UK announces sanctions on West Bank settlements prompting furious Israeli response

The sanctions were launched alongside France and Canada, which in a joint statement with the UK said the action "marks a further turning point in our approach to protecting the two-state solution".

Settlements are illegal under international law, and there has been a rise in violence towards Palestinians in the West Bank by settlers in recent months.

In a statement to MPs, Miliband said: "The British government agrees that there is ethnic cleansing of Palestinians in areas of the West Bank, perpetrated by settler terrorists.

"And all too often the Israeli government has turned a blind eye to this and worse, members of it have made statements and taken actions to support the forced displacement of Palestinians."

He said ethnic cleansing was defined by the UN as a "purposeful policy designed by one ethnic or religious group to remove by violent means another ethnic or religious group from certain areas".

Miliband said the official view of the government was that the Israeli occupation of the West Bank was unlawful because of the "entrenchment of its control, its intention to extend permanent sovereignty, and its expansionist agenda via illegal settlements".

He said this position, which is in line with a 2024 advisory opinion from the International Court of Justice, should be reflected in the UK's "economic relationship" with the occupied West Bank.

As a result, over the next six to nine months, the UK will introduce "a new comprehensive sanctions regime", he said.

The foreign secretary also announced a ban on advertising illegal West Bank settlements in the UK.

"The sanctions regime will target illegal settlements and settlement expansion, not Israel," Miliband added.

Later on Tuesday, Prime Minister Andy Burnham said the targeted measures were "aimed not at the Israeli people, but in support of the two-state solution".

Announcing the closure of the consulate - which represents the UK government in Jerusalem, the West Bank and Gaza - Israel's Foreign Minister Saar said at a press conference: "We know that we have many friends in Britain.

"Unfortunately, we have a hostile Labour government that is consistently operating against the State of Israel, and it has left us no choice but to respond to its hostile actions."

He added that 11 UK MPs, including Jeremy Corbyn, Diane Abbott and all five sitting Green Party MPs, would be banned from entering Israel, accusing them of "antisemitic and anti-Israel activity".

The UK also issued a joint statement with 11 other countries; France, Canada, Denmark, Spain, Finland, Ireland, Iceland, Norway, Poland, Portugal and Sweden.

It said the group was unequivocally committed to the two-state solution and would introduce national measures or support European restrictions on trading goods with West Bank settlements.

Israel's furious response to the British government's decision to ban trade with Israeli settlements in the occupied West Bank testifies to just how important this moment is.

Britain took the brunt of Israel's anger, but the fact that 12 countries chose to move together clearly sharpened the sense of outrage.

Officials in London always knew that such a dramatic shift in policy towards Israel-Palestine was going to elicit a hostile response, but seemed taken aback by the speed and ferocity of Israel's reaction.

The closure of the UK's consulate in East Jerusalem, which serves the West Bank and deals directly with the Palestinian Authority in Ramallah, and the removal of British representatives from the International Gaza Support Centre, the body set up last year to co-ordinate stabilisation and relief efforts in the Gaza Strip, are very hostile moves.

More flight delays expected after hundreds cancelled by air traffic control glitch

Flight delays are expected to continue on Wednesday after an air traffic control problem cancelled hundreds of flights across the UK.

Tens of thousands of passengers were affected by the disruption and tracking website FlightRadar24 said up to 1,000 flights were cancelled after a glitch affecting air traffic control provider Nats.

Its boss Martin Rolfe apologised, telling the BBC there would be a full investigation into what had gone wrong, after Nats said resolving the issue had taken "longer than hoped".

With few aircraft able to take off, it is understood landings were restricted, leading to some flights being unable to depart overseas airports.

The fault was widespread across the UK, and beyond, with airports in Scotland and Ireland also reporting disruption. EasyJet made 200 cancellations and British Airways more than 100.

It is not the first time disruption has blighted Nats' control system. Ryanair and Wizz Air called for an overhaul of the organisation, with Wizz Air saying Nats was "not fit for purpose" in its current form.

When asked whether he was considering his position, Rolfe said there would be "lots of time for that later" but his focus now was on making sure the problem was solved.

Europe's busiest airline, Ryanair, reported on Tuesday that more than 65,000 passengers had been delayed by up to eight hours.

At Heathrow, one of the busiest airports in Europe, departures were initially paused around lunchtime. Traffic then resumed, before facing further disruption in the afternoon.

It is understood the airport ran out of space for incoming flights during the afternoon because planes had not been departing.

Thirteen Heathrow-bound flights were diverted to other airports in the UK and Europe.

Abuse of RNLI volunteers 'wholly unacceptable', chief says

RNLI staff have faced "unacceptable" online and physical abuse since anti-migrant protests at the weekend, the charity's chief executive has said.

On Sunday, police faced off with demonstrators who blocked roads in Portsmouth in an effort to stop 140 people who arrived at the Eastney Landing ferry port area with the RNLI's assistance.

Chief executive Peter Sparkes said the abuse of volunteers was "wholly unacceptable in a civilised society".

He said there had been "deliberate misinformation and a misunderstanding" about the charity, and condemned threats by "those who would hide behind a balaclava or a keyboard".

The protest in Portsmouth followed a separate demonstration the previous day, in which hundreds of masked "stop the boats" protesters brought the Port of Dover to a standstill.

Footage was subsequently posted on social media showing volunteers of the Poole-based charity labelled as "traitors".

Glastonbury confirms ticket sale dates - and highest ever price

After taking a fallow year in 2026, the Glastonbury Festival has confirmed that tickets for next year's event will go on sale in October.

Tickets for the weekend will cost £408 including a £5 booking fee per ticket - an increase of £29.50 from 2025.

Headliners for the festival, which takes place from 23 to 27 June, have yet to be announced, but rumours are already swirling, with everyone from Harry Styles and Fontaines DC to Taylor Swift and Stevie Wonder said to be in the mix.

Tickets for the festival typically sell out in less than an hour, with thousands of fans joining online queues to fight for their place.

In a post on the official Glastonbury Instagram page, external, organisers said tickets with coach travel would go on sale at 18:00 BST on Thursday, 1 October.

General admission tickets go on sale a couple of days later, at 09:00 BST on Sunday 4 October.

Donald Trump shares misleading video of King Charles and fainting worker

US President Donald Trump has shared a misleading video on social media which appears to show King Charles shrugging and walking away from a man who fainted during a royal visit.

The footage, which has been edited, features in a video shared by Trump on his Truth Social platform which appears to show other world leaders being disrespectful. The video goes on to show a montage of clips where Trump is seen honouring fallen US troops, hugging veterans and shaking hands with law enforcement officers.

The clip of the King was taken from a longer video when, as Prince of Wales, he was visiting an Asda supermarket distribution centre in Bristol during the Covid pandemic in July 2020.

The full footage, which Trump did not use, showed Charles reaching out to the man as he fell before remaining close by as he received medical attention. The video posted by Trump edits out the King staying close to the worker.

Buckingham Palace said it was not something it would comment on. The White House has not responded to a request for comment.

LIV Golf: Players free to leave after competition files for bankruptcy protection

LIV Golf has filed for bankruptcy protection with at least $45m (£33m) owed to players, who will now have the option to leave.

A Chapter 11 petition, which LIV says is to "preserve the company's business" as it attempts to restructure after Saudi Arabia withdrew its multibillion-dollar funding, was filed in the United States on Tuesday.

The breakaway league says it has found a new investor in BC Partners, following the decision in April by Saudi Arabia's Public Investment Fund (PIF) to pull its funding.

Documents in the petition outline money owed to LIV Golf's creditors with the 30 largest unsecured claims. Two-time major winner Jon Rahm tops that list with an unsecured claim of $7.5m (£5.5m).

Bryson DeChambeau ($5.7m - £4.2m), Dustin Johnson ($5.5m - £4.1m), Cameron Smith ($4.8m - £3.5m) and Tyrrell Hatton ($3.4m - £2.5m) are also among the top 30 creditors, as well as Brooks Koepka, who left to rejoin the PGA Tour in January but has an unsecured claim of $1.7m (£1.25m).

The total amount owed to the 14 current and former LIV players in the top 30 creditors is just over $45m (£33m).

The court documents show LIV estimates its assets at $100m-$500m (£74m-£370m) and its liabilities at between $500m and $1bn (£370m-£739m).

LIV Golf intends to commence its new majority player-owned league early next year and it is understood the Chapter 11 process allows it to start talking to players about their participation in LIV's future.

BBC Sport understands there is no obligation on players to sign on to LIV 2.0, regardless of whether they had previously signed multi-year contracts with LIV Golf.

Sources have said contracts under the previous iteration of LIV Golf will finish because of this court filing, with amounts owed to players and other creditors addressed through the court process.

However, it remains unclear when players would then be able to enter discussions with other tours.

British widow faces deportation from Sweden after 22 years

A 78-year-old British widow has told the BBC she is struggling to eat or sleep as the Swedish government threatens to deport her over a late post-Brexit residence application.

Joyce Thomas, a retired nurse, moved to Sweden 22 years ago with her husband, who passed away from cancer three years ago.

The threat of deportation came after Swedish authorities said they should have made a formal application to stay in the country after Brexit.

Thomas has since had numerous applications and appeals rejected, and Tuesday marks the latest deadline for her to leave voluntarily.

"This is absolute hell," she said from her home in Sweden.

"I can't sleep, I can't eat. You get up in the morning, you don't know what's going to happen."

The Swedish migration minister told the BBC that the government would "examine whether there are measures we can take to make the process easier for those affected" by some consequences of the EU-UK withdrawal agreement.

When the UK left the EU on 31 January 2020, British citizens stopped being EU citizens, which meant they could no longer stay in Sweden with right of residence status.

During a transitional period, British citizens could apply for residence status under the withdrawal agreement between the UK and the EU - which ended on 31 December 2021.

Thomas said she and her husband were unaware that they needed to submit an application and she was only informed of the rule once she attempted to re-enter the country in 2023.

After years of appeals, the Migrationsverket, the Swedish government agency responsible for migration, told her last month that her voluntary departure deadline was 8 September.

Her lawyers are arguing against the deportation, but she is still waiting to hear from the government.

Thomas said the possibility of having to leave her son, grandchildren, friends and husband's grave has become too much to bear.

"I'm tired, I really am tired and I'm not young anymore," she said.

"Where is the empathy? I've lived here for more than 20 years - I've got friends, I've got family."

According to Eurostat data, between 2021 and 2025, 2,490 UK nationals were ordered to leave Sweden. This is almost a third of more than 7,500 UK nationals ordered to leave the 27 EU Member States over this time period.

The Migrationsverket said it could not comment on Thomas's case without her consent and did not respond to a question about how many British nationals are at risk of deportation.

However, it told the Guardian last week that 458 British citizens had been deported or forcibly removed since Brexit.

Last month, a family told the BBC how their father, who has dementia and vascular parkinsonism and is living in full-time care in Sweden, was also threatened with removal after more than two decades in the country.

Swedish Minister for Migration, Johan Forssell, told the BBC that the current framework was implemented by a previous government and that it "will therefore look closely at the situation and examine whether there are measures we can take to make the process easier for those affected".

He did not address Thomas's case directly but said "the government believes the rules should be applied generously".

"The UK is a very important partner for Sweden, and we want British citizens who live and work in Sweden to be able to remain here," he said.

"We are currently in dialogue with the relevant Swedish authorities to get a clearer picture of what measures may be possible," he added.

Håkan Svenneling, Thomas's MP from the opposition Vänsterpartiet (The Left Party), has criticised the government's "inhumane migration policy".

"That is why I hope that Sunday's election in Sweden will be a turning point where the opposition can form a government and change migration policy so that Joyce and other Britons with strong ties to Sweden can stay here," he told the BBC.

A spokesperson from the the UK Foreign, Commonwealth & Development Office said: "We welcome the statement from the Swedish authorities that they will look at this issue. We are ready to support them in doing so."

Renoir paintings worth millions stolen in French museum heist

Two paintings by the impressionist artist Pierre-Auguste Renoir have been stolen from a museum in the south of France.

Two thieves broke into the Renoir Museum in Cagnes-sur-Mer early on Tuesday, seizing four paintings but dropping two of the works in the museum gardens as they escaped, local Mayor Bryan Masson said.

The paintings, each worth €9m (£7.7m; $10.4m), are the latest high-profile pieces to have been stolen in a string of recent heists in Europe which have thrust the security of art in galleries and museums into the spotlight.

One of the most high-profile was in October last year, when a brazen heist at the Louvre Museum in Paris saw France's priceless crown jewels being stolen.

CCTV footage captured the thieves entering the Renoir museum gardens by cutting through a fence before they cut through structures holding the paintings' frames in place, the local mayor said.

The alarm went off at 05:48 (03:48 GMT), and police were at the scene within five minutes, Masson explained, saying the thieves fled the scene upon hearing the security alarms.

He later told reporters that the thieves seemed to be "well-equipped" and "well-informed".

They were "wearing helmets, gloves, and combat gear" and carrying "an electric knife and hacksaw," he added.

Investigators have found two zip-up bags at the scene, which may have belonged to the suspects.

Prince George attends first day at Eton College

The 13-year-old, who is second in line for the British throne, was dropped off at the all-boys boarding school by his parents, the Prince of Wales and Catherine, Princess of Wales.

The BBC's Middle East correspondent Lucy Williamson reports from Ma'ale Adumim - an existing Israeli settlement in the occupied West Bank, overlooking Israel's proposed E1 site.

UK Foreign Secretary Ed Miliband, speaking to Parliament on Tuesday, announced sanctions on Israeli settlements in the West Bank "to deter settlement expansion" and "prevent the development of E1".

Israel has opened up tenders for the construction of some 1,200 settlement homes at the proposed site.

Miliband said he would ban the import of goods from Israel's "illegal settlements" in the West Bank. He also said "ethnic cleansing" was being carried out by "settler terrorists" and accused the Israeli government of turning a "blind eye".

Israel's Foreign Minister Gideon Saar responded to the move by saying that Israel will close the British consulate in Jerusalem and called the UK government "hostile".

New law to force tech firms to prevent children from taking nude images

The government has said it will introduce a new law to force tech firms to prevent children from taking or sharing nude images on mobile devices.

Apple and Google, which develop the operating systems of most smartphones used in the UK, were given three months in June to block access to nude images on smartphones and other devices used by under-18s.

But culture secretary Lisa Nandy MP told MPs on Tuesday that despite "significant commitments" from both companies, current proposals "do not meet the scale of this crisis".

She said ministers would look to legislate "as soon as they can" - with the caveat it may reassess these if firms develop and implement solutions sooner.

Alongside making tech firms block nudity on devices used by children at device-level, the government said its draft legislation would also make providers of apps used by children introduce similar blocks on nude imagery.

"This will ensure that the whole ecosystem changes, tackling the means by which children are most often abused or groomed in the online world," Nandy said.

She told MPs that Apple and Google had already made "meaningful changes" to block nudity on smartphones used by children at the core of their systems, but more action was needed.

An Apple spokesperson said it launched its Communication Safety feature in 2021 to help stop children from seeing or sharing imagery containing nudity - and had since "continued to expand its capabilities".

"We share the UK's commitment to combating exploitation and abuse online, and have shared with UK officials future plans to strengthen Communication Safety and other tools even further to help keep kids safe," they said.

A Google spokesperson told the BBC it was an "industry leader in combating non-consensual intimate imagery and advancing child safety across our products".

They added Google was pleased to have "made progress" and remained committed to working on efforts to keep children safe online.

Iceland summons US ambassador over Trump's stars and stripes map

Iceland has summoned the US ambassador after President Donald Trump posted a map on social media that appeared to show Iceland and several other countries covered by the American flag.

Trump posted the image on Truth Social on Monday, showing the US, Canada, Greenland, Iceland, Mexico, Central America and the Caribbean covered in stars and stripes. The entire landmass was labelled "United States of America".

Iceland's foreign minister said the post was "completely inappropriate".

Trump's territorial ambitions have repeatedly strained relations with neighbouring countries, including his push to acquire Greenland and calls to make Canada the America's 51st state.

His post of the map did not include a caption and preceded a flurry of posts of maps renaming the US state of New Mexico as "New America".

Responding to Trump's post, Iceland's Foreign Minister Þorgerður Katrín Gunnarsdóttir called in US ambassador to Iceland Billy Long, who formally took up the post last month, local media reported.

When an ambassador is summoned, it typically means they are being called for a formal meeting, where the host country will express displeasure over their government's actions.

The post also drew criticism from Danish Prime Minister Mette Frederiksen, who said on Monday that the position of Greenland's government and people had been made clear.

"The Greenlandic government and the Greenlandic people have said again and again that they do not want to be American," she told Danish news agency Ritzau in Nuuk.

"I hope no one is in any doubt about that, either in the United States or the rest of the world."

Trump's interest in Greenland has been a recurring theme on his social media accounts and in speeches since he took office again last year, claiming the island is necessary to the US to shore up its national security.

His post came shortly after the European Commission announced a €200m (£172m) investment in the Danish territory during a visit by Commission president Ursula von der Leyen and Frederiksen.

The European Commission said its investment would focus on education, internet connectivity, the use of raw materials in the country and hydropower energy.

Meanwhile, Mexican President Claudia Sheinbaum said Mexico "is neither nor will be a colony or protectorate of any foreign country," after Trump's post.

"Proudly we are a free, independent, and sovereign nation," she wrote on social media.

Kent Police warned of Dover protests the day before, force says

Kent Police previously said the protest was "spontaneous", and it did not have any intelligence to suggest a demonstration was going to happen.

Dover District Council deputy keader Edward Biggs called the announcement from Kent Police "very worrying" and "really poor".

He added: "It's very disappointing. We rely on the police providing us information so that we can inform the community and take whatever steps we need to take."

Kent Police said the information it received "would not have prevented the lawful protest from taking place, nor the disruption experienced by the town, port and wider community".

It said it had asked the College of Policing to independently examine the processes involved, so it can learn from its response.

Kent's police and crime commissioner Matthew Scott said he welcomed the independent learning review by the College of Policing.

He said he had asked that it examined both how information is triaged and the communications strategy the force deployed in response to the event.

He said he would ensure the chief constable was held to account with regards to any recommendations made.

He added: "It is essential that we understand how this happened, and that lessons are learnt.

"This is separate to the response of officers, staff and specials on the ground, who did the best they could, in the circumstances they were presented with, to bring the disruption to an end as soon as they did."

Demonstrators told the BBC on Saturday they did not want to talk to the media, although one said "send them back" and another said "stop the boats" when approached.

No arrests were made on the day of the protest, police said previously.

Although no boats arrived on Saturday, eight did on Sunday, carrying 625 people, Home Office figures revealed.

The day after the protest, several officers were injured and vehicles damaged in Portsmouth at a demonstration sparked by the arrival of 120 migrants.

Both protests have been linked to Danny Thomas, a long-term campaigner against migrants more commonly known as Danny Tommo.

Tim Montgomerie quits Reform following suspension

Conservative Party defector and political commentator Tim Montgomerie has told the BBC he has resigned from Reform UK, urging Nigel Farage to "get a grip" of the party.

Montgomerie defected from the Tories 18 months ago but was suspended from Reform UK last month after he criticised senior figures.

His decision to resign came after a conversation with Reform's party chair Lee Anderson on Tuesday. "I think they wanted me back in the party but meekly," he told the BBC. "And I wasn't prepared to do that."

Montgomerie said he still plans to support Reform and has no intention of re-joining the Conservatives.

"I want to still be a supporter, but that requires them being more like Reform and less like the AfD [Germany's right-wing Alternative for Deutschland]", he said.

The far-right AfD won a decisive victory in Germany's eastern state of Saxony-Anhal this weekend, in what commentators said was a watershed moment as no far-right party has controlled a German state since World War Two.

Among the AfD's policies is a highly controversial plan for "remigration", which is widely understood to mean mass deportations of migrants.

In the wake of controversial demonstrations against migrants in Dover and Portsmouth linked to Tommy Robinson this week, Montgomerie suggested Nigel Farage needs to go further in asserting his authority and professionalising the party.

"Nigel needs to get a grip, he needs to lead the party", he said.

"The one thing he's been brilliant at is policing the right and stopping [far-right activist] Tommy Robinson joining.

"But for the sake of his legacy and the sake of decency he needs to sort it out, and bring people like Zia [Yusuf] under control."

Last month, Montgomerie told the BBC he was frustrated at Farage's "aggrieved" tone after the Clacton by-election - and told the Spectator podcast that Reform's home affairs spokesman Zia Yusuf was not a "team player".

At the time, Reform said he had been suspended "in line with party rules" after public criticism of the party.

Montgomerie joined Reform after a long career as a Tory adviser and commentator, and he had run the ConservativeHome website.

In a video statement on X after news of his suspension emerged on the Guido Fawkes website, Montgomerie said he still believed in Reform's policies and its membership, and he was only trying to make the party "better and stronger" with his public criticisms.

Following his decision to quit, Montgomerie said: "I'm feeling very sad about it, I feel battered by it... When you get older there's less fight in you.

"Reform is at a junction: They haven't replaced the Conservatives which was plan A. I fear a battle of attrition between the two parties which will helps no one. The real danger now on the fight for political turf is that they go after sectional interests.

"Does Reform want to be a party of government or does it want to stand at the edge and just change the debate?"

A Reform UK spokesman said: "We wish Tim the best for the future and thank him for his support."

LIV Golf: Players have option to leave after competition files for bankruptcy protection

LIV Golf has filed for bankruptcy protection with at least $45m (£33m) owed to players, who will now have the option to leave.

A Chapter 11 petition, which LIV says is to "preserve the company's business" as it attempts to restructure after Saudi Arabia withdrew its multibillion-dollar funding, was filed in the United States on Tuesday.

The breakaway league says it has found a new investor in BC Partners, following the decision in April by Saudi Arabia's Public Investment Fund (PIF) to pull its funding.

Documents in the petition outline money owed to LIV Golf's creditors with the 30 largest unsecured claims. Two-time major winner Jon Rahm tops that list with an unsecured claim of $7.5m (£5.5m).

Bryson DeChambeau ($5.7m - £4.2m), Dustin Johnson ($5.5m - £4.1m), Cameron Smith ($4.8m - £3.5m) and Tyrrell Hatton ($3.4m - £2.5m) are also among the top 30 creditors, as well as Brooks Koepka, who left to rejoin the PGA Tour in January but has an unsecured claim of $1.7m (£1.25m).

The total amount owed to the 14 current and former LIV players in the top 30 creditors is just over $45m (£33m).

The court documents show LIV estimates its assets at $100m-$500m (£74m-£370m) and its liabilities at between $500m and $1bn (£370m-£739m).

LIV Golf intends to commence its new majority player-owned league early next year and it is understood the Chapter 11 process allows it to start talking to players about their participation in LIV's future.

BBC Sport understands there is no obligation on players to sign on to LIV 2.0, regardless of whether they had previously signed multi-year contracts with LIV Golf.

Sources have said contracts under the previous iteration of LIV Golf will finish because of this court filing, with amounts owed to players and other creditors addressed through the court process.

However, it remains unclear when players would then be able to enter discussions with other tours.

Ayyoub Bouaddi: Man City midfielder impresses on first start for the club

Ayyoub Bouaddi belied his age with a mature Champions League performance on his first Manchester City start to showcase why the club were so intent on signing the 18-year-old.

The midfielder took centre stage for Morocco at this summer's World Cup and City spent £86m to sign him from Lille, making him the most expensive teenager in Premier League history.

And after two substitute appearances for City, he was handed his first start against Porto and did not look out of place during the 2-0 victory.

Erling Haaland will take the plaudits for his two goals, but it was Bouaddi who caught the eye with a tidy and assured performance in the middle of the park, signalling early signs that Rodri may not be too sorely missed after his departure.

"His age, his game – he looks absolutely born to do it," former Chelsea winger Pat Nevin said on BBC Radio 5 Live during the game.

"I cannot take my eyes off Bouaddi, he looks very special. The City fans had the fear of losing Rodri - I watched Bouaddi playing against Scotland at the World Cup, he has been very impressive so far.

"Bouaddi is an absolute no-brainer. He is brilliant. You get him at that age and you don't think he might work, he is a class act."

Sullivan was not at Bolton for the Championship encounter. He has been at all of the Hammers' home games so far this season, though. He was also at Watford for a 1-1 draw last month.

For some, this involvement is a surprise.

When the 77-year-old resigned as chairman in June, saying his intention was to fight allegations made against him in a joint BBC Panorama and Times investigation, there was an expectation it would eventually trigger his exit from the club.

Talk to people inside the club and they will tell you how much has changed since the summer.

Karim Virani is making a positive impression as chief executive. He has earned praise for his willingness to engage with supporters and confront issues important to them, not least the club's badge, which was changed in 2016 to coincide with the move away from the Boleyn Ground.

Director of football Nils Koppen has influence in recruitment discussions. Recruitment as a whole is now a transparent affair involving the right people within the club rather than deals being executed without adequate discussion.

In a summer of huge change, 12 players were sold - including Crysencio Summerville and Mateus Fernandes - and, eventually, nine came in.

West Ham paid an EFL record £22m to Celtic for Belgium international Arne Engels. But it is the arrival of Edvin Austbo, the 21-year-old named Norway's young player of the year for his role in the Viking's shock Eliteserien title triumph, that they view as evidence of change. Austbo had been tracked for a decent period of time before West Ham executed the transfer, for an initial £10m.

Aryna Sabalenka thought she had lost her US Open crown before leaving herself "speechless" as she battled back to beat Linda Noskova in three sets and advance to the semi-finals.

Taken to a deciding set for the first time in this year's tournament, the two-time defending champion trailed 4-2 in the third set and later 2-0 in the tie-break before recovering to close out a 7-6 (7-1) 3-6 7-6 (10-7) win in a little under two and a half hours.

It was the 28-year-old's 19th consecutive win at the tournament, having not tasted defeat since the 2023 final, while she becomes the first woman since Serena Williams in 2016 to reach six successive semi-finals at Flushing Meadows.

Victory also sees her temporarily keep hold of her world number one ranking, though she will be overtaken at the top regardless of how she fares in the remainder the tournament if world number two Elena Rybakina beats Zheng Qinwen on Wednesday.

Asked if she would be happy if she retained her US Open title but Rybakina replaced her at the head of the standings, Sabalenka said: "I'll be more than happy. Three-peat - sounds great.

"I'm just super happy that I put myself in the position where I have chance to go for the three-peat, even though I'm still far away from that."

Sabalenka will next face either American third seed Jessica Pegula or her compatriot Emma Navarro, seeded 26th, as she bids to reach a fourth consecutive US Open final.

The Belarusian has a history of letting her emotions get the better of her, most recently in her quarter-final defeat from a set up at the French Open.

But as in her previous match against Taylor Townsend, when she had her serve broken four times and trailed 3-1 in the second set, Sabalenka showed impressive composure to emerge victorious against Wimbledon champion Noskova, suggesting she may have turned a corner.

"I'm speechless right now. I was pushing to the limit in this match, especially in the third set," said Sabalenka.

"I honestly thought that that's it, the match is over, but probably that's what helped me to feel loose and go after my shots. [I'm] super happy to get the win."

The US government has described it as the "most egregious criminal act on American soil in modern history".

But a quarter of a century on, the trial of its alleged mastermind is yet to begin and families of those killed fear that time for justice to be delivered is running out.

Tom Resta's brother John and his wife Sylvia, who was seven months pregnant, were among the almost 3,000 people killed on 11 September 2001 when hijackers flew planes into the World Trade Center in New York City and the Pentagon in Virginia. Another crashed in a field in Pennsylvania after the passengers fought back.

The couple had been preparing their unborn baby's nursery, painting it with characters from the children's television show Blue's Clues in the days before 9/11. They had dreamed of having a baby and doted on the children of friends and family.

On the day of the attacks, the couple - both traders - were working on the 92nd floor of the north tower of the World Trade Center.

"After all this time, it still chokes me up," Resta told the BBC through tears. While 25 years have passed, he said 9/11 was "almost constantly" on his mind.

Very hot drinks may damage the food pipe and increase cancer risk

The work by Oxford University, which is published in the International Journal of Cancer, defines any drink at 65 degrees Celsuis or above as "very hot" and posing a potential risk.

Consuming six or more hot drinks per day also raises the risk, according to data from 977,282 middle-aged men and women.

Although adding milk can cool drinks down slightly, a milky tea or coffee may still be far too hot, researchers say.

Tea made immediately after a kettle is fully boiled is touching boiling point, which is 100 degrees C (212 degrees F). Once poured into a cup, that lowers to around 90 or 95 degrees C.

The advice is to wait a few minutes before drinking so the beverage cools to a safer temperature.

Cancer Research UK says it's difficult to put an exact time on how long a hot drink should be left to cool.

"But if you're worried, we'd suggest just waiting until it's comfortable to drink rather than drinking it while it's still very hot," the charity said.

Lead researcher Dr Keren Papier said research in South America - where many people drink a very hot herbal beverage called mate - had already shown a similar link between hot drinks and oesophageal cancer.

But she said: "More research is now needed to identify the exact drink temperatures linked to this increased risk."

A separate study, external of 118 young adults who did multiple tastings of different black coffees found most only deemed the drinks to be too hot if the temperature was 70 degrees C or above.

According to one takeaway coffee cup manufacturer, the ideal temperature for hot coffee on the go is between 49 and 60 degrees C.

Should a barista want the coffee to stay hotter for longer - if a customer requests extra hot - it can be served at over 82 degrees C, says MTPak Coffee.

Thousands of teens missing education 'under the radar', report warns

There could be tens of thousands more teenagers who are not in education, employment or training (Neet) than official statistics suggest, the children's commissioner has warned.

A report by Dame Rachel de Souza said around 42,000 16- and 17-year-olds were officially classed as studying at college, but were not showing up at least half of the time.

She said they had gone "under the radar" and were "not getting the support that they need".

The Department for Education (DfE) said it planned to help colleges track attendance and ultimately to gather that data centrally.

Unlike schools, further education and sixth form colleges in England are not required to collect or report attendance data.

Dame Rachel's report is based on attendance data obtained from 262 college groups in England and says rates are "substantially lower" than in schools.

It suggests that more than half (52.2%) of 16- and 17-year-olds are estimated to be persistently absent by the standards used in schools, meaning they are missing 10% or more of college sessions.

And around 42,000 (5.9%) are severely absent, meaning they are missing at least half of college sessions.

The DfE estimates that 57,000 16- and 17-year-olds in England are Neet, and Dame Rachel's report argues that these persistently absent teenagers should be considered as "hidden" Neets alongside them.

Dame Rachel told the BBC a range of factors led to teenagers missing college, including part-time work and travel costs, and that some had been largely absent from education since the Covid pandemic.

She said while those juggling part-time employment were likely to miss college every so often, it was those who are "far more vulnerable" who were likely to be severely absent.

She added that it was "shocking" that the DfE did not collect the data as it meant the issue was "ignored".

"It's under the radar and these kids are not getting the support that they need," she said.

漢翔領軍跨足反無人機系統 打造專屬低成本防禦網

(中央社台中8日綜合外電報導)台灣航太業者漢翔航空工業正快速拓展業務版圖,從傳統飛機製造跨足反無人機系統領域,反映出台北當局對中國無人機系統能力持續提升的高度警惕。

日經亞洲(Nikkei Asia)報導,漢翔航空工業副總經理蔡明晃表示:「從這次伊朗的經驗就可以看出,沙烏地阿拉伯及荷莫茲海峽(Strait of Hormuz)對岸的其他國家,正持續受到無人機干擾。因此,對台灣而言,擁有一套完善的反無人機系統非常重要,因為中國目前正大力推動無人機發展。」

蔡明晃說,這不單是台灣才會面臨的挑戰,「全球普遍認為,傳統防空系統對付無人機不符成本效益,因此各國必須打造專屬的無人機防禦系統與反制系統,並配備專用的雷達等設備。」

蔡明晃表示,無人機防禦機制包含在目標癱瘓前,先進行偵測、辨識與追蹤。

他說,「手段上分為軟殺(soft kill)與硬殺(hard kill),軟殺是利用干擾、欺敵或劫持等技術」,入侵無人機的GPS與通訊訊號,使它們迷失方向,「硬殺則是直接將它摧毀,最簡單的方式是使用砲彈,成本較高的手段則是發射火箭」。

身為台灣唯一民用及軍用大型航機製造商,漢翔在國家防空體系中扮演關鍵角色,同時也是台灣與波音(Boeing)、空中巴士(Airbus)等全球航空巨頭之間的重要橋梁。

台灣正全力提升防禦實力,同時密切關注歐洲等其他國家,如何因應無人機挑戰。台灣科技、民主與社會研究中心(DSET)在去年一份通訊刊物中指出,歐洲目前強調建立多層次反無人機系統,結合感測器、指管通情網路,以及涵蓋動能與非動能手段的目標摧毀機制。

DSET指出,除了漢翔,總部位於新竹的「創未來科技」(Tron Future Tech)是另一家積極研發反無人機系統的台灣業者。

對台灣而言,反無人機系統成敗的關鍵在於成本效益。

蔡明晃指出:「常規飛彈與武器系統,原本是設計用來對付高造價的敵對武器,這就是為什麼在當前的不對稱防禦態勢下,專屬反制系統會如此至關重要。」

漢翔正積極研發各類硬殺手段,蔡明晃強調這些方案「必須非常便宜」。

他說,傳統防空砲彈造價最便宜,但存在「精準度不佳的問題」;第2種是造價相對低廉的小型火箭,不是昂貴的愛國者(Patriot)飛彈,而是成本更低、目前正在研發中的彈種;第3種則是直接出動無人機去衝撞敵方無人機,「我們稱之為攔截機,也就是用無人機作為攔截工具」。

台灣在全球無人機產業鏈的地位正逐步攀升。DSET最新研究估計,台灣今年第1季對歐洲的無人機出口量,已超越去年全年總出口量。

(中央社舊金山7日綜合外電報導)OpenAI於9月3日發表最新模型GPT-6 Astra,輝達執行長黃仁勳於社群平台發文盛讚「通用人工智慧(AGI)已降臨」。但有專業人士對此暫時保留態度。

OpenAI表示,Astra代表人工智慧(AI)領域「向前邁出一大步」,總裁布羅克曼(Greg Brockman)稱「我們現在進入通用人工智慧(AGI)時代,這種說法並不誇張」AGI是指AI發展的新階段,屆時AI系統在多數工作上的智慧程度將與人類相當。

OpenAI宣稱,GPT-6在軟體工程、科學、數學以及專業工作流程等各種任務上,都能展現出驚人能力。

輝達(Nvidia)執行長黃仁勳6日也在社群平台X上發文,寫道「GPT-6 Astra,使用約10萬顆以上的NVIDIA Grace Blackwell NVLink72 GPU訓練。從ChatGPT、o1再到Astra,只花了4年。AGI已經到來。恭喜@OpenAI團隊。下一步將是40萬顆GPU上線」。

科技新聞網TechRadar指出,GPT-6 Astra更關鍵的突破在於「代理人能力」(Agentic Work)大幅升級,讓使用者在委派多階段任務時,大幅降低AI脫序或曲解指令的風險。

TechRadar資深主筆赫克特(Hamish Hector)指出,通用人工智慧(AGI)其實沒有明確且公認的定義,「判斷究竟有沒有實現AGI,有點像是在判斷一件藝術品究竟算不算傑作」。

他認為廣義而言,AGI是一種能在所有涉及思考或推理的任務上擊敗人類的AI系統,更重要的是它還應能運用訓練過程中學到的知識適應新問題。例如AGI遇到新挑戰時應能自行學會新技能來克服問題,而不需重新訓練或重新編寫程式,它只要運用已掌握的知識,就能持續進化。

赫克特表示,實現AGI一大重要原因,是為讓AI發展再邁入下一階段:「超級人工智慧」(ASI)。ASI將會是一種人類無法企及的AI,將能處理並解決甚至人類都無法理解的問題。AGI顯然不等於ASI,但AGI能自我訓練、為自己開發能力,意味AGI最終很可能透過層層自我改進,建構出ASI。

不過赫克特也提醒,黃仁勳高調宣稱AGI到來的背後,難掩濃厚的商業推力。從黃仁勳貼文裡先稱Astra是使用10萬顆NVIDIA高端晶片所打造出,然後又說下一步就必須讓40萬顆晶片上線運作,顯然AGI目前暫時成為投資市場上的熱門詞彙。

資料中心耗水惹民怨 輝達帶頭採新型閉環冷卻方式

(中央社紐約7日綜合外電報導)資料中心的龐大用水用電議題,正在美國面臨民眾強大不滿聲浪。但根據對資料中心投資成百上千億美元的科技業大公司說法,至少用水問題是可以解決的。

法新社報導,資料中心形同放滿電腦伺服器的倉庫,這些電腦用來運作網際網路,且越來越多用於人工智慧(AI)運算。當中使用的晶片運作時溫度可超過攝氏80度,需要用水降溫。

挪威獨立能源商情公司Rystad Energy指出,去年全球資料中心冷卻用水量達2220億公升,若未採取控制措施,到了2030年可能翻近3倍至6440億公升;若有,則有望將增幅控制在2倍內。

美國AI晶片大廠輝達(Nvidia)為此採用新方法,用閉環式冷卻系統來節省用水,並讓水直接流經伺服器,以盡可能靠近晶片。

不過,閉環式冷卻系統可能讓用電量增加,因為這些密閉管線中的冷卻用水仍須以某種方式降溫,通常是靠吹送氣流,而這需要用電。

輝達緩和這項問題的方法,是讓水以較高溫度進入伺服器,以減少冷卻吹氣用電。輝達永續發展事務主管派克(Josh Parker)指出,這種做法通常用簡單風扇讓空氣循環就足以降溫。

輝達設定的進水溫度是攝氏45度。而根據資料中心認證機構Uptime Institute的2024年資料,其他閉環式冷卻系統多數進水溫度是攝氏32度左右。

輝達今年6月甚至在1份報告中說,當一些設施部署其最新AI工廠級平台DSX時,幾乎可以完全不消耗水。DSX是用來設計及管理AI資料中心。

輝達的說法雖然大膽,但業界確實正面臨愈來愈大壓力要實現這個目標。

美國雲端運算業巨擘微軟(Microsoft)、亞馬遜網路服務(Amazon Web Services,AWS)和Meta告訴法新社,他們也使用閉環冷卻系統,且完全沒有水淨損失。

其中微軟和亞馬遜雖在2022至去年間持續將其本已眾多的資料中心數量擴大,但根據兩公司最新永續報告,這段時期他們的用水效率皆提升,微軟加強了25%,亞馬遜提高了37%。

然而,冷卻用水只是資料中心用水的一部分。資料中心本身及當中使用的晶片和伺服器,都需要用電來運作或製造,而這部分發電也需要用水。

Google攜國泰航空測試AI凝結尾跡避讓技術 減緩暖化影響

(中央社記者吳家豪台北7日電)為降低航空業對氣候的衝擊,Google今天宣布正與國泰航空合作,在亞太地區展開人工智慧(AI)預測飛機凝結尾跡(contrail,俗稱飛機雲)避讓技術的測試;初步結果顯示,透過AI預測並微幅調整飛行高度,可降低約40%因凝結尾跡造成的暖化效應。

Google在官方部落格發文說明,飛機在高空寒冷、潮濕的空氣層飛行時,引擎排放的廢氣常在機身後方凝結成白色條狀尾跡。多數尾跡會迅速消散,但部分會擴散為持久性雲層並吸收滯留熱量,凝結尾跡約占航空業整體氣候暖化影響的1/3。

過去幾年,Google致力將凝結尾跡避讓技術從AI預測模型推進到真實飛行測試,涵蓋美國境內與北大西洋航線。這次攜手國泰航空,是Google在亞洲第一個商業航空合作夥伴,測試範圍延伸至超長途航班(航程超過16小時或距離逾1.3萬公里)。

在實際操作層面,國泰航空透過機上Wi-Fi與專屬電子飛行資料夾(EFF),將動態氣象預測直接傳送至駕駛艙,讓飛行員在不打斷標準飛行作業流程的情況下,獲取即時數據。

Google表示,在初期鎖定100多個目標航班的測試中,有超過80架次遵循凝結尾跡避讓航線;根據Google的衛星影像分析估算,這些航班減少約40%的尾跡暖化效應。其中,「香港-新加坡」航線因空域容易形成持久尾跡,單一航線的避讓調整就貢獻整個試驗逾50%的減排效益。

(中央社記者李依璇約翰尼斯堡8日專電)來自台灣的兩位女性胡莉芸與金曉昀,因鍥而不捨的精神與成就獲邀參加於南非舉行的非洲大師講堂,在女性月論壇分享跨境發展、面對挫折及重新出發的歷程,是另一種發展於海外的台灣之光。

活動創辦人兼執行長恩迪曼德(Zamani Ndimande)表示,台灣女性在科技運用及前瞻思考方面累積不少經驗,可供非洲女性借鏡。主辦單位因此透過駐南非代表處經濟組組長羅清榮推薦,邀請兩人擔任講者。

胡莉芸在講堂中分享,她原本在台灣從事IC卡產業超過20年,曾到馬來西亞投資棕櫚廢棄物堆肥;2012年因參與南非電子道路收費系統計畫來到當地,逐漸看見跨足農業的可能性。

她表示,蓖麻可種植於部分不適合糧食作物的土地,較不易與糧食生產競爭,因此決定投入種植。2013年,她在時任中華民國駐史瓦帝尼大使蔡明耀安排下,向當地農業官員提出蓖麻種植及智慧農業計畫,之後帶領台灣團隊前往當地,在南部大彎地區(Big Bend)設立種原場。團隊將屏東7個蓖麻品種帶到當地試種及馴化,最後篩選出4個適合當地氣候與土壤的品種。

創業之路接連受挫。嚴重乾旱曾使50公頃蓖麻全數枯死,30多名工人失去工作;其後種植許可延宕多年,又遇上2019冠狀病毒疾病(COVID-19)疫情。

胡莉芸坦言,一連串打擊一度耗盡信心,但在員工、家人及合作夥伴支持下仍決定留下。她說:「失敗並不可怕,可怕的是不敢面對自己。」

她表示,目前史瓦帝尼有超過30戶契作農戶,南非也有逾100名農民參與,包括婦女及青年。公司另與史瓦帝尼大學及南非普勒托利亞大學簽署合作備忘錄,推動蓖麻品種改良及產業應用研究。

另一名講者金曉昀2007年自台灣移居南非,從百貨公司基層助理做起,逐步晉升資深採購。她2016年進入南非直銷公司,現任資深創新策略經理,今年2月起負責主要保養品部門。她表示,該部門約99%的保養品在南非製造。

她曾參與將部分商品從快時尚轉向較耐用的設計,並採用南非、賴索托等地的區域供應鏈,縮短原本可能長達6至9個月的海外採購期。她負責的業務於2022年第2季取得兩位數成長,並獲選公司當季最佳經理人。

金曉昀現任世界華人工商婦女企管協會南非分會會長,因職場成就、女性賦權、在地公益及推廣台灣等表現,獲選2025年中華民國第6屆「海外十大傑出青年」。

她也曾面臨婚姻結束、失去孩子、父親過世及經濟壓力,疫情期間經營德國亞馬遜自有品牌也蒙受損失。她說:「有些人買了一輛名車,我買到的是經驗,一堂非常昂貴的課。」失敗是回饋,而非個人身分。

她以手機更新比喻人生,認為重新開始並非回到原點,而是帶著經驗進入下一階段;即使原定計畫改變,仍可調整方向、繼續向前。

兩人的經歷也呼應論壇對女性轉型與成長的討論。

卓榮泰晚間在內政部長劉世芳、警政署長張榮興和台北市警察局長林炎田陪同下,到台北市警察局中山分局視察慰勉員警暨聽取治安工作簡報。

卓榮泰致詞表示,今天來參加擴大臨檢勤務的勤前教育,是想和大家共同打氣,讓各項勤務都能夠順利、圓滿成功,而且都能夠平平安安地去完成交付的每項任務。

他提到,行政院和內政部近年來一直戮力警政署所提的幾個攸關警察切身福利及基本權益,希望能用具體行動來表達政府與人民對警察最高的敬意。在勤務負荷和待遇方面,盡量朝更合理化調整,所以不斷檢討員警的晉級、加薪,以及相關勤務繁重加給。

卓榮泰表示,過去考量到警察長時間、24小時輪班的勤務,自2024年起發給「駐地外執行員警深夜危勞津貼」,但僅限於駐地外,但細部想,駐地內在勤務性質上是相同的,雖然面對的工作場域、各種狀況不同,但一樣隨時在勤務期間保持高張力準備狀態,隨時要應變狀態。

他說,無論是駐地內執勤或備勤,工作份量是等同的,正式宣布行政院已正式核定,深夜時段駐地內的值班及勤務,都納入深夜危勞津貼的發放範圍,預估全國約有5萬名前線員警未來每月可獲得新台幣2000元津貼,讓大家在工作上得到更應有的尊重。

警政署透過新聞稿說明,行政院先前於2024年核定,自同年6月1日起,針對凌晨0時至清晨6時在駐地外實際執行巡邏等勤務的第一線員警,每小時核發新台幣100元深夜危勞勤務津貼。

(中央社網站)民國60年6月,嘉義縣中埔鄉石硦村一對小兄弟上學途中涉水過河,不幸溺斃。這起悲劇促使嘉邑行善團團長何明德號召志工投入造橋,改善偏鄉交通,也開啟半世紀造橋濟世的志業。

嘉邑行善團前身為嘉義市行善堂,民國54年成立,早年義務修補道路、濟貧救困。具有土木專長的何明德帶領志工勘查、設計、施工,只利用4個星期日便完成石硦村第一座木造橋「惠生橋」。此後造橋足跡遍及全台,至今已興建超過600座橋梁。

造橋之外,橋名也是行善團一大特色。何明德篤信民間信仰,每次造橋都會請出家中奉祀的濟公神像,以擲筊決定命名,寄託祈福與行善寓意。

行善團橋名也隨時代演變。早期多採「惠」、「生」、「宏」等吉祥字;自第100座橋起,橋名首字統一為「善」,如「善通橋」、「善興橋」,象徵行善無止境;民國81年完成第193座橋後,橋名第一字再改為「行」或「仁」,第二字則由團員集思廣益提出,再經擲筊決定,由神意與眾人共決。

橋名有時也牽動地方歷史記憶。民國106年花蓮「農兵橋」改建時,原規劃更名為「仁兵橋」,地方人士認為「農兵」源自清代漢人先民開墾、農兵一體的歷史意義,主張保留舊名。行善團最後從善如流,將新橋命名為「新農兵橋」。

盧比歐:秘魯加入川普反販毒聯盟美洲之盾

(中央社利馬8日綜合外電報導)美國國務卿盧比歐(Marco Rubio)今天表示,秘魯已成為最新一個加入總統川普打擊販毒集團聯盟「美洲之盾」(Shield of the Americas)的南美國家。

法新社報導,盧比歐正在訪問南美洲多個由右翼執政的國家,他在當地報紙今天刊出的一篇專欄文章中表示:「秘魯是現今重要的非北大西洋公約組織(NATO)盟友,我們透過將秘魯納入美洲之盾來協調各方努力,以保護我們的半球免受跨國與區域威脅。」

盧比歐預計今天稍晚將抵達哥倫比亞,這是他這次拉丁美洲之行的首站,目的在強化親美領導人的地位,並鞏固對此區的影響力。他接著還將訪問厄瓜多與秘魯。

控種族清洗 英法加將禁止進口以色列屯墾區商品

(中央社倫敦8日綜合外電報導)英國、法國與加拿大今天表示,將禁止進口以色列在被占領的約旦河西岸所設屯墾區的商品,英國外交大臣更指責以色列對當地巴勒斯坦人遭受的「種族清洗」視而不見。

法新社報導,此舉激怒了以色列,促使以色列立即推出針對英國的反制措施。

這3個西方盟國祭出貿易限制措施,以回應以色列在約旦河西岸的屯墾區政策,以及當地屯民襲擊巴勒斯坦人事件與日俱增的報導。

英國外交大臣米勒班(Ed Miliband)向國會表示:「英國政府認為,在約旦河西岸部分地區,確實存在屯墾區恐怖分子對巴勒斯坦人犯下的種族清洗。」

「以色列政府太常對此視而不見,更糟糕的是,政府成員甚至發表言論並採取行動,支持強迫巴勒斯坦人流離失所。」

倫敦、巴黎、渥太華與另9個歐洲國家發布聯合聲明,表示他們計劃實施或支持對以色列屯墾區的貿易限制。

以色列屯墾區主要出口農產品、葡萄酒、死海化妝品與各種工業產品。根據英國政府的數據,2025年英國與被占領的巴勒斯坦領土之間的貿易額,僅約達3800萬英鎊(約新台幣16億2435萬元)。

法新社報導,美國特使魏科夫(Steve Witkoff)與川普女婿庫許納(Jared Kushner)在9月5日、6日先後訪問俄羅斯和烏克蘭。

鄂夏柯夫說,普丁(Vladimir Putin)與川普(Donald Trump)今天電話交談1小時,針對此次訪問的成果交換意見,還說普丁向川普提出一份「客觀且詳盡」的前線戰況分析。

據報導,美俄元首這次會談未能立即打破俄烏戰爭僵局。

普丁一再宣稱俄軍正全線推進,強調全面控制烏東頓巴斯(Donbas)地區只是時間問題。

鄂夏柯夫進一步表示,普丁也「指出美方可實際採取哪些舉措,以加快結束敵對行動」,但他未透露相關細節。

(中央社記者陳韻聿倫敦8日專電)英國首相柏南倫敦時間今天上午與中國國家主席習近平通話,是柏南7月20日就任以來首次。根據首相府發布的談話紀要,英、中擬致力確保雙方具備長期、連貫一致的「全面戰略夥伴關係」。

首相府發言人表示,英國和中國皆為聯合國安全理事會常任理事國,也是世界主要經濟體;雙方領導人今天通話時,觸及英中「務實合作」對推進各自利益與應對全球共同挑戰的重要性。

發言人指出,柏南(Andy Burnham)和習近平討論了英中關係提供的機遇,包括有助於促進經濟成長、提升英中兩國民眾的生活水準。

柏南表示,他將在英中皆關切的議題上,與中方進行「坦率且具建設性」的溝通,並將針對英國國內安全、俄羅斯對烏克蘭發動的戰爭、香港、人權等議題,以及「特別重要的領事案件」,提出英方關切。

所謂「特別重要的領事案件」,不排除指涉對象包含因為國家安全相關罪名、今年2月遭香港法院重判20年徒刑的壹傳媒集團創辦人黎智英。北京當局迄今拒絕英方對黎智英行使領事探視權。黎智英為英國公民。

尼泊爾邊境8月26日發生土石流洪災,造成30多名英國公民失蹤。英國首相府發言人指出,柏南今天針對發生於「尼泊爾和中國邊界」的洪災及其造成的死亡,向習近平表示「誠摯哀悼」;並對中方的救援工作以及為受洪災影響的英國國民提供的支援,表達感謝。

根據談話紀要,柏南和習近平同意保持聯繫,雙方政府將繼續就一系列「共同優先事項」開展對話。

另一方面,根據中方發布的訊息,習近平提到英中是「全面戰略夥伴」,雖然社會制度和國情不同,但「共同利益大於分歧」,雙方應當「做大互利合作的蛋糕」。

(中央社東京8日綜合外電報導)共同社今天獨家報導,日本央行日本銀行(BOJ)擬在17、18日舉行的下一次貨幣政策會議上,將政策利率從目前的1.0%左右,上調至1.25%左右,達到約31年來的最高水準。

此舉旨在應對原油價格上漲及日圓貶值可能以超出預期的幅度推升物價的風險。

根據共同社,日銀將在會議前評估經濟和物價形勢,再作出最後判斷。若日銀決定升息,將是繼6月會議後、時隔3個月以來再次升息,意味著升息步伐加快。自2024年3月解除負利率政策以來,日銀基本上每半年升息一次。

(中央社記者黃自強吉隆坡8日專電)馬來西亞一架執行醫療服務的直升機今天在砂拉越緊急降落時墜毀,機上包括1名機師與4名醫務人員不幸罹難。目前正全力調查事故原因。

新海峽時報(New Straits Times)等大馬媒體報導,這架編號9M-LLF直升機於今天下午進行醫療飛行服務,除1名機師外,機上並有1名醫生、1名醫藥助理及2名護士。

這起事故約於下午3時40分發生,直升機低空墜落在機場尾端的跑道,隨即起火燃燒。警消人員獲悉後赴現場撲滅火勢。

鐵歐多洛(Gilberto Teodoro)7日至9日訪問韓國,參加首爾安全對話(Seoul Defense Dialogue),今天在全席大會上發表演說。

「馬尼拉時報」(The Manila Times)報導,鐵歐多洛在台上時,收到身分不明的中國代表遞來的紙條,內容是關於中國對2016年南海仲裁案裁決的立場,聲稱該裁決「違反國際法的基本原則」。

紙條寫道:「這項所謂的裁決是非法、無效、毫無法律效力的。」

菲律賓於2013年把與中國的南海爭議告上設於荷蘭海牙(The Hague)的常設仲裁法院(PCA),常設仲裁法院2016年7月12日裁決,中國的九段線(現為十段線)在國際法之下不具效力,菲律賓可獨享專屬經濟區的資源。中國不接受也不承認仲裁結果。

Hackers are stealing Claude tokens from subscribers

On August 4, Grant De Swardt, an independent AI consultant in East Sussex, U.K., noticed something strange going on with his Claude Max 20x account. He hadn’t been working that day, yet his token usage was climbing.

The next day, he disabled everything he had attached to Claude and did not work with it. Token consumption again increased. “In the clearest controlled interval, it increased from 45% to 55% while I performed no work, scheduled Cowork tasks were paused or completed, Dispatch/cloud execution was disabled, and there was no corresponding active local Claude Code task,” De Swardt told TechCrunch.

What was eating up his token allowance? He had no idea, so he contacted Anthropic and asked for an itemized list. Anthropic didn’t provide one, but it agreed something was off. It suspended his paid account, invalidated all of his sessions and server-side Claude Code tokens, and issued him a partial refund of £44.49 for the remaining time on his $200-per-month subscription.

The suspension wreaked havok on his business, he told TechCrunch. His job is to help small and mid-size businesses set up agents — a sort of forward-deployed engineer for hire — for tasks like automatically loading purchase-order data from emails into the accounting software.

As a sole proprietor, he relies on agents throughout his whole business, too: daily admin tasks, website design, coding. “Like everything is just running through AI these days,” he said.

After investigating, Anthropic told De Swardt it found the culprit: A compromised Claude session key was used to mint unauthorized Claude Code OAuth tokens. The company told him the account “appeared to have been used by an unauthorized-looking third-party service to handle activity for other people, but they could not determine how it obtained access,” he told TechCrunch. “They say the evidence is consistent either with credentials/session data being taken without my knowledge, or with the account having been connected to an outside service.”

In other words, a hacker was able to obtain access to De Swardt’s account and was covertly siphoning off his tokens. Because account support tracks total usage but not itemized usage, even upon request, this kind of theft could have gone on for months undetected.

He posted his experience on Reddit and after 80 comments, he discovered he was not alone. One person claimed that their account “was auto-upgraded without my consent, my credit card got charged, and the usage shot from 0% to 100% automatically without me even touching it.” Another saw usage go from 0 to 49% in 12 minutes, when all they had used it for was a couple of prompts and a web search.

One Claude user said their account burned through its max tokens every day for three days without them using it at all; this person then created a GitHub report about it. Like with the Reddit post, other users shared similar experiences there, too.

Two of them posted emails from Anthropic where the company had — to its credit — identified and warned them that their tokens were being stolen.

“We have recently become aware of a bad actor that is using common infostealer malware to steal Claude login sessions from people’s computers, then using those login sessions to access Claude accounts and consume their usage,” the email read. Infostealers are a type of malware that installs itself on a user’s computer and steals saved passwords, session data, and login credentials.

When Anthropic saw suspicious activity, it signed the users out, invalidated existing authorizations, issued some refunds, and warned them that they may have malware.

The company also said the malware didn’t come from using Claude itself. Such malware can be picked up from many sources online, from downloading infected software to clicking on infected ads.

Anthropic did not send De Swardt one of those emails. He insists he found no evidence that his computer was compromised and says he still has no way of determining how hackers gained access.

De Swardt’s Claude account was reinstated after about two weeks. But the difficulty of getting speedy help for the matter, plus the lack of an itemized usage, soured him on Claude. He cancelled his subscription in favor of Cursor and its ability to use multiple models, including more affordable open source options.

In his experience, these other models work as well as Claude. “It’s not that much different or better,” he said, adding that he can’t see going back “without [Anthropic] actually having resolved the issue in any way.”

He says Anthropic still lacks tools that allow users to see what’s consuming their tokens. “I don’t think there’s any way that these people can protect themselves.”

When asked for information on how users can identify misuse, Anthropic declined to comment.

Cognition hits $48B valuation, signaling investors believe AI coding is far from a winner-take-all market

Cognition, the startup developing coding assistant Devin, announced it raised $2 billion at a $48 billion valuation. The round, which comes just four months after Cognition’s previous fundraise at a $26 billion valuation, was led by Andreessen Horowitz, Accel, Founders Fund, General Catalyst, and Avenir.

The startup’s soaring valuation signals that VCs still see room for multiple major players to capture meaningful market share in AI coding, one of the technology’s most significant applications. Cognition said that since announcing its last fundraise in May, its annualized run-rate revenue has grown from $492 million to $900 million. While the startup didn’t explain how it calculates that run-rate revenue, the metric is usually defined as a month’s top line multiplied by 12.

Cursor, another popular coding assistant, was in talks in April to raise capital at a $50 billion valuation before agreeing to sell to SpaceX for $60 billion later that month. At the time of the funding talks, Cursor’s annualized revenue had surpassed $2 billion. This means Cognition currently commands a higher revenue multiple than Cursor did in the spring.

Cursor ultimately sold to SpaceX largely because it was severely compute-constrained, according to investors familiar with its financials. It is unclear whether Cognition will face similar compute shortages.

Cognition leases an Nvidia server cluster that costs hundreds of millions of dollars annually, which could push its total cash burn to $800 million this year, The Information reported.

Like Cursor did before joining SpaceX, Cognition is training its own model based on open source alternatives. Over time, reducing its reliance on expensive third-party models from OpenAI and Anthropic will help cut costs and bring the company closer to breakeven.

Cognition is expected to reach $4 billion to $5 billion in annualized revenue by the end of 2026, according to The Information. By comparison, TechCrunch reported in the spring that Cursor was on track to surpass $6 billion by year-end. Still, it’s notable that a16z, a major backer of Cursor, which made a killing when it sold to SpaceX, is back to lead a round in a Cursor competitor.

Founded in 2024 by math prodigy Scott Wu, Cognition counts Mercedes-Benz, NASA, Goldman Sachs, and Citi among its major enterprise customers.

The queue to send objects into orbit is growing, but space infrastructure isn’t keeping up with demand. As the realization sinks in that Elon Musk’s SpaceX can’t be the sole answer, other companies are raising their hand — and money.

These include The Exploration Company (TEC), which operates out of Germany, France, Luxembourg, Spain, and Italy, and which has raised $450 million in what it describes as “the largest-ever Series C by a European space company.” But the race is global, with U.S.-based rival Stoke Space currently raising a $1 billion Series E round.

Rivalry aside, these rounds show that investors on both sides of the Atlantic are willing to back companies seeking to build reusable spacecraft. That’s a category pioneered by SpaceX, but that many players, both public and private, now believe it shouldn’t solely control as space gains strategic importance.

These sovereignty-related concerns create extra tailwinds for an EU-headquartered company like TEC. Led by Hélène Huby, a French national who spent two decades at Airbus and ArianeGroup, the company intends to use its funding to build the foundation for a reusable European heavy-lift launcher offering an affordable alternative to SpaceX.

SpaceX itself may have no other choice but to loosen its nascent monopoly on low-earth-orbit launches to prioritize its own payloads; reports suggest that its Falcon rockets are already increasingly reserved for its Starlink satellites, amid uncertainty as to what will happen when these get retired in favor of Starship.

This creates demand that TEC won’t be able to meet for years, even if it sticks to its self-admittedly ambitious timeline. According to Atomico, “10 Nyx missions are booked,” with “more than $2 billion in contracts and commitments.”

Some of these commitments come from institutional partners, including the European Space Agency, but also NASA. Its Series C was also transatlantic, with Atomico, and the EQT-managed Scaleup Europe Fund co-leading the round alongside Bessemer Venture Partners, whose partner Alex Ferrara will join TEC’s board of directors.

This latest round also consolidates TEC’s status as a company mostly funded by private investors, and one that plans accordingly. In a press conference earlier today, Huby said that she’d love to see Europe add human space flight to its roadmap, but wouldn’t be able to convince VCs to spend $4 billion towards a crew capsule, “then wait 10 years.”

So, TEC’s timeline is more pragmatic, but it is tight. Its most immediate focus is Nyx, a reusable capsule akin to SpaceX’s Dragon and capable of carrying cargo, then people. The company intends to get Nyx to dock with the soon-to-be-retired International Space Station and return safely to Earth by November 2028.

According to Huby, funding from the Series C will stretch to also fund Storm, a rocket engine program paving the way for further developments, at least initially. “Where we need more money is to build a launch pad, and to build the rocket itself,” she told journalists.

TEC wouldn’t be the first European commercial space company to launch a rocket — German startup Isar Aerospace crossed that milestone out of Norway last weekend. Huby praised the feat as “great news for the whole ecosystem,” but said that TEC intends to build a much bigger rocket than Isar’s expandable Spectrum vehicle.

However, Isar also has “a much bigger” launch vehicle in its roadmap, Ars Technica reported — presumably for the same reason Huby gave as to why TEC does. “In the next five to 10 years, half of our broadband communication could come from space, data centers could be in space; […] and if this is the case, we need massive rockets and cadence.”

That cadence will rely on reusability, which TEC plans to reach by using the same technology as SpaceX and Stoke: full-flow stage combustion “It’s the most difficult, but also the most efficient engine cycle in the world. It is the first time ever in Europe that a company develops such a rocket engine,” Huby said.

TEC’s advances haven’t gone unnoticed in Europe, with French president Macron and the European Commission’s president Ursula von der Leyen both praising its Series C. It is also not a coincidence that it was disclosed on the eve of the International Space Summit in Paris, where Huby hinted that related announcements will be made.

Meta debuts its Muse AI agent. Will consumers trust it?

Less than two weeks after Meta agreed to a massive $18 billion multistate settlement in a lawsuit over social media’s consumer harms, the company announced its biggest bet on consumer AI to date — and one that requires significantly more trust than social media ever did. On Tuesday, the company introduced Muse, its new personal AI agent that helps consumers with everyday tasks and projects for users in the U.S.

To use Muse, consumers will have to trust Meta with more of their personal information than ever before. The AI agent works by connecting to the user’s apps and services that are a part of everyday workflows, like email, calendars, payments, and other things the individual may regularly use, like apps for health and fitness, the smart home, dining, shopping, music and events, and more.

The idea is a sizable bet on what comes after the ChatGPT era, where AI chatbots answered questions, served as sounding boards, or even became digital companions. Instead, Muse is focusing on AI that can actually do things for you.

The company says the agent can do things like sending emails, booking travel, lowering bills, filling out forms, creating plans, turning recipe reels into grocery lists, sending party invitations, and making purchases, leveraging Link by Stripe for checkout. The latter offers purchase protections, which could potentially ease consumers’ fears of letting an AI check out on their behalf. (Shopify’s Shop Pay and 1Password integrations are also coming soon.)

Muse’s users can decide which apps and services they want to connect, doing so one at a time, to make the opt-in nature of using Muse more transparent. The agent is powered by Meta’s AI model, Muse Spark, and ships with built-in connectors (pictured below) for several services, with plans to add more over time. If a service the user wants isn’t available but offers a public API, Muse can set up a connection using credentials the user provides. When no API is available, Muse can access the service via the browser instead.

Muse will initially be available via the web at muse.ai, through apps on iOS and Android, and through chats in WhatsApp. It will soon also make its way to Meta’s AI glasses, the company says. It will be free to use, with subscription plans kicking in as usage increases, which is why Muse requires a payment card to get started.

Two paid plans will be available at launch: Power at $20/month and Maximum at $100/month. Both of these subscriptions offer more Muse usage for handing off everyday tasks, though Meta believes most people will remain on the free tier. (The company says the app includes a usage meter that shows users what percentage of their usage they have left. It will also warn users when free usage runs out and present options to subscribe.)

Like other AI agents, Muse will continue to work even after the user leaves the app. It will also improve over time by learning from the user’s conversations what’s important to them to make suggestions unprompted, Meta noted.

The concept is not unique to Meta. The agentic era is now coming into its own, as larger companies and smaller startups alike are experimenting with how AI agents will make the most sense for consumers and can become integrated into people’s daily lives.

Some have tried AI web browsers or services, like Gemini Spark or Claude Cowork, that can kick off various tasks on consumers’ behalf. Others are integrating AI into the chat applications consumers use the most, like Apple’s iMessage platform, SMS, and WhatsApp.

Despite their usefulness, these powerful agents have forced consumers to wrestle with difficult questions about how much privacy they’re willing to give up. Many early testers of the AI assistant Instinct were shocked to see the app required a broad “perpetual and irrevocable” license to “access, use, host, cache, store, reproduce, transmit, display, publish, distribute, and modify” any of the user’s materials, including for training its AI models.

Under the hood, Meta claims that Muse runs in its own “dedicated, secure computer with its own browser,” Muse Secure VM, which offers various privacy, safety, and security protections over customers’ data. The company says a separate Sentinel agent runs on that same virtual machine, but is kept apart from Muse at the system level.

This means Muse won’t have visibility into people’s passwords or payment methods. Meta also claims that Muse doesn’t share people’s conversations or data with Meta’s ads systems.

(These claims are explained in more detail in a technical post, also released today, but will require deeper investigation by security experts.)

Could Meta’s history hurt Muse adoption?

Despite Meta’s documentation of its security measures, it remains to be seen whether the company has enough consumer trust for its agent to be successful.

As it stands, Meta has a history of proclaiming one thing and doing another. In 2011, for instance, the tech giant settled with the FTC over charges that it deceived consumers by making users’ private information public without their approval. In 2019, the FTC penalized Facebook in a then record-breaking $5 billion settlement over eight separate privacy-related violations. In 2023, the FTC charged Meta with violating a privacy order that was filed after the 2019 settlement.

In terms of technical matters, Meta has also had some big missteps before, having discovered in 2019 a number of users’ passwords in readable formats, exposing people to potential hacks. The massive Cambridge Analytica data scandal, which saw Facebook data belonging to millions of consumers collected by a third-party without their consent, still lingers in some people’s minds, too.

Meta has also been repeatedly hauled before Congress to testify on how it protected — or failed to protect — minors from harm. With Congress failing to act, Meta ultimately became the target of several related lawsuits, including the one Meta just settled with 29 states in August, a New Mexico lawsuit over harms for children, where Meta was ordered to pay $942 million, and the thousands of personal-injury and school-district cases that are still pending against multiple social media giants.

To ease consumers’ fears, Meta not only talks in depth about its security promises, offering technical documentation and explanations. The company has also designed Muse in a way that would make consumers feel more connected with the agent itself. Users can customize Muse by giving it a name, picking out its avatar, and configuring its look and various settings that dictate how the agent communicates with them.

Time will tell if this personal connection and the utility Muse provides are enough for consumers to once again trust Meta with their personal information.

OpenAI fought dirty on career-making math problem, says NYU mathematician

NYU mathematics professor Tristan Buckmaster announced three proofs on Tuesday with a preliminary finding on one of the major unsolved problems in theoretical mathematics. The findings, made in collaboration with Anthropic mathematician Levent Alpöge and using both Codex and Claude AI models, are significant in themselves — but they’re also accompanied by an unusual controversy surrounding OpenAI’s attempts to solve the same problem.

“There is another part of this story,” Buckmaster wrote in his statement announcing the proofs, “and one that, honestly, I very much wish I did not have to be concerned with.” According to the statement, a parallel effort by OpenAI built on their work before it became public, leading to a tangle of academic rivalries and conflicting claims.

Shortly after the Buckmaster’s statement, OpenAI published a full proof of the Navier–Stokes existence and smoothness problem, which Buckmaster’s findings had taken steps towards. According to OpenAI, the proof was discovered by an unreleased next-generation model, which has tackled a range of different unsolved problems over the past week. All told, the week-long effort consumed 300 billion output tokens — $22.5 million worth of compute, if charged at current Astra rates.

The Navier-Stokes existence and smoothness problem is one of the seven Millennium Prize problems — a set of major unsolved math problems, each carrying a $1 million bounty from Clay Mathematics Institute for the first person or group to provide a solution. The Navier-Stokes equations are widely used in fluid mechanics but poorly understood in theoretical terms. A solution would represent a significant advance in the collective understanding of mathematical physics.

While Buckmaster and Alpöge were finalizing their own results, they learned that “information about our progress had been passed to OpenAI.” When they contacted OpenAI, they were told that OpenAI had already achieved a full proof of the central problem. But when they asked follow-up questions about when OpenAI had begun its research into the problem and how much human input was involved, the answers became more evasive.

“It emerged that an entire team had been working on the problem,” Buckmaster said, “and that an insane amount of compute had been used…. Eventually, it was agreed that [the first prompt] had been sent in the past few days, after information about our work had reached OpenAI.”

If true, that would suggest the OpenAI team had become convinced that Buckmaster and Alpöge’s approach was the right one, and decided to use its material advantage in computing resources to reach a formal proof first.

OpenAI’s post confirms much of this timeline, specifically saying that the latest effort began on September 1, inspired by rumors that two Millenium Prize problem had been solved. Additionally, the post confirms the ongoing conversations with Buckmaster and Alpöge.

Although the problem is widely pursued among mathematicians, the specific tactic taken by Buckmaster and his collaborator is far less common. As a result, Buckmaster found it suspicious that OpenAI ended up taking the same approach at the same time.

“The route to the Clay problem through a smooth force, options c and d in Fefferman’s statement of the problem, is the route Luis and Diego opened and the one Levent and I had quietly chosen to attack,” Buckmaster wrote. “Almost nobody else I know of was working on it,” he continued. “It is not the direction one arrives at in a few days by giving a model the problem statement.”

While Alpöge is employed by Anthropic, he was not conducting this research on the company’s behalf. As a result, the duo used a mix of models, relying primarily on OpenAI’s Codex in their work. Even so, Alpöge’s affiliation with a rival lab seems to have been a sore point for OpenAI, and Buckmaster alleges that Bubeck asked him to remove Alpöge’s credit as part of a proposed compromise.

When Buckmaster pushed to make the dispute public, he says that Bubeck replied: “Why would you ruin your career?” Buckmaster says that when he pushed back, Bubeck followed up with: “If you don’t want me to be nice, then I don’t have to be nice.”

Buckmaster also raised concerns that, because he used Codex extensively in assembling the project, information from his work could have informed OpenAI’s own efforts to solve the problem. OpenAI reserves the right to train models on Codex interactions, although users are able to opt-out. If the OpenAI team used a model trained on Buckmaster’s own Codex interactions, it’s plausible that it could have regurgitated his work when faced with a similar problem.

In its own post, OpenAI downplayed the possibility that regurgitation could have been involved. “We (the researchers and the agents) did not see any of their work through any means until they released it publicly — in particular, no specific user data was accessed in order to solve this problem,” the post reads. “While unlikely, we cannot rule out that de-identified data derived from their usage of our products helped improve our models⁠. However, our proofs differ significantly and even the precise results proved are different in the Euler case (forced vs unforced).”

Regardless, the issue is likely to reignite the ongoing debate about AI’s role in mathematical research, and OpenAI’s specific incentives. For his part, Buckmaster seems to believe the best answer is to get as much information about the research out into the public eye.

Google Cloud races to catch up in the AI deployment wars with Accenture deal

Google Cloud and Accenture are working together on a joint unit dedicated to sending engineers into enterprises to help them better adopt Google’s AI tools and services.

The new unit, dubbed Accenture Gemini Enterprise Business Group, is Google’s latest foray into the increasingly competitive world of “forward-deployed engineers,” or FDEs. Rivals in the AI race, including OpenAI, Anthropic, Microsoft, and Amazon, have all recently launched separate business units in a bet that implementing AI models can become its own trillion-dollar business.

It’s the kind of bet AI companies and hyperscalers increasingly need to make. Hyperscalers are committing hundreds of billions of dollars a year to GPUs, data centers, and power capacity even as the revenue directly attributable to AI remains a fraction of that investment.

Google Cloud generated $24.8 billion in the second quarter, a big chunk of which was driven by enterprise AI. But the commitments behind that growth are enormous. Google Cloud’s parent company Alphabet reportedly accumulated $811 billion in purchase commitments and contractual obligations as of June 30.

This return on investment is not yet materializing in the way companies and investors need it to, so everything hinges on whether or not AI companies can create enough demand for their services. But that demand is not guaranteed, as enterprises themselves are struggling to see a true return on investment on their AI spending.

It’s conventionally held that enterprises have simply lacked the expertise to intelligently integrate AI tools and services into their workflows in a way that not only saves them money, but helps them make more of it in the long run. That’s where the FDEs come in as a steady, guiding hand that, ideally, possesses the perfect mental cocktail of business acumen and agentic AI prowess needed to change everything.

As part of its deal with Accenture, Google will train up to 1,000 of the consultancy firm’s FDEs to work with enterprises and build custom AI applications on the Gemini Enterprise platform. The organization will live under Accenture, according to a Google spokesperson.

According to August data from Ramp, Google accounts for roughly 6% of enterprise AI spending among Ramp’s U.S. customers, compared to Anthropic’s 43.5% and OpenAI’s 39.7%. (A Google spokesperson pointed out that many of Ramp’s customers exclude the types of major enterprises that are signing large, strategic AI deals with Google Cloud, which go beyond just model API usage — like Oracle, Meta, Anthropic, and ServiceNow.) Google’s new unit with Accenture, which The Wall Street Journal first reported, is the latest of its aggressive expansions of its FDE model this year as it attempts to resolve enterprise deployment bottlenecks and catch up to rivals.

Earlier this year, Google Cloud launched a $750 million partner ecosystem commitment that embedded Google’s own FDEs across multiple consultancies, including Capgemini, Cognizant, and Deloitte. The tech giant also struck a multi-year partnership with CVC Capital Partners to deploy FDEs directly into the investment firm’s portfolio companies.

Google isn’t the only giant at risk of being outpaced by newer firms. Companies that are dedicated specifically to embedding engineers into businesses to build bespoke AI workflows — like Ode with Anthropic, or OpenAI’s The Deployment Co. — threaten big consultancy firms like Accenture as well. For the professional services giant, the Google tie-up adds to its own wave of FDE programs this year, which include a similar Microsoft FDE practice in March, an FDE initiative with ServiceNow in May, and a joint program with SAP in June.

Google’s revived nuclear power plant gets $1.9B loan from US government

Last October, Google said it would bring an Iowa nuclear power plant back from the dead. Now the facility’s owner, NextEra Energy, has received a $1.9 billion loan from the U.S. Department of Energy to finance the refurbishment.

The sizable loan is the second of its kind, suggesting that the Trump administration views revived nuclear power as a key source of electricity for tech companies seeking to power their AI data centers. Last year, the Department of Energy extended a $1 billion loan to Constellation Energy to restart a reactor at Three Mile Island.

James Danly, Deputy Secretary of Energy, said that the Iowa power plant’s restart in 2029 will “drive down electricity costs,” though he did not explain how. Just 50 megawatts will be set aside for the local power cooperative, NextEra CEO John Ketchum said during an earnings call last year. That capacity would cover 18% of Iowa’s demand growth since 2021, the year before ChatGPT was released.

Google is reportedly looking to build up to six data centers near the Duane Arnold Energy Center, which hasn’t operated since 2020 when an intense rainstorm damaged the power plant. Rather than repair it, NextEra decided to mothball it. At the time, cheap natural gas was flooding the market, making nuclear power economically unappealing.

A lot has changed in the last six years, though. After decades of little growth in demand, the sudden rise of AI coupled with broader electrification of the economy meant that utilities and power providers were suddenly scrambling to find new generating sources of electricity. New data centers are expected to nearly triple the sector’s electricity demand by 2035.

Shuttered nuclear power plants are becoming one of the tech industry’s favorite choices to quickly provide clean, firm power.

Microsoft signed a deal with Constellation Energy two years ago to restart a reactor at Three Mile Island that last operated in 2019. The reactor is scheduled to restart in 2028 and generate 835 megawatts.

Another facility in Illinois, Constellation Energy’s Clinton Clean Energy Center, was in danger of closing down before its parent found a new customer in Meta, which is buying all of the clean energy attributes from the 1.1 gigawatt power plant. The arrangement will see Clinton sending its electrons to the local grid, while Meta will use the certificates to offset emissions it is producing elsewhere. The tech giant’s Hyperion AI data center, for example, will need 10 natural gas power plants to operate. If completed, the data center will consume more electricity than all of South Dakota.

Duane Arnold is smaller, but in the process of refurbishment, NextEra will squeeze an additional 14 megawatts from the facility, bringing the total to 615 megawatts.

Altogether, the three power plants represent the lowest hanging fruit in the U.S. There might be one or two more, according to a report from Utility Dive, though those candidates, including San Onofre in California, have been shuttered for longer and would require more work to bring back online.

Chrome is now shipping updates every 2 weeks as AI changes the security landscape

Chrome has officially switched from a four- to a two-week release schedule, as Google promised earlier this year, with Tuesday’s launch of Chrome 153 on desktop, iOS, and Android.

The shift to faster releases is tied to Chrome’s evolving security strategy in the AI era, the company explained. As automated AI tools and community bug reports have pushed up the volume of patches and updates, Google says that a shorter release cycle makes it easier to manage security fixes.

This is also critical because faster-moving threats, some of which can also be attributed to AI, can be better addressed by shrinking the window between landing a fix in the public codebase and getting that fix to end users, the company notes.

A shorter release schedule would help keep the “N-day” patch gap — the gap between when a security vulnerability is known and when it gets patched — as small as possible.

Faster releases have another benefit, too: They can help Chrome ship features faster. This is also key in the AI era, as AI-assisted software development has enabled a host of new browser competitors to emerge.

While OpenAI’s web browser, ChatGPT Atlas, has been shut down, there are still plenty of other alternative browsers looking to carve out a piece of Chrome’s market for themselves, including Brave, Dia, Opera Neon, Perplexity’s Comet, DuckDuckGo’s browser, and more.

Plus, Google is experimenting with adding more AI features to Chrome and then rapidly iterating on those additions, which also demands faster updates.

The move to a two-week release schedule benefits the broader web as well. Because of Chrome’s position as the most-used browser globally, such changes can help set the standard for the industry. Mozilla, Microsoft, and Brave have already begun adopting a faster two-week schedule, following Chrome’s lead.

This is not the first time Chrome has adjusted its release schedule to enable faster patch management. The company first moved to a four-week release cycle in 2021, down from six weeks, after establishing its principles of “release early, release often” over a decade prior.

Mistral raises €3B as sovereign AI becomes big business

French AI lab Mistral AI on Tuesday said it has raised €3 billion (about $3.58 billion) at a post-money valuation of more than €21 billion (about $24.39 billion), confirming earlier rumors.

This Series D round, which Mistral said is “the largest equity fundraising round ever completed by a European technology company,” was led by Samsung Electronics, with EQT-managed Scaleup Europe Fund and existing investor PSG Equity joining as co-leads.

Mistral said it will use the funding to scale its compute capacity, build infrastructure, accelerate commercial growth, and expand its international footprint. The money could also help clarify its positioning — the company says its goal is not to build a European ChatGPT, and though its models haven’t gone mainstream, it still envisions itself as an AI lab.

The funding will help Mistral pursue a subtle shift in strategy that aims to further address concerns in Europe and elsewhere about being too dependent on the United States for tech, especially with the intensifying politics around AI regulation and products Stateside.

In addition to a push to build 1 GW of compute capacity in Europe by 2030, Mistral in August unveiled tools that let its customers choose which regions their AI queries are processed in. It’s also started hosting third-party, open-weight AI models (Chinese ones, too) to bolster its positioning as an AI services provider that wants its customers to control which AI models they use and how they use them.

The company on Tuesday pegged its frontier research as “the foundation underpinning its infrastructure, products and sovereignty,” which may be an indirect response to naysayers who interpreted the company’s decision to host Chinese models as a sign that it was turning into an inference provider.

Mistral’s mention of its global ambitions also likely is an effort to dispel a common misunderstanding that the company’s remit is contained within France. The lab now operates in 20 countries, and its go-to-market strategy is more focused on helping governments and corporations leverage AI and preserve a sense of control, unlike other frontier labs like OpenAI and Anthropic, which sell their AI models more broadly.

This strategy has built high hopes for Mistral as a French tech champion, as Samsung’s entry into Mistral’s cap table has the blessing of France’s authorities. In a post on X, French president Macron said the round reflected France and South Korea’s goal of “building a third way in AI.”

The fact that Mistral’s funding round warranted such a statement is a reminder of the geopolitical undertones that have surrounded the AI company, mostly to its benefit. Amid growing demand for sovereign AI infrastructure, not being an American company has reportedly boosted Mistral’s revenue.

On the other hand, the capital required to compete with the leading U.S. labs isn’t available in France alone. But with Dutch chipmaker ASML as a major partner and investor, and now Samsung, Mistral seems to have found a third way — similar to Germany’s Aleph Alpha’s merger with Canada’s Cohere.

Mistral still works with U.S. players, particularly Microsoft, through a strategic partnership the two companies significantly expanded in July. The new Series D was also backed by American investors: existing backers such as a16z, Nvidia, and Salesforce Ventures invested, as did new backers Advent and BlackRock.

Still, with the Grand Duchy of Luxembourg also joining as a new backer and many other existing European backers doubling down, the AI lab’s cap table remains resolutely international. And that might be enough for the customers Mistral is targeting.

〔娛樂頻道/綜合報導〕百萬YouTuber Joeman與網紅前女友蕭伊的感情風波近日又掀波瀾,蕭伊公開檢驗報告,控訴與Joeman分手後驗出性病,影射是被男方傳染。不過Joeman火速透過律師發聲明,並曬同間檢驗所、相同檢驗項目全程陰性的篩檢報告反殺女方,引發輿論熱議。

網紅陳沂昨晚在臉書評論此事,她說:「Joeman前女友蕭伊又出來驚爆自己確診HPV,身心都受了極大的傷害。Joeman旋即出來發律師聲明說,兩人7月分手,8月協助女方去做篩檢。一週後Joeman也去做了同樣的檢查,結果他驗出來是陰性!」

中市財務降級 捷運紫線690億經費中央地方負擔比例將改變

台中捷運紫線進度備受關注,可連接綠線成為一個大環線,可行性研究已於今年初送至交通部,由於台中市的財務結構由2級變為3級,交通部發函給台中市政府,要求檢討財務等級的改變後的補助比例問題;捷工局表示,目前已在檢討,而紫線總經費約690.87億元,原本中央補助約292.04億元、地方負擔約398.83億元,補助比例將有所改變。

台中捷運紫線也就是屯區捷運環狀線,初步規劃長度約16.31公里,預計採高架化型式,共設置16站高架車站。

路線方案規畫北起銜接捷運綠線延伸G1站,沿線行經北屯、太平、大里,並銜接烏日大慶地區,可於太平路口轉乘藍線延伸太平段、德芳南路口轉乘機場捷運(橘線),最南端與台鐵及捷運綠線大慶站轉乘,建構完整環狀捷運路網。

由於大里太平人口數在台中市名列前茅 ,紫線的進度,屯區民眾相當期待,因為一旦完工,可方便屯區進出市區,不過,捷工局今年已將可行性研究送到交通部,一直沒有回函,近期,交通部發文給捷工局,表示因為中市府財務等級改變,因此中央補助也可能改變,因要求捷工局另提財務等級的檢討。

捷工局表示,紫線總經費約690.87億元,原本中央補助約292.04億元、地方負擔約398.83億元,但是此次中市等級的變更,因此補助比例將有所改變,台中市負擔比例有可能會下降。

國民黨台北市議員李柏毅在急診室咆哮醫護人員,被質疑是用民代身分「耍特權」,李柏毅8日淚崩認錯、七度鞠躬道歉。對此,中國醫藥大學附設醫院兒童急診科主任謝宗學表示,台北市議員在兒童急診「只是大聲了點」事件,不是單純一句「心急」可以帶過,是屬於醫療暴力,他也訝異台北市還有議員會在兒童急診咆哮、怒罵醫護人員?感覺是過去威權時代才有的情節。

謝宗學在臉書發文指出,在兒童急診工作近20年,每年發生需要警察到急診室處理的「醫療暴力」事件不到 5 件,台北市議員在兒童急診「只是大聲了點」事件,不是單純一句「心急」可以帶過,是屬於醫療暴力的範疇,醫療暴力不限於肢體動手,包含言語恐嚇、威脅、強暴、脅迫或妨害業務的非法手段。

他說,心急絕對不是藉口,哪一個帶孩子到急診室的家長不心急?他工作的小兒急診室,每年超過 2 萬人次心急的家長帶孩子到兒童急診看診,卻只有不到 5 次的醫療暴力事件需要警察到醫院協助處理,為何這樣機率極低的事件偏偏發生在這位台北市議員身上?

謝宗學也說,可能我運氣比較好,遇到帶孩子到急診看診的民代,不分黨派,都是有禮貌且遵守急診室規範,等待許久也不曾抱怨。

謝宗學比較覺得不舒服的反而是自稱民代助理的人,有時一看到醫師馬上大聲說出自己是某民代的助理,更有甚者,一句話都不說,默默地放一張民代的名片在醫師桌上,宣示自己是某民代的人,每次遇到這類民代助理,會默默記下民代的名字,告訴親朋好友,下次選舉絕對不要投他。

不過,隨著時代進步,民眾對於急診的認知提升,加上兒童急診越來越稀有,現在會在兒童急診鬧事的家長越來越少,抱怨等待太久的申訴也逐年減少,因此,我蠻訝異現在台北市,還有議員會在兒童急診咆哮、怒罵醫護人員?感覺是過去威權時代才有的情節。

苗栗縣苑裡鎮每年於農曆7月29日舉辦的年度限定「鬼門關夜市」近年來爆紅,吸引不少遊客,今年將於9月10日登場,苑裡鎮公所也公告,為維護公共安全與交通秩序,當日中午12點起火車站前為公路及周邊多條道路將實施封街交通管制;考量往年皆吸引龐大人潮,已協調台鐵針對15班次加掛車廂疏運,呼籲民眾多利用大眾運輸前往。

苑裡鎮公所公告,因應活動盛況,10日中午12點至夜市結束清場止(路權核准至隔日凌晨3點),活動範圍將實施封街管制,管制路段包括:天下路段(為公路口至世界路口)、成功路段(中山路口至世界路口)、為公路段(天下路口至世界路口)及信義路段(和平路口至建國路口)。

法官分不清「ABCD」 家長告校園霸凌烏龍判敗

孩子在校園遭霸凌,家長提告,但校方不能提供個資,導致被告、證人代號都是「ABCD」,簡易庭分不清楚也沒開庭,擅自認為家長告證人,判濫訴罰3萬元,台南地方法院認定重大瑕疵,廢棄原判發回重審。

​男童的母親主張,孩子在校遭4名同學踢傷,校方因保護未成年學生,不能提供學生名單,她因此在起訴狀中以A、B、C、D代稱被告,求償9萬2900元。豈料,學校提供的霸凌調查報告中,剛好也使用A、B、C、D來代替「目擊證人」。

​柳營簡易庭審理時,沒開庭辯論,也沒讓家長解釋代號的機會,僅憑校方回函稱代號是目擊者,就認定母親告證人,更指控她惡意濫訴,判處3萬元罰鍰。

​母親上訴後,南院合議庭認為,母親訴狀已表明提告對象是踢傷孩子的學生,當學校提醒報告中的代號只是證人時,簡易庭法官應要確認身分,但原審未經辯論,做出「訴外裁判」。

民事訴訟中,有個很重要的觀念,法界俗稱「不告不理原則」,是依據民事訴訟法第388條規定。也就是說,法官只能根據原告在訴狀裡提出的「對象」和「要求」來審理,如果擅自改變或增加原告沒請求的事務,就被稱為「訴外裁判」。

回頭看這件霸凌案,母親是要告「踢人的學生」,並沒有要告「證人」,但簡易庭的法官卻擅自以家長要告證人,做出濫訴裁罰判決,違反民訟法規範。

​二審合議庭強調,原審的訴外判決有重大瑕疵,廢棄原判決,發回柳營簡易庭重新審理。

〔健康頻道/綜合報導〕吃菜不代表膳食纖維一定吃得夠。營養師楊斯涵指出,在營養學上,建議一般成人每日應攝取約25至35克膳食纖維,想有效率補足,除了增加蔬菜份量,更要選對種類。以高纖蔬菜排行每100公克比較,紫蘇排名第1,含9.8克膳食纖維,高麗菜則僅約1.1克。提醒外食族若想提高纖維攝取增加飽足感、助穩糖,可多攝取常見的菇類、地瓜葉、綠花椰菜,而非單靠高麗菜或生菜。

楊斯涵於臉書粉專發文表示,許多人都知道多吃蔬菜才能促進腸道蠕動、增加飽足感,並且穩定飯後血糖。不過,大家常以為只要吃麵時點一盤燙高麗菜,或是在超商買盒生菜沙拉,膳食纖維就可達標。其實你可能只是吃進滿滿的體積,卻沒補夠真正的膳食纖維

對此,楊斯涵進一步說明,想要有效率地達到每日建議的膳食纖維攝取量(一般成人約25到35克),選對蔬菜種類,遠比單純吃進大量水分更重要。此外,她並列出台灣常見蔬菜膳食纖維排行,以每100公克份量來說(每100公克約等於煮熟後的半碗到八分滿份量),紫蘇以9.8克居冠,其次為黑木耳7.4克、牛蒡5.1克;接下來依序為山苦瓜4.1克、香菇3.8克、秋葵3.7克、地瓜葉3.3克、綠花椰菜3.1克及空心菜2.9克。

楊斯涵說,相較之下,高麗菜每100公克大約只有1.1克膳食纖維,常見的萵苣、生菜纖維量也不算突出。不過,由於紫蘇與牛蒡一般外食族較少能夠吃到,若想提高纖維攝取效率,推薦可多選擇地瓜葉、菇類及花椰菜,而非單靠高麗菜或生菜增加份量。

楊斯涵也補充,除補充纖維助穩糖外,進食順序也是關鍵,掌握蔬菜、蛋白質、碳水化合物(澱粉)的順序。先用大量蔬菜纖維鋪墊腸胃,就能有效延緩後續吃進麵條或白飯所造成的血糖劇烈波動,吃得飽又不容易囤積脂肪。

民進黨質疑台北市長蔣萬安長子蔣得立國際交換生資格,且有利益迴避爭議,教育部和廉政署先後出手,藍營議員昨更爆料,監察院在沒有監委的情況下,竟也打電話了解個案,質疑「國家機器已動起來」。蔣萬安說,相關資訊都清楚揭露,並無隱匿,他願意接受檢驗,但一切要依法依規。

赴陸未登錄要罰…旅遊業者反彈 觀光署改口

交通部觀光署日前發函旅行業者,要求自九月起辦理赴陸考察、參訪及旅客自組團業務,需逐團協助旅客完成赴陸行前登錄等注意事項,否則最高開罰五萬元,引發業者強烈反彈,民怨四起。觀光署昨天改口,先以宣導、輔導為主,不會直接開罰;台灣海峽兩岸旅行發展協會理事長蕭博仁說,觀光署擴權太厲害,若真懲處,旅行業者將提告。

〔編譯魏國金/台北報導〕台積電、三星電子與SK海力士8日皆承諾採用號稱「夢寐以求曝光設備」的艾司摩爾(ASML)高數值孔徑極紫外光機(High-NA EUV),以滿足日益成長的先進晶片需求。

該款EUV一台造價4億美元(123.74億台幣),目前為止,加上已從艾司摩爾接收該款機台的英特爾,全球4大晶片製造巨頭皆將導入該款機台,艾司摩爾技術長彼得斯(Marco Pieters)說,「這是採用高數值孔徑量產製造的重大一步,這是重要的里程碑」。

韓國BusinessKorea報導,全球兩大記憶體巨頭三星電子與SK海力士表示。將從2028年起,採用高數值孔徑EUV量產先進DRAM,同時攜手建立「12吋光罩」生態系,從而引領新一代半導體製程創新,邁向「下一個AI」時代。

CNBC報導,台積電表示,將使用艾斯摩爾機台製造先進晶片,並預計高數值孔徑EUV的使用量增加,因為AI應用需要日益複雜的電晶體架構。

投資人認為,高數值孔徑EUV的成功對於艾司摩爾未來的成長至關重要,其股價有望延續去年120%的漲勢。

巴克萊8日報告說,台積電、三星電子與SK海力士的宣佈「應可更清晰的展現採用前景,而這是爭論的關鍵」。該報告補充,此消息「令人振奮」。

三星、台積電與SK海力士加入英特爾行列,成為艾司摩爾的高數值孔徑EUV客戶。7月間,艾司摩爾說,英特爾正使用高數值孔徑EUV技術生產先進晶片。

艾司摩爾近期的財測並未給出銷售預期,但表示,2027年將增加30%的產能給EUV。巴克萊分析師說,「我們看到艾司摩爾面臨重要決定,亦即是否在近期已公佈的擴大目標上,進一步擴展EUV的產能,需求明顯強勁」。

台積電、三星、SK海力士與英特爾也加入艾司摩爾行列,共同推動下一代12吋光罩的研發,以取代目前的6吋光罩。艾司摩爾認為,此發展將提升高數值孔徑EUV的產能40%,同時可簡化設計程序。

資策會MIC副所長林柏齊表示,全球科技巨擘與政府部門加速建置AI基礎設施,加上美中科技對抗長期拉鋸,促使供應鏈體系進一步分化。預期HBM/DRAM、ABF載板、ABF增層膜及高階CCL等零組件供需緊繃,其中僅NAND有機會於2027年底緩解,其餘恐延續至2028年,並進一步排擠消費型產品出貨。

從2027年主要資通訊產品出貨來看,MIC預估,伺服器及資料中心供應鏈將成為主要出貨主軸,全球伺服器出貨量將年增12.4%,達1,860萬台,其中AI伺服器出貨量年增17.8%,達540萬台。

相較之下,消費型電子產品表現偏弱,2027年筆電出貨量預估年減4.7%,降至1.6億台;智慧型手機出貨量年減2.3%,至10.48億台。家用CPE(包括Wi-Fi Router、有線寬頻CPE及5G FWA)市場需求則相對穩健,年成長率約2%至5%;而交換器則受惠資料中心持續布建,預估產值年成長率可達12.3%。

在全球供應鏈布局方面,林柏齊指出,台廠製造布局已逐步確立區域化與在地化方向,伺服器與網通產能持續向東南亞、墨西哥及美國分散,筆電與手機則以東南亞及印度作為主要替代生產據點,全球資通訊產品的多區域供應鏈體系已大致底定。至於半導體領域,預估到了2030年,台灣本土產能占比仍接近八成。

除傳統資通訊產品外,MIC認為,實體AI與通用AI(AGI)將成為下一階段商機的重要驅動力。前端應用場景將著重「五感認知」,後端算力建設則聚焦「效能整合」,包括空間與深度感測、邊緣AI晶片、HVDC/SST電源優化及全光網路等技術與相關供應鏈,後續發展均值得關注。

在新終端產品方面,MIC點名AI Box、Agent PC、移動機器人及AI眼鏡四大商機,預期將成為2028年最具百億美元級市場規模潛力的新興產品。

隨著邊緣AI加速滲透企業營運,MIC預估2028年滲透率將達40%至50%。其中,AI Box市場規模可望達197億美元,並帶動IPC業者及晶片新創轉型;Agent PC則將由現階段AI PC概念進一步發展至在地推理及跨場景運作,成為企業管控Token成本的替代選項。

移動機器人方面,MIC預期2028年將大規模導入製造業場域,雙足及輪式人形機器人的產品型態仍有待市場發酵,預估2028年移動機器人市場規模將達159億美元,而人形機器人市場則有望於2032年超越自主移動機器人(AMR)。

AI眼鏡則已成為現階段市場對「貼身助理」概念產品的主要共識,但能否普及,關鍵仍取決於時尚外型及產品價位。MIC預估,2028年全球AI眼鏡出貨量將達2,300萬台,市場規模達69億美元。

林柏齊表示,台灣身為全球AI晶片及基礎建設供應鏈核心,產業與政府應善用AI紅利,進一步深化製造優勢並改善產業結構。產業方面,應整合AI資料中心(AIDC)生態系,從既有硬體代工角色,升級為與國際雲端服務供應商(CSP)及晶片大廠共同開發的全球核心,鞏固先進者優勢,並朝AIDC整體解決方案及跨國主權AI建置能力布局。

此外,針對近期社會對K型經濟困境的擔憂,MIC建議政府秉持「以大扶小、以小挺大」原則設計相關機制,善用業界資深專家的經驗,協助發掘或調整中小企業技術能力,並與科技企業共同出資,投資具潛力的本土供應鏈業者,協助其把握AI浪潮進行轉型。

白露時節氣溫變化大,蛇屬火,火氣容易在季節轉換時波動,導致免疫力下降。

【何謂白露水、卡毒鬼?】

台灣俗諺有句話「白露水、卡毒鬼」,這裡的「毒」是形容節氣白露後、秋分前因早晚溫差大,容易使人體的抵抗力下降,對農作物的影響也不小,容易因天氣轉涼而受寒、生病或感染病毒,而且白露期間下的大雨也會影響二期稻作,導致稻穗空包或白穗,因此用「卡毒鬼」(比鬼還毒)來誇張形容雨水與氣候對健康的影響與威脅。

【白露節氣健康小提醒(所有生肖適用)】

1. 早睡早起:秋季建議晚上11點前入睡,早上7點前起床,順應陽氣收斂的節奏。

2. 注意保暖:早晚溫差大,隨身攜帶薄外套,避免著涼。

3. 多喝溫水:白露時節容易口乾舌燥,每天至少喝2000cc溫水。

4. 適度運動:秋天適合溫和的運動,如散步、瑜伽、太極拳,不宜過度劇烈。

5. 心情平穩:秋季容易感傷,保持心情開朗,多與家人朋友互動。

自然世界一直是蕭邦藝術總監Caroline Scheufele的重要靈感來源,Animal World動物世界系列正是代表之一,此次展出的松鼠項鍊以18K玫瑰金打造,運用1,294顆褐鑽描繪松鼠毛色,由425顆總重253.74克拉水滴形切割橙色藍寶石鋪展枝葉,再加入紅柱石、紫鋰輝石、石英石與白鑽,透過大量各色寶石組成自然景象。

小熊耳環則採用660顆、總重2.79克拉褐鑽密鑲18K玫瑰金熊身,藉由寶石排列呈現近似毛絨的立體質感,再用棕色碧璽與心形切割瑪瑙勾勒五官。另一件蝴蝶作品進一步結合造型與實用機能,以黃金、白金及幻彩鈦金屬塑造蝶翼,搭配藍色托帕石、粉紅碧璽、紅碧璽、石榴石及不同切割鑽石,特殊結構更讓作品能在胸針與髮簪之間轉換,同一件珠寶隨佩戴方式展現多變面貌。

被控挪用地方回饋金宴客賄選

據了解,這起案件疑涉及鄉公所把轄內水泥廠的地方回饋金,以公益名義撥給公益社團,徐姓負責人再把款項用於協助胡姓候選人辦理餐敘、宴請選民,檢調初步研判可能涉及刑法賄選罪嫌及侵占公益財物等罪嫌。

另外,檢方已掌握部分候選人相關金流,疑似以每票數千元不等價格進行賄選買票,詳細金額及具體犯罪事實,仍待檢調釐清。

王玫瑰年底兩任鄉長屆滿,丈夫胡智民是警察退休,從未參政,打著「延續建設,守護秀林」要承接妻子的政治資產。

王玫瑰過去也曾涉及二〇二三年貪瀆案件遭起訴,目前相關司法程序尚未終結,現又遭檢調查辦涉嫌賄選,受到地方高度關注。

秀林鄉境內由於有台電、和平電廠、亞泥、台泥還有礦區,各單位長期都依照相關規定撥款回饋金給鄉公所、受影響村落等,加上縣府礦石景觀稅等回饋金,合計約一億多元,龐大的回饋金經常是各界競爭分配的重點。這次遭捲入的公益社團小太陽學堂,十多年來長期協助部落近二百名孩童課後輔導,過去財務不夠透明也曾引發爭議,該協會強調「清者自清」。

〔記者胡如虹/台北報導〕中國男星井柏然最近憑Netflix都會愛情劇《早春晴朗》人氣再攀高峰,不只劇中「Luke」穿衣顯瘦、脫衣有肉的成熟魅力讓觀眾直呼心動,就連他親筆寫下的劇名與每集片頭標題,也意外成為討論焦點。網路時代,手寫字似乎也成了男生的隱藏加分題,而台灣演藝圈裡同樣藏著一位「寫字高手」—百萬YouTuber黃氏兄弟哥哥「哲哲」黃雍哲。

「國際學生能力評量計畫」(PISA)昨發布九十一個國家或經濟體評比結果。OECD國家於科學、閱讀及數學三個領域平均表現普遍創歷屆新低,但台灣學生在科學領域分數創新高,摘下第四名、閱讀寫下歷屆最佳排名第三、數學第四。顯示台灣教育體系具備高度韌性,長期推動素養導向教育也有成果。

前國民黨高雄市議長曾麗燕涉入詐領公費助理費案,她的六名助理與秘書為了替曾脫罪,竟在法院審理時集體作偽證,佯稱有領取薪資;高雄地檢署偵結發現上情,將六名偽證助理、一名掛名人頭助理共七人提起公訴。

另一人頭助理也被起訴

檢方指出,曾麗燕因涉嫌虛偽申報人頭助理、詐領公費助理費,遭雄檢依違反「貪污治罪條例」提起公訴,一、二審均判十二年,最高法院目前審理中。高雄地方法院審理期間,曾女麾下的吳、周、顏、張、王及陳姓等六名助理與秘書,於二〇二三年先後以證人身分出庭應訊。

六人為了替曾女脫免刑責,竟在法庭上口徑一致大演「護主戲碼」。吳姓與周姓助理聲稱「薪水是曾女或秘書拿現金給的」;顏姓秘書甚至誇大指稱「每月都到曾女家裡拿信封袋裝的薪水,再轉交給其他助理」。

但檢方與法官比對金流與相關證詞後,發現六人的薪資實際來自曾女配偶或私設的公司,甚至王姓與陳姓男子根本未實際擔任私聘助理或支薪,全是在法庭上打假球。

此外,檢方還查出另名李姓男子於二〇一三年至二〇一七年間並未實際擔任曾女的公費助理,也沒有領取薪水,卻配合曾女與其助理,提供合作金庫及高雄銀行的帳戶存摺、印鑑及密碼。曾女團隊拿去向高雄市議會申報每月四萬元的公費助理補助,待補助款及春節慰勞金入帳後再全數提領挪用,涉及使公務員登載不實罪嫌。

雄檢偵查後認為,吳女等六名助理在涉及國家司法權行使的重大刑事案件中具結作偽證,足以影響法院審判結果,依偽證罪嫌起訴六人、李姓男子則依使公務員登載不實公文書罪嫌起訴。

警政署配合高等檢察署整合檢、警、調偵查量能,淨化選前治安,進行為期九天的全國同步查緝不法金流專案行動,共查獲各類賭博案件四〇八件、一〇七三人,當中涉及選舉賭盤二件、二人,分別以「年底大選哪個政黨縣市長席次最多」,以及「台中市長選舉總投票數」為賭注,警方網路巡邏發現後,認為幕後有人操控選舉賭盤,影響選舉公平性,循線逮捕涉嫌收取賭金的詹、黃兩嫌,詢後依違反公職人員選舉罷免法及刑法賭博罪嫌移送檢方偵辦。

新北市警局上月網路巡邏,發現有網站開設「二〇二六年台灣地方大選勝選政黨」的投注盤口,以預測哪個政黨在此次縣市長選舉中能贏得最多席次為賭注,並設置倒數計時器,顯示距離開盤與截止下注的倒數時間,吸引網友下注。

網站提供賭客可透過轉帳、信用卡、電子支付、虛擬貨幣等多種方式下注,賠率則依各政黨的看好率不同而有明顯差異;警方分析賭客金流後,鎖定收受賭金的帳戶持有人,上月卅一日循線逮捕詹姓男子送辦。

彰化縣警局近期也執行網路巡邏,得知有人透過通訊軟體招攬這次的選舉賭盤,該賭盤以台中市長總投票數為賭注,讓賭客下注總投票數是否超過一四七萬,警方進一步追查,本月初逮捕涉嫌收取賭金的黃姓男子後移送檢方偵辦。

台中陳姓護理師,昨天凌晨下班行經西區柳川東路過馬路時,遭駕駛賓士的男子林祐嘉撞飛,惡劣的林男肇事後不但沒停車將人送醫,還在前方路口迴轉,再度駛回原地二度輾壓,陳女當場慘死,林男肇逃,直到警方打電話給他才到警局投案,台中地檢署偵訊後,認林男涉殺人重罪,向法院聲請羈押禁見獲准。

昨天凌晨一點十分,男子林祐嘉(卅歲)當時駕駛賓士轎車行經柳川東路時,陳姓護理師(卅八歲)正要步行穿越馬路,卻遭林男的轎車撞上,陳女一度卡在引擎蓋上,隨後摔落地面,林男沒有停車協助送醫,卻行駛至前方的民族路口後迴轉,接著沿原路駛回,再次輾壓陳女,車子還因輾過陳女而劇烈上下震動,隨後肇事逃逸。

未發現酒駕或毒駕 為何二度輾壓待檢警釐清

警方獲報後到場,發現陳女頭部破裂當場死亡,立即調閱監視器追查林男,並打電話給他,林男自知難逃法網,在肇事二個多小時後,約凌晨三點卅分開肇事賓士車抵達警局投案。

林男到案時精神恍惚,警方對他進行酒測和毒品快篩,未發現酒駕或毒駕情形,為何二度輾壓陳女,仍待檢警釐清。

陳女住在彰化的母親、阿公,昨天前往殯儀館,陳母看到愛女遺體,忍不住痛哭流涕,阿公也頻頻拭淚,場面哀悽。

台中地檢署偵訊後,認為林男涉犯殺人罪嫌重大,且有逃亡、湮滅證據或勾串證人,以及反覆實行同一犯罪之虞,向法院聲請羈押禁見獲准。

內需續惡化 中國車企「不出海就出局」

〔編譯魏國金/綜合報導〕中國內需疲軟,更加依賴出口支撐經濟,以汽車銷售為例,中國乘用車市場信息聯席會(CPCA)昨公布八月汽車出口年增七十七.五%,反觀內銷年減二十三.七%,為連續第十一個月下滑,形成鮮明對比。

路透報導,數據顯示,八月中國汽車出口達八十九.四萬輛,儘管增幅較前一月的年增八十八.二%放緩,但近八十%的成長仍十分可觀。

8月汽車出口年增77.5% 內銷年減23.7%

同時期,中國國內銷售暴跌至一五五萬輛,跌幅較前一月的年減二十一.一%進一步擴大。占中國國內銷售總額六十四.七%的電動車與插電式油電混合車萎縮十.一%,跌幅較上月的年減三.九%擴大;同期間,出口成長從七月的年增一四七.八%上升至一五四.七%。

中國車市的持續疲軟,致使中國車企更加努力海外擴張,比亞迪與吉利汽車甚至刷新出口紀錄。CPCA秘書長崔東樹說,預估今年汽車出口將達一二〇〇萬輛,至二〇三〇年,年出口將進一步上升至一八〇〇萬至二〇〇〇萬輛之間。

中國車企「不出海就出局」的趨勢明確,積極尋求「出海」的電動車企小米已與德國汽車經銷商簽約,預計明年向歐洲出口汽車。

與華為合作開發問界汽車的賽力斯則因出口競爭落後,而付出慘重代價。由於其海外擴張步伐相對較晚,上月汽車銷售年減四十四%。

中國汽車業的現狀正反映中國的經濟局面。中國海關總署昨公布數據,八月出口年增二十五%,增幅高於上一月的二十三.九%,以及經濟學家預期的二十三.八%;貿易順差達一一九一億美元,較七月的一一二五億美元再擴大。

整體出口續雙位數成長 加劇貿易衝突

在全球人工智慧熱潮推動下,中國今年前八月貿易順差達八〇五五億美元,有望突破去年創下的一.二兆美元的空前紀錄。

荷蘭國際集團(ING)經濟學家宋林指出,中國強勁的出口料將帶動今年順差再創新高,但這可能加劇貿易夥伴要求重新平衡貿易關係的壓力。貿易失衡料將成為川習會以及年底二十國集團(G20)領袖會議的關鍵議題。

連江縣政府前秘書長張龍德任內涉嫌護航妻舅蕭松年,以「借牌」方式承接總價一九七八萬元的「計畫通盤檢討」採購案,獲取四四九萬餘元不法利益;承辦顧姓科長對履約提出異議並會辦政風單位後,張還施壓調整其職務,更向妻舅回報「目前正在處理人事調整!」,台北地檢署依涉犯貪污治罪條例中的圖利、政府採購法等罪將張龍德起訴。

妻舅借牌吃標案 獲利449萬

張龍德二〇一五年至二〇二五年擔任連江縣政府秘書長,十年間橫跨國民黨籍劉增應、王忠銘兩任縣長,縣府二〇二〇年公告辦理南竿、北竿、莒光、東引及無人島礁等「五都市計畫通盤檢討」採購案,預算一九八五萬元。隔天下午,張龍德即應蕭松年邀約,與蕭及都市里人公司的計畫主持人李宛諭在北市某咖啡店討論投標。

當時,蕭松年掌控的都市里人公司不具投標資格,加上與張龍德具有親屬關係,恐影響採購程序;為讓蕭順利承接標案,張等人遂向行遠國際工程開發公司「借牌」,並約定支付決標總價一%為借牌費。標案最終由行遠以一九七八萬元得標,扣除十九萬元借牌費後,再將履約款項轉給實際履約的都市里人。

檢方調查,張明知標案涉及妻舅利益及借牌情事,依法本應迴避,反而核准標案簽約、用印,使行遠公司與縣府完成簽約,都市里人公司得以繼續履約。二〇二一年起,蕭多次向張抱怨承辦顧姓科長要求廠商依審查決議修正,張隨即要求公文均須經其批示,並親自主持工作會議。

二〇二二年,顧姓科長認為張的裁示可能增加縣府契約義務,使廠商逾期履約時難以認定違約,因而提出異議並會辦政風單位,張隨即要求將顧調離,並向蕭傳訊:「顧科長又有意見,我原本要退回,為求時效就還是批了,目前正在處理人事調整!」此後半年,顧未曾參與標案會議,公文也不再送其核閱。

檢方偵查認定,都市里人因此獲取四四九萬四八二〇元不法利益,除起訴張並聲請沒收不法所得;蕭松年、李宛諭涉借牌投標,各獲緩起訴二年、支付公庫廿萬元,另行遠公司實際負責人鄧浩、登記負責人郭倩如因同意出借公司名義及證件,各獲緩起訴二年、支付公庫十萬元。至於蕭匯給胞姐的四十萬元,因查無行賄、收賄對價關係,此部分則處分不起訴。

社論》國民黨為何沒有蔡英文?

本月初公布的一項民調顯示,八位政治人物的好感度,蔡英文唯一超過五成(五十四‧二%)。設計問卷的民調專家戴立安分析:蔡對年輕選民、教育程度高者具有影響力,還會吸引淺藍到中間選民。而國民黨主席初上任,有人稱鄭麗文可能成為藍版蔡英文,率領國民黨重返執政。不過,在上述民調,鄭的好感度墊底,只有十九‧五%,比倒數第二的黃國昌還差。

國民黨主席,乃選舉操盤的靈魂人物。前任朱立倫,雖然無法重返執政,畢竟留下縣市及立委優勢。朱立倫的成績,成為鄭麗文的考題。承乏不到一年,「鄭麗文現象」如煙火秀,從「鄭習會」到訪美受冷遇,「中國的人」備受台灣內外質疑,更被同志視為票房毒藥。一一二八地方選舉,她身為黨主席卻束手無「策」,幾個縣市長提名、藍白合喬選區,不但沒有壯大聲勢,還搞得地方雞犬不寧。也許,她希望一一二八的惡夢早點過去,但選後隔天真正的惡夢可能才要降臨。

現在的國民黨人可能很羨慕,民進黨有一個蔡英文,所到之處,同志歡迎,選民懷念。這種場景,不是人造的神話,而是小英執政八年成功有以致之。那八年,堪稱小英號的奇幻之旅。二〇一六年快樂出航,二〇一八年遭遇逆風,二〇二〇年化險為夷,二〇二二年又滑一跤,二〇二四年總算順利交班,唯失去國會多數,陷入兩年多來的亂局。不論如何,安度新冠疫情,半導體全球最強供應鏈,台灣經濟情勢向好,小英留下的政治資產,多數人從中獲益。這也是一一二八這一局乃至二〇二八年,她仍有重要角色可以、必須扮演。

總統直選三十年,民主先生往矣,他所留下的政治資產,早被他一度想本土化的國民黨棄若敝屣。二〇〇八年,馬英九少主中興,走的是連戰的「聯共制台/獨」路線,九二共識,一中各表,再加台灣經濟鎖進中國。二〇一四年,太陽花學運,敲響了馬政府的下課鐘。此後,轟動一時的「馬習會」,很快便船過水無痕。卸任後,馬英九諸法無我:不統是指不排斥統一,必須相信習近平,兩岸是中國內部事務,於是,他成為北京掌控國民黨、入島統戰台灣的政治資產。

詎料,今年初,馬英九基金會之亂,家屬向法院聲請監護馬英九。於是,前總統失智之說不脛而走。緣此,去年年中在敦煌脫稿演講「和平民主統一」,「尊重台灣人民的意願」,立遭國台辦訓斥應由「兩岸全體中國兒女來共同決定」,馬英九再也沒有機會申論。此一風波過後不久,鄭主席主導新時代國民黨路線。總之,眼前的國民黨,沒有總統級助選員。

民進黨的今天,二〇〇八年難以想像。首度執政,初次在野的對手不會手軟。可惜,阿扁也把一副好牌打到輸。即使卸任之後,馬政府有政治追殺之嫌,但至少選民力挺的初衷,絕不包括第一家庭之榮華富貴。幸運的是,二〇一二年出師不利,小英堅定向主流修正,而從二〇一六年重返執政,至二〇二四年連續第三屆執政,蔡、賴至少守住廉能執政,穩健確保台灣自立自主。國民黨,就沒有這麼幸運了。在野十年,連、馬路線仍在路上,北京對國民黨的介入漸深,鄭麗文上位主席,按趙少康的版本,中共出力不小。鄭也不諱言:若無「鄭習會」,自己很陽春。快人快語,既要總書記加持,如何接軌台灣主流,大成問題。

前因後果,國民黨陷入目前困境,頭面人物無法「共赴黨難」,每個人都在打自己的算盤,差別是二〇二八年還是二〇三二年。近在眼前的一一二八,幾個太陽心知大勢不妙,但除了到外縣市蜻蜓點水,以輔選之名維持自己的溫度,沒人想當鄭麗文的補位。韓院長,則是被綁在國會的格列弗。韓、盧、蔣、鄭,家家有本難念的經。一一二八,如果被打個落花流水,哪一個太陽能夠指責另一個太陽?這就回到問題的源頭了:假使本黨走到那一步,要從哪裡去找一個蔡英文?

小英,賴桑,蔡規賴隨,「遇到壓力不屈服、得到支持不冒進」,民進黨的路線,一步步向主流民意靠攏,也跟中華民國「另類和解」。如今,前後任總統,前後任主席,分進合擊一一二八。反觀朱立倫、鄭麗文,一路讓國民黨由藍統走到紅統、統一走到被統。令人納悶的是,經過馬英九執政八年,台灣的主流民意方向,繼續朝維持獨立現狀走向永遠獨立發展。但國民黨渴望重回執政,卻背離主流自抹紅、主權安全俱可拋。這到底要怪二〇二四年立委選舉,頭家給了國民黨錯誤的訊號,還是國民黨錯誤解讀了頭家給的訊號?

台北市長蔣萬安兒子「大寶」蔣得立獲選國際交換學生,除了國籍爭議外,另也引發是否違反「公職人員利益衝突迴避法」(利衝法)的爭議;法務部廉政署昨指出,「利衝法」及施行細則中均明文規定,必須揭露公職人員與關係人的姓名服務機關及職稱。

監院:依法進行查調先行程序

國民黨台北市議員昨也質疑監察院在無監委的情況下,去電台北市政府教育局了解交換生案,「國家機器動起來」;監察院昨發布新聞稿嚴正澄清,監察院為「利衝法」之執法機關,是基於職權依法進行查調先行程序。

台北市議員徐弘庭前天在議會質詢法務局、政風處,「大寶」獲得補助資格,蔣萬安是否違反「利衝法」?

法務局長連堂凱答詢表示,申請交換生範圍,不是市長執行職務範圍,沒有違反該法。政風處長吳滄俯則指出,法規相關解釋應以法務部為主,政風處目前掌握的資訊,蔣萬安未參與相關公文簽核及補助的申請審、核定。

廉政署表示,依照利衝法第十四條第一項規定,公職人員的關係人,原則上不能接受與該名公職人員所「服務」或「受其監督」機關的補助。若是公開補助,公職人員的關係人則不在此限,但須在事前主動在申請文件中表明自己與公職人員的關係;且補助行為成立後,該補助機關也應主動公開。

「這些都規範在揭露表範本中」

廉政署指出,另依利衝法施行細則第廿六條規定,揭露內容須包含公職人員姓名、服務機關、職稱等資訊,還有關係人姓名、其與公職人員關係等訊息,「這些都規範在揭露表範本中」;不論公職人員有無參與補助審核,都應該履行揭露義務。

另外,國民黨籍北市議員柳采葳、張斯綱昨天在市政總質詢揭露,監察院有人致電教育局詢問該計畫,質疑監察院現無監委辦案,工作人員憑什麼查個案?

監察院說明,依利衝法規定,公職人員選舉罷免法選舉產生之各級政府機關首長及其關係人,其罰鍰由監察院處罰之;監院並訂有「監察院辦理公職人員利益衝突迴避案件作業規範」,明定派案及調查程序。

監察院指出,該院並參據法務部九十六年六月十三日法律字第〇九六〇七〇〇四三二號函釋,縱因無監察委員致未能正常行使罰鍰裁處權,仍須本於職權釐明相關事實,進行查調先行程序,媒體報導及議員質詢對監察院依法查調利衝案件之行使程序有所誤解。

李嗆到場員警「我認識你們局長」

醫護人員發文指出,李柏毅當下過於大聲,以為是急診暴力。小朋友剛開始在急診外,李拒絕再次評估後,醫護人員請他冷靜,不要影響其他病人,但他咆哮:「哪裡?哪裡有其他病患!」在被勸告不能錄影下堅持錄影。派出所員警到場後,李柏毅向員警直嗆:「你打給你們局長,我認識你們局長!」

李柏毅昨受訪態度轉變,表達自己初為人父有很多要學習,對醫護造成困擾,致上最大歉意;道歉過程中,李柏毅哽咽落淚並七度鞠躬致歉。

李柏毅昨說,當晚女兒出現發燒、咳嗽、嘴破等症狀,他與太太先帶女兒到馬偕醫院,發現人太多;接著到接生女兒的中山醫院,當晚急診沒有兒科專科醫師,在院方建議下,到國泰醫院。

李柏毅表示,晚間約十點多抵達國泰醫院,電子板上候診人數為〇;看診後,對醫生建議以及說法,他不能接受,聲音大了起來,的確不應該在公共場所吵鬧影響他人,會深自檢討。李柏毅也解釋,當下因為想投訴,所以要拍攝該醫師的醫師證。

醫師:說不怪醫院 卻批醫療人員不專業

不過有醫師感歎,李對媒體承認「有大聲」,其實做的事情是嗆要找高層、嗆要告人!急診室報警,他對警員嗆:「我認識你們局長!」李嘴巴上說不怪醫院,結果滿嘴說醫療人員不專業、說久等,說沒有給他妥善解釋。

衛福部統計,二〇二四年醫療暴力通報達四四四件創五年新高,最多發生場域在急診室,語言暴力最常見,肢體暴力最恐怖。

立法院八月二十五日三讀通過「醫療法」修正草案,規定強暴、脅迫、恐嚇或其他方法妨礙醫療業務執行者,可處五萬至二十五萬元罰鍰;對醫事人員、緊急醫療救護人員等以公然侮辱之方式,妨害其執行醫事、醫療或救護相關業務,處二年以下有期徒刑,得併科二十萬以下罰金。

健康網》咖啡喝太多恐傷骨!研究曝「這杯數」髖骨密度低 加1物安心

〔健康頻道/綜合報導〕澳洲研究發現,65歲以上女性若每天喝5杯以上咖啡,髖部骨密度比喝得少的人低;不過,每天喝2至3杯的中等攝取量,未發現明顯不利影響。食農專家韋恩指出,研究也觀察到,有喝茶習慣者的總髖部骨密度略高,但研究屬觀察性研究,無法直接證明喝咖啡或茶就是造成骨密度差異的原因。

韋恩於臉書發文分享,澳洲福林德斯大學(Flinders University)研究團隊分析近9,700位美國高齡女性、追蹤約10年後得到結果發現,每天喝5杯以上咖啡的65歲以上女性,髖部骨密度比喝得少的人低,每天2到3杯的中等攝取量,則看不出對骨頭有什麼壞處。然而,有喝茶習慣的人,總髖部骨密度則略高於完全不喝茶的人。

為什麼會這樣?韋恩說明,研究團隊提出的解釋是成分差異。茶裡面的兒茶素被認為可能促進造骨作用,咖啡的咖啡因則在實驗室研究中被觀察到會干擾鈣質吸收與骨代謝。共同作者Ryan Liu的說法是:「相較之下,咖啡的咖啡因在實驗室研究中已被證實會干擾鈣質吸收與骨代謝,不過這些效應很小,且可以靠加牛奶來抵消。」

研究還提到,比較值得留意的是,咖啡的影響會被其他因子放大。研究發現咖啡與酒精攝取之間有交互作用,在飲酒量較高的女性身上,大量喝咖啡和低骨密度的關聯更明顯。茶則相反,茶與BMI之間也有交互作用,肥胖女性喝茶對骨密度的好處看起來更突出。

韋恩提醒,這是一項觀察性研究,看到的是相關。研究者本人也講得很保守,福林德斯大學醫學與公共衛生學院兼任副教授Enwu Liu說:「我們的結果不代表你必須戒掉咖啡,或是開始牛飲茶。」、「但這些結果確實顯示,適量喝茶可能是支持骨骼健康的一個簡單方法,而非常大量的咖啡攝取可能不太理想,尤其對有飲酒習慣的女性。」

韋恩補充,換算成台灣人的日常,每天5杯咖啡大約是超商中杯連喝5次,多數人可能沒到這個量,加牛奶這件事也很好做。這意味著,台灣人習慣喝的拿鐵,就可抵銷掉負面效果。

私人捐地蓋長照機構 符「3條件」免徵土地增值稅

〔記者廖雪茹/新竹報導〕因應高齡化社會,不少熱心民眾規劃將名下土地捐贈作為長照機構使用,但你知道這樣是否能免繳土地增值稅嗎?新竹縣政府稅務局表示,為鼓勵長照機構設立,私人捐贈土地給經主管機關許可設立的「社區式」、「機構住宿式」或「綜合式」長照機構,只要符合相關規定,即可申請免徵土地增值稅!

稅務局進一步說明,財團法人長照機構受贈土地欲享有免稅優惠,除了須由私人捐贈給財團法人外,還必須同時符合以下3大要件:首先是用途明確:受贈土地確實作為興辦社會福利事業使用;其次是財產歸公:財團法人章程明定,機構解散時賸餘財產歸屬當地地方政府所有;最後為無利害關係:捐贈人不得以任何方式取得該捐贈土地的利益。

〔娛樂頻道/綜合報導〕國民黨台北市議員李柏毅在急診室咆哮醫護人員,被質疑是用民代身分「耍特權」,李柏毅8日淚崩認錯、7度鞠躬道歉。對此,律師呂秋遠今(9)日凌晨在臉書發文表示,為人父母,孩子生病時的焦急當然可以理解,但理解焦慮,並不代表可以接受對醫護人員發怒。

呂秋遠說,特別是當醫護人員都已經找了警方過來,當時的情況應該已經很嚴重,這是非告訴乃論的妨害醫療罪行,就算醫院沒有提告,如果檢察官沒有介入調查,可能永遠都會是謎。他指出,其實北檢可以主動偵辦(但會不會又說政治迫害?)只是,這件事給大家的啟示,其實是以下10點:

1.急診不是先到先看,而是最危險的人先看。

掛號以後等了很久,看見比自己晚來的人卻先被推進去,不代表醫院怠慢你。急診採取檢傷分級,心肌梗塞、休克、嚴重外傷、呼吸困難的病人,本來就必須插隊。因為在這裡,插隊的理由不是特權,而是生命。

2.要我們等,代表我們的情況沒有這麼危險,應該是好事。

如果醫護人員讓你坐在候診區等待,通常意味著經過初步判斷,你還不是現場最危急的人。真正完全不能等的人,往往根本沒有機會坐在候診區抱怨。

3.看不到的,不代表不存在。

這不是在講好兄弟,而是急救區裡可能正在CPR,救護車可能剛送進重大車禍患者,也可能有人正在處理腦中風、心肌梗塞或大量出血。候診區裡的病人,看不到那扇門後面正在發生什麼。因此,「我看醫生明明沒有在忙」往往只是我們看不到他的忙。

4.不相信,什麼都不存在。

要不要用哪一種藥、病人情況有沒有更惡化,不要問AI,不要上網問。我們做律師的,現在除了要防禦對方的律師,常常還要解答自己人的AI律師。任何問題,都是尊重現場處理的醫師,不相信,也不需要爭吵。

反正,怎麼樣都會告,那就不要為難現場人員了。

5.醫護人員不是服務業,急診更不是餐廳。

不要把急診室當作「突然頭痛,就去看看吧」的地方,急診醫療的核心,是在有限的人力、病床與設備中,把資源優先留給最可能死亡或惡化的人。如果只是感冒咳嗽,明天再去診所掛號就好,急診室是處理意外,不是應付日常。

6.可以詢問,但不需要質問。

等候太久、病情改變,當然可以告訴護理師:「他的狀況好像變差了,可不可以再幫忙評估?」這是合理的醫病溝通。但質問「到底還要等多久」、「為什麼別人可以先看」,甚至辱罵、威脅醫護,並不會讓醫療變得更快速。

7.病人的焦慮是真的,醫護的壓力也是真的。

醫師與護理師不會這麼無聊,在辦公室裡打電動發呆。還沒看到你,就是真的沒空。在檢傷分類以後,自己不是最急迫的,或是其實已經做了可以立刻安排的處置,那就耐心等待。

想像一下,救護車不斷進出,我們的狀況卻排在後面,不覺得自己還沒有生命危險,很值得慶幸嗎?

8.醫院裡,只有生死,沒有身份。

不論是議員、律師、企業家、醫師,進入急診以後,都只是病人。真正公平的急診,是一個人的社會地位不能改變檢傷順序。

哦,不過找分局長例外,有些人更加平等。

9.急診資源是大家共同擁有的公共資源。

如果病情可以等待門診,就應該盡可能利用診所或門診;急診永遠必須為那些「今天不處理,可能就沒有明天」的人留下空間。

10.進急診室要帶健保卡,但是請不要帶情緒。醫療人員沒欠你。

自己或家人的身體出狀況,不是醫療人員害的,對他們發脾氣、動粗、恐嚇,只會構成非告訴乃論的妨害醫療罪,可處三年以下有期徒刑,請不要以身試法。

男星拍戲電梯突「自由落體下墜」受困半小時 驚悚結局曝

〔記者蕭方綺/台北報導〕禾浩辰、吳子霏、蔡黃汝等人主演的華視與公視台語台聯手打造台語律政劇《無罪推定2》日前殺青,禾浩辰談到拍攝時最難忘的事,他分享有一場地下室停車場的戲,在拍攝完畢後準備回休息室,在進入電梯沒多久,整台電梯就像自由落體一樣突然往下墜,把電梯裡的大家都嚇了一大跳,經過約半小時左右的等待,最後由消防員協助救援,大家才順利脫困。由於拍攝期間恰逢農曆七月,當天收工後,禾浩辰也特地前往廟裡拜拜、祈求平安。

飾演洪智斌律師的徐鈞浩則分享這次是第一次來台南拍戲,很喜歡移地拍攝的新鮮感,不過這次南部拍攝是全劇最困難的部分之一。徐鈞浩表示,剛開始拍攝時都必須繃緊神經,隨著困難戲份陸續完成,心情才慢慢放鬆下來。沒想到原本應該利用空班時間「背劇本」,最後卻不小心變成「吃喝(吃胖)日」。

而在台南最不需要擔心的就是吃這件事,當自己想著「晚餐不知道要吃什麼才好」,想選擇便利商店時,朋友立刻列出一大串美食讓他參考,用盡全力阻止他吃便利商店。就連禾浩辰都忍不住笑說「很擔心鈞浩變胖,還好他是演富二代,稍微有肉一點也是可以的。」

邱凱偉與李冠毅則不約而同提到,在台南拍攝時天公不作美,幾乎都在下雨。邱凱偉表示,由於拍攝時間安排得相當緊湊, 無法體會慢活的台南生活,但在收工後還是有抓緊時間喝到心心念念的道地牛肉湯,超級滿足。他也觀察到,禾浩辰在拍攝期間對劇本相當投入,劇本上寫得密密麻麻,幾乎滿是自己的筆記,只要一有空檔,就會拿出劇本背詞、順台詞,對他的認真態度相當佩服。

在《無罪推定2》中飾演命案嫌疑人的李冠毅坦言剛開始入劇組難免會有些緊張,不過合作後發現大家都很專業跟友善,很快就克服緊張感了。他提到像拍攝法庭的場景,大家台詞很多又有大量的專業名詞,在等待的空檔每個人都很認真地複習劇本,他笑說:「很像在K書中心準備大考的樣子。」

〔記者林南谷/台北報導〕三立電視前資深副總經理龔美富之子龔益霆,被女星江祖平指控下鎮定劑性侵遭到起訴,台北地院8日上午開庭,江祖平先前聲請訴訟參與獲准後,昨她身穿白色上衣出庭,資深媒體人、電視名嘴姚惠珍也公開力挺,並抖出與三立電視長久以來恩怨。

姚惠珍昨晚在臉書發文指出:「今日護航副總子裝瞎,明日裁員43人作啞。」更表達訴求:「三立高明慧下台。」並高喊「關公泣」。

中央氣象署表示,今天(9日)東北季風增強,迎風面的雲量及降雨機率增加,桃園以北、東半部地區有局部短暫陣雨,清晨至上午南部地區亦有零星短暫陣雨,其他地區為多雲到晴,午後南部地區及各山區有局部短暫陣雨。

氣溫方面,今天夜晚清晨天氣較涼,中部以北及宜蘭低溫普遍在21到23度,若出現輻射冷卻,北台灣局部空曠地區可能降到17至20度,南部及花東低溫約24度左右,白天各地高溫約28至31度。除了早晚偏涼以外,日夜溫差也加大。

〔記者梁偉銘/綜合報導〕謝淑薇與拉脫維亞「O妹」奧斯塔彭科(Jelena Ostapenko)在2026年美國網球公開賽陷入苦戰,5:7、3:6不敵第8種子比利時梅騰絲(Elise Mertens)/俄國施奈德(Diana Shnaider),第4種子「台拉聯軍」女雙8強止步,台將也已提前結束本屆所有賽程。

經驗豐富的謝淑薇與奧斯塔彭科,此行在紐約大滿貫連闖3關、1盤未失,面對來勢洶洶的梅騰絲(Elise Mertens)/施奈德,開賽第5局錯失破發機會,盤末歷經互破纏鬥,「台拉聯軍」第12局又失守,首盤可惜讓出。梅騰絲正是「百搭天后」小薇昔日搭檔,熟悉彼此打法且勇於搶攻,次盤持續帶著年輕戰友施壓,「台拉聯軍」雖然重振旗鼓首局率先破發,隨即遭到比俄人馬雙破反撲,痛失優勢形成1:4落後。

〔體育中心/綜合報導〕現效力中國CPB長沙旺旺、現役中信兄弟重砲曾頌恩的堂弟曾佑恩,昨天面對廈門海豚上演單場猛打賞,還敲出CPB首轟。

現年23歲的曾佑恩,三級棒球分別在汐止國小、秀峰國中與鶯歌工商,大學繼續留在新北市,就讀輔仁大學。曾佑恩在2025年曾參加中華職棒新人測試會,但並未獲得職棒教練團的推薦,因此無法參加該年季中選秀會。

今年曾佑恩轉戰中國CPB夏至聯賽,加盟長沙旺旺,昨天面對廈門海豚擔任先發第1棒右外野手,在3局上敲出一發陽春砲,也是他來到中國賽場後的首轟,最終曾佑恩全場6打數3安打,上演猛打賞,還貢獻3分打點,可惜球隊仍以8:9落敗。

曾佑恩在夏至聯賽至今出賽10場,打擊三圍.275/.425/.370、攻擊指數0.795;曾佑恩近況火燙,已經連續3場比賽敲出,期間13打數狂敲6安打,打擊三圍.462/.538/.769、攻擊指數高達1.307。

〔體育中心/綜合報導〕MLB老虎台灣怪力男李灝宇的哥哥李灝昇同為棒球選手,目前在CPB(中國城市棒球聯賽)夏至聯賽奮戰,效力福州海峽,昨天後援0.2局失2分,終場福州海峽6:9不敵北京正大龍。

現年25歲的李灝昇,是目前效力大聯盟老虎隊23歲台灣新星李灝宇的哥哥,三級棒球之路就讀龜山國小、龜山國中與鶯歌工商,之後進入開南大學,在場上擔任投手的他,最快球速能來到148公里,過去曾在2023與2024年投入中職季中選秀,可惜皆落選。之後李灝昇轉往爆米花聯盟發展,今年6月再度參加中職新人測試會,但並未獲得職棒教練團推薦,因此無緣參加季中選秀。

目前李灝昇轉戰中國賽場,加盟福州海峽延續棒球生涯,不過表現不盡理想,夏至聯賽前3場出賽防禦率高達13.50。昨天他在6局下1出局後援登板,該局他成功抓下2個出局數,然而7局下續投付出代價,連續投出2次保送後退場,接替登板的隊友後續讓壘上2名都回本壘得分,都算在李灝昇的自責分。

此役李灝昇後援0.2局投18球有9顆好球,沒有被敲安打,但投出2次保送,失掉2分都是責失分,賽後防禦率上漲至16.88。至今李灝昇在夏至聯賽出賽4場,投2.2局就出現多達6次四壞保送,另有2次觸身球與1次暴投。

另外,與李灝昇同隊的前Lamigo桃猿、中信兄弟投手洪宸宇,昨天在8局下後援登板,主投1局無失分,飆出2次三振、投出1保送,包含K掉日職生涯184轟、曾包辦洋聯全壘打王、打點王的40歲古巴傳奇重砲戴斯潘(Alfredo Despaigne),賽後防禦率3.00。

美國持續對伊朗執行海上封鎖,而為了回應伊朗針對其海軍軍艦發射飛彈,美國傳出8日襲擊伊朗油輪,美國中央司令部(CENTCOM)表示擊毀5艘伊朗油輪,伊朗官媒也證實油輪遭美軍攻擊,後續伊朗誓言將以襲擊巴林和科威特港口附近的油輪作為報復。

綜合外媒報導,美國中央司令部表示,美軍部隊於9月8日摧毀5艘伊朗油輪,美軍在攻擊前已指示船員棄船,隨後才打擊這些船隻,使其無法運作。中央司令部指出,伊朗伊斯蘭革命衛隊(IRGC)在過去2天內,兩度以彈道飛彈鎖定一艘美國海軍軍艦,這艘美國軍艦成功躲避伊朗企圖發動的攻擊,並繼續在區域水域巡邏,沒有美方人員受傷。中央司令部強調,美軍此波攻擊是為了回應軍艦再度被伊朗飛彈攻擊一事。

伊朗方面僅證實兩艘油輪遇襲,伊朗《塔斯尼姆通訊社》(Tasnim News Agency)指出,遇襲油輪距離哈格島僅6.4公里,另外還有一艘油輪在南部港口城市賈斯克(Jask)海岸附近遭襲,兩艘船上的船員都已乘坐救生艇上岸。

伊朗國家電視台引述伊朗伊斯蘭革命衛隊的聲明,向那些在科威特和巴林港口附近航行的油輪喊話,要求船員立刻下船,因為這些船舶將成為伊朗的攻擊目標。

南投武德市集9/12開鑼 尋寶換好禮活動同步登場

2026南投武德市集第二階段活動,將於9月12日至11月1日,在南投文化園區登場,活動以「武德製造-南投風土、製造好物」為主軸,連續8週推出不同主題市集,並結合競技、DIY體驗、藝文表演與景點尋寶打卡換好禮,邀請大家週末走進武德殿,體驗結合在地文化與生活美學的市集風貌。

南投縣文化局指出,8週活動週週不同主題玩法,涵蓋懷舊、中秋、動漫、散策、野餐到潮流,每週均集結在地創生、手作工藝、農特產品及特色品牌等約30家在地業者參與,規劃以米換香、中秋剝柚、戰鬥陀螺、寶可夢卡牌、野生動物教育、寵物野餐及隨機舞蹈等特色活動,並搭配歌唱、攝影、舞蹈等競賽,以及親子DIY、藝文表演,讓每個週末都有不同驚喜。

此外,也同步推出「南投景點集章趣-武虎丸在哪裡」活動,以武德殿為起點,串聯稅務出張所、藍田書院及竹藝博物館等歷史建築與文化場域,民眾可依活動指引尋找「武虎丸」,前往指定景點拍照打卡、完成任務,集滿指定打卡點即可兌換每日限量好禮。透過集章遊程串聯歷史建築與文化館舍,帶領民眾走進南投市街區,認識城市發展留下的文化記憶。

文化局指出,武德市集活動時間為每週六、日上午10時至下午4時, 現場消費滿100元即可集章,集滿5章可參加紅包抽獎。另每日限量發售100張價值百元的「武德券」,50元即可購買1張,符合指定消費條件即可折抵使用,讓民眾逛市集、玩活動之餘,也能支持在地品牌與特色產業。
