的國人,應密切注意當地災情資訊,避免前往受災地區及其他可能的高風險區域,並隨時與親友保持聯繫。外交部目前對尼泊爾發布橙色旅遊警示,建議國人避免非必要旅行。

5200公尺高冰川崩塌墜谷

中國與尼泊爾交界處的毀滅性洪災事發一天後已造成至少三六二人死亡,超過一千四百人失蹤,其中逾半數是外籍人士。專家研判洪災肇因於高處崩落的冰川,規模大到起初被誤認為地震。國際社會紛紛伸援,羅馬天主教教宗良十四世與西藏精神領袖達賴喇嘛表示祈禱與哀悼,中國國務院總理李強趕抵現場指導救災。

尼國警方表示,截至當地時間廿七日傍晚五時(台灣時間同日晚間七時十五分),死亡人數達三五九人;加上中國官媒同日稍早稱有三人遇難,兩地合計至少有三六二人死亡。至於失蹤人數,兩地合計超過一千四百人下落不明,其中尼國救災當局稱有八二三人失聯(尼國觀光部門稱六四四人),其中至少五一七人是外籍人士;中國官媒則說,尼國側有近百名中國人失聯,西藏側則有包含二六〇名外國人在內的五五八人失聯。

土石流形成堰塞湖 預計洪峰9/1前後出現

尼國防災當局警告,衛星畫面與分析顯示,洪災災區有河川被土石流堵住形成堰塞湖,湖水還持續上升,一旦潰堤,災區恐再陷危機。

中國當局也辨識出吉隆上游仍有一處堰塞湖,已開始溢流,未來三天還將匯入約三百萬立方公尺水量,潰壩風險極高,洪峰預計在九月一日前後出現。

冰崩高速下洩變土石流

專家直指洪災原因是高山冰川崩塌。紐西蘭地質與核子科學研究所首席科學家考克斯說,一大塊冰川從約五二〇〇公尺高處墜谷,沿途夾帶石塊、沉積物、樹木與所有一切,形成一團來勢洶洶的土石流;崩塌量估計可能介於五十萬立方公尺到數千萬立方公尺。稍早曾誤傳洪災肇因於地震,但美國地質調查所(USGS)判定並未發生地震,只是冰川崩塌與土石流。

中國專家也說,土石流災害肇因於尼泊爾境內高位冰川崩塌;冰崩落體高速下洩,沿著溝道裹挾冰磧物演變為碎屑流,進而匯入東林藏布形成土石流,衝擊吉隆口岸並向下游尼泊爾方向運動;根據測算,吉隆冰崩土石流的速度約為每秒五十公尺,速度極快,讓人幾乎沒有反應時間,影響範圍也達廿多公里。

李強、尼總理親赴重災區

中國國務院總理李強廿七日下午抵達吉隆視察救援工作,截至廿七日晚間,中國已動員超過兩千人前往救援。

尼泊爾總理夏哈已親赴重災區奴瓦科特視察,並呼籲全國團結,政府已動員直升機投送帳篷、食物等緊急物資。尼泊爾內政部長古隆表示,搜救工作的重點仍是尋找生還者。印度、美國、英國、加拿大及聯合國均表示將提供援助。

西藏精神領袖達賴喇嘛廿七日表示,他為所有罹難者祈禱,並向死者家屬及所有受災民眾表達深切慰問,同時呼籲當局正視氣候變遷等可能導致災害頻傳的深層因素。

扮辣妹誘千男裸聊側錄網售 170人是未成年╱「男版創意私房」 賣20萬性影像檔

男子李冠諭去年開始假扮辣妹在各社群交友,上傳女子清涼裸照或影像取得對話男網友信任後,引誘對方脫衣裸聊側錄,再依九個等級販賣這些性影像,粗估上千名男性受害,且有一百七十人是未成年,影片高達上萬部,每部收取三千元至十萬元不等,甚至還能客製化,犯罪情節宛如「男版創意私房」。警方逮捕李男及共犯廿人,台中地檢署依違反兒童及少年性剝削防制條例、妨害性隱私等罪起訴。

首腦李男等20人起訴

中檢在偵辦一起洪姓男大生涉嫌兒少性剝削案件時,分析扣案的數位證據,發現背後有一條龐大的性影像交易鏈,檢察官郭逵指揮刑事局電偵大隊第二隊追查,揪出從「騙片、盜錄」到「分級販售」的完整犯罪網絡。

會員分9級 10萬解鎖未成年影像

經查,三十七歲李男利用Telegram架設多個性影像群組,還依會員消費金額分級,從「目錄」、「初階」、「中階」、「高階」、「長片」,一路到「軍警」、「健兒」、「幼齒」及「萌健」等九大系列,會員消費門檻從三千元至可觀看未成年人的十萬元不等,不法所得逾五百六十萬元。

被告不法所得逾千萬元

其中廿三歲鄒姓男子被查出另闢交易管道,向洪男及其他不詳者購買被害人性影像,再轉至Telegram群組販售,還找來三名成員提供金融帳戶,協助收款、提領及轉匯犯罪所得,四人獲利約六百萬元。

檢警近一年發動五波搜索拘提行動,查扣手機、電腦主機、行動硬碟等儲存裝置以及雲端帳號,清查出被害人性影像檔逾廿萬個、影片上萬部,同時查扣現金一百二十多萬元。

刑事局提醒,私密影像一旦外流,可能造成被害人長期傷害,民眾切勿因一時好奇或利益而成為散布鏈的一環,牢記「不拍、不持有、不下載、不分享」,避免觸法。

憂輿論反彈不利年底選舉 公督盟:藍白緩兵之計

藍白原訂在昨日立法院院會中強推「公民投票法修正草案」,將公投票採「一票多案」;不過,國民黨團卻臨時急轉彎,並未將該案列入表決議程。據悉,國民黨並非放棄推動修法,而是打算在下個會期完成三讀。公督盟執行長張宏林受訪時直言,這只是緩兵之計,因憂心輿論的反彈造成年底選舉不利,但藍白想藉由公投來亂台本身並無改變。

面對國民黨昨日急踩煞車,未以人數強勢通過公投票採「一票多案」相關修法,張宏林認為,這說明民眾的抗議、憤怒及社會輿論,對他們有一定的壓力,也是先前公督盟一再呼籲,民眾要勇於表達對他們的不滿。

藉公投來亂台 並未改變

張宏林提及,在大罷免後,有些人就放棄,就覺得好像無法改變,但從這件事來看,只要有人願意站出來,還是可以凸顯他們的慌張。不過,他認為,這只是暫時性的緩兵之計,因為輿論的反彈造成藍白年底選舉的不利,他們想藉由公投來亂台本身並無改變。

張宏林指出,國民黨先前也提出「公投法」修法意圖壓縮公投的討論時間,顯然都是政治操作,就是想搗蛋、破壞選舉的穩定性,這是最可惡的事。

張宏林批評,公投的精神是要讓人民充分地表達與辯證,回顧歷史,國民黨一直是反公投的,就算後來提出了「公投法」,也是高門檻的鳥籠公投,所以這個政黨對公投並不支持,也並非想落實民權,而是把公投當成政治操作的工具,國民黨仍有反民主的基因存在,以至於現在還是會做許多搞亂選舉的做法。

施壓下屬浮報餐費挪用 宜縣退休消防局長徐松奕 涉貪起訴求重刑

上月間緊急辦理退休的宜蘭縣政府消防局長徐松奕,被宜蘭地檢署查出,任內利用辦理慰勞餐敘機會「揩油」,施壓下屬浮報桌數,將多出的三萬餘元公帑,私挪用於招待他人飲宴。檢方調查後直斥徐態度惡劣、毫無悔意,依貪污治罪條例的「利用職務上之機會詐取財物罪」起訴徐男及三名下屬,建請法院對徐從重量刑。

至於張姓前科長、林姓及賴姓科員等三名下屬,檢方考量三人僅因遵循長官指示而觸法,犯後態度良好,請求法院予以減刑、緩刑或免刑宣告;涉嫌違反商業會計法的林姓餐廳業者獲緩起訴處分。

檢方起訴指出,徐松奕去年七月舉辦「特種搜救隊國家認證計畫(NAP)」慰勞餐會,受邀對象一二六人,實際僅需十二至十三桌,徐為預支高額餐費,竟透過張姓災害搶救科長指示林姓科員,將餐會浮報為十五桌,餐後經核算,剩餘款有三萬三千多元應繳回。

公帑私用 檢批態度惡劣、毫無悔意

徐卻指示賴姓科員私下向酒商購買酒水,還以「留桌」方式另行安排一場飲宴,招待與NAP計畫無關的人,並且違法核銷將三萬多元花用殆盡。

檢方痛批,徐濫用審核預算權限,多次施壓下屬上簽提高預算,將公帑流用於私人飲酒與餐敘,卻以事務繁忙未干預核銷為由推諉卸責,說詞與其餘被告完全不符,依此起訴及從重求刑。

徐松奕於二〇一六年擔任宜縣消防局長,因貪污案遭查辦後,火速於七月辦退,獲縣府核准。

民進黨團昨召開「立法擴權越界、國防決策政治化」記者會,幹事長莊瑞雄表示,很遺憾通過的版本在委員會完全沒有審過,其中國民黨規劃六年編二四〇〇億元,就是國會擴權的表現,立法院通過自己制定的預算額度,並要求行政院來執行,不僅破壞權力分立原則,也侵害行政權。

設無人載具委員會 國防部手腳被綁

通過條文第十二條規定,行政院應設置「國家無人載具產業發展戰略特別委員會」。莊瑞雄認為,若軍事採購或涉及產業發展的重大事項,都須獲得委員會過半通過,而委員會組成又是依政黨比例推薦,國防部綁手綁腳,實在很難針對台灣戰場的需求,採購無人載具、形成國防戰略。

黨團書記長范雲表示,國防部已多次表明特別預算才有彈性跟延續性,但藍白整合版本仍堅持使用年度預算,每年四〇〇億元上限的規劃,完全不足以支應國防採購與鼓勵產業鏈,且立法院何時通過明年度中央政府總預算案,目前沒人能預測,若又發生總預算案延宕的情況,對產業發展、國防急迫需求都會產生不確定性。

民進黨立委鍾佳濱指出,通過的廿四條條文中就有八條有問題,根本就是一部急就章、千瘡百孔的法案。第三條第六款最後一項規定,無人載具業者不包括以純代理、純進口、純組裝、轉售或單純承攬政府標案為主要業務者,恐排除台灣最近才購入的四架「死神」無人機MQ-9B,這是由美國通用原子公司所製作,根本是「擋軍購條款」。

億元以上採購須報告 猶如洩密條款

通過條文中的第十一條也規定,一億元以上的巨額採購必須在三十天內向立法院提出書面報告。鍾佳濱直言,這根本是「洩密條款」,先前購買MQ-9B,包括透過誰買、買的時間、何時決標,國防部都需召開秘密會議,還可能有「姓馬的委員」進去偷抄,現在根本不用了,高階對美採購案都要向立院報告,連國防委員會的機密會議都跳過。

做健檢、癌症篩檢也能賺「健康幣」!衛福部規劃推出「健康幣」政策,預計十月正式上線,年滿十八歲民眾都可參加,成人健檢可獲八百幣,癌症篩檢依項目可拿九百至一千幣,累積滿一千幣即可兌換健康商品或服務,未來還將納入運動步數、三高控制等項目。

總統:讓更多民眾願意主動健檢

健康台灣推動委員會昨在總統府召開會議,賴清德總統會後強調,「健康台灣」核心目標是讓國人活得長壽且健康,政策思維必須由疾病治療轉向健康促進與預防醫學,健康幣政策,以獎勵鼓勵健康行為,讓更多民眾願意主動進行健檢、癌症篩檢、預防保健及健康管理。

國健署長沈靜芬表示,目前成人健檢利用率約三成、乳癌篩檢約三成六、大腸癌篩檢約三成三,部分民眾因工作忙碌、自認健康或缺乏誘因未接受檢查,希望透過健康幣,將「知道要做」轉化為實際行動。

第一階段採「有做就有幣」,包括成人預防保健及B、C型肝炎篩檢各八百幣;乳癌、口腔癌及肺癌篩檢各一千幣,大腸癌及子宮頸癌篩檢各九百幣,大腸癌接受鏡檢可達一千三百五十幣;流感疫苗四百五十幣、新冠疫苗九百幣、肺炎鏈球菌疫苗六百幣。

第二階段納入運動步數、三高控制

第二階段將朝「達標再獎勵」發展,納入運動步數、自費及勞工健檢、長者健康整合式評估,以及血壓、血糖、血脂控制。民眾可透過健保快易通App健康存摺進入健康幣專區,再跳轉Health GO App兌換。

衛福部長石崇良指出,健康幣將採多元兌換,超商、賣場初步規劃以「一點換一元」,也可到藥局、醫院兌換自費健檢或疫苗,後續將陸續擴大並公布在平台上。

衛福部次長林靜儀說明「原住民族健康韌性國家行動計畫」,未來四年投入二〇八億元縮短原住民族健康落差,原住民族與全國平均餘命仍有七.五年落差,未來四年將投入二〇八億元,推動包括擴大癌篩、健檢、孕產婦照護及遠距醫療,並導入「文化安全」概念,試辦友善醫院、培育族語通譯。

獨居老人方面,石崇良指出,政府編列六十二.五億元特別預算,分二年推動照護,依全面訪視結果分為四個需求等級,提供關懷訪視、送餐及緊急救援等;另將建置數位作業平台,串接長照、身障及健保等資料,建立風險預警機制。

總統賴清德表示,實現全民健康覆蓋是打造永續韌性國家的必要條件,而落實原住民族健康照顧,是推動健康平權不可或缺、也是最關鍵的一塊拼圖。(取自總統府直播 )

暖化加劇融冰 複合型災難恐增

尼泊爾與西藏交界廿六日暴發毀滅性山洪與土石流,造成至少一六五人罹難、近一五〇〇人失蹤。多國科學家與地質專家指出,這場致命災難的核心肇因,正是全球氣候變遷加劇高山岩石與冰層的不穩定性,進而引發一場結合地質與極端氣候的「複合型連鎖災難」(compound event)。

氣候導致山壁結構嚴重弱化

專家指出,這場災難始於尼泊爾朗當利龍峰(Langtang Lirung)北坡、海拔約五二〇〇公尺處的冰川前緣發生斷裂。加拿大卡加立大學地質學家舒加指出,氣候暖化減少冰層對陡峭山坡的支撐力,並改變凍融與降雨模式,使山壁結構嚴重弱化。

當數十萬乃至數千萬立方公尺的巨大冰岩混合物自高空崩落時,墜落產生的巨大摩擦熱能,瞬間融化大量冰層,並迅速捲入沿途的岩石、沉積物與樹木,液化成如同「液態混凝土」般的暴烈土石流。衝擊力道之強大,甚至一度被美國地質調查所(USGS)判定為規模五﹒二的地震。

這場崩塌隨後在西藏一側的倫德科拉河引發連鎖反應,狂暴的泥流宛如「內陸海嘯」向下游波特科西河傾瀉,波及範圍長達一七〇公里,不僅導致吉隆口岸設施受損、破壞至少六座水力發電廠,更重創沿岸多座村莊與十九座橋梁,甚至改變百公里外靠近印度邊境的河道走向。

香港城市大學能源及環境學院院長霍頓強調,這是極端氣候與地質脆弱性交互作用的典型複合災害,破壞力遠超單一自然因素。專家進一步警告,這場災難揭示了未來更嚴峻的潛在後果,包括青藏高原與喜馬拉雅山區暖化速度是全球平均的兩倍,自二〇〇〇年以來冰層流失速度已翻倍;聯合國資料更顯示,尼泊爾雪山在過去卅年內失去近三分之一的冰層覆蓋,意味著未來冰川崩塌、冰川湖潰決與山洪將更加頻繁且兇猛。

此外,冰川加速退縮短期內將帶來連鎖洪患,並重創跨境水電等基礎設施,長期則將使下游數億人口面臨嚴重的水源短缺與乾旱危機。

專家呼籲,區域各國政府必須建立跨國界的聯合監測與預警機制,並大幅減少溫室氣體排放,才能防止類似的高山悲劇不斷重演。

試管嬰兒補助再加碼 第2、3次最高15萬 新制9/1上路 提供不孕夫妻經濟支持

為減輕不孕夫妻接受試管嬰兒療程的經濟負擔,國民健康署昨天宣布「不孕症試管嬰兒補助三.〇方案」再加碼,九月一日起提高第二、三次療程補助額度,每次最高增加五萬元,其中妻子未滿四十歲者,每次最高補助由十萬元提高至十五萬元;四十歲至未滿四十五歲者,也由八萬元提高至十三萬元。

避免第一次未成功 因費用放棄

國健署婦幼健康組簡任技正胡怡君表示,新制適用於九月一日起提出申請者。妻子未滿四十歲者,每胎第二、三次療程最高補助十五萬元;四十歲至未滿四十五歲者,每胎第二、三次最高補助十三萬元,希望能減輕多次接受療程的經濟壓力,避免不孕夫妻因第一次療程未成功,就因費用考量放棄生育。

國健署自二〇二一年七月一日起推動「不孕症試管嬰兒補助二.〇方案」,將補助對象擴大至妻未滿四十五歲、且夫妻至少一方具有我國國籍的不孕夫妻;二〇二五年十一月一日再推出三.〇方案,截至今年七月底,已有超過七.二萬對夫妻接受補助,累計補助金額達八十九億元,協助超過三.一萬對夫妻迎接三.六萬名新生兒。

助逾3.1萬對夫妻 喜迎3.6萬寶貝

國健署長沈靜芬指出,試管嬰兒療程包括取卵、受精、胚胎培養及植入等過程,並非每次都能成功,部分夫妻須歷經多次療程,此次提高第二、三次補助,提供更充分的經濟支持。

沈靜芬提醒,年齡仍是影響生育力的重要因素,女性未滿三十五歲有規律且未避孕、性生活滿一年仍未懷孕,或三十五歲以上經過半年仍未懷孕,建議及早就醫評估,把握生育的時機。

藍白急轉彎 公投「一票多案」暫喊卡 傅崐萁預告延至明年實施 今年九合一選舉暫不適用

藍白原定在昨日立法院院會強行通過公投法修正草案,將公投票採「一票多案」;經中選會主委游盈隆廿六日疾呼反對後,國民黨團在院會召開前決定暫緩推案。不過,據了解,藍白並非放棄推動修法,而是拉長戰線,將在下會期完成三讀;國民黨團總召傅崐萁受訪時同步預告,為讓中選會有逐步適應與準備的時間,預計將於明年度正式實施,今年九合一選舉暫不適用。

傅:讓中選會有適應與準備時間

國民黨團、民眾黨團及國民黨立委賴士葆分別提出公投法部分條文修正草案,擬將各公投案列在同一張選票。國民黨團提出的「公民投票法第廿一條、第廿三條及第四十三條條文修正草案」,增訂公投法第廿一條第二項,明定如同時舉行兩項以上公民投票案時,應將各該公民投票案編印於同一張公投票。

游盈隆在本月四日起帶著「一票多案」恐造成的十一項選務爭議的說帖分別向朝野三黨團拜會,請求暫緩立法。

民眾黨團提出「公投法」修正動議,將「公民投票案數如超過一定案數,應全部印製於同一張選票」中的「應」再修正為「得」,意味著給予中選會彈性,能自行選擇是否一票多案。

傅崐萁昨表示,這是一項進步且具備環保概念的法案。過去一個公投議題使用一張票,若有十個議題就需要十張票,容易造成錯亂;依照美國可一次公投一、二十個案子,台灣一張一張是較落後的概念,希望將所有公投題目整併在同一張公投票上。針對中選會提出的相關配套要求,黨團均予以同意並支持,為讓中選會有逐步適應與準備的時間,預計將於明年度正式實施,而今年九合一選舉暫不適用。

〔健康頻道/綜合報導〕為什麼30週年同學會上,有人看起來特別年輕,甚至沒有慢性病?答案可能藏在過去30年累積的生活細節裡!哈佛大學公共衛生學院研究團隊追蹤超過11萬人長達30年發現,不吸菸、維持健康體重、規律運動、健康飲食及避免過度飲酒等5大生活型態,可能讓男性平均多出9.9年、女性多出9.4年沒有癌症、心血管疾病或第二型糖尿病的時光。

洪永祥於臉書發文分享,一場30週年的同學會上,大多數同學早已體態發福,聊的都是高血壓、糖尿病藥清單,甚至有人連腎功能都在衰退。唯獨老張精神奕奕,看起來似乎年輕10歲,且健檢報告全藍字、毫無慢性病。大家圍著他追問保養秘訣,答案可能藏在過去30年累積的生活細節裡。

哈佛11萬人研究:做5件事多出10年無病黃金期

洪永祥說明,出自哈佛大學公共衛生學院(Harvard T.H. Chan School of Public Health)研究團隊,2020年發表於頂尖醫學期刊《大英醫學雜誌》(BMJ)。一份追蹤超過11萬人、時間長達30年的重量級研究給出了答案:擁有「極佳生活型態」的人,比起「最差生活型態」者,男性平均多出9.9年、女性多出9.4年完全沒有癌症、心血管疾病或第二型糖尿病的時光。

研究將生活型態歸納為5大關鍵指標,包括是否吸菸、體重、運動、飲食及飲酒。高風險生活型態包括長期吸菸、體重過重或肥胖、幾乎不運動、飲食高度加工且缺乏原型食物,以及過度飲酒;低風險生活型態則包括終身不吸菸、維持健康體重、規律運動、高品質飲食及適量飲酒,最好完全不喝。

想要擁有較長的健康壽命,不必一天之內完全改變生活。洪永祥建議,飲食方面,可以用「增加」取代「禁止」,每餐多增加一份燙青菜與原型食物,自然減少加工食品及高鹽、高糖攝取;運動則可拆解成碎片時間,例如早晚各快走15分鐘,或下班提前一站下車步行回家。另外,體重控制及戒菸也可尋求專業協助,若有菸癮,可善用戒菸門診與替代療法。

洪永祥總結,養生本質不是追求長生不老的神話,而是為了拒絕在病床上度過餘生。生活型態的差異,可能在數十年後逐漸拉開健康差距,而每天累積的小改變,就是替未來健康壽命所做的投資。

一見面就CPR!八點檔女星跳水救援「高25公分男星」 拍完秒癱軟

〔記者蕭方綺/台北報導〕盧彥澤近日加入民視八點檔《豆腐媽媽》飾演個性耿直、善良的「彭子偉」,與宮美樂飾演的「萬珍珍」展開一段充滿意外與驚喜的感情線。沒想到盧彥澤第一天進組拍攝,就直接迎來高難度「落水戲」,不僅從水裡冒出來狼狽登場,更和宮美樂在水中待了將近一個小時,讓梳化組姊姊們笑稱他「榮登本劇出場戲最辛苦的一位」。

談到角色設定,盧彥澤表示:「導演給我的方向是耿直、善良,尤其是對宮美樂飾演的萬珍珍,有特別要求我們要走簡單、純愛的路線。」沒想到「純愛CP」第一次見面,竟然不是浪漫相遇,而是直接「落水」!盧彥澤第一天外景就挑戰下水戲,而且角色出場的第一顆鏡頭,竟然就是「從水裡冒出來」,「本來以為很浪漫,結果竟然是狼狽出場!」為了完成落水橋段,他和宮美樂在水裡待了將近一個小時,兩人笑說就當作「先苦後甘」,相信之後的拍攝會越來越順利。

而宮美樂也表示這場戲不只是盧彥澤的「水中初登場」,同樣解鎖了自己不少人生第一次。她說兩人的相遇、戀愛模式和遭遇都「非常有別以往」,是觀眾意想不到的發展。尤其第一天合作就要跳水救人,讓她直呼:「昨天超瘋的!」

宮美樂回憶自己第一次跳水救人,現場還安排了許多出乎意料的橋段,「我第一次要跳水救他,然後也第一次上山下海。」原本以為只是單純把人救起來,沒想到到了現場,導演又加入新的設計,讓她直呼驚訝。

最讓宮美樂緊張的,還有「人工呼吸」橋段。她笑說,以往演戲頂多就是簡單親一下,而且過去也只有一次經驗,這次卻要以人工呼吸的方式呈現,讓她直呼:「緊張到爆掉!」由於是現場才知道實際演法,根本來不及先詢問別人,加上「這個也好難問人,因為他也不是接吻,他是CPR!」讓她又緊張又覺得新鮮。

為了完成這場戲,兩人更是不斷重複跳水、救援,衣服濕了也來不及整理,就接著拍下一個鏡頭。所幸兩人都會游泳,加上現場有救生員全程協助,讓宮美樂直呼很安心。她也大讚拍攝場地環境相當漂亮,是一處群山環繞、宛如溪邊湖畔的場景,「真的找了一個人家會在那邊野餐、露營的地方,環境很漂亮。」

不過對宮美樂來說,這場戲最大的挑戰除了不斷跳水,還有「要救起比自己高25公分的盧彥澤」!她笑說:「我這一年份的運動就在那一天!」直呼對方實在太高、又很重,自己還得負責把人救起來,拍完真的累到不行。

〔記者許世穎/綜合報導〕曾為《變形金剛》系列中英勇的博派領袖「柯博文」獻聲的加拿大籍傳奇配音員彼得庫倫,於家中平靜離世,享壽85歲。他的家人在聲明中表示:「他在愛的家人陪伴下平靜離世,並活在全世界無數好友與影迷的心中。」家人也呼籲大眾:「希望大家能以關懷、誠信與忠誠領導他人,回饋社會,並永遠銘記『唯有足夠強大,方能展現溫柔』,藉此緬懷他留給世人的非凡成就。」

庫倫1941年出生於蒙特婁,畢業於加拿大國家戲劇學院。早年曾擔任電台主持人及真人喜劇演員,1984年,庫倫開始為《變形金剛》原版動畫中的柯博文配音,2007年《變形金剛》真人版電影搬上大銀幕後,他再度回歸獻聲,之後也陸續為多部續集配音。除了柯博文,他也曾為《小熊維尼》動畫中的「屹耳」配音,並參與多部經典動畫及電玩作品。

尼泊爾與中國西藏邊境地區26日發生毀滅洪災,根據尼泊爾和中國當局統計,超過390人罹難,1400多人失蹤,救難人員正持續搜尋倖存者,不過洪災與土石流造成的基礎設施損毀、電力中斷等問題阻礙了搜救進度。

綜合外媒報導,尼泊爾警方統計,目前該國境內死亡人數達到389人,仍有910人失蹤。失蹤人員中除了尼泊爾民眾以外,還包括517名外國公民、44名尼泊爾陸軍成員和28名尼泊爾警察。中國官方則確認有3人死亡、558人失蹤,失蹤者包括260名外籍人士。

尼泊爾總理夏哈(Balendra Shah)27日親赴重災區奴瓦科特(Nuwakot)視察,他在返回首都加德滿都(Kathmandu)後表示,尼泊爾政府正在全力運轉,重點是協助傷者、尋找失蹤者,以及為受災戶提供救濟。

夏哈表示,目前已向災區部署了1萬3295名安全人員,其中包括7250名警察、4200名軍隊人員和1845名武裝警察部隊成員;在過去69次飛行救援行動已救出573名公民,優先營救弱勢族群。已經為受影響的市民提供緊急醫療中心、免費醫療服務、免費通話及網路服務。

Terafab將納入晶圓製造、封裝並測試

〔財經頻道/綜合報導〕特斯拉執行長馬斯克去年表示,為了取得足夠的AI晶片,特斯拉或許必須打造一座「巨型晶圓廠」Terafab,歷經一段時間,雄心勃勃的馬斯克在近期公開了Terafab的更多資訊。馬斯克旗下的企業SpaceX和特斯拉(Tesla)正計劃在德州休士頓郊區的格林斯郡(Grimes County)建造Terafab,預計會雇用至少3000人,並於同一座廠區內製造、封裝並測試先進邏輯晶片與記憶體晶片,該工廠面積超過1億平方英尺,將成為全球規模最大的晶圓廠。而未來若完成4階段擴建,建廠整體投資總金額將來到1190億美元。

Terafab起源自去年11月的特斯拉年度股東大會,馬斯克當時表示:「即使以我們的供應商最佳晶片生產狀況推算,這仍不夠。所以我認為或許我們必須有一座特斯拉Terafab超大型晶圓廠」,他還補充稱,一開始可能每月量產10萬片晶圓。

馬斯克日前在社群X平台發文稱,Terafab Texas將毫無疑問成為地球上最大、最有價值的建築,而且它將美得令人驚嘆。目前中國成都的新世紀環球中心擁有約1890萬平方英尺的樓地板面積,是目前全球最大的建築。Terafab若完工,將是新世紀環球中心的5倍大。

而與Terafab相伴的願景,甚至比建築本身更加雄心勃勃。Terafab官網將該計畫描述為一座垂直整合的晶片工廠,將邏輯晶片、記憶體以及先進封裝整合在同一座廠房內。SpaceX與特斯拉都將受惠於這項設施,而該設施的設計目標,是每年生產超過1太瓦的運算能力。

Terafab晶片多為自用

SpaceX在新聞稿中表示:「該設施將用於製造、封裝和測試先進的邏輯和存儲器件。Terafab將生產針對邊緣計算和推理優化的晶片,用於特斯拉Optimus機器人和自動駕駛汽車等硬體,以及專為SpaceX太空數據中心運行而設計的高功率晶片。」

馬斯克在新聞稿中說:「我們現在正展開史詩般的晶片製造計畫,把邏輯晶片、記憶體與先進封裝全部整合在同一座廠房內。」該計畫希望「縮小」目前所需的晶片產量與未來生產需求之間的差距;馬斯克認為,當人類最終踏上太空旅行之路時,未來的晶片需求將大幅增加。

馬斯克接著表示:「Terafab正在把尖端製造技術帶回美國,創造數千個高薪工作,並讓我們能夠大規模生產AI晶片,供地球與太空使用。」

《Fortune》在報導中指出,Terafab與其說是一座傳統半導體工廠,不如說是馬斯克試圖打造自己龐大科技供應鏈的一部分。Terafab官網將這座工廠與馬斯克長期的AI基礎設施願景連結起來。根據官網資料,該計畫的目標是大規模生產AI晶片,支援包括多達100萬台特斯拉Optimus機器人、每年將1000萬噸物質發射至軌道,以及超過1太瓦太陽能發電能力的願景。

Terafab恐尋求與英特爾合作

《路透》報導指出,Terafab位於格林斯郡的基地,位於當地吉本斯溪水庫(Gibbons Creek Reservoir)附近,SpaceX和特斯拉這兩家公司計畫使用水庫水源進行工業作業,而不是使用當地地下水。

這也進一步擴大SpaceX與特斯拉在德州日益增加的據點版圖,目前SpaceX總部已設於德州,星艦基地(Starbase)的發射設施與製造工廠也位於德州,而巴斯特羅普(Bastrop)及麥格雷戈(McGregor)德州等地也設有據點。德州州長阿博特(Greg Abbott)在聲明中表示:「德州正是讓偉大創意變得更加偉大的地方。」根據阿博特發布的新聞稿,德州已向SpaceX提供3000萬美元的德州企業基金補助。

為完成Terafab這項計畫,SpaceX今年初與英特爾(Intel)建立合作關係。英特爾目前正試圖擴大晶片代工業務,作為公司扭轉經營局面的努力之一。

馬斯克先前已透過其TeraFab計畫展現生產2奈米晶片的意圖,由於特斯拉先前並無半導體產業經驗,顯然無法獨立完成這項任務。人們普遍預期特斯拉會與英特爾成立合資企業,很可能是簽署許可協議,由合作代工廠提供相關製程技術,而特斯拉則負責投資並建造生產所需的基礎設施。

TeraFab今年初就公開招募了模組製程工程師,主要負責加速先進系統級晶片(SoC)的開發。此職位要求應徵者精通GAA和FinFET等電晶體技術,並擁有十年以上的晶圓代工開發經驗。

但業內專家對馬斯克的概念抱持著持懷疑態度,不僅是因為馬斯克先前從未涉足晶片製造領域。更重要的是,馬斯克提出的生產方式違反了晶片產業的經濟法則,自行設計和製造晶片的整合模式,可能會重蹈英特爾覆轍。
