US Open 2026 results: Elena Rybakina sweeps aside Naomi Osaka to close in world number one ranking

Elena Rybakina swept aside two-time champion Naomi Osaka to reach the quarter-finals of the US Open and close in on becoming world number one.

The Kazakh second seed overpowered 13th seed Osaka to win 6-1 6-4 on Louis Armstrong Stadium to set up a quarter-final against China's Zheng Qinwen.

Rybakina will become world number one for the first time if she wins her last-eight tie in New York - even if top-ranked Aryna Sabalenka goes on to defend her title.

Reigning Olympic champion Zheng came from 5-0 down in the first set of her fourth-round match to beat former champion Iga Swiatek.

"Of course I want it, I don't know anyone who won't want this," Rybakina said of the number one ranking.

"I tried to approach it the same way and do everything I can, and fight to the end of my next match.

"If I serve as well as I did today, I think I can do well. Let's hope it goes my way."

Police seek to identify protesters behind Portsmouth anti-migrant disorder

Council leader Steve Pitt said the decision had caused "needless disruption".

Around 200 people, some wearing masks, confronted police in riot gear after they descended on the Eastney Landing ferry port area, where the migrants were landed.

Police protected a number of coaches parked on a road leading away from Eastney Marina as protesters blocked traffic. A dispersal order was put in place, meaning anyone failing to comply with police could be arrested.

In a statement, Hampshire and Isle of Wight Constabulary said a handful of officers were treated at the scene for injuries, none of which were serious.

It said: "Violence and criminal damage have no part in peaceful protest.

"No arrests have been made at this time, however an investigation to identify offenders responsible for any assaults to officers, criminal damage to vehicles or other criminal offences has been launched."

Spencer Wragg, chair of Hampshire Police Federation, said: "I've seen footage of officers being pushed off their motorbikes, I've seen pictures of police vehicles damaged. It appears that the police last night became the target for some of the protest."

Daniel Thomas, known as Danny Tommo - an associate of far-right activist Tommy Robinson - was livestreaming from the scene - where he called for his supporters to "get down to Eastney" and stop the migrants being transported.

The coaches carrying the migrants were able to leave in the early hours of Monday and the Border Force confirmed "individuals from the boat have been transported outside of Hampshire for processing".

Prince Harry and Meghan not working royals, says King

The King's letter has been sent to Prince Harry's team, government departments, military officials and Lord Lieutenants, according to Palace sources.

Lord Lieutenants, who are the monarch's local representatives, and government staff are often involved in royal visits and engagements.

This letter makes clear that any engagements carried out by the Sussexes will be in a private capacity and they will not be representing the Royal Family.

It seems to be something of a shot across the bows, making clear that any Prince Harry and Meghan visits should not be treated as royal engagements.

This comes ahead of what are likely to be public appearances by the Sussexes this autumn, as they settle in the UK and support their charities.

The couple have kept a low profile, but the first picture of Prince Harry since coming back to the UK appears to have been posted on the social media account of Tower Bridge Studios in London.

The message from the King emphasises that the position agreed in 2020 when the Sussexes left the UK - the so-called Sandringham Agreement - is still in place.

This ruled out any "half-in and half-out" status, so Harry and Meghan could not pursue their own commercial interests while continuing to be working royals.

"It is well known that in January 2020 the Duke and Duchess stepped down from undertaking representative duties on behalf of the Sovereign, and are no longer working members of the Royal Family," the letter says.

The letter sent on behalf of the King makes it clear that this remains the case.

"The charitable work of the Duke and Duchess is a personal matter for them both and undertaken in their private capacity," it adds.

The King's message says that any questions from organisations about the reception to be given to the Sussexes, "particularly where recourse to public funds may be required, should be directed to Buckingham Palace".

Faisal Islam: Chancellor's attempts to boost vibes may limit tax rises

The chancellor may have thought about shifting the venue of his first major speech this morning.

It was an absolute and total coincidence that he chose to make it in the Coventry Manufacturing and Technology Centre (MTC), just a few minutes' drive from the city's totemic HQ of Jaguar Land Rover (JLR).

In the event, no one was pulling punches. The 4,000 office-based job losses at JLR were confirmed as John Healey answered questions a few miles away.

Healey chose to lean into it as an example of the global turbulence against which the UK needs more resilience.

The difference between this chancellor and his predecessor was he also feels that stressing fiscal discipline should instil confidence in consumers, businesses and investors, and not sap it away amid rolling fears of tax hikes.

So the prime minister and his chancellor have been engaged in a conscious attempt to boost the economic vibes - "a new story", as he called it.

In his speech, and in a BBC interview afterwards, this was clear. There are some positive underlying signs from consumer, business and recruiter confidence measures that indicate this message has been heard, although the hot weather and World Cup have also been factors.

The Downing Street duo are trying to maintain this precious commodity of confidence and the promotion of economic animal spirits that have been suppressed by years of political and economic chaos.

"Borrowing costs are too high," Healey acknowledged at the start of his speech. The global rise in bond yields is like a boa constrictor squeezing the Budget maths, slowly and relentlessly, occasionally loosening its grip, but never actually slithering away entirely.

It raises some reasonable questions therefore about how to balance reining in borrowing with protecting mildly better confidence?

The speech did not seem to me to prepare the ground - a "pitch roll" - for significant tax rises, as I heard at the equivalent Budget "scene setters" for the past two years.

"Am I right?" I asked the chancellor on this point. A pause as he sought precisely the right word formulation. "I won't comment. I can't comment. No chancellor can ahead of a Budget I will take and announce on October 28th".

OK, what about the advice from one of the PM's favourite economists Lord O'Neill that the rise in borrowing rates is a golden opportunity to scrap the triple lock?

This lock guarantees the state pension rising each year in line with either inflation, wage increases or 2.5% - whichever is the highest - but some have argued it is unaffordable.

"The prime minister has said, like I have, that we must bring down welfare costs, but we are also responding to the extreme pressure that is there in wider markets," Healey said.

Neither answer was a denial, but nor were they any type of confirmation. Like a stubborn batsman, the chancellor is going to stay at the crease, giving little away, in his case, about next month's Budget.

Palestinian parents fear for children's lives at school as settler attacks grow

"I came because it makes the children feel their parents are with them, that they are safe, it gives them a kind of security," said Haroon Bishara, whose boys are in the first and second grades.

"We fear for our children more this year," he told me. "We know the situation is not safe at the school."

But he said that fear was mixed with a determination not to let the threat from settler attacks force them out.

Lined up in the playground for their first assembly, pupils heard the instructions repeated by teachers again and again throughout the day: if soldiers or settlers approach the school, don't shout, don't go near them, don't react.

Just over an hour after classes began, settlers were spotted through the school windows: two men, driving sheep through Palestinian fields a couple of hundred metres from the school, as Israeli soldiers stood close by.

Minutes later, another settler with a flock of sheep appeared.

"They have got closer to the village since April," said Abu Naem. They used to keep their sheep behind this [hill], but now the soldiers bring the settlers up to the village."

We asked the Israeli army for its response to all the allegations in this report, but they were unable to provide one before publication.

All Israeli settlements in the occupied West Bank are illegal under international law. Many of the small ad-hoc settler outposts that have mushroomed around al-Mughayyir are illegal under Israeli law too.

But one of the ambulance crews stationed outside the school said that, rather than remove illegal settlements, Israeli soldiers had begun supporting and enabling settler incursions into the village.

Hadi al-Naasan, an ambulance driver in the village, said there had been a shift in the behaviour of Israeli forces over the past year. And that the rise in Palestinian deaths and injuries in al-Mughayyir this year reflected that.

"At the beginning of 2025, settler attacks were few, due to the army's interventions," he said. "In 2026, the situation changed completely: the settlers became fully protected by the occupation soldiers. This year, the number of martyrs is higher, the number of injuries is also much higher – and the number of child injuries is higher too."

Hadi, along with other residents of al-Mughayyir, believes that some Israeli settlers are now deliberately targeting children in order to put pressure on the adults in the village to leave their homes.

A UN Commission of Inquiry published in June found that settler attacks "have instrumentalized children, external as part of a broader coercive strategy to drive Palestinians off their land."

And it described "a pattern of settlers intentionally targeting Palestinian children" while they were playing near their homes, walking to and from school, tending to farms or herding livestock, "turning everyday spaces into sites of fear".

Israel dismissed the report as a "libellous sham".

Sheep farmer Sami Abu Rahma firmly believes that some violent settlers are targeting children.

At the end of July, his nine-year-old son Salim was shot and injured as he played with his siblings on the family sheep farm outside al-Mughayyir. The bullet is still lodged in his arm.

Grindr to pay £26m to settle claims it allegedly shared users' HIV status

Grindr has agreed to pay £26m to settle a lawsuit over allegations it shared users' personal information - including their HIV status - with third parties.

The world's largest LGBTQ+ dating app was sued in the High Court in 2024 over claims it misused people's personal information.

The class action suit was later served in the US, with the law firm leading the case saying it had signed up more than 11,000 claimants.

According to a US regulatory filing, Grindr will make two £13m payments to settle the claims. The firm said the settlement includes no admission of liability.

Grindr stressed the claims relate to "historical data practices" before 2020 when it was owned by Chinese firm Kunlun.

The filing submitted to the US Securities and Exchange Commission, external by Grindr said a settlement had been reached on 2 September.

"While Grindr disputes the allegations, it recognizes and acknowledges the distress and loss of trust expressed by some of its UK users regarding that pre-2020 period," the company said in its filing.

The firm has agreed to pay £13m to the counterparties by 31 December and a further £13m by 31 March 2027.

Flight recorders recovered from 'devastating' Amazon cargo plane crash

It then travelled through a perimeter fence and collided with a Toyota Corolla, coming to rest about 1,300ft (394m) beyond the runway.

Homendy described the crash scene as "devastating", with debris from the aircraft, vehicles and airport fencing scattered across the area.

"It's hard to see, and I'm sure very difficult for the first responders as well," she said.

She said recovering victims' bodies was the current priority, adding: "The investigation and access to the aircraft, as well as evidence, can wait."

The flight data recorder and cockpit voice recorder have been recovered and are being sent to NTSB headquarters for evaluation.

Homendy said investigators could not yet say anything substantive about the cause of the crash as they were still collecting evidence at the scene.

Investigators will examine the flight history, crew experience and training, radar data, and aircraft performance. Separate teams will look at the plane's systems and engines, while a meteorologist will assess the weather conditions at the time of landing.

The NTSB will also examine whether the runway should have had an engineered materials arresting system (EMAS), which is designed to slow and stop aircraft that overrun a runway. Homendy said this would be a "key" part of the investigation.

Earlier analysis by BBC Verify found there was an active thunderstorm near the airport shortly before the crash, with winds gusting up to 26 knots.

The NTSB has appealed for members of the public to share photographs or videos that could aid the investigation.

Homendy said the agency would make safety recommendations at the end of its investigation. "That's why we're here - to prevent the next tragedy," she said.

"Our recommendations must be implemented, or we'll be here again."

Two of the four runways at the airport remained closed following the crash. Passengers have been warned to expect further disruption after Sunday's cancellations affected the arrival of aircraft and flight crews.

The crash happened during the Labor Day holiday weekend, one of the busiest travel periods in the US.

Amazon said it was "heartbroken" by the loss of life and that it was working closely with authorities.

21 Air, the company operating the aircraft, expressed its condolences and said it was co-operating with the investigation.

Self-described 'racist monster' Thomas Webster jailed after BBC investigation

"That bubble subsequently popped and he now has to take responsibility for those actions."

Sentencing Webster to two years, Judge Anthony Potter said he had been given numerous opportunities to show remorse and change his behaviour.

"Talk is very very cheap," he told Webster. "It has allowed you to escalate your offending and propagate the most harmful views.

"I cannot accept that there is a realistic prospect of rehabilitation in the community. I'd be failing in my public duty if I didn't send you to custody."

Frank Ferguson, the Chief Crown Prosecutor for the CPS, said inciting racial hatred was a "very serious offence" which went "beyond any debate about freedom of speech."

"Expressing a wish for people to be killed… Jewish people, Muslim people, black people, south-asian people, immigrants and LGBTQ+ community as well… and encouraging other people to express similar views.

"It's not just about what he might do, it's what he might be encouraging others to do by his words," he said.

Det Ch Supt Alison Hurst, Head of Counter Terrorism Policing for the West Midlands, said Webster had been investigated previously for racially aggravated offences and thanked BBC Wales for bringing him to their attention again.

"Parts of the evidence from that documentary has been presented to the Crown Prosecution Service (CPS), which has led to the prosecution and sentencing," she said.

Webster was given a two-year sentence, where he'll serve half in prison and a year on licence.

F1: Bernie Ecclestone stopped by police for taking shotgun into Portugal

Former Formula 1 boss Bernie Ecclestone has denied being arrested at an airport in Portugal after arriving with a shotgun he intended to use in a clay pigeon shooting competition.

Ecclestone, 95, said he was stopped and questioned by four police officers and customs officials at the Tires Aerodrome in Cascais on Monday after arriving from Switzerland.

The British businessman told the Press Association he had to "surrender" the weapon he travelled with as he did not have the right documents to correctly import it.

Ecclestone, who was in charge of F1 for nearly 40 years until 2017, said the Portuguese police were "very helpful" and rejected reports he had been arrested.

"I was going to take part in a clay pigeon shooting competition in Portugal," said Ecclestone.

"I went to see the police and said, 'What can I do for you?' And they said, 'We would like some information on this gun you brought in'."

Ecclestone added he had already taken his shotgun from England to Switzerland and said he anticipated no problems as the airport officials know him "very well".

However, on arrival he was questioned by police for about an hour and was asked to hand over the weapon as he did not have the official documents to bring it into the country.

The incident marks the second time Ecclestone has encountered airport issues regarding firearms. In 2022, he was arrested in Brazil for illegally carrying a gun while boarding a private plane to Switzerland and was ordered to pay 6,000 Brazilian reals (£1,000) to the local authorities.

Next wins key appeal to overturn £30m equal pay ruling

Next has won an appeal allowing it to keep paying warehouse workers a higher hourly rate than shop floor staff in a long running battle over equal pay.

The Employment Appeal Tribunal has overturned a key part of a landmark ruling in 2024 which found the retailer was wrong to pay its warehouse staff higher basic pay than shop floor workers for jobs of equal value.

More than 3,500 current and former employees, mainly women, had been set to share potentially more than £30m in back pay as a result of that judgement.

After Next's appeal, the law firm Leigh Day, which represents store workers, described the conclusion on basic pay as "disappointing" and said it will appeal the decision.

The tribunal accepted that Next was justified in paying higher rates because of recruitment and retention pressures for warehouse workers.

Next described the decision as a "landmark victory" succeeding on the "key issue of basic pay".

In a statement, it said: "The importance of this decision is that the Appeal Tribunal has confirmed that it was justifiable for Next to rely on market forces to distinguish between different groups of employees, where there was a good rationale to pay one group more than the other.

"In this case, Next had to pay a higher market rate to warehouse operatives because of recruitment and retention pressures, which did not apply to the workforce in its stores. Next believes this element of the judgment is not only correct in law, but also a victory for common sense.

"The judgment affirms a principle at the heart of any effective employment market - that employers must be able to pay what is necessary to recruit the people they need; and that doing so does not oblige them to raise the pay of other employees where there is no reason to do so."

Leigh Day said judges did uphold 2024 findings on night-time premiums, overtime premiums and paid rest breaks.

Next said it will now seek permission to appeal these decisions.

Both the original Employment Tribunal and the Appeal Tribunal found there was no direct sex discrimination in Next's pay rates. Shop floor staff are predominantly women while warehouse workers are predominantly male.

Questions are now being asked about if this result could set a precedent across the industry. Tesco, Asda, Morrisons, and Sainbury's are all involved in similar long running claims and will be studying the findings closely.

Last year, thousands of female workers at Birmingham City Council heard how much money they will receive in a long-awaited equal pay settlement. Brighton and Hove City Council is also facing over 1,000 equal pay cases.

Oasis: Don't Look Back In Anger review - documentary glosses over the hard stuff

"The little things that used to annoy us about each other have all gone away," says Noel Gallagher of reconciling with his brother, Liam.

"It's not a power struggle any more."

The scene comes towards the end of Don't Look Back In Anger, a sentimental and affectionate portrait of the band's comeback tour in 2025. But it's about as deep as we get into the band's 15-year hiatus.

In an opening montage, we hear how Oasis conquered the world in the 1990s with hits like Wonderwall and Roll With It. As their fame grew, so did the brothers' animosity, until the party came to an abrupt halt backstage at a gig in Paris in 2009.

Fan shot footage shows the promoter on stage, informing the crowd that the concert is cancelled following "a huge fight together in the dressing room".

"The band doesn't exist any more," he announces, sounding more irritated than sad.

According to Scottish singer Amy McDonald, who was also on the line-up, the altercation was seismic. "Liam smashed Noel's guitar, huuuge fight!" she tweeted from backstage.

The film, however, never tells us what was said. Nobody explains the fall-out. We don't find out who instigated the rapprochement, nor do we hear how it affected their family.

Instead, we cut to rehearsals for the comeback tour, with a caption informing us the brothers "didn't speak for 15 years", and an implication that all the wounds have been miraculously healed.

Tantalisingly, the first song they practice is Columbia - a fan favourite that never made the tour's setlist - but there's a tension in the room.

The band, under Noel's instruction, is piecing together the setlist. Liam won't arrive until later in the process, and no-one's sure which Liam they'll get.

When he arrives, he seems fantastically grumpy, complaining about the sound-proofing panels that have been placed in front of Joey Waronker's drums.

"They're already giving me the hump," he huffs.

Why the 'Temu Range Rover' is such a threat to Jaguar Land Rover

Jaguar Land Rover's decision to shed 4,000 jobs comes after the carmaker has travelled down a very rough road.

The company has seen sales fall in all of its major markets and has been dealing with the consequences of a devastating cyber-attack that paralysed production last year.

At the same time, it has invested billions in an effort to reinvent itself for an electric future, in which it is likely to face intense competition from aggressively expanding Chinese brands.

Executives have now decided a major overhaul is needed.

One of the main concerns for JLR is China. Not so long ago, it was seen as a land of opportunity for western carmakers, where the rapidly expanding middle classes seemed to have an inexhaustible appetite for upmarket foreign-badged vehicles.

JLR, along with other European brands such as BMW, Audi and Mercedes Benz, was all too willing to meet that demand, at a time when the European market was extremely crowded and growth hard to find.

Today, things are very different. The past decade has seen rapid growth among domestic Chinese carmakers, firmly backed by their government, which has been determined to make the country a leading player in electric vehicles.

This has created an environment of intense competition, in which local manufacturers have rapidly raised the bar in terms of technology and development speed.

That, combined with a slowdown in the Chinese economy and a reduction in sales overall, has made China a much more difficult market for European brands.

JLR's Chinese sales fell from a high water mark of 146,000 cars in 2017 to just 62,400 in the last financial year. At the same time, competition and a new luxury car tax have hit profit margins.

All of this has resulted in a sharp fall in revenues from the region. JLR is not alone in this; the Volkswagen Group, for example, has also seen its earnings in China pummelled – a major factor in its decision to axe 100,000 jobs by the end of the decade.

The state of the Chinese market has had another consequence for European carmakers, including JLR. Faced with cut-throat competition at home, Chinese firms such as BYD and Chery have been flexing their muscles abroad.

They have been rapidly gaining market share in the UK and Europe – with Chery's Jaecoo 7, nicknamed the 'Temu Range Rover' the third best-selling car in this country over the first half of the year.

Analysts say traditional brands will face an uphill struggle to compete with new rivals, who can sell cars more cheaply and develop them more quickly.

Cwmbran man 'pushed off pub stage' before death, inquest told

A 102-year-old man with dementia who was allegedly pushed at a Cwmbran pub died nearly two weeks later, an inquest has heard.

Philip Ormerod, from Cwmbran, Torfaen, was taken to hospital in a critical condition following an incident at the Crows Nest pub in the town on 1 August.

He is understood to have been visiting the pub for a drink when he went on to a stage in the venue to complain about the volume of the music.

A 56-year-old man from Llanelli, Carmarthenshire, was arrested on suspicion of inflicting grievous bodily harm, and remains on bail under investigation.

The senior coroner Caroline Saunders said the former design engineer "sustained a fall at the pub", adding that it happened "following an allegation that he was pushed".

The inquest heard he was taken to the Grange hospital with a fractured hip, however his condition deteriorated and he died on the 12 August.

The coroner said Ormerod's death was being investigated by police and that a forensic post mortem examination had taken place.

An inquest was opened but adjourned while a police investigation is carried out.

The coroner said that the inquest would not be resumed if there was a criminal prosecution, however should there be a need for a conclusion, it would take place on 26 May 2027.

Philip Ormerod's son Robert previously said his father was a "pub character" and that he wanted justice for him.

Following Ormerod's death, Det Ch Insp Shelley Comley, senior investigating officer for Gwent Police, said a criminal investigation is ongoing and urged people to "consider the impact that inaccurate or speculative comments" including "online commentary" could have.

The force is urging anyone who was at the pub between 22:00 and 23:00 BST on the night of the incident to contact them.

I have picked five players to watch in this year's Champions League. The first is Jude Bellingham. This is a very big season for him individually and collectively for Real Madrid under Mourinho in the number 10 role that I think suits him well. After a very good World Cup, I think that momentum will carry. I expect him to score a lot of goals and to be very strong and be decisive.

Como's number 10 Nico Paz is at the heart of everything they do with the ball. It's their first time in the Champions League. Cesc Fabregas is the manager, so they're a very entertaining team, nice to watch. Paz is a special player - very much in the making - but he will be a top player very soon.

Mr Champions League - Khvicha Kvaratskhelia. In the past two seasons, he's been incredible at PSG, especially last year on that left wing where he can cut inside or go on the outside, he's a threat with the right foot and the left foot, he scored some great goals, he's really good technically. I think he's in the running for the Ballon d'Or. He's one of those players that gets you on the edge of your sofa. He's the guy.

Lens are back in the Champions League having pushed PSG all the way last year in Ligue 1 - and Ismaelo Ganiou is arguably their best player. A strong centre-back, 21 years old, good on the ball, very quick and physical. I expect him to leave at the end of the season for a big Premier League club.

Since leaving Aston Villa to go to Roma, Donyell Malen has been incredible, scoring almost a goal per game as a lone striker for Gian Piero Gasperini's side. Roma being back in the Champions League is great and they're a very entertaining team to watch again. I think we will see Malen back to his best level.

Guillem Balague:

Bayern Munich forward Harry Kane is in a campaign to win the Ballon d'Or. He deserves to be in contention and I do not expect him to drop his level as Bayern's style suits him greatly.

Teenager Lamine Yamal is hungry for more and has set his sights on the Champions League. Hansi Flick wants a team that defends high and passionately so he can shine.

Khvicha Kvaratskhelia has got another level and with PSG going far he will again rescue the team and win big games. He will be a Ballon d'Or winner soon.

Shakhtar have a long tradition of converting Brazilian stars into European multimillion transfers and 20-year-old Kaua Elias could be the next one on the list.

After a difficult season for Martin Odegaard last year with injuries, he has started this one very well. The Norwegian can dominate games, and his team - more confident now - will need him to do that. He seems ready to take that leadership.

Can Harry Kane buck Ballon d’Or World Cup history?

With the Ballon d'Or shortlist to be announced on Tuesday, Harry Kane heads the field as the bookmakers' favourite after a prolific season for club and country. History, however, suggests football's biggest individual prize is rarely decided on goals alone.

Since the Ballon d'Or was first awarded in 1956, performances in the game's biggest competitions have consistently shaped the outcome.

World Cup years, in particular, have followed a remarkably clear pattern and recent editions have shown just how difficult it is to win the award without lifting a major global or continental tournament.

Zheng Qinwen won a set from 5-0 down for the second match in succession as she extended her fantastic US Open run by beating former champion Iga Swiatek to reach the quarter-finals.

Zheng, the reigning Olympic champion and former world number four, dropped outside the world's top 100 earlier this year while struggling to regain her best form following elbow surgery in July 2025.

The 23-year-old from China had trailed Madison Keys 5-0 in the deciding set of their third-round match on Saturday before winning seven successive games to secure her spot in round four.

And Zheng was 5-0 down in the opening set against Poland's eighth seed Swiatek, but won 13 of the next 16 games on Arthur Ashe Stadium to set up a quarter-final against second seed Elena Rybakina, who sped past former champion Naomi Osaka.

The second set was on serve until the seventh game, when Zheng crushed a powerful backhand return winner to secure a crucial break, and she broke again two games later to complete a 7-5 6-3 victory.

This latest win - her seventh in a row in New York having come through three rounds of qualifying - will put her back to the brink of the top 50.

"The more matches I play, the more rhythm I have on court," said Zheng.

"People have asked me if I'm tired and when I arrived I was not tired at all. I felt really pumped for my match, trying to reach better levels here and enjoy this fantastic stadium."

Elsewhere, French Open winner Mirra Andreeva recovered from losing the first set to Austria's Anastasia Potapova to reach the last eight in New York for the first time in her career.

Edu: Nottingham Forest's global head of football leaves club

Global head of football Edu has left Nottingham Forest after just over a year at the City Ground.

The former Arsenal midfielder has not attended a game since February and his exit, with his contract believed to have been terminated, has been expected.

His position came under the spotlight after a falling-out with Nuno Espirito Santo, who was sacked last September, the first of four managers at Forest last season.

Nuno hinted at internal tensions and said at the time his relationship with owner Evangelos Marinakis had changed.

Edu is not expected to be replaced, with Forest's chief football officer George Syrianos assuming his responsibilities.

Appointed in July 2025, Edu's remit included Greek side Olympiacos and Portuguese club Rio Ave, who are also owned by Marinakis.

He arrived after six years at Arsenal, where he became the club's first sporting director in 2022, having won two Premier League titles and two FA Cups as a player with the Gunners.

He brought Mikel Arteta to Emirates Stadium, who delivered the club's first Premier League title in 22 years last season.

Edu's departure comes after former Olympiacos vice-president Theodore Giannikos was appointed chief executive last week.

He replaced Lina Souloukou, who stepped down from the role at the City Ground at the end of last season.

Courtney Lawes: England legend backs end to overseas player bar

England selection should no longer be restricted to players based at domestic clubs, according to cap centurion Courtney Lawes.

The 37-year-old is back in contention to add to his 105 England appearances, having signed a one-year deal with Sale after two seasons at Brive in the French second tier.

A clutch of English talent - notably Toulouse star Jack Willis - remain across the Channel and out of reach for England head coach Steve Borthwick.

"I can see why they do it because they don't want all their players playing abroad, but I don't think that's necessarily going to be the case anyway," said Lawes.

"It's important that you have the best players available for selection. If we want the game to develop and more people to watch it, I think it has to develop.

"I just reckon you make your best players available and by any means necessary.

"I don't see why you'd limit yourself."

桃園市政府消防局今天晚間8時43分獲報，八德區廣福路一處工廠全面燃燒，共派遣消防人員96名、消防車44輛與救護車2輛前往搶救，火勢於晚間9時28分獲得控制、10時許順利撲滅，無人受傷受困。

桃園市政府環保局針對火災產生的濃煙與異味緊急發布空污提醒，經氣象模擬，下風處區域可能受到異味影響，包括八德區（白鷺里）、中壢區（中正里、篤行里、石頭里等27個里），以及平鎮區（北勢里、北安里），共計3區約30個里。

（中央社記者張欣瑜舊金山7日專電）台灣與美國羅德島州日前續簽教育合作備忘錄。羅州州長麥基、駐美代表俞大㵢夫婦、駐波士頓辦事處長廖朝宏見證。俞大㵢致詞表示，羅州擁有優質大學與人才，期待能進一步促進雙方在華語文教育及人才培育更多的交流合作。

簽約儀式3日在羅州政府大樓舉行。俞大㵢表示，台灣與羅州2023年首度簽署教育合作備忘錄，當時是由時任駐美代表、副總統蕭美琴見證，此次榮幸能見證簽署續約。

俞大㵢強調，台灣持續擴大投資美國，台美積極推動教育交流，共同培育人工智慧（AI）及半導體供應鏈等關鍵領域技術人才，展現台美持續深化教育合作的共同承諾，讓台美全面夥伴關係更加密切。

羅州州長麥基（Dan McKee）則表示，曾兩次訪問台灣，對台灣教育成就印象深刻，他擔任州長以來，致力發展羅州教育，與駐波士頓辦事處合作，推動各項教育計畫，嘉惠羅州青年學生，並允諾持續支持台灣與羅州共同推動教育交流。

（中央社記者劉郁葶布拉格7日專電）自俄烏戰爭爆發以來，捷克軍工產業迎來快速成長。捷克軍工產品出口額已連續第4年創下新高，2025年更突破1150億克朗（約新台幣1744億元）。同年，捷克國防部與軍工企業簽署的合約總額達1220億克朗，其中捷克本土企業占超過一半。

捷克電視台報導，自2022年俄羅斯全面入侵烏克蘭後，捷克武器、彈藥及相關軍工產品的產量與出口量持續快速增加，出口額也連續4年刷新紀錄。2025年，捷克武器、彈藥、機械設備及相關技術出口額突破1150億克朗，遠高於2022年的337億克朗；若與2017年的151億克朗相比，7年間已增加逾6倍。

烏克蘭也是捷克軍工產品最大的出口市場。2025年，捷克近半數軍工產品出口至烏克蘭，占比達46%；其次為荷蘭，占10%，保加利亞9%，斯洛伐克7%。

不過，實際流向烏克蘭的捷克軍工產品比例可能更高，原因是部分彈藥並非直接出口至烏克蘭，而是先運往其他國家，再轉交烏克蘭，例如透過荷蘭等國。

在軍工採購方面，捷克國防部2025年與軍工企業簽署的合約總額達1220億克朗。其中，與捷克本土企業簽訂的合約超過9300份，總值690億克朗；與外國企業簽署的合約則達530億克朗，本土企業占整體合約金額逾半。

今年前8個月，捷克國防部與軍工企業簽署的合約金額約330億克朗，雖低於去年同期或全年規模，但本土企業在其中所占比重提高，金額已超過300億克朗。

捷克貿工部長哈夫里查克（Karel Havlíček）表示：「如果要向國防、核能或任何其他領域投資數千億克朗，捷克企業必須參與其中，這在過去並不總是如此。但同時我也明確聲明，這將通過透明方式進行招標，並以最低價格為導向。」

捷克眾議院議長岡村富夫（Tomio Okamura）也強調，應優先支持捷克工業。「讓捷克的資金重新流回捷克的國家預算中。」

捷克軍工企業STV GROUP去年營收創歷史新高。STV GROUP表示，全球需求極為旺盛，並不局限於烏克蘭，公司產品有90%用於出口。

信中表示，兩人仍不得使用「殿下」頭銜（His/Her Royal Highness），並且仍屬「擁有商業及慈善利益的私人公民」。

（中央社台北7日綜合外電報導）路透社查閱逾100份中國軍方採購公告、學術研究、專利、官方出版物、政府紀錄及國防企業資料，發現中國正在加速研究人形機器人的軍事用途，並規劃最終在戰時部署這些機器人。

相關工作在去年及今年獲進一步推動，重點擺在機器人感知、操作能力及訓練資料。

路透社今天報導，中國人民解放軍東部戰區去年12月發布一段人工智慧（AI）生成的影片，呈現人形機器人與四足機器人等軍事機器人，在假想的未來衝突中壓倒台灣的防禦力量。

另外，中國國防科技大學研究人員在去年8月發表的一篇論文中，描述6部「戰鬥機器人」（包括人形機器人、機器狗或無人車輛）分組與地面部隊一起逐層、逐房清剿敵軍占領的大樓。該研究模擬的城鎮戰部隊，使用的是作者預測未來5至10年內可能投入使用的裝備。

台灣國防安全研究院分析員周若敏表示，若人形機器人的平衡、感知及續航能力改善，可能可以用於建築物、隧道及船艦內部等環境，它們的雙手和雙腳理論上可結合移動、攀爬與操作能力；但若是較簡單的偵察或後勤任務，四足、履帶式或輪式機器人通常成本更低，也更容易大規模部署。

根據美國銀行全球研究（BofA Global Research）的資料，中國製造商在2025年約占全球人形機器人出貨量的95%。這種商業上的主導地位，讓解放軍得以發展軍事應用。

不過，路透社並未發現中國已將武裝人形機器人部署到解放軍作戰部隊的證據。這些機器人目前仍然高度耗能，而且在受控的展示環境之外可靠性不足。

美國卡內基美隆大學（Carnegie Mellon University）機械工程教授強生（Aaron Johnson）表示，戰場環境有許多變數，會以難以預測的方式挑戰機器人的能力。

中國也不是唯一一個探索人形機器人戰場用途的國家。

美國陸軍去年啟動一項競賽，希望發展最終能與士兵並肩工作的「軍事化人形機器人能力」，潛在任務包括偵察、安全防護、清除障礙物、危險物質處理，以及在城市地形中執行攻擊與防禦任務等。預計今年最多會有10支入選者與美軍專家測試各自的系統，後續合約金額最高可達125萬美元。

Opaque recurrence, and other AI terms that you should probably know

AI is rewriting the world and, at the same time, inventing a whole new language to describe how it’s doing it. Sit in on any product meeting, pitch, or panel these days, and you’ll hear people toss around LLMs, RAG, RLHF — and, as of last week, terms like “opaque recurrence,” the reasoning technique in OpenAI’s new Astra model that’s got AI safety researchers rattled. The vocabulary moves fast enough to make even very smart people in the tech world feel a little insecure.

This glossary is our attempt to fix that: plain-English definitions of the AI terms you’re most likely to see, whether you’re building with this stuff, investing in it, or just trying to keep up by reading TechCrunch or listening to related podcasts. We update it regularly as the field evolves, so consider it a living document, much like the AI systems it describes.

Artificial general intelligence, or AGI, is a nebulous term. But it generally refers to AI that’s more capable than the average human at many, if not most, tasks. OpenAI CEO Sam Altman once described AGI as the “equivalent of a median human that you could hire as a co-worker.” Meanwhile, OpenAI’s charter defines AGI as “highly autonomous systems that outperform humans at most economically valuable work.” Google DeepMind’s understanding differs slightly from these two definitions; the lab views AGI as “AI that’s at least as capable as humans at most cognitive tasks.” Confused? Not to worry — so are experts at the forefront of AI research.

An AI agent refers to a tool that uses AI technologies to perform a series of tasks on your behalf — beyond what a more basic AI chatbot could do — such as filing expenses, booking tickets or a table at a restaurant, or even writing and maintaining code. However, as we’ve explained before, there are lots of moving pieces in this emergent space, so “AI agent” might mean different things to different people. Infrastructure is also still being built out to deliver on its envisaged capabilities. But the basic concept implies an autonomous system that may draw on multiple AI systems to carry out multistep tasks.

Think of API endpoints as “buttons” on the back of a piece of software that other programs can press to make it do things. Developers use these interfaces to build integrations — for example, allowing one application to pull data from another, or enabling an AI agent to control third-party services directly without a human manually operating each interface. Most smart home devices and connected platforms have these hidden buttons available, even if ordinary users never see or interact with them. As AI agents grow more capable, they are increasingly able to find and use these endpoints on their own, opening up powerful — and sometimes unexpected — possibilities for automation.

Given a simple question, a human brain can answer without even thinking too much about it — things like “which animal is taller, a giraffe or a cat?” But in many cases, you often need a pen and paper to come up with the right answer because there are intermediary steps. For instance, if a farmer has chickens and cows, and together they have 40 heads and 120 legs, you might need to write down a simple equation to come up with the answer (20 chickens and 20 cows).

In an AI context, chain-of-thought reasoning for large language models means breaking down a problem into smaller, intermediate steps to improve the quality of the end result. It usually takes longer to get an answer, but the answer is more likely to be correct, especially in a logic or coding context. Reasoning models are developed from traditional large language models and optimized for chain-of-thought thinking thanks to reinforcement learning.

This is a more specific concept that an “AI agent,” which means a program that can take actions on its own, step by step, to complete a goal. A coding agent is a specialized version applied to software development. Rather than simply suggesting code for a human to review and paste in, a coding agent can write, test, and debug code autonomously, handling the kind of iterative, trial-and-error work that typically consumes a developer’s day. These agents can operate across entire codebases, spotting bugs, running tests, and pushing fixes with minimal human oversight. Think of it like hiring a very fast intern who never sleeps and never loses focus — though, as with any intern, a human still needs to review the work.

Although somewhat of a multivalent term, compute generally refers to the vital computational power that allows AI models to operate. This type of processing fuels the AI industry, giving it the ability to train and deploy its powerful models. The term is often a shorthand for the kinds of hardware that provides the computational power — things like GPUs, CPUs, TPUs, and other forms of infrastructure that form the bedrock of the modern AI industry.

A subset of self-improving machine learning in which AI algorithms are designed with a multi-layered, artificial neural network (ANN) structure. This allows them to make more complex correlations compared to simpler machine learning-based systems, such as linear models or decision trees. The structure of deep learning algorithms draws inspiration from the interconnected pathways of neurons in the human brain.

Deep learning AI models are able to identify important characteristics in data themselves, rather than requiring human engineers to define these features. The structure also supports algorithms that can learn from errors and, through a process of repetition and adjustment, improve their own outputs. However, deep learning systems require a lot of data points to yield good results (millions or more). They also typically take longer to train compared to simpler machine learning algorithms — so development costs tend to be higher.

Diffusion is the tech at the heart of many art-, music-, and text-generating AI models. Inspired by physics, diffusion systems slowly “destroy” the structure of data — for example, photos, songs, and so on — by adding noise until there’s nothing left. In physics, diffusion is spontaneous and irreversible — sugar diffused in coffee can’t be restored to cube form. But diffusion systems in AI aim to learn a sort of “reverse diffusion” process to restore the destroyed data, gaining the ability to recover the data from noise.

Distillation is a technique used to extract knowledge from a large AI model with a ‘teacher-student’ model. Developers send requests to a teacher model and record the outputs. Answers are sometimes compared with a dataset to see how accurate they are. These outputs are then used to train the student model, which is trained to approximate the teacher’s behavior.

Distillation can be used to create a smaller, more efficient model based on a larger model with a minimal distillation loss. This is likely how OpenAI developed GPT-4 Turbo, a faster version of GPT-4.

While all AI companies use distillation internally, it may have also been used by some AI companies to catch up with frontier models. Distillation from a competitor usually violates the terms of service of AI API and chat assistants.

This refers to the further training of an AI model to optimize performance for a more specific task or area than was previously a focal point of its training — typically by feeding in new, specialized (i.e., task-oriented) data.

Many AI startups are taking large language models as a starting point to build a commercial product but are vying to amp up utility for a target sector or task by supplementing earlier training cycles with fine-tuning based on their own domain-specific knowledge and expertise.

A GAN, or Generative Adversarial Network, is a type of machine learning framework that underpins some important developments in generative AI when it comes to producing realistic data — including (but not only) deepfake tools. GANs involve the use of a pair of neural networks, one of which draws on its training data to generate an output that is passed to the other model to evaluate.

The two models are essentially programmed to try to outdo each other. The generator is trying to get its output past the discriminator, while the discriminator is working to spot artificially generated data. This structured contest can optimize AI outputs to be more realistic without the need for additional human intervention. Though GANs work best for narrower applications (such as producing realistic photos or videos), rather than general purpose AI.

Hallucination is the AI industry’s preferred term for AI models making stuff up — literally generating information that is incorrect. Obviously, it’s a huge problem for AI quality.

Hallucinations produce GenAI outputs that can be misleading and could even lead to real-life risks — with potentially dangerous consequences (think of a health query that returns harmful medical advice).

The problem of AIs fabricating information is thought to arise as a consequence of gaps in training data. Hallucinations are contributing to a push toward increasingly specialized and/or vertical AI models — i.e. domain-specific AIs that require narrower expertise — as a way to reduce the likelihood of knowledge gaps and shrink disinformation risks.

Inference is the process of running an AI model. It’s setting a model loose to make predictions or draw conclusions from previously seen data. To be clear, inference can’t happen without training; a model must learn patterns in a set of data before it can effectively extrapolate from this training data.

Many types of hardware can perform inference, ranging from smartphone processors to beefy GPUs to custom-designed AI accelerators. But not all of them can run models equally well. Very large models would take ages to make predictions on, say, a laptop versus a cloud server with high-end AI chips.

Large language models, or LLMs, are the AI models used by popular AI assistants, such as ChatGPT, Claude, Google’s Gemini, Meta’s AI Llama, Microsoft Copilot, or Mistral’s Le Chat. When you chat with an AI assistant, you interact with a large language model that processes your request directly or with the help of different available tools, such as web browsing or code interpreters.

LLMs are deep neural networks made of billions of numerical parameters (or weights, see below) that learn the relationships between words and phrases and create a representation of language, a sort of multidimensional map of words.

These models are created from encoding the patterns they find in billions of books, articles, and transcripts. When you prompt an LLM, the model generates the most likely pattern that fits the prompt.

Memory cache refers to an important process that boosts inference (which is the process by which AI works to generate a response to a user’s query). In essence, caching is an optimization technique, designed to make inference more efficient. AI is obviously driven by high-octane mathematical calculations and every time those calculations are made, they use up more power. Caching is designed to cut down on the number of calculations a model might have to run by saving particular calculations for future user queries and operations. There are different kinds of memory caching, although one of the more well-known is KV (or key value) caching. KV caching works in transformer-based models, and increases efficiency, driving faster results by reducing the amount of time (and algorithmic labor) it takes to generate answers to user questions.

Model Context Protocol, or MCP, is an open standard that lets AI models connect to outside tools and data — your files, databases, or apps like Slack and Google Drive — without a developer building a custom connector for every single pairing. Think of it as a USB-C port for AI. Anthropic introduced MCP in 2024 and later handed it over to the Linux Foundation, and it’s since been adopted by OpenAI, Google, and Microsoft, making it one of the fastest-spreading standards in recent AI history.

Mixture of Experts is a model architecture that splits a neural network into many smaller specialized sub-networks, or “experts,” and only activates a handful of them for any given task. Rather than routing every request through the entire model — like calling in your whole office for every question — an MoE model has a built-in “router” that picks just the right specialists for the job. This makes it possible to build enormous models that stay relatively fast and cheap to run, since only a fraction of the network is doing work at any one time. Mistral AI’s Mixtral model is a well-known example; OpenAI’s newer GPT models are also widely believed to use some version of this approach, though the company has never officially confirmed it.

A neural network refers to the multi-layered algorithmic structure that underpins deep learning — and, more broadly, the whole boom in generative AI tools following the emergence of large language models.

Although the idea of taking inspiration from the densely interconnected pathways of the human brain as a design structure for data processing algorithms dates all the way back to the 1940s, it was the much more recent rise of graphical processing hardware (GPUs) — via the video game industry — that really unlocked the power of this theory. These chips proved well suited to training algorithms with many more layers than was possible in earlier epochs — enabling neural network-based AI systems to achieve far better performance across many domains, including voice recognition, autonomous navigation, and drug discovery.

A hypothetical worst-case scenario where a model reasons entirely in its internal numeric representations rather than human-readable language, making its thinking a total black box. No shipped model does this today — OpenAI has said its Astra model (released in September 2026 and notable for its early use of the “opaque recurrence” reasoning technique) keeps its chain of thought legible, and has pushed back on comparisons to neuralese. But safety researchers point to Astra’s use of opaque recurrence — its definition is directly below — as a real first step in that direction, which is why the term has surged since the reporting around Astra’s launch.

Opaque recurrence is when an AI model loops the same query through its internal layers repeatedly, instead of reasoning step-by-step in plain language. It’s more efficient — smaller models can punch above their weight while using less compute — but leaves far fewer readable traces than a normal chain of thought (that running commentary you see after asking a chatbot for help). That worries safety researchers, since those logs are a key tool for catching misbehavior — and this technique could make that oversight much harder.

Open source refers to software — or, increasingly, AI models — where the underlying code is made publicly available for anyone to use, inspect, or modify. In the AI world, Meta’s Llama family of models is a prominent example; Linux is the famous historical parallel in operating systems. Open source approaches allow researchers, developers, and companies around the world to build on top of one another’s work, accelerating progress and enabling independent safety audits that closed systems cannot easily provide. Closed source means the code is private — you can use the product but not see how it works, as is the case with OpenAI’s GPT models — a distinction that has become one of the defining debates in the AI industry.

Parallelization means doing many things at the same time instead of one after another — like having 10 employees working on different parts of a project at the same time instead of one employee doing everything sequentially. In AI, parallelization is fundamental to both training and inference: modern GPUs are specifically designed to perform thousands of calculations in parallel, which is a big reason why they became the hardware backbone of the industry. As AI systems grow more complex and models grow larger, the ability to parallelize work across many chips and many machines has become one of the most important factors in determining how quickly and cost-effectively models can be built and deployed. Research into better parallelization strategies is now a field of study in its own right.

RAMageddon is the fun new term for a not-so-fun trend that is sweeping the tech industry: an ever-increasing shortage of random access memory, or RAM chips, which power pretty much all the tech products we use in our daily lives. As the AI industry has blossomed, the biggest tech companies and AI labs — all vying to have the most powerful and efficient AI — are buying so much RAM to power their data centers that there’s not much left for the rest of us. And that supply bottleneck means that what’s left is getting more and more expensive.

That includes industries like gaming (where major companies have had to raise prices on consoles because it’s harder to find memory chips for their devices), consumer electronics (where memory shortage could cause the biggest dip in smartphone shipments in more than a decade), and general enterprise computing (because those companies can’t get enough RAM for their own data centers). The surge in prices is only expected to stop after the dreaded shortage ends but, unfortunately, there’s not really much of a sign that’s going to happen anytime soon.

This is a more “technical” name for the same underlying method as opaque recurrence (looping a query through a model’s layers numerous times rather than reasoning sequentially in language). Media outlets use the two terms almost interchangeably, which is why we’re including it here, though “recurrent depth” is the engineering term and “opaque recurrence” is the framing that emphasizes the safety concern.

Like AGI, recursive self-improvement is a threshhold for how smart AI can get, and how little it may rely on humans. In the RSI scenario, AI models start improving themselves without human intervention, leading to a huge acceleration in capabilities and autonomy. In some tellings, this would be a cataclysmic moment akin to the singularity, a moment when AI models become immune to outside intervention. But RSI also describes a basic capability — can an AI model design its own successor? — which makes it much easier for engineers to try to build it. A number of recent AI startups have set out to build recursively self-improving models, but most of them dismiss the apocalyptic implications, presenting RSI as simply the next frontier for research.

Reinforcement learning is a way of training AI where a system learns by trying things and receiving rewards for correct answers — like training your beloved pet with treats, except the “pet” in this scenario is a neural network and the “treat” is a mathematical signal indicating success. Unlike supervised learning, where a model is trained on a fixed dataset of labeled examples, reinforcement learning lets a model explore its environment, take actions, and continuously update its behavior based on the feedback it receives. This approach has proven especially powerful for training AI to play games, control robots, and, more recently, sharpen the reasoning ability of large language models. Techniques like reinforcement learning from human feedback, or RLHF, are now central to how leading AI labs fine-tune their models to be more helpful, accurate, and safe.

When it comes to human-machine communication, there are some obvious challenges — people communicate using human language, while AI programs execute tasks through complex algorithmic processes informed by data. Tokens bridge that gap: they are the basic building blocks of human-AI communication, representing discrete segments of data that have been processed or produced by an LLM. They are created through a process called tokenization, which breaks down raw text into bite-sized units a language model can digest, similar to how a compiler translates human language into binary code a computer can understand. In enterprise settings, tokens also determine cost — most AI companies charge for LLM usage on a per-token basis, meaning the more a business uses, the more it pays.

So again, tokens are the small chunks of text — often parts of words rather than whole ones — that AI language models break language into before processing it; they are roughly analogous to “words” for the purposes of understanding AI workloads. Throughput refers to how much can be processed in a given period of time, so token throughput is essentially a measure of how much AI work a system can handle at once. High token throughput is a key goal for AI infrastructure teams, since it determines how many users a model can serve simultaneously and how quickly each of them receives a response. AI researcher Andrej Karpathy has described feeling anxious when his AI subscriptions sit idle — echoing the feeling he had as a grad student when expensive computer hardware wasn’t being fully utilized — a sentiment that captures why maximizing token throughput has become something of an obsession in the field.

Developing machine learning AIs involves a process known as training. In simple terms, this refers to data being fed in in order that the model can learn from patterns and generate useful outputs. Essentially, it’s the process of the system responding to characteristics in the data that enables it to adapt outputs toward a sought-for goal — whether that’s identifying images of cats or producing a haiku on demand.

Training can be expensive because it requires lots of inputs, and the volumes required have been trending upwards — which is why hybrid approaches, such as fine-tuning a rules-based AI with targeted data, can help manage costs without starting entirely from scratch.

A technique where a previously trained AI model is used as the starting point for developing a new model for a different but typically related task — allowing knowledge gained in previous training cycles to be reapplied.

Transfer learning can drive efficiency savings by shortcutting model development. It can also be useful when data for the task that the model is being developed for is somewhat limited. But it’s important to note that the approach has limitations. Models that rely on transfer learning to gain generalized capabilities will likely require training on additional data in order to perform well in their domain of focus

Validation loss is a number that tells you how well an AI model is learning during training — and lower is better. Researchers track it closely as a kind of real-time report card, using it to decide when to stop training, when to adjust hyperparameters, or whether to investigate a potential problem. One of the key concerns it helps flag is overfitting, a condition in which a model memorizes its training data rather than truly learning patterns it can generalize to new situations. Think of it as the difference between a student who genuinely understands the material and one who simply memorized last year’s exam — validation loss helps reveal which one your model is becoming.

Weights are core to AI training, as they determine how much importance (or weight) is given to different features (or input variables) in the data used for training the system — thereby shaping the AI model’s output.

Put another way, weights are numerical parameters that define what’s most salient in a dataset for the given training task. They achieve their function by applying multiplication to inputs. Model training typically begins with weights that are randomly assigned, but as the process unfolds, the weights adjust as the model seeks to arrive at an output that more closely matches the target.

For example, an AI model for predicting housing prices that’s trained on historical real estate data for a target location could include weights for features such as the number of bedrooms and bathrooms, whether a property is detached or semi-detached, whether it has parking, a garage, and so on.

Ultimately, the weights the model attaches to each of these inputs reflect how much they influence the value of a property, based on the given dataset.

Telluride just managed one of its best-kept secrets in years, per The Hollywood Reporter. On Sunday night, festivalgoers filed into a 650-seat theater with their phones locked away, having no idea what they were about to see, told only that it ran nearly three hours, hadn’t been shown anywhere, and that its principal creators would be in the audience. The surprise premiere they went on to enjoy is a new documentary from co-directors Nathan Fielder and Lance Oppenheim about Theranos founder Elizabeth Holmes.

Called “You Can See Everything,” the film is said to capture Holmes and her husband, Billy Evans, in the 34 days before she reported to federal prison in May 2023 to begin an 11-year sentence for defrauding investors about her blood-testing technology. Since then, her legal fight has limped along without success. Her appeals to overturn the conviction and shorten her sentence were rejected in February of last year. She then went a different route last year, asking President Trump to commute her sentence. That clemency petition is still listed as pending, meaning it’s officially been opened and remains under review.

Fielder apparently lived in the couple’s guest house during filming — the access they provided sounds shocking — but some of the buzz also ties to an A-list actress who becomes part of the story itself. A24 is set to release the film in October. You can check out the trailer below.

What we expect from the upcoming Apple launch

It’s finally happening — this week, we are (probably) about to see Apple’s first foldable iPhone, more than five years after Samsung launched its first foldable phone.

Apple’s annual iPhone release events are always interesting in one way or another, but this year’s presentation is one of the most anticipated in a while. As Tim Cook hands off the CEO role to former Vice President of Hardware Engineering John Ternus, people have high expectations for Apple’s next devices, especially since the company is embracing an entirely new form factor.

While Apple is usually tight-lipped about its product launches, there are always inevitable leaks, giving us insight into what we might see during the September 9 Apple event. While the foldable iPhone is most exciting, we’re also anticipating news about AirPods, HomePods, and the non-foldable iPhone 18 line.

What we think we know so far about the foldable “iPhone Ultra”

If Apple has made its consumers wait over half a decade for it to enter the foldable market, its first attempt had better be good — especially since reports indicate that the phone will cost more than $2,000. At least it’s not as pricey as the $3,500 Apple Vision Pro headset, and unlike headsets, people actually buy smartphones.

The good news is that people who claim to be early testers of the device have reported back positive experiences. According to Bloomberg’s Apple insider Mark Gurman, the foldable iPhone has a premium feel, fits nicely into a pocket, and opens up into a wide, iPad-like display. The phone is expected to sport a 5.5″ cover display, which expands to 7.8″ when the screen is unfolded. When folded in, the device will look shorter and wider than a typical iPhone.

To make hardware that’s still sleek enough to pocket when folded, Apple has had to make some concessions. The device reportedly skips the telephoto camera, which could be disappointing to the kind of consumers who are willing to open their pockets for a phone that’s expensive enough to feed a family for months. However, the phone is expected to have a dual-lens rear camera system with a main and an ultra-wide lens, similar to what’s on Apple’s more basic iPhones.

Rumor has it that Apple will include MagSafe, the magnetic wireless charging and accessory system, but that it will forego Face ID to save space, relying instead on a Touch ID fingerprint button on the phone’s side. This shouldn’t be a huge concession — touching a button is about as easy as looking at a screen — but it might take some getting used to if you’ve become accustomed to Face ID.

Like other foldable phones, the iPhone Ultra is expected to support side-by-side multitasking, letting you run two apps at once, one on each half of the unfolded screen. Even though it’ll resemble a small iPad when opened up, it will still run iOS rather than iPadOS, though shouldn’t be cause for concern, since Apple’s newest chips are powerful enough to handle it. In fact, the same chip reportedly powers Apple’s budget MacBook Neo laptop.

A pain point for foldable phone users thus far has been the dreaded “crease.” With other companies’ foldable phones, you can see the evidence when you open the phone that this isn’t your standard display. It’s a hard problem to solve and one that maybe isn’t worth the technical effort, though Apple has supposedly created a display where the crease isn’t as visible.

Don’t worry, you can still get a new iPhone that doesn’t fold

If foldables aren’t your thing — or if you don’t want to spend double the price on your next phone — don’t worry. Apple is also expected to release some new devices in the iPhone 18 line. We’ve heard leaks about the iPhone 18 Pro and Pro Max, but not much yet about the standard iPhone 18, which is predicted to arrive six months after the September event. That would be a first for Apple — releasing the premium models before the standard one.

Siri HomePods? AirPods with cameras?

Now that Apple is finally moving forward with its Gemini-powered Siri AI update, the company is also expected to refresh the HomePod, a smart speaker and Apple’s answer to devices like the Amazon Echo line.

References to unreleased products, including new HomePods, were recently spotted by users digging through a macOS preview build.

The most surprising find, however, is that Apple appears to be working on AirPods with built-in cameras. In that same macOS preview, researcher Aaron Perris found a video showing someone wearing the AirPods and picking up a book.

“With Visual Intelligence, your world becomes savable. See something you like? Just ask me to save it for later,” a voiceover in the video says.

While some users may be skittish about using a device that can see what they see — comparisons to Meta’s maligned “pervert glasses” are inevitable — we have some degree of hope that a company like Apple, which has built its brand on privacy, will do better.

Gurman has reported that “the cameras essentially act as eyes for the Siri digital assistant and aren’t designed to take photos or video.” Instead, the earbuds’ components allow it to “capture visual information in low resolution.”

南投縣政府9月12日、13日兩天週休假日，將在埔里鎮中台世界博物館前廣場舉辦「蔬食永續．幸福南投－寺廟文化藝術節系列活動」。現場邀集40多家來自國內與日本的友善品牌，結合蔬食飲食、音樂表演與在地文化，推廣環境永續理念。

縣府民政處表示，此次活動以「山風為席、以植為伴、以蔬會友」為主軸，參與品牌包含善良肉圓、試蔬看、何老大手作蔬食、草山包子及路米Lumiere等。為落實減塑與環保政策，活動現場不提供一次性餐具，並呼籲民眾自備餐具與容器入場。

前總統陳水扁女兒陳幸妤爆出婚變後，持續為3個兒子的教育基金與前夫趙建銘隔空交火，近期趙建銘頻繁聯絡3名兒子，要求他們同意出售個人帳戶內的股票及基金，甚至向兒子表示若陳幸妤繼續向媒體放話，就拒絕還錢。陳幸妤昨（7日）也坦言「趙叫我閉嘴，我就閉嘴」，對此弟弟陳致中也在社群發文，言談之下十分擔憂姊姊的狀態。

陳幸妤近期向媒體反映，趙建銘9月4日狂打電話給3個兒子，要兒子同意把自己帳戶的股票賣掉，錢再轉進兒子帳戶，更對兒子嗆聲：「如果你媽再跟媒體放話，我就不還錢。」

台灣水產養殖界痛失國寶級民間奇才！屏東佳冬養殖漁民林烈堂被譽為「虱目魚之父」、翻轉佳冬養殖業生計，本月5日在巡視自家魚塭時不慎發生意外逝世，享年89歲。消息一出，讓當地漁民與水產業人士無不備感震驚與不捨，哀悼這位一生奉獻給台灣養殖漁業的傳奇巨擘。

警方表示，5日晚間近7時，家屬發現林老先生還沒回家，去自家魚塭尋找，到場看見他的枴杖在堤防上，人倒在魚塭中，家屬依消防員指示立刻施作CPR，不過送醫後仍然不治。

林烈堂出身南投養殖世家，早年一路尋找最適合養殖的水質，最終落腳屏東佳冬。1980年代，他改寫世界紀錄，成功在魚塭中人工繁殖出上萬尾虱目魚種魚，一舉終結台灣長達300多年只能仰賴沿岸天然捕撈魚苗的命運。此舉不僅大幅降低養殖成本、穩定市場產量，更促成虱目魚邁向大規模企業化養殖，寫下台灣養殖漁業的奇蹟。

林烈堂的研發腳步從未停歇，2004年更成功培育出驚豔全球的「黃金虱目魚」，再度將台灣養殖技術推向國際舞台。根據學界、國史館等單位研究，經他之手繁殖的魚種超過30種，早年更獨力研發草魚、鰱魚苗孵化器，帶動金目鱸、石斑等海水魚苗生產。

「要不是有烈堂伯來這裡帶動，我們佳冬這大片養殖經濟不知要延遲多久！」當地漁民感念表示，烈堂伯無私分享技術與魚苗，造福無數家庭。即使高齡將近90歲、步履蹣跚，他依然堅持親力親為，將一生心血全投注在魚塭間，用一甲子的無私奉獻，在台灣養殖史上留下最不朽的篇章。

健康網》吐司發霉不能只丟一片！營養師揭4招保存：這時間就該冷凍

〔健康頻道／綜合報導〕不少民眾都有這樣的經驗，吐司放室溫幾天，發現表面冒出斑點，該不該只把發霉那片丟掉？營養師蔡正亮提醒，吐司柔軟、多孔隙，一旦出現明顯黴斑，黴菌可能已經擴散到肉眼看不到的地方，不建議繼續食用。想減少發霉風險，可掌握4招：開封後注意污染、吃不完趁新鮮分裝冷凍、冷藏防霉易使吐司變乾硬、冷凍時做好密封避免水氣進入。

蔡正亮於臉書發文分享，吐司是不少人每天早餐的選擇，一整條或半條買回家後，每天吃上幾片，放個3、4天相當常見。但有時前一天看起來還完好無缺，隔天拿取時卻突然發現表面出現斑點，原來吐司已經發霉。

蔡正亮分析原因，吐司雖然經過高溫烘烤，出爐後還要經過冷卻、切片、包裝、運送、販售，我們買回家會反覆打開袋子拿取，過程中還是有機會接觸到環境中的黴菌孢子。再加上吐司本身有水分、有澱粉，台灣的天氣又經常又熱又濕，這些條件加在一起，吐司放在室溫幾天後可能會發霉。

吐司保存4招

究竟吐司該不該放冰箱？蔡正亮說明，冷藏約4至7°C，低溫能讓黴菌生長速度明顯變慢，因此在台灣炎熱潮濕的環境下，相較於室溫放置，密封後冷藏較能延緩吐司發霉。同時，整袋吐司原本就一片貼著一片，如果已經有一、兩片明顯發霉，其實整條吐司都已經遭受黴菌污染，不建議繼續吃。

蔡正亮進一步歸納吐司保存4招，提供給民眾參考：

●開封後要注意污染，拿取時保持手部乾燥、乾淨，取完盡快封好袋口。

●確定2天內吃不到的吐司，趁新鮮先分裝冷凍，不要等放了3、4天才冷凍，冷凍只能大幅減緩微生物生長，並不能把黴菌「殺光」。

●冷藏雖能延緩黴菌生長，但容易讓吐司變乾硬，保存好幾天時冷凍通常更合適。

●冷凍前要先分裝密封，減少水氣進入，也避免整袋反覆回溫、再放回冷凍庫。

有關冷藏面臨更現實的問題，就是澱粉老化，吐司會變乾、變硬。蔡正亮建議，把接下來幾天吃不完的吐司先分裝好、密封冷凍，要吃再拿出來烤，或放在電鍋加少少的水熱一下就好。這樣熱熱的吃，口感會比放在室溫更好。

台北市長蔣萬安大兒子蔣得立獲公費出國交換的爭議持續延燒，旅美教授陳時奮（筆名：翁達瑞）批評蔣家「知法犯法」，涉嫌利用漏洞將自己的兒子納入珍貴的25人決選名單，目的是為了爭奪極少數的交換生榮譽與履歷，排擠其他合規學生的機會。陳時奮還驚曝，蔣得立很可能其實已經被國務院剔除資格，且過去這類交換計畫，外國生只會被分派到鄉村地區，蔣得立現在人卻在紐約，傳將進入當地高中就讀，不符交換計畫內容，如果相關傳聞屬實，之後他就要來看看蔣市府要如何圓謊！

陳時奮7日在臉書發文，「蔣萬安的兒子蔣得立獲選台北市的美國交換生，爆出特權掩護的爭議。台北市政府宣稱一切合法，蔣家卻又放棄市府的補助，爭議不止。針對外國中學生赴美交流，美國的國會在1993年通過專法，條文是《22 CFR § 62.25》。專法只適用外國的中學生，不能有美國籍，年齡從15到18歲，必須是中學在學生，還要滿足學業、英文、與適應的考核。」

「專法的主管單位是國務院，入選的外國中學生可取得訪問學者的簽證（J-1）就讀美國的高中，為期一學期到一學年，而且只能住在指派的接待家庭。國務院將這項業務的執行外包給私人機構，負責入選交換生的學校指派、接待家庭的選擇，與其他協助事項。若指派的學校是公立高中，不得收取學費。接待家庭也是志願性質，不得收取住宿費。」

「在台北市這一方，交換學生的選拔分成兩個階段。第一階段由學校「初選」有潛力的學生，再呈報給台北市教育局作第二階段的『決選』。決選名單確定後，台北市政府再將交換業務外包給民間機構，負責與美國的對口單位協調，執行學生的簽證與出國事宜。」

再說台美交換計畫的漏洞，「這個交換計畫涉及美台的政府單位，但美國的法源管不到台北市政府。國務院的交換計畫只適用非美籍的外國學生，但台北市政府的甄選辦法卻沒有排除擁有美國籍的應徵者。這個交換計畫的執行也涉及美台的民間機構，都是政府的外包商。照理說，台北的執行機構不應將擁有美國籍的入選學生提交給美國的對口單位。問題是，美國的法律也管不到台灣的民間機構。」

「美方的對口機構收到台北市政府的決選名單之後，第一個動作就是要求國務院出具J-1簽證的文件。此時擁有美國籍的入選學生就會被剔除，因為不符法源。被美方從國務院的交換計畫剔除後，擁有美國籍的入選學生可自行安排就學與住宿，或參加付費的交換計畫。這兩個方案都無簽證的問題，因爲這類學生本來就有美國護照。剔除擁有美國籍的入選學生之後，美方的對口機構會要求台北市政府遞補人選，前提是時間充足。若國務院無法如期出具簽證文件，那就不會再遞補。」

「蔣得立不適用這個交換計畫的法源，但仍可以進入決選名單，原因是台北市政府不遵守美國的法律。台北市政府刻意裝傻，未在甄選公告排除擁有美國籍的申請者。向台北市政府承攬交換計畫的民間機構，也是刻意睜一隻眼、閉一隻眼，明知蔣得立不符交換生的甄選資格，仍將決選名單提交給美方的對口機構。台北市政府的甄選公告還訂了一個截止時間，逾時就不再遞補。雖然蔣得立已被美方的對口機構從交換計畫剔除，他仍在台北市政府的25位決選名單之內。縱然蔣得立已經不在國務院的交換計畫，他仍能順利入境美國，透過其他管道進入美國高中就讀。蔣得立擁有美國籍，隨時可回美國讀高中，根本不需要參加台北市政府的交換生甄選。」

陳時奮接著曝光內幕，「根據媒體報導，蔣得立人在紐約，即將進入當地高中就讀一年，再回建中復學。若這項報導屬實，蔣家就是知法犯法，明知蔣得立的資格不符，卻仍然執意報名參加甄選。國務院推動的中學生交換計畫，外國學生就讀的高中不能收學費，接待外國學生的家庭也不能收取住宿費。因為這兩項限制，外國生只會被分派到鄉村地區，而非紐約等大都會地區。都會地區的高中有容量限制，願意提供免費住宿的接待家庭很少，更不稀罕外國學生的交流。鄉村地區的高中沒有名額限制，免費住宿的成本較低，外國學生的交流價值也更高。」

「蔣得立逕自飛往紐約，而非中西部的小鎮，顯示蔣家知道他會被國務院的交換計畫剔除，早就透過私人管道安排他在紐約就讀與住宿，不需等待交換計畫的分派。既然如此，為何蔣得立還要申請台北市政府的交換生甄選呢？蔣家要的是這個交換計畫的榮譽，全台北市只有25位，含金量極高，有助於日後的大學推甄或申請。至於台北市政府提供的財務補助，能拿到最好，放棄也不可惜。蔣家並不缺錢，只要選舉補助款切一小塊就足以支付蔣得立在美國的開銷。」

最後陳時奮直言，「蔣得立到美國追夢的權利，不應因為爸爸是蔣萬安而被剝奪。民眾不滿的是蔣家濫用特權，明知蔣得立不符資格，卻仍執意報名甄選，搶走其他學生的機會。更令人不滿的是，蔣得立佔著茅坑不拉屎，已被美方的對口機構從交換計畫剔除，卻仍不願退出台北市政府的決選名單，阻擋備取生的遞補。台北市政府信誓旦旦，宣稱甄選過程沒有違法。未來這一年，蔣得立在美國的哪一所高中就讀，居住在美國的哪一個城市，真相遲早會曝光。屆時，我要看台北市政府如何圓謊。」

新北市淡水陳姓藥師對女大生下藥，疑似意圖性侵，士林地方法院前天裁定羈押禁見，全案又有新進展，有四名曾在藥局打工過的女學生提告曾被陳男性騷擾，其中一人更指控遭陳男以手指性侵，警方昨天已對四名被害人製作筆錄，全案擴大偵辦中。

行政院長卓榮泰多次不副署立法院三讀通過的法案，導致行政、立法兩院紛爭。卓榮泰昨聲稱，不副署立院修正通過的衛星廣播電視法、有限廣播電視法及廣播電視法，是為防止黨政軍重新介入媒體，確保媒體自主不被干涉；至於不副署立法院職權行使法修正案，是避免只讓立委助理費除罪化。

台中多區參選爆炸變數多新人老將混戰、藍白互爭

第5屆台中市議員參選已截止登記，此屆因為有不少老將不再連任，新人參選者眾，加上民眾黨提名6席，還有曾任市議員重新參選，多個選區參選爆炸，老將、新人混戰，戰局混亂有北屯、東南區、后豐、太平、大里霧峰、潭雅神，是綠藍白都不敢掉以輕心的選區。

北屯區人口全市第一，中間選民多，歷屆參選人就特別多，此次增一席，應選7席，呈現13搶7激烈局面，國民黨提名現任的沈佑蓮及賴順仁及兩名新人吳宗學及許育璿4席，民進黨老將曾朝榮不選，改由其子曾咨耀參選，加上現任的謝家宜及新人陳信秀提名3人，還有小民參政歐巴桑聯盟等，無黨籍更高達4席；然而，已成立委的黃健豪及不連任的陳成添的票能否挹注到新人身上？曾朝榮的票可否轉移到灌入其子身上，都藍綠各有憂慮。

更讓藍綠都覺得得擔憂的是，已選了2屆，此次因看板超創新且知名度愈來愈高的無黨籍段體佩，吸引不少年輕人目光，在網路引發討論，是一大變數。

另一超級戰區為東南區，因為席次減少，減為應選4席，國民黨提名現任2席，民進黨提名3席，形成5搶4的局面，已注定是生死戰，具有全國知名度的前民眾黨發言人的獨立參選人楊寶楨也加入戰局，還有兩席源自國民黨的獨立參選人，讓選情更複雜。

另一選戰激烈為第4選區后里豐原選區，9搶5席，民進黨保守提名2席，國民黨提名3席，民眾黨提名1席，政黨提名已是6搶5，而老將們捲土重來，如無黨籍的王朝坤及親民黨的黃朝淵，被視為會瓜分國民黨及民眾黨選票，讓藍白相當憂心，而民進黨採保守提名反而穩定。

另外，就是太平選區7搶4，國民黨提名2席，民進黨提名2席，民眾黨提名一席，另外，前國民黨的里長閻泰利及前中市黨部副主委張書華兩人退黨參選，變數增大。

大里霧峰選區10搶6，除了藍綠白六位現任市議員，此次增加時代力量，還有退出國民黨的里長、曾任市議員老將加入戰局，老將新人混戰。

潭雅神選區也是參選者眾，呈現10搶6，也是戰況激烈。

國民黨台北市議員李柏毅近日遭爆帶女兒去掛急診時對辛苦的醫護人員發脾氣，還有想耍官威之嫌。本週一（7日）李柏毅證實他確實當下對醫護大聲了點，但沒有耍特權、耍官威，也沒自揭議員身分，只是不滿等待時間太久，但醫護人員卻反過來指責他不冷靜，委屈稱從頭到尾都沒人關心小孩身體不適。不過有護理師站出來還原當天情況，狠打臉李柏毅的說詞。

隨後有護理師在Threads上貼文：「當下因大聲以為是急診暴力，所以當然有人圍觀。小朋友一開始都在急診外，要再次評估你說不要，所有人都叫你冷靜，想了解幫忙，但你繼續咆哮。小孩進來後，兒科醫生再次關心小孩，但又先說等了30分鐘很久……而不是回答兒科醫生的評估。待診區沒人不代表沒人，留觀區裡面躺滿了人，在醫院直接咆哮後拿出手機，直接對著醫生嗆『叫什麼名字』，揚言要告，且在勸告不能錄影下堅持錄影。所長來了後在檢傷要求！要求！叫我們找主管以及剛剛跟你說過話的醫護立刻來見你，因為你要告他們毀謗……」。

網友看完紛紛表示，「連急診室有檢傷分級都不曉得，還在那邊大聲咆哮想耍特權，事後道歉毫無誠意還暗指醫護人員無同理心，KMT就這種水準」、「他覺得他有特權，所以囂張啊，不知道跩什麼」、「他那麼希望醫護人員第一秒光速來照護他女兒嗎？他知道在急診越快被醫護人員包圍的是什麼狀況嗎？」、「官癌末期的人」、「想耍特權沒人理，見笑轉生氣」、「難怪那麼急切護萬安，因為自己也是權貴圈」、「在節目上大聲的時候就知道是這樣的人了，小玉都說國民黨都沒有自省的能力也是真的」。

行政院長卓榮泰上週4日視察台電台中發電廠（中火），宣示發包拆除燃煤一、二號機組，2034年台電「中火無煤目標一定要達到！」台中市長盧秀燕搶先公布先前赴中火抗議照片，並在今天下午率隊進廠視察。

民進黨台中市議員張家銨強調，在「減煤」這塊好不容易要拆第一期機組，「增氣減煤」是地方共識，而拆除燃煤機組是需要拆除執照，跟新建燃氣機組一樣需中市府都市計畫審議通過，「這一部分在市府手上，總該不會連拆除執照都要拖吧？」

中市府持續督促中火「增氣減煤」進度，盧秀燕預計今天下午1時半率市府團隊視察新建燃氣機組，以及1、2號燃煤機組拆除進度，當地龍井區議員、里長等民代紛表達看法。

張家銨強調，更擔憂拆除不是說拆就拆，拆除燃煤機組是需要拆除執照，地方民眾想要加速燃氣進程，中市府雖說願意加速，但台電於2020年通過環評，曾將中火新增燃氣機組計畫送交中市府審議，當時市府以都審未過為由卡關超過15個月，可能這次又卡拆除計劃。

塞爆了！「隱藏版捷徑」的彰化市崙美路變「塞車地獄」原因曝光！

彰化市崙美路長期都是民眾心目中的「隱藏版捷徑」，但近日來卻是大塞特塞，有民眾在下班時段要過崙美路平交道竟要等上半小時，大罵是「塞車地獄」。縣府工務處表示，因為大埔截水溝堤岸拓寬工程正在進行穿越臺鐵箱涵部分，台鐵公司配合工程在崙美路平交道一帶，列車限速從40公里降到20公里，預估工程約要一年，建議民眾改道或是提早出門。

彰化市民代表參選人薛方壹表示，彰化市區每到上下班時間，曉陽地下道、彰化交流道周邊道路就會大打結，有人就會改走隱藏版的捷徑，也就是利用崙美路串連雲長路、台1線中山路、台19線彰水路與彰鹿路，雖然崙美路有平交道路段因為只有兩線道，有時也要等火車通過，但還是在地人的通勤或是通學首選。

薛方壹指出，近來用路人發現彰化市崙美路塞爆了，火車好像「聲聲慢」，火車通過平交道時間變慢了，有人竟然在下班時段，又碰上火車班次密集，光是在崙美路的長長車龍等候要通過平交道，就等了快要半小時，等到都快要抓狂，民眾希望縣府應該出面說明原因，以及是否能有改善辦法。

工務處指出，彰化市大埔截水溝堤岸拓寬工程正進入穿越臺鐵箱涵部分，為了降低影響，這部分都是利用半夜施作。不過，台鐵公司為配合該工程，從9月2日到明年7月16日止，在崙美路平交道一帶，區間列車限速由40公里改為20公里，因為大約從工區前方就開始降速，通過工區再慢慢提速。

工務處表示，由於崙美路平交道前後道路只有兩線道，建議民眾在這段期間能夠行駛替代道路，或是提早出門。而完工路段也會分段通車，預估今年10月底將會先行開放大埔截水溝堤岸道路的台1線中山路到縣道137線大埔路路段的通車，以紓解市區塞車之苦，全部工程預計在2028年底完工。

大象來了原本想拆圍欄！法國導演見10萬人後改口：或許不壞

〔記者董柏廷／台北報導〕由台北表演藝術中心邀請法國奧波西托劇團《大象來了……》來台演出，首晚超過10萬人湧進士林，部分路段一度寸步難行，也讓演出團隊重新思考原本對現場安全設施的判斷。法國奧波西托劇團導演雅各（Jean-Raymond Jacob）透露，團隊在演出前曾希望移除部分圍欄，但親眼看到5日首場超乎預期的人流後，他坦言，「或許並不是一件壞事」。

雅各表示，大型街頭劇場必須讓作品與城市不斷協商，演出前劇團與主管機關曾就安全措施進行多次討論。團隊長期在世界各城市進行戶外演出，也有自身熟悉的工作方法，但台北過去較少出現這種規模、直接穿越市區道路的街頭製作，因此雙方必須從不同經驗出發協調。

首演當晚，3頭機械大象自基河路出發，沿線瞬間湧入大批觀眾。市府統計首日超過10萬人到場，部分路段因人流高度集中出現壅塞，隔日也隨即增加分區管制、外圍轉播及散場動線調整。

雅各說，首場實際演出之後，他反而理解部分原先希望移除的圍欄，在龐大人潮下具有安全作用。對他來說，這也正是街頭作品與城市互相「傾聽」的過程，沒有人能完全預先知道現場會發生什麼。他並透露，首日開演前經過警方臨時辦公室時，還特地走進去向現場人員打招呼、道謝。他向警方表示，「我們是一個團隊」，劇團、北藝中心、市府及第一線警消都在共同完成同一件事。

藍白合破局國民黨在地立委林思銘直言：徐欣瑩在竹北斷線8年恐輸掉竹縣長

九合一選舉進入倒數八十一天，國民黨、民眾黨在新竹縣長、竹北市長藍白合破局，民眾黨下令禁止黨員替國民黨新竹縣長參選人徐欣瑩輔選，違者最重開除黨籍。國民黨籍新竹縣區域立委林思銘直言，徐約八年沒有直接經營竹北，「已經斷線八年了」，最後可能出現「國民黨拿下竹北市長、卻輸掉新竹縣長」的局面。

黨中央盼雙方理性思考

國民黨副秘書長兼組發會主委李哲華表示，短時間可能支持者多少都會有情緒，兩黨高層都保持密切的溝通，希望能盡量平息爭議，讓雙方支持者各自回歸理性、務實面來思考，基本上還是「審慎樂觀」。

林思銘指出，竹北近年人口快速增加，成長到約廿二萬人，其中約三分之二都是因工作移居的新居民，多數屬於年輕族群與科技業人口。徐欣瑩過去已有約八年沒有直接經營竹北，「她已經斷線八年了」，如何取得這批新選民與中間選民的認同，非常重要。

林思銘表示，前民眾黨主席柯文哲在二〇二四年總統大選時，在竹北拿到很高票，這批不喜歡藍綠、支持民眾黨或第三勢力的選民，將直接影響新竹縣長、竹北市長選舉。現在藍白合破局，徐欣瑩在這批選民中的處境會變得更困難，如果選民質疑她在藍白協調過程中的誠信度，就會被扣分，可能是她未來選舉很大的致命傷。

林：徐在黨內整合未成

林思銘強調，徐欣瑩在藍營內部也有整合壓力，除了過去退出國民黨、與國民黨提名人競爭等歷史包袱，這次黨內初選與副縣長陳見賢陣營攻防刀刀見骨，至今還沒法完全整合成功，對她同樣造成傷害。

林思銘認為，在藍營基本盤沒有完全回流、白營選票流失，民進黨新竹縣長參選人鄭朝方來勢洶洶的三面壓力下，「不管有多大的優勢，都經不起這樣子的折騰。」民眾黨支持者可能選擇不投徐欣瑩，甚至轉投鄭朝方，最後可能出現國民黨拿下竹北市長、卻輸掉新竹縣長的局面。

李哲華則表示，藍白兩黨各有自己內部的聲音，家家有本難念的經，尤其國民黨因為有意參選者眾，基本上如果沒有一個好的、公平、公開的機制，要說服其他的參選人有困難，這一點也要請民眾黨的朋友理解；各政黨自己內部有黨紀的約束，都予以尊重。

台大醫院日前發生急診候床病患死亡事件引起外界關注，院方近期建議可在醫院附近設置週日及國定假日輕急症中心（UCC）分流部分病患，台大醫院醫務秘書陳彥元表示，若在醫院附近開設UCC，對於緩解急診壓力會有幫助。

衛福部指出，UCC自去年十一月二日試辦以來，截至今年八月十六日，全國六都十三處據點共開設五十四天，累計服務二萬一二五五人次，平均每日服務三九四人次。

UCC可分流約10％輕急症病人

若以去年十一月二日至今年一月的秋冬期間為例，衛福部指出，此一時節民眾急診需求通常較高，UCC鄰近十四家急診壅塞醫院之檢傷第三級至第五級急診件數，由去年同期平均每日三二七八件下降至二九五一件，減少約三二七件，顯示UCC成功分流約十％輕急症病人。

衛福部長石崇良表示，雖然UCC與醫學中心收治急診住院量沒有直接關係，但輕症病人滯留急診會分散急診醫護心力，若可透過UCC分流急診病患，有助於加速急診臨床判斷、處置及安排患者住院或轉診，但設置UCC據點須符合具有基本設備等條件，會由衛生局評估適當地點。

台大規劃成立內外科整合病房

陳彥元表示，若能在台大醫院附近設置UCC，對於紓解台大急診病患會有幫助，另事件發生後，台大醫院急診候床數較以往減少許多，規劃成立的內外科整合病房則仍在處理各項安排工作，開設時間目前難以預估，但「應該不會太久」。

台北市衛生局表示，目前設置三處UCC，包含台北市立聯合醫院林森院區、昆明院區及信義門診部，看診費用比醫院急診便宜（掛號費八十元、部分負擔一百五十元），同時減少候診等待時間，提升醫療效率，也能把醫院急診留給急重症病人。未來如有規劃新設置UCC地點或變更地點，將優先選擇鄰近急診壅塞的醫學中心。

北榮：尚無設置UCC分流需求

對於台大醫院希望周邊設置UCC以分散急診壓力一事，北榮院長陳威明表示，台大醫院除本身是重要的醫學中心外，也有極高的易達性，因此病人一直非常多，照顧起來也很辛苦，會提出周邊設置UCC建議，一定有他們的觀察與想法，只要能改善現況就是病人之福。目前北榮的急診運作大致正常，尚無設置UCC分流需求。

新北市淡水陳姓藥師對女大生下藥，疑似意圖性侵，士林地方法院前天裁定羈押禁見，全案又有新進展，有四名曾在藥局打工過的女學生提告曾被陳男性騷擾，其中一人更指控遭陳男以手指性侵，警方昨天已對四名被害人製作筆錄，全案擴大偵辦中。

檢警過濾員工資料 4人表明願提告

新北淡水警分局將陳男移送士林地檢署後，過濾藥局電腦中的員工資料檔案，一一去電曾在這裡工作的十餘名女工讀生，詢問她們在職時的狀況，有七名女大生自述曾受到陳男不當對待，其中四人表明願意提告。

據了解，其中一名被害人向警方表示，今年中旬，陳男趁店內只有他們兩人，強迫她脫衣，並要求發生性行為，她雖強烈表達不願意，但因為當下在陳男的店內，四處無人，擔心自己遭受攻擊，只能妥協，讓他以手指性侵，才得以脫身。

其他三人則向警方指出，陳男會在狹小的櫃檯刻意近身，趁機出手摸臀、摟腰或襲胸。原本以為只是空間狹小造成的偶然碰觸，但因多次發生，才驚覺自己被吃豆腐，也曾向陳男表達不滿，並提出警告。

另有網友在社群平台自述，她曾經在陳男的藥局打工，在倉庫整理貨品時，陳男會冷不防從後面抱她，在櫃檯也會被襲臀，最後要靠朋友來店內陪她上班才能稍微安心。對此，警方將擴大追查。

警方調查，這四人在藥局打工都沒超過半年，時間最短的才約兩個月，都是因為察覺陳男意圖不軌，才趕緊離職。

無黨籍立委高金素梅的「大帳房」張俊傑，因與高金共謀詐領助理費等案被起訴，張移審台北地方法院後，獲法官裁定一千萬元交保，並施以科技監控，不過，張六日深夜破壞電子手環後棄保潛逃，法院已對他發布通緝。

張破壞電子手環潛逃不知去向

張俊傑是本案偵查階段唯一收押的被告，起訴後除重金交保、限制出境及配戴電子手環，每週一、四必須前往派出所報到。六日深夜，北院法警室接獲系統警示，張的電子手環電量異常偏低，經多次聯繫未果，承審法官林承歆偕同警方前往電子手環最後發報位置搜索，最終於大安森林公園一處草叢中尋獲被破壞的電子手環，張男已不知去向。

北院昨凌晨隨即開出拘票找人，但並無所獲，台北地檢署獲悉張男逃亡後火速分案，由國安專組主任檢察官李仲仁指揮警、調、海巡及航空警察搜查張男行蹤。

警方過濾相關監視器畫面，發現張男六日上午九時許從住處離開，行經捷運小碧潭站二號出口附近，當時他身穿藍色外套及黑色長褲，揹著深色後背包，手裡撐著透明雨傘。

張俊傑委任律師李岳洋表示，雙方最後一次聯絡是本月一日召開準備程序庭當天，先前張男看起來對訴訟信心十足，且張男患有肺癌，因此對張男選擇逃亡一事感到十分震驚。

本案的犯罪區塊共四大區塊，分別為詐領助理費、設立公司資本不實、透過原民協會詐領補助、違法挪用新冠快篩試劑。法界人士憂心，張俊傑身為核心被告，如今潛逃，預計會對本案審理造成重大影響。

藥局兩項違規遭裁罰藥師若有罪移送懲戒

新北市淡水區一間藥局爆出男藥師涉嫌對工讀生下藥事件，新北市衛生局日前往稽查。（新北市衛生局提供）

新北市淡水區某藥局負責人、五十歲陳姓男藥師涉嫌對一名在藥局工讀的女大學生下藥，陳男已被法辦收押，新北市衛生局稽查發現藥局有違規缺失，已開罰共四萬元；針對疑似下藥行為，若刑事判決確定，最重可廢止藥師證書。

新北市衛生局指出，四日前往該藥局稽查，藥師調劑後未在處方箋簽名蓋章，違反《藥師法》第十八條規定，且民眾領取管制藥品時，未在管制藥品專用處方箋上簽名，違反《管制藥品管理條例》第十條第二項規定，已依法裁處共四萬元。衛生局補充，針對藥師疑似下藥行為，後續如經刑事判決確定，可將行為人移付藥師懲戒委員會懲處，最重可廢止藥師證書。

新北市議員鄭宇恩呼籲，勞工局、衛生局應儘速介入調查，聯繫及保護現任、離職員工，並調查是否還有其他職場不法侵害行為，避免被害人遭受報復或二度傷害；她也說，有部分民眾反映慢性處方箋留存在藥局，因檢調目前調查中，藥局內的處方箋無法取回，仍要請民眾回到原醫院，請醫師重新開立處方箋。

法界：加深勾串風險可能施以科技監控甚至羈押

被外界視為無黨籍立委高金素梅「大帳房」的高金助理張俊傑，前天深夜破壞電子手環後逃匿無蹤。由於張是高金涉貪案的核心被告，外界關注張落跑是否會影響案件的審理？法界人士認為，法院可能會提高對相關被告是否有逃亡及串證風險的評估，首當其衝就是高金恐面臨加碼強制處分，為了防逃，可能對她施以科技監控，甚至改為羈押。

律師房彥輝表示，共同被告突然逃亡，可能使案情陷入隱晦，進而加深勾串或規避刑責的風險，確實會提高司法機關對全案防逃及防串證的風險評估，實務上極有可能促使法院或檢察官重新審查，並採取提高具保金額、命定期報到、限制離開特定區域，或追加施以科技設備監控，如電子手環等更嚴密的防逃處分。

換言之，張俊傑逃亡本身雖不能直接成為加重高金素梅強制處分的唯一理由，卻可能成為法院重新審查全案風險的重要背景因素。

是否可能進一步羈押？房彥輝認為，若案件出現逃亡、串證等新的具體事實，法院經個別審查後，認定被告具有法定羈押原因，且非予羈押顯難進行追訴、審判，理論上不排除改採羈押的可能。

房彥輝進一步指出，實務上法院評估民意代表等公職人士的逃亡風險時，也可能綜合考量其社會歷練、人脈、資力及可能面臨的刑責；若伴隨重罪風險，易被認定具較高逃亡可能或滯外能力，進而促使法院重新評估原有具保、限制出境等處分是否足以防範逃亡，而採取更嚴密的強制處分；但若在立法院會期中欲羈押，依法必須先經立法院許可，有一定難度。

律師陳君瑋也認為，共犯張俊傑逃亡後，不排除與高金素梅勾串的可能，檢察官為確保後續訴訟程序順利進行，可能向法院聲請對高金採取更嚴格的強制處分，最重可能羈押，較輕則包括施以電子手環、電子腳鐐等科技監控措施。

張在對岸有深厚人脈長女也定居北京

淡水藥師︰早料警會上門

新北市淡水爆發陳姓藥師對女大生下藥案，案情持續擴大，又有四名曾在該藥局打工的女大學生出面指控，曾遭陳男性騷擾或性侵。據了解，該藥局常在營業期間，突然將鐵捲門「半掩」，附近目擊過的鄰居都直呼「很不尋常」，如今接連爆出多起指控，也讓人不免產生聯想。

據了解，陳男在淡水當地開設藥局約兩年，與妻子育有一對子女。鄰里及顧客對該藥局的整體評價一般，屬於中規中矩的社區藥局，如今捲入刑事案件，讓附近不少鄰居感到相當訝異。

附近鄰居表示，該藥局平時營業期間，有時會在不特定時間將鐵捲門「半掩」，從外面無法看清店內全貌，也不清楚陳男在裡面做些什麼。由於當時仍是營業時間，這樣的舉動讓人覺得奇怪、不尋常，部分鄰居雖曾感到困惑，但也未多加詢問。如今陳男遭法辦並羈押，也讓人聯想，當時鐵門半掩是否和案情有關。

另有網友表示，自己過去在醫院實習時，陳男曾擔任其臨床藥師並負責指導。他表示，陳男指導期間相當嚴格，報告一份接著一份，讓實習藥師承受不小壓力，但也能感受到陳男相當專業。案件爆發後，他坦言實在想不到陳男竟有這一面，也讓他深刻體悟「學識不等於人品」。

曾激烈爭吵夫被抓妻態度冷淡

據悉，案件於廿六日爆發後，陳男與妻子第一時間曾爆發激烈爭吵，夫妻關係降至冰點。警方五日深夜持拘票將陳男拘提到案時，陳妻全程態度冷淡，未表現出太大的驚慌或情緒起伏，似乎已對丈夫的行為心灰意冷。陳男也向警方表示，自己早已預料警方會找上門。

檢方複訊後，向法院聲請羈押陳男獲准，如今又新增四名被害人出面指控，詳細案情仍待進一步調查釐清。

新北地檢署偵辦起訴姚、簡，團員皆認罪並繳回犯罪所得而獲不起訴。一審新北地院認為證據不足，判決無罪。檢方上訴，高院審理時，蒞庭檢察官則指控，兩人在選前兩個月即和中國台辦人員餐敘籌畫，先前也曾供述與中方討論行程，旅遊過程都有台辦人員陪同，姚甚至向團員說「這頓是習近平請客」，招待顯有對價。高院審理後認定，團費相當於市價五折，足以影響投票意向，改判二人有罪；最高法院駁回上訴定讞。

〔記者廖家寧／台北報導〕經濟部貿易署昨指出，統計自去年四月經濟部與財政部成立強化違規轉運查核小組後，已移送四二八筆輸美貨品涉產地標示不實案件，其中二五七案貿易署已完成裁處，初犯每張報單即加重裁罰六十萬元。

依據貿易法第二十八條，違反原產地認定基準或為不實之原產地聲明，違規每案處五十萬元以上、最高可罰三〇〇萬元罰鍰，情節重大者，貿易署可廢止業者進出口廠商登記。

The Taipei District Court has issued an arrest warrant for an aide of independent Legislator May Chin （高金素梅） after he jumped bail on Sunday.

Judicial police had responded late on Sunday after an electronic wrist monitor belonging to Chang Chun-chieh （張俊傑）, Chin’s former legislative office director, issued a low-battery alert, the court said in a statement yesterday.

Police responding to the alert were unable to locate Chang, but recovered his wrist monitor, which had been “broken and thrown away,” the court said.

After notifying immigration authorities, the court issued an arrest warrant for Chang.

Chin, Chang and 22 others were indicted on June 8 on corruption and fraud-related charges related to the embezzlement of public funds and the importation of unapproved COVID-19 test kits from China.

Chin, who has denied wrongdoing, was accused of obtaining more than NT$7.87 million （US$249,430） in public funds through fraudulent claims for legislative assistants’ salaries, bonuses, overtime pay and childcare subsidies. This included registering several people, including Chin’s siblings, as legislative assistants, but they did not perform any duties, prosecutors alleged.

Chang was accused of conspiring with Chin to fraudulently obtain funds earmarked for assistants’ salaries, as well as using an indigenous cultural association to fraudulently obtain more than NT$9.33 million from government agencies and state-owned enterprises.

Prosecutors said that during the COVID-19 pandemic in 2022, Chin also authorized Chang to enlist others to illegally import 74,400 unapproved rapid test kits from China, circumventing medical device regulations.

Chin said the rapid test kits were intended to help indigenous communities amid a shortage of the devices in Taiwan.

In the indictment, prosecutors recommended a sentence of at least 16 years for Chang and 12-and-a-half years for Chin.

Chang, who had been detained and held incommunicado for nearly four months before his indictment, was released on NT$10 million bail in June.

At the time, Chang’s lawyers sought his release on health grounds, saying he was more than 70 years old and battling lung cancer.

During the first day of his trial on Tuesday last week, Chang denied the corruption charges, but admitted to other offenses, such as document forgery. He said that he was not just a legislative aide in name, but had performed his duties and had no criminal intent.

The world’s first confirmed fossil of a modern leatherback sea turtle has been discovered off Taiwan, providing new clues about the species’ evolution.

A leatherback sea turtle, which can easily grow to more than 2m long, is the largest sea turtle species alive today. However, because they have a relatively soft shell, their fossils do not generally form well, limiting scientists’ understanding of the evolutionary history of modern leatherbacks.

That might have changed with the analysis of a fossilized humerus found on the seabed between Taiwan and the Penghu Islands. National Taiwan University Department of Life Science and Institute of Ecology and Evolutionary Biology associate professor Tsai Cheng-hsiu （蔡政修） and doctoral candidate Liao Yi-ju （廖翊如） confirmed the bone belonged to a leatherback.

The discovery is the first confirmed fossil of a modern leatherback found anywhere in the world and provides important clues about the species’ origins and evolution.

Leatherbacks differ markedly from other living sea turtles. Tsai said all other living sea turtles belong to the family Cheloniidae, while leatherbacks belong to the family Dermochelyidae, which now contains only one living species: the leatherback.

Unlike other sea turtles, leatherbacks do not have a hard shell. Instead, their outer covering has a leathery texture, giving rise to their English name, “leatherback sea turtle.”

The fossilized humerus studied by Tsai and Liao was donated by Hou Li-jen （侯立仁）, a retired professor from Tainan. It was discovered on the seabed in the same region where fossils of ancient pre-humans were found.

After detailed comparisons and morphological analysis of the humerus, the researchers confirmed that it belonged to a leatherback.

Their findings were published in June in the international journal Acta Palaeontologica Polonica.

The fossil found off Taiwan provides clues about the evolution of leatherbacks. They have the broadest distribution of any living sea turtle, ranging from cold polar waters to the tropics. However, their nesting and feeding grounds are relatively limited.

The waters around Taiwan do not host a major nesting or feeding area for leatherbacks. Important nearby nesting grounds include Indonesia, New Guinea and the Solomon Islands.

Tsai said molecular data from modern leatherbacks suggest that the species might have originated in the Indo-Pacific, including waters around Taiwan. The discovery of the world’s first confirmed fossil of a modern leatherback in Taiwan supports this hypothesis about the species’ origins and evolution.

The research team said fossil discoveries in Taiwan have demonstrated the importance and research value of the island’s paleontological record in understanding the origins and evolution of biodiversity.

China is set to implement several laws in the coming months that expand the definition of national security, creating greater risks for Taiwanese traveling to or doing business in China, Taiwanese officials said yesterday.

Beijing’s Ethnic Unity and Progress Promotion Law took effect on July 1, while a draft “Internet Information Service Management Measures” finished its public consultation on Aug. 2, but has yet to be adopted. China’s Regulations of the State Council on Exit and Entry Administration are to take effect on Tuesday next week, while amendments to its National Defense Mobilization Law and the Ministry of Public Security’s Measures for the Supervision and Inspection of Cyberspace Security are to take effect on Oct. 1.

An official familiar with cross-strait affairs, speaking on condition of anonymity, said the laws reflect Beijing’s continued expansion of the concept of national security beyond traditional security concerns to information, business, and the movement of people, money and information.

These laws allow authorities to regulate such activities in the name of national security and national interests, the official said.

The measures come as the Chinese Communist Party （CCP） prepares to hold its fifth plenum this year and its 21st National Congress next year, the official said, adding that Beijing needs a relatively stable social environment.

Social control and security management are likely to become increasingly stringent, with the laws providing a more systematic framework for such efforts, they said.

Terms such as “national security” and “national interests” are broadly defined, they said.

The Mainland Affairs Council has described such provisions as providing “blanket authorization,” allowing Chinese authorities considerable discretion in determining what constitutes a security or national-interest concern.

This creates uncertainty for Taiwanese traveling to China while providing a legal basis for cross-border repression, the official said.

The measures are not limited to Chinese citizens: Anyone deemed to have harmed China’s national interests or national security could face investigation or punishment under Chinese law, they said.

The laws also decentralize enforcement powers.

Under the new exit and entry regulations, for example, authorities in border counties and cities would have enforcement powers, the official said.

The forthcoming cyberspace security inspection measures would allow county-level public security authorities to investigate individuals and inspect items such as mobile phones and laptops, the official said.

“Law is merely the packaging,” the official said, adding that arrests and searches have already occurred in various forms.

The new laws would directly authorize local government agencies to carry out such actions while warning that certain behavior or speech could result in arrest or harassment, which could encourage self-censorship and create a chilling effect, they said.

The laws also explicitly refer to Chinese President Xi Jinping （習近平） and socialism, reflecting a more closed ideological environment, the official said, adding that they could help lay the legal and ideological groundwork for Xi to secure a fourth term as party leader at the 21st National Congress.

As the CCP has consistently framed cross-strait relations around the “one China” principle, the laws are likely to negatively affect the movement of people, money and information across the Taiwan Strait, the official said.

Taiwan should issue appropriate risk warnings, they said.

One of the most consequential measures is the amended National Defense Mobilization Law, which represents the first comprehensive overhaul of the legislation since it was enacted 16 years ago, another Taiwanese national security official said.

The revised law would allow the Chinese state to seize private property whenever deemed necessary, they said.

It should not be viewed solely as a strategic tool aimed at Taiwan, the official said, but also as a mechanism for comprehensively integrating domestic resources and a reflection of Beijing’s growing security concerns amid intensifying competition with the US.

The current version of the law focuses on the division of responsibilities between military and civilian authorities, particularly how the government could mobilize civilian resources and personnel to support the military during wartime or emergencies, they said.

The latest revision has five notable features, they said.

First, it expands the purpose of the legislation to include protecting China’s “development” interests.

Second, it explicitly establishes the leadership of the CCP and Xi’s military-strengthening doctrine as fundamental political principles governing national defense mobilization.

Third, for the first time, it defines national defense mobilization as activities designed to “ensure a rapid transition between peacetime and wartime,” and convert economic and social strength into national defense capabilities.

Fourth, it changes the legal treatment of civilian resources from “requisition” to “expropriation.” The distinction is significant because expropriation provides less protection for ownership, meaning the state could forcibly acquire private property where deemed necessary.

Fifth, the law expands mobilization to include data and modern technologies, including supply chains and artificial intelligence. It also calls for supply-chain security assessments to address the risk of disruptions.

The amendments seek to comprehensively integrate domestic resources by bringing technology, industry and infrastructure under greater state control, the official said.

They also reflect the CCP’s concerns about the security of its rule, the official said.

Using legislation to bolster state control shows that the authorities increasingly view almost everything as a security issue.

For Taiwanese businesses, the amendments could increase both political and economic risks, they said. Taiwanese companies could have their assets expropriated or have their operations classified as resources related to China’s “development” interests, raising the risk that investments could be “gone for good,” the official said.

桃園蘆竹再添重大開發進度！歷經逾50年規劃的「第40期蘆竹區五福市地重劃區」近日開工，總面積約3.45公頃，市府將透過公辦市地重劃取得約2公頃文小用地，後續規劃興建五福國小，補足南崁周邊學校用地需求。隨著人口持續成長，加上捷運綠線建設推進，五福重劃區也成為蘆竹近年備受關注的開發區塊。

桃園市長張善政表示，蘆竹與龜山是桃園13個行政區中近年人口成長較快的區域，五福市地重劃不只是土地開發，更重要的是解決南崁周邊國小就學空間逐漸飽和的問題。此次重劃完成後，可取得約2公頃文小用地，提供未來五福國小興建使用，同時也讓原地主取得可建築住宅土地。

從區域發展來看，五福市地重劃的開發反映蘆竹人口持續增加後，住宅與公共設施需求同步擴大的趨勢。過去南崁地區發展較早，隨著住宅人口增加，周邊南崁、光明、錦興及南美等國小的校舍空間逐漸吃緊，也成為此次重劃推動的重要背景。

桃園市地政局表示，五福市地重劃區總面積約3.45公頃，早期土地使用分區為文高用地，市府經都市計畫檢討後，改以公辦市地重劃方式開發。全案完成後，市府將無償取得約2公頃文小用地，其餘約1.45公頃可建築土地則依規定分配予原地主。

工程總經費約9,500萬元，預計117年完工點交。除了土地整理，也將同步改善周邊道路、人行空間及排水系統，並設置滯洪池及通學步道，後續由教育局接手推動五福國小籌建，並評估結合社福、托育等公共服務機能。

除了重劃本身，交通建設也是蘆竹未來房市發展的重要觀察點。張善政指出，捷運綠線北段通車後，可望串聯蘆竹、大園等生活圈，並銜接桃園藝文特區，進一步改變蘆竹對外交通條件。

五福重劃區位於上南崁生活圈一帶，屬蘆竹成熟發展區域，生活機能相對完整，同時鄰近國道1號南崁交流道，往返桃園、雙北相對便利，加上成熟商圈、學區與公園綠地聚集，使上南崁成為蘆竹較早發展、人口密度也相對高的生活圈。近年則受到人口移入與重大建設題材帶動，住宅市場持續受到購屋族關注。

住展雜誌發言人陳炳辰指出，五福重劃區規模雖不大，但最大的意義在於一次補進2公頃國小用地，並搭配道路、排水及通學環境改善，對成熟生活圈而言，公共設施補強往往比單純增加住宅供給更具長期影響。再加上捷運綠線建設持續推進，未來蘆竹房市能否進一步擺脫「南崁交流道生活圈」的既有框架，轉向捷運與公共建設帶動的新發展模式，值得持續觀察。

矢板明夫引述日本新聞網（JNN）民調資料，表示高市內閣支持率達到62.5%，比上個月上升3.3個百分點，先前日經新聞的民調，也從58%回升到62%；也就是說，高市內閣經歷一段下跌之後，人氣已止跌回升。

矢板明夫認為，這點很不簡單，日本過去有不少首相是剛上台時支持率很高，但蜜月期一過就一路往下，而且掉下去之後很難再爬上來，高市早苗卻是在支持率仍處於六成左右的高檔時就開始反彈，這讓他看到了一點「長期政權」的跡象，當年的安倍晉三首相也是如此，支持率有起有落，卻總能在政治風浪之後重新站穩。

矢板明夫分析，高市早苗前一波支持率下跌，皇室制度改革是一個重要因素，日本喜歡愛子公主的人很多，但如果讓愛子成為天皇，就必須重新處理悠仁親王已經確立的皇位繼承順位，牽動整個皇室制度。高市選擇承受眼前的政治代價，可說是「長痛不如短痛」，隨著時間過去，國民也開始慢慢理解她的苦衷。

另一個原因則是消費稅減稅，高市不惜與黨內反對勢力正面碰撞，也堅持推動減稅。這種敢於承擔政治風險、兌現承諾的做法，也得到了不少國民的肯定。矢板明夫強調，政治人物真正的強弱不是支持率會不會下降，而是下滑之後能否重新上升，高市早苗這次是在支持率高檔就開始反彈，「那些一直期待高市政權早日垮台的日本左派媒體，以及台灣一些親共媒體和名嘴，恐怕都要失望了」。

〔記者林南谷／台北報導〕新北市淡水區陳姓藥師對女大生下藥，疑似意圖性侵，士林地方法院前（6）日裁定羈押禁見，全案又有新進展，有4名曾在藥局打工過的女學生提告曾被陳男性騷擾，其中1人更控遭陳男以手指性侵，警方昨對4名被害人製作筆錄，全案擴大偵辦中。

女星李蒨蓉7日晚間也在臉書發文，回憶自己16歲，也曾經差一點被迷姦，她說：「為什麼喝一口水，變得如此困難？」坦言看到最近藥局老闆涉嫌對女員工下藥、意圖性侵的新聞，心裡真的很不舒服。

沒想到這位正義哥非常堅持，說她喝醉了，現在、立刻、馬上必須回家，甚至幾乎是半推半拉地把我帶上他的摩托車，「那個約我出來的小混混，就站在旁邊怒瞪著他，當時年紀小，我竟然還傻傻地想：該不會這兩個男生在為我爭風吃醋吧？」

結果上了正義哥的摩托車之後，李蒨蓉的記憶，就停在這裡，後面發生什麼事，完全斷片，「直到隔天醒來，我發現自己安然無事地躺在家裡的床上，衣服好好的，背包還背在身上，甚至連鞋子都沒有脫，我才知道，我被下藥了。」

原來那個說要約李蒨蓉出去的男生，竟然早有計畫，「而正義哥看不下去，當場決定把我送回家，如果那一天沒有遇見正義哥，後果，我到現在都不敢想。」

志村健離世前「生日當天」做一事燒酎酒廠社長感動終生

〔娛樂頻道／綜合報導〕日本喜劇天王志村健與「鴕鳥俱樂部」上島龍兵雖然都已離世，但兩人私下深厚情誼，至今仍讓粉絲想起就鼻酸。近日一場在鹿兒島居酒屋「緣」舉行的獻杯酒席，再度揭開兩人不為人知的酒桌故事。

有趣的是，げそ太郎本人其實不喝酒，當年跟在志村健身邊時，還兼任司機。志村健喜歡到六本木、麻布十番等地的酒店、俱樂部喝酒聊天，因為鬧區不好停車，げそ太郎常常只能在車上等待。不過志村也會在慶功宴或藝人飯局時叫他進來一起吃飯，甚至曾帶他到銀座用餐，可見志村私下也很照顧身邊的人。

日媒報導，志村健喝酒很有自己的習慣，一開始先喝一點啤酒潤喉，之後就一路喝燒酎，而且不是一般加熱水或加冰水，而是只加一點點水。他只要喜歡上一款酒，就會一直喝下去，晚年最愛的就是鹿兒島芋燒酎「伊七郎」。

原來該款酒原本銷售並不順利，直到永井幸枝聽到有人說：「這麼好喝，志村先生應該也會喜歡吧？」才鼓起勇氣寄到志村的事務所，沒想到幾天後真的收到訂單，從此成為志村健酒桌上的固定班底。

讓人感動的是，志村健後來還親自打電話向永井道謝。永井回憶，電話那頭的志村用有些笨拙的語氣說：「我是志村，燒酎，謝謝妳。」而且那一天還是志村自己的生日。

後來志村過世後，「伊七郎」在追悼節目中被介紹，短短2天湧入約1萬筆訂單，海連全公司總動員出貨，也在酒中附上給志村的感謝信，彷彿每一瓶酒都裝著粉絲對他的思念。

同為資深演員的吳帆，昨晚難過在臉書發文不捨說：「悼！龐哥，一路好走。您是最可敬的前輩，有您的地方就有歡樂，您的笑話總是信手捻來，為現場營造出歡樂的氣氛，從小看您的戲長大，身段竟然可以這麼柔軟，一點架子都沒有。」更說龐祥麟是他好榜樣，也是學習的目標，雖然只是短暫的合作，卻令人印象深刻。

香港片商玩很大！恐怖片《留家靈》一念全網笑了

〔記者鍾志均／綜合報導〕香港電影宣傳玩「諧音梗」向來不輸台灣，但要把片名念起來變成一位明星名字，還真不常見！近日馬來西亞恐怖片《Khadam》（僕人）確定10月8日在香港上映，港版片名一公開，娛樂效果先贏一半。

《Khadam》來到香港上映，被翻成《留家靈》，用粵語一念，幾乎就是港星「劉嘉玲」的名字。不過仔細拆看片名，「留家」加上「靈」，其實頗符合恐怖片氣氛，像是某個靈體「留在家中」不肯離開，既有明星諧音效果，又沒完全偏離故事本身。

香港片名曝光後，網友笑稱「劉嘉玲什麼時候跑去拍恐怖片了？」更有人乾脆把玩笑一路延伸，表示既然都叫《留家靈》了，片商是否應該真找劉嘉玲本人宣傳？

事實上，香港片名過去不乏神來一筆，例如奧斯卡得獎片《The Shape of Water》在香港被譯成《忘形水》，令人聯想到劉德華經典歌曲《忘情水》；2015年電影《解救吾先生》則改編自演員吳若甫遭綁架的真實案件，片中的「吾先生」也刻意與「吳先生」形成諧音。

不過像《留家靈》幾乎完整對上「劉嘉玲」的例子，確實少之又少，可見電影還沒開始嚇人，片名倒是先把觀眾逗笑了。

本月6日，1架亞馬遜（Amazon）貨機在邁阿密國際機場（Miami International Airport）降落時衝出跑道，隨後撞上2輛汽車並起火。美國國家運輸安全委員會（NTSB）7日下午公布最新調查進度，說明事故情況。

美國哥倫比亞廣播公司新聞網（CBS News）報導，官員表示，事故造成5人死亡、至少5人受傷。NTSB主席霍曼迪（Jennifer Homendy）7日在記者會上指出，5名死者全都位於遭貨機撞擊的2輛汽車內。

NTSB也證實，已尋獲飛航資料紀錄器（FDR）及座艙語音紀錄器（CVR），即俗稱的黑盒子。

霍曼迪表示，事故航班為亞馬遜航空貨運網絡Prime Air第7598號班機（Amazon Air Flight 7598），機型為波音767-33 Alpha，由貨運航空公司21航空（21 Air）代為營運。

她說，班機從波多黎各聖胡安飛抵邁阿密，是當天執飛的第3趟航班。此前先從辛辛那提飛往邁阿密，再由邁阿密飛往聖胡安，之後再返回邁阿密。

霍曼迪指出，貨機降落時衝出30號跑道，撞上導航設施後，再撞上1輛屬於航空公司外包清潔業者Professional Ocean Service Corporation的白色福特Econoline廂型車，當時車內共有7人。

隨後，貨機衝破機場圍籬，撞上1輛當時行駛於西北67大道（Northwest 67 Avenue）的Toyota Corolla Cross LE，之後繼續衝進草地，並在特斯拉（Tesla）自駕計程車停放區域撞上另一道圍籬。

霍曼迪表示，貨機總共衝出鋪面約396公尺，所有死傷者均位於上述2輛汽車內，其中廂型車位於機場範圍內，Toyota則位於機場外部。

霍曼迪形容事故現場：「如果要我用一個詞形容，那就是『慘不忍睹』，徹底毀滅。」她表示，福特廂型車已經支離破碎，現場可以看到安全氣囊、車輛零件，以及2輛汽車與飛機本身的殘骸，還包括導航設備零件、部分機場設施碎片及散落的圍籬，「範圍相當廣泛」。

NTSB表示，目前已尋獲飛航資料紀錄器及座艙語音紀錄器，兩者都將送往NTSB總部下載資料並進行分析。霍曼迪透露，調查人員已透過其他來源掌握部分速度資料，但在對外公布前，仍希望先與飛航資料紀錄器的數據進行比對確認。

目前NTSB已有32名人員進駐現場。霍曼迪表示，由於搜救及善後作業仍在持續，且工作人員正在移除飛機內的燃油，因此調查人員尚無法全面進入飛機進行調查。

〔財經頻道／綜合報導〕今年7月底，美國財政部長貝森特（Scott Bessent）主導至少100億美元的外匯干預行動，出手支撐日圓；到了8月下旬，他又宣布規模40億美元的美債回購操作，試圖平息長天期美債拋售潮。在此之前，美國長期借貸成本已攀升至2007年以來高位。

但貝森特的動作還不只如此。他隨後再警告，川普政府正準備對與伊朗有貿易往來的國家發動一場「經濟版D-Day」，並稱這將是「有史以來針對敵對勢力所集結的最大規模金融攻勢」。短短一個月內，從匯市、美債一路到金融制裁，貝森特接連出手。

近日《泰晤士報》甚至以「貝森特是金融界最危險的男人嗎？」為題評論這位美國財長，文章開頭便直言：答案或許有爭議，但有一點幾乎可以確定，他是當今金融市場上權力最大、也是出手最積極的人之一。

但真正有意思的，被華爾街津津樂道的戲劇性轉折，是如今貝森特親手動用政府力量干預市場的他，但在30多年前卻是恰恰站在市場另一邊，押注政府的匯率政策終將撐不下去。這也顯示，貝森特的職業生涯，幾乎繞了一個完整的圓

1991年，貝森特進入索羅斯基金管理公司倫敦辦公室，隔年便參與金融史上最知名的貨幣交易之一。1992年，英國政府試圖維持英鎊在歐洲匯率機制（ERM）內的水準，索羅斯基金卻判斷這套政策難以為繼，大舉做空英鎊，最終英國被迫退出ERM。

美國財政部在貝森特的官方履歷中，也特別提到他當年做空英鎊、後來押注日圓的經歷，並稱這些交易奠定了他作為全球宏觀策略師的聲譽。

全球宏觀交易的核心之一，就是從利率、匯率、財政與政治之間尋找錯位，判斷既有政策能否持續，再據此下注。30多年前，貝森特做的是尋找政策的弱點；如今，他卻坐進了當年市場對面的那個位置，成為親手動用政策工具的人。

最積極干預市場的美財長?

市場觀察人士認為，貝森特與近幾任美國財長的一項明顯差異，在於「政府應該什麼時候出手」。《彭博》於8月20日報導直接形容，貝森特已成為數十年來對金融市場最積極干預的美國財長；曾在美國財政部任職數十年前財政官員索貝爾（Mark Sobel）也指出，自21世紀初以來，貝森特可能是最積極干預市場的財政部長之一。

但真正特別之處在於，過去美國財政部的大型介入，多半發生在1990年代新興市場危機、2008年金融海嘯或疫情等特殊時期，但這一次美債雖承受賣壓，市場交易卻仍然有序，並未陷入危機。對此，國際資本戰略公司（International Capital Strategies）管理合夥人雷迪克（Douglas Rediker）表示，貝森特正在展示更積極的財政部長角色

2026年8月19日，美國財政部突然宣布，自9月9日起，將10年至20年、20年至30年期美債的流動性支持回購規模，由每次最高20億美元提高至至少40億美元，規模至少翻倍。財政部給出的理由是，長天期債券持續收到大量高品質賣盤，因此希望提供更多流動性支持。

但宣布的時點格外敏感，因為就在前一天，30年期美債殖利率一度衝上5.34%，創下2007年以來最高。索貝爾直言，在他看來，貝森特與川普政府顯然相當擔心長期殖利率持續攀升。

值得注意的是，這並不是單一事件。2025年，貝森特已動用財政部外匯穩定基金（ESF）支援阿根廷，安排200億美元貨幣互換，並直接在市場買進阿根廷披索；2026年初，他罕見對日圓進行「rate check」，也就是由官方向銀行詢問即時報價，7月31日更直接主導美國買進日圓，這是美國官方30年來首度進行這類操作。

因此，貝森特與近代多數財長的差異，不能簡單歸結為「愛干預」。更值得注意的是，他似乎更願意在市場尚未演變成危機、交易也未明顯失序以前，就先動用財政部手中的工具，在危機發生前管理風險。這一點，與他多年避險基金經理人的背景，也形成相當有趣的呼應。

賣歐元救日圓？這一招最能看懂貝森特

這次美日聯合干預日圓匯率，引起市場關注的並非是「美國出手」，而是美國竟然以賣歐元來救日圓。市場認為，這招操作最能展現「交易員財長」的精明之地。

分析師指出，通常美國要拉高日圓，可以直接賣美元、買日圓，但《路透》卻引述了2名市場消息人士指出，美國財政部實際採取的是「賣歐元、買日圓」。對此，匯豐分析師直言，這是一個非常不尋常的，或許是史無前例的「舉措」。背後的邏輯非常微妙：華府願意幫日本拉高日圓，卻不希望市場解讀成「美國政府正式開始打壓美元」。

分析認為，背後原因也不難理解，因為貝森特做了一個非常「交易員式」的拆解。假如美元全面走弱，將會提高美國進口價格，在通膨仍高於政策目標的環境下，反而可能增加聯準會升息壓力。

反而，貝森特用歐元做「緩衝墊」，其背後算計是，外匯穩定基金（ESF）本來就儲備有一定規模的外幣資產（主要為歐元與日圓）。當時歐洲央行正處於降息循環，歐元相對走軟，而美方拋售歐元，既能消耗既有的歐元庫存，又不會對美國國內金融體系產生直接流動性衝擊，這種「拿別人的貨幣來墊腳」的操作，是標準的買方套利（Arbitrage）思維。

因此，貝森特要的是日圓升值，但不一定要美元貶值。專家指出，這2件表面上看似相同的事情，在外匯交易員眼裡卻完全不是同一筆交易，這也是為什麼這招很有貝森特味道。

便條紙上的100億美元交易

2026年7月31日，美國總統川普在戴維營召開內閣會議，一張看似不起眼的便條紙，卻意外成為全球匯市關注焦點。據《路透》報導，該報攝影記者從貝森特背後拍到，他面前的便條紙上寫著畫線的「To Do」，下面只有一項待辦事項：「Buy Japanese Yen （JPY） $5-10 bil；買進價值50億至100億美元的日圓」。

市場訝異，一筆可能高達100億美元、足以牽動全球外匯市場的操作，就這樣被貝森特寫得像一般人的日常待辦清單。報導指出，這張紙，沒有寫第二件工作，也沒有其他文字，照片拍攝時間為美東時間上午11時33分，但就在大約兩小時前，《路透》才披露美國財政部已通知多家銀行，當天可能進場干預日圓。

幾天後，他被問到這張意外曝光的便條紙，不但沒有迴避，反而開起玩笑，稱自己只是想確保從背後偷看的記者知道日圓代碼是「JPY」；他甚至笑稱，本來還可以繼續寫上「跟伊朗最高領袖吃午餐」、「跟普丁打網球」，最後還是決定只留下買進50億至100億美元日圓這件事。

真正讓市場看見貝森特更加鮮明的個人風格，是與民主黨參議員華倫（Elizabeth Warren）的交鋒。

據報導，美國民主黨參議員沃倫（Elizabeth Warren）在8月13日致函貝森特，質疑財政部動用外匯穩定基金（ESF）干預日圓，並表示若日本無法償還財政部，美國納稅人可能承擔損失；她同時要求財政部說明實際投入多少資金、法律依據為何，以及為何賣出歐元而非美元。

面對質疑，貝森特回覆也展現極強硬的交易員口吻，反駁美國並不是借錢給日本，而是將ESF原本持有的外幣資產換成日圓，沒有新增國會撥款，也沒有向日本提供信用，因此「日本不欠財政部任何錢」。

同時，他也為華盛頓加入東京應對日圓無序下跌的努力辯護說：「The best-managed crisis is the one that never happens」，也建議沃倫與幕僚去修一門國際金融入門課，甚至表示自己可以親自上一堂「外匯傻瓜入門課；Foreign Exchange for Dummies」。

分析師認為，貝森特這種直接嗆聲國會議員的口吻，在美國歷任財長中極為罕見，他身上的華爾街交易員色彩，顯然沒有因為走進華府而消失。

台北市計程車工會本月6日晚上舉行中元普渡聯歡晚會，台北市長蔣萬安和民進黨台北市長參選人沈伯洋不期而遇，沈伯洋一度突然湊近蔣萬安耳邊，提及兒虐問題，請市府多留心，而蔣萬安當下沒有回應，事後卻又扯毒油，引發外界議論。週一（7日）光華商場也舉辦普渡餐會，沈伯洋現身，據稱蔣萬安原本也要來，卻臨時取消行程；民進黨台北市議員劉耀仁笑虧：「昨天被沈伯洋嚇到了」。
