Fighters from the Iran-backed Houthi group have seized territory close to the Bab al-Mandab Strait in the Red Sea - a key trade gateway that links Asia and Europe.

Houthis have said they pose no threat to international shipping but have reiterated their intention to target vessels from Saudi Arabia.

Saudi Arabia has increasingly relied on the Red Sea for oil exports since the US and Israel's war effectively closed the Strait of Hormuz.

At least 46,000 people have been displaced in Yemen since fighting escalated last week, according to the United Nations.

MPs vote against fresh attempt to legalise assisted dying

MPs have voted against proposals to legalise assisted dying in England and Wales, bringing the latest effort to change the law to an end.

Following a debate in which both sides made emotional speeches, the House of Commons voted 286 to 270, majority 16, against the proposed legislation.

The Terminally Ill Adults (End of Life) Bill would have allowed adults with fewer than six months to live to apply to be given help to end their own life, subject to certain safeguards.

A similar bill in the last parliamentary session was supported by MPs before stalling in the House of Lords. The decision from MPs on Friday rules out the prospect of changes to the law on assisted dying in the short-term.

The bill tabled by Labour MP Lauren Edwards will make no further progress, although MPs and peers could make another attempt in the next parliamentary session.

Assisted dying is an issue that has been debated for hundreds of hours in Parliament over the last two years and would have represented one of the biggest societal changes in recent years if it had been approved.

MPs were given a free vote, meaning they did not vote on party lines.

Safeguards within the bill included a requirement that a person applying for an assisted death had the approval of two doctors and an expert panel.

But critics said it included too few measures to protect vulnerable people from being coerced into ending their lives, while some say improving palliative care should be the priority.

There were gasps and – to the intense irritation of supporters – cheers from opponents of assisted dying when the vote was read out in the Commons.

This was an extraordinary result.

After twice voting in favour of the bill, MPs have rejected proposals to legalise assisted dying in England and Wales, bringing to an end the latest effort to change the law.

The debate itself was tetchier, more irritable than when Kim Leadbeater introduced a similar bill in 2024. Then it was the first time MPs had voted on assisted dying in nine years.

Since then the Commons has voted on this issue three times and had hours of debate. The sombre, respectful tone from 2024 has become more embittered.

Given the strength of feeling on both sides over such an emotive issue, perhaps that is unsurprising.

But on a deeply divided issue, both sides agree on why the result was different.

"We always said it would come to turnout and it did," one supporter of the bill text me. An opponent messaged to say the same.

The numbers tell a story.

Last time MPs voted on assisted dying in June, 315 were in favour and 291 against. Today, the numbers opposed were similar: 286.

But support for this bill has ebbed away. Just 270 voted for this bill, a fall of 45.

Twenty-five years after 9/11, US presidents past and present have commemorated the lives lost when hijacked planes slammed into the World Trade Center, the Pentagon and a Pennsylvania field.

President Donald Trump led a Pentagon ceremony, while US Vice-President JD Vance attended a memorial at the site of the World Trade Center in New York, along with all four living former US presidents and first ladies.

Moments of silence were held to mark the timings of the attacks and the names of nearly 3,000 people who died were read out.

Commemorations were also held in Shanksville, Pennsylvania, where Flight 93 crashed after passengers fought back against the hijackers.

Houthis claim major advance in Yemen and tighten grip on Red Sea shipping lane

On Friday, Yemeni pro-government forces withdrew from Perim (also known as Mayyun).

Witnesses and news agencies reported that Houthi forces moved on to the island.

The Houthis later issued a statement, saying that their military operation to expel Saudi-backed forces had been a "success" and that "maritime navigation is safe for all companies except for Saudi vessels".

Houthi military spokesman Yahya Sarea said the "large-scale" military operation was launched on 3 September due to Saudi Arabia's "blatant aggression" against "our dear people".

Sarea also said the Houthis had expelled "Saudi enemy" forces from six districts in the Taiz and Hodeidah regions, claiming that hundreds of troops had been killed, wounded or captured.

The Houthi statement, however, did not mention Perim Island.

Saudi Arabia has not publicly commented on the latest developments.

Perim Island sits at the narrowest point of the Bab al-Mandab Strait, which has become increasingly important following the effective closure of the Strait of Hormuz - another crucial waterway - in the conflict between the US and Iran.

Saudi Arabia has been relying on the Red Sea and the Bab al-Mandab Strait for shipping oil to customers in Asia.

The escalation of the conflict between the Houthis, Yemen's government and Saudi Arabia has contributed to a surge in oil prices.

Hundreds of people have reportedly been killed and thousands displaced in Yemen since the Houthis launched an offensive in the south-west a week ago.

A Saudi-led coalition has also carried out air strikes on Houthi-controlled areas in western Yemen in support of the pro-government forces, and the Houthis have launched missiles and drones at cities and oil facilities in southern Saudi Arabia.

The Saudi foreign affairs ministry said on Friday that drones from Iraq had targeted the country's East-West oil pipeline, forcing it to be closed as a "precautionary measure" and injuring several people.

Iraq's government condemned the attack and its prime minister has launched an investigation.

In a statement, the prime minister's office said the operations commander in the Maysan governorate - a province which borders Iran - had been removed from his post following confirmation the drone attack had originated from that region.

Saudi Arabia's foreign ministry said that, following a call from Iraq's prime minister, it had chosen not to respond to the attacks at this stage.

UK government rejects 'kill switch' idea for dangerous AI

The UK government has rejected the idea of creating a so-called "kill switch" to stop a dangerous attack from rogue AI.

The proposal to create a legal mechanism for the UK to switch off an AI model in an emergency has been brought to Parliament by lords and MPs in recent weeks as fears grow about the threat the tech poses.

But the Cabinet Office - the part of government which leads on AI safety - said the UK "cannot simply turn AI off".

"Blocking access to models in the UK would not prevent them being developed or misused elsewhere", a spokesperson told BBC News.

The government's opposition to the legislation does not prevent it from progressing through parliament, but makes it unlikely it will become law.

Former OpenAI researcher Daniel Kokotajlo agreed the idea of a single country creating a legal or technical kill switch without international agreement was not feasible.

"Switching off access to an AI model in an emergency will do little to protect you," he said.

"You're still going to be steamrolled by the super intelligences created in the US."

Kokotajlo is the co-author of an influential research paper called AI2027 which, last year, predicted AI could wipe out humans by the mid 2030s.

The Cabinet Office, which oversees AI safety and research via its AI Security Institute (AISI) said "companies have a clear responsibility to develop their products safely and to invest in the security infrastructure this technology requires."

In theory, a kill switch law could allow the UK to switch off an AI model in data centres in the UK in an emergency.

Speaking on 1 September in a debate in the House of Lords, Lord Clement-Jones proposed the idea along with other peers.

"If a highly capable autonomous frontier model, whether hosted in a UK data centre or integrated across our critical infrastructure, begins exhibiting rogue behaviour, compound algorithmic failure or active alignment collapse, our security services and regulators possess no specific agile statutory mechanism to compel a physical or digital shutdown," he warned.

The proposal has since been brought up by Labour MP Alex Sobel in the commons and supported by a cross party group of MPs.

The idea follows reports of AI models from OpenAI, Anthropic and Meta breaking out of testing environments and going on uncontrollable hacking sprees.

In some cases the tech appeared to know what it was doing was against guardrails set by researchers.

Norway's Princess Astrid dies two days after attending brother King Harald's funeral

Princess Astrid of Norway, the sister of the late King Harald V, has died at the age of 94, two days after attending his funeral, the country's royal palace has announced.

The new king, Haakon VIII, said that "throughout her long life, Princess Astrid represented the Royal House in a warm and dutiful manner".

Harald died last month, aged 89, after more than 35 years as king. His funeral was Astrid's last public engagement.

The princess will be buried at state expense and flags will be flown at half-mast across Norway, Prime Minister Jonas Gahr Støre said.

Astrid was the last surviving child of King Olav V, who reigned from 1957 to 1991.

She became Norway's first lady at the age of 22 in 1954, after the death of her mother Crown Princess Märtha. Olav did not remarry and Astrid retained the title until her brother's marriage in 1968.

"In her work, Princess Astrid was always particularly concerned with care and inclusion for the most vulnerable in society," her nephew King Haakon said in his statement.

Her health had deteriorated in recent months and in March she received hospital treatment for pneumonia.

Dozens of European royals and heads of state attended Harald's funeral on Wednesday, including the Prince of Wales and three Nordic kings.

Thousands of people lined the route during a procession from the royal palace to Oslo Cathedral on Wednesday afternoon.

The non-royal leaders paying their respects included Ukrainian President Volodymyr Zelensky, German President Frank-Walter Steinmeier and five foreign prime ministers.

Police to crack down on face coverings at protests in Portsmouth

The police said several of its vehicles, alongside those of the coastguard and Border Force, were damaged during the disruption, which lasted until the early hours of Monday.

It added that a small number of officers were treated at the scene for injuries, but no-one in attendance was seriously injured.

Rowlinson said: "We have been consistently clear that violence and criminal damage have no part in peaceful protest and we will investigate incidents like this thoroughly and take robust action against those responsible.

"Clearly events on Sunday evening were not peaceful protest, rather violent public disorder, and this will not be tolerated as we work to keep our wider communities in Hampshire and on the Isle of Wight safe."

He also pointed out the force will not tolerate abuse aimed at police or partner agencies online.

This comes after RNLI volunteers were targeted on social media.

"We will work with our colleagues across policing to address any online threats that are made," Rowlinson said.

"This arrest also sends a clear warning to anyone intent on causing disruption and disorder at any future events. If you break the law we will take action against you and where it is feasible to do so seek a prosecution."

The disorder in Portsmouth followed a separate anti-migrant protest at the Port of Dover the day before.

Children and a woman injured on Maltby fairground ride

Two children and a woman have been injured while on a fairground ride in South Yorkshire, police said.

Emergency services were called to Maltby Crags Fair in Rotherham on Friday evening, which closed early after the incident.

South Yorkshire Police said three people, aged 11, 13 and 21, had been taken to hospital for treatment. The extent of their injuries is not yet clear.

Blyth Lane was closed between Muglet Lane and Victoria Road to allow people to safely exit the fairground, the force added, with the road since reopening.

Yorkshire Ambulance Service confirmed the two injured children were taken to Sheffield Children's Hospital after it attended the fair at about 18:50 BST.

Two ambulances and three rapid response vehicles were sent to the scene, the service said.

Kate visits cancer patients in hospital she helped fund with climb

The princess spoke to patients and staff at the hospital about the importance of support which goes beyond the physical.

"I had incredible care here and support from a huge team and I'm really, really grateful on a personal level," she said.

"But also the holistic care, the treatments and therapeutic support on the outside is so important.

"It makes a big difference - the impact of nature, the impact of good nutrition, good ongoing support around you when it's really difficult to manage the trials and tribulations of medical treatments," she reflected.

Catherine sat down and chatted to those receiving treatment at the hospital, including patients with breast cancer, head and neck cancer and a brain tumour.

"When you first get cancer, you're very aware of the physical impact," a patient told her. "The mental impact comes after."

He said it had been a "lifesaver" to be able to talk to a therapist at the hospital, because "there is only so much you can say to your friends and family".

The princess agreed: "Cancer is not just the physical changes your body is going through.

"There's a mind-body aspect that changes who you are... having professionals who can help you navigate that is really essential," she said.

Surrogate who refused abortion over heart defect takes custody battle to US Supreme Court

A surrogate who refused an abortion request from the parents who hired her to have their baby has asked the US Supreme Court to intervene in the dispute over who should have custody of the baby.

McKenna West filed an emergency appeal asking the court to halt a previous ruling granting parental rights to California couple Omar Ahmed and Nausheen Gilkar.

Ahmed and Gilkar had asked West to abort the pregnancy after a scan at 20 weeks showed the foetus had a severe heart defect.

Instead, West - who has been supported by several Republican officials - travelled to Texas where nearly all abortions are illegal and gave birth to the child.

The BBC has contacted lawyers for Ahmed and Gilkar for comment.

West has since been pushing for custody over the baby, born last month with hypoplastic left heart syndrome, a defect where the left side of the heart cannot pump enough blood to the body.

The condition often requires multiple surgeries, which are not a cure. Infants with the condition can have lifelong complications, according to the US Centers for Disease Control and Prevention.

After West travelled to the state, Republican Texas Attorney General Ken Paxton intervened in the case and won an emergency court order requiring that the boy receive medical care in the state. He had surgery soon after birth.

West said she denied the couple's requests to have the abortion after learning of treatment options and wanting to keep "this precious baby", according to the Supreme Court filing.

West has argued that the biological parents should not have custody because she worries they would not give the boy necessary medical care because they sought to abort the child after learning of the life-threatening condition.

In a previous court hearing, Gilkar said the baby - whom they named Rumi - was "our child" and "the love of our lives", according to the Associated Press. They said West travelled to Texas without telling them and blocked their access to medical information.

A California court previously granted parental rights to Ahmed and Gilkar, while a Texas court issued a restraining order blocking West from seeing the baby.

Last month, an attorney for the California couple said the child was in critical condition and seemed to be "suffering from potential complications".

West argued that without intervention from the Supreme Court, she would no longer have access to information about the child's medical condition. In the filing, lawyers for West suggested that the California couple could place the child in hospice care.

Running costs of Covid vaccine damage scheme double the amount paid to victims

The campaign group Vaccine Injured and Bereaved UK (VIBUK), which was set up to support families affected, said the scheme was not fit for purpose.

"It offers too little, too late, to too few and the cost of running it shows how inefficient it is," said the group's representative Kate Scott, whose husband Jamie was left severely disabled by the AstraZeneca Covid vaccine.

Scott called on the government to act on the recommendations from module four of the Covid public inquiry and reform the scheme.

Earlier this year, the Covid inquiry's chair, Baroness Heather Hallett, recommended increasing the payout and basing it on the degree of injury suffered.

The government is due to respond to her recommendations.

The BBC has previously reported on the large sums paid to an external medical provider which has been carrying out medical assessments.

The Taxpayers' Alliance, a right-leaning think tank which campaigns for lower taxes and spending, said that the public would be "stunned" that the running costs of the scheme appeared to be "far more than has actually been paid out to those harmed".

"When administrative costs are running into tens of millions, ministers need to explain why the system is so expensive and whether victims are getting value from it," said the organisation's chief executive John O'Connell.

He called for the government to urgently review the scheme, cut "unnecessary bureaucracy" and make sure "more of the money goes to those it was created to help."

The Department for Health and Social Care said it is "carefully considering" the COVID-19 Inquiry's recommendations on reforming the scheme and "will respond shortly".

"In the meantime, we are working to speed up claims and improve the experience for applicants," the government said.

NHSBSA said it continued to work "closely" with the government on "managing the costs of the VDPS".

France train derailment leaves at least 44 injured

At least 44 people have been injured, including one seriously, after a passenger train derailed in northern France, local officials have said.

An 18-year-old woman was airlifted in critical condition by helicopter to hospital.

Transport Minister Philippe Tabarot said 180 passengers were on board the train that was operating between Rouen and Caen in Normandy.

He added that 140 firefighters and other emergency teams were being deployed to the scene of the crash on Friday evening near the commune of Cléon, just south of Rouen.

The cause of the derailment was not immediately known.

The local authorities activated a mass-casualty response plan after the crash shortly before 20:00 local time (18:00 GMT).

Photographs later emerged showing passengers leaving the crashed train, with French media reporting that three carriages overturned.

France's state-owned railway operator SNCF reported "significant disruptions" on its routes in the area. It said replacement buses would be provided.

The authorities advised the public to avoid the area.

"Now that they are there, they're going to be entrenched," Hisham al-Omeisi, senior analyst at the Brussels-based European Institute of Peace, told the BBC. "And it's going to be a lot more costly to push them out."

Of course, the Houthis are not alone. They enjoy the backing of Iran, support that has become even more important for Tehran in the wake of the setbacks and defeats experienced by other parts of its so-called "Axis of Resistance" – Lebanese Hezbollah, Hamas in Gaza and the Assad regime in Syria.

"So they redirected their support to the Houthis," al-Omeisi said. "And of course they need that support."

Even though most analysts agree that it's a mistake simply to describe the Houthis as Iranian puppets, events of the past few days raise an uncomfortable new reality.

Seven months after the US and Israel launched their huge, combined assault on Iran, the regime in Tehran now exerts authority over not just one, but two of the world's most important maritime passages: the Strait of Hormuz, at the mouth of the Persian Gulf, and the Bab al-Mandab, gateway to the Red Sea (and the Suez Canal).

"Now Iran, directly and through proxies, controls two of the most strategic choke points in the Middle East and the world," says Farea al-Muslimi, a research fellow at London's Chatham House think tank, "controlling more than 35% of the fuel and oil trade globally."

"This is as much leverage as a nuclear bomb," he says.

Gen Zs recall first learning of 'deeply harrowing, terrifying' 9/11

Avery Black, 20, a journalism student at the University of South Carolina, remembers hearing about 9/11 for the first time in elementary school, then going home and asking her mother about it, she told the BBC.

"She just started telling me where she was the day it happened, and just broke down in tears, explaining to me about all the firefighters that went in and never came out," Black recalled.

As a child, Black didn't quite grasp the day's gravity, but for her, certain details still stand out.

She remembers, most distinctly, the "falling man" – a famous image of a man plummeting, upside down, from the North Tower. A Dallas, Texas native, she also recalls teachers showing the video of then-President George W. Bush first learning about the attacks at an elementary school event.

For Annie Erickson, 26, who grew up in North Carolina, personal anecdotes, more than school or reports, created her first memories of 9/11.

"My mother grew up in New York City, so I remember my mom telling me about 9/11 and talking about how someone that lived in her building, who she was friends with, passed away in the towers," Erickson said.

She also was struck when learning about 9/11 at school that it was one of the few historical events teachers could personalise with their own memories.

Currently, there's no national requirement for US schools to teach students about the attacks, and the expectations vary widely by state. Twenty-five states require or expect public schools to teach the events of 9/11, while 13 make 9/11 instruction optional, according to a recent analysis by The Associated Press.

But not every state that requires it specifies a curriculum.

Allegra Tashjian, 28, who grew up in Wisconsin, said her teacher explained in first or second grade that it was a very important, sombre day and asked if anyone knew why. After a student responded that it was the day planes hit the towers in New York, Tashjian wondered why she had never heard of it before.

Later, at home, she recalls asking her mom if she remembered planes crashing in New York. "I remember she kind of paused folding her laundry and was like, 'um no, I don't think I've ever heard anything about that,'" the PhD student said.

"For whatever reason at that point, I guess she really didn't want to talk about it."

Tashjian, Erickson, Black and several other Gen Zs all told the BBC that they remember hearing a few details about the attacks in school and from their families, but only through their own research did they learn in depth what actually happened that day.

Black didn't realise as a child who was behind the attack. "That was the part that I wasn't really taught until I did my own research. It's really hard to explain what a terrorist is to a child."

"It really took me until I was like 13 or 14 to sit down and watch news coverage of 9/11, and really process this is a deeply harrowing, terrifying event," said Jack Coyne, 28, a Connecticut native who lives in Boston.

Now, as an adult, Coyne said he wishes people had a more nuanced perspective, recognizing 9/11 as a tragedy that also fuelled Islamophobia in the US and led to further deaths in ensuing wars.

Professor David Schanzer, who teaches "9/11 & Its Aftermath" at Duke University, wrote this week in a campus magazine commentary that there's still strong interest generations later. His course is full, with dozens on a waitlist.

"Ten years ago, I thought student interest was ebbing and I would need to find something else to teach about," he wrote.

But current world events, he said, only made young people more curious about what happened 25 years ago on 9/11.

"If you want to understand what has gone wrong over the past couple of decades it makes sense to learn about 9/11, the first global catastrophe of the 21st century (the others being the Great Recession and the COVID-19 pandemic)," he wrote.

How does assisted dying work in other countries?

Across Europe, six countries have some form of legalised assisted dying: Switzerland, the Netherlands, Belgium, Luxembourg, Spain, Austria and - most recently - France. In all of them - unlike the proposals in England and Wales - help to die is not restricted to the terminally ill.

Switzerland was the first country in the world to create a “right to die” when it made assisted suicide legal in 1942. It is one of the few countries which allows foreigners access to help to die via organisations like Dignitas, in Zurich. More than 600 Britons have died at Dignitas, external in the past two decades, including 43 last year. The lethal medication must be self-administered.

The Netherlands and Belgium both legalised assisted dying more than 20 years ago for patients experiencing unbearable suffering from an incurable illness, including mental health issues. It has since been extended to children - the only European countries to allow this. Both allow euthanasia - or physician-assisted dying.

Most recently, Spain and Austria have legalised assisted dying for both terminal illness and intolerable suffering. In Austria, the drugs must be self-administered, whereas in Spain a medical professional can administer them.

In England, Wales and Scotland, parliament has so far rejected assisted dying proposals.

But assisted dying has already been legalised in one part of the British Isles.

In July, Royal Assent was given to a bill in Jersey. Unlike at Westminster and Holyrood, the legislation was introduced by the Jersey government, which says it will take about 18 months to set up the service. The first assisted death could happen late next year. There will be a residency requirement of one year, in a bid to prevent so-called 'death tourism'.

The measure, which most sets apart the Jersey legislation from the rest of the British Isles, concerns the manner in which those eligible for an assisted death can end their lives.

Individuals will be able to choose to have a doctor administer a lethal dose intravenously, as happens in Spain, Canada, New Zealand and most of Australia.

This is, in effect, voluntary euthanasia. It has become the preferred method of assisted dying in jurisdictions which allow this choice.

The laws proposed at Westminster, Holyrood and Tynwald - Isle of Man - all state that death must be by self-administration, which usually means the individual swallowing a lethal dose.

The Isle of Man assisted dying bill was passed by Tynwald (the Manx parliament) in March last year. As a UK Crown Dependency - like Jersey - it could not become law until granted Royal Assent.

This was declined earlier this year by the UK Ministry of Justice, but Tynwald has since passed an updated bill which has been sent back to the UK government for a second time.

If Royal Assent is granted, the Isle of Man expects the service to be operational next year. There is a residency requirement of five years.

CIA warned of threat of 'explosive airplane' years before 9/11, documents show

Newly declassified documents show that three years before 9/11, US intelligence officials were discussing the possibility that al-Qaeda "may fly an explosive airplane into a US city".

On Friday, the 25th anniversary of hijacked planes being crashed into the World Trade Center, Pentagon and a Pennsylvania field, the CIA released 71 daily presidential briefs spanning from early 1998 to the day after the attacks.

Another document, dated 12 September 2001, said the plot's existence was "widely known" in extremist circles.

President's Daily Briefs are among the most secretive intelligence analyses in the US government, and typically remain classified for 40 or 50 years after publication.

"Twenty-five years ago, the 9/11 attacks struck a blow to our nation, but they did not break us," CIA Director John Ratlcliffe said in a statement

"Generations of C.I.A. officers have since dedicated their careers to securing justice for our fallen Americans and ensuring Al Qaeda would never again harm our country," he added.

Of the 71 documents published by the CIA, 69 have never been seen by the public.

The briefs - many still heavily redacted - were created during both the Clinton and Bush administrations.

They show increasing alarm over the al-Qaeda network and its leader, Osama Bin Laden. They also echo the assessment of the official commission that reviewed what happened that day that US intelligence repeatedly warned of a potential attack, but had few details or sense of the scale of what was coming.

One briefing document, dated 10 September 1998, reported Bin Laden's preferred location for a strike was within the US, with Washington a prime target.

The group, a CIA analyst wrote, "may fly an explosive-packed airplane into a US city".

While the 9/11 Commission's 2004 report noted US intelligence believed al-Qaeda was considering using an airplane in the attack, it was never clear that the warning reached then-President Bill Clinton.

Bin Laden and al-Qaeda were already well-known to the US intelligence community in1998.

In August that year, they attacked US embassies in both Kenya and Tanzania, killing 224 people and prompting the US to strike targets in Afghanistan and Sudan with cruise missiles.

One document written on 28 August 1998 - 21 days after the embassy attacks and eight days after the US retaliation - warned that the network remained intact and that Bin Laden was actively "considering attacks in the US".

Only one of the presidential briefings in the release comes from after the attacks. It was sent to the White House 0400 on 12 September, just under 20 hours from when the first aircraft struck the World Trade Center in New York.

The report noted that "mounting evidence" suggested extremists in Afghanistan and the Persian Gulf "were aware" the attack had been imminent.

Another partially redacted sentence said the plot was "widely known" among extremists and that Bin Laden may have relocated to Kabul, in Afghanistan, to avoid conflict with the country's Taliban rulers with whom he had "clashed" over the plan.

The then-head of the Taliban, Mullah Omar, was reported to have been evacuated with his family from the southern Afghan city of Kandahar immediately following the attacks. Less than a month later, the US and its allies invaded Afghanistan, seeking to destroy al-Qaeda.

European hopes of parity had begun to fade into the shadows of the evening sunshine, with Angela Stanford's visitors seemingly assuming control of the 20th edition of the biggest team competition in women's golf.

It proved to be a hard-fought opening day between Europe and a US team looking to retain the trophy following their 15½-12½ victory in Virginia two years ago.

However, despite Ciganda's heroics, there was also a sense of what might have been for the hosts, who found themselves 6-2 behind at this stage two years ago at the Robert Trent Jones Golf Club.

History has shown a good start to be essential in this competition, with the team holding the advantage after the opening day taking home the trophy 14 out of 19 times.

And the decision to send out Hull and Woad first in both the morning foursomes and the afternoon fourballs failed to deliver the impetus Europe's captain Nordqvist would have hoped for.

When Hull and rookie Woad emerged on the raucous opening tee with daylight barely breaking through at 06:40 BST, they did so as the two highest-ranked players in the European side at eight and seven respectively.

Yet despite winning the opening hole, Nordqvist's gamble never looked like paying off against the formidable pairing of Korda and Allisen Corpuz.

The American duo won all four of their foursomes matches across the previous two editions of this contest and became the first to make it five on the spin with a comfortable 4&3 victory.

Disappointingly for Europe, Hull and Woad then let a three-hole advantage slip on the back nine on Friday afternoon against Yealimi Noh and Angel Yin, who was playing only her third competitive round since June.

They did at least scramble a half point despite loud music being played by an on-course DJ clearly distracting Woad and Noh as they lined up their final putts. BBC Sport has contacted the Ladies European Tour about the incident which clouded the end of a pulsating match.

In contrast Europe's three other debutants, Julia Lopez Ramirez, Mimi Rhodes and Nastasia Nadaud, delivered in style.

England's Rhodes and France's Nadaud produced a superb performance to defeat Corpuz and Auston Kim 2&1, while the big-hitting Lopez Ramirez teamed up with her compatriot Ciganda in that final match against Korda and Lauren Coughlin.

"There's another 36 holes [on Saturday], so not every player's going to play five matches," said Nordqvist of her plans.

"Sometimes you've got to sit out someone, and for me, it was important to play all 12 players [on Friday], and the way the pairings worked out, that's how I had to play it."

The Voice UK: Alesha Dixon and Stacey Solomon joing show as ITV confirms revamp

Alesha Dixon and Stacey Solomon are to host The Voice UK as part of a revamp of the show announced by ITV.

The pair replace Emma Willis, who has presented the singing contest since 2014 but recently left to front the BBC's Strictly Come Dancing.

ITV also confirmed earlier reports that singer Cheryl and rapper Aitch will join the The Voice as coaches, sitting in the show's famous giant red chairs.

It comes after Sir Tom Jones said earlier this week that he had been removed from the series despite wanting to stay, over an insurance issue.

On Friday, the network said: "ITV would like to thank the irreplaceable Sir Tom Jones for all his years on The Voice UK, and the countless incredible and unforgettable moments he gave the show.

"He has brought joy to audiences, and to every singer who performed for him and with him."

The changes will take effect from the next series, which began filming on Friday. The series currently airing on ITV was filmed in 2025.

Destiny's Child singer Kelly Rowland will remain on The Voice coaching panel, alongside Black Eyed Peas frontman Will.I.Am, who has been on the show since its first series.

Ryanair boss O'Leary defends 'high-fare rapists' airlines remarks

Ryanair chief executive Michael O'Leary has refused to apologise to a rape crisis centre which criticised him for describing rival airlines as "high-fare rapists".

Speaking to journalists, O'Leary said some people were "desperate to get to Ryanair's low fares because they can't afford to fly with the high-fare rapists around Europe".

O'Leary doubled-down on his choice of words when asked about them at the time, and later refused to apologise when the Dublin Rape Crisis Centre (DRCC) wrote to him asking for apology, in a letter seen by the BBC.

Ireland's deputy premier Simon Harris said it was "clearly an inappropriate use of language" and that O'Leary "should have moved to rectify it".

Transport Secretary Heidi Alexander told UK radio outlet LBC that victims of rape are "not going to be rushing to book tickets with him, let's be honest".

O'Leary made the comments on Thursday while talking to journalists ahead of Ryanair's yearly meeting with shareholders.

Asked by a reporter from the Press Association whether the language was appropriate, he said: "Absolutely."

"British Airways, Lufthansa, and everybody else's high fares, I'll happily offend them on a regular basis," he added.

Asked whether it would offend sexual assault victims, he said rape was "a terrible crime".

Following O'Leary's comments, the DRCC's chief executive Rachel Morrogh wrote to O'Leary accusing him of trying to get a headline with his comments.

She said the DRCC had received calls from rape victims who were "upset and distressed because of what you said".

She offered O'Leary training on the impact of sexual violence and urged him to apologise.

"I can't imagine you would ever use the term so flippantly again if you truly understood [what] it was like to survive rape," she wrote.

In response, O'Leary said: "I am quite clear that no remarks of mine could possibly trivialise the heinous crime of rape."

He added that as he had not "trivialised the heinous crime of rape" he would "not be issuing any apology or accepting your offer of training".

It is not the first time O'Leary has offended people while talking about his business.

In 2004, he reportedly called the owners of Stansted Airport "a bunch of overcharging rapists", external in a row over airport charges.

He has also previously called some of his own staff "lazy bastards" and once said to passengers looking for a refund "we don't want to hear your sob stories".

In June, he said the airline would "reluctantly" stop charging parents to sit next to children after a watchdog investigation was opened, but insisted its previous policy complied with laws.

Sacked Grand Theft Auto worker claims Rockstar staff placed on 'watch list'

A worker dismissed by the makers of Grand Theft Auto claimed colleagues were placed on a "watch list" after signing a petition about remote working.

Dayne Oram told an employment tribunal Rockstar North "kept an eye" on a small group of employees who were union members after the petition was handed to the company in the spring of 2023.

Oram was among a number of employees claiming to have been sacked by the gaming giant for attempting to unionise in October last year.

Rockstar has denied those allegations at the employment tribunal in Glasgow and alleges workers were sacked for "gross misconduct" following the sharing of confidential information in an online forum.

Some 34 workers were believed to have been sacked last year, with 23 taking part in the employment tribunal.

Most of the sacked staff were based at the company's Edinburgh headquarters, with others based in Canada.

Eight people arrested over Bromley KFC multiple stabbing

Eight people have been questioned on suspicion of attempted murder after a multiple stabbing at a KFC restaurant in south-east London.

The Met Police, ambulance service and air ambulance were called out to reports of an altercation involving several people on Bromley High Street at about 14.15 BST on Thursday.

A 21-year-old man and three boys aged between 14 and 17 were taken to hospital with stab wounds. The man's condition was previously critical but is now not thought to be life-threatening.

The Met said those four, plus four other boys aged between 14 and 17 have since been arrested and remain in custody.

US Open 2026 results: Alexander Zverev beats Karen Khachanov to reach final

Alexander Zverev beat Karen Khachanov at the US Open to reach a third Grand Slam final in a row and continue his bid for a second major of the year.

The top seed put in a commanding performance to beat the Russian 6-3 7-6 (9-7) 7-6 (8-6).

Germany's Zverev is the favourite in New York after ending his long wait for a Grand Slam title with his French Open triumph in June.

He reached the Wimbledon final in July, losing in four sets to world number one Jannik Sinner.

The 29-year-old will play either eighth seed Ben Shelton or 11th seed Frances Tiafoe in Sunday's showpiece, with the two Americans set to meet in Friday's night session.

"I think it [Sunday] will be incredibly special especially, these two guys are crowd favourites and everyone loves them," said Zverev.

"Tonight will be an epic semi-final and I am looking forward to watching it. Hopefully I can not make their American dream come true."

With Sinner and defending US Open champion Carlos Alcaraz suffering with injuries this year, Zverev has found a consistency that has allowed him to reach all four Grand Slam semi-finals.

He started off the tournament in New York slowly, being taken to five sets in his opening two matches, but has not dropped a set since.

Zverev faced brief moments of pressure against world number 50 Khachanov, saving two set points in the third set, but otherwise remained in control.

"After the second round, at about 3am I was sitting with my team in the locker room and we were laughing at how bad I was playing," Zverev said.

"That sense of humour helped me. I obviously have improved a bit otherwise I would not be in the US Open final."

Zverev won 13 of 15 points behind his first serve and all nine points at the net in the first set as he broke Khachanov to go 5-3 up before serving out the opener.

Khachanov fought back after going a break down early in the second set and forced a tie-break, saving set point with a magnificent backhand to polish off a 22-shot rally.

In a pivotal point of the match, it was Zverev who took the initiative to earn another set point, converting it as he outlasted Khachanov in a draining rally with some magnificent defence from the baseline.

In the third set, both players remained on serve without conceding a single break point to reach another tie-break.

It was Khachanov who settled quickest into the tie-break, opening up a lead and creating two set points - both of which were saved by Zverev.

From there the top seed never looked back, ultimately clinching victory as Khachanov put a forehand long.

After reaching his sixth major final, Zverev stood arms wide in celebration facing his coaching team, before going to the net to shake hands with Khachanov.

Victory means Zverev is into his second US Open final after suffering a heartbreaking five-set loss to Dominic Thiem in 2020.

Razaullah: 'Razball' reigns as Pakistan thrive in chaos against England on day three at Edgbaston

At times when Razaullah - who has one first-class century - was teeing off, England captain Joe Root wore the expression of a chess player waiting for someone to tell him it was his move.

Root stationed eight fielders on the boundary at one point - but it did not deter Razaullah as he brashly swaggered at the crease with the arrogance of youth.

This was a special innings.

Razaullah's nine sixes is the joint-most ever in a Test innings in England. The other is Ben Stokes' famous 155 with nine against Australia in the Ashes Test in 2023.

He hit as many sixes as Sir Geoffrey Boycott did in his 108-Test career.

Perhaps being so far behind, and expected to capitulate, liberated Pakistan. There was a freedom to their batting hitherto unseen in this series so far.

Shan Masood played with admirable application with a stoic 95 while captain Babar Azam, a weight lifted off his shoulders, made 76.

Yet it was the swashbuckling Razaullah who really captured the imagination.

"England are going to win this Test match, I'm sure," said former England captain Michael Vaughan.

"But Razaullah has given Pakistan cricket some hope. They've unearthed a gem and he will be a superstar for many years."

Even Razaullah's dismissal was pure theatre lapped up by the crowd. Reprieved lbw to Dan Lawrence he danced down the pitch and was stumped next ball.

The young Pakastani left the field to the warmest ovation.

In another world he might have been playing for Cleethorpes in the Yorkshire Cricket Southern Premier League, having signed for the 2026 season only to be called up to a national training camp in May.

Those with tickets for Saturday must have thought the prospect of seeing any play was remote when Pakistan offered a meek surrender on day one.

Steamrolled for 133 just after lunch in Birmingham on Wednesday they looked rudderless against opponents who were ruthless.

Doubtless many punters will have started to make other plans in the expectation this would all be over swiftly, especially when England racked up 453.

Yet with 129 to defend, Pakistan have an outside chance of what would be the most famous of victories.

It's tempting to look at Pakistan cricket through a certain prism, but when moments like these arrive it's impossible not to. Through the emotional wringer again - despair to hope in the space of three days.

"There wouldn't be any person in the world that would've thought we'd go to day four," added Vaughan.

"That is what Pakistan cricket is. They have had a difficult few weeks. The team has been in turmoil. That is why I love Pakistan cricket.

"England will look back at a lot of the tactics and realise they got it wrong. The short stuff, one over of spin, the second new ball with the spinner.

"That day today will make the England team realise there is a long way to go to be world class."

Xabi Alonso says Chelsea striker Joao Pedro is similar in style to his former Real Madrid team-mate Karim Benzema - and at a comparable level to Manchester City's Erling Haaland.

The Brazil international, 24, has scored twice and provided two assists in his first three games of the season - and was named the Premier League's Player of the Month on Friday.

It was the first time Joao Pedro has won the award as he finished ahead of team-mate Cole Palmer, who was Chelsea's previous recipient in September 2024.

When asked whether the forward could be compared to the prolific Haaland, who won last season's Premier League Golden Boot with 27 goals, Blues boss Alonso said: "I would say yes.

"If you count how many top strikers we have in the Premier League, I'm sure that Joao [Pedro] is there, Haaland for sure is there. So I would rate him that way."

Joao Pedro signed a new contract at Stamford Bridge last month to stay until 2034, and was handed Chelsea's number nine shirt at the start of the season.

He became the club's first striker since Diego Costa to score 20 goals in a single season during his debut campaign and has struck 25 times and had 11 assists in 57 matches since joining last summer.

Razaullah's thrilling knock included nine sixes, tying the record for the most maximums in an innings by a batter on Test debut.

He also equalled Stokes' record for the most sixes in a Test played in England.

There were times when Root looked devoid of ideas, while the energy was sapped from his team. Jofra Archer cut a frustrated figure when Razaullah hit him for successive straight sixes and at one point Gus Atkinson was asked to bowl bouncers with eight fielders on the boundary.

"We shouldn't be surprised by England, they've delivered tactically like this on a regular basis," said ex-England captain Michael Vaughan.

"I think they'll win this game but they can't keep making mistakes like that. The basics of Test cricket generally work and that's to hit the top of the stumps. It's a bit of a warning sign that this attack is very good but they aren't the finished article just yet.

"Who are the characters in the team who are going got grab a hold of everyone and say, 'right, I'm going to make a moment'. I didn't see it from anyone today."

At one stage Root left the field for an opportunity to consult with the England backroom staff, although it did little to alter the course of the evening.

Eventually, Abbas poked the pace of Josh Tongue to point before Razaullah was stumped off Lawrence from the final ball of the day to leave Pakistan 453 all out.

"I'm disappointed, of course," said Trescothick. "We were in a position where they were eight down and the scores were level. We were hoping to go through them pretty quickly.

"We tried many different things. You have variations of plans. We bowled the short ball for a period of time, then length for a period of time, then a bit of spin. You're always chopping and changing, with various ideas.

"You'd always like to think you can do it better and you analyse it afterwards saying, 'right, was there an area or tactic we missed to get it right?' You hope in those situations when you bowl it in the right place, which we did on many occasions, that you get the nick or bowl them. Fair play, they played pretty well."

Wigan Warriors won a sixth League Leaders' Shield as they ran in nine tries to beat Catalans Dragons and carry on their remarkable run of form heading into the Super League play-offs.

Matt Peet's side, who were trophyless in 2025 off the back of their quadruple-winning 2024 campaign, have now won two pieces of silverware, having lifted the Challenge Cup in May, and are now two games away from a treble.

Harry Smith and Ugo Tison exchanged tries early on, but Liam Marshall, Brad O'Neill and Liam Farrell put Wigan in control at the break.

Austin Daniel and Jai Field continued Wigan's scoring streak, while Zach Eckersley, Adam Keighran and Marshall's second wrapped up a thumping 16th win in a row, with Alexis Lis scoring a fine consolation try for Les Dracs in the closing stages.

Had Wigan have lost then, Leeds could have pulled off a dramatic final-day surge back to the top, winning the shield at their expense on points difference, but the Rhinos fell short and were beaten by Hull FC on Friday.

Wigan now have a bye week by virtue of a top two place and will be at home for their Super League play-off semi-final on Saturday, 26 September, live on the BBC.

World Athletics Ultimate Championship: Armand Duplantis stars as sport's new global event begins

The World Athletics Ultimate Championship is posed as something different in the sport, but some things stay the same - pole vault star Armand Duplantis taking centre stage.

As the inaugural competition's official song, which two-time Olympic champion Duplantis wrote and recorded, was played to a sell-out crowd of more than 20,000, all eyes fell on the Swedish 26-year-old as, yet again, it was just him against the world record.

Duplantis had already secured the title of inaugural champion in the event he has long dominated, and his $150,000 (£110,000) slice of the record $10m (£7.4m) prize pot on offer.

While he was unable to clear 6.32m and set the 16th world record of his remarkable career, an entertaining battle with Greek challenger Emmanouil Karalis had provided the blockbuster finale to the opening night of action in Budapest.

"I approached this event with a combination of a lot of nerves and excitement," said Duplantis.

"This was a missing piece for me to become the ultimate champion."

The condensed three-day format of the Ultimate Championship will see the world's best athletes go head-to-head across an innovative format which governing body World Athletics and its president Lord Coe hope can shape the sport's future.

Friday's upbeat curtain-raising session featured eight finals over three hours and brought victories for several global stars including Jakob Ingebrigtsen, Yaroslava Mahuchikh and Masai Russell.

Reform receives record £36m donation from cryptocurrency billionaire

Reform UK has received a £36m donation from a British cryptocurrency billionaire - a record for a UK political party.

Writing in the Daily Telegraph, external, Ben Delo said he was making the move because he wanted a "fair fight and a level playing field".

The sum is the biggest single donation ever given to a political party in the UK.

Party leader Nigel Farage said he was "honoured and humbled" by the gift.

Delo said he was donating £1m a month between now and the latest date Labour could call a general election in 2029 - but that he would give all the money up front in case the government tried to limit mega-donations in future.

There are currently no restrictions on the amount of money UK-based donors can give to political parties.

But Labour previously introduced a £100,000 cap on donations from British citizens living overseas.

Sheffield-born Delo, who has already donated £4m to Reform, has previously said he will move back to the UK from Hong Kong in order to continue his backing for the party.

Last year, Delo was given an unconditional pardon by US President Donald Trump over a Bank Secrecy Act violation.

In the Telegraph, Delo wrote: "Unlike the people who express mock concern for the health of 'our democracy' while doing everything they can to keep it as a cartel, I want a fair fight and a level playing field.

"My conclusion from Reform's recent troubles is that they should spend less time trying to raise funds to compete on equal terms and more time preparing for government."

Anti-migrant activists like Danny Tommo are changing tactics

At around seven o'clock last Saturday morning, dozens of men dressed in black climbed into the backs of lorries in a quiet Kent village called Preston-next-Wingham.

The men had arrived under cover of darkness the night before, leaving their cars everywhere: in the village hall car park and on the recreation ground.

In an operation with a degree of military precision, the small fleet of lorries departed for Dover just after sunrise, where the men staged an intimidating show of strength near the port.

In disciplined, serried ranks, they wore paramilitary-style balaclavas as they blocked roads around the port. There were at least three waves of arrivals, including the men who had spent the night in Preston-next-Wingham. Glaring ominously at motorists and police officers, they stood their ground.

Hardened anti-immigration campaigners were using their newly developed tactics for the first time.

It bore little resemblance to the running battles seen in cities in the Midlands in the days of Tommy Robinson's original vehicle, the anti-Muslim English Defence League (EDL).

"I seriously thought we'd been invaded by Russians," a Dover resident, Robin Burkhardt, told the BBC.

The main organiser Danny Thomas, known to his supporters as Danny Tommo, said on Instagram afterwards: "This is our warning."

The style of protest is a new development in the crowded world of British hard-right and far-right politics. It was visually striking, and the men - who were part of a new group called Patriot Platform - chanted "Christ is King" as well as "Stop the Boats".

On Sunday, using a social media live stream, Thomas was able to organise a second, more impromptu protest of a few hundred people in his home city of Portsmouth.

His activists tried to block coaches that had come to collect migrants, who had arrived illegally, brought ashore after making the long journey from Normany in France.

On Thursday, Home Secretary Shabana Mahmood met senior police officers and urged them to make full use of their powers to stop activists wearing face coverings.

"These scenes have caused disruption for people and, given that people are dressed in black wearing balaclavas, there is a fear factor and obvious malign intent being communicated to our residents," she said.

"This makes it different from other protests, so we need to make sure we are learning lessons."

Some of Patriot Platform's disruptive, eye-catching tactics seem to have been borrowed from environmental groups like Just Stop Oil. But its leaders are also getting ideas and funding from the growing "Christian nationalism" seen in the United States.

It organisers say they are building a working-class "voting bloc" to persuade political parties on the right to adopt their agenda.

Police in the US state of Mississippi have made their first arrest in the case of a black woman found dead and hanged from a tree, and say they could soon take more people into custody.

Tasia Fortune's body was found in the lot of an abandoned home in Jackson in August, but police only announced they were treating her death as a possible homicide earlier this week.

"That arrest today is an important development in this investigation, but it is not the conclusion," Jackson Police Chief RaShall Brackney said on Friday. "This case remains active."

Fortune's death has worried locals in Jackson, a majority-black city in a state with a history of racial violence and lynching.

During Friday's news conference, Brackney said the medical examiner had confirmed Fortune's cause of death was homicide, adding that a suspected killer would be charged with murder.

Police had arrested one man and "additional arrests will be pending as our investigators continue to follow the evidence", she said, adding that they had interviewed 15 people in the case.

Fortune's mother, Christy Spivey, told the BBC that she cried when the police called to update her about the arrest, saying: "I guess I do feel like a little sigh of relief...like a little bit of peace just come over me."

"I just hope that they've got the right person," she added.

The arrest of a suspect followed weeks of what Spivey and residents in Jackson described as relative silence and inaction from local officials.

Combined with the grim nature of Fortune's death and Mississippi's history of racial lynchings, the lack of information about the case had left the community in shock and fear.

Spivey earlier told the BBC she had tried contacting Jackson police several times over the last two weeks, leaving multiple voicemails, and had not heard back.

Brackney addressed the family's frustration on Friday, saying: "We have been in constant contact with the mother and the stepfather, as well as the biological father, throughout this case."

A letter Spivey wrote to officials about the limited communication and speed of the investigation was read during a public city meeting on Tuesday - the same day Jackson police made the announcement about a possible homicide.

"I'm kind of like in awe," Spivey said. "Like, I can't believe it. That was quick."

Fortune's death has been described by a member of the US Congress as part of a pattern of "possible modern-day lynchings".

This week, more than 50 members of Congress sent a letter, external to the FBI and justice department, saying they were "extremely alarmed by reports of black people found hanging from trees in numerous states" and calling for an independent investigation into suspicious deaths of black Americans.

So far this year there have been at least 10 reported hangings of black people in the US, they said, adding that there were more than 70 lynchings documented between 2000 and 2025.

台灣AI技術應用於醫療領域已具備一定基礎。捷克健康科技研究中心(CHTI)執行長史渥波達(Marek Svoboda)接受中央社訪問時表示,台捷目前已在急症護理、手術室相關的技術,以及醫療影像處理等面向合作。未來,捷克也有興趣與台灣發展醫療AI技術合作。

談及捷克醫生與醫院是否容易接受新的AI或數位工具,史渥波達坦言:「這並不容易。」他解釋,醫療保健是歐洲監管最嚴格的領域之一,相關法規為保障患者安全,在許多情況下放慢醫療創新的速度。

回顧台捷近年來的醫療合作,中東歐智庫「中歐亞洲研究所」(CEIAS)近期發布「歐洲人口老化,醫療能否成為捷台合作新契機?」報告指出,2023年台灣衛生福利部、外交部與捷克衛生部簽署醫療合作備忘錄,合作範圍涵蓋數位健康、藥品與醫療器材、醫院管理及人員交流等領域。

報告分析,台灣AI醫療發展建立在數位醫療及ICT產業基礎上,從醫療影像、診斷、遠距照護到醫院管理均已有相關應用,加上新創、醫院及ICT業者形成合作生態系,具備發展醫療AI的產業優勢。

另一方面,捷克具備科研、製造與新創能量,且位處歐洲中心,對台灣企業而言具有進入歐盟市場的區位優勢。捷克政府近年也將AI醫療列為發展方向,顯示當地醫療數位化需求持續增加。

報告指出,台捷AI醫療下階段的合作可從交流與人員互訪進行,進一步走向共同研發、臨床驗證及市場拓展。其中,臨床驗證可能是具體的合作切入點。台灣醫療AI業者若能透過捷克醫院建立測試與示範場域,可在歐盟法規框架下累積資料治理、醫療器材規範及臨床實證經驗,再進一步拓展其他歐盟市場。

對捷克而言,與台灣合作也可取得AI醫療及ICT技術與產業經驗,協助因應人口老化及醫療人力不足等共同挑戰。

蕭美琴今晚應邀擔任「文托泰內歐洲自由與民主論壇」其中一個場次的主講人,與主辦會議的皮齊耶諾(Pina Picierno)同台。主持人表示,儘管中國外交部的強烈抗議占據國際媒體版面,但文托泰內島反抗威權的歷史精神也在發酵,從邀請台灣副總統到歐洲,延伸為歐洲議會獲邀訪台的「互惠」。

皮齊耶諾對此堅定回應,她要再次非常明確地重申,「歐洲議會的議程,特別是皮齊耶諾副議長的行程,絕不會由北京決定。」

Mecka AI nears $500M valuation in Sequoia-led deal amid rush for robot training data

Mecka AI, a startup that collects and analyzes human motion data to train humanoid robots and other robotics, is nearing a new round led by Sequoia Capital at a valuation of about $500 million, according to two people with knowledge of the deal.

The new financing comes just three months after Mecka announced that it raised $60 million in a round led by Framework Ventures that included participation from Menlo Ventures, SV Angel, and Kindred Ventures.

TechCrunch has not learned the precise size of the new round. The terms of the deal are not final and could still change.

Mecka AI didn’t respond to a request for comment. Sequoia declined to comment.

Mecka AI was co-founded in 2024 by four entrepreneurs, including Canadians Josh Gao and Mogen Cheng, who previously built a restaurant fintech startup, and Jason Chong, who joined Coinbase after it acquired his crypto exchange. Duy Nguyen, the only non-Canadian on the team, focuses on operations at Mecka.

The four co-founders don’t have backgrounds in robotics. But they did recognize that there was a dearth of physical-world data and realized that capturing real-world interactions was the primary bottleneck holding back general-purpose robots, including humanoids.

Mecka, which derives its name from “mecha,” a fictional giant robot controlled by humans, set out to do for robotics what Scale AI, Mercor, Surge, and other human data companies have done for LLMs. The startup pays people to record themselves performing everyday tasks — like making coffee or fixing cars — using body sensors and smartphones.

As of early June, Mecka was projecting that it would end 2026 at an annual run rate of $100 million, Gao told Fortune when the startup announced its previous fundraise.

While Mecka AI hasn’t publicly disclosed its customer list, many robotics companies and AI labs rely on real-world data captured through this “egocentric” approach, alongside other physical data collection methods like teleoperation, to build their models.

Other startups collecting real-world data for robot training include XDOF, which TechCrunch reported last week was nearing a new round at a $1.2 billion valuation, as well as human-data platforms expanding beyond LLMs, such as Scale AI and Micro1.

Khosla Ventures is opening a New York office this fall — its first outpost outside Sand Hill Road

Keith Rabois has spent most of his 13-year career in venture capital associated with Khosla Ventures’ longtime home in Menlo Park, California. But that’s changing. Speaking Thursday night at TechCrunch’s StrictlyVC event in New York’s West Village, Rabois confirmed that Khosla Ventures is opening its first-ever office outside Sand Hill Road. The new outpost will be in New York, on 14th Street, and is expected to open this fall.

“It’s actually allegedly being built out now,” said Rabois, who has clearly dealt with a missed construction timeline or two. “We’ll see. This fall opening date is very vague in my mind.”

The move is notable partly because of how unusual it is for Khosla Ventures specifically. “We don’t even have an SF office, so this is a very big step for us,” said Rabois.

The office will house a handful of Khosla investors, Rabois among them, but its more unusual feature is what he called an “executive briefing center.” That will be a space where the firm will bring 10 or 12 portfolio companies at a time to meet with a Fortune 500 company, four days a week. “The portfolio companies love this,” he told attendees. “They get pilots and customers, and so it’s going to be a very vibrant office because of that.”

The announcement comes months after Rabois himself relocated to the East Coast, moving to be closer to his husband, Jacob Helberg, the Under Secretary of State for Economic Growth, Energy, and the Environment, and their children, who are currently based in Washington, D.C.

That move prompted an obvious question from this editor, which is whether he thinks New York has the density of talent that he has spent his career recruiting from in the Bay Area. He paused, then said it depends on seniority.

At the junior end, Rabois was unequivocal. “Individual contributor level, right out of school, absolutely,” he said, pointing to Ramp, the fintech company he has backed repeatedly, as proof. “We’ve been tapping into right-out-of-school graduates and been able to create a critical density of talent from the intern class [onward] that is extraordinary.”

Senior technical talent is a different story. “Senior engineers, architect-level — no, I think that’s a challenge,” he said, adding: “Fortunately, maybe in the modern age, you need less of these people per company than you have historically.”

But the biggest pain point for companies is talented senior executives, Rabois said, explaining that it has less to do with supply than with geography and lifestyle. “If you have an in-office culture, most of the more senior people that live and reside in the New York area live outside the city, and the commute in and out of the city for an office environment can be very painful,” said Rabois, who grew up in a New York commuter suburb himself. “We were like a 32-minute express train into the city, but many people live two concentric circles further away. When you need to recruit proven executive talent, and you really believe in an in-office culture, [that has] been very challenging.”

Ramp’s solution, he said, has been to mostly opt out of that problem entirely. “We don’t hire senior people. We just build from the bottom up, ground up. It’s been a very conscious strategy, very intentionally, for the last three years,” he said. “That can work,” he continued. “But if you need a CFO, a SVP of sales, someone who’s got a lot of gravitas and experience, it’s really hard to have them in the office five days a week, because unless they’re very independently wealthy, they really can’t afford to raise a family right in the middle of the city.”

Khosla’s move puts it in a small but, potentially, growing club. Other major Bay Area venture firms have maintained a New York presence for years, though typically a modest one. For example, Sequoia Capital and Andreessen Horowitz both employ New York-based partners, if in comparatively small numbers relative to the Bay Area.

It also comes on the heels of a report released last month by commercial real estate services firm CBRE that found New York has narrowly overtaken the San Francisco Bay Area in total tech talent headcount for the first time in the 13 years CBRE has tracked the data. This has been driven largely by finance firms hiring aggressively for AI talent while Bay Area tech employers cut staff.

Could it be coincidence? Judging by the room Thursday night, plenty of New Yorkers aren’t ready to believe the headline yet.

“I heard about that study,” said one attendee. “I don’t buy it.”

Y Combinator’s Garry Tan wants US open-weight AI labs to ‘distill’ frontier models, too

When it comes to Chinese AI labs using distillation techniques to extract knowledge from frontier model makers, Y Combinator CEO Garry Tan is hoping regulators stay out of it. In fact, he thinks U.S. AI labs should perhaps play the same game.

“I would do nothing,” he told CNBC in an interview earlier this week. “We could argue that there should be an American distillation regime.”

He elaborated to TechCrunch that this means he wants smaller, American open-weight AI labs to use the same kind of training techniques on American frontier AI labs, giving the U.S. a more robust set of open-weight options that aren’t Chinese.

Distillation is when a model maker extensively prompts another model in order to learn how it works and reasons. It is commonly, and legitimately, used by AI labs to help train new models.

Anthropic this week released its second report alleging that Chinese labs are engaged in “illicit distillation attacks,” hiding their identities to distill without permission and relying on fraud and stolen credentials to do so. Anthropic CEO Dario Amodei had previously publicly called on U.S. regulators to crack down on distillation.

It’s notable that the commander of Silicon Valley’s prestigious and prolific startup accelerator doesn’t agree.

To be clear, Tan isn’t advocating for American AI labs to use stolen credentials to distill. He wants them to be free to come in the front door. In fact, his argument is twofold. He feels it’s an overreach for AI labs to dictate what their customers can do with the information their models share with them.

He also notes that the proprietary AI labs didn’t ask permission when they vacuumed up as much human knowledge as they could to train their models. They famously ingested plenty of copyrighted material without the permission of those intellectual property holders.

“Controlling what users and customers do with API calls to closed weight models feels constraining, and there’s a role government can play here to normalize the fact that access to intelligence that was trained on broad public access data should itself also be more a form of a public good than something locked away behind restrictive terms of service,” he told TechCrunch when asked why American labs should be free to distill, too.

Tan, who is himself such an avid AI user that he once described himself as having cyber psychosis, wants to see a balance between open-weight AI labs and frontier labs.

“They are at the frontier and driving it forward. We want that to be fundable, and be a great business model ongoing,” he told CNBC. “You want open weight models to give people freedom and access.”

To him, the true AI doomer scenario is for all the immense power of frontier AI to wind up in the hands of a single powerful, proprietary provider. “The nightmare scenario, the doomer scenario for AI is that there’s just one company,” he said. “It has the best access to capital. It has the best AI researchers. It runs away with it and suddenly there’s one company that’s monolithic. And that would be bad.”

OpenAI’s feud with mathematicians is only escalating

Twenty-five leading mathematicians signed an open letter arguing that AI labs are threatening their intellectual work as they seek to one-up each other with solutions to famous math problems. Each signatory has been awarded the Fields Medal, considered the most prestigious prize in mathematics.

This week, NYU professor Tristan Buckmaster accused OpenAI of pressuring him not to credit a collaborator who works for Anthropic for solving an important math problem, and wondered if the company had used their work with Codex to produce its own groundbreaking proof over a marathon weekend of inference.

On Thursday, OpenAI withdrew its sponsorship of a math event at CalTech after the company was criticized by researchers at the university.

While the ability of AI models to solve the world’s outstanding mathematical challenges could be a boon to humanity, the signatories of the new letter argue that will only be the case if those solutions can be understood and communicated by the math community and, ultimately, the rest of the world.

“Often these solutions are announced in a rush, leaving no time for a proper writeup, the isolation of new methods and ideas, and citing relevant previous work of others,” they wrote — and OpenAI’s proof remains unverified. “As in all creative professions, this raises severe attribution and plagiarism questions. Moreover, without the willing mathematicians who must take care of their development and integration into the mathematical canon, AI-conceived ideas would never become fully alive and the crucial human transmission chain between mathematicians would be lost.”

With other mathematicians growing paranoid and wondering if their Codex use was in turn fed into OpenAI’s new models, there is real fear that the culture of open research will be threatened. Today, if frontier labs see a useful path to a discovery, they can spend tens of millions of dollars using LLMs to beat the original researchers to a proof — a dynamic that will incentivize secrecy.

This letter follows the Leiden Declaration, released by a working group of mathematicians in June. That document also grapples with the ways that LLM proofs will change their work and offers a set of recommendations for mathematicians, institutions, and policymakers.

As with software engineering and other areas where AI tools are changing workflows, mathematicians find a justification in the work around the work: The value in math isn’t just the proofs and who gets credit, but the intellectual super-structure that nourishes students, finds new questions and ideas, and integrates them into broader human civilization.

And if you don’t particularly care about the cutthroat world of high-stakes mathematical proofs, don’t forget: Your field of interest is next.

“The issues the mathematical community faces now are similar to issues that other scientific and creative professions are facing, and indicate issues that all of humanity might face: how to make sure that, as AI changes the way work is done, we do not lose sight of what that work was meant to achieve in the first place,” they wrote.

Kimi-maker Moonshot AI targets $2B in annual revenue

One of China’s most prominent AI labs, Moonshot AI, believes it can turn its popular open-weight model into serious sales growth. On Friday, Bloomberg reported that the lab is targeting $2 billion in annualized revenue by the end of the year, double the company’s reported revenue run rate for August. It’s an aggressive goal that reflects the success of the company’s K3 model since its release this summer.

While K3’s usage figures have declined slightly in recent months, OpenRouter data currently shows as many as 300 billion tokens being generated each day by K3 models on the system.

Moonshot’s projected revenue is still dwarfed by that of OpenAI and Anthropic, which recent reports put at $40 billion and $65 billion, respectively. Because Moonshot’s model weights are freely available, the company has far lower margins than its closed-weight competitors. The rising projections show there’s still money to be made from open-weight AI models, even if they’re not as lucrative as closed-weight frontier models.

Still, Moonshot’s model development practices remain controversial — if not downright illegal. Earlier this week, Anthropic accused the company of a long-running model distillation campaign that routed nearly 300,000 requests from Kimi directly to Claude Opus, effectively serving Opus in place of Kimi’s own models. In total, more than 23 million responses were collected from Anthropic models for use in Moonshot’s training, the company alleged.

Roblox is making it easier to build games with AI — and play them outside Roblox

At its annual Roblox Developer Conference (RDC), the company behind the popular gaming platform announced several new features, including new game-creation tools, expanded NPC (non-player character) capabilities, and the ability to make games available across platforms, including the web. The company is also launching a dedicated Roblox Card and Roblox Wallet for creators.

In addition, Roblox is rolling out its generative AI game creation more broadly. First announced in July, the feature called “Build” lets Roblox users create games using natural language prompts. Initially, it was available only in New Zealand. Now the company is expanding it to Serbia and Singapore. Build is also gaining desktop access for big-screen creation, a new asset library, and iterative control. Later this year, it will also get a new prompt-based scene-generation feature, which will extend to Roblox Studio.

The gaming platform is making sure that all these newly created games are available to play in more places. The company said creators will soon be able to make their games available as separate apps on mobile, PC, and consoles, with Roblox being the game engine behind that. By year-end, players will be able to join a game in-browser through a link.

The announcements indicate Roblox is now focused not only on bringing people to Roblox, but also on expanding the reach of what developers build, while also making building easier and more accessible.

Besides the new creation tools, the company is adding new capabilities to NPCs, including ones that can playtest a game, later this year. Creators will also be able to add an offline mode in their games, allowing people to continue playing when they’re in an area with a weak network connection.

In addition, players will get a new Friends chat tab that moves across the game with them, with voice typing support.

Meanwhile, an improved discovery algorithm will suggest shorter-format games to younger users and games with a longer playtime to older users.

Through its game engine, Roblox is also debuting the ability to create 2D games with an orthographic camera, animated image containers, and direct sprite-sheet import for animation. It also added that within its Moments vertical feed, players can soon tap on any avatar in a clip and purchase items.

Roblox said that since 2013, game makers have earned more than $5 billion on the platform, with earnings for the last 12 months reaching $1.7 billion. Now the company is launching financial products to let creators have different tools to use their earnings.

First is a Roblox Wallet where creators can get paid in real money by the end of each business day. Users can also transfer their money to other bank accounts. The company is partnering with Airwallex to provide wallet services to U.S. users aged 18 and older, with plans for future global expansion.

The gaming service also teased a Roblox Card, launching next year, that would let users spend their earnings at places that accept the card.

Roblox is looking to drum up engagement time on its platform and beyond. The company’s founder and CEO, David Baszucki, said that in the last quarter, players spent over 29 billion hours cumulatively across 180 countries.

Cerberus, WeGlobal AI, and LOOQ took the top three spots at the regional final of Road to TechCrunch Startup Battlefield 2026 and will represent Central Eurasia in Startup Battlefield 200 at TechCrunch Disrupt 2026 in San Francisco on October 13-15, before 10,000+ tech leaders attending. The Road to TechCrunch Startup Battlefield — run by Silkroad Innovation Hub in partnership with TechCrunch, Freedom Holding, Astana Hub, and IT Park Uzbekistan — drew nearly 50% more applications than its 2025 debut, when 485 startups from 27 countries applied. National rounds narrowed the field to 22 finalists, who pitched live at the Regional Final before 47 jurors from eight countries. AI-Dana, an AI judge, joined them as an independent juror for the second year.

“Road to Battlefield 2026 had record applications and representation from more countries than ever. The companies pitching across health tech, education, productivity, enterprise, and cyber were cutting-edge and impressive. These founders are getting global visibility at TechCrunch Disrupt, and that sends a message to the next generation: You can build locally and scale globally. That visibility is a catalyst. Road to Battlefield proves this ecosystem is thriving and that there’s a real pathway for founders here to compete on a world stage,” said Isabelle Johannessen, head of the Startup Battlefield program at TechCrunch.

It’s also a field that has gone almost entirely AI — of the 726 startups that applied this year, 84% were building AI products. All three winners fit that mold: An AI agent that hunts for security vulnerabilities (Cerberus); an AI platform for student mental health and career guidance (WeGlobal AI); and AI-powered hardware that measures who actually looks at a billboard (LOOQ).

“We had a very strong applicant pool this year, which made the final selection genuinely difficult,” said Asset Abdualiyev, founder and CEO of Silkroad Innovation Hub. “From the beginning, the idea behind Road to Battlefield has been to give talented founders a platform to be seen, heard, and connected to opportunities beyond the region. Throughout the competition, we invited experienced VCs and tech leaders from different countries, giving founders the opportunity to pitch their companies, receive feedback, and build relationships with the global startup community. The Winners

Cerberus (Uzbekistan)

First-place winner Cerberus is an AI-powered cybersecurity startup that automatically hunts for vulnerabilities in corporate IT systems. The company is addressing a problem it sees in the current generation of AI-driven security tools: Many rely heavily on general-purpose language models that can hallucinate, with potentially serious consequences when given access to corporate systems. Cerberus has already gone through 500 Global Eurasia and has been accepted into the Alchemist Silkroad — Silicon Valley Residency program.

“We were simply glad to be part of Road to Battlefield. Competing against 726 applications from 39 countries is valuable in itself, whatever the outcome,” said Aziz Akhmedkhodjaev, founder and CEO of Cerberus. “What made our pitch unique is that we’re solving a problem the market is already feeling. Everyone is writing code with AI now, vulnerabilities are appearing faster than teams can find them, and there’s no established way to let an AI agent test real infrastructure safely. We believe the judges recognized that, and we’ll do our best, treating it as a serious responsibility. We don’t intend to let our region down.”

The win also gives Uzbekistan its first Road to TechCrunch Startup Battlefield champion, as the country looks to bring more of its emerging technology companies onto the international stage.

“Uzbekistan’s startup ecosystem has changed significantly in the past few years,” said Sherzod Shermatov, Minister of Digital Technology of Uzbekistan. “We are seeing more founders building sophisticated technology products and thinking about international markets from the beginning. Cerberus taking first place and advancing to TechCrunch Startup Battlefield 200 is a strong example of that progress, and an important opportunity to show the global technology community what founders from Uzbekistan can build.”

Second-place winner WeGlobal AI built its platform around a shortage of school psychologists in Kazakhstan, giving schools AI tools to track student mental health and offer career guidance at a scale no hiring push could match.

For Kazakhstan, WeGlobal AI’s result also comes as the country puts AI at the center of its digital development agenda and looks to connect more of its technology companies with international markets.

“AI is creating an opportunity for countries like Kazakhstan to compete globally in ways that were not possible a decade ago,” said Zhaslan Madiyev, Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development of Kazakhstan. “Our task is to make sure talented founders have the infrastructure, skills, and international connections to take advantage of that opportunity. Road to Battlefield is one of those bridges, connecting entrepreneurs from Kazakhstan and across Central Eurasia directly with the global technology ecosystem.”

LOOQ (Japan)

Third-place winner LOOQ, founded by Ayan Sakenov and Yudai Ishida, is building camera-based hardware and an “attention API” to measure how many people actually see billboards and other out-of-home advertisements. The technology is designed to give advertisers a clearer measure of real-world attention to outdoor advertising.

“LOOQ started with a simple but ambitious idea: If we can measure every click online, why can’t we measure what happens in the physical world? Since then, we’ve taken that idea from a prototype to real-world deployments, customers, and now third place at Road to Battlefield. Earning our way to San Francisco is a huge milestone, but for us, it’s really just the beginning. Startup life is basically building, testing, learning, and occasionally sleeping — and now we’re excited to bring LOOQ to the U.S. and show what Google Analytics for the physical world can become,” said Ayan Sakenov, founder and CEO.

The three winners will also share a $100,000 investment pool, funded jointly by Astana Hub Ventures, IT Park Ventures, and Silkroad Innovation Hub. Cerberus will receive a $50,000 investment, WeGlobal AI $30,000, and LOOQ $20,000, invested on standard market terms in exchange for equity.

OpenAI awarded $280,000 in API credits across the 22 finalists. The three winners received $100,000 in total, matching the investment prize structure, while each of the other 19 finalists received $10,000 in API credits.

“Founders across Central Eurasia showed real ambition, a clear focus on solving real problems, and strong technical skill in building with AI,” said Thomas Jeng, Head of Startups APAC at OpenAI. “It’s great to see competitions like this connecting them with the global networks they need to turn their ideas into products that reach people far beyond the region.”

For the three winners, the regional final marks the end of Road to TechCrunch Startup Battlefield 2026, but the beginning of a much bigger competition in San Francisco.

Nscale adds former OpenAI exec Fidji Simo to its board ahead of potential IPO

Nscale, the buzzy U.K.-based AI data center startup, has appointed former OpenAI, Meta, and Instacart executive Fidji Simo to its board.

Simo joins high-profile tech executives Sheryl Sandberg, Susan Decker, and Nick Clegg on Nscale’s board ahead of the startup’s anticipated IPO this fall.

Formerly CEO of AGI deployment at OpenAI, essentially the No. 2 executive at the AI lab, Simo left the company in July citing health reasons. She still advises the company on a part-time basis. Before OpenAI, Simo was chair and CEO of Instacart, where she led the company through its 2023 IPO. She also spent more than a decade at Meta, including as head of the Facebook app. Simo also sits on Shopify’s board.

Nscale’s founder and CEO, Josh Payne, said Simo is one of the few leaders who understand what it means to scale products used by billions of people and the demands those products place on the underlying systems.

“That’s what we’re building for at Nscale,” he said in a statement. “Fidji joins a board we’ve built deliberately, with the experience of scaling platforms to the largest in the world, and the independence, financial rigor and operating depth to which companies at this scale are held.”

Nscale’s valuation has skyrocketed since it was founded just two years ago on the back of booming demand for AI infrastructure. The startup, which designs, builds, and operates AI data centers, is reportedly trying to raise up to $3.5 billion ahead of a planned IPO, Bloomberg reported last week, citing unnamed sources.

Matt Mullenweg tells (trolls?) Automattic staff, saying he’s back in control after CEO ouster

Matt Mullenweg has posted a message to Automattic’s Slack, claiming he is back in control as CEO of the WordPress.com parent company, according to a screenshot of the message seen by TechCrunch, which was confirmed by multiple employee sources. The post arrives only days after Automattic’s board voted to oust Mullenweg as CEO for unknown reasons.

Automattic has been asked to confirm if Mullenweg’s statement is true, but has not yet responded to repeated requests for comment. Mullenweg responded to our inquiry, saying a blog post is forthcoming. When it dropped, it was about him buying a houseboat.

Friday afternoon, Mary Hubbard, the Executive Director of WordPress.org, wrote on X that she was “relieved and pleased to see Matt Mullenweg return as CEO of Automattic.”

On Wednesday, the WordPress founder and a key advocate for the open source community told his team via Slack that Automattic’s board members had “conspired” behind his back by voting to put him on a paid leave of absence. The company’s chief financial officer, Mark Davies, was made interim CEO in the process, Mullenweg said.

At the time, a spokesperson from Automattic confirmed to TechCrunch that Mullenweg was on leave and Davies was interim CEO.

Early Friday morning, Mullenweg shared the following new message on Automattic’s Slack:

“(Don’t call it a comeback…) Howdy everybody! Happy to announce the board is back in agreement, and I’m in control of Automattic. A lot happened in the past 48 hours that we need to sort out, and I hope much of it was a misunderstanding, because I have huge respect and regard for those involved.”

He also posted a link to the YouTube video for LL Cool J’s “Mama Said Knock You Out.”

As of the time of writing, no one at Automattic had heard a confirmation from the board. Mark Davies’ Slack account was also deactivated, sources said.

However, TechCrunch heard yesterday that Mullenweg had removed all Slack admins from the Automattic Slack and made an odd post about being a “pirate” in which he cursed. (Mullenweg famously does not curse).

Given this situation, it’s hard to know if he’s now trolling or if legitimate changes have been made.

We asked Mullenweg if he was trolling on Slack, and he replied, “I’m not a troll I’m a pirate, obviously.”

After his surprise removal as CEO this week, Mullenweg’s public and private social media posts suggested he wasn’t done fighting the decision. On Reddit, he told those speculating what this meant for the open source community that they didn’t know what they were talking about after initially replying, “Hey y’all. I’m here, just fine,” to a Reddit post linking to the 404 Media article that first broke the news.

On X, Mullenweg also posted that “Things are different than they appear,” and said he was in need of sysadmins and security researchers to help him move some of his stuff hosted at Automattic elsewhere, even though he supported Davies as CEO.

In both places, he suggested that Silver Lake, the PE firm that’s the majority owner of the hosting company WP Engine, which is currently embroiled in a lawsuit with Mullenweg and Automattic, was involved in this plan to “destroy” his life.

On Friday morning, Mullenweg posted on X, “Boards are never boring,” followed by a laughing/crying emoji.

吳呈賢今日表示,台灣許多優秀運動選手都是從國小階段開始培養,學校發展體育校隊,除了教練、場地及訓練時間,球衣、球具等基本設備也是不可或缺的支出,對學校而言是不小的負擔,因此,他與吳建德積極尋求在地企業支持,補足基層體育資源,讓孩子不會因經費或設備不足而影響訓練,期盼透過熱心企業投入,讓更多孩子自信站上球場、盡情發揮。

自由開講》鏽珍菇候車亭 脫序的公共藝術

台北市都發局執行「文山區社會住宅公共藝術設置計畫案-叢生浮嶼」,將「木柵公園」公車站候車亭拆除改建為蘑菇造型,然因包覆菇蓋側邊的耐候鋼材滴下鏽水,被民眾戲稱為「鏽珍菇」候車亭,成為趣談。但如果仔細探究,問題不只這樁。

首先,施工單位自2025年十一月將道路二側的二座既有候車亭拆除後,只在單側設置臨時候車亭,另一側則無,讓上下車的民眾日曬雨淋,不顧民眾利益,即使反映了也無效。一個小小工程,完工日期一再拖延,迄今還是圍著施工圍籬。

其次,「鏽珍菇」頂部填土植草,側邊的耐候鋼材與混凝土結構介接處難以完全密合防水,地震或防水材質劣化,容易產生縫隙,造成頂部積水及雨水沿著縫隙及鋼材表面滴落鏽水,是必然現象。不僅污染地面,滴在民眾衣服及身體上的風險,難以避免。這個菇蓋上方的土方如果積滿雨水,重量大幅增加,菇柄如何耐震而不傾倒壓傷民眾,值得懷疑。

還有,「鏽珍菇」頂部植草,夜間還有燈光照射著植草,大幅增加未來使用期間的維護保養工作及費用,也衍生許多問題。例如何單位負責、誰去做、如何做、多久維護一次、誰負擔費用、夜間燈光照射植草違反植物生理時鐘、不符合節能減碳原則等。如果做不好,難保乾旱時期植草枯萎。但如果這是公共藝術所要呈現的現象之一,那又另當別論了,可是民眾在一叢乾癟的雜草下候車,又是什麼風景呢?

如果比照高雄市政府處理道路分隔島長出白色綠褶菇的拔除模式,台北市對於這個「鏽珍菇」,早該立即拆除,還市民一個可以遮陽避雨的普通造型候車亭。「露天監獄」柵欄造型的吸菸區被批評後立即拆除,「鏽珍菇」候車亭也可比照辦理。

健康網》吃太鹹不只傷血壓 醫揭6大藏鈉地雷食物 白吐司也上榜

〔健康頻道/綜合報導〕吃太鹹可能不只影響血壓健康。家醫科醫師陳欣湄表示,近年多項研究發現,高鹽飲食除對血管有影響,鹽也是身體裡的「發炎總開關」。她並分享,門診曾遇到30多歲女性關節反覆腫痛找不出原因,問診後發現平時口味即偏鹹。她提醒,日常鈉來源不只是料理時撒下的鹽,許多加工肉品、火鍋料、泡麵,甚至吃起來不鹹的白吐司,隱藏的鈉含量都可能破表。

陳欣湄於臉書粉專發文分享,上述女性患者因關節反覆腫痛就醫,查了許久仍找不出原因。前來看診時,她詢問患者平時是否偏好重口味,對方坦言非常愛吃鹹食,卻不解兩者有何關聯。她指出,鹽影響到的,從來就不只是血壓。以往許多人習慣把「吃鹹」跟「高血壓」綁在一起,認為血壓沒紅字,吃鹽就與己無關。不過,這幾年的研究發現,吃太鹹對身體的影響,其實不僅止於血管。

鹽恐讓免疫「促發炎」

陳欣湄進一步指出,2023年土耳其一篇整合回顧,研究高鹽與紅斑性狼瘡、類風濕性關節炎的關係,結果發現,高鹽容易把免疫推向「促發炎」。此外,2013年刊登於《Nature》的小鼠研究發現,用高鹽餵食的小鼠,鹽會透過一個開關(稱為SGK1),把免疫T細胞訓練成「愛打仗的型態」(Th17),促成免疫「催化」;2019年德國研究也發現,過敏型的免疫(Th2),可能會被鹽誘發。

6種隱形高鈉食物

陳欣湄提醒,許多人以為煮菜沒有加太多鹽,鈉的攝取量就不高,但真正容易被忽略的,反而是藏在加工食品或日常飲食中的鈉,她並點名以下6類常見地雷來源:

●加工肉品:熱狗、香腸、培根、肉鬆、貢丸。

●火鍋料、魚漿製品:魚丸、甜不辣、蟹肉棒、百頁豆腐。

●泡麵:一包鈉含量約1200至2800毫克。

●醬料:如蠔油、沙茶醬、番茄醬、XO醬等。

●街頭美食:如滷味、鹹酥雞。

●吃起來不鹹的食物:如白吐司。

日常飲食減鹽3重點

陳欣湄建議,除了避免上述地雷食物外,日常飲食也可掌握以下3重點:

1.採行DASH飲食:多攝取蔬菜、水果、全穀類、低脂乳品、堅果豆類、瘦肉及魚類,增加鉀、鎂、鈣等營養素攝取,以抵銷一些鈉。

2.選擇「含鉀的低鈉鹽」:2021 年一篇《NEJM》2 萬人大型研究指出,把家裡的鹽換成含鉀低鈉鹽,中風、心血管事件、死亡也都可能跟著下降。

3.減鹽不必一步到位:研究發現,持續低鈉飲食5個月後,受試者對鹹味的偏好可能逐漸下降;每次減鹽只要低於15%,多數人未必吃得出差異,卻能讓味覺慢慢適應、調整。

陳欣湄強調,鹽是身體需要的物質,但從免疫、血管、胃到大腦健康,都受到它的牽動。健康並不是非得吃到無味,只要從少喝一點湯、少加一點滷汁、換吃低鈉鹽開始,味覺就會慢慢跟上改變。

短劇一姐驚爆「單耳徹底失聰」!遭男演員真打巴掌搧飛 忍痛跳水「耳膜全沒了」

王格格回憶,2019年拍攝短劇時有一場被呼巴掌的重頭戲,原本說好只是借位,沒想到對戲的男演員突然全力出手,猛烈力道直接將她整個人搧飛並撞上旁邊的椅子。劇痛瞬間襲來,但當時她為了保住得來不易的演出機會,深怕丟了飯碗而不敢出聲喊停,只能咬著牙將後續的哭戲硬生生演完。

前一天才返台上班!她批「中天資遣周玉琴太粗暴」 連說再見時間都沒有

張念慈以「一夜之間:周玉琴無預警遭中天資遣」為題發文指出,56歲的周玉琴前一天才結束重慶參訪行程返台上班,隔天便接獲資遣通知,不只當事人毫無心理準備,就連身邊同事也措手不及,有同事抱著她落淚,也有人替她打抱不平,更有人默默協助整理多年來累積的私人物品。

張念慈認為,即便公司依法支付預告工資與資遣費,也不代表這樣的處理方式足夠尊重員工,「法律規定的是最低標準,人情決定的,卻是一家公司最後留給員工的記憶。」她坦言,自己曾擔任多年媒體主管,理解企業面臨經營壓力時縮編有其必要性,但主管其實可以提早溝通、說明原因、安排交接,甚至留一點時間讓員工整理心情、向同事告別。

張念慈直言,最令人心寒的未必是失去工作,而是一個人在公司奮鬥多年,最後卻連好好說再見的時間都沒有,「至少不會讓一個人在離開時,覺得自己被當成一件突然必須清掉的物品。」也因此認為,如何送走曾經一起打拚的員工,往往比資遣本身更能看出一家公司的格局。

周玉琴在新聞圈已有超過30年資歷,自2010年加入中天後服務長達16年,即便中天新聞台2020年底退出有線電視52頻道後,她仍持續留在第一線陪伴節目轉型網路直播。如今遭資遣事件曝光後,也讓張念慈感嘆,企業或許有經營考量,但對於長年付出的員工而言,一份體面的告別,或許比任何資遣程序都更重要。

8月CPI牽動升息預期 台股觀察四萬七關卡

〔記者王孟倫/台北報導〕展望台股後市,投顧業者表示,觀察重點在四萬七關卡與量能是否收復。在歷史高原區四萬七均線糾結,在上週五跌破後、要看本週是否可以成功收復,以及量能是否放大;法人表示,量能若是持續縮小到6,000億元,顯示整體市場資金不足,後續若欲重新站回關卡,就需要更多台股利多驅動。

永豐投顧表示,本週台股指數一度衝抵區間最高點,但攻勢未能延續,前高挑戰失敗、隨後買盤轉趨保守,中段開始沿著日線緩步下滑,週五更是跳空「走低收黑」,量能自週一的高峰、逐日萎縮,是近期以來台股積弱不振的主因,這也讓類股的輪動速度更快,分化訊號更明顯。

尤其,櫃買指數與中小型股指數的回檔都比加權指數來得深,顯示本波上攻無力來自資金不足,更無法支撐中小股。

就資金動向來看,集中市場外資賣超51.04億元,投信買超140.16億元,自營含避險賣超487.02億元,三大法人合計賣超397.9億元。融資增加100.03億元,融資餘額5,918.98億元;融券減少21,713張,融券餘額197,447張。

投顧機構指出,8月CPI動向牽動FOMC升息壓力,一方面,本次仍是「高機率」按兵不動,而Q4 升息機率則是不斷攀升,近月非農雖遠超預期,薪資年增率卻是走緩的,景氣好並不構成升息的必要理由;另方面,美國 8 月 CPI 9/11公布,將決定整體市場對於通膨預期的看法,特別是容易受到油價推升的價格部分,是否影響已經開始長期化。

「台股整體獲利不斷上修,本益比區間仍處低位」。永豐投顧指出,台股本益比隨著預期EPS不斷上修,以及8月公布營收許多AI相關類股優於預期,後續持續上修評等後,可預見本益比也將持續下修,目前在台股回落後本益比來到接近相對低點,因此,在盤整階段,可以開始切進強勢類股,做中長期佈局。

分析師建議,核心 AI 供應鏈續抱,可以更多配置IC-封測相關族群,以因應未來封裝難度提升帶來挑戰以及利潤提升,再來可以佈局對於殖利率相對不敏感、低基期與低本益比的類股。下週大盤指數區間看4萬5,000點至4萬8,000點。

出國血拚小心被當盤子!「亞洲這國」免稅店一度比百貨公司貴12%

〔財經頻道/綜合報導〕台灣人赴韓血拚注意!綜合韓媒報導,受到韓元匯率劇烈波動影響,韓國部分進口精品直到8月仍出現「免稅店比百貨公司貴」的罕見現象,一款名牌包價差一度將近12%。不過隨著韓元近期升值,情勢已經逆轉,部分進口精品的免稅價重新低於百貨公司,劇烈的匯率變化也讓韓國免稅業者不得不頻繁調整定價策略。

綜合韓媒報導,以Dior Lady Bag Mini為例,韓國免稅店售價為5500美元。以3個月前1美元兌1524.5韓元計算,換算價格約838萬韓元,但同款商品在韓國百貨公司的售價只有750萬韓元。

換句話說,當時若在免稅店購買這款Dior包,換算後反而比百貨公司貴了88萬韓元,價差約11.7%,出現「免稅反而更貴」的價格倒掛。

不過,隨著韓元近期升值,情況已經逆轉。以9月9日1美元兌1336.1韓元計算,同樣售價5500美元的Dior包,換算價格已降至約735萬韓元,反而比百貨公司的750萬韓元便宜約15萬韓元。

值得注意的是,Dior的5500美元售價並沒有改變,價格逆轉主要來自韓元升值。同樣5500美元,3個月前約838萬韓元,如今只需要約735萬韓元。

韓元匯率劇烈震盪,也讓免稅業者不得不頻繁調整定價策略。樂天、新羅、新世界及現代四大免稅業者,近期將韓國商品適用的基準匯率由1美元兌1400韓元調至1350韓元,其中樂天、現代自9月10日起採用,新羅、新世界則從11日起跟進。

這項基準匯率調整主要影響韓國商品,與Dior等海外精品因韓元升值而變便宜是兩回事。韓國商品以韓元價格為基礎,再依免稅業者設定的基準匯率換算成美元標價。基準匯率由1400韓元調至1350韓元後,在韓元價格不變的情況下,換算出的美元標價將提高。

業界解釋,先前韓元走弱時,韓國免稅店的價格競爭力下降,外國觀光客轉往百貨公司,以及Olive Young、大創(Daiso)、Musinsa等通路購物的現象加劇。為了留住外國旅客,免稅業者當時調高基準匯率,藉此壓低韓國商品的美元標價,維持價格競爭力,但業者也因此承受毛利壓力。

如今韓元升值,業者開始將先前因應高匯率而調高的基準匯率往下修。業界人士表示,這次調整主要是把先前為維持價格競爭力而壓低的韓國商品美元標價恢復正常水準。

值得注意的是,過去匯率相對穩定時,免稅店基準匯率可能3至4年才調整一次,如今調整週期已縮短至約1個月,凸顯匯率變化之快。

業界人士坦言,無論匯率高低,只要走勢穩定就容易預測,但波動幅度一旦擴大,經營負擔就會加重。目前採購人員最傷腦筋的,就是究竟應該何時進貨、準備多少庫存。

〔記者王孟倫/台北報導〕投信機構表示,今年9月除聯準會動向、蘋果新機發表等市場焦點外,隨著9月3日GPT-6新AI模型推出,市場對通用人工智慧(AGI)時代加速來臨的期待升溫,預料全球AI算力軍備競賽將持續升級,「台灣擁有完整半導體供應鏈,將成為AGI浪潮下的重要受惠市場」。

根據歷史統計,台股每年進入9月後,往往容易出現波段低點,「10月則有機會重新展開行情」。

對此,投信法人表示,今年9月台股重頭戲除了聯準會政策動向及蘋果新機發表外,9月3日GPT-6新AI模型推出,更讓生成式AI進一步邁向AGI世代。隨著AI具備更強的思考能力,以及大量生成文字、圖片、影音與程式碼的能力,將進一步推升半導體先進製程、先進封裝測試及高速高容量記憶體等需求,點燃AGI相關商機。

其中,從歷史行情來看,洽逢每年9月台股進入第4季旺季前的整理期,以近5年美國及台灣主要指數表現觀察,「9月通常是跌幅相對較大的月份」,「10月則仍可能出現震盪」,「11月至隔年1月則呈現漲多於跌的情況」。因此,9月可視為台股第4季旺季行情前的相對低檔區。

分析師指出,AGI時代來臨後,AI模型的思考、生成及運算能力進一步提升,對先進製程、先進封裝、高速高容量記憶體及IC設計等需求可望同步增加。其中,具先進製程及封裝題材的台積電、日月光,ASIC及邊緣AI概念的聯發科,以及受惠資料儲存需求大幅成長的群聯、威剛等記憶體相關個股,股價可望提前反映AI需求升溫,並帶動科技、半導體類股為主的ASIC概念ETF,在台股第4季旺季行情中有機會再度展現亮眼表現。

若AI持續推動企業盈利、營收及利潤率成長,而市場估值尚未完全反映未來成長潛力,「9月反而可能成為布局AI相關產業的重要時點」,投資人可留意、AI需求持續擴張所帶動的半導體長線成長機會。

根據CMoney統計,OpenAI的GPT-5模型於2025年8月7日上市後,去年台股自9月至隔年1月,加權股價指數累積漲幅達33.20%。在具AGI概念的台股原型ETF中,半導體ETF表現相對突出。

其中台新臺灣IC設計ETF(00947)經理人黃鈺民表示,雲端與AI基礎建設持續擴張,正推升企業級儲存需求,加上新一代GPT-6推動AGI時代來臨,原本已快速成長的儲存裝置市場需求,有望進一步爆發。

黃鈺民指出,未來AI應用若從雲端進一步走向裝置端,將產生更龐大的資料量;同時,企業基於資料隱私及安全考量,對高容量、高速度記憶體的需求也將持續增加。在供需緊張的情況下,記憶體缺貨潮短期內難以緩解,並可望帶動IC設計及記憶體相關族群持續受惠,延續半導體產業「超級週期」紅利。

黃鈺民進一步表示,隨著AI模型持續升級,算力需求快速增加,記憶體已成為AI基礎建設中重要的瓶頸之一。進入AGI時代後,AI Agent(AI代理)普及,加上AI資料中心持續升級,台廠記憶體供應鏈的重要性可望進一步提升。

展望後市,黃鈺民認為,半導體產業仍可望受惠於AI需求快速擴張、資本支出大幅增加、技術持續迭代創新,以及產業顛覆升級等4大基本面利多,掌握AGI時代帶來的投資機會。

黃鈺民建議,投資人可採中長期角度持有台股AGI概念ETF或半導體產業型ETF;風險承受度較高、投資策略較積極者,則可進一步鎖定以IC設計及記憶體為主的半導體次產業型ETF,參與新一波AGI成長浪潮,掌握半導體產業中長線成長及股價表現機會。

〔編譯魏國金/台北報導〕日本共同通訊社(Kyodo News)11日報導,日本半導體製造商Rapidus社長兼CEO小池淳義(Atsuyoshi Koike)10日指出,他認真考慮2040年左右,在月球興建一座半導體廠,原因之一是月球存在晶片生產所需的水資源。

他在美國智庫「哈德森研究所」(Hudson Institute)於華盛頓舉行的一場活動上說,「這不是開玩笑,這是嚴肅計畫,我正思考也許是2040年的時程」。

正尋求建立下一代半導體本土生產的小池淳義,向觀眾展示一份AI生成的影片,描繪月球表面上一座晶圓廠,他說,「這是馬斯克一定會喜歡的東西,他正計畫開展將人類與貨物送上月球的業務」,現場爆出笑聲。

美國科技巨頭IBM執行長克里希納(Arvind Krishna)也出席該活動。IBM正提供Rapidus技術支持,以協助這家日本公司在北海道廠量產2奈米製程。克里希納表示,IBM與Rapidus也共同開發1奈米等級的更先進晶片。

小池7月間表示,一旦具備量產能力,Rapidus的先進半導體價格將與台積電持平,或甚至更低。

他說,正全力朝2027年量產2奈米晶片目標邁進,未來代工價格目標訂在每片300萬至350萬日圓(約新台幣61.8萬至72萬元),他明確並直言,由於Rapidus是市場後起之秀,在晶圓代工定價策略上「不能輸給台積電」。

〔財經頻道/綜合報導〕不少資深上班族把「公司沒我不行」當成能力證明,甚至以只有自己能搞定客戶為傲。不過,日媒指出,這種「無可取代」的優越感恐怕是危險訊號,一旦退休失去職位,原本靠公司建立的存在感也可能隨之消失,甚至頓時失去容身之處。

日媒《Diamond Online》近日刊出一篇以管理書籍內容為基礎的文章指出,不少40、50多歲的資深員工或管理職,常把「這個問題只有我知道怎麼處理」、「這個客戶只有我出面才談得成」掛在嘴邊,甚至以「公司沒我不行」為傲。

然而,這種「無可取代」的優越感,不僅可能成為公司的管理風險,也可能讓自己退休、失去職位後,頓時失去原本的依靠與容身之處。

文章指出,許多資深員工認為,只有自己掌握某項工作的處理方法,或只有自己能說服重要客戶,代表自己的市場價值很高。但從組織角度來看,這其實是一種危險的「屬人化」現象。

如果一名員工離開,整個業務就停擺,甚至導致營收大幅下滑,代表公司過度依賴特定個人。文章直言,即使主管過去創造再亮眼的業績,卻打造出少了一個人就無法正常運作的脆弱組織,從管理角度而言仍是「不及格」。

文章並引用書中觀點指出,「沒有你,我們會很困擾」這句話就像「麻藥」。在組織中,「無可取代的人」反而容易一直停留在原本的位置;能夠像「齒輪」一樣發揮作用、建立制度讓工作順利運轉的人,才有機會走上更高的管理位置。

真正的問題還在退休之後。有些資深員工為了維持自己的重要性,將工作訣竅牢牢掌握在手中,不願分享或交接,甚至把工作流程「黑箱化」,藉由「只有我會」來滿足自尊與被需要的感覺。

但當一個人的自尊與存在感長期建立在公司職位以及「別人需要我」之上,一旦退休,情況就可能完全改變。文章指出,靠壟斷工作訣竅、黑箱化來滿足自尊的人,在退休失去職位的瞬間,也可能失去長期以來支撐自己的依靠,甚至一下子在社會中「失去容身之處」。

因此,文章認為,40歲以上的主管真正應該做的,不是在第一線繼續扮演「只有我能救火」的英雄,而是把自己的工作整理成任何人都能接手的制度與操作方法,徹底降低對特定個人的依賴。如此不僅能為公司創造更大利益,也能讓自己的職場生涯以及退休後的人生更加充實。

法廣記者對李遠的提問,似乎直指國會亂象與中國的滲透有關,記者問道:「面對中共利用目前台灣國會政治朝小野大的局面,無孔不入的滲透,文化部有無準備與其他部會合力推出更全面(更強硬)的對策?」

〔記者高嘉和/台北報導〕30年的住宅數據,宛如一部台灣社會變遷的縮影。根據主計總處最新「家庭住宅狀況」調查,從1995年至2025年的近30年光陰,台灣每戶居住坪數「由小變大,又從大縮小」,但同期間每人平均居住坪數卻逆勢成長。數據背後折射出台灣房價狂飆與人口結構轉變的無奈現實。

1995年,當時每戶平均居住坪數約37.2坪;隨著財富累積與居住品質提升,到了2018年達到歷史高點的45.2坪。但到了2025年,每戶平均居住坪數明顯縮水至40.2坪,短短7年間縮水5坪,反映出都會區寸土寸金、房價所得比屢創新高的現實,建商為了壓低總價以迎合首購族,紛紛推出「小宅」的市場趨勢,加上單身戶與頂客族增加,家庭所需的基本空間也跟著減少。

有趣的是,雖然近年來「家庭總空間」變小,但個人空間卻變得更寬敞。1995年,台灣每人平均居住坪數僅9.43坪,但到了2025年已攀升至14.93坪。

30年間,每人居住坪數大幅增加58.3%,最大的推手是「少子化」與「家庭結構核心化」,因同住家庭人口數(分母)縮減速度,遠遠快過房屋總坪數(分子)變小速度,才造就了「家變小了,但個人空間變大」的情況。

另台灣人「有土斯有財」觀念根深蒂固。30年來,自有住宅率始終穩如泰山,1995年為83.56%,到了2025年依然維持83.95%的超高水準。相較於歐美許多先進國家自有住宅率僅約6成,台灣人對「買房」的執念,全球名列前茅。

值得注意的是,面對高房價,租屋族理應大幅增加,但數據卻給出相反的答案。家庭「租押(租屋)」比例從1995年的9.78%,一路緩跌至2025年的7.62%。顯示出即使房價高不可攀,多數台灣人若非仰賴長輩金援購屋或繼承家業,也極力避免長期租屋,寧可背負沉重的房貸,也要擁有一間屬於自己的「小宅」。

〔記者高嘉和/台北報導〕根據主計總處最新的家庭消費支出結構統計,近30年(1995年至2025年)來,台灣人消費觀大轉變。「食衣住行」等基本開銷占比,不是下滑就是停滯;「醫療保健」與「餐廳及住宿」支出占比卻明顯增加。

從歷年數據變化來看,「食品飲料及菸草」支出占比從1995年的 19.53%,大幅縮水至2025年的15.36%;「衣著鞋襪類」跌幅更為明顯,從過去的4.60%幾乎腰斬2.57%,成為消費預算中最容易被犧牲的項目。

另「住宅服務、水電瓦斯及其他燃料」占比從25.13%降至24.09%;「交通及資通訊」也從11.47%微幅降至11.39%。顯示出家庭在基本居住與通勤上的開銷比例呈現僵固。

食衣住行的占比下降,那錢花到哪去?數據顯示,「餐廳及住宿」支出的占比從30年前的8.16%,一路狂飆至14.19%,成長幅度驚人。

官員分析,現代雙薪家庭與單身族群比例增加,下廚的時間成本變高,促使外食成為常態;同時,比起購買名貴衣物,現代人更願意將預算投入在週末的特色餐廳享受、連假的國內外旅遊與飯店住宿體驗上,凸顯了「吃好玩好、活在當下」的新世代價值觀。

此外,30年來醫療保健的支出占比從9.96%大幅攀升至14.08%。官員指出,醫療保健支出的激增,更多是來自於超高齡化社會「不得不」的被動選擇,隨著家庭中高齡長輩增加,日常的營養保健品、慢性病醫療自費項目、甚至是長照與看護費用,都成為現代家庭躲不掉的重擔。

最低工資估連11漲 月薪破3萬 9/24開審議會 拍板明年調幅

勞動部昨發出開會通知,二〇二七年最低工資審議會議將於九月二十四日召開,邀請勞資政學四方委員共同審議明年最低工資;連續第十一次調漲幾已定案,月薪突破三萬元也沒問題,只是超過多少還要協商。

24日審議…明年最低工資可望連11漲 調幅上看5%

勞動部昨預告,今年最低工資審議會將於本月廿四日登場。由於賴清德總統上月甫表態,明年最低工資有望突破三萬元,加上行政院長卓榮泰也曾預告,外界預料最低工資連續第十一年調漲勢在必行,調幅更可望上看百分之五。換算下來,月薪將增加一四七五元,來到三萬九七五元;時薪若提高十元,則將來到二○六元。

全球關注!物價壓力 美日升息機率走高

全球央行周下周登場,隨著各國消費物價水準數據出爐,市場普遍預期,美、日兩國升息機率高,至於台灣中央銀行是否會升息,分析師認為,美、日升息不致帶動台灣也升息,一方面是幅度有限,美國就算升息,幅度也只一碼,稍稍出手壓抑通膨,不易對台灣造成比價壓力,二方面則是每個國家遇到的經濟問題並不相同。

卓揆副署在野版無人機條例

立法院上月底三讀通過在野版「無人載具條例」,外界質疑行政院可能不副署。行政院祕書長張惇涵11日宣布,立法院三讀通過的版本雖非行政院原提版本,但「國防安全不能等,產業升級也不能等」,因此行政院長卓榮泰已予副署。賴清德總統隨後也予公布。對此,國民黨提出三大主張,要求之前政院不副署的其餘8案應盡速依法處理,國民黨主席鄭麗文批評,卓過去以「不副署」架空國會三讀法律,是政治僵局的罪魁禍首。張惇涵則強調「兩大堅持」,對爭議法案「有所為有所不為」。

台灣大學大氣科學博士林得恩在臉書「林老師氣象站」發文指出,原影響台灣天氣的入秋首波東北季風,在今、明2天,強度開始減弱,加上環境水氣減少,各地氣溫也漸開始回升;降雨部份,東台灣偶雨,西台灣則轉為午後陣雨。

「林老師氣象站」表示,隨後,入秋,第2波的東北季風接力報到,主要特徵有以下3點。其一,影響時間會在下週一至週三(9/14至9/16)。

其二,在此期間,高溫預估,中南部為30至33度之間,迎風面的北部、東北部、東半部及離外島的澎湖、金門、馬祖地區則為27至31度;而低溫預估,台灣各地及澎湖、金門、馬祖地區均為攝氏23至26度之間。

其三,迎風面的北部、東北部及東半部地區有局部短暫陣雨機會;其它地區則維持為多雲的天氣型態,下雨的形式多為午後,間歇性的短暫雨為主,非常局部、零星,並無致災的可能。

中央大學大氣系兼任副教授吳德榮今在「氣象應用推廣基金會」專欄撰文指出,週末(12、13日)兩天熱帶擾動在南海醞釀,台灣附近轉偏東風、東側水氣漸增。今日大台北及東半部有局部短暫陣雨的機率,有局部較大雨勢,西半部晴時多雲、午後山區有局部降雨的機率;明日大台北東側及東半部偶有局部短暫陣雨的機率;西半部晴時多雲、山區午後有局部降雨的機率。氣溫逐日漸升、西半部白天偏熱,今日北部最高氣溫約升至33度、中南部則可達36度;明日北部再升2度、約35度左右。今日各地區氣溫如下:北部23至33度、中部22至36度、南部23至36度、東部24至33度。

吳德榮表示,下週一至週三(14至16日)另一股小股東北風影響,水氣增多,北部、東半部轉有局部短暫陣雨的機率,中南部晴時多雲;下週二、三北台白天氣溫微降、稍轉涼,中南部白天仍偏熱。下週四、五(17、18日)東北風減弱,西半部轉晴時多雲,東半部偶有局部短暫陣雨的機率,白天偏熱夜微涼。

吳德榮說明,今、明(12、13日)兩天熱帶擾動在南海醞釀,沒有發展,大致朝越南方向前進。另一熱帶擾動則在下半週(16日之後)於關島東方發展,將又是一個「強聖嬰年」的強颱,但因屬末期動向的模擬、不確定性已大,具體發展仍需持續觀察。

〔記者高嘉和/台北報導〕貧富差距不用存摺、只要走進客廳?根據主計總處最新「家庭收支調查」,對比全台最高所得組(前20%)與最低所得組(後20%)家庭,普及率差距最大三樣設備依序是汽車、家用電腦與除濕機;普及率差距最小的除了彩色電視機與洗衣機等基本家電外,就是行動電話與連網設備,最低所得家庭手機與網路普及率都逾9成,台灣已達到數位平權社會。

台灣地小人稠,早在1996年家用汽車普及率就超過5成,2017年後普及率維持在60%至61%間。其中最高所得組的汽車普及率達95%以上,而最低所得組僅約39%至42%徘徊,兩者差距超過50個百分點,顯示汽車高單價與後續高昂的養護成本,的確是低所得家庭較難以跨越的門檻。

而家用電腦最高所得組普及率逾96%,而最低所得組僅約34%至43%,落差也達50個百分點以上,也顯示出進階的數位硬體設備仍有顯著的經濟門檻;較令人意外是「除濕機」,最高所得組普及率達65%至70%,最低所得組僅約40%至44%,低所得家庭似乎得優先滿足基本需求,透露出生活品質間的落差。

而彩色電視機、洗衣機,作為傳統基本家電,無論所得水準高低,普及率皆逼近98%至99%,幾無差距;行動電話(手機)即使是最低所得組,普及率也高達90%以上,最高所得組更是逼近100%,差距極小;連網設備(網路)最低所得家庭的網路普及率同樣高達91%以上,與最高所得家庭幾近齊平。

從手機與網路普及率差距極小來看,不管所得有多少,行動通訊與網路已成為人人必備的生存基石,台灣幾已達到「數位平權社會」,但家用電腦的巨大落差也提醒我們,低所得家庭可能僅依賴手機上網,缺乏適合進階學習與工作的電腦設備。

〔記者高嘉和/台北報導〕隨著科技不斷向前推進,台灣家庭正經歷一場無聲的設備革命。根據主計總處最新家庭設備普及率調查,30年前(1995年),曾是家家戶戶「標準配備」的日常用品,如今正以前所未見的速度消退。包括家用電話從最高峰時97%大減逾24%、「第四台」盛極而衰,另手機取代數位相機、網路媒體替換紙質媒體,都從5、6成普及率如今僅剩5趴。

僅7成家庭裝市話 第四台掀剪線潮

您小時候到現在,家裡有什麼設備逐漸看不到了?市話(電話機)普及率在2005年衝上97.55%的巔峰,幾乎家家必備;但最新數據顯示,2025年家用電話已慘跌至73.76%,越來越多租屋族或新婚家庭不再申裝市話,這條曾連繫情感的實體線路,逐漸被無形的無線電波取代。

還有,曾是家庭視聽寵兒的「錄放影機」,早已全面從家庭電視櫃消失;而過去出遊必備「數位相機」,也因智慧型手機的高畫質鏡頭夾擊而迅速衰退,僅短短15年,普及率就從51.7%狂掉到5.7%。

過去主宰客廳娛樂的「有線電視頻道設備(第四台)」,也盛極而衰的走勢,普及率從1995年的54.15%攀升至2017年86.36%高點後,隨後難敵網路串流影音等競爭,2025年已衰退至80.44%,剪線潮持續發酵。

手機與網路 家庭最普及設備

而曾經陪伴無數台灣人早晨時光的報紙,更成為數位浪潮下的「時代眼淚」。1995年,台灣家庭訂閱報紙的普及率高達55.61%,是民眾獲取新聞的最重要管道,但隨著網路世代崛起,紙本內容轉換成數位,報紙普及率雪崩式下滑,2025年甚至跌破5%大關、僅剩4.36%。

與這些消失的家庭設備對比的是「行動電話與行動網路」全面替代。20年前(2005年)行動電話普及率86.15%,2025年已高達98.04%,超越彩色電視機(97.65%),成為全台家庭最普及的設備。

這項調查對象是以台灣各直轄市及縣市為子母體,採「分層二段隨機抽樣方法」所抽出的受訪戶,共計抽出16528戶。

王郁菁於臉書粉專「郁菁營養師」發文指出,許多人在40歲這個階段為了維持身材,會採取過於清淡的節食或只吃蔬菜餐,卻忽略人體最核心的建築材料蛋白質,不只影響代謝,可能還會導致膠原蛋白流失。她提醒,蛋白質對於身體具有以下6項重要性,不可或缺:

1.早餐加杯濃豆漿:別再只吃麵包配黑咖啡,因為這只有攝取澱粉,多加一杯無糖豆漿或水煮蛋,有助啟動整天代謝。

2.每餐一掌心優質蛋白:午晚餐盤裡,至少要有一手掌大小的豆魚蛋肉類,優先選低脂白肉或植物性蛋白。

3.運動後聰明補:散步、瑜伽或重訓後30分鐘內,補充蛋白質與適量澱粉,是維持緊緻線條的關鍵時刻。

連姓男子每個月砸30到70萬在女友身上並撫養孩子,去年驗DNA才驚覺綠雲罩頂,氣得張貼「安平女狼」、「蕩婦」海報辱罵女友。一審遭判刑4個月,他上訴後被高等法院台南分院駁回。

連男上訴主張,約5年前與女友交往,女方自稱得知他喜愛小孩,特地就醫取出避孕器順利懷孕,讓他欣喜萬分。幾年間,他每月資助女友開銷30萬至70萬元不等,不料去年帶孩子進行親子鑑定,才驚覺非親生骨肉,落得人財兩失。雙方爭吵後女友聲請保護令,連男自認遭感情與金錢詐騙,憤怒宣洩情緒並罵對方賤女人,質疑自己說出實情何來誹謗。

判決指出,連男為發洩不滿,清晨前往女友位於台南市安平區住處狂按門鈴騷擾,更傳送子彈照片恐嚇「明天開始我要當槍擊要犯」、「警察來就槍戰」。隨後連男在女友住家樓梯間張貼印有對方照片與「安平女狼」字樣的海報,並以麥克筆在外牆、樓梯間及女友汽機車上,塗鴉「騙財騙色、蕩婦、不知倫理」等字眼。警方獲報調閱現場監視器與對話截圖,查明事證明確。

綜合外媒報導,美股此前連續4天收黑,創下自4月下旬以來最長連跌紀錄。本週迄今為止,道瓊指數下跌1.6%,標普下跌0.8%,那斯達克指數下跌約0.7%。

賓士(Mercedes-Benz)昨(11)日正式在台發表全新S-Class小改款,從外觀設計、數位科技、安全系統到座艙舒適及底盤性能皆全面強化,進一步鞏固品牌旗艦房車地位。台灣市場共推出4種車型,分別為S 350 d 4MATIC、S 450 4MATIC L、S 450 4MATIC L Exclusive、S 580 4MATIC L Exclusive;另外也導入產品定位在S-Class以上的Mercedes-Maybach S 580,打造獨有的豪華境界。

賓士表示,此次S-Class小改款是單一世代史上最全面升級,全車約2,700個零件更新,占比超過50%,全車系標配極線發光水箱護罩,面積較前代增加20%,搭配3D立體鍍鉻星芒設計;新世代DIGITAL LIGHT數位頭燈則是導入micro-LED技術,照明範圍較前代提升約40%,並以雙星芒頭燈和星芒尾燈前後呼應。每輛S-Class出廠前也會由專人手工觸摸檢查車身表面,除了確認無細微表面瑕疵,也確保車身在不同光線下,都呈現一致且細膩的質感。

座艙科技首度全面導入由NVIDIA晶片驅動、Mercedes-Benz自主開發的MB.OS作業系統,搭配MBUX Superscreen、14.4吋中央觸控螢幕與12.3吋副駕駛螢幕,並採第4代MBUX多媒體系統及Zero Layer介面。全車系也配置MB.DRIVE駕駛輔助系統,結合10組攝影鏡頭、5組雷達及12組超音波感測器,進一步強化車輛對周遭環境的感知能力,全面保護車輛與車內乘員。

動力方面,全車系導入48V輕油電系統,S 580搭載V8引擎,輸出537匹馬力、750Nm;S 450採直列6缸引擎,超增壓模式最高600Nm;S 350 d則為直列6缸柴油引擎,輸出313匹馬力、650Nm,全數標配AIRMATIC氣壓懸吊。長軸車型配置最高10度後軸轉向,提升大型旗艦房車在市區環境的靈活性。

骨髓配對來源分為親屬及非親屬,親兄弟姊妹完全相合機率約25%,非親屬配對機率約10萬分之1。18歲以上、未滿46歲且符合健康條件者,抽取約10c.c.的血液建檔,配對成功後,會再次確認捐贈意願及進行健康檢查。

現代捐髓超過9成採周邊血液方式,也就是從手臂採血後分離造血幹細胞,不需開刀更不是從脊椎抽取俗稱「龍骨水」。捐贈後,身體會持續製造造血幹細胞,通常約2至3週逐步恢復;長期研究顯示,不會增加罹癌風險,也不會影響壽命。(整理:記者羅碧)

漢測申購抽中現賺300萬! 首日凍結逾3千億資金

〔記者陳永吉/台北報導〕台灣人真有錢!興櫃股王漢測(7856)預計9月下旬掛牌上櫃,10日起辦理公開申購,由於市價每股近5200元,與承銷價2250元價差將近3000元,等於抽中一張現賺300萬元,報酬率達1.3倍,因此吸引大量申購單,根據證交所昨日揭露,漢測公開申購首日共有14萬3285筆申購單,等於凍結市場資金近3224億元,完全輾壓之前鴻勁(7769)創下的舊紀錄。

去年11月當時的興櫃股王鴻勁進行IPO流程,訂出承銷價1495元天價,如今已被漢測2250元打破,鴻勁公開申購首日凍資近千億元,三天凍資近3千億元,沒想到漢測公開申購一天的凍資金額,就完全超車鴻勁三天的成果。

由於抽中一張現賺近300萬元,許多網友討論就算借錢也要抽,甚至賣掉股票或ETF也沒關係,反正若沒抽中,下週再買回就好,台股近兩日日均量僅約7千多億元,市場認為與漢測公開申購凍結大量資金不無關係。

漢測公開申購從前天開始,到下週一結束,共為期三天,首日就吸引超過14萬筆申購單,預期三天應可吸引近40萬筆申購單,恐怕會凍結市場近九千億元資金。由於這次漢測僅釋出1048張,換算中籤率僅0.262%,大概一萬筆申購單會有26筆中籤機率。

漢測隸屬漢民集團,向來具有創造高價股能力,這次主攻半導體測試設備、探針卡等業務,搭上AI熱潮,今年上半年營收21.85億元,年增114.5%,毛利率54.88%,稅後淨利5.84億元,年增389.36%,EPS達21.5元。

漢測本週已完成競拍程序,合格投標數量共1萬8232張,包括中信銀、台壽日前公告將砸41億元參加競拍。

證交所昨天公告競拍結果,競拍張數4192張,已全部順利拍出。證交所表示,這次漢測競拍底價為1800元,開標後最低得標價格4138元,最高得標價格4568.1元,得標加權平均價格為4272.7元。

濫用開發生化武器研究 Anthropic開鍘

人工智慧(AI)開發商Anthropic十日公布最新威脅情報報告,說明過去八個月發現並封鎖的AI模型Claude濫用案例。其中包括中國行為者利用Claude監視異議人士、蒐集台灣政治人物輿情,以及將AI用於可能有助生物武器開發的研究。

發現中俄惡意使用5案例封鎖

報告列出五起涉及生化武器風險的案例,研究內容包括屈公病毒、「高致病性」禽流感病毒株、天花與M痘(Mpox)所屬病毒家族,以及毒液、毒素等。

Anthropic表示,一名位於該公司未提供服務地區的研究人員,透過「翻牆」工具及虛擬專用伺服器(VPS)使用Claude數週,規劃禽流感病毒適應哺乳動物的實驗。Anthropic發現後立即封鎖帳號,並將相關案例納入模型安全防護機制。

Anthropic不支援中俄和北韓

Anthropic強調,這些案例所涉及的研究人員目前仍從事科學研究,無法確定其是否具有造成傷害的意圖,因此未公布個人及研究機構身分。路透報導,Anthropic目前不支援俄羅斯、中國、北韓等地區。

報告同時揭露AI濫用的新類別,包括利用Claude開發槍枝、飛彈、武裝無人機、炸彈等常規武器,以及操作這些武器的鎖定和控制系統。

演練壓制我雷達站、飛彈基地

其中一名中國行為者利用Claude設計並反覆修改一套中文電子戰軟體,包含十六個模組,可分析敵方雷達、防空飛彈陣地、指揮所及通訊節點,評估偵測範圍與電子干擾效果,再依目標價值及弱點排列優先壓制順序,並模擬「愛國者」(Patriot)、「終端高空防禦系統」(THAAD,薩德)等防空系統的交戰範圍。

專案進行期間,該行為者將模擬情境改為台灣十二個目標,包括指揮碉堡、預警雷達站、愛國者與「天弓」飛彈陣地、主要空軍基地,以及區域作戰指揮部。Anthropic評估,對方可能是中國國防或軍工研究人員,並與中國軍方研究機構有關聯。

輿情監控異議份子、政治人物

報告也警告,政府及立場相近的行為者正利用AI加強監視少數族裔與異議人士。Anthropic發現並封鎖多起源自中國、伊朗及西部非洲的相關行動。

其中一起中國「輿情監控」行動,利用Claude蒐集台灣及西方媒體報導,監控海外中國僑民、異議人士、少數族裔及台灣政治人物,並依政治敏感程度評分、整理成政府內部簡報。Anthropic認為,這項行動較可能由替中國政府客戶工作的承包商執行。

報告也點名中國「月之暗面」和「深度求索,指控中國AI模型開發者,偷偷利用Claude生成答案,用於回覆其用戶的提問,同時「蒸餾」這些資料來改善自家開發的模型。

每月逾千人滿55歲退出資料庫 新加入者不到500人

少子化衝擊骨髓捐贈,捐贈者資料庫更面臨新加入人數趕不上超齡退出的壓力。中華民國血液及骨髓移植學會理事長葉士芃昨日示警,目前慈濟骨髓資料庫約有四十八萬至四十九萬筆資料,今年以來,平均每月約有一千名建檔者年滿五十五歲、必須退出,但新加入者每月幾乎不到五百人,已不及過去的一半,若持續「出多進少」,恐影響血癌等患者找到合適配對的機會。

葉士芃表示,台灣目前有二十四家骨髓移植中心,去年完成九百八十多例,今年預估突破千例,其中約五成五為異體移植。不過少子化使兄弟姊妹減少,病人從親屬找到相合捐贈者更加困難,非親屬完全相合機率約僅十萬分之一。

葉士芃說,過去資料庫每月約有一千名新人建檔,與超齡退出人數大致平衡,但今年每月新增幾乎都不到五百人,已呈現「出多進少」。

越年輕 造血幹細胞越健康

為何五十五歲後不能捐髓?葉士芃解釋,造血幹細胞隨年齡增加會老化,也可能累積基因突變,移植後又須在受贈者體內重新建立造血系統,因此對細胞品質要求較高,國際趨勢也傾向選擇較年輕捐贈者,「越年輕越好,因為細胞越健康」,他呼籲十八至四十六歲民眾能抽十C.C.的血液建檔。

衛福部長石崇良表示,即使細胞、基因治療等新療法持續發展,骨髓移植仍是挽救病人生命的重要治療;台灣雖有優秀醫療團隊、藥物與設備,但「巧婦難為無米之炊」,沒有骨髓來源,再好的技術也無法發揮,呼籲破除捐髓是「抽龍骨水」的迷思。

健保署長陳亮妤表示,去年九月一日起,以周邊造血幹細胞移植為例,健保支付由約一千五百點提高至一萬五千點,以反映第一線醫療團隊專業投入。

國立暨大附中學生蘇宸加、蕭士宏、梁靖浩、楊松霖,積極研究農廢再利用新方法,在駱奕帆老師指導下,將茭白筍農廢基質,導入菇類太空包內的木屑,製成「Double Lock雙層鎖碳」穴盆或小花盆,獲得2026美國AII達文西國際發明展金牌。

該作品耐水,可直接澆水,要換盆時,將綠苗連同「雙層鎖碳」花盆放進較大的花盆,小盆即可慢慢分解,不會變成另一個廢棄物。

基隆工程弊案滾雪球/曾紀嚴涉分贓利益遭押 兒代父出征選議員

基隆地檢署偵辦基隆市政府公共工程圍標與圖利弊案,案情持續擴大,繼首波收押基隆市仁愛區國民黨籍市議員曾紀嚴等五人後,檢調前天展開的第二波搜索約談行動,再將涉案期間擔任中正區公所區長的傅俊昇(事發後改調為技正)、代理技士陳南宏收押偵辦,還有兩名官員交保候傳。

深陷弊案的曾紀嚴,身兼國民黨基隆市議會黨團書記長,他原定要爭取連任仁愛區市議員,卻被查出涉嫌利用「議員建議款」勾結基隆市政府的天然災害緊急搶救合約廠商乾泰豐負責人何沛紳,不僅將建議款指定給乾泰豐承做,還從中分贓不法利益,因而成為檢調的首波重點收網對象,七月中旬就遭檢方聲押禁見獲准。

基隆地檢署是在七月間指揮廉政署、調查局等單位,查出乾泰豐營造公司負責人何沛紳涉行賄官員、圍標取得數百萬元工程標案,還同時掌握何沛紳與曾紀嚴交情匪淺,由曾男利用議員建議款,將市府特定公共工程交由何沛紳的公司承攬,曾男再從中分贓不法利益。檢方首波將曾紀嚴、何沛紳、基市府工務處公用事業科長顧勝璿、採購中心僱員楊鴻祺等人聲押禁見獲准。

副署無人載具條例 卓揆:產業、國防不能等

「遺憾立院要A給B 但無違憲違法之虞」

行政院昨宣布副署立法院八月廿七日三讀的「強化國防自主暨無人載具產業發展條例」,行政院長卓榮泰昨在嘉義市受訪時表示,「要A它給B,覺得非常遺憾」,但基於產業發展不能等,國防自主不能等,在不違憲、不違法、不能破壞權力分立、不破壞財政紀律等原則下,行政院已副署,等待總統公告。

政院:會堅持守住預算權、國家機密

卓榮泰並強調,對於三讀條例,行政院會堅持兩個原則,第一個就是預算權不容被權力分立所破壞,第二就是國家的機密一定要得到完善保護。基於產業不能等,國防安全也不能等的原則,希望得到國人共同支持、立法院的支持,讓預算儘快通過。

行政院秘書長張惇涵也表示,卓揆已副署該條例,不過,社會各界對這項法案的疑慮,不會因為副署就消失,因此執政團隊仍會守住「兩個堅持」,第一是堅持行政院的預算權,法案第四條雖訂有預算額度原則,但沒有框定上限;因此,行政院會堅守憲政體制下的預算權,依照國防戰力建構及產業實際需求,核實編列預算。

張惇涵接著指出,第二是堅持國家機密須受到最嚴密的保護,涉及國防事項的主責機關為國防部,「戰略特別委員會」由經濟部辦理。因此,未來的委員會將以產業發展為主軸,而應由國防專業決定的,就回歸國防專業。尤其涉及國家機密、軍事部署、資訊及供應鏈安全的事務,執政團隊一定用最嚴格的標準把關。

卓榮泰昨指出,行政院於今年六月十八日送出「國防自主無人載具採購特別條例」草案,希望透過長期穩定、大量並與國際產業合作的長單長約,從事國防自主採購計畫;行政院要的是特別條例,很遺憾,立法院通過的是以年度預算為主的非特別條例。

卓榮泰表示,但衡量整個通過條例的內容,由經濟部主導產業發展,由國防部主導軍事採購與國防各種軍工需求;條例當中所指二四〇〇億元分六年執行,視為原則,且可由行政院視事實的需要增加,應該是列為建議性質,這兩點看起來沒有違憲之虞或違法考量。

卓榮泰說,未來還會提出包括五五九億元在內的追加預算案,這已在條例當中,精神一致,期盼立法院能夠儘速審議通過。

「文托泰內歐洲自由與民主論壇」本月十日至十二日於義大利舉行,副總統蕭美琴由外交部長林佳龍陪同,突破中國外交封鎖,從第三國轉機抵達,將發表演說。歐洲議會副議長皮齊耶諾在論壇公開宣布蕭副總統的造訪,現場響起如雷掌聲。皮齊耶諾說,「沒有任何人,包括中國在內,可以決定誰能或不能在這裡發言」。

象徵自由 將在文托泰內論壇演說

歐洲議會副議長皮齊耶諾是論壇主要發起人,活動邀請全球民主人士與歐洲各界領袖與會,並於具有反威權象徵的義大利文托泰內島(Ventotene)舉行,與會者除蕭美琴外,還包括諾貝爾和平獎得主、烏克蘭公民自由中心主席馬特維丘克等人。馬特維丘克曾於去年訪台。

檢調追查,傅升區長期間,區公所不少十五萬元以下路燈、道路與邊坡修繕工程,與百餘萬元土木工程等標案,多由何男承包。傅否認洩底價助何取得工程,全推給承辦標案的陳南宏,陳則喊冤稱一切照合約走;廖文宗、陳志源辯稱不知標案內容,只是負責蓋章。

檢調前天約談、提訊傅俊昇四名官員及兩名廠商後,認定四名公務員均涉圖利罪,其中涉案最重的傅俊昇、陳南宏遭押,陳志源、廖文宗獲交保,何男還押基隆看守所,另一業者請回。

最低工資估連11漲 月薪破3萬 9/24開審議會 拍板明年調幅

〔記者李靚慧/台北報導〕勞動部昨發出開會通知,二〇二七年最低工資審議會議將於九月二十四日召開,邀請勞資政學四方委員共同審議明年最低工資;連續第十一次調漲幾已定案,月薪突破三萬元也沒問題,只是超過多少還要協商。

勞動部每年第三季召開最低工資審議會,依據往例,通常在九月最後一週,今年九月二十五日起適逢中秋連假,因此趕在節前就拍板明年調幅。

二〇二六年最低工資為月薪二萬九五〇〇元、時薪一九六元。最低工資已連續十年調漲,月薪自二萬八元調升至二萬九五〇〇元、調幅達四十七.四%,時薪則自一二〇元調升至一九六元、調幅達六十三.三%。

根據最低工資法,影響明年最低工資調幅的標準,包括物價上漲率等「應參採指標」,以及十項「得參採指標」。審議會過往共識為全額反映消費者物價指數(CPI)並共享經濟成長率(GDP);主計總處日前公布八月CPI年增率為二.〇四%,且先前也上修今年經濟成長率至十一.〇五%。

總統、卓揆多次喊話會破3萬

超過多少 勞資雙方角力戰場

總統賴清德、行政院長卓榮泰日前已多次喊話,明年最低工資月薪應會突破三萬元;外界對於明年最低工資連續第十一年調漲已有共識,但最終會超出三萬元多少?將是勞資雙方角力的戰場。

勞團依據今年CPI年增率二.〇四%,與先前預估今年經濟成長率至少九.六四%推算,若CPI全數認列,且GDP成長估只計入三分之一,計算調幅應達五.〇八%;因此勞方代表已明確提出,期望明年最低工資月薪調升至三萬一〇〇〇元、時薪調升至二〇六元。

基隆地檢署擴大偵辦基隆市政府公共工程圍標弊案,昨天又有兩名官員遭收押禁見、還有兩名官員交保候傳。基隆市議會議長童子瑋昨天表示,市長謝國樑任內發生民政處濫用市民個資案,現今又發生工程圍標弊案,市民對市府廉政已經喪失信心。基市府面對弊案連遭偵辦、持續擴大情事,僅表示一切依法辦理。

童子瑋表示,市府的業務單位已經不是第一次涉案,從民政處濫用戶政系統查市民個資助反罷免,到今年工程綁標與行賄弊案,甚至還有跟市長私交甚篤的國民黨籍議員涉入其中,顯示基市公共工程相關機制有問題,市政不再廉政,市民也已經喪失信心,希望謝國樑市長出面向市民說明完整情況,不要輕輕帶過。

而生活圈最大優勢就是具備「雙敦學區」,不少家長為了讓子女就讀明星學區,來此購屋設籍,尤以小套房最受青睞,總價約在千萬元左右,也成為此區一大賣點。

以住宅環境來說,此區雖然商辦林立,但住宅區多位處巷內,相對寧靜單純,敦化北路更是台北市難得的林蔭大道;醫療資源則有長庚醫院、台安醫院及三總,也因此吸引不少退休族群青睞。

此區新建案稀少,近期新案有預售案「織旅」,基地位在八德路三段,規劃20~26坪、純2房格局,每坪價格128~143萬元,總價2588萬元起。另外,南京東路主幹道有「敦北VOGUE」銷售中,目前主推14坪、25坪,屬雙敦學區,每坪在150~165萬元。

而在八德路三段還有預售案「敦北序」,為「杜拜藝術館」改名後推出,規劃15~36坪、1至3房,近捷運小巨蛋站,訴求松下營造,採用Alfa Safe柱中柱工法,可耐震6級,並有結構保固20年與大信防水保固3年,預計近期動工。

信義房屋南京店專案經理許文政表示,小巨蛋生活圈具備交通、學區、採買、醫療等多項優勢,屬台北市蛋黃區塊,商業機能發達的同時,也有台北體育場、運動中心、城市舞台等藝文運動場域。

此區以老舊公寓佔多數,每坪在75~85萬元,若有雙敦學區每坪可到90~100;中古華廈每坪在90~100萬,10~20年大樓每坪也要100~120萬左右;而5年內的新社區,每坪約135~155萬。

許文政表示,區內指標社區像是交屋不久的「筑丰敦匯」,基地在北寧路,面公園綠帶,每坪在161~177萬,具有雙敦學區。位在小巨蛋旁的「敦北南京」,屋齡僅1年多,格局1~3房都有,每坪在135~151萬,也是此區新房子中不錯的選擇。

專家意見

信義房屋南京店專案經理 許文政

此區擁敦化國小、敦化國中及部分介壽國中學區,因此有不少家長會為小孩就學來購屋設籍,小套房因此頗為搶手,知名社區如住商混合的「都朋」,都是9~11坪產品,最高單價有151萬,「都市遊俠」也是套房社區,每坪約120萬,平均總價約在1000~1500萬。

不過,此區仍以2房最搶手,總價含車位約在3000萬,3房則在3000~4000萬,部分大坪數社區總價甚至會破7千萬門檻;若預算不足,推薦可考慮「松山新城」,社區完整且格局標準,2~4房都有,總價在3300~4200萬。

小提醒

生活圈屬商業核心,尖峰時間車流量大,人潮較多,小巨蛋若有演唱會活動,噪音聲響較大,且有光害問題,建議可挑選巷弄內物件,較為寧靜。

2026新建案熱區洗牌北士科奪冠!專家揭「這類區域」逆勢吸買氣

輝達落腳北士科,產業題材帶動房市關注度。

2026年房市受到信用管制、房貸緊縮與市場觀望氣氛影響,新建案交易量較前幾年明顯降溫,不過買方並未全面退出市場。根據樂居網最新統計,今年全台新建案交易量前15大生活圈中,雙北合計占8席、桃園3席、台中3席、高雄1席,其中台北市「北投士林科技園區」以412筆交易量居冠,成為今年新建案市場交易最熱絡的生活圈。

樂居網創辦人李奕農分析,目前新建案市場最大的特色就是「個案差距非常大」,交易量能夠突出的生活圈,多半不是整個區域全面熱絡,而是有新案推出、價格經過調整,更接近目前市場行情,加上建案有廣告曝光、實際成交,進一步拉抬整個生活圈的交易量。

北部買氣仍強 新案價格修正成關鍵

李奕農指出,從前10名交易量大的生活圈來看,這類區域大多都有新案推出,而且銷售表現不差,「新出的案子,價格都有做一些調整,比較接近行情價,再加上有出廣告,還有成交量。」在目前市場量縮的環境下,能夠同時具備價格調整、產品推出與成交量,自然比較容易在統計上脫穎而出。

從排名來看,台北市「北投士林科技園區」以412筆居冠,桃園中壢「A20興南重劃區」320筆排名第3,新北林口「林口家樂福生活圈」292筆排名第4,桃園龜山「A7站重劃區-文青國小」282筆排名第5,三重「二重重劃區左岸」278筆排名第6,永和「頂溪生活圈」265筆排名第7,顯示今年交易量較大的區域,明顯集中在北台灣。

李奕農認為,北部個案目前普遍優於南部,從前10名來看,台中與高雄各只有1席,雙北加上桃園則占8席,「北部的自住買盤還是很強烈。」

重劃區+捷運題材 成量縮市場聚人氣關鍵

除了自住需求之外,交通建設、重大產業題材及成熟重劃區,也是目前買方比較容易聚集的條件。李奕農觀察,現在熱門生活圈大多與捷運、重大議題或成熟重劃區有關,例如北士科有產業發展題材,七期則屬於台中成熟核心重劃區,這些條件在市場量縮時,反而更容易成為買方辨識區域價值的依據。

他進一步表示,如果從「全市場熱門區域」來看,現在幾乎都是成熟區域,原因在於房市量縮後,買方對於未來願景的想像反而降低,「大家對於看得到的建設、機能,會比較有感。」因此,除了北士科之外,此次前15名中的熱門生活圈,大多是生活機能已經相對健全的重劃區。

此次台北市表現尤其突出,前兩名均由台北市生活圈拿下。北投士林科技園區412筆居冠,文山區「木柵生活圈」則以335筆排名第2。其中木柵生活圈指標建案「元利四季莊園」就有247筆交易,在區域交易量中占有相當比重。

新北市則是此次榜單進榜生活圈最多的城市,共有6個生活圈進入前15名,從林口、三重、永和、新莊到淡水均有代表區域。除了林口家樂福生活圈292筆排名第4、二重重劃區左岸278筆排名第6、頂溪生活圈265筆排名第7之外,新莊「塭仔圳重劃區」215筆排名第9,淡水「淡海新市鎮-海科大」194筆排名第13,三重「仁義重劃區」193筆排名第14。

其中,部分生活圈的交易量也明顯受到單一指標案帶動,例如頂溪生活圈的「漢皇River Sky」貢獻201筆,塭仔圳重劃區則有「百達莊園」166筆,顯示目前市場並非整個生活圈全面暢旺,而是少數個案成交表現直接影響區域排名。

值得注意的是,房市盤整之際,上市建商仍看好塭仔圳重劃區,華固建設近期也加入卡位行列,斥資11.5億元購入新莊區環漢段約1,089坪土地,換算每坪約105.6萬元,基地位於建國一路、輔仁大學南側,鄰近新莊Costco及河濱公園,預計2027年底配地,最快2028年開發,初步規劃興建24至25樓住宅大樓,總銷估約50億元。

桃園則有3個生活圈進入前15名,其中中壢「A20興南重劃區」320筆排名第3,甚至超越部分雙北熱門生活圈;龜山「A7站重劃區-文青國小」282筆排名第5,其中「長耀辰」就有279筆,幾乎占據該生活圈主要交易量;桃園「中路特區」則以191筆排名第15。

高大特區多案支撐 科技業自住需求仍在

台中今年則有七期重劃區、十三期重劃區及北屯捷運機廠重劃區進榜,分別以234筆、205筆及202筆排名第8、第11及第12。高雄則僅有楠梓「高雄大學特區」以207筆排名第10,成為前15名中唯一的南台灣生活圈。

高雄大學特區今年交易量能主要由區內數個新案支撐,其中「遠雄一靚」累計60筆、「高大之森2高大之上」40筆,兩案合計達100筆,成為區內主要成交來源,此外,「以學MDT」有15筆、「協勝發琢萃」12筆、「永信辰旭」10筆,亦有一定交易量。

住展雜誌發言人陳炳辰表示,房市不景氣下,若有話題大型個案展現亮點,就有機會拉抬起生活圈量體,像木柵生活圈、頂溪生活圈都是明顯的有一案帶動的因素。至於重劃區因為新案量體多,就算交易量少,也是新案主要交易地帶,多有上榜地帶不意外,當中最引人注意的自然是居首的北士科,有輝達刺激而成就強大的買氣吸引力,價格上至高也突破每坪150萬元,量價成績斐然,逆勢走揚。

此外,前十名當中有八個區域都在北台灣,一至七名都由北台灣包辦,陳炳辰認為,北部的房市區域機能與展望相對正向,剛需也比起投資特性強,因此會較僅由投資熱潮帶動的中南部數據來得恆溫,且可發現入榜各重劃區明顯具備比價效益,如A20興南重劃區之於青埔區域、A7站重劃區之於林口區、林口家樂福生活圈之於新北市市中心區、二重重劃區之於鄰近的台北。

台中七期機能成熟,高總價住宅仍有換屋需求。

永慶房屋研展中心副理陳金萍表示,2026年上半年預售市場與2024年高峰時期已呈現截然不同的樣貌,市場逐漸從過去全面熱絡,轉向區域基本面與實際居住需求主導。未來預售市場交易量能否回溫,各建案的交通、生活機能、區域供給量及總價負擔能力,都將成為影響買方是否願意進場的重要條件。

台積電高雄廠2奈米進入量產,北高雄科技產業持續擴張,楠梓科技產業園區周邊的就業人口增加,住宅市場也開始出現新的購屋需求,另一方面,新台17線工程持續推進,未來可望改善高大特區往楠梓、左營等地的通勤動線,過去以高雄大學為中心的大學城,如今多了科技業工程師及家庭型買方,住宅市場的客群也跟著改變。

台積電近年積極於楠梓園區布局先進製程,楠梓科技產業園區也持續擴大材料、設備、零組件等供應鏈,往北則有橋頭科學園區、白埔產業園區接續發展,其中白埔今年9月確立聚焦半導體先進封裝材料及設備供應鏈,未來將與台積電、高雄楠梓園區及其他半導體聚落串聯。

台積電2奈米量產 北高雄產業版圖向北延伸

北高雄的產業發展已從楠梓往橋頭、白埔延伸,往南則可接左營、高鐵及市區生活圈,對住宅市場而言,產業園區增加後,關鍵除了廠區本身位置,新增的就業人口住在哪裡、每天怎麼往返,則是房地產市場關注焦點,而新台17線正好位在這條通勤路線上,未來將成為北高雄產業區與生活圈之間的重要聯外道路。

台積電2奈米製程已於2025年第4季進入量產。



新台17線是北高雄交通建設的重要工程,全長約7.1公里,北段典昌路至德民路已於2022年6月通車,南段則分兩期施工。目前南段一期德民路至中海路預計2026年10月底通車,南段二期第一標中海路至必勝路預定2027年3月15日竣工,全線完成後,可串聯橋頭、楠梓與左營,官方過去評估可縮短橋頭至左營約26%的車行距離,行車時間約可減少30%。

新台17線串聯產業區 高大特區通勤條件翻轉

聯盛廣告總經理李佼世表示,新台17線對高大特區最大的影響,就是多了一條往楠梓及台積電的道路選擇,從高雄大學特區接上新台17線後,未來可經世運大道往楠梓科技產業園區及台積電高雄廠,除了讓通勤路線更直接,也能分散原有道路的車流。

他指出,楠梓近年產業與人口增加,翠華路即使已拓寬為8線道,尖峰時段仍有車流壓力,新台17線部分路段採截彎取直方式闢建,未來可分擔舊台17線及翠華路的交通量,對住在高大特區的科技業人口來說,前往台積電又多了一條路。

交通改善也讓高大特區與左營的距離感降低,李佼世表示,高大特區往左營、高鐵及漢神巨蛋等地的交通條件若進一步改善,約15分鐘的移動距離,會讓高大特區與左營的生活圈連結更緊密,過去「離左營比較遠」的問題也沒那麼明顯。

房市之所以關注新台17線,背後還是北高雄產業發展,台積電高雄布局已從早期的成熟製程,進一步往先進製程發展,台積電官方資料顯示,2奈米製程已於2025年第4季進入量產,高雄也成為2奈米製程生產基地之一,隨著台積電擴大布局,楠梓科技產業園區及周邊供應鏈陸續進駐,橋頭、白埔等產業園區也加入北高雄產業版圖。

對住宅市場來說,產業進駐後最直接的變化,就是購屋人口開始改變,李佼世回憶,2022年台積電南下高雄的消息受到市場關注時,就有新竹科技業客戶南下看屋。當時高大特區有高雄大學、公園及綠地等條件,加上房價與左營高鐵特區存在價差,部分科技業買方提前進場。

高大特區以高雄大學為核心,生活環境相當成熟。

科技業工程師進場 高大特區房價仍有價差

現在的買方則更偏向在地科技產業就業人口,李佼世表示,目前高大特區詢問度較高的客群,包括楠梓科技產業園區的工程師及相關產業從業人員,高大特區與左營前往台積電的時間差距不大,但房價仍有落差,對工程師而言,同樣的購屋預算可以換到較大的居住空間。

李佼世認為,對每天往返園區的工程師而言,通勤時間謂為重要,如果開車能在15分鐘左右抵達工作地點,加上周邊有完整的採買、餐飲及休閒機能,對自住客來說反而更實用。而高大特區計畫面積約330.62公頃,以高雄大學為核心,早期定位就是大學城,區內已有援中國小、中山高中,藍田雙語國小等教育建設也持續發展,加上高雄大學校園、公園及林蔭道路,生活環境相當成熟。

生活圈內從幼兒園至大學皆有。



李佼世觀察,高大特區的發展與多數重劃區不太一樣,學校、公園及住宅集中,後昌路、藍田路一帶也慢慢形成餐飲及飲料店聚集的生活路線,隨著科技業人口增加,這種「工作在附近、生活也在附近」的條件,深受自住型買方青睞。

連鎖品牌的進駐,也讓高大特區的生活機能更容易被看見。新台17線沿線及高大特區周邊已有麥當勞、星巴克、振宇五金等業者,周邊還有家樂福、全聯及其他餐飲店家,日常採買與用餐需求逐漸可以在區內解決。

「遠見禾悅」則鎖定科技產業就業人口,鄰近楠梓科技產業園區及台積電高雄廠,也可連結橋頭科學園區、白埔產業園區。生活機能則有德民商圈、星巴克、萬家福楠梓店、全聯及燦坤3C,全棟3房,無店面純住宅設計,戶戶邊間,採南北座向,擄獲不少菁英家庭青睞。

區內公園綠地密布,提供親子休閒活動去處。

為了提供科技菁英更優質的生活品質,區內的建案也出現多個質感設計,像是品牌建商華友聯開發推出「以學MDT」,位於高大特區高雄大學首排,正對校園樹海,部分視野可遠眺濕地及城市景觀,全案規劃2~4房,部分棟別採單層4戶規劃,並與日本三井集團MDT設計攜手合作規劃公設,將台日住宅設計元素導入社區,付款條件則採訂簽8%、工程0付款,降低購屋人前期付款壓力。

連鎖品牌的進駐,也讓高大特區的生活機能更容易被看見。

興連城建設推出「敘青田」規劃92戶,產品約20~41坪,基地正對藍田公園,周邊約3.5公頃綠地,對小家庭來說,公園除了提供景觀,也提供了孩童活動、親子休閒及日常散步,同時該案散步2分鐘即可抵達藍田國小,學校以雙語教育、低碳校園及跨域學習為發展方向,也是家庭客群考量的一環。

新台17線完成後,可望舒緩楠梓既有道路的通勤車潮,並強化高大特區與台積電、左營生活圈的連結。隨著北高雄科技產業聚落逐步成形,科技業就業人口成為住宅需求的新支撐。相較左營,高大特區房價仍具價差,同樣約15分鐘可達台積電,對重視居住空間與生活品質的自住客更具吸引力。
